A contractor has been approved for a new $122,948.95 concession and washroom building at Barbara Diane Colin Memorial Ball Park in Greenwood. This is phase one under the $263,200 Community Recreation Program funding the city received in March 2012. A ballpark committee was formed in 2012 that reports to council as a whole on the project. Greenwood resident Ed Smith is chair of that committee. Council met for a special meeting on Monday afternoon to award the contract to Pownall Construction of Rock Creek. City administrator Robin Dalziel said there had been two bids received and the Pownall bid was the lowest. Smith will be the on-site project coordinator, working closely with Dalziel and overseeing the construction. Also on the agenda was a variance application. Because the new building will be constructed diagonally behind the backstop, the two corners nearest the lot boundaries will sit 3.35 metres from the lot line—variance is required because legal distance is 4.57 metres. The existing concession will remain on the site to be used for storage. “We are building this to last,” said Mayor Nipper Kettle, adding he feels encouraged by it. Show support during Daffodil Month Every three minutes, another Canadian will be told, “You have cancer.” A cancer diagnosis can be daunting, which is why the Canadian Cancer Society is asking everyone to buy a daffodil pin and wear it during April—Daffodil Month—to show their support for those living with cancer. “Wearing the daffodil pin is a simple gesture, but it brings a powerful message of hope to families fighting cancer,” says Anna Anderson, volunteer for the Canadian Cancer Society. “When families facing cancer see the pin I hope they know that they are not alone, and that we’re all in this fight together.”
The daffodil is a bright symbol in the fight against all cancers and brings hope to a difficult experience. The Canadian Cancer Society kicks off Daffodil Month by selling live bunches of the springtime flower, available while supplies last at Christian Valley Service (CVS) in Rock Creek as well as at the Greenwood Senior’s Tea on Friday, April 4 from 12 noon to 3 p.m. Volunteers will also be out in the community during April, canvassing door to door and at their workplaces. Council reconsiders decision Chickens allowed as part of 18-month pilot program At their March 24, 2014 meeting Greenwood council reconsidered their decision on allowing chickens to be kept within the city and are going to implement an 18-month pilot program modelled on something similar done in Penticton. At their previous meeting (March 10) council had been asked to decide if they wanted to amend the zoning bylaw to allow residents to keep chickens for egg laying. Mayor Nipper Kettle asked council to reconsider their decision, saying he had heard from several residents who spoke in favour of allowing the birds. According to Kettle the decision in Penticton followed a similar course—first being defeated, then reconsidered and finally a pilot project getting the green light from council. The Penticton pilot project has provision for 15 participating properties over a period of 18 months. Greenwood council members were not all in favour of allowing the flocks however. Councillor Lee Cudworth cited concerns about predators being attracted to the community. A number of details still have to be worked out. How many chickens will be allowed, will neighbour’s approval be required and enforcement procedures. Councillor Colleen Lang cautioned that creek side properties should be exempt to reduce the risk of contamination of the creek. Councillor Darla Ashton noted she stood alone in the

previous meeting against killing the idea—but that she does want there to be rules. Resident Leslie Smith confessed to keeping chickens now, but says she believes bears are more attracted to compost than to her chickens or rabbits. Staff was directed to come back at a later meeting with recommendation for options that council can consider. *** Council voted approval to a request from the Greenwood Heritage Society to make and erect a new grave marker in the Greenwood cemetery for John Jarrett. Research done by Wendy Higashi shows that Jarrett, who rode with the James/Younger gang in his early years, died at Sisters Hospital in Greenwood in 1906 and is buried in the city graveyard. The museum has done a lot of research on his life and a new gallery in the museum will feature Jarrett. *** Council considered three options to provide WiFi service in the community. The Grand Forks Rotary had offered to set up one WiIFi hotspot in Greenwood, but the city would have been responsible for ongoing costs. A second option, that the city go alone in setting up publically accessible WiFi, would have seen the city paying even

Council decided to support the Shaw Go WiFi option which will see Shaw provide WiFi hotspots in the city that will be accessible to existing Shaw customers free-of-charge. Those who are not already Shaw account holders will have to pay for the service. *** There was a long discussion about development of a municipal ticketing bylaw that would set out in one bylaw the charges and penalties under all of the city’s bylaws and who is responsible for enforcement. “One of the challenges is we haven’t had a clear vote on what we want to accomplish here,” said administrator Robin Dalziel, “other than the RCMP could be on a list to enforce some bylaws.” Dalziel said currently the RCMP are only empowered to enforce the fireworks bylaw. He said that in the end it is council’s decision who the enforcement authority will be for each bylaw. Cudworth spoke strongly against giving access to his private property to either a bylaw enforcement officer or an RCMP officer calling it an infringement on property owner’s rights. Council voted to direct staff to look into a noise bylaw with specifics for trespass on city property and that would protect city assets. A separate park access bylaw will also be considered.

nities will be decided upon in future meetings of the ballpark committee. The new concession is 13.4m by 6.7m with a 3m covered area along the side of the building with the concession windows. There will be both men’s and women’s washrooms. The concession kitchen area will be 9m x 6.7m. The building will have metal roofing and siding. The plans were commissioned from Dan Koftinoff of DJK Enterprises in Grand Forks. The Community Recreation Program was announced by Premier Christy Clark at the Union of B.C. Municipalities Convention in September 2011. Both Greenwood and Midway were successful under the program. Midway received $400,000 towards their half-million dollar dress-
ing room addition at the arena. The grant will cover up to 80 per cent of eligible project costs. That leaves Greenwood to come up with $52,640 should they use the entire $263,200 grant from the Community Recreation Program funding. The original grant application called for development of a multi-purpose playing field. Greenwood’s existing ball field property will be upgraded to accommodate (in addition to the ball field) a soccer pitch, bocce/lawn bowling, walking track and small washroom/concession building. The existing bleachers, backstop and baseball dugouts will be replaced and the site will see new signage and landscaping. The project must be completed by March 2015.

Hill hits campaign trail
Stephen Hill is the candidate of record for the Conservative Party of Canada, having lost the riding to incumbent NDP MP Alex Atamanenko in the last election. The next federal election is still 18 months away but he is busy making it known he is looking for support to once again represent the Conservatives. He came to Midway council on Monday, March 17 accompanied by his daughter/ campaign manager Molly Hill. He asked about key issues within the community, highlighted past economic development, and put forth and took in ideas for future economic development. Hill, who hails from Rossland, was instrumental in helping to secure enough venture capital dollars to form the group that became Boundary Sawmill Inc. that bought the former Pope & Talbot mill site, which they then leased to Vaagen Fibre Canada. He said he knows of an engineer who wants to locate a production plant for high-end manufactured homes in the Boundary and he spoke of rumours that the dolomite mine in Rock Creek might be purchased and put back into operation. Hill stumbled a bit when he suggested as the Columbia River Treaty is now up for renegotiation, this would be a good time to lobby for inclusion of the Boundary in the Columbia Basin Trust benefits. “Why is not the Boundary included? We need to somehow bring that to attention.

It would be wise to send a letter to get on the agenda.” But he was told by council members around the table that they had been actively trying to resolve that problem for well over a decade. When Hill asked for ideas from council members on how they would like to see the village and region evolve, Councillor Dick Dunsdon said he would like to see the area become more seniorfriendly. Hill then touched on his campaign for the Conservative nomination–“the election before the election,” he called it. He explained that because of an increase in the number of MPs and the redistribution of riding boundaries, the west now has substantially more clout in Parliament than previously. He gave an overview of the changes to the riding boundaries and stated that, “If people voted exactly the same way as the last election, instead of losing by 10 per cent we’d [the Conservatives] win by 3.5 per cent. The riding is now very winnable from a Conservative point of view.” In closing, Hill said his business is venture capital. “If I win and I can get into the economic development portfolio I am going to propose venture capital corporations for each of these communities.” Hill left members of council with his contact information and platform statement.
Author to speak about Lyme Nobody likes to think about ticks, or about Lyme Disease. But you can’t sweep this bug under the rug. Author Vanessa Farnsworth brings Lyme Disease—and her own journey with the bizarrely intelligent tick-borne bacterium—to light in a special presentation at 7 p.m. on April 8 at the Greenwood Public Library. Farnsworth’s book, Rain on a Distant Roof: a Personal Journey through Lyme Disease in Canada, examines the science behind this disease as she describes her struggle with its effects, and her battle with an unprepared medical system. The guilty bacterium, Borrelia burgdorferi, has been likened by scientists to a creature from outer space for its ability to mimic different cells. Symptoms can be debilitating, affecting many parts of the body including nerves, brain and heart. “It’s an incredibly complicated illness,” says Farnsworth, who writes about Lyme disease in her blog on lymediseasebook.com. “One of the many Lyme-related problems that we have here in Canada is the way in which health authorities continue to define Lyme dis-
ease in such narrow terms—infection with borrelia bacteria and nothing more—and that’s a definition that isn’t helpful to patients stuck in a medical nightmare.” It also doesn’t help that the habitat of ticks that can carry the disease—most commonly Western Black-legged Ticks in B.C.— is rapidly expanding. “Rain on a Distant Roof offers thought-provoking insight into the daily struggles and obstacles faced by chronic Lyme disease patients. Vanessa Farnsworth’s self-described ‘tick-shattered life’ is an all too common but seldom told story of desperately ill Canadians caught in a healthcare nightmare,” says Susan McInnis, president of Lyme Disease Association of Alberta. Charlene Diehl, director of the Winnipeg International Writers Festival, describes the author as “an excellent advocate for the Lyme community, both on the page and in person: she is articulate, passionate, invested, well-informed, and vital.” Farnsworth appears in West Kootenay libraries with support from the Kootenay Library Federation and the host libraries.

Reflection needed Former B.C. premier Mike Harcourt has not renewed his membership in the New Democratic Party. He stood in front of news cameras on Tuesday to explain his position, taking the party to task for several issues going back five years to the party’s opposition to carbon tax during the 2009 election campaign. He is also displeased with the way former leader Carole James was removed as party leader in 2010 and with the flip-flop of current leader Adrian Dix’s on the Kinder Morgan pipeline issue during the last election campaign. The veteran NDP member was voted leader of the party in 1986 and was elected B.C. premier in 1991, marking only the second time the NDP had been in power in B.C. Harcourt couldn’t have used more direct language in front of the cameras, calling James’ ouster “an ugly, nasty leadership coup against a fine person” and defining the Kinder-Morgan decision “probably one of the stupidest political blunders of all time in British Columbia.” Dix’s flip-flop on Kinder-Morgan stunned both labour and investment factions in the province and is seen by some as a turning point in the provincial election that saw Christy Clark’s Liberals win a majority government. Harcourt says the NDP needs to reconnect with BC’s 150 resource dependent communities. “I think British Columbian’s deserve a strong leader, with a strong vision for the province that goes beyond Kitsilano and it relates to the natural resource communities and to the people who make their living providing most of the wealth of this province,” Harcourt told the press. NDP MLA Leonard Krog said Harcourt’s comments were not particularly helpful at this time, particularly as we head into the leadership race. That’s a load of bull. Some honest reflection is exactly what the party needs.

Club completes banners Thanks to the efforts of the Kettle River Art Club, Greenwood’s main street is looking brighter this season. The group finished renewing the banners in time for the summer dress-up of city street display. “A big thank you to the city for the wonderful luncheon at the Bored Room Bistro in Midway last week,” said club president Jean Turlock. They repainted eleven banners—with an image on each side—22 pictures in all. The colourful banners tell stories in pictures of the history and architecture of the City. The Kettle River Art Club has 24 members and meets from 10 a.m. to 3 p.m. on Tuesdays and Thursdays. They are now working toward their annual Art Show which takes place at the end of May. President Jean Turlock invites all local artists and crafters to contact her about display space at their annual show.

Government changing rules Editor, The Times: I attended a mini rally in Keremeos on Tuesday afternoon. We are very concerned about the new “Fair” Elections Act that is being proposed by the Harper Conservative government. The five of us talked together about the fact that very few people seem aware of the danger of this new attack on our democracy. The Globe and Mail gave a summary of why we should be very worried. Our federal Conservative government is changing the rules and moving the goalposts around to give them an even greater advantage in the next election. They started by already eliminating funding for all po-
litical parties according to the number of votes they get. That funding was meant to level the playing field somewhat. With this bill the limit on the amount a party or candidate can receive to spend on the election will be raised. This obviously benefits the Conservatives considering the deep pockets backing them and gives them unlimited spending power. Elections Canada will be gutted of its power and will no longer be allowed to encourage people to vote. The chief electoral officer will be limited in what he will be able to say publicly. I heard an interview with him and he said he will no longer be able to talk publicly about elections. He can only let people know where and when to vote. How weird is that? The commissioner of Can-
ada Elections, who is responsible for investigating election irregularities, will be removed from his office to become director of public prosecutions, must report to the Justice Minister, and will not be able to investigate complaints from the last election or compel witnesses to give information. It’s no wonder Harper is scared and has imposed closure on discussion of the Act. I was surprised to read in the Canada Elections website that if a political party, its agent or an officer is convicted of an offence by the courts the chief electoral officer has the power (so far) to deregister the party and liquidate its assets. By Kelvin McCulloch CEO, Buckerfields A few months back, I received a notification which advised me that I had to declare whether Buckerfields was a ‘producer’ of printed paper or packaging material. If so, we would have to implement an ‘approved stewardship plan’ to deal with the material. Otherwise we would have to join another ‘stewardship plan’ and pay fees to that plan holder. I thought it was a scam. But I looked into it further and determined that there was indeed regulatory provisions in effect which stated this very thing and according to the regulations, Buckerfields is now a ‘producer’

ments are going to have to give up that tax base they have for waste collection and recycling because the shift to ‘producers’ paying directly for waste collection and recycling eliminates the need and justification for ‘consumers’ i.e. property tax payers to pay for these services through the municipalities. The provincial government did not consult with the municipal governments or the public but companies like Buckerfields are pointing it out because until it is resolved, we are being taxed twice for the same service and residential taxpayers (including me) are being taxed for something that someone else is actually paying for. Taxpayers and municipal governments were not consulted as to whether they really want to shift the financing and control of municipal waste and recycling services out of the municipal jurisdiction, that is , the jurisdiction of democratically elected municipal officials into the hands of a corporation under the Societies Act that is accountable to no one and is outside the jurisdiction of the Provincial Auditor General. Taxpayers and voters are unaware that the fees being charged by MMBC are so onerous that they will cause newspaper closures and job losses of 300-500 in the newspaper industry in British Columbia, even though recycled newsprint is actually very valuable. In finding all this out, I lament the fact that none of this was introduced into the legislature for proper debate because it means that instead of spending my days managing the sale of chicks and garden supplies at Buckerfields, I have to spend my time trying to revive democratic processes in British Columbia, retroactively. I find it appalling. The Public Works Staff will be flushing the water mains between the hours of 8:00 am to 4:30 pm Monday to Friday. Flushing may cause pressure fluctuations, discoloration and sediment in the water. the municipal governments and municipal taxpayers so that taxpayers don’t have to pay twice. The provincial government takes back the legislation which calls us ‘producers’ and ‘blames us’ for the choices made by manufacturers and indeed consumers that are completely outside of our control. Any monies charged under the auspices of the Recyling Regulation are included in the Public Accounts of the Province and subject to the provisions of the Financial Administration Act and the Auditor General Act. Whatever is going to be done is introduced into the Legislative Assembly in the form of a Bill so that the proper public debate can occur. Insofar as MMBC has not filed its audited financial statements since inception, and the period of time not reported spans more than two years, and insofar as MMBC is actually a taxing and funding agency, there be an independent public enquiry into the financial operations, sources and uses of funds, contractual procedures and expenditures of MMBC. No, Buckerfields is not paying a dime until this cash and power grab is unraveled and revealed for what it is. One final word, 96 per cent of all printed paper and packaging material is already being picked up or deposited into municipally financed facilities. Despite what MMBC is saying, at least 53 per cent of that is already being recycled and it is very likely that that number was seriously understated to give the government a reason for its MMBC cash and power grab. In reality, there is no basis for setting up a recycling dictatorship and charging punitive fees to companies like Buckerfields at all. Recycling is a booming business with rapidly increasing prices of marketable commodities. Could that be why the board of MMBC is all big business and outside the jurisdiction of the Auditor General? We don’t have to change a thing to see recycling take off in B.C., in the hands of our elected municipal officials. We need to send the MMBC regime to the recycle bin. 15th AnnuAl

Schmidts celebrate 63 years Ben and Helena Schmidt celebrated their 63rd wedding anniversary last week at the Bored Room Bistro in Midway with family and friends. They were married in Greendale, which is now called Sardis. They had five children, but Ben and Helena count the spouses as family and insist that they have 10. They enjoy 18 grandchildren and 14 great-grandchildren. Ben was an educator. He recalls his first job was in a one-room schoolhouse in Salmon Valley. He worked for 34 years as a teacher and principal in Grand Forks. He was the principal at Hutton Elementary for 17 years. He also taught at Perley Elementary, known then as Grand Forks Elementary. Helena and Ben now live in Parkview Manor in Midway. They met in Grade 10. She was the cute girl in the desk in front of his. They kept in touch after graduation and started dating five years after graduation. Ben proposed to Helena in a rowboat on Cultus Lake. When that story was told one of the family joked that the rowboat venue had been used so she couldn’t run away.

This old timer who had spent his whole life in the desert comes to visit a friend. He’d never seen a train or the tracks they run on. Predictably, he’s hit, but, only a glancing blow, and is thrown, to the side of the tracks, with some minor internal injuries, a few broken bones, and some bruises. After weeks in the hospital recovering, he’s at his friend’s house attending a party, one evening. While in the kitchen, he suddenly hears the tea kettle whistling. He takes one of his crutches and proceeds to batter and bash the tea kettle into an unrecognizable lump of metal. His friend, hearing the ruckus, rushes into the kitchen, sees what’s happened and asks the man from the desert, “Why’d you ruin my good tea kettle? The desert man replies: “Man, you gotta kill those things when they’re small!” Hebrews 12:15 (MSG) Keep a sharp eye out for weeds of bitter discontent. XL-ent fuel consumption The world’s most fuel-efficient hybrid car, the Volkswagen XL1, will go on display in in London alongside other Designs of the Year award nominees. A team led by Klaus Bischoff, Head of Design for VW, designed the Volkswagen XL1. It is a limited series production two-seater car that explores the limits of energy efficiency for a road-legal production vehicle. The design brief for the XL1 was to produce a ‘one litre’ car – that is to say, a car that uses one litre of fuel per 100 km. The resulting vehicle uses just 0.9 litres per 100 km. To achieve this fuel consumption figure, the XL1 was aerodynamically optimised, adopting the classic ‘tear drop’ shape and utilising innovations such as removing traditional wing mirrors and replacing them with small cameras called e-Mirrors which transmit exterior images to interior displays. Confessions of a Curber
Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young

I just needed to get rid of this car – fast. I told the nice lady the details of the car. Apart from being stolen, it was pretty nice! I told her I was in a hurry to visit my mum in the hospital. She was in a hurry too – her three-year-old was anxious, pulling at her pant legs. She seemed to not want to be there as much as me. Finally, she agreed to buy the car. Phew! I was saved. Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.
*How can a stolen vehicle be sold? Curbers often break the law by bridging a title. Instead of registering a vehicle in their name within 10 days after a purchase, as required, they leave it in the name of the previous owner. This keeps their name out of the chain of title and from being caught with a stolen vehicle or one that would not be able to be registered or insured for another reason.

Dart GT would be edgier but delivers value
The Dodge Dart has held its own in a sporty compact segment where competition is fierce. Perhaps it is because of its value, the various engine choices or that it has some pretty cool features (like available under-the-front-seat-cushion storage) and a fresh style – inside and out – the Dart seems to be a hit. Two years in, Chrysler has loaded it up with an engine full of gusto, unique styling cues and added a couple of letters on the back and now we have the Dodge Dart GT. What sets it apart from its siblings are a stretcheddown grille and LED headlights. You’ll find the rear clad with the ‘Racetrack’ LED lights that run the full length of the trunk. Then there’s a set of 18-inch wheels come standard on this vehicle along with a 2.4L, MultiAir, 4-cylinder Tigershark engine, matched with a 6-speed manual transmission, that brings to the pavement 184 horsepower and 171 lb-ft of torque. Of all the characteristics I like about this trim of Dart, I think its transmission is the weakest link. In previous reviews of other Dart models – like the 1.4L, Turbocharged version with 160 horsepower and 184 lb-ft of torque – the gear throws are, in my opinion, too long to really give it that edge and sporty vibe that it needs to compete with vehicles like the VW GTI, Honda Civic Si or even the Ford Focus ST. The gear throws are long and the clutch has little weight to it, taking away the performance aspect of the GT that it should have. On the flip side, the light clutch works favourably in the urban environment. This setup makes being stuck in traffic bearable. Getting back to the gearbox, I really wanted to like the Dart more. I really did. So I concocted scenarios in my mind to figure out a way to not be so sad about its lack of panache. I think I found one. Buyers of the GT will like what they get for the value. After all, it has a starting MSRP of $21,995. That’s thousands less than the aforementioned competitors. And some buyers of vehicles who want that extra kick don’t necessarily need all the sports sedan-like characteristics. They want power but in a comfortable and affordable package. Furthermore, they enjoy added touches like a leather-

After I switched into this mindset, I found I was able to alleviate my frustrations of what the GT didn’t have, but what it did have. Additionally, a feature that I love about the Dart – and all other Dodge/Jeep/Chrysler products – is the Uconnect media interface. The GT comes standard with the 8.4-inch touchscreen and is a dream to work with. Large icons, easy prompts and a no-fuss approach to pairing your handheld device to the Bluetooth system all come standard.
