The quick melt caused by last Thursday’s warm temperatures triggered a flood at Byman’s Bend campground in Rock Creek. There’s been a history of the property flooding during snowmelt over the years. Snow built up on the sides of the road leading to the bridge melts and runs back down the hill until it reaches the driveway of Kim and Rune Byman. It is the snow bank itself that prevents the water from draining to the ditch alongside the road. Unless a channel is present to allow the melting snow to run off the road toward the ditch before it gets to the driveway, the area around the shop and carport will flood.

Emcon Superintendent Dan Price and employee Bill Reagean showed up to help dig out channels through the snow banks on both the road and in the Byman yard. Other neighbours and friends showed up to help as well. Derrick and Irene Harsch and Walter Siewert jumped in with snow shovels and Ron Flexhaug put his pickup-equipped snow plow to good use pushing the water out of the yard in the direction of the drainage ditch. The warm weather left a lot of standing water at places along the highway too, raising the risk of hydroplaning or frozen patches later that night when the sun went down.

Vandals target equipment
A local logging contractor has found their equipment vandalized/sabotaged on the job site. Several pieces of logging equipment belonging to Highland Logging of Beaverdell, owned by Chris and Olivia Galley, were hit by vandal(s) in late January. When reached by phone Olivia told the Times that they had moved their equipment onto a local woodlot on Jan. 14. It had come straight from another job site, so they know it was in working order. “Chris was not on the job site each day at that time because he was taking a course for his Class 1 driver’s license in Kelowna,” Olivia explained. “He’d go up and operate the buncher for a day and then would be on the hoe building road the next time he went up.” She said he’d noticed the buncher was acting strangely. But a few days later when he tried to start the limber he discovered it wasn’t running. During this time Chris said he’d seen someone, after dark, driving onto the highway from the bush road where the equipment was located. “It was the next day we discovered some obvious damage on the inside of our excavator,” said Olivia. She said their logging equipment has never been damaged before. To help make sure it doesn’t happen again, they have installed surveillance equipment both on the site and along roads leading to it. “Hopefully no major damage has happened. We’ve taken precautions like draining fuels and oils, changing filters, etc. But costs are still being incurred – the limber is not being run yet. We went straight to hand bucking because we have to get some wood moving down the road. If we have to get a mechanic out to go through the limber it may quickly turn into the thousands in which case we may turn around and go through our insurance company.” Olivia says Highland Logging is a small outfit that’s been in operation since 2003, typically hiring one to two employees. Over the last three years they have specialized in logging woodlots. She said they don’t understand why anyone would want to do this. “All we can think of is if the person is angry that they didn’t get the work. But we had done work for the woodlot owners before and were hired to do the job. Reputation is

everything when it comes to logging woodlots.” She says the damage is definitely in the thousands of dollars. “Diesel is not cheap, oil is not cheap and the production time that we’ve lost.” Olivia said that someone had dropped the belly pan on the feller-buncher and drained the oil and then put the pan back in place with the bolts only loosely holding it. When Chris tried to start it, warning buzzers were going off. “Things that he’d never heard before. Normally when you have a buzzer go off it’s just low hydraulic oil or something, but this was different.” When he started checking the feller-buncher, he noticed the bolts on the belly pan were loose and the engine was almost completely out of oil. “We realized someone was really out to do some damage but in a sneaky kind of way—cause us breakdowns, cost us money.” The excavator was also damaged. Someone had taken a chainsaw file and hacked away at the fuse box, tearing all the fuses out and the clips that hold the fuses in are all broken. “Our limber is still sitting there because somebody has tampered with the hydraulics. Like I said, it was working fine, we had just come from a job where it was working and now it won’t function properly so something has been messed with. There are a lot of valves, a lot of hydraulics. We might try to catch a mechanic who is working in the area on another job to cut the costs a bit.” RCMP in Midway confirmed that a file has been opened and that police are still investigating. The Board of Education moved their monthly meeting to BCSS again this month to provide West Boundary parents the opportunity to weigh in with their thoughts about the four-school model (FSM) that sees one principal providing administration for Beaverdell, West Boundary, Midway and Greenwood elementary schools. The board will be voting at their March meeting on whether to continue the model, which was given a one-year trial this year. Superintendent Kevin Argue guided the conversation by asking questions seeking to discover how the students experienced the model as well as the parents own observations. What did you see as positive, and as a challenge for your child in this? What do you see as positives, or as a challenge, about the model? Only a few mothers came to the meeting. Argue said that staff would be given an opportunity to provide their own input anonymously through an online survey site. One parent liked the opportunity presented by the FSM for sharing resources across the schools—field trips, getting enough players of the same age-group together for a team, etc. Another mother noted that her daughter, who likes to know in advance what is planned, had felt confused at times because the FSM often leads to changes in teacher’s schedules. The lack of a full-time administration person in the building leaving nowhere for teachers to send a child away from the other students when necessary, which could lead to the entire class being disrupted and losing a teaching period. It was noted that opportunities for sports had declined and there are fewer coaches. The same parent also said it would be nice to have more of a presence of a leader role model.
The complaint was heard that under the FSM the principal is not as available to parents, as he doesn’t have a set schedule. Prior to the board’s regular meeting the trustees and senior administration heard a presentation by principal Brian Foy and West Boundary Elementary School vice-principal Jennifer MacDonald who reported their observations of the model after being involved with it during the current school year. “Tonight’s presentation isn’t just simply my perspective or Jen’s it has our team’s perspective as well,” Foy said, explaining he’d used a staff survey to inform the report the board was receiving. Their report looked specifically at communications, staff development, support systems created for the four-school system and inquiry school plan survey. MacDonald said that planning for the four school model began in May of 2013. Communication was seen as key to the model, and new opportunities have been opened up with the larger pool of staff being encouraged to collaborate around ideas and issues.
Atoms host tourney
This weekend Boundary Minor Hockey (BMHA) and Grand Forks Minor Hockey will once again host the West Kootenay Minor Hockey Association Atoms House Playoff Tournament. Rob Payne, president of the BMHA, explained that the teams have been divided into A and B pools, with the Boundary Predators in B pool and the Grand Forks Atom team in A pool. Finals for the B pool will be in Midway, and in Grand Forks for the A pool. “So if the home teams make it, their local fans will be able to easily get out to cheer them on,” said Payne. The first game of the tournament for the Midway Arena is set to go on Friday night at 5 p.m. and games will be starting early in Midway on both Saturday and Sunday mornings. Payne said the majority of Boundary teams’ games will be in Midway. Atoms are 9- and 10-year-old players. There will be lots of playoff action the following weekend for the other age groups with the Pee Wee playoffs in Kalso and the Midgets hitting the ice in Trail. The Boundary Minor Hockey AGM and awards banquet has been scheduled for Thursday, April 17.
Tips to investing in RRSPs Let’s start with an obvious but important question. What is an RRSP? You may know that RRSP stands for Registered Retirement Savings Plan. But it’s easy to be confused about what that really means. If you think you buy an RRSP, you wouldn’t be the first person to make that mistake. Actually, you buy investments – mutual funds, stocks, bonds, guaranteed investment certificates, annuities, etc. – and register them with the federal government. When you retire, you’ll be able to use the money that comes from the investments. Is it a good idea to invest in an RRSP? The simple answer is yes. Many people are putting their money in RRSPs because they’ve been told they can reduce the amount of income tax they pay. They think, “Okay, I’m getting this tax savings every year. It reduces my taxable income, so my overall taxes aren’t going to be as high.” For a lot of people, that’s a good enough reason to contribute to an RRSP. Paying less income tax has always been a good idea. If you’re self-employed, you have another reason to invest in an RRSP. It may be the only way to save for retirement, since you probably aren’t working at a company that sets up pension plans for its employees. Whatever your reasons, the most important thing you can do as far as investing in RRSPs is concerned is to start contributing regularly as early as possible. When you start early, you give your money more time to grow. Let’s say you’re 45 years old and put $100 dollars into RRSP investments every month. We’ll assume a return of 6% per year. Sessions important School District 51 (Boundary) is planning some important sessions over the next few months. March 5-6 SPERAS Consulting will be providing suicide and self harm Prevention workshops in both Midway and Grand Forks. At BCSS on March 5 the workshop will be presented to students during the day and in the evening to parents; the next day will see the workshops repeated at GFSS. Suicide is preventable. Preventing suicide requires family, friends, colleagues and employers to be willing and able to spot the signs and reach out. On May 14 and 15 Jesse Miller of Mediated Reality will be providing social media workshops in Midway and Grand Forks using the same daytime/student, evening/parents format. Miller is an international public speaker who has addressed thousands of participants presenting and consulting to schools and companies since 2007. A district trades fair is tentatively scheduled for March 7, showcasing the trades as a career choice. It is hoped that Larry Espe, superintendent of Trades and Transitions from the Ministry of Education, will be able to attend. Sue Crighton of UBC-O will be facilitating ‘Maker Day’. The Maker movement encourages a shift in learning, helping educators introduce working with their hands and trades and technology to students. Dedicated Maker Days will integrate more handson learning opportunities into the education system and encourage invention, prototyping, and experimenting. At Maker Days, students will be introduced to design thinking, inquiry, and experiential learning through small group design challenges. One of the biggest challenges for small school districts is where to get the state of the art shop equipment to train the future tradesmen. Perhaps the Maker Day people can slap together a Star Trek replicator that will handle the job, that is unless Mr. Espe comes with a cheque in hand.

Rugby tourney gets nod for park Council approved the use of the ballpark, concession and Lion’s Park on the weekend of Aug. 8-10 for the second annual Boundary Bash Rugby Tournament. Council members noted that the city office had received complaints of streakers at last year’s event, but none were opposed to granting the request. Councillor Darla Ashton suggested the rugby tournament provides an opportunity for a local community group to run a concession. A motion was carried to support the request for use of the city property. A second motion passed that waives the noise bylaw for that weekend. *** Ashton reported that the Greenwood Economic Development Com mittee is planning a dance for April 12 at the community hall to raise funds for rehabilitation of the downtown area. *** Councillor Lee Cudworth reported that he’d attended the West Boundary Community Forest public information meeting on Wednesday, Feb. 5. He said attendance was

light with only five non-directors in the room; and two of them were staff from Vaagen Brothers. Also attending were Fred and Jane Marshall and Janet Matsalla of the Jewel Lake Community Board. Cudworth reported they expect logging to go ahead this fall and they discussed looking for a logging manager. *** In giving his report to council, Administrator Robin Dalziel noted that 38 properties are under threat of tax sale unless taxes are paid by September. Letters have gone out to the property owners explaining the process and offering them a monthly payment option to bring their tax bills up to date by the fall. *** Work continues by council on a revitalization property tax exemption bylaw. To be eligible for the tax exemption, the property owner would need to invest a minimum of $200,000 in

the case of new building construction, $50,000 for additions to an existing building, or $25,000 if renovating (either interior or exterior) existing buildings. The increase in property tax resulting from the improvements would be 100 per cent forgiven for the first five years following the improvements, falling to 80 per cent for year six, 60 per cent in year seven, then 40, 20 and finally in year ten 10 per cent of the tax increase would be waived. Because Mayor Kettle owns a commercial building, he excused himself from the meeting during the discussion. The remaining four Council members were given a draft bylaw patterned on the one used in Vernon. Dalziel raised a couple of questions that he was instructed to do further research on. In the meantime the four councilors will review the draft and it return for more discussion at a later meeting. *** Council adopted a course of action plan to deal with unsightly premises that was drafted by Dalziel. The first priority will be a review of city bylaws relating to unsightly
property including abandoned vehicles. “Our current bylaws are over 10 years old,” he said. “They need to be reviewed to ensure they are up to current standards and current levels of being enforced.” Next the city will chart the worst offenders and in April letters will be sent to the 10 who top that list, giving them 60 days to have their property cleaned up. This will be coupled with a city spring cleanup in May. His original proposal was that the priority would be along the Highway 3 corridor but Ashton persuaded the rest of council that it should be applied city-wide. Though Dalziel insisted that he had neither the time nor the works crew needed to tackle every property at once. He said it had to be a long-term project. “My biggest concern is that I don’t have the time to do the follow-up picture taking and hounding that would be necessary throughout the entire city,” he said. “Letter writing didn’t work—I know I have to be more persistent.” A compromise was reached that will see a list of the top 10 offenders for anywhere in the city drawn up for priority action this year.

On Tuesday, Feb. 11, Sarah (Carpenter) Geen was airlifted to Kelowna hospital. She has been under sedation to help her body fight a very aggressive form of pneumonia and a massive blood infection. She underwent dialysis and had the fluid in her lungs drained. Essentially, Sarah was on life support but every day she is showing improvement! She has a breathing tube and is being given a variety of antiviral and broad-spectrum antibiotics. If you don’t know Sarah, she is amazing. She is a wife, a mother of seven, and a friend to so many people. She plays on the women’s hockey and softball teams, Sarah is a fighter and she will pull through…I have no doubt.
I play hockey with her, and I’m very thankful I wear the same jersey! Nicole Ferrier and I have set up an event on Facebook called, “Support for Sarah” to organize some baking and freezer meals to be picked up and delivered to the Geens’. We know not everyone is on Facebook and would like to spread the word to the whole community. Suggested items include: casseroles, lasagnas, spaghetti sauce and a box of noodles, soups, cookies, squares, fresh fruit, snacks for lunches. Please, no nuts! The Midway Community Club (MCC) hosted a Valentine’s Day Dinner and a Movie night last Friday evening in the community hall. Cat Kappes reported that 81 people turned out for the $5 deal. “We wanted to make sure that everyone has an opportunity for an affordable evening out,” she said. Lasagna, salad, garlic bread and a huge sheet cake for dessert kept everyone happy. Kappes reports that MCC membership numbers have been looking healthier over the past while. “But we’re always open to more.” The next event being planned by the MCC is a Spring Fling Dance in May.

This February, we recognize Heart Month, an important time to learn more about heart health. Cardiovascular disease is a common term used for a number of medical conditions that affect the heart and/or blood vessels. Coronary heart disease, heart failure, hardening of the arteries and irregular heartbeat are all examples of cardiovascular disease. Despite the fact that in many cases cardiovascular disease can be preventable through physical activity, healthy diet and lifestyle changes, this is still the second-leading cause of death in B.C., claiming more than 5,991 British Columbians a year. Risks for developing cardiovascular disease include: smoking, high blood pressure, diabetes, high cholesterol and obesity, as well as risk factors that we cannot control such as age, gender, ethnicity and family history. Though government is committed to supporting British Columbians by providing state-of-theart cardiac care to thousands of patients per year, each of us must also do what we can to prevent getting cardiovascular disease in the first place. These three lifestyle changes can dramatically reduce your risk and can help keep your heart healthy: Quit smoking: Smoking is linked to virtually all major causes of death and disease in Canada and quitting smoking is one of the most effective ways to reduce the risk of heart disease or stroke. From Feb. 21 to 23, No Boundaries Film Club will be presenting the 9th annual Grand Forks screening of the World Community Film Festival—British Columbia’s largest, longest-running international social issues film festival. The World Community Development Education Society, based in Courtenay, has been holding the festival in the Comox Valley since 1990. In recent years they have introduced the Traveling World Film Festival to share the films with other communities in B.C. and across Canada. Find out more about

The opening film, Seeds of Freedom, challenges the mantra, promoted by the pro-genetically-modified foods lobby, that large-scale, industrial agriculture is the only means by which we can feed the world. From there we sail in to the World Before Her. This Best Canadian Feature winner at Hot Docs examines a transitional moment faced by India. A church in Atlanta honoured one of its retired senior pastors. He was 92 at that time and they asked him to share a word. After a warm welcome, he rose from his chair and walked slowly, with great effort to the podium. Without a note or written paper of any kind he placed both hands on the pulpit to steady himself and then quietly and slowly he began to speak. “When I was asked to come here today and talk to you, your pastor asked me to tell you what was the greatest lesson ever learned in my 50-odd years of preaching. I thought about it for a few days and boiled it down to just one thing that made the most difference in my life and sustained me through all my trials...
The one thing that I could always rely on when tears and heartbreak and pain and fear and sorrow paralyzed me, the only thing that would comfort, was
this verse: “Jesus loves me this I know. For the Bible tells me so. Little ones to Him belong, They are weak but He is strong..... Yes, Jesus loves me.... The Bible tells me so.” The old pastor stated, “I always noticed that it was the adults who chose the children’s hymn Jesus Loves Me (for the children of course) during a hymn sing, and it was the adults who sang the loudest because I could see they knew it the best. 1943 - 2014 It is with a heavy heart that we announce the sudden passing of Rose Gonsky at Kootenay Lake Hospital on February 14th, 2014 at the age of 70. Rose was born on July 28th, 1943 in Oliver, BC to parents Albert and Ingrid Schaefer. Rose was the 2nd youngest born to a family of five children. Rose met and then married the love of her life, Bill Gonsky, on October 11, 1963. Rose and Bill settled in Westbridge, BC where they raised their two children, Mike and Deanne. Rose was committed to her family and devoted her time and efforts to her four wonderful grandchildren. Rose was also a dedicated member of her community and did not hesitate to volunteer her time when called upon. She remained a valued member of both the Westbridge and Robson communities throughout her life. Rose will be forever remembered by her adored children: Mike (Renae) of Westbridge and Deanne (Troy) of Robson, her four grandchildren Courtenay and Taylor Gonsky of Kelowna and Garret and Kelsey Patterson of Robson. Three siblings, Margaret Jensen of Osoyoos, Inga (Art) Goerzen of Kelowna, Karl (Maryann) Schaefer of Ladner as well as numerous extended family and friends. Rose was predeceased by her loyal husband of 33 years, William Gonsky, on November, 17th, 1996 as well as her brother Alvin Schaefer and both of her parents. At Rose’s request no public service will be held at this time. There will be a Celebration of Life held in late spring, details to follow. New ATV club both fun and a benefit
A meeting this Sunday provides a great opportunity to check out the newly-formed Greenwood-Boundary ATVClub. Greenwood resident Ed Smith was instrumental in getting the group organized. He said the club is a fun thing to do that can also be of benefit to the community, through such activities as clearing trails. One of the benefits Smith sees in the club will be the ability to clearly understand what trails they can or can’t ride on, essential information not only for locals but for tourists as well. He said he’d heard some quad owners say, “I’m just going
to sell my quad. We have no idea what we can do with them.” Smith said insurance is now available for riding in certain areas and that the new club is affiliated with ATV-BC. The group currently has 16 to 18 members. Smith is president of the new club and Solange Jacob is secretary-treasurer. Smith said that others involved in the club include Steve Hill, Ellen Clements, Leo Jacob and Doug Timmons. Both teens committed suicide after years of bullying at the hands of classmates. On Feb. 26, Canadians will recognize Pink Shirt Day, a day devoted to preventing bullying and helping children and teens who are being victimized. For some people, bullying hits
very close to home. Tad Milmine, now an RCMP constable, is one of them. As a child, Milmine was bullied relentlessly by classmates and locked in the basement by his stepmother every day for 12 years. His father, an alcoholic, never tried to help him, even when Milmine’s stepmother verbally abused him. “I always held out hope that one day an adult
