ISLAND RAIL
ICF says it has a deal Others remain skeptical about future of service JOHN HARDING
editor@pqbnews.com
The Island Corridor Foundation says a tentative agreement to re-start passenger rail service on Vancouver Island has been reached between Southern Rail and VIA Rail. No details about potential service to Parksville and Qualicum Beach were revealed, and there remains skepticism that local residents will ever see a train on tracks in this region. The ICF held a news conference Wednesday to announce the deal at the Nanaimo train station. “All train operations will now be based out of Nanaimo, which allows for an early-morning southbound train to Victoria,” said ICF co-chair Judith Sayers. ICF CEO Graham Bruce said the $20 million pledged by three levels of government — federal, provincial and regional districts — will be enough to bring the line up to standard for passenger rail service. “The plan we have laid out with Southern, $20 million allows us to replace approximately 104,000 ties from Victoria to Courtenay and do the other types of work to be able to get your rail system holding and to be able to accept passenger service again,” Bruce said in an interview after the announcement. Regional District of Nanaimo chair Joe Stanhope didn’t sound convinced. “I think the infrastructure deficit is a little more than that . . . I think $100 million,” said Stanhope. The RDN pledged about $900,000 in taxpayer money to the ICF providing the rail service returned to its previous standard for schedules. See NO VIA, page A4

STARTING POINT Missing woman found safe and sound A 45-year-old Lantzville woman who was reported missing March 29 has been located, according to an RCMP news released issued by Island District RCMP Cpl. Darren Lagan March 31. Police said Angelique Larsen, who was the subject of a missing person report, has been located. According to the release Larsen was supposed to meet a family member in the Parksville area on the evening of March 28 at 8 p.m. but she didn't show up and was last heard from that night around 8.25 p.m. via text message. RCMP would not say exactly where Larsen was located but did confirm they have since spoken with her and she is safe. RCMP thank everyone who assisted in spreading details of this case. — NEWS Staff
Correction It was Salvation Army Major Norman Hamelin, and not Major Martin Ketteringham as we reported, who said he would check with his wife and potentially donate $1,000 to the Kiwannis Village Housing Project at a homeless task force meeting last Thursday. The NEWS apologizes for the error.

Health Fair this weekend AUREN RUVINSKY
writer@pqbnews.com
With more presentations, the 19th annual Oceanside Family Health and Wellness Fair is expanding to two full days this weekend. "The main thing to highlight is the huge calibre of speakers this year," said steering committee chair Lisa Leger. She said they had so many good seminars and guest speakers lined up this year they added a whole second day. Though excited about all the speakers, Leger pointed to Patrick McGowan, who heads the Chronic Disease Self-Management program, which is used across the province and is popular in this area. A professor at the School of Public Health and Social Policy at the University of Victoria, Leger said local health care professionals are particularly excited to hear more about his work which is proven to help people cope better, which saves the system a lot of money. The self-management program has a bunch of local volunteers, who will also have a booth in the fair. She said among the list of great speakers — all for free — Gary Anaka is another treat. A Special Education teacher, author and brainbased learning facilitator, Anaka is a popular public speaker and will talk about brain wellness and the secrets for longevity. His practical workshops cover what a healthy brain needs and what brain killers to avoid, Leger said. Other speakers include local hypnotherapist

Stanhope was asked if that condition has been met with the announcement Wednesday. “It hasn’t been fulfilled yet but I guess it’s on the right track,” said Stanhope. “Stay tuned.” Bruce said the $100 million figure being quoted represents “a total rebuild” and the $20 million of taxpayer money pledged by the various levels of government will be enough to get passenger rail service re-started. Bruce was asked about possible schedules or when passenger rail will re-start for Qualicum Beach and Parksville residents? “I’m not going to get into that,” said Bruce, who earlier estimated the work on the track could be completed in nine months. “We’re working on schedules.” Coun. Dave Willie represents Qualicum Beach on the RDN board. He was at the announcement Wednesday and he was asked if he believed passenger rail service to and from Qualicum Beach is any closer with this announcement. “Not a chance,” said Willie. “They (the ICF) know in their own studies they need $100-130 million over the next 10 years and they have no business plan to cover off the rest of that money.” Willie also said he noted the absence of some key players at the news conference. “There are two pieces of this puzzle that aren’t here today,” said Willie. “Via Rail isn’t here at all so I question whether there is any tentative agreement with VIA Rail. As a matter of fact, I don’t think there is. Number two — I notice that the province isn’t here.”
Bruce said there isn’t anything to read into the absence of any comment or presence from VIA on Wednesday. “When we did the whole train station opening here, and VIA were huge supporters, they didn’t come and participate in that instance either,” said Bruce. Passenger rail service was stopped on Vancouver Island in the spring of 2011 due to track safety concerns. ICF owns the tracks and rail corridor, with Southern Rail as its contracted operator.

A small film crew is taking the Salish Sea to the big screen — but the underlying concept of the project is a lot bigger than Hollywood. Rob Butler, author, research scientist and former park naturalist (at Rathtrevor Beach and Englishman River) is spearheading the documentary-style movie called Three Waters. “The idea is to build on the culture around the Salish Sea,” said Butler, who came to Deep Bay last month to interview two oyster farmers who will be featured in the film: Ron Osborn and Greg Wood. Butler said he’s always been fascinated with how First Nations culture is rooted in nature. “I’m looking for people who are inspired by nature to do something really different that you might not expect,” he said. “People who really feel connected to water and land.” The film crew consists of just three men (including Butler) who have taken 10 trips to speak with people about the Salish Sea’s ingenuity. Butler speaks with his interview subjects about how important the Salish Sea is to their livelihood and longevity and asks what they would do if it didn’t exist. “The project encapsulates a lot of pieces like the local food movement, our connection with nature and making our communities sustainable — and not just because it’s a good thing to do but because our cultures depend on it.” Butler said the idea of sustainability will come

up in the future. “If you go into a restaurant you can get Mediterranean food or Cajun food — why not Salish food?” he said. “If we really want to build a culture we need to create a demand.” Butler said he wants to inspire people to sustainably use the resources around them. So, what exactly does a Salish Sea culture consist of? “We don’t know yet but that’s the exciting part,” he said. “We get to see what people come up with.” The film is slated for completion in the spring of 2015 and Butler said a local network and a Toronto-based producer have taken an interest. Butler is funding most of the project himself with some help from fundraisers. He said the equivalent of $40,000 has been invested insofar. Also, filmmakers Mike McKinlay and George Faulkner have volunteered all their time and effort to make this film happen. “It’s something we (the crew) believe in,” said Butler. “Even though we are talking about sustainability at the local level it’s really a universal problem.” Butler hopes to release a book with the film. Additionally, he is an avid bird watcher and is “exploring the idea that you can take the sound of birds and electronically change it into music.” Butler called this “taking a digital hold of a natural phenomena” — a recurring concept in the film. Asked to describe the film in a nutshell, Butler said: “we’re trying to make a stronger cultural connection and reconcile the relationship with nature in a technological world.” For more information on Three Waters visit http://www.salishseafilm.com/.

LET THE SEARCH BEGIN
Golden shoe trumps glass slipper Annual treasure hunt in regional district starts soon CANDACE WU news@pqbnews.com
Forget the pot of gold — look out for golden shoes. The 8th annual Golden Shoe Hunt will kick off April 11 seeing participants search high and low for footwear. RDN recreation programmer Chrissie Finnie said the event is somewhat like a treasure hunt. “Each week a golden shoe will be hidden in one of the regional district’s regional or community parks or trails,” Finnie explains. “A clue will be posted (on the RDN website, Facebook and Twitter) that leads you to the park and the shoe.” Finnie said the shoe — a running shoe spray painted gold — will contain a waterproof box full of prizes and a log book. Participants are to record their name and a message in the log book as well as write down the location of the shoe or take a picture of themselves with the shoe (which can be posted on Facebook or Twitter with the hashtag #goldenshoehunt). “We’re encouraging people to get out, get active and ex-
plore nature,” said Finnie. “It’s a really great family activity and also just a good reason to get outside.” The Golden Shoe Hunt runs for six consecutive weeks in six different parks wrapping up after the May long weekend. Finnie said the regional district has 12 parks encompassing 2,061 hectares of developed trail and more than 180 parks in the seven electoral areas. “There is plenty of opportunity to enjoy the benefits of having nature close at hand,” she said. This year the RDN is partnering with Outsider Adventures Inc. who are providing incentives and prizes for participants. Finnie said the grand prize will be a professionally fitted pair of trail shoes or hiking boots from Outsider Adventures Inc. Additionally, if participants bring in the location or a picture of themselves holding a shoe to Outsider Adventures Inc. in Qualicum Beach they will receive a two-for-one pass to swim or skate — bring in all six and receive a voucher for a free onehour kayak for two. The hunt spans Cedar to Bowser including Parksville Qualicum Beach. For more information visit www.rdn.bc.ca/recreation, where clues will be posted, along with on the RDN’s Twitter and Facebook. All shoes will be left in their hiding spots until the event finishes May 16.

An Alternative to Mutual Funds The Mutual Fund. Next to the credit card it is one of Canada’s most profitable financial products: hugely popular with advisors, though a little less so with investors. Let’s face it: it doesn’t matter where you buy them, they are not cheap – typically with Management Expense Ratios (MERs) of over 2% per year.

Qualicum Beach Elementary School is one of four schools that may be closed if the local school board passes a recommendation they will consider on April 29.
QBES important to town’s core CONTINUED FROM PAGE A1
Planning many community meetings, the first was at the Qualicum Beach Seniors Activity Centre Tuesday to speak to a couple dozen people about the community school model and the school’s importance in the core of the town. “Right now, students can walk from school to Ravensong for swimming lessons, the museum for a history lesson, tour the fire hall or library, visit the town hall or the seniors’ centers,” Skipsey said. “Our goal is not only to demonstrate the geographical advantages of QBES in its current location, but to also generate community awareness and involvement.” The school is one of four that could be closed (with Parksville, Winchelsea and French Creek elementary schools) in a plan recommended by School District 69 (Qualicum) staff to move to a K-7 and grade 8-12 model, eliminating middle schools to save operating costs. The community school group grew out of a group looking to save the school and it is gaining momentum.
Qualicum Beach Mayor Teunis Westbroek attended the meeting with a letter from the central and north Island United Way expressing interest in working within a Qualicum Beach community school as they do in other areas. Looking for support for the community school model and calling on the school board to delay a decision for a year, the group is holding the public rally and walk “to demonstrate the benefits of maintaining a central location for elementary student education,” Skipsey said. “We will be gathering, rain or shine, beside The Old School House (TOSH) at 2 p.m. on Saturday, April 5 and walking a 1.8 km route around town,” she said. “Everyone is welcome to join us at the beginning, the middle or the end of the walk.” There will be refreshments, activities and entertainment at the end, where organizers hope to gather ideas that could help with the goal of creating the district’s first community school. Check www.acebc.org for more on community schools, and saveQBES.com for the local group.
Learn more about your child’s education Looking for parenting tips and information on you children’s current schooling? The School District 69 (Qualicum) District Parent Advisory Council (DPAC) wants to help. The local group is hosting their first ever education day. Open to all local parents, the full day will include sessions on personalized learning, advocacy, anxiety, aggression, social
media, individual education plans, building community and more. It’s set for Saturday, April 12 from 8:30 a.m. to 4:30 p.m. at Kwalikum Secondary School in Qualicum Beach. The cost is $30, which includes materials, refreshments and lunch. Register at www.sd69.bc.ca, e-mail sd69dpacconference@gmail.com or call 250752-7404. — Submitted by SD69 DPAC

In their defense, there are a lot of costs to be covered. The fund manager needs to be paid. The fund company needs to pay its employees, pay for marketing, and make a profit. Then there is your advisor who has expenses, and needs to make a living, as well as the firm that he or she works for. When you consider all of this, 2% doesn’t seem unreasonable. But when compared to alternatives, are they worth it to you – the investor? In some cases yes, as there are tax advantages to consider. An example would be what is referred to as T-class: a mutual fund structure that provides income that is classified as return of capital, often meaning lower taxes, and in some cases the preservation of government retirement benefits. Also, they do offer some benefits to those with modest amounts to invest: the ability to pool your assets with other investors. They provide even the smallest investor access to ongoing professional management, as well as diversification at a cost that is not unreasonable. But not everyone fits this mold. As Canadians age, a growing number have paid off their homes, sold their businesses and/or other investment properties, have begun collecting pensions, and find themselves with sizeable nest eggs that they hope will provide them with worry-free retirement income for years to come. If you are one of these people you may question the value of pooling your assets with a multitude of other investors, many of whom you have little in common with. Is it necessary, and is it worth the added expense? Instead, why not consider a portfolio of individual securities: customized to provide the level of income and security that you need? For example: shares of well-known, profitable companies that pay healthy dividends preferably with a history and prospects of increasing dividends. For example: our Dividend+ Guided Portfolio - a list of 18 recommended Canadian stocks diversified across various sectors of the Canadian economy, all of which pay dividends. More importantly, the portfolio is monitored by the Raymond James Investment Management Committee which recommends changes where appropriate. For information on this or other Guided Portfolio mandates, feel free to call Jim Grant at (250) 752-8184, email: jim.grant@raymondjames.ca, or visit www.jimgrant.ca. Compromise
T
he village neighbourhood of Qualicum Beach should be protected. If a town is fortunate, it can showcase something unique, something that sets it apart from other communities when it looks to attract tourists, new residents and new business. Qualicum Beach has just that, with an attractive, condensed, pedestrian-friendly downtown. Things like the table-service-only bylaw, which at first glance seems exclusionary or even draconian, actually makes some sense and adds to the uniqueness of downtown. We see absolutely no reason, however, to extend growth restrictions or needless hurdles to development outside of those unique blocks downtown. And we see even less logic in having those who are not elected to represent Qualicum Beach taxpayers having a say in development issues within the town boundaries. The Qualicum Beach Residents’ Association (QBRA) is hosting a meeting on Friday (3 p.m. at the Seniors’ Centre on Memorial Avenue) to shed more light on an issue council is expected to deal with on Monday. It’s complex, and it does have a faces-glaze-over-inabject-confusion side. The QBRA believes there has not been enough public consultation about council’s impending vote on making what’s called an urban containment boundary the same as the town boundary. As it stands now, development outside the existing (confining?) urban containment boundary requires something akin to royal ascent from people who represent places like Nanaimo and Cedar, namely the board of directors of the Regional District of Nanaimo. As with most things in life and politics, there is a compromise position that may not make either side in the debate happy, but it is fair. And this issue has been on the radar of at least one town councillor for years, so it’s not tied to one certain development. The emergence of the Pheasant Glen proposal may have pushed it to the forefront, but that’s what happens in the development of all laws and bylaws — something comes along that forces debate and possible change, whether we’re talking about the bylaws of a town or the Criminal Code of Canada. For Qualicum Beach, why can’t the compromise be the protection of the village neighbourhood on one hand, and the availability of growth outside those designated downtown blocks on the other, with Qualicum Beach people making the decisions? — Editorial by John Harding

Letters STAND UP TO HARPER Finally Conservative MPs and party members have stood up to Prime Minister Stephen Harper and the Prime Minister’s Office gang. Now, if they would do this for our troops. Our troops and forefathers went to war to protect Canada. Now Harper says there is no obligation to support our injured soldiers. We as Canadians should be outraged. We have a moral, ethical and social obligation to all our vets. All MPs and Canadians should stand up to Harper and his bullies. LYNNE DONALDSON Parksville
FUND THE RAILWAY I hear over and over how much people want the railway to come back for both passenger and freight service. So do I. So fund it already. Almost 10 years ago, the Island Corridor Foundation (ICF) asked for more than $100 million to completely re-do the railway. That was rejected by government. Then the ICF came forward with a $20 million request split into pieces. This was only accepted after years of negotiation with three levels of government plus conditions, and now sits stuck waiting for VIA to agree as well. Now these same government politicians say $20 million isn’t adequate? We knew that 10 years ago when those same politicians rejected it. Had the original $100 million request been done with $10 million a year, we’d have been all done by now and who knows what wonderful uses we’d have for the railway. No matter what the number, it seems to me the most likely way to exit this not-so-

THANKS GRUMPY MEN On behalf of Society of Organized Services, I would like to thank a bunch of “grumpy old men” who came together last Saturday night to help kids and youth in the Oceanside Community. The Grumpy Old Men Oldtimers Hockey Tournament raised $3,242 for the SOS Recreation Assistance for Children and Youth (RACY) Program, which will allow SOS to provide financial assistance to kids who want to learn to skate, or get involved in hockey. Our heartfelt thanks to all the players, the businesses that provided amazing door prizes, the RDN, as well as the fans, who came out to enjoy a night of hockey and support SOS. Because of you, you will see some happy young faces on the ice this year, who wouldn’t be there without your support. RENATE SUTHERLAND Executive Director
RUBBER TRACK Re: Rubber track spurs debate (The NEWS, March 27). With reference to the RDN’s 10-year Recreation Services Master Plan for Oceanside dated July 2006, prepared by PERC Ltd., page 62 under recommendations, the report states “One of the major facilities that is needed in Oceanside is a multi-purpose recreation facility. Of the facilities that might be included in a comprehensive recreation centre, PERC
feels that the most important are gymnasiums, an indoor running track (similar to the one in the Guildford Recreation Centre), a number of multi-purpose meeting and activity rooms, and a space dedicated to youth.” In September 2008, Yates, Thorn & Associates Inc. prepared a District 69 Track and Field Facility Plan for SD69 and the RDN with several proposed options. The recommendations for a track at Ballenas School were deemed by the public as costly, short term, “shoehorn” solutions. In the same study, the option for a Sportplex was downplayed due to a lack of land availability. This suggestion was challenged by the D69 Recreation Commission at that time. A secondary study revealed 22 potential sites for a future sportplex in Oceanside. Unfortunately, the track and field study was put on the back-burner at that time, when it was discovered Ravensong Pool needed major renovations and repairs. As a past volunteer on the D69 Recreation Commission for 13 years, I support director Julian Fell’s comment that a school yard is the wrong place for a “community” track and agree with director Dave Willie that it is hard to fathom there is no other land available in D69 to build a track. This short-term thinking for a “track and field” solution reminds me of the RDN process to upgrade the old ice arena in Parksville (now the curling rink), which, after some study, led to the Oceanside Place ice arena complex. I encourage RDN’s recreation department and the board to think long term about sport tourism and taxpayer investments for future Oceanside youth, residents, opportunity and our local economy. Go back to the drawing board on this one.

REDUCING ENERGY USE
Earth hour saved 65 MW Parksville and Qualicum Beach didn’t add much to the savings Parksville and Qualicum Beach were way down the list of top energy-saving communities during Earth Hour last weekend, according to statistics provided by BC Hydro. Parksville residents used 1.7 per cent less electricity during Earth Hour than what’s normal for that day and time. That put the city in a tie for 38th place among 69 communities. Qualicum Beach residents used 1.3 per cent less electricity during Earth Hour. That put the town in a tie for 53rd place. Earth Hour is an annual global event hosted by the World Wildlife Fund. BC Hydro said British Columbians saved
65 megawatt hours of electricity and reduced the provincial electricity load by one percent during Earth Hour – the equivalent of turning off about 1.4 million lights. Earth Hour encourages individuals to turn off unnecessary lights and electronics to demonstrate support for climate change reduction efforts. BC Hydro customers can view their energy use for Saturday evening by logging onto MyHydro — their online account at bchydro.com/ myhydro. They can get an hourly breakdown of their electricity use. — NEWS Staff/BC Hydro

281 sales recorded both last month, and last year. According to BCREA chief economist, Cameron Muir, although unit-sales seem strong, it is important to compare these figures to the 10year average to gain a more accurate picture of market trends. “When comparing unit-sales over a longer period of time, we are actually down 12.6 per cent from the 10-year average, but it is encouraging to see the market moving in the right direction,” said Muir. Other benchmark prices for towns and cities in our region: Campbell River, $261,800; Comox Valley, $320,700; Duncan, $284,300; Nanaimo, $330,500; Port Alberni, $189,600. — VIREB/NEWS Staff

MEETING THIS FRIDAY IN QUALICUM BEACH
Boundary talk continues
Town council expected to vote on the issue on Monday
The Qualicum Beach Residents’ Association will host a public information meeting on Friday, April 4 at 3 p.m. to provide information to residents on a proposed amendment to the town’s Official Community Plan. The QBRA said in a news release the meeting at the Seniors Centre on Memorial Avenue is open to all. In the news release, the QBRA said the OCP was adopted in 2011 “after thousands of hours of citizen participation, including an extensive Quality of Life Survey, public workshops, open houses and public meetings.” Town council is expected to vote on Monday, April 7 to expand the OCP’s growth containment boundary, which he QBRA said limits urban sprawl and focuses development within well-defined areas of the town. “The town should conduct a substantive public review of the Official Community Plan
with the participation of residents before considering a significant OCP change like this,” said QBRA spokesman and vice-president, Dave Golson. “Our Board does not agree that the single information meeting on the proposed amendment, organized by the town on March 4, provided sufficient opportunity for the public to consider its implications. That meeting was not well advertised and did not have the benefit of clearly explained background information for local residents to consider. As volunteers, we would prefer that the town conduct a substantive OCP review process but, in the absence of this, we are doing what we can.” The QBRA release said the March 4 meeting was attended by 40 residents. “The summary of written opinions provided by participants at this meeting revealed significant concern by most people who attended,” said Golson. “We agree with those councilors who have said that the matter is not well understood by the public.” — NEWS Staff/QBRA news release
Candidates will have to register Candidates for municipal and school board elections will have to register with Elections B.C. and report donations of $50 or more when they run in province-wide elections this November. Legislation tabled by the B.C. government last week will extend the term of office to four years as well as tightening rules for campaign financing and advertising. Third-party advertisers will also have to register before promoting candidates,
and financial disclosures will have to be filed with Elections B.C. within 90 days of the vote. Community, Sport and Cultural Development Minister Coralee Oakes said the new rules have been developed in consultation with the Union of B.C. Municipalities, and that discussion determined that an outright ban on anonymous donations is too strict. — Black Press

GRANDMOTHERS TO GRANDMOTHERS FUNDRAISER
Grannies collect bottles April 12 All funds raised go to the Stephen Lewis Foundation
The Oceanside Grandmothers to Grandmothers are holding a Bottle & Can Drive on April 12 to raise funds to assist Grandmothers in sub-Saharan Africa who are raising grandchildren whose parents have died of AIDS. Over the past five years, the “Grannies” have raised $12,000 by encouraging residents of Oceanside to donate to the group, the money they receive when they take their returnable beverage containers to the Parksville and Qualicum depots of the Encorp Return-It Company and by collecting returnables from the Lefty’s Restaurants on a weekly basis. This year, the Grannies hope to increase the amount they can send to Africa by holding a Bottle & Can Drive on Saturday, April 12 from 9.30 a.m. to 3 p.m. at the Parksville Bottle Depot, 611 Alberni Highway. In a few parts of the city there will be door-to-door distribution of flyers followed

Kia taking on the small cars from the big guys
HUNTINGTON BEACH, CALIFORNIA – Kia rounds out its attack on the country’s best-selling cars with the launch of the final two models to the Forte lineup. Last year Kia introduced their all-new Forte sedan to compete with such top sellers as the Honda Civic, Mazda3, Toyota Corolla and Hyundai Elantra. This week, the 5-door hatchback version called Forte5 and the coupe, called Forte Koup begin arriving in dealerships. The launch of these two vehicles took us from Huntington Beach, California, through the mountains and desert to Borrego Springs and then back through the mountains to San Diego. The terrain varies from massive California highways to very twisty mountain passes and vast desert valleys. Stunning scenery and a recommended drive for any sightseer or driving enthusiast. Looks The Forte5 is the more practical of the two new Kias with a hatchback design that sets it apart from the competition. Many competitors don’t offer a hatch so this is sure to be noticed by people who need extra storage and passenger room. Sold with a new base 2.0L engine or an optional 1.6L turbo engine, there are varied looks depending on which trim is chosen. The non-turbo Forte5 gets a front grille similar to the sedan with a smaller lower intake and a larger grille opening. The Forte5 SX turbo gets the same grille as the Koup, with the opposite

Dart GT could be edgier but delivers value The Dodge Dart has held its own in a sporty compact segment where competition is fierce. Perhaps it is because of its value, the various engine choices or that it has some pretty cool features (like available under-the-front-seat-cushion storage) and a fresh style – inside and out – the Dart seems to be a hit. Two years in, Chrysler has loaded it up with an engine full of gusto, unique styling cues and added a couple of letters on the back and now we have the Dodge Dart GT. What sets it apart from its siblings are a stretcheddown grille and LED headlights. You’ll find the rear clad with the ‘Racetrack’ LED lights that run the full length of the trunk. Then there’s a set of 18-inch wheels come standard on this vehicle along with a 2.4L, MultiAir, 4-cylinder Tigershark engine, matched with a 6-speed manual transmission, that brings to the pavement 184 horsepower and 171 lb-ft of torque. Of all the characteristics I like about this trim of Dart, I think its transmission is the weakest link. In previous reviews of other Dart models – like the 1.4L, Turbocharged version with 160 horsepower and 184 lb-ft of torque – the gear throws are, in my opinion, too long to really give it that edge and sporty vibe that it needs to compete with vehicles like the VW GTI, Honda Civic Si or even the Ford Focus ST. The gear throws are long and the clutch has little weight to it, taking away the performance aspect of the GT that it should have. On the flip side, the light clutch works favourably in the urban environment. This setup makes being stuck in traffic bearable. Getting back to the gearbox, I really wanted to like the Dart more. I really did. So I concocted scenarios in my mind to figure out a way to not be so sad about its lack of panache. I think I found one. Buyers of the GT will like what they get for the value.
After all, it has a starting MSRP of $21,995. That’s thousands less than the aforementioned competitors. And some buyers of vehicles who want that extra kick don’t necessarily need all the sports sedan-like characteristics. They want power but in a comfortable and affordable package. Furthermore, they enjoy added touchWhether taking es like a leather-wrapped heated steering wheel, GT specific sport leather the GT for a drive seats, a Parkview rear backup camera in the city or on the and more. The interior has a pleasant open road, it does look to it and it’s very agreeable to drive. On the highway, special attention have some solid legs from designers and engineers were paid to stand on. to make sure you drive in a quiet cabin. Alexandra Straub Minimal road noise entered the GT’s cabin, allowing my passengers and I to enjoy the musical stylings of various bands being listened to on the Alpine premium stereo system with nine speakers (an additional $1,295 for this sun and sound package.) The sun portion of the package adds a power express open/close sunroof to the mix. After I switched into this mindset, I found I was able to alleviate my frustrations of what the GT didn’t have, but what it did have. Additionally, a feature that I love about the Dart – and all other Dodge/Jeep/Chrysler products – is the Uconnect media interface. The GT comes standard with the 8.4-inch touchscreen and is a dream to work with. Large icons, easy prompts and a nofuss approach to pairing your handheld device to the Bluetooth system all come standard. Whether taking the GT for a drive in the city or on the open road, it does have some solid legs to stand on. Visit www.dodge.ca for more information. alexandra.straub@drivewaybc.ca 2014 Dodge Dart

Marvelling at a new Mercedes in Marseille Marseille, France – The mid-sized C-Class is the most popular and affordable Mercedes-Benz sedan and about 8.5 million of them have been produced, since it was originally introduced in 1993. Mercedes engineering typically operates on a seven-year “circle of life” production run and an allnew generation of C-Class will arrive in Canada, as a 2015 model year vehicle, this summer. In brief, it’s a bigger and better C-Class, however, real progress is in the details. This C-Class is lighter, safer, comes with a choice of two more powerful (yet more fuel-efficient) new engines, uses even more advanced technologies, plus its body is more aerodynamic and, to my eyes, better looking. The South of France global launch location, even though I had to share it with over 800 other auto hacks, was another nice bonus - more later... There’s no pricing available at this time, but we do know the initial trim levels offered in Canada will be a C300 and a C400. A sporty AMG edition, called the C63, will also be added to the line in January 2015.

Compared to the current C-Class it’s longer, so in a quieter, smoother and effortless fashion that most drivers expect when at the wheel of a Mercedes. Both engines come with idle fuel saving start/ stop systems and are mated to a 7-speed automatic transmission. The list of standard and available high-tech active safety features is simply amazing. It includes almost everything that’s available in the top-line S-Class, which is touted as the world’s safest car. Intelligent Drive is an optional suite of technologies that includes autonomous braking with pedestrian recognition, a low-speed heavy traffic auto-pilot feature, active parking assist and a 360-degree camera setup with numerous views of immediate surroundings. woman. She asked if the car would fit a family of four. “Definitely!” I practically screamed. I was a wreck during this sale. I just needed to get rid of this car – fast. I told the nice lady the details of the car. Apart from being stolen, it was pretty nice! I told her I was in a hurry to visit my mum in the hospital. She was in a hurry too – her three-year-old was anxious, pulling at her pant legs. She seemed to not want to be there as much as me. Finally, she agreed to buy the car. Phew! I was saved. Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.
*How can a stolen vehicle be sold? Curbers often break the law by bridging a title. Instead of registering a vehicle in their name within 10 days after a purchase, as required, they leave it in the name of the previous owner. This keeps their name out of the chain of title and from being caught with a stolen vehicle or one that would not be able to be registered or insured for another reason.

Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young

switches it to “recirculation” mode when a C-Class is driven into a tunnel. The test drive actually did include a few tunnels and there are lots of them in and under Marseille. It’s the second largest city in France and its busiest port with numerous ferries to other Mediterranean destinations. Our drive route took us out of the city on a circular mostly rural route around the outskirts of Marseille and ended at the picturesque small harbor community of Cassis. A mountain drive along the Route des Cretes (Route of the Ridges) was spectacular. It’s a narrow, winding high-elevation road with pull-offs at numerous view locations. Even with the (100 kg) weight reduction, this C-Class is sublimely stable on the road. The switch to a full electronic assist rack and pinion steering system, called Direct Steer, is also flawless. There are fuel economy and active safety benefits. Inside the seating is typical Mercedes with easy to find power controls on the door panel. Generous in size, yet excellent support and a good range of adjustable elements didn’t give my weak back a reason to complain, even after many hours of driving. The restyled dash is an elegant and less fussy design, thanks mainly to a new Touchpad controller that eliminates a multitude of switches. It can recognise both single and multi-finger gestures, wiping movements, zoom finger gestures, even user handwriting. That said, the stand-alone display screen looks out of place, as if an afterthought I-Pad was attached to the dash. Overall, this C-Class is sure to please both purists and newcomers. Superbly engineered, technically sophisticated and pleasure to drive.

The society is also preparing for an extensive collection featuring royal memorabilia. Maurer said Gladys Killip will be gifting her stockpile of all things royal and they are currently working with the town to find a location for the items. “Gladys has a passion and is one of many monarchists in the area who has a story. We will have all of her beautiful things to use in a display and tell that story but it is a signif-
icant collection that takes a lot of space and we need to receive, sort it, and categorize it first.” Maurer said members of the society will be getting a report from the consultants who have done the space analysis at a one-day workshop this week. “They asked really thought provoking questions and we are excited to see what they come back to us with.”

HOCKEY TOURNAMENT
24th Grumpy Old Men, a happy event Parksville well represented in the Island wide tournament, though they didn’t top any divisions T YSON TAYLOR sports@pqbnews.com
The smell of Rub A5-35 was stronger than ever this past weekend at Oceanside Place with the 24th annual Grumpy Old Men hockey tournament. With 24 teams in six divisions, there was plenty of action starting last Friday and running through to the finals on Sunday. Parksville was well represented at the tournament with four teams taking part. The local Bruins and Eagles were both in the 45+ division while the Parksville Black Aces and Bald Eagles took part in the 55+ division. There were teams taking part from Victoria all the way to Port McNeill and everywhere in between. There was a 55+ division, one 35+ division and four 45+ divisions. The Kokanee Division saw the Parksville Black Aces winning in a shootout over the Parksville Bald Eagles 3–2. The Victoria Crusaders beat the

Campbell River Bees 3–1 in the Bud Division (45+). The Keiths Division (35+) saw the Victoria
Ice Dogs beat the Victoria Eagles 4–2. In the Labatt’s Division (45+) the Port McNeill Ice
Devils beat the Gold River Grey Hawks 4-1. The Blue Division (45+) saw the Nanaimo Strang-
ers beat the Parksville Eagles 6–0 and the Lucky Division (45+) was won by the Victoria Crusaders over the Parksville Bruins 2–1 in a shootout. “It was another great event. Being that it was our 24th annual, all the teams are looking forward to next year’s event already,” tournament organizer Jim Ethier said. “We’ve already started planning for next year and are looking to add a few things to improve it, including a women’s division.” Played on both the Kraatz and Meeker ice surfaces in Oceanside Place, players had nothing but great things to say about the ice and the crews that worked hard all weekend to make sure it was kept in good condition. “Everyone loves coming here because they love the facilities we get to play on,” Ethier said. “Each player I talked to said the ice was great all weekend and it was true.” See TOURNAMENT, page A35

Oceanside Generals looking to locals for next season T YSON TAYLOR sports@pqbnews.com
The Save-On-Foods Oceanside Generals have added another local name to their commitment list heading into next season. Ben Mohl, a 15-year-old from Qualicum Beach, played on the Midget Generals with Jarrett Weme, and has committed for next season. Mohl is looking forward to suiting up for the hometown team. “It’s exciting to think about it. Having the chance to play for the Generals is something I’ve been wanting to do for a
while now,” Mohl said. “Being in a position like this to have that chance is a dream come true and I’m really stoked about it.” Mohl has been in contact with head coach Jason Johns about his chances for next season and likes what he’s heard. “To be able to have that chance to play my first year of junior hockey here is awesome,” he said. “I’m going to make sure I work as hard as I can coming up in spring training so I can show that I belong on this team at the start of the
2014 until April 30, 2014
upcoming season.” Mohl describes himself as an energy player, not someone with finesse but someone who plays a gritty game and does the dirty work. “I like to play the physical style of game for sure, not so much a finesse guy but I like to get in on the play and throw the body around,” Mohl said. “It’s fun to play the game that way and I know that every team needs to have someone like that in their lineup to balance things out a little bit.”

The VIPL Storm defeated the Comox Valley Riptide 3–1 to earn the number two seed heading into the Coastal Cup running through April. The Vancouver Island Premier League Storm soccer team took the 1-0 lead early in the second half but that was quickly erased. Ten minutes later, the Riptide evened the score after a scramble in front of the Storm’s net. The Storm kept up the pace and put the go ahead goal in, five minutes later on a breakaway. Ten minutes after
taking the lead, the Storm put it to bed with their third goal to seal the deal. This gives the Storm an automatic berth to the provincials in Burnaby, July 2 – 5. “It was just one of those games that wasn’t a pretty game. Lots of scrambles, lots of physicality, both teams were having trouble stringing anything together,” coach Butch Gayton said. “The emotion was running high because the girls have a history with the Riptide so they were playing as hard as they could and are happy that we were able to finally beat them.” The Storm now prepare for the
Coastal Cup, seeded second out of eight teams. The VIPL squad will be taking on teams from the Lower Mainland starting April 4 and running to the end of the month. If the Storm win, they continue to advance through the Coastal Cup. “The girls are really excited to play against these teams from Vancouver. It’s going to be a good test for us, but we’re right there,” Gayton said. “The Riptide finished as one of the top teams in the province last year, so that just shows where our team is at in terms of being able to compete.”

Joining Mohl as committed players for the Generals heading into this season are Jarrett Weme and Josh Harvey, 16 from Port Alberni. Both Harvey and Weme had a chance to see action last season with the Generals and are looking forward to spending an entire season with the team.
“It was nice to get in there last year for the seven games I was able to play with them,” Harvey said. “I played one game of Junior A last year too, so I sort of had an idea of what I was getting into last year when I got the call so that was nice. I’m excited about the chance to have a full season here though. I learned a lot from Bill Best-
wick and Rob Gaudreault so I’m looking forward to putting that together.” For Weme, the chance to play in front of the hometown crowd, much like Mohl, is something he’s been waiting for. And it’s extra special for Weme thanks to the jersey and the number he will be wearing next season.
“When I got called up last year, the number eight was open and I was happy about that,” Weme said. “My friend, Lukas Whibley, passed away and that was the number he wore, so to be able to wear this number in his honour really means a lot to me and I’m happy I get to do it in an Oceanside Generals uniform.”

Sunset Lanes bowlers win four first place banners at tournament
Tournament & charity event “All the staff they have at Oceanside Place, from the folks working the concession stands to the guys making sure the ice is good, they all did one heck of a job and that’s why this tournament is so sought after year after year.” Next year will be the 25th anniversary of the Grumpy Old Men tournament and having the charity game Saturday night between the Hosers and Team Switchblade was an extra bonus for those attending. “It was a great thing for a lot of these guys to see some of those players they remembered from when they were younger,” Ethier said. “All the money that was raised for the SOS Recreation Assistance Program from that game was great to see. It’s a great cause and for us to be linked to all of that made this tournament extra special for all of us.”
Bowlers bring the banners T YSON TAYLOR sports@pqbnews.com
Members of Sunset Lanes Bowling in Parksville brought home a great haul from the 28th annual Vancouver Island Championships in Port Alberni. Members of Sunset Lanes brought a total of four first-place banners home, with first place victories in men’s singles, men’s team, mixed team and overall aggregate (total score). In the men’s single division, Don Campbell finished in first place and bowled an average of 293.75. Tom Moore finished second, bowling an average of 293.25, leaving them two
pins apart in their scores. Campbell and Moore teamed up with Mike Russell, Jason Fowler, Hank Krahn and Terry Evoy to take first place in the men’s team event. The ladies Team event saw Pat Sampson, Linda Raymond, Melissa Macrae, Angie Krahn, Barb Parkin and Gloria Russell finish in second place. The crew that calls Sunset Lanes home also took home first place in the mixed team event. Don Campbell, Hank Krahn, Mike Russell, Melissa Macrae, Linda Raymond and Angie Krahn all teamed up to win this event. Putting all their scores together
through the tournament, the Sunset Lanes team finished with an aggregate score of 23,272 overall. This was tallied from all matches. Linda Raymond also managed to come up with a fourth place finish in the ladies singles event and Pat Sampson took home one of four all–star nods on the women’s side with an overall average of 220.40. On the men’s side, it was Tom Moore and Don Campbell finishing first and second again, this time Moore took first with an overall average score of 287.10 to Campbell’s average of 266.62.

Ukulele wizard bringing a rare show James Hill is performing at the Errington Hall with his wife cellist Anne Janelle April 6 LISSA ALEXANDER reporter@pqbnews.com
James Hill thrills audiences with his unconventional style of ukulele playing, but he also literally wrote the book. The school book that is. Hill attended elementary school in Langley, B.C. where learning the ukulele was part of the curriculum. Years later he co-authored the Ukulele in the Classroom method book series with J. Chalmers Doane, the teacher who pioneered the idea of using the ukulele for music instruction in Canadian schools in the ’60s. Hill had met Doane when he was 16 and then reconnected with him in the Maritimes, along with other teachers who assisted in creating the ukulele school program. “It seemed like the right thing. It was time to update the Doane method with fresh ideas and new repertoire,” said Hill in an email while on tour in Ontario. “The Doane teaching philosophy is still the core of Ukulele in the Classroom. But we've mixed in a lot of new strategies, concepts and arrangements.” Hill is performing a show at the Errington Hall this Sunday, April 6 at 8 p.m. with his wife and cellist player/ singer Anne Janelle. Hill started playing the ukulele in Grade 4 and as a teenager he was a key member of the renowned Langley Ukulele Ensemble. He followed his passion of playing music and earned a Bachelor of Music degree from the University of British Columbia in 2002. Today he’s turing heads around the world with his remarkable playing of the ukulele, like his arrangement of Michael Jackson’s Billie Jean, where he plays as if he’s accompanied by an entire band. Hill and Janelle married last year and the two have been touring a lot of late, Hill said. “It’s getting kind of crazy,” he said. “So far this year we've been on tour in Canada, the US and Mexico. We just finished a two-week England tour and we're off to Italy, Germany and Sweden soon.” Hill, who resides in Nova Scotia, recently raised money through a crowd sourcing website to assist in creating

a new album called The Old Silo. He needed $20,000 for all the studio fees, promotion and to hire a Canadian indie rock hero as the producer. “I’m a big Joel Plaskett fan so I was over the moon when he agreed to produce it at his New Scotland Yard studio in Dartmouth, Nova Scotia,” he said. “It’s more a more rockin' sound for me; a fun departure from some of my other stuff. My fans and friends really came through... they made it happen.”
Hill is conducting a ukulele workshop at the McMillan Arts Centre this Sunday but it’s been sold out for weeks. The show at the Errington Hall is his only stop in B.C. Tickets are still available for the show in Erringotn, and cost $20 available at Cranky Dog Music in Parksville, Heaven on Earth in Qualicum Beach, and the Errington store. Tickets for youth are $5 at the door, and the event is free for children under five.
Art show deals with the treatment of animals LISSA ALEXANDER
reporter@pqbnews.com
An art exhibition surrounding the treatment of animals in society is currently hanging at the McMillan Arts Centre (the MAC). The show, called Animals in the Humanscape, features Island artists and beyond.
The artwork looks at how some animals live as cherished pets while others get pushed out of their habitats, used as live factory products, used for medical research and some have become extinct. Artists in the show include Jeff Hartbower, Laurie Bartlett, Teresa Knight, Martha Jablonski-Jones, Anne
Birthistle, and Graham Harrop. An opening reception takes place this Friday where the public can meet the artists and enjoy refreshments, accompanied by background music. Admission is free. For more on the MAC visit www.mcmillanartscentre. com.

A symbol of wisdom
Qualicum jewelry designer creates the Tree of Life LISSA ALEXANDER reporter@pqbnews.com
For most of her life Mary Ryhorchuk was never crazy about wearing jewelry, but that changed a few years ago. “I have never been a real jewelry person and then three years ago I went jewelry crazy,” said the jewelry designer from Qualicum Beach. “I have no idea why, I just started getting into it.” Ryhorchuk’s Tree of Life jewelry is for sale at The Gallery @ Qualicum Art Supply. Ryhorchuk has always liked playing with her creative side. As a 12-year-old she loved doing people’s hair and did her mother’s hair regularly. After friends and psychics convinced her to tap back into her creative side, she decided she’d try her hand at making jewelry. Ryhorchuk has always like Tree of Life motifs, which alludes to the interconnection of all life on the planet. It is also a universal symbol found in many spiritual and mythological traditions around the world and symbolizes many things, including wisdom, protection, strength, bounty, beauty, and redemption. “I like the whole idea about it,” said Ryhorchuk. To make her necklaces, Ryhorchuk uses copper, silver or leather for the chain and twists cooper wire inside a circle to create an alluring tree. She then adds motherof-pearl to create a moon, or copper or silver, and in some designs she works in a black or red lava rock.

Division of Family Practice A GPSC initiative
What is “A GP for Me?” “A GP for Me” is a program, sometimes known as the “Attachment Initiative.” Attachment recognizes the importance of continuous doctor-patient relationships and is aimed at improving primary care in BC. Announced in February, 2013 at the same time as the In-patient Care program by Doctors of BC and Ministry of Health, A GP for Me strives to:
•Confirm and strengthen the relationship between family physicians and patients •Better support the needs of vulnerable patients •Increase capacity within the system •Enable patients who want a family doctor to find one.
The evidence is clear – stronger relationships between patients and physicians increases access to care and enhances health outcomes. Oceanside Division of Family Practice is participating in A GP for Me. It is hosting a series of community forums, focus groups and discussion groups to better understand the healthcare needs and experiences of residents. Local physicians are seeking means to “attach” patients. They want everyone who wants an Oceanside family physician to have one.
How to participate in A GP for Me Oceanside, Coombs and Errington residents are being invited to attend community-based forums and focus groups. First the meetings will allow residents to obtain a Community Resident Survey or to acquire information about the on-line survey. Then, everyone will be invited to address the following key questions:
3. What major improvements are needed to make it easier for you to have your own family physician in the Oceanside area, if you don’t have one?
Family physician members of the Oceanside Division work together to: • Increase family practitioner influence on health care delivery in our region; • Enhance professional satisfaction of general practitioners, AND • Improve patient care in our area. To participate in the Oceanside and area A GP for Me initiative, you may complete a Community Resident Survey at: www.oceansideGPforMe.org www.oceansideGP4Me.org www.coombsGPforMe.org www.erringtonGPforMe.org You may direct your questions to: info@oceansideGPforMe.org
1. What have your experiences been in receiving regular, ongoing care from a family physician in the Oceanside area? 2. What specific barriers and issues did you face in accessing family physicians when you needed them in the Oceanside area?
What is the mandate of the Oceanside Division of Family Practice?
4. Do you have one “golden idea” for improving family physician care/primary health care in ceanside? If you belong to a group or organization that would like to discuss A GP for Me, please contact our staff.
