Point & click for budget? Coquitlam looks at online budget feedback system By Janis Warren THE TRI-CITY NEWS
Coquitlam city hall hopes to get more residents involved in the budget process with a new online tool to show where their property taxes go. Citizen Budget is aimed at giving finance staff and city council a better idea about how the public wants tax dollars to be spent. City staff want to replace the annual budget meeting — typically attended by fewer than a dozen people, most of whom are connected to special interest groups — with the online program. Responses from the

web survey are intended to add to the city’s annual Ipsos Reid telephone poll as well as the town hall meetings held twice a year. Developed by a nonprofit group with the aim of getting more people involved in local government, Citizen Budget is currently used in Toronto and Montreal, although it is not well known in western Canada. The simulator has been used in Langley Township as well as Regina and Edmonton, and the city of Victoria is also considering logging on. see $6K A YEAR, page 9

Transportation key issue for elderly in Tri-Cities By Diane Strandberg The Tri-CiTy News
With the number of seniors expected to surpass children and youth before 2030 in the Tri-Cities, efforts to make the region an age-friendly community are growing and accessible transportation is one key issue. Like most suburbs, the Tri-Cities were developed with the car as the main form of transportation. But as people age, they may have to give up their
Bailey impasse With time ticking to fix an aging bailey bridge between Coquitlam and New Westminster, Coquitlam city staff have now formally asked for the provincial government for help to resolve its impasse with the Royal City. This week, a Coquitlam city spokesperson said since no more meetings are scheduled between the two municipalities on the issue, Coquitlam has applied to the Ministry of Community, Sport and Cultural Development to step in with a binding arbitration process. The move comes after a structural engineer last year reported the onelane, 19-year-old link at the west end of United Boulevard had a“critical fatigue crack”and needed to be replaced by the end of 2014. Coquitlam wants to see the Braid Street bridge temporarily converted to two lanes at a cost of $1.7 million. But New West has opposed that suggestion, saying traffic in the area is already jammed, especially with the rail cars.

cars — and, thus, much of their independence and self-sufficiency. Those who do give up their vehicles may become isolated and inactive, unless transportation can be developed with seniors’ needs in mind. To that end, the TriCities Seniors Planning Network is organizing a forum that will make seniors’ transportation concerns a key topic. But before the forum can be organized, the network is canvassing se-
niors — in fact everyone who’s over 50 or cares about someone over 50 — to find out their needs and concerns. “Once we finish the survey, we will know what the issues are for them,” said King Lum of the Tri-Cities Seniors Planning Network. “Once we know what the issues are for them, we will design a forum around them and invite seniors and see if we can solve that gap.” Among the topics
likely to be addressed at the forum will be understanding B.C.’s driver’s licensing rules and recognizing signs that you shouldn’t be driving. Beyond that, topics could include: • understanding TransLink’s Compass card; • avoiding social isolation when you don’t have a car; • using Taxisavers; • and learning about the public transit system or volunteer driver
services as well as HandyDart. In addition, there are other practical considerations, including budgeting for driving alternatives, preventing falls and understanding seniors’ discounts for transportation. The survey will be available at local libraries and community centres by the end of the month and is currently online at www.surveymonkey. com/s/seniorstransport. dstrandberg@tricitynews.com

No toll break for Coquitlam dad Caregivers who drive should get discount: dad By Diane Strandberg The Tri-CiTy News
A Coquitlam man with an autistic son says it’s not fair that caregivers of people with disabilities have to pay the $3 toll to cross the Port Mann Bridge. Dennis McMillan says he was shocked to learn he can’t get an exemption from tolls for driving his son to weekly psychologist appointments in Surrey because exemptions only apply to disabled drivers who are registered vehicle owners or lease holders. McMillan, who is on a pension because of a disability, says he can’t afford the extra $60 a month in tolls to get his son to the Able Developmental Clinic. His son is old enough to drive but because of cognitive difficulties, wouldn’t be safe operating a vehicle, he said. “The only reason I go to Surrey is to go to that clinic,” said McMillan, who says other families he knows are in the same boat. “Many of them are one-parent families or lower-income families [who have children with a disability].” He could switch clinics to avoid the toll but McMillan said it would be hard on his son, who has gone to the same clinic for more than 10 years.
DIANE STRANDBERG/ThE TRI-cITy NEwS
Dennis McMillan can’t get an exemption from tolls for driving his autistic son to weekly psychologist appointments in Surrey because exemptions only apply to disabled drivers who are registered vehicle owners or lease holders. McMillan’s efforts to raise the issue have received support from the BC Coalition of People with Disabilities but the company that operates the TreO tolling program said the policy has been reviewed and won’t be changed because of the cost. Max Logan said TI Corp. recently reviewed its policy and found that there were very few jurisdictions that offered an
exemption like that offered with the Port Mann Bridge to disabled drivers who own or lease their cars, and it was unable to find any toll authorities that offered a break on tolls for people who drive people with disabilities. It also concluded that changing the policy would be too expensive, costing $1 million per year, up from $300,000 per year. “For these reasons —
the lack of precedence in other jurisdictions, consistency with the approach of other B.C. government agencies and the significant costs — the exemption eligibility will remain available for vehicle owners and lease holders,” Logan said in an email. But the executive director of the BC Coalition of People with Disabilities said providing a discount to caregiv-
ers isn’t unreasonable or unusual. Jane Dyson pointed out that airlines, including Air Canada and West Jet, provide free fares to caregivers of people with severe physical disabilities. “I would say in some situations where the caregiver is responsible for getting the person with the disability or a senior to a medical appointment that should be something that is looked at,” said
Dyson. She acknowledged the toll for caregivers wasn’t an issue that had come up until now. McMillan raised his concern in the media in the hopes of sparking change. His efforts follow the release of a traffic study that showed average weekday vehicle traffic on the bridge was down 3% in January from January 2013, when tolls were $1.50. dstrandberg@tricitynews.com

If you’re looking for two wheels at a bargain price, the KidSport TriCities’ spring sale is the place to go next month. Executive director Chris Wilson said about 60 used bikes — left over from previous events as well as YMCA donations — are up for grabs on March 8 at Riverside secondary school in Port Coquitlam. Buyers can also pick through hundreds of items of second-hand sports gear, from skis and snowboards to h o c key a n d f i g u r e skates, that the community has offered to the organization over the past year; it is stored in a basement at Como Lake middle school. Still, while it has a plethora of athletic goods, KidSport TriCities is always on the hunt for more youth lacrosse clothing and equipment. “They last a long time

Virginia McCreedy, digital and information services co-ordinator, and Lynne Russell, director, of Port Moody Library with some books that have been challenged at Canadian libraries.
THE WEEK
• Freedom to Read Week is Feb. 23 to March 1 • Sensitivity to sexuality, gay marriage, offensive language, age-appropriateness, violence and depiction of religion are the top reasons for book, magazine and DVD challenges in Canada.
THE CHALLENGES
Next week, Port Moody Public Library will make available some books that have been challenged in Canada to encourage people to take advantage of their freedom to read. Find out more by visiting the library or going to library.portmoody.ca. Coquitlam and Terry Fox libraries will also have displays for Freedom to Read Week. els to Margaret Atwood’s The Handmaids Tale have been challenged in Canada for being offensive. But these books stay on the shelves even if the stories they tell are disturbing. Todd Gnissios, executive director of Coquitlam Public Library, says it’s common for materials at his library to be challenged. The collection is large and diverse, reflecting the city’s growing, changing population. Many non-English titles are available, as well, and it’s this diversity as well as the library’s effort to offer wide-ranging viewpoints on various topics that re-
sults in some people being offended. “One of the critical things that we ask is, ‘Have you read it? Have you watched it.’ And it’s quite surprising how often they say, ‘No.’” All the Tri-City libraries, including Coquitlam’s, must adhere to policies and criteria when acquiring new books or materials for their collection. Books are chosen to reflect the city’s demographics and offer varying points of view or contain subject matter that may be offensive to some while being interesting to someone else. If patrons don’t like
what they see, they can put their concerns in writing. But those can often be resolved in a conversation. “At the information desk, that’s where we get a lot of questions,” said PMPL’s Russell, who said an understanding is usually reached once the challenger realizes they are asking the library to trample on Canadian values of intellectual freedom and freedom of expression. For example, the library didn’t back down when someone took exception to The Georgia Straight alternative newspaper being on the shelves because children could get access to it. PMPL stood firm, saying parents are responsible for their children and their choice of reading material — it says so right on the library card. Russell said a popular Wallace and Gromit DVD — about an animated inventor and his pooch — was recently challenged at PMPL because of ideas and images that might be scary to a young child. The parent was encouraged to do the research themselves on materials they sign out before they show them to their kids.
Better understanding starts here.

Two gay dads. A school for wizards. A claymation man and his dog. These are among the topics that have prompted challenges by patrons of materials in their local libraries. And that’s why public libraries, seen as calm refuges from our mediasaturated, crazy-busy lives, are on the front lines of the battle for intellectual freedom — people’s freedom to choose a book, magazine, DVD or other material. Although they draw the line at materials that violate the Canadian Criminal Code, librarians in Port Moody, Coquitlam and Port Coquitlam are staunch defenders of freedom of expression in Canada. And next week they will be letting people know where they stand during Freedom to Read Week, Feb. 23 to March 1. “It’s a major push everywhere for libraries,” acknowledged Lynne Russell, library director at Port Moody Public Library. “Intellectual freedom is our core value, it is something that all libraries are passionate about.” Although the internet tends to grab headlines for offending the bounds of good taste, libraries have their challenges, too, and it’s surprising the subject matter and sheer number of books, DVDs and magazines that people don’t want on the shelves. In 2012, for example, there were 73 challenges at Canadian public libraries, over half over DVDs. The Canadian Library Association tracks challenges to public libraries and publishes lists of books and other materials that individuals or groups would like to see banned. The debate is often muted, however, hidden behind closed doors because challengers don’t want controversy. The lists show everything from J.K. Rowling’s popular Harry Potter nov-

What do you want in PoMo parks? Survey is part of update for master parks & rec plan By Diane Strandberg The Tri-CiTy NewS
Port Moody residents love their recreation. On any given day, the bike and walking trails, the skate park, soccer fields and the iconic Rocky Point and Shoreline parks are full of people while the recreation complex parking lot is crammed with cars. But could more be offered to meet residents’ health, fitness and recreation needs? Th at ’ s t h e q u e s tion consultants Urban Systems will be asking in a survey and at community meetings with park and recreation users this month. “We’re really trying to take a look at what priorities people have for recreation and park services,” explained Ron Higo, general manager of community services.
NEXT MEETING
The next public meeting on PoMo’s Parks and Recreation Master Plan is Monday, Feb. 24 in the Parkview Room at Port Moody city hall, 5 to 6:30 p.m. or 7 to 8:30 p.m. (residents are encouraged to choose their most convenient time and to register at jlacroix@portmoody.ca or 604-469-4557). Higo said Urban Systems was hired in November to update the city’s 10-year-old Parks and Recreation Master Plan. Depending on the scope of people’s requests, input could be incorporated into current recreation programming or could be part of discussions for the city’s five-year budget plan. “We’re asking from the public what would they like to see offered within our facilities and that’s what were looking to get,”Higo said. Among the groups to which the city is reaching out are pre-schools, arena user groups, adult fitness users, neighbourhood associations, sport field user groups, social
and health service providers, seniors and the youth committee. The city wants to determine residents’ satisfaction levels with current services and tweaks or upgrades that should be taken care of over the long term. In addition to meetings, the city has mailed out 3,600 letters to randomly selected residents asking them to participate in an online or printed survey. They have until March 7 to send in their responses. Urban Systems will use the information to craft a draft report that will be presented to council and the public later this spring for feedback. dstrandberg@tricitynews.com

$6k a year for pilot program continued from front page
If approved by council, the pilot program in Coquitlam would cost around $6,000 a year. At Wednesday’s finance committee meeting, city staff walked councillors through the software now employed in Markham, Ont., where budget feedback rose dramatically, from eight to 200 people. With that city’s customized pro-

if someone were to abuse it by registering multiple times and thereby influencing the budgetary decisions (staff said they would look at how to validate participants). A n d C o u n . the Ipsos Reid poll. But Coun. Chris Wilson said he supports Citizen Budget. The provincial government has a similar online program called My BC Budget that worked well, he said. “If we decide it doesn’t work, then we’ll go back to hosting the budget meetings,” said Sheena MacLeod, Coquitlam’s manager of financial services. jwarren@tricitynews.com

■ WHAT WE THINK:
G
overnment budgeting is an inexact science at best but this week’s announcement that the provincial government is planning a balanced one is great news. But how much of it is based on reality? Some critics, including potential front-running NDP leadership candidate Mike Farnworth, say it’s smoke and mirrors and will hurt families. The Port Coquitlam MLA says we’ll be paying $900 more a year in utility bills and MSP fees. Others worry the government hasn’t set aside funds to negotiate an agreement on teachers’ class size and composition following a recent court ruling. On the other hand, many would say budget discipline is important, especially now, and are congratulating the BC Liberals. The Tri-Cities Chamber of Commerce, for example, is cheering the news of a balanced budget and the promise of a small surplus without hiking taxes. It notes, as well, that B.C. is one of only two jurisdictions in Canada with a balanced budget for 2014. Who is right? Where you sit on this topic depends on your political perspective.

f you have lived in Coquitlam or driven down Riverside Drive in Port Coquitlam, you probably saw my dad over the years. His name was Vern Jago. Maybe he was chopping wood when you noticed him or mowing the lawn on a hot summer day. Perhaps you saw him out there in the cold, digging out after a snowfall, and couldn’t believe the guy in the wheelchair was shovelling snow down our driveway and to the end of the block. My father was a paraplegic and he was the most determined and hardworking man I have known. What you couldn’t have known was that he was in severe pain every day of the last 38 years since, as a seasoned logger and pile driver, he had a terrible industrial accident while pile driving in August 1975. There were many changes in our family
over the next year as we had to adjust, too. But dealing with those changes made us all strong. So many of his family and friends encouraged Dad to keep up his spirits and they kept him motivated. And then, another life changing moment — a year after the first — in the summer of 1976. He was watching his friends unloading and chopping wood. One friend gave him an ax and the rest is history. He just kept on going. He never complained and this awful fate never held him back. Dad’s motto was: “Get out of bed, get dressed and face the day.”It was as simple as that and it worked. You can be certain there was no such thing as a sick day in our house. Dad was special, but he didn’t think so. Mike McCardell, the TV storyteller, asked Dad twice to be the subject of one of his profiles but he turned him down both times, saying he was just like any other man. But we knew better. Dad was strong and independent. He gave you pause to consider all of the possibilities.

Vern Jago, who died last month at 77, had been a paraplegic for 38 years but wasn’t deterred from chopping wood and doing other demanding tasks. He was tough — “Jago tough,”we call it — and his pride about who he was shone through. He taught us a solid work ethic and to always be proud of our job and to do it well.
Many people said he was amazing, and I would agree. He appreciated all the people who would stop and offer help. He got a kick out of hearing about women going home and getting their lazy husbands and teenagers off the couch and outside to work. Dad roared with laughter when he heard about a young paraplegic being told that if my dad could do it, he could, too. He inspired our family and people in his community to do make the best out of circumstances and to take our best shot. Dad was particularly touched when two little girls wrote him a sweet note and gave him new work gloves. I am sure there are a lot of people wondering where he is.Vern Jago passed away Jan. 19. He was 77 years old. I will miss seeing him every day as I drive by the family home. So will many others. With his big wave, the man in the wheelchair always put a smile on my face and a special beat in my heart. I am so proud to say,“That’s my dad.” Amanda Straith is a Port Coquitlam resident.

No brews but no bruises, either B
y now, Andy, we’ve all discovered that it’s possible to struggle through watching a pre-dawn hockey game without drinking beer at a sports bar. I say that despite memories of Olympic hockey evenings in Vancouver bars a scant four years ago, a unifying and uplifting experience for us all. But at these Olympic Winter Games, time and circumstance conspire against us. Watching hockey at bars is as Canadian as apologizing. To be able to share Olympic hockey games with a Maple Leaf face and a Keith’s in a noisy bar should likely be enshrined in the Canadian Charter of Rights and Freedoms — unless it’s Vancouver and game time is 4 a.m. Applications for special permit bar openings in Toronto and Edmonton would open bars for Olympic playoff games at 7 a.m. and 5 a.m. respectively. Getting up that early to drink beer and share hockey isn’t for everyone. Perhaps eggs benny with IPA hollandaise or a Red Bull omelette with pretzel tots might coax patrons into eastern bars. Well, at least it’s feasible. But it’s not feasible in Vancouver, not this time. Because while Toronto
hockey fans would get up early, Vancouverites would stay up late; close the bar the night before and have a few more in the parking lot before the 4 a.m. game time, perhaps with a fistfight or two thrown in, just to get in the mood. Luckily, someone quickly nixed B.C. applications for early morning bar openings for Sochi hockey games. I suppose we’ll have to PVR games and invite friends over at 10 a.m. for hockey, coffee and scones — civilized, though somehow not quite the same. But we must agree that drinking beer in a downtown bar at 4 a.m. shouldn’t be high on the list of strategies used to resurrect Vancouver from its reputation as a no-fun city? So, unfortunately, but prudently, we won’t be watching live hockey in B.C. pubs during these Sochi Olympics. Too bad we’ve been robbed of what some Canadians seem to like more than anything, drinking while publicly sharing their hockey nationalism. And it only gets worse. The 2018 Korean Olympics hockey games will start 17 hours ahead of Vancouver time. My God, Andy, we may have to start drinking the day before the game.

Port reopens probe of health risks from Sry. coal terminal Docks decision delayed to reconsider dust, diesel By Jeff Nagel Black Press
BLACK PRESS FILE PHOTO
The Deltaport coal terminal in south Delta. The Lower Mainland’s chief medical health officers had been sharply critical of the environmental impact assessment, calling its health impact analysis inadequate. The assessment, conducted for Fraser Surrey Docks by SNC-Lavalin, concluded there would be no significant adverse effects on human health or the environment, based on expected revisions to the project and mitigation measures. The direct coal transfer facility would bring up to four million tonnes per year of U.S. coal by train through White Rock, Delta and Surrey,

load it onto barges and send it down the Fraser River and over to Texada Island, where it would be reloaded onto Asiabound ships. Climate change activists are at the forefront of those aiming to block the project and help keep U.S. thermal coal in the ground, forming a united front with American opponents of proposed coal ports in Washington and Oregon. But also opposed are residents of White Rock, Surrey and New Westminster who fear increased coal dust from trains or the new terminal, as well as other potential impacts such

Port Metro Vancouver has again delayed its decision on a contentious new coal export terminal at Fraser Surrey Docks in an attempt to address ongoing public concern about the risks. Port officials said Wednesday an environmental impact assessment submitted by Fraser Surrey Docks in November did not include enough information on the potential human health impacts of the $15-million project. The port authority has asked the terminal operator to plug numerous gaps identified in the assessment, some of which had been flagged by public health officials. “We’ve asked for an assessment of the risk to human health for the components in coal dust and diesel emissions,” said Jim Crandles, the director of planning and development for Port Metro Vancouver. “This assessment is to evaluate the potential effects of fugitive coal dust and diesel emissions on sensitive populations — such as children or the elderly.” He said it would also look at risks from both direct contact of residents with coal dust as well as indirect exposure, such as coal dust contamination of garden vegetables that people consume. Crandles said the other information Fraser Surrey Docks is directed to provide includes: • An update of the review’s air quality assessment. • Further analysis of the composition of the coal being shipped, including metals and hydrocarbon makeup. • More baseline information. Asked to provide any letter to Fraser Surrey Docks detailing what the port wants, Crandles refused, saying there is no single document that would do that and that the requirements have been identified in a series of discussions. The port says it won’t accept more formal public or agency comments after receiving the new information. Instead, it will then complete the project review and issue a decision. There’s no timeline for how long that may take but Crandles said the port is insisting that the extra work be thorough.
as increased train frequency. White Rock, Surrey, New Westminster and other municipalities either opposed the new terminal or expressed concern and Metro Vancouver’s board last year voted to oppose it. Critics fear the terminal could expand further after it gets initial approval. Climate change activist Kevin Washbrook said the port should order more detailed health studies on the rail route from the point trains crosses the border from the U.S., as well as the barge route all the way to Texada Island. The medical health officers had also criticized the scope, warning in December the review “will not be credible to the public unless it covers the entire geographic area in which this project will operate.” Washbrook also questions why detailed health studies didn’t take place before the port last year approved a tripling of coal exports from Neptune Terminals in North Vancouver to more than 18 million tonnes per year.

Market housing will be part of talks on R’view By Janis Warren The Tri-CiTy News
Th e C E O o f t h e agency charged with consulting the public on the future of Riverview Hospital in Coquitlam has vowed his organization will go into the visioning exercise with an open mind. And that includes the possibility of building market housing on the 244 acres that were once home to a mental-health institution, BC Housing’s Shayne Ramsay told The Tri-City News this week. “We’re not saying market housing is going to happen absolutely but I expect it to be part of the conversation as we move forward in the process,” he said. Ramsay made his comments the week before BC Housing is to launch its first of four open houses this year, organizing a draft redevelopment plan for the 102-year-old grounds that contain heritage buildings — most rated in “poor” or “critical” condition — a cemetery and an arboretum. Th e d ro p - i n s e s sions are scheduled in Coquitlam for Thursday, Feb. 27 from 4:30 to 7:30 p.m. at the Burquest Je w i s h c o m m u n i t y centre (2860 Dewdney Trunk Rd.) and Saturday, March 1 from 10 a.m. to 2 p.m. at the Poirier community centre (620 Poirier St.). Besides the open houses, Ramsay said he looks forward to the questions and comments collected through BC Housing’s new website (renewingriverview. com), which has background documents on Riverview’s current assets, among other things. Ramsay said he hopes stakeholders — including former Riverview staff — who can’t make it to the open houses will reach out through the social media to offer their thoughts on the next steps for Riverview. “Really, it’s a recognition that Riverview has a provincial perspective,” he said. “It has a lot of local interest but the site and psychiatric hospital had an impact provincewide.” Ramsay stressed BC Housing has no preconceived outcomes as it develops a land-use plan for the city and he pledged transparency as more studies and numbers are released from Shared Services BC, the current manager, which will transfer responsibility to BC Housing over the next year. Ramsay cited the Riverview Building Assessment Inventory,

Both are listed as in“poor”condition. Still, Ramsay said the visioning process is guided by principles — one of which is to ensure the investment pays for itself. “This is not a fire sale
of a provincial asset,” he said. “All we’re saying is that all the aspirations of the community, First Nations and stakeholders need to be incorporated within a breakeven mandate.” In the meantime, BC Housing will continue with work with current tenants at Riverview and the movie industry — as well as other revenuegenerating opportunities — to help lower costs. ‘It’s very hard to draw the line’ Racial complaints continued from page 6
at PoCo pre-trial Guard says coworkers, bosses used N-word By Gary McKenna The Tri-CiTy News
A guard at North Fraser Pre-trial Centre has alleged that the work environment at the jail is “poisoned” and that racist conduct among employees is often ignored by superiors. Levan Francis, who has been a guard at the Port Coquitlam facility since 2006, filed a human rights complaint against the Ministry of Justice last year, saying the N-word is often used among staff and that a fellow officer once told him,“We don’t like your kind.” The ministry had been seeking a dismissal of the complaint, a request the Human Rights Tribunal denied last week. Francis, who is originally from Barbados and has worked for
the ministry since 2000, said he has faced retaliation and harassment at work since first taking up his complaints with superiors in 2012. “It is Mr. Francis’ position that he raised many issues of racebased adverse treatment with the ministry,” said Marlene Tyshynski, a tribunal member, in her reasons for denying the ministry’s request. “In his view, the issues he raised have not been adequately addressed.” In his complaint, Francis stated that one of his co-workers referred to him as an “LBM,” which was short for “lazy black man.” The ministry denies that it has discriminated against Francis and that any allegations of retaliation are false, Tyshynski wrote. The employer contends that any issues arising from Francis’ complaints were dealt with when he first came forward with his allegations in June 2012 and again
in September 2013. The ministry sought to dismiss the complaint on the grounds that the allegations took place beyond a six-month time limit outlined in the Human Rights Code. But Tyshynski found that because some of the issues were ongoing, allegations from January 2012 onward should be considered by the tribunal. “Some are allegations of direct discrimination against Mr. Francis based on race or colour, some allege adverse treatment where race or colour could be a factor, some allege a poisoned work environment where jokes and comments are at the expense of persons of colour,” she said. “It is my view that all of the dated allegations are of the same character in that they raise the issue of discrimination based on race or colour in the context of an allegedly poisoned workplace.”
But a questionable book may be moved if it’s deemed inappropriate following a thorough review, although sometimes, society’s values change to accommodate topics that were once taboo. That was the case with the children’s book Daddy’s Roommate, about gay marriage. Although popular, it was once challenged at PMPL. Now, many children’s books are on the shelves portraying different types of families. “Once you start to discriminate for content, it’s very hard to draw the line,” explained Russell. Still, defending intellectual freedom can sometimes put libraries in an awkward situation. Patrons’ tax dollars pay for collections and they have a right to complain. But librarians argue backsliding is dangerous and future generations will repeat mistakes of the past if they don’t have access to difficult material, such as fiction that contains racism or history books and political treatises that don’t challenge common assumptions. The Tri-Cities Chamber of Commerce plans to have a bigger voice at business conventions with the hiring of ROBiNSON its first policy advisor. Aaron Robinson started his job this week and expects to be working closely with the Chamber’s public policy committee on issues important to the TriCities’ business community.
Bedtime stories for kids Children in the Tri-Cities can jump into their PJs and visit the Port Moody Public Library next week for the monthly Twilight Tales. The session on Tuesday, Feb. 25 from 6:30 to 7 p.m. includes stories, action songs and puppets for children aged 18 months to six years. And librarians say the event is a perfect way to get the kids to burn off energy before they hit the sack. Participants can bring their favourite stuffed animals. The next Twilight Tales will be held on March 25. No registration is required. For more information about the storytelling program, call PMPL at 604-469-4577 or visit the website www.library.portmoody.ca. The library is located inside Port Moody city hall (100 Newport Dr.).
“Local policies are where you can affect the most change,”said Robinson, who will kick off his new job by working with the Chamber to develop policies in advance of the BC Chamber AGM in May. His new post is effectively a return to his hometown. He moved to Ontario in 2007 to pursue a postsecondary education, attending the University of Western Ontario where he graduated with a bachelor of arts with honors, specializing in international relations.

QUESTION OF THE WEEK!
Safety Tip: While our days are continuing to get longer, road conditions remain challenging and visibility is limited. As drivers, we always need to be on the lookout for pedestrians but especially at busy intersections and near transit stops where they may be coming and going and not always in a crosswalk.

on there being some sort of sting. The Fiat 500 Abarth is no different. This pint-sized two-door might look somewhat cutesy, but the arachnid badging denotes otherwise. Turn the ignition on and the rumble of the dual exhaust comes to life. It’s anything but tame in tone. Put the five-speed, heavy duty manual transmission into gear and hopefully you’ll be able to make good use of the 160 hp and 170 lb-ft of torque. That’s the kind of power being generated from its 1.4L, MultiAir turbocharged engine. Along with a performance tuned-suspension, performance brakes and 16-inch wheels, this Fiat might be small, but makes up any “size matters” issues with its dynamic performance. Honda Civic SI (Coupe/Sedan) - $26,245/$26,250 Take the exceptional reliability of Honda, its popular-selling Civic coupe/sedan, lace it with a potent engine and some cool gadgetry and you have the SI trim. Up until only a few years ago, the Civic SI was only offered in coupe format, but that

between the two Japanese brands. The FR-S features a 2.0-litre, four-cylinder boxer engine, developed in collaboration with Subaru. It combines Subaru’s horizontally opposed engine and Toyota’s D-4S injection system. The result is 200 naturally aspirated horses and 151 lb-ft of torque and can be matched with either a sixspeed manual or a six-speed automatic transmission. The back seats might not be incredibly comfortable for rear passengers but all the festivities are happening up front anyway. alexandra.straub @drivewaybc.ca
changed in 2007. Those who wanted performance and practicality would be granted access to such pleasures of life. Setting it apart from its tamer siblings is a 2.4-litre engine producing 201 hp and 170 lb.-ft of torque. It also comes standard with 17-inch aluminum alloy wheels and a rear spoiler. Not to mention a 6-speed manual transmission. Scion FR-S - $26,450 The return of the fun-to-drive rear-wheel drive sports coupe that’s priced under $30K can be linked to the Scion FR-S. You could also say it is linked with the Subaru BRZ as these four-seater, two-door vehicles were a joint venture product PLEASE READ THE FINE PRINT: Offers valid until February 28, 2014. Yes, you can buy fun cars for under $30, 000. A few weeks ago, I recommended five fun coupes for singles, whose base prices didn’t start with a three. Readers demanded more so here are five more cars that are a little easier on the wallet in purchase and operation. Ford Focus ST- $29,999 Hot hatch? I think so. Ford’s Focus ST (ST meaning Sports Technologies) is quite the exciting ride. As soon as you sit inside the Ford Focus ST cabin, you’re embraced by Recaro sport seats that hug you and don’t let go. There’s a six-speed manual gearbox that’s then connected to a 2.0L High-Output EcoBoost I-4 engine. That engine puts out 252 hp and 270 lb-ft of torque. Still, driving this sport-tuned version of ST is actually quite agreeable in the city. Chevrolet Sonic RS $23,995 The Sonic RS Hatchback might not be the first choice of “performance” vehicle on your list but that doesn’t mean it couldn’t be added. This five-door has some cool features like: a unique RS liftgate-mounted rear spoiler, 17-inch Midnight Silver painted-aluminum wheels, Lane Departure Warning, a leather-wrapped steering wheel with contrasting stitching and flat-bottom design, and leather-appointed seating surfaces with ‘sueded’ microfibre inserts. That’s on top of seating for five and a powerplant comprised of a 1.4L, turbocharged 4-cylinder with 138 hp and 148 lb-ft of torque. Drives-U-Crazy: Doggone it! Drivers who drive with a dog on their lap outrage Driveway readers. One reader summed up the feelings of many: “These dogs are often barking at everyone and everything and, yes, racing back-and-forth from the driver’s side to the passenger’s side.” What drives-u-crazy? Truth is, this car is more about looks. How it looks and how you look in it.
fine on that same stretch of road at about the time my co-driver and I had taken turns to punch the pedal and play briefly with steering-wheel mounted paddle gear changers. That’s when he were able to test the true effectiveness of the rear air diffuser. The rush of cooler desert air prompted us to flick the switch on the neck warmers — ah, yes, a mark of true luxury. Truth is this, car is more about looks: how it looks and how you look in it. And it looks fabulous: simple, elegant in profile but a scowling front that gives it beastly pretensions. The power hard top rises smoothly from its hiding place in the trunk in 20 seconds. We were told it could even be raised in speeds up to 18 km/h but why would you want to? When that top is in place it truly looks like a coupe. When the top is up, it offers 370 litres of trunk space (222 litres when topless), which makes it the roomiest in its segment. BMW says it will stash two sets of golf clubs. Classy leather interior, with ergonomically correct front seats. Can’t say the same about the back seats but then who wants to share the open top experience with anybody other than one’s beloved? Controls are handy, although the rotary control was a bit too close to the front seat passenger for my liking. No fuel consumption estimates are available yet. There will be an X Drive version later this year. We also got some seat time in the all-new 2 Series M235i: Check out my thoughts on that at drivewaycanada.ca. keith.morgan @drivewaybc.ca

Las Vegas, Nevada I took the all-new BMW 4 Series Cabriolet on one of those leisurely and slow drives typical of a Sunday through Nevada’s stunningly beautiful Valley of Fire National Park. Problem was that it was a Tuesday and the only other car on the road seemed to be the somewhat inappropriately named pace car ahead that kept our speed to a fraction below the posted 30 mph speed limit. Apparently, the overzealous state troopers had warned the Bavarian hosts they would hold them responsible for any outrageous road behaviour, hence pace cars ahead of each group of pearl white 435i cabriolets. This topless edition joins its coupe sibling in the new 4 Series classification, which is really a new name for 3 Series two-door models. Just like the 2 Series coupes are actually two-door 1 Series models. Oh, never mind. Anyway, this is a tourer for those with cash rather than the sports-minded — $67,400 for the test car — so perhaps the afternoon stroll was more appropriate. (A base 428i version starts at $56,600, and comes with a 2.0-litre, 241 hp, turbocharged 4-cylinder engine.) If you are looking for feedback through the steering, you are not going to get much but there is no argument that it offers a smooth ride and cornering is effortless at 32 mph. Once out of the park, the Smokey bears joined the press pack as impromptu pace cars. One ahead of us pulled off at a donut shop as we hit the highway. Here was our chance to open up. A bit. The 300-hp turbo inline-six swiftly moved through eight-speed auto tranny to 100 clicks in a smidgen under six seconds, then I chickened out. (Six-speed manual transmissions will be available in Canada, which should increase sportiness in performance.) Rumours circulated at the evening dinner that a member of the Russian press corps had secured a $1,000

The Cottages at Seabright Farm welcome Canadians By Kerry Vital
The Cottages at Seabright Farm, located in Point Roberts, will soon be welcoming buyers, and Canadians are sure to love it. “There’s been unbelievable interest in this project,” says Wayne Knowles, development partner for The Cottages at Seabright Farm. “There are huge lots and great views. There’s nothing better than Point Roberts.”
Point Roberts has long been a popular spot for Canadians, especially those from the Lower Mainland looking for a quick and easy getaway without having to deal with a long drive or a ferry. Just across the border from Tsawwassen, you’ll find a relaxing atmosphere with a charming feel, great weather and plenty of activities to keep you as busy as you want to be. Knowles points out that about 90 per cent of the people who have already registered interest in the Cottages at Seabright Farm are from Canada.
NEW HOME DEVELOPMENT
The Cottages at Seabright Farm is located on 62 acres of direct south-facing waterfront. The cottages are based on Point Roberts’ historical summer cottages and simple farm buildings. “Point Roberts has character,” Knowles says. “It’s totally authentic and small enough to be a true community.” The most exciting part of the cottages will be the attached breezeways that Knowles calls a signature part of the development. A smaller second building can be attached to the first, and perhaps used as a master retreat, guest suite or garage space, among other options. Because of both the elevation and south slope of the entire property, you’ll find a gorgeous view no matter where you purchase. The two-or-more-bedroom cottages will include stone fireplaces, high ceilings, sunny window seats, hardwood flooring, relaxing decks and covered porches. Homes at The Ridge at Bose Farms will incorporate all the beauty of the location, with wide-plank laminate hardwood flooring, nine-foot ceilings and huge decks and patios to give homeowners the best view.
Country-style living at The Ridge at Bose Farms By Kerry Vital
History is all around you at The Ridge at Bose Farms, a new master-planned condominium community with more than a touch of country style. “There’s really something for everybody
here,” says sales manager Nicole Castle. “The homes are priced well and it’s a great location.” The Ridge at Bose Farms is built on the historic Bose Family Farm land, and will be incorporating heritage elements. The former potato and machinery barn is being restored, along with the dairy shed and original Bose family farmhouse. All three will join an entirely new amenity building. The dairy shed will become a garden storage area, located next to the herb gardens and garden plots that will be available for the use and enjoyment of homeowners. The old farmhouse will hold two guest suites, along with a country kitchen and lounge area for smaller gatherings. Meanwhile, the potato and machinery barn will be connected to the new amenity building with a breezeway,
allowing owners to view the original roof framing and new timber plank floor. The second floor of the barn will be perfect for movie or game nights, barn dances and afternoon socials, continuing the traditions of this heritage site, while the first floor can be used as a woodworking shop, craft space or storage. The new amenity building will hold a fitness facility, yoga studio, library, chef ’s kitchen, fireside entertainment lounge and a media room, among other amenities. The one- and two-bedroom homes themselves, ranging from approximately 444 to over 1,000 square feet, take inspiration from the beautiful location, with their two designer colour schemes, wide-plank laminate hardwood flooring, nine-foot ceilings and huge decks and patios for taking
advantage of the stunning views. “From the north, you’ll look out over the Agricultural Land Reserve, the golf course and the North Shore mountains,” says Castle. “From the west, you’ll look out over the ridge or 12 acres of heritage forest to the south.” The kitchens are fit for a gourmet, with stainless-steel appliances, beautiful cabinetry and complementary quartz stone countertops and coordinated ceramic backsplash. Your space is lit with vintage-style schoolhouse or stainless-steel pendant lighting, as well as convenient under-cabinet task lighting. The bathrooms are spa-like and soothing with ceramic tile flooring and surrounds, as well as recessed pot lighting and wallmounted light sconces. The ensuite bathroom features his-and-hers sinks, frameless glass showers (in the two-bedroom homes) and glass accent tiles or a mix of marble and glass mosaic tiles, depending on your chosen colour scheme. The main bathrooms have custom one-piece vanities and elegant floating mirrors. The Ridge is perfectly situated to take advantage of all of Surrey’s best amenities, including shopping, dining, schools, leisure and recreation. Homes start at $162,900. For more information, check out www. theridgeatbosefarms.com, call 604-888-5514 or visit the presentation centre at 16390 64 Avenue, open daily except Friday between noon and 5 p.m.

Rapids in sight of FV title Club takes on second place Holy Cross in b-ball semifinal By Gary McKenna THe Tri-CiTy NeWs
Coquitlam took on Abbotsford during a Special Olympics division B basketball tournament at Charles Best secondary last weekend.
With a berth in the AAA female high school basketball championships already locked up, it would be easy for the Riverside Rapids to lose focus in the final games of the FraserValley playoffs. But the team does not need any motivation when they take on Holy Cross on Friday, a club the Rapids have yet to defeat this season. “We want the [Fraser Valley] championship,” said head coach Paul Langford on Thursday, the day before a semifinal match. “We don’t take anything for granted.” Holy Cross has been ranked second in the province for most of the 2013-2014 regular season. They are a big team made up of mostly talented Grade 12 players, Langford said. Further tipping the scales in the home team’s favour is the fact that the Rapids have injuries to several key players, he added. “It will be a heck of a challenge for us,” Langford said.“They have lots of heights and we don’t match up as well.” The team’s injury woes were on display against Maple Ridge Tuesday night. Riverside managed to win, thanks in large part to the play of Grade 10 forward Amanda Matsui. She led the game on the stats sheet, putting up 21 of the Rapids’ 39 points to edge the visiting Maple Ridge club by 11.

BC Games: Curlers off to a good start Team Drexel may be new, but they are headed to the BC Winter Games They may have only been playing together for three months, but Coquitlam’s Team Drexel is already getting some attention in the curling world. The rink earned a
berth at this weekend’s BC Winter Games, when they overcame an early defeat to win a qualifying tournament in Chilliwack last month. Team Hanni defeated Drexel in the first match, however a victory over Skulgard and a win in a rematch against Hanni helped the Coquitlam squad take one of two spots at the Mission event this week-
end. The second Winter Games berth went to Team Hawes of New Westminster. It is the first time that Heather Drexel has skipped a team and the 14-year-old has had a lot of success with third Sarah Loken, second Janice Pang and lead Angelique Miller. The team is coached by Al Smith.
SUbmITTEd PHOTO
Team Drexel will be taking their brooms to Mission this weekend where they will compete in the BC Winter Games.
“A m a n d a M a t s u i bailed us out,” Langford said.“She is a shy kid, but she is very talented when she plays.” Tuesday night’s game was not the first time the Rapids have been helped by their young, Grade 10 players. Jessica Castillo led the squad in points during Monday’s rout against Chilliwack secondary, when she scored 15 points in a 76-21 victory. Langford said the performance of the Grade 10s, as well as the strong showing Riverside’s junior squad is having at the Fraser Valley championships, bodes well for his club’s future. A victory on Friday means the senior Rapids would take on whichever team wins between Brookswood secondary and W.J. Mouat secondary in the championship final. Riverside is not the only Tri-City squad making their way through the Fraser Valley championships this week. The Charles Best secondary Blue Devils started the tournament with a 52-43 victory over Lord Tweedsmuir on Monday, but dropped a 97-53 decision to Brookswood, one of the top-ranked team in the province. The loss set the stage for a Tri-City rivalry game between the Blue Devils and the Terry Fox Ravens Thursday night after The Tri-City News’ deadline. The Ravens have struggled so far in the tournament, losing 11114 against Holy Cross on Monday, before bouncing back with a 53-50 win over Coquitlam’s Gleneagle secondary Talons on Tuesday.

COQUITLAM METRO-FORD SOCCER PLAYERS of the WEEK CASSIE WEIMER JAE JEONG ScoreCMOFSnCeTeam! FEMALE PLAYER OF THE WEEK:
COQUITLAM METRO-FORD EDGE
The Under 17 Division 2 Edge in League Cup Championship play started the game fast and furious and with full pressure. The Edge won several early corners but could not generate any goal scoring chances from these corners. Cassie Weimer, then stepped up to take the next corner kick following on her success of converting corners over the last few games. It didn’t take long for Cassie to connect with Annelise Denny at the front post and to give Edge the early lead in this key game versus their local rival, Port Coquitlam Inferno. As the game progressed PoCo fought back to even the play through the middle third of the game. Cassie’s value to the team was shown as she moved into a defensive shutdown role for the final third of the game with Poco pressing. Her defensive skills allowed Edge to keep Poco to the outside and secure the win for the Edge in this League Championship game. This win brings the Edge back into the mix for League Championship with the final team positions being decided this weekend. For her excellent performance this past weekend, CASSIE WEIMER has been named Coquitlam Metro-Ford female player of the week.

Talons keep on winning Gleneagle will take on Delta secondary in Fraser Valley playoffs The Gleneagle Talons are gaining momentum at just the right time in AAAA boys high school basketball season. The club, which finished behind the Terry Fo x R ave n s i n t h e Fraser Valley North division regular season standings, has won both of their Fraser Valley playoff games and are one of the last Tri-City teams still standing in the competition. With the wins, the club has secured a berth in the B.C. Provincial championships, but will face Delta secondary on Friday night. Delta defeated the Centennial Centaurs 61-45 during a mustwin game for the Coquitlam club on Wednesday night. The south of the Fraser team has been playing well heading into Friday’s matchup
against Gleneagle. The team was ranked third in the Fraser Valley South Division during the regular season, behind Tamanawis and Semiahmoo. Port Moody secondary was able to manage a 67-50 win over Fraser Heights on Wednesday, while the Heritage Woods Kodiaks defeated Kwantlen Park secondary 86-55. The Kodiaks, who were in the middle of the Fraser Valley North Division pack during the regular season, will now play Sardis secondary Friday night. Port Moody will take on Walnut Grove while Terry Fox is expected to play Yale secondary. sports@tricitynews.com
