Southlands app. costs Delta $345K The total cost to Delta taxpayers to process the Southlands application is $345,000, according to a report to Delta Council on Monday. The largest cost, $131,348, was spent on independent consultant reports who conducted studies for Delta. A further $98,844 was spent on the marathon, five-day public hearings in late October 2013, while $25,580 was spent on public information meetings. Lawyers ate up $58,000 in fees for the phased development agreement. ❙ See story, A3

Deas Island RCMP Traffic Services, along with the Delta Police Traffic Services, launched their 2014 distracted driving enforcement blitz on Valentine’s Day, issuing more than 50 tickets over four hours.

Drivers who sneak a peek at their cell phone while on the road in the next month could pay a steep price for their curiosity. Deas Island RCMP Traffic Services, along with the Delta Police Traffic Services, launched their 2014 distracted driving enforcement blitz on Valentine’s Day aimed at catching people whose attention isn’t fully on the road. Police officers issued more than 50 tickets over four hours. In order to spot drivers being sneaky with their cell phones, police had to be a little sneaky themselves. An undercover officer posing as a taxi cabbie standing outside his broken-down vehicle acts as a spotter for distracted drivers. The cell phone he’s pretending to be on is actually a radio he
uses to send to police hiding further down the road. “[Distracted driving] is quickly becoming the number one causal factor of major accidents,” said Deas Island RCMP Cpl. Robert McDonald. “So, speed used to be it, we’ve taken care of speed, we’ve taken care of impaired driving, now every time we go to an accident scene the number one rea-
son we have is distracted driving.” Ignoring the law can bring steep penalties, including a $368 fine and six points from your driver’s license. The campaign is in partnership with ICBC, which has a website dedicated to cracking down on distracted driving bad habits.

Taxpayers on hook for $345,000 for Southlands application ❙ Adrian MacNair

The total cost to Delta taxpayers to process the Southlands application is $345,000, according to a report to Delta Council on Monday. The largest cost, $131,348, was spent on independent consultant reports who conducted studies for Delta. A further $98,844 was spent on the marathon, five-day public hearings in late October 2013, while $25,580 was spent on public information meetings. Lawyers ate up $58,000 in fees for the phased development agreement. Coun. Sylvia Bishop, the sole member of council to vote against the application, suggested fees should be higher for larger for future applications like the Southlands. “For the municipality, for citizens, to bear $345,000 for an application when the applicant has paid $43,381, seems to be a little lop-
sided,” she said. Bishop said she welcomes smaller applications to regenerate and renew Delta’s neighbourhoods, and that the larger fee should only apply to big projects. Chief administrative officer George Harvie said each large project has been handled differently based on council’s feedback, and added Tsawwassen Springs paid over $100,000 for staffing costs related to processing the application. Normally they would have cost-shared the project with Century Group but for reasons of transparency and independence the work was paid for by Delta. “We felt it was extremely important based on the history of this file and the application that we be as independent as possible,” he said. Harvie also warned that under a cost-sharing agreement with a developer, the other party would have the right to see any studies.
“We want to be in a position where we can say to council the reports are independent, they’re based upon science, and they have not had the influence of the applicant,” he said, adding that even if the application had failed the reports would have served as valuable information for future prospects on the site. Harvie also noted that only $3,981 was paid in staff overtime for the marathon public hearings and that most employees did not receive any overtime. Members of council agreed it was important to keep the process as transparent and independent as possible, given the polarizing issue in the community. “You look at the costs and what comes to mind is the price of democracy,” said Coun. Ian Paton. At the direction of council, staff will come back with a report exploring the possibility of a cost-sharing agreement with larger applications.

Delta’s Liberals united under one big tent last Saturday at Kinsmen House in Ladner as the new federal riding association elected its board membership. Based on the redrawing of federal electoral boundaries for the 2015 election, Delta will become a single riding and no longer be split between parts of Surrey and Richmond. “Notwithstanding Liberal, Conservative, NDP, whatever, I think it’s a real boon that Delta has now been reunited as a single community where we don’t have to wonder what MP we go to for this or that,” said Bruce McDonald, who was elected riding vice president. McDonald said it will be a challenge for all the political parties to pull together the new constituencies, but added that as a Delta council member he’s faced that issue before. “We have three communities and all of them have a lot of similarities but they also have real divergence and what has to happen is it all gets mixed together,” he said. Although the next federal election won’t be until Oct. 19, 2015, the federal Conservatives have already indicated that Delta-Richmond East MP and minister of national revenue Kerry-Lynne Findlay will run for the seat. McDonald said the Liberals won’t be looking at fielding a candidate in Delta for at least another six months. He added the party has done a good job fundraising under the leadership of Justin Trudeau, which has allowed the party to fight negative attack ads which sank former candidates like Stephane Dion and Michael Ignatieff. The new riding association includes president Syed Shah, treasurer Ryan Campbell, secretary Donna Burke (also a school board trustee), vice chair C.J. Sidhu, policy vice chair Laura Dixon (also school board chair), communications vice chair Arthur David Serry, and membership vice chair Ian Harper.

Federal Fisheries Minister Gail Shea visited the West Coast this week to sit down with fisheries groups and First Nations and listen to their concerns about the industry. The minister is following up on the 2012 Cohen Commission Report which made 75 recommendations, most of which apply to her portfolio. The commission was formed in 2009 following a sockeye run of only 1.5 million fish, although those numbers rebounded to 26 million last year. She also met with about a dozen local fishermen and representatives from the fishing industry in Ladner on Monday, facilitated by fellow cabinet member and local MP Kerry-Lynne Findlay. Shea said the federal government took steps to help the salmon industry in the new budget by dedicating all revenues collected from the Salmon Conservation Stamp to the Pacific Salmon Foundation. This is expected to increase the contribution by roughly $1 million per year and allow the foundation to fund additional projects to improve Pacific salmon habitat in partnership with communities. She also spoke about the new Canadian-European trade agreement, which will allow seafood exports to increase without tariffs in the 11-25 per cent range. “We’re definitely diversifying the seafood industry,” said Shea. Chris Acheson, executive direc-
tor of the Sablefish Association, praised Findlay for setting up the meeting with local fishermen. He said the Department of Fisheries and Oceans [DFO] has to go back to a percentage harvest rate of the annual salmon run instead of a fixed farming rate. He said all the fish left in the water is a “waste” and a loss to B.C.’s economy. “The problem is that commercial fishermen haven’t been able to get that message across to [DFO],” he said. Although Acheson said sablefish is a stable industry, it’s important to help support other fisheries like salmon. “We need a complete industry out here, we can’t just be sablefish fishermen, we need the backbone of the salmon industry,” he said. Local fisherman Stewart McDonald, who catches crabs, prawns, herring, and salmon, was just happy the meeting took place. “The other ministers sure never met with the fishermen, I never heard of it before in 30 years,” he said. McDonald said due to restrictions set by DFO, chum salmon were only available for one day in 2013. “There’s fish available but we don’t get to catch them,” he said, adding commercial fisherman weren’t able to harvest a single pink in 2013. But McDonald said First Nations groups aren’t impeded by the same laws. And although they have the right to fish for food, social and ceremonial purposes, he
said it’s an open secret that almost all of it winds up at market. “Read the Cohen Commission Report, it said 95 per cent is sold. It’s an illegal business.” One recent move welcomed by local fishermen is the start of a $10-million dredging project to clear the silted secondary channels of the Fraser River around Ladner and Steveston. The onetime joint commitment is funded in part by Port Metro Vancouver, DFO, the B.C. Ministry of Transportation and Infrastructure, the Corporation of Delta, and the City of Richmond. Although small craft harbours like Ladner do receive federal funding for dredging, there has been no financial commitment from any level of government beyond 2015. “Maintenance dredging will have to be a topic for another day,” said Findlay. Shea also talked about ongoing environmental protection for fish, including the moratorium around the Discovery Islands. Although critics have accused the Harper government of watering down environmental protection in the Fisheries Act, Shea rejected the notion. “We’re not going to protect habitat for the sake of habitat, we’re going to protect habitat for the sake of fish,” she said. The minister said the wording of the Fisheries Act treated minnows spawning in farmers’ ditches in the prairies as protected fish habitat and was not the intention of the act.

New DCC head eyes local growth T
he new head of Delta’s Chamber of Commerce says the time is right to invest in Delta, and the local chamber has long been an effective ally when it comes to promoting growth and prosperity locally. “Our vision is to strengthen commerce and industry, because Delta matters,” says executive director Ian Tait. “We work to connect businesses with each other… and support the local economy.” The Delta Chamber of Commerce has long been an advocate for local trade, dating back to its founding in 1910. Today, more than 400 businesses belong to the Delta Chamber of Commerce, making the organization a great place for residents and consumers to seek out referrals. As a long time Delta resident and business owner, Tait knows all about the challenges and opportunities local businesses are presented with. Tait’s own company, Tait Consulting Ltd, works with individuals, businesses, communities and governments to help advance their relationships with First Nations and Aboriginal Peoples; and develops and implements branding, fundraising, event and communications strategies. Tait previously worked with BC Hydro,

position, Tait served on the Delta Chamber of Commerce’s board. He says some of the most important work the Chamber does for local businesses is advocating for public policies that will foster a strong, competitive economic environment, including initiatives that will create jobs, provide tax relief for
individuals and businesses, and improve the quality of life here in Delta. “We’re the one organization that represents your business interests to all levels of government,” says Tait. The Delta Chamber of Commerce offers members a variety of services, including networking events, competitive insurance packages, and business training seminars. The Chamber is also involved in community through events like the annual Hats Off to Excellence Awards. BC Liberals offer little with latest budget

T
he speech from the throne and the budget both delivered the sort of promises little Johnny might make during bedside prayer. “One day I’m going to grow up to be an astronaut or a hockey player and I’ll be a millionaire and have six houses and 14 cars and a private jet.” Even though Johnny wakes up the next day and has none of those things it doesn’t really matter. The goal to have these things some time in the future. Similarly, the BC Liberal throne speech highlighted a number of wonderful things the residents of B.C. can expect to have when they, too, grow up. Did you know Premier Christy Clark is going to create a liquefied natural gas (LNG) industry that will create 100,000 jobs and eliminate the province’s debt? How will it do those things? Clark has no idea, but like Johnny, she’s eager to believe. The Liberals will also create a 10-year skills training program, a 10-year labour agreement with teachers, and a 10-year transportation plan. Since none of those timelines fall within a contemporaneous context, none of them can come back to bite the government in the hind quarters when the next election arrives. Or the one after that. Oh, and the Liberals will also formally apologize to the Chinese-Canadian community for historical wrongs. Which is nice–and it absolutely needs to be done–but is utterly and completely irrelevant to the needs of British Columbians living in 2014. As for the budget, it’s consistent with the post-Gordon Campbell safe politics of the Clark government. A balanced budget for once, with an increase in sin taxes and health care premiums, an early childhood tax credit, and help for firsttime home buyers. If you were hoping for much more, you won’t find it in the budget. Short on specifics, but specific about vague ideas is the core of this 2014 BC Liberal government. As Delta South MLA Vicki Huntington has pointed out, the throne speech included a claim that LNG would create an energy boom that would lower China’s greenhouse gas emissions. If that isn’t the most baseless, factually-lacking assertion you’ve ever heard from the Clark government, then just wait five minutes. The Liberals are going to create thousands of LNG jobs, cure the poisonous relationship they have with the BC Teachers’ Federation, and make TransLink anything but a sinkhole of Delta’s tax dollars. Just give them 10 years and you’ll see.

Brunswick Point at the west end of River Road in Ladner is one of my favourite places to go for walks, take in the vista of the salt marsh and capture the beauty of the setting sun. I love how different and unique every sunset is. The derelict pilings from an old salmon cannery, Brunswick No. 2 built in 1897, add focus and interest, and remind me of guardians watching over the Fraser River, hence the title of this image – Sentinels. How was it done? Sentinels is a compilation of 3 long exposure images taken with my Canon 5D Mark II and stitched together in Photoshop. While some adjustments were made to balance the colour between the two images in the left half of the composition, not a lot of post processing was done. Interested in photography? Letters to the editor Stop the border blaster RE: Retired engineer leads fight against radio towers, Feb. 14, 2014. I have been following the efforts of the cross-border coalition to stop the proposed construction of five radio towers in Point Roberts for use by the (unlicensed by CRTC) SherE-Punjab Radio Broadcasting Inc. on the 50-kilowatt KRPI 1550 AM station. Like most of us I didn’t pay much attention and didn’t want to get involved. However, the more I researched this the more I felt we as residents of Tsawwassen, must become involved and support the people behind the movement to stop the construction. We can’t afford to be apathetic about this. The results will be very detrimental causing harmful blanketing interference with our Internet service, household appliances, real estate values etc. I recently contacted the people behind the advertising campaign to see what their qualifications were. I
called Jim Ronback and asked him or his associate to provide me with his background in writing. I was very impressed and pleased to provide it to the public. Jim worked on the Canada Arm II used on the International Space Station, wrote its System Software Safety manual, trained Canada Space Agency staff, worked on our civilian and military air traffic control systems, uncovered design weaknesses in the safety shutdown system of the Darlington nuclear power plant in Ontario, designed a real-time computer operating system for the heavy water plant in Glace Bay Nova Scotia, worked on the fault tolerant flight control of the CH27 helicopter . . . and so on. All that Jim Ronback wants in return for his many hours of work is that we urge Industry Canada Minister James Moore to request the Federal Communication Commission in Washington D.C. to reconsider its Point Roberts KRPI 1550 AM decision and stop the con-

Re-making the grade Neilson Grove Elementary School in Ladner is doing away with marks and changing the way students learn
or many students, the number scrawled in red ink at the top righthand corner of their assignment can be a source of stress and anxiety. While “summative” assessment through test scores has long been the traditional way of evaluating students, many educators now believe those marks, good or bad, may be holding students back. Neilson Grove Elementary School principal Bob Thompson says marks-based feedback prevents kids from taking risks, makes them less happy, and is bad for learning. “I don’t want kids to think of themselves as a ‘C’ kid,” says Thompson. “I don’t want them to think of themselves an ‘A’ kid, either.” Neilson Grove is the first elementary school in the Delta School district to do away with traditional marking, instead opting for what educators call “formative assessment.” The pilot project at the school began last school year and Thompson says teachers there no longer give students a numerical score out of 10 or 100 on submitted assignments. Instead, students are provided with a list of areas which they excelled in, as well as ones in which they need improvement. Future assignments then focus on those areas where the student needs help. It’s a simple idea, but one that has profound consequences for students, espe-

cially at the primary and intermediate levels. “When you put a number on an assignment, that’s all the kids look at,” says Thompson. “They don’t see the feedback.” He says formative assessment encourages better dialogue between students and teachers, and gives students a clearer understanding of where they are in their learning process. That makes students much more accountable, and puts the focus on the learning process instead of a high-stakes end task, like a test or exam. In the classroom, teachers routinely poll the class to ensure students, who respond with a thumbs up or down, are following along with the lesson. Students have personalized whiteboards which they can hold up with their answers to questions asked by the teacher, instead of having to stand up and be singled out with a potential wrong answer. “The students hold the whiteboards up, and the teachers can see instantly who needs help,” says Thompson. While the school still assigns letter grades on report cards, Thompson says there is plenty of evidence to suggest letter grades don’t serve a positive purpose. Around the province, a handful of elementary schools have already done away with the As, Bs, and Cs on report cards altogether.
Thompson says Neilson Grove is not at that stage yet, and notes that ditching letter grades won’t solve everything. “Just getting rid of letter grades is not a fix,” he says. “You have to change your practices.” Implementing the new assessment practices has been a four-year journey, says Thompson, one that has been based on well-founded research and data. “Anecdotally, the kids who were unengaged two years are fully engaged now,” he says. “Kids who used to hide in the shadows are now fully involved. Neilson Grove parent Corrine Sepke has two daughters who attend the school and has seen firsthand the changes that have taken place in the 18 months since the school moved towards formative assessment. She says the idea initially struck her as “very different,” but she was open to seeing how things would work before making judgments. “If the girls would get a low mark, they would get really disappointed and see it as a failure,” says Sepke. “Anything that takes that pressure off I think is beneficial.” She says the changes have resulted in a much more positive attitude towards learning by her children. “Especially in math,” Sepke says. “It’s gone from, ‘I don’t like math, I’m not any good at this,’ to ‘I understand the con-
cepts and I’m making progress.’” “It’s been a 180-degree change.” Sepke says that expectations are clearly laid out with assignments, and the feedback is positive, turning what might have previously been seen as a failure, into a goal. District Vice Principal Diane Graves notes that many teachers at the secondary level are already incorporating formative assessment practices in their classrooms, and that students transitioning will have a greater chance of success at high school. “Kids leaving this school will own their learning much more,” she says. “They will be better prepared for high school, and better prepared for life.” Graves says the formative assessment practices are also closer to what students will experience in the working world, and will better prepare them for life after school. “What we’re doing is preparing students for the professional assessment that takes place in the working world,” she says. “This is real world stuff.” Sepke agrees, and sees the new assessment practices as being much more realistic. “When you manage a project in a workplace, you don’t get a mark out of 100 at the end,” she says. “[The kids] know they are getting better, and they don’t need a mark to tell them that.”

When 16-year-old Ladner Vipers’ midfielder Chloe Fulton is on the soccer pitch her mind is completely focused on the task at hand, and all her worries and stress disappears. The teen is hoping to bring that experience to impoverished Haitian refugees children when she visits the tiny Bahamian island of Spanish Wells this week. She and other teens will be teaching soccer clinics and life skills to children who lost everything in the devastating Haiti earthquake of 2010. A soccer player for the past 10 years, Fulton’s Ladner team has been to the provincials twice, losing in a heartbreaking shootout last year in double overtime. Her soccer league has donated
jerseys for the trip so she can make some teams of her own when she reaches the Bahamas. Fulton has volunteered every Saturday night for the past 10 years at the Vancouver Friendship Network which welcomes new immigrants and international students to Canada with songs and prayer. A member of the Emmanuel Christian Community, she says reaching out to other cultures is an important part of her faith. “It’s a mission trip so we’ll be doing worship with my guitar,” she adds. Fulton is leaving with a group of teens from around the world through Landry Academy (a home school faith-based curriculum), including her cousin Zuri Vankevich, a 17-year-old soccer and basketball player from Langley, and two other 14-year-olds from Langley, Monique Bouchard and Rachel Haak, who will be teaching dance workshops. Langley United Soccer and Langley Basketball
and North Langley Baseball are also donating sports gear for the Canadian part of the team to take down. The needs and special requests for the refugees include sports gear, personal hygiene and first aid supplies, children’s clothing, undergarments for teens, hair accessories, books, flip flops, sports, school and sewing supplies. The total cost of the trip (including airfare from Seattle) is $1,400, which Fulton has raised through her friends, family, church, and by selling flowers and bulbs. Fulton says she’s looking forward to comparing her school-taught French with the Haitian Creole of the island. And although she’s never been so far away from home she’s excited about the opportunity. “Interesting, but it’ll be fun. I’m ready for it. first child: Will it be a boy or a girl? And it used to matter: the eldest child would inherit the family’s title and wealth. But today your gender and position in the family are of no significance. In 2001 the Queen gave her Royal assent in to a Bill giving equality to female children in line to the throne (though family position still counts if you want to be King or Queen!) In Canada, the doctrine of property rights falling to the first born child (male or female) was abolished in 1899. Perhaps because fairness is deeply ingrained in Canadian culture and legislation, the ancient rule (called Primogeniture for those readers who play Scrabble) has no application in British Columbia. If your parents pass away without a will, the estate will be divided in accordance with the rules of intestacy. That means an equal division between you and your two siblings with each of you having equal rights to apply to administer the estate. Being first isn’t what it used to be!
When breads, grains, cereals, fruits, fruit juices, starchy vegetables, legumes, sugary foods, some milk products and alcohol are digested, they are broken down into sugar. As sugar enters the liver via the portal vein from the intestines, the pancreas releases proportionate insulin. Through the action of insulin the liver regulates the amount of sugar entering the blood stream by converting sugars into ATP energy, glycogen, triglycerides and cholesterol. Unlike protein and fats, sugar is not a building block for the body and when sugar intake exceeds the requirement for energy it is converted into triglycerides and cholesterol. This is evident as weight-gain around the waistline and abnormal cholesterol profiles, both symptoms of insulin resistance. Insulin resistance develops over time in response to chronically high insulin levels. This is a result of a dietary intake of carbohydrates that exceeds energy requirements. As both midline weight gain and abnormal cholesterol profiles are risk factors for cardiovascular disease, this highlights one way in which insulin regulation plays an important role in long-term health management.
Technically, the regulations do not prohibit a strata corporation from preparing their own depreciation report; however, consider the requirements of the Act & Regulations and the liabilities first. A person (when applied also means the consulting firm or group of certified professionals who make the proposal) is going to have to be identified as providing the report. If it is the strata corporation providing their own report, then it will be disclosed in the report that the information has been provided by the strata corporation, and/ or specific individuals. You will have to disclose in the report who that is and the liability, qualifications and competency of that person. In addition to providing a planning tool for renewals, maintenance and financial planning for the strata corporation, the report also imposes a level of liability on the strata corporation for accuracy. Remember that the report may be used by insurance providers, mortgage providers and mortgage insurers, and most of all, buyers. This is an official report, and will be used to determine a buyer’s qualifications for a mortgage, to establish risk for insurers, and for buyers to determine their future liabilities, before they make a decision or make on offer for purchase. Delta will be represented by 26 athletes at the B.C. Winter Games, which will take place Feb. 20-23 in Mission. More than 1,800 athletes, nearly 350 coaches and more than 140 officials expected to take part. Seven athletes are on the Fraser River Delta (Zone 4) ringette team, which placed first at the 2012 B.C. Winter Games in Vernon. Sydney Fines, Kelly Landrigan, Bailey Mitchell, Amanda Mott, Stephanie Needham, Marisa Shepard and Lauren Zayonc will be hoping
to defend the gold. Gymnast Michelle Anderton is heading to her second Winter Games competition, having been part of the Zone 4 team which won the bronze medal in the team event two years ago in Vernon. Sophi Anderson, Que Bidewell, Alex Lee, Caleb Richmond, Ella Rogers, Cole Schallig and Ryan Woodhead are the other Delta gymnasts competing in Mission. Jeff Hayes, Travis Meyer, Paul Scholefield and Jeff Trafford will be part of the Fraser River Delta (Zone 4) Special Olympics basketball team. Shona Bal and Kiki Linders are on the Fraser River Delta
hockey team, while Cayden Mackenzie Cook is competing in figure skating. Matthew Cheng, Justin Eng and Natalie VanGrol are in karate, and Peter Li will try for a medal in speed skating. At the last BC Winter Games in Vernon, the Fraser River Delta team placed sixth overall, with 39 total medals, including 10 gold. The overall team award was won that year by Thompson-Okanagan, with 84 total medals.
