Phase 2 of downtown revitalization project on the horizon BY SHERI REGNIER Times Staff

Anyone stumped by the crimson street posts that are just “there” at the three major intersections along Victoria Street? Word is, be patient - because the City of Trail’s downtown revitalization plan is set to begin Phase 2, and those minor gateways will be prettied up to serve a purpose in the next few months. The trio of red pillars was a final touch of the first phase of Trail’s $1.2 million facelift that involved digging up the city’s old bones last summer to modernize drainage, curbing and sidewalk framework at the bottom of Glover Road and through town along the Victoria Street corridor. As Phase 2 of Silver City rejuvenation rolls out along with the warm weather, the 16-foot gateways installed at the entrances of Pine, Cedar and Bay avenues are on the polishing list after being buried in the landscape during the winter months. be installed and hoist the directional features into prominent structures, explained David James, a member of the Kelowna-based firm that, handin-hand with the city, designed the downtown plan. “Trail is known for its stonework,” said James. “We’ve picked a base design that it reminiscent of the stone walls seen throughout the city,” he added. “Right now, it’s just a metal post. But it will be finished off nicely.” The purpose of the features are “way-finding” and meant to draw visitors from Victoria Street into the downtown core. “It is a navigational device,” said James. “People in Trail, of course, know where the downtown is,” he continued. “But when you’re driving through Victoria Street as a tourist and coming across the bridge or in from Rossland, it’s not so obvious.” James, a registered landscape architect associate with MMM Group Ltd., said this next phase of downtown development will showcase elements that are unique to Trail’s strong industrial history. Shelter’s future uncertain Low numbers and budget cuts cast shadow BY VALERIE ROSSI Times Staff

The focus of Trail's homeless shelter continues to shift ever so slightly each season depending on the need, but one common thread is an ultimate push to find users a permanent home. The La Nina Extreme Weather Emergency Shelter offered 25 people (17 male and eight female) a warm place to rest their heads this winter from November 1 to March 15, which looked quite similar to the previous year, according to Sheila Adcock of Career Development Services (CDS), the organization that runs the shelter. “The big change this year was

that there were four or five referred from the Nelson shelter and for mental health as they had maxed out their time there,” she explained. “Nelson was their first community of choice but they had to be housed in Trail and we assisted a couple to get transportation out of town to be closer to family.” These individuals were hooked up with CDS' outreach worker through the Getting to Home project, an initiative which started in 2012 that now employs one part time support worker to help secure housing by working with landlords to ensure needs are met. The support worker vouches for these individuals and helps them navigate the system at the same time to look for a housing solution See BC, Page 2

BC Housing determines fate of local shelter

FROM PAGE 1 for those who wind up at the shelter for one reason or another. Shelter users include those with mental health challenges, issues around being able to maintain housing in the community due to burning bridges with landlords, court restrictions and drug and alcohol addictions. The future of the homeless shelter is left up to BC Housing, which funds the facility that is open in the United Church on Pine Avenue during the winter from 9 p.m. until 8 a.m. This past season saw the facility operating on a tight budget; the Trail shelter was only granted half its previously ($50,000 in 2012) secured funding and as s a result the facility was locked up by 1 a.m. if no one showed up. “There is always a concern for future funding and BC Housing has had their budget cut back so all their contractors are expected to come up with some savings,” said Adcock. “We had very low numbers as far as shelter numbers go so there is a big concern about next year’s funding.” Behind closed doors, there are still people like Adcock looking for funding opportunities to expand on these services in Trail. Her hope is that one day the city will have a large facility to house not only the shelter but its support workers, a service centre that would provide all outreach information available in Trail in a community setting year round. She expects that those who are still without a home will spend the summer couch surfing, sleeping in parks and under bridge or maybe even hitching around the province and camping in the mountains. La Nina first opened its doors in 2011 with support from the United Church and the Salvation Army and financial backing from BC Housing to house the homeless only when the temperature dropped to -10 C at night. After ministerial meetings, United Church minister Keith Simmons spoke to other church leaders about a homeless shelter. But it wasn’t until Trail resident Nola Landucci teamed up with Simmons and Salvation Army Major Wilf Harbin that the ad hoc extreme weather shelter committee was formed. The responsibility was later handed off to CDS, a non-profit organization that connects clients and business partners together to provide mutual benefit while enriching lives, / workplaces and communities in the Kootenays.

Work set to resume this spring FROM PAGE 1 “It’s not something we wanted to shy away from,” he said. “The Italian heritage and stone work all play together along with the major feature of the Columbia River. We tried to draw inspiration from all of that.” Phase 2 is slated to begin in late May or early June, when over a period of six-to-eight weeks, custom streetscape such as a Cedar Avenue kiosk, bicycle racks, and trash receptacles will be installed along Victoria Street and throughout the downtown. Vibrant red accents were chosen for visibility and to complement the heritage colour of the city’s brick buildings and paving bands. “That really was part of the bigger intent,” said James. “To treat this project as a downtown revitalization as much as a street corridor re-do. The elements will be on a smaller sale and tie in and play off the industrial character of Trail.” This time around, traffic delays are not expected to take centre stage because the majority of the project is off the roadway, said Jim Roe, MMM Group’s civil engineering representative. Almost 20,0000 vehicles pass through Victoria Street daily and with only one way to drive through Trail, traffic delays became a challenge during the (2013) initial stage of construction, according to Roe. “This particular phase of the work is going to be off the highway,” he said. “There may be some instances when a truck will come in and have to stop. But two lanes in either direction with traffic management should help,” said Roe. “Not all of the time, but most.”

Crowe Secondary School's leadership students are transforming the gymnasium into a penny carnival for Greater Trail elementary school kids Wednesday night from 6-7:30 p.m. Children under 10 years old are invited to Family Fun Night, where stations such as miniature hockey, arts and crafts, carnival games and science experiments will help them work up an appetite for a $2 hotdog dinner. “This is really the only event that we do for kids so it's just nice to kind of get some diversity and do something for the younger kids because they'll be coming up here eventually

so they can get an idea of what it looks like,” said Grade 12 student Madison Muskeyn. This is the last community event hosted by the leadership students this year. The class is responsible for putting many community events on including their biggest undertaking, the Crowe Variety Show. Grade 12 student Sky Shin enjoys having a say in what goes into school events but most of all, she said, the class has really helped her open up. “I was a really shy person in Grade 8 and 9 and I saw big leadership kids running all of these events and I always really wanted to be a part of that group and I joined it and I think my personality and perspective have changed,” she said.

The Ktunaxa Nation has lost its legal challenge to the Jumbo Glacier Resort in B.C.’s Supreme Court. The First Nation took action after Glacier Resorts was given a green light from the Ministry of Forests and Lands in March 2012 for construction in Upper Jumbo Valley, 55 kilometres west of Invermere. Arguing the proposed resort violated its charter rights to religious freedom, the Ktunaxa asked the court to rule the project would desecrate sacred land and practices. Ktunaxa Leader Kathryn Teneese says the First Nation is “obviously disappointed” in the ruling and has not yet made a decision on how to proceed. “We felt we invested a lot of time, energy and resources in trying to bring the best case forward,” she said Friday. Teneese says that the Ktunaxa knew it would be difficult to have the court understand just exactly what was being brought forward. “I think that the idea of the development interfering with our spiritual and religious beliefs has not been dealt with before. It is outside of the box. The court is being asked to understand the connection of First Nations, all First Nations across Canada, to the land. “Essentially, the court is saying we recognize the impact on your spiritual beliefs but don’t know how to deal with it.” “If the Grizzly Bear Spirit leaves Qat’muk, the Ktunaxa say they will no longer be able to receive physical or spiritual assistance and guidance from that spirit,” the judge said in his 124-page ruling. But Justice John Savage ruled the ministry did its duty to consider the First Nation and did not infringe on constitutional rights. “The process of consultation and the accommodation offered in my opinion passes the reasonableness standard,’’ he said. The provincial government’s approval also includes various conditions that fairly balance the group’s religious rights, he added. Teneese says the Ktunaxa will now wait for advise from their legal adviser on how to proceed. The Ktunaxa Nation has to bear all the costs of the law suit. “When we made the decision we agreed it was important for us to go down this road,” Teneese said. “We knew it would cost money. We didn’t make the decision lightly. It was difficult given the challenges we face in our communities. It was a difficult decision but we felt it was important. It’s a very difficult place we find ourselves in. Any further action means more costs. We want to lay everything out and make a careful decision before the next step.” Glacier Resorts set out to build the year-round ski resort on Crown land in 1991, but it was challenged repeatedly in court. The company says that over 20 years it went to “extraordinary lengths’’ to satisfy government, First Nations and environmental concerns. The government’s green light gave Glacier Resorts the final approval that was needed to begin the three-phase development.

The proposed map change to the OCP will result in a minimum parcel size for new parcels in the Patterson Area that matches what is required in the current Zoning Bylaw.

How will this affect me?

Depending on the location of your parcel, the revised Zoning Bylaw includes, among other things, changes to: permitted uses, parcel size required for creation of new parcels, and changes to setback and screening requirements. The revised Zoning Bylaw will apply to all parcels in Electoral Area ‘B’ when adopted.

Labour violations investigated THE CANADIAN PRESS VICTORIA - The federal government is investigating a possible violation of the Temporary Foreign Worker Program, which has been a black eye for the governing Conservatives due to a series of abuses. The government is investigating allegations that an owner of a McDonald’s franchise in Victoria broke the rules of the program, Employment Minister Jason Kenney said in a statement Sunday. “I have reasonable grounds to believe that this employer provided Employment and Social Development Canada with false, misleading or inaccurate information,” Kenney said.

The statement did not identify the franchise and contained few other details, but a government source said the allegations are that foreign workers were hired over Canadians. The source could not indicate how many workers were involved, but said the franchise owner operated three restaurants and that all were part of the investigation. Inspectors were called to visit the site and as a result all work permits for employees at the restaurant in question have been suspended. If the investigation determines the rules of the program were broken, the franchise owner will be blocked

from hiring more temporary foreign workers, Kenney said. McDonald’s said had it launched its own investigation of the restaurant and that it would act on the government audit’s recommendations. The Temporary Foreign Worker Program came under increased scrutiny after a series of abuses became public, including word last year that the Royal Bank displaced a number of Canadian workers after contracting out IT services to a foreign supplier. The bank apologized for the incident and the Harper government backtracked on changes it made to the program.

Guilty verdict for Armstrong murder By Kathy Michaels Black Press

Taylor Van Diest’s family let out muffled sobs of relief Saturday morning as a jury of 12 convicted Matthew Foerster of first degree murder. The five-woman, seven-man pool of jurors returned to a Kelowna courtroom with the unanimous decision after just over 24 hours of deliberation. To have reached that verdict they had to conclude that Foerster, 28, was intending to sexually assault Van Diest, 18, when he fatally injured her on a set of secluded train tracks Oct. 31, 2011 in Armstrong. He will face 25 years in jail without possibility of parole — the minimum sentence for the crime for which he was convicted. His silence did not surprise Taylor’s mother, Marie Van Diest, although she said it was telling. “The fact he chose not to speak, speaks volumes about how cowardly, dysfunctional and deviant this individual really is,” she said. “He needs to be put away and not have that behaviour exist ever again.” The verdict marks the end of the legal process that started when Van Diest was murdered while walking to meet friends for some trick or treating at around supper hour that Halloween. But, Marie Van Diest pointed out that it’s not going to heal the wounds Foerster created.

Command to sell its building. If a deal isn’t reached soon, the branch could close later this spring, confirmed president Murray Grandy. “I don’t see any point in being worried or concerned. If it closes, it closes. I’d hate to see that, but there’s nothing anyone can do about it,” he said Saturday. Grandy explained a deal is still in place to sell the Martin Street property to local businessman and city councillor John Vassilaki, but B.C.-Yukon Command has the final say and is hung up on an arrangement to lease back a portion of the building to the branch. The purchase is “absolutely” still on track to close April 15, added Vassilaki, who remains optimistic. Grandy said if the sale does fall through, the branch, which has been struggling financially for years, would likely close when it runs out of money in about six weeks, and ownership of the building would then default to B.C.-Yukon Command.

Ravens, wolves beware

THE CANADIAN PRESS REGINA - Saskatchewan is changing wildlife regulations to let landowners protect their property and livestock from ravens and wolves. One change means landowners can kill ravens without requiring a permit. Briefs Ravens have recolonized agricultural areas in recent years and farmers say the birds are killing or injuring newborn livestock and damaging grain bags. Another change will designate wolves a big-game species so hunters can target problem animals where they’re attacking livestock. The province says it is not creating a general wolf-hunting season, but will focus on specific areas where other control methods have failed. Trappers will still be able to trap wolves because the amendment will retain the wolf’s designation as a fur-bearing animal. The Saskatchewan Wildlife Federation says it supports the changes. “We recognize that effective wildlife management requires science-based, active management on both game and predator species to provide additional licensed opportunities for hunters to harvest animals whose numbers are creating serious wildlife and livestock issues,” said federation executive director Darrell Crabbe.

Youth dies at rodeo

THE CANADIAN PRESS THORSBY, Alta. - Investigators say the death of a 16-year-old boy at a junior rodeo training event southwest of Edmonton appears to have been a freak accident. Police say they were called to the Thorsby Haymaker Centre on Saturday afternoon after the boy was struck by a horse while practising for the saddle bronc event. They say members of the public performed CPR on him until police and EMS arrived, but he didn’t survive. RCMP Cpl. Corey Kyle says it appears the boy was bucked off the horse and was kicked after landing, but it’s difficult to say for sure. He says there is cellphone video of the accident but the events happened so quickly that it’s hard to make them out in the footage. The boy’s name hasn’t been released but police say he was from the area around Turner Valley, Alberta. “The whole event happened as quick as the snap of your fingers. There were feet and hoofs flying,” Kyle said about the cellphone video. “It looks like as he was getting up to recover, he got kicked.”

Students, seniors weigh in on election reforms THE CANADIAN PRESS OTTAWA - Groups representing both seniors and students are the latest to weigh in on controversial Conservative changes to federal elections law that have been almost universally panned. MPs looking at Bill C-23 are holding evening hearings as the Harper government pushes to have the massive elections overhaul through the committee process where potential changes could be made - and back before Parliament by the beginning of May. But with the Commons beginning a 16-day break at the end of the week, time for examining and fixing the bill is running out. Many of the interveners, including those testifying Monday night, have zeroed in on new rules that will

make it more difficult for a significant subset of voters to prove their residency and be eligible to vote. Before 2007, no identification at all was required to vote. Since the Conservatives brought in voting ID requirements in 2007, voters must present a piece of government-issued photo ID with their address (a driver’s licence is one of the few such pieces in most provinces). Without photo ID including an address, voters must have two pieces of ID, at least one of which must show a home address. If a voter did not have proof of address, another fully identified person could “vouch” for them. The new law eliminates the practice of vouching. It also forbids the use of voter information cards, mailed by

THE CANADIAN PRESS IQALUIT, Nunavut - A group that oversees Inuit land claims is organizing a giant photo op to counter the celebrity selfie taken by Ellen Degeneres at the Oscars last month. Degeneres donated $1.5 million of the money raised by the star-studded picture to the Humane Society of the United States, an organization that fights seal hunting. In response, Inuit across Nunavut have been using social media to post “sealfies” - pictures of

themselves wearing sealskin clothes, standing beside freshly killed seals or looking forward to enjoying a tasty seal meal. Elections Canada to everyone on the voters’ list, as proof of residency. For the roughly four million Canadians without driver’s licences, this is where matters get tricky. Pierre Poilievre, the minister for democratic reform, says there are ample and easy ways for voters to meet the new, stiffer identification requirements. “There are 39 different ways that people can identify themselves currently,” Poilievre said Monday in the Commons. “That will not change under the Fair Elections Act.” However, only 13 of those different ways include a residential address. Poilievre cited everything from utility bills, bank, credit card and pension statements, to a residential lease or mortgage statement.

The digital wave is just beginning

ave you got one of the new B.C. driver’s licences yet? By now most drivers have the one with the unsmiling black and white mug shot, to conform to passport standards so it could be used for border identification with the magnetic swipe strip on the back. About one million of us now have the newest version, with a creditcard style digital chip that proves your residence and eligibility for our famously “free” medical care. The motor vehicle office started issuing them about a year ago, as fiveyear licences expire. They replace the old “CareCard” that has no expiry date. Over the years there were more than nine million CareCards issued, twice the population of B.C., as people held onto their access to our defenseless, overworked medical system from wherever they moved to.

Positive identification is only the start for this card. Each will be assigned a password that gives access to online medical records, so when patients show up at an ER, their eligibility is confirmed and any previous conditions or medications are accurately matched. (Note that medical information is not stored on the card, just an access code that goes with the password.) Patients will be able to call up their own files at home, book medical appointments and even renew prescriptions, which is where the efficiency comes in. In-person visits for routine prescription renewals are a cash cow for today’s doctors, generating guaranteed billings but often little or no health benefit. Most people will still think of it as a driver’s licence, but it’s intended as an all-purpose govern-

ment ID. If you don’t drive, you are spared the $75 licence renewal fee, and within a couple of years the cards will start providing online access to a wide range of government services. Andrew Wilkinson, minister of technology, innovation and citizens’ services, says a public consultation has shown most people are comfortable using a system they already trust for their banking. By the end of 2015, Wilkinson says about two million people will have

the new cards, roughly half of B.C.’s population. Application forms converted to online access will include student loans, birth, death and marriage certificates, voter registration and even criminal record checks. All this will be costly to set up, but the savings from having customers do their own data entry are well known, as any banker or supermarket owner can tell you. “You can understand that if you’re in the vital statistics office and this can all be done from places like Telegraph Creek and Horsefly remotely, that actually saves them a lot of money,” Wilkinson explained. “There will be conversion of existing services where you have to go into an office and wait around and fill out forms. Those will be converted to online services.” It also means a decline in the number of government office jobs, and the

potential for further outsourcing of services, as we have seen with Medical Services Plan administration and the back-office functions of BC Hydro. Some older readers won’t be thrilled to hear about this. They don’t want a “smart phone,” just a phone. But they will also see their great-grandchildren becoming adept with tablet computers before they can even speak. Seniors will get the hang of it pretty quickly, and their lives will become easier. • A correction to last week’s column on the Agricultural Land Commission. I erroneously said regional panel members were appointed from outside the region. They are local residents, and the new legislation formalizes a cabinet appointment process for them. THE ASSOCIATED PRESS NEW YORK - Barbara Walters plans to make her final appearance on “The View” on May 16, part of a daylong retirement celebration that will include ABC News naming its New York headquarters after her. Later that night, ABC will air a two-hour prime-time special on her career. Walters, who is 84, began in television in 1961 and became the medium’s best-known interviewer. She announced last year that she will retire from regular TV appearances. Walters will remain involved behind the scenes as an executive producer at “The View.” She will be a lifelong member of the ABC News team, and will make special appearances as news warrants.

Hold a referendum on amalgamation

I have an idea on how to end the constant bickering within the greater Trail area over amalgamation. I challenge all the Municipalities and Areas A & B to have a referendum included during the November Civic election, on if we want to proceed with a Greater Trail. This would cover from Genelle to Paterson to Ross Spur. This would give our newly elected councils and trustees the mandate weather or not to proceed with amalgamation. To be fair in this referendum, each Community would

be speaking for itself, not just a simple majority of votes either way. This could allow for part amalgamation of adjoining areas, for example if Trail and Warfield both voted for amalgamation then just these two could proceed. Area B would be a quandary as this is a split region. Would Genelle, Oasis and Rivervale be included in the Paterson tally? With six months to prepare I am sure most of these issues could be worked out. We must give citizens time to think about the consequences good

and bad before the vote. Politicians and bureaucrats have to work out the logistics on Area A & B so the voters would know exactly on what they are voting for and who their vote would count for. I hope that the elected officials will take up my challenge and end this age old debate once and for all. Please do not leave this issue for the next lot of elected officials. Why teachers may be forced into job action Like all of you, teachers only want the best for their students. Despite bargaining for more than a year with the government there has been little progress made at the negotiating table. We have been waiting, very patiently, for the government to provide the necessary funding required for us to move forward in achieving a negotiated collective agreement. Instead, they have attempted to remove, yet again, the important provisions for class size and composition and minimum levels of specialist teachers that the BC Supreme Court restored. As a result teachers have voted 89 per cent in favour of job action. Local teachers concur with the comments made by BCTF President, Jim Iker, after our strike vote: “As teachers, we do not take job action, or even a vote on job action, lightly. We care deeply about our schools, our students, and their families. Many of us are parents or grandparents ourselves. “B.C. teachers remain committed to negotiating a deal at the table. That is our goal. But once again, it depends on developments at the negotiat-

ing table. I encourage you to reach out to your local MLA and tell them to work with us to get that deal negotiated at the table. I want to thank our parents for the work that they do with their children and their support of us.” How you can get involved and help: • Talk to your child’s/grandchild’s teacher(s) about the supports they need to help our students succeed. • Check out www.aFairDeal. ca where you can quickly and easily “Have your say” in a letter to the Minister of Education and your MLA. The site also provides quick access to a great deal of information on the issues around bargaining. • Talk to friends, relatives, and others in the community about the importance of an agreement that is fair for teachers and that will provide better support for our students. Five quick facts about any potential job action we may be forced into: 1. A strike vote is a normal occurrence during negotiations of collective agreements and helps apply pressure to both parties during negotiations. Our hope is that a settlement

will be reached without job action being necessary. 2. Whatever happens next will depend entirely on progress at the negotiating table. 3. If a first stage of job action does become necessary, it will have no impact on students’ learning. Teachers will continue to be in classrooms, teaching, preparing lessons, and assessing students. We will continue participating in voluntary activities, writing report cards and communicating with parents. 4. If at some point talks stall or the government won’t make fair and reasonable proposals, rotating strikes would be the next step. 5. We’ve made a commitment that any full-scale strike will require another provincewide vote of the BCTF membership. Be assured that BC teachers are strongly committed to reaching a negotiated agreement with government. PEOPLE OBITUARIES SPEER, RICHARD (DICK) – It is with great sadness that the family announces the passing of Dick on March 19, 2014 in Clarsholm, Alberta. Dick spend most of his younger days in Rossland, he then had a short stay in Trail before moving to Fruitvale. He started his career with Cominco (Teck) up in Elkford, then returned to Trail a short time later and became a member of the Cominco Protective Services Dept. Deciding to retire in 2010, he moved to Alberta to start yet another chapter of his life. He leaves behind his parents Alison and Ray Speer (Fruitvale), Son Ryan (Crystal) and grandchildren Caitlin and Logan Speer (Elkford). Son Derek (Tanya) Speer and grandchildren Garrett, Brendon and Kayla(Barrier). Daughter Rebecca (Eric) Eslick (Fruitvale). Also survived by his two sisters and his nieces and nephews. Family would like to thank everyone for their overwhelming support, kind words and prayers given to us during this difficult time. And also to Dick’s “buddies” in Clarsholm for being there for him. WILCOX, DR. G. PATRICK (DR. PAT) – After a 4 month battle with leukemia, Dr. Pat passed away

peacefully at Columbia View Lodge at the age of 79. Dr. Pat was born March 3rd, 1935 in Lethbridge, Alberta to George & Helen (Hosey) Wilcox. He attended high school in Nelson, B.C. and graduated with his Dental degree from the University of Alberta in 1964. He first married in Nelson in 1963 and from this relationship 3 children were born (Mark, Eugene and Claudia). In 1978, Pat married Ann Simpson and became the father to Ann’s children; Frank, Nancy and John. After Ann’s passing in May 1993, Pat married Joan. He enjoyed sailing and exploring the back country; was an active member of the Quesnel and Fruitvale Rotary Clubs and enjoyed performing with the Trail Male Choir. He also enjoyed reading and spending time with friends and family. Dr. Pat is survived by his loving wife Joan; his children Mark (Rita) of Airdrie, Alberta; Eugene of Taipei, Taiwan; Claudia (Randy) Wagner of Prince George, BC.; Nancy (Carey) Bagg of Fruitvale, BC.; Frank (Sheila) Simpson of Victoria and John Simpson of Port Coquitlam. He was a dear grandpa to Branden, Jorja-Rae, CJ, Sandy, Stephanie, Ryan and Lukas. He was preceded in death by his parents, second

Etched in our minds are the endless gulch tales that Mom loved to

tell. From pool halls to bootleggers, hardship and happiness, lifelong friends and family; her stories spoke of a tight knit Italian Community the fabric of Trail. Much to her mother’s dismay she ditched her embroidery for athletics. Mom made her parents proud, winning blue ribbons in the Butler Park track meets. In her youth she performed in local theatre productions. In 1947 she was crowned Colombo Queen. Mom attended Trail Business College and later worked for the CP Rail where she met Gino. They were married in 1949. As the train rolled past St. Anthony’s Church, their co-workers punctuated the ceremony with several loud toots of the engine! Mom loved her job and continued to work for 33 years. When we were teenagers, mom was offered a yardmasters position. (That would have made her the first female yardmaster in CPRail history) She refused the job for two reasons: She needed to keep an eye on her teenagers; it would have made her Dad’s boss (not good). We are thankful to have had such a caring and thoughtful mother who was also as tough as Judge Judy (her favourite show). She was a fabulous nona to our children, in fact, she was the nona of the neighbourhood. Quick with the candy dish, a pizzelle or iced tea. Her love for sports was with her life long, an avid Canucks fan, hockey was her favourite game. Mom, we’re going to miss you! Graveside Service for family and friends will be held on Satur-

Dagfinn Hatlevik October 24, 1923 - March 13, 2014

Dagfinn passed away peacefully in the Bulkley Valley Hospital in Smithers, BC, after a brief battle with cancer. He was born in Hemnes, Norway, and immigrated to Canada in 1930. He resided in Rossland, BC, and worked at the Cominco/Teck Smelter in Trail for most of his life. He served in the RCAF during WWII. Alpine skiing was his passion, and he was an early member and longtime supporter of the Red Mountain Ski Club in Rossland. He also spent many winters ski vacationing in areas like Sun Valley, Jackson Hole and Aspen. He was a keen outdoors enthusiast and his other interests included hunting, shooting, reloading, camping, fishing, hiking, backpacking, horses and reading. Dagfinn was a long time member of the Canadian Legion, Sons or Norway and the Safari Club of Canada. He was also a frequent contributor to the Policeman’s Association, Fireman’s Association, and the Federal New Democratic Party. He had a great sense of humour. When happy and smiling, his eyes would remarkably turn several shades of darker blue in colour. He was also a keen physical fitness buff and exercised regularly his entire life. Even at the age of 89, he could do 50 push-ups! He moved from Rossland to the Telkwa area in 2007. He was predeceased by his mother Dagny, father Norman, brother Sigurd and sister Molly. He is survived by his son Sigurd, brother Norman, nephew Donnie, nieces Debbie, Linda, Kelsey and Lindsey. At Dagfinn’s request, there will be no funeral service.

Nitehaws quiet Storm, win KIJHL championship By Jim Bailey

The Beaver Valley Nitehawks are KIJHL champions for the second time in three years as the Hawks dominated the Okanagan-Shushwap Conference champion Kamloops Storm on Friday at the Beaver Valley Arena with a 6-0 victory. Dallas Calvin scored twice, including the winner, and Brett Clark stopped 30 shots for the shutout as the Nitehawks reeled off three straight wins to take the league championship in Game 6. The Hawks found themselves down twogames-to-one in the championship series, and looked to be in trouble. However, a gutsy 5-3 win at home Tuesday and an 8-3 drubbing of the Storm in Kamloops on Thursday set up the opportunity to win it at home and capture their seventh KIJHL title in the Hawks Nest on Friday. “I thought tonight was an awesome game,” said Nitehawks’ head coach and GM Terry Jones. “We really played our game. We were disciplined, got those early goals and we really played a rocksolid game.” While the Nitehawk’s dominated Game 6, for

By Times Staff The Beaver Valley Nitehawks teamed up with the rest of the KIJHL and Subway to raise funds for KidSport this season. The Hawks donated $500 to the cause after local players pitched in to make sandwiches for patrons at the Fruitvale and Trail Subway franchises last month. In addition, Subway restaurants and the KIJHL teamed up in the 2013/14 season to support Kidsport BC. Subway donated $10 for every home power-play goal scored by the Hawks.

No medal for Canada’s Koe rink

THE CANADIAN PRESS BEIJING - Canada’s Kevin Koe had to settle for fourth place at the world men’s curling championship after falling 7-5 to Switzerland in Sunday’s bronze-medal match. Koe’s Calgary rink came into the 10th end down by three, but couldn’t muster the comeback, scoring just a single point in the final end against the Swiss team. Switzerland stole single points in the first two ends, and padded their lead with deuces in the

sixth and ninth ends en route to the victory. “We definitely didn’t want to lose that game,” said lead Nolan Thiessen. “But after yesterday, it was tough to get fired up. But no excuses. They played better than us.” Canada had two chances on Saturday to reach Sunday’s gold-medal game, but fell short to Norway’s Thomas Ulsrud in the 1-2 Page playoff game, and then to Sweden’s Oskar Eriksson in the semifinal. Ulsrud led from start to finish in defeating Sweden 8-3 to claim the gold medal later Sunday. “We were very close,” said Koe. “But in games like that where the other teams are playing well, you have to make the last shot of the end sometimes and we let our chances slip away.” Despite failing to medal at the world championships, Canadian coach Rick Lang says there’s no reason to push any panic buttons, considering Canada has finished in the top six at every international curling event this season.

FROM PAGE 11 In 19 playoff games Clark earned 14 wins, with a 2.38 goals against average, and a .925 save percentage. “I do a lot or work with our goalie coach Alex (Evin of NL Goal), he’s been helping me out all year so I think I’ve gotten a lot better since then,” said Clark. “I’m excited to go into every game, some games I get more shots than other nights, but I just try to give my team a chance to win every night.” Like most championships, the KIJHL title is elusive, yet the Nitehawks have now won it in two of the past three years led by returning three-year veterans Edwards, Calvin, McKinnon, and Fraser Stang and of course Jones who has coached the Hawks for all seven of it’s KIJHL championships and two provincial titles. “I think they (championships) are all a little bit different, it’s so hard to win,” said Jones. “It’s never easy, I think this is one of the hardest years, we had some really tough series. Nelson is a hell of a team, Creston was resilient as heck and this (Kamloops) was a very good hockey team we beat, so it was a battle all the way.”

Jones had an inkling this year would be special when Edwards and team captain McKinnon committed to playing another year with the Hawks. “This is what we were shooting for. When Ryan and Archie came back to me in the summer saying they wanted to come back and they wanted to win, we started to build our team, and those two guys have been the cornerstone. Guys filtered back and we just got stronger and stronger. But it doesn’t matter how many great players you have, everybody has to buy into the team concept and that’s what we’ve done.” It was a good run for the whole organization that filled the rink throughout the playoffs. “It’s been a great day for us,” said Jones. “When you have a chance to fill our rink like this and have a night like tonight, it’s fantastic. All the hard work all the effort to have a good team, our executive, our president, all the volunteers they are all part of this and that’s what it’s all about.” The team will briefly savour the victory as they begin preparation for the Cyclone Taylor Cup, the provincial championship, that starts Thursday in Nelson.

THE ASSOCIATED PRESS LOS ANGELES - Disney and Marvel could be one of the finest teams around. Continuing the success of their superhero franchise, “Captain America: The Winter Soldier” has set a record as the biggest domestic April release ever. The Disney sequel debuted with $96.2 million topping the previous record holder, 2011’s “Fast Five,” which opened with $86.2 million. Last weekend “The Winter Soldier,” which stars Chris Evans as the shield-wielding superhero, and Scarlett Johansson (whose sci-fi “Under the Skin” also debuted this weekend with $140,000) as Black Widow, commanded 32 international markets, gaining $75.2 million in its overseas bow. Expanding to Russia, Australia and China in its second week, the Marvel comic adaptation, boasting a budget of over $170 million, has earned $207.1 million internationally, bringing its overall worldwide haul to over $303 million. Paramount’s biblical saga “Noah,” starring Russell Crowe, Jennifer Connelly and Emma Watson, took a drastic dip in its second weekend, earning $17 million after debuting with $44 million. Still, it sailed into second place, crossing the $70 million mark domestically, while pushing Lionsgate’s young adult science-fiction thriller “Divergent,” led by Shailene Woodley, to third with $13 million in its third week. Its stateside cume is now $114 million. Freestyle Releasing’s surprise hit “God’s Not Dead” took the No. 4 slot with $7.7 million in its third weekend. Despite the decrease in the “Noah” box office performance, the outcome of film’s debut, its overall haul, and the success of both “Son of God” and “God’s Not Dead” bodes well for other biblical-themed films coming this year, including “Heaven is for Real,” starring Greg Kinnear and “Exodus: Gods and Kings,” starring Christian Bale. Coming in at No. 5, Wes Anderson’s “The Grand Budapest Hotel” collected $6.3 million, bringing its domestic total to $33 million. Fox Searchlight expanded its stylish comedy to 1,263 locations and the studio plans to add even more in the coming weeks. This is Anderson’s second widest expansion following 2009’s “Fantastic Mr. Fox.”

I knew she was right, as my brother had just accompanied the ambulance to the hospital (again) in the middle of the night. My mother recently told me that she has rewritten her will to give the bulk of her sizable estate to my sister and brother. She also said that whatever I do inherit shouldn’t go to my wife or her family. I told her to put my brother in charge of my share, because he will follow her instructions.

Dear Annie: My mother is approaching 80, and after raising three of us, she is in declining health. My brother and sister live near Mom, but I couldn’t handle bigcity life, so after I married, we moved to my wife’s hometown. I don’t drive, so visiting my family always means relying on my wife, and she is perpetually late. PROPOSED COLUMBIA RIVER UTILITIES/PEDESTRIAN BRIDGE LOAN AUTHORIZATION BYLAW NO. 2775, 2014 Trail City Council intends to borrow $4,916,000 over a term of 25 years in order to construct, as a joint venture with the RDKB, a pipe/pedestrian bridge crossing the Columbia River. The purpose of the bylaw is to authorize the financing of the City’s share of the project. Council may adopt the bylaw unless, by Friday, May 9, 2014, at least 10% of the electors in the City of Trail, to which this alternative approval process applies, indicate that Council must obtain the assent of the electors before proceeding. Elector responses must be given in the form established by Council, available at Trail City Hall. Only electors of the City of Trail are entitled to sign the response forms. The signed elector response forms must be submitted to the Corporate Administrator at Trail City Hall, 1394 Pine Avenue, by the established deadline of 4:00 p.m. on Friday, May 9, 2014.
