Mission Mayor Ted Adlem will bring back a motion passed on Monday, in which four councillors said they had a lack of confidence in the mayor.
Mayor slams the ‘stupidity of entire’ political issue

MISSION RECORD
Mayor Ted Adlem will be asking council to revisit a motion expressing a lack of confidence in him, passed by four councillors earlier on Monday night. Introduced by Coun. Jenny Stevens, the motion was supported by Couns. Tony Luck, Jeff Jewell, and Nelson Tilbury, who also said they are disassociating themselves from his actions and
statements, unless there is a prior resolution from council Coun. Dave Hensman, Larry Nundal, and Adlem opposed it. Adlem doesn’t know what the outcome will be when the matter is discussed again, but he wanted to point out “the stupidity of the entire issue. “Clearly it’s a political issue.” A section of the provincial Community Charter allows a mayor to bring any matter
back to the council table for reconsideration within 30 days. The next council meeting is Monday, March 3. In an interview with The Record, Adlem says he is prepared to “go through one more week of this (political) game,” and hopes council can move forward and concentrate on doing district business after that. “I’m hoping I’m not dealing with 10-year-olds, and sooner or later, they will
come to their senses,” he said. Asked to comment on the mayor’s remarks, Jewell said, “I don’t have any doubts we can work past this. We know we have a responsibility to do the people’s business.” All members of Mission council were elected into office in 2011 under the Citizens Responsible for Municipal Government (CRMG) banner. The group remained intact until September 2012 CONTINUED ON 5

A District of Mission employee was charged this week in connection with the disappearance of $116,000 from the Mission RCMP detachment’s exhibit room. The money was discovered missing during a routine January 2013 audit of the main exhibit room, which is a secure area to store items obtained by police, such as found property or evidence to support court cases. “When the audit revealed a discrepancy, we immediately launched an investigation and brought in a team of outside investigators,” said Insp. Richard Konarski, officer in charge of the Mission RCMP. “The allegations are disappointing and, of course, very concerning to us.” Maple Ridge resident, April Smith, 45, was arrested Feb. 15
and charged with theft over $5,000, breach of trust, and public servant refusing to deliver property. “No other municipal employee, regular RCMP member, other support staff or volunteer was implicated in this investigation,” said Konarski. Smith is scheduled to appear in court April. 3. Smith has been an employee with the District of Mission for 15 years and worked as the main exhibit custodian since April 2008. She was assigned to other duties when the investigation began to “reduce exposure,” said Ken Bjorgaard, Mission’s chief administrative officer. She is still a district employee but has been suspended without pay since June 18, 2013. “We will re-evaluate her status as a district employee after April 3,” said Bjorgaard. “We’ll let the court process take its course.”

Jewell should resign, says Coun. Hensman One councillor is asking for the resignation of another after a heated argument took place at Monday night’s open council meeting. The exchange occurred between Couns. Jeff Jewell and Dave Hensman after Jewell criticized his colleague for pounding his fist on the table to make a point. “We know you’re a good preacher, but you’re preaching to a very phoney message on this one,” said Jewell, who was quickly interrupted. “You’re out of order,” said Hensman. A brief shouting match ensued before the mayor pounded his gavel to restore order. Jewell apologized before proceeding with further remarks, but that didn’t satisfy Hensman, who went on record at the end of the night, saying, “I consider Coun. Jewell’s comments to be a clear, prejudiced attack on my religious worship and freedom.” Hensman says the work he does with his ministry is separate from his work as a councillor. In a letter to The Record Wednesday, Hensman writes, “Coun. Jewell trampled the Human Rights code of British Columbia when he publicly harassed and demeaned me, disparagingly mocking my
calling for his resignation when contacted by The Record Wednesday. “To me, it’s poor behaviour on his part,” said Jewell. “I sincerely apologized and that should be enough.” Jewell acknowledged
he used poor judgment “in the heat of the moment,” but added he was provoked when Hensman interrupted him. “Clearly we have a job to repair our public image and explain ourselves,” said Jewell.

There are many good reasons to volunteer our time and talents. Obviously, volunteering helps others who may need our services, but it also benefits the volunteers as well. There is nothing like helping others to take our minds off of our own problems. Most people who are anxious or depressed spend far too much time thinking about their own lives, and would be well-advised to spend some time helping others who are less fortunate than themselves. Furthermore, volunteering gives us an opportunity to try out something that we have always wanted to do, such as tutoring or mentoring “at-risk” students, working with children or senior citizens, or honing our carpentry or building skills. The Bible tells us that we should look out for one another’s interests, and not just for our own (Philippians 2:4). We should remember that volunteering isn’t limited only to the good work done by organizations such as Habitat for Humanity or the Salvation Army, but can be done less formally in our own “backyards”. The various talents that we all possess are gifts from our Heavenly Father, and when we share these with others, we are sharing His love.
Each one must do as he has made up his mind, not reluctantly or under compulsion, for God loves a cheerful giver. R.S.V. 2 Cor. 9:7

One man is in custody after a customer was robbed at the Petro Canada service station at the corner of First Avenue and Horne Street shortly before midnight on Feb.17. Ontario resident Eugene Cottrelle, 28, was arrested within 24 hours of the incident, but police are still looking for a second suspect. A customer was at the pay window of the store when a man approached and produced what appeared to be a handgun, according to Mission Mounties. The suspect attempted to rob the customer and steal a vehicle, but was unsuccessful. “The male fled on foot,” said RCMP Staff Sgt. Rob Dixon. “A second male in the immediate area is suspected as an accomplice.” Cottrelle has been charged with pointing a firearm and use of a firearm during the commission of an offence. At the time of his arrest, he was banned from possessing firearms and was wanted on a Canada-wide warrant for parole revocation.
Police are also asking for the public’s help in locating a suspect in connection with the robbery and assault of an elderly man Tuesday in the 33300 block of Second Avenue. The incident took place in the underground parkade of the victim’s building around 10:30 a.m., says Dixon. The suspect demanded the victim’s cellphone and car key before hitting him several times on the head with a rock. “The victim was able to get away and the suspect male fled westbound on Second Avenue with the victim’s black backpack containing several red file folders with personal information,” said Dixon. The suspect is described as Caucasian, about 40 years old, with a heavy build and round face. He is between 5’8” and 5’10” tall and balding. He was wearing light-coloured sweatpants. Anyone with information about these incidents is asked to call Mission RCMP at 604826-7161.

Mayor says political slate is still strong From 1
when Tilbury left, indicating his views were more conservative than the rest. Stevens, Jewell, and Luck also split from the slate in the past several weeks, sitting as independents. The political group began to publicly unravel in early January after Tilbury suggested Hensman appeared to have a conflict of interest when he leased a building about a block away from a property the district purchased as part of a downtown revitalization project. Hensman participated in a unanimous council vote to approve the district acquisition. Tilbury suggested the matter be referred to B.C. Supreme Court for a ruling. All councillors were required by the Community Charter to vote on the motion, which failed because it did not gain a two-thirds majority – also required by law. Adlem, Nundal, and Hensman had opposed it. Adlem has been accused of mishandling the issue by some members of council, but he insists every vote he has made to date has been in Mission’s best interest. He believes the split within CRMG was caused by Tilbury, who Adlem claims did not follow procedure in the beginning when he made the accusation against Hensman.
The issue, said Adlem, should’ve been discussed privately or in a closed council meeting. “When it was first brought up as a potential conflict, (Tilbury) had the floor,” recalled the mayor. “If he was serious, he would’ve made a motion to close the meeting and bring it up then. He didn’t do that. He could’ve also come to the mayor or CAO (chief administrative officer) and ask the issue be put on the next closed (meeting) agenda. He didn’t do that.” Adlem accused Tilbury of attempting “to destroy Coun. Hensman’s reputation,” and added the other three councillors who supported Tilbury’s motion to bring the matter to court, condone Tilbury’s actions. “Coun. Luck’s claim (as stated in his letter of resignation from CRMG last week) that I mishandled the issue is political rhetoric.” Adlem says he based his vote on advice from the district’s lawyer and a report to council stating “… the question of conflict of interest in this case is not clear and obvious, and there is a very strong chance that an application (to B.C. Supreme Court) … would fail.” “(Stevens, Jewell, and Luck) are essentially telling me how I should’ve voted,” said Adlem.
“Nobody has the right to tell me how I should vote.” The mayor’s approach to dealing with district staff, councillors and members of the general public was also criticized Monday night, with Stevens stating, “He appears to have a problem controlling his temper,” and noted she has discussed her concern with Adlem. Stevens said the motion was not a personal attack on the mayor, but an attempt to preserve the respect for political office in Mission. Adlem says he has toned things down since his conversation with Stevens but will continue to defend Mission citizens. “If those four councillors don’t like my bedside manner while I’m doing it, that will make me very happy,” said Adlem, who also pointed out there were times other members of council showed bad manners, including Stevens when she addressed a delegation last fall on the humane treatment of dogs and cats. Adlem says CRMG is still strong and expects by midApril to have a list of candidates ready to run in the November municipal election. The mayor “believes” he will seek re-election and says he has received more calls of support than ever in the last month. “It’s been inspiring.”

Enough of the political rhetoric
To say there have been unsettling developments regarding Mission council in the past six weeks would be a gross understatement. Allegations of conflict of interest have been levelled against one councillor, and in the wake of that, three more members of the Citizens for Responsibly Municipal Government (CRMG) slate have joined Coun. Nelson Tilbury as independents, leaving only three members of the group that swept to power in the election of November 2011. Add to that this week’s motion by Coun. Jenny Stevens, and supported by Couns. Tony Luck, Tilbury and Jeff Jewell, that they have a lack of confidence in the mayor and are disassociating themselves from actions and statements he makes unless a prior council resolution is made.
QUESTION OF THE WEEK
Then after a heated debate at council Monday evening, Coun. Dave Hensman suggests Jewell should resign for comments Hensman found offensive. This is a group in serious disarray. While the day-to-day business of running the District of Mission inevitably continues, the public focus in this town is on the dysfunction currently unfolding at the local political level. No benefit is derived from this level of friction. The bickering between our elected representatives has escalated to political warring, which serves no public interest. It is incumbent upon the mayor and council members to ramp down the rhetoric on all sides, restore decorum at their table, and work as diplomats to reach consensus.

YOUR VIEWS
Allegations not satisfactorily refuted Last week Councillor Nundal paid for printing staff’s summary of the legal opinion provided to Council, presumably to justify voting the way he did. We recognize his right to do so but wonder why he did, as we are unaware of anyone questioning his motivation. However, we see both the case and the legal opinion very differently. The staff summary was only a selection of quotes from the legal opinion, not the whole document. We read the entire opinion thoroughly and discussed it with the lawyer who provided it,
and concluded that it was an honest opinion based on the information she had received, but we were unaware of what that information was and who provided it. Also, the lawyer had not been given all the evidence supporting the allegations. Further, there was no investigation (people directly involved had not been interviewed) and no sworn testimony was sought or statements legally tested. Then we carefully listened to and evaluated the allegations, the publicly known facts, and Councillor Hensman’s responses. We con-
cluded that the evidence supporting the allegations had not been satisfactorily refuted and that therefore, a prima facie case did exist. Consequently, we presented a motion to send the issue to court where it would receive impartial judgment, reached by persons qualified to make such a judgment. Although four of the seven members voted in favour of this action, the special requirement for this type of motion is at least five votes in favour and that all councillors (including the subject of the allegations!) must vote, resulted in the
motion being defeated. This meant that the chance for the allegations to be proven or Councillor Hensman’s name to be cleared was lost. Councillor Hensman’s guilt or innocence now rests in the court of public opinion. That is not the result we wanted but the vote was final. Last Monday, a motion was passed reflecting our current lack of confidence in our mayor, because of his demonstrated inability to control his temper and his recent actions, taken in direct conflict to the mayor’s obligation to
reflect the will of council, as expressed in the Community Charter, section 116. We presented and supported this motion to make it clear that we could not tolerate such behaviour and in the hope that, having directly and honestly addressed these issues, council can now concentrate on doing municipal business in accordance with the rules which exist to ensure fair democratic procedures and to serve the citizens of Mission in the best way possible. Councillors Jeff Jewel, Nelson Tilbury, Jenny Stevens
Councillor should resign for remarks Over the last five weeks I have been falsely accused, victimized due to improper processes, my character has been called into question and my good name besmirched; but the straw that broke this camel’s back came at Monday night’s council meeting. Councillor Jewell turned to me in the midst of a verbal outburst to attack my work duties as a pastor by making demeaning comments. When I tried to object he commanded me to shut up. His detestable and mocking words clearly amount to religious bigotry and this level of intolerance and intimidation has no place in Canadian public life. Debate my ideas and philosophy I welcome it. Attack peoples human rights and you disqualify yourself
from office. The Human Rights Code of British Columbia is a provincial law that gives all people equal rights and opportunities without discrimination. The code’s goal is to prevent discrimination and harassment because of religious creed, race, colour, disability, age and on a number of other grounds. Councilor Jewell trampled the Human Rights Code of British Columbia when he publically harassed and demeaned me disparagingly mocking my religious work related duties. It is completely shameful to say the least, and I hereby call for his immediate resignation from council. In a day when thousands of people’s lives have been destroyed by
cyber-bullying, when children are afraid to go onto the school playground because of schoolyard hounding and maltreatment and when elected officials
can trample over the human rights of others with complete immunity these are alarming trends that needs to stop. People who shamelessly walk over
the human rights and religious freedoms of others need to be held accountable. Coun. D. Hensman District of Mission

District of Mission appoints manager of planning
Dan Sommer is the District of Mission’s new manager of planning. SUBMITTED PHOTO
The District of Mission is pleased to announce the promotion of Mr. Dan Sommer to the Manager of Planning position. In this senior role, Mr. Sommer will also serve as the District’s Subdivision Approving Officer. With considerable experience in the building and construction industry in the Lower Mainland, Mr. Sommer began his public sector career as a planner with the City of Prince George. Mr. Som-
mer came to the District in October of 2002 as a planning technician and progressed to the position of planner in 2004. He left the District in 2006 to work for the City of Surrey, but returned to Mission in 2007 as the senior policy planner and then senior land use planner. Mr. Sommer has a Bachelor of Science Degree with a major in Environmental Planning from the University of Northern British Columbia and is a candidate for a Mas-
ter’s Degree in Public Administration from the University of Victoria. As a registered professional planner, he is a member of the Canadian Institute of Planners (CIP) and the Planning Institute of British Columbia (PIBC). Mr. Ken Bjorgaard, Chief Administrative Officer for the District of Mission says, “In late 2013, the District began its search for a positive, results-oriented individual who demonstrated a clear focus on fostering a culture of
continuous improvement and excellent customer service. The selection panel found the right person for the job right in our own Development Services Department. Dan has proven himself, not only as a skilled and knowledgeable planner, but as someone who brings with him the necessary team-building skills to lead our dynamic planning team. In this key development services role, Mr. Sommer is committed to provid-
ing quality service to the growing community of Mission. “I am looking forward to the new challenges and opportunities ahead and to working with our dedicated staff towards building a ‘complete and livable’ community through forward-thinking and innovative land use planning says Sommer. Mr. Sommer reports to the Director of Development Services, Mr. Mike Younie.

The Corolla is sold in several different trim levels, starting at $15,995 to get the base CE, but the reality is that most Canadians will upgrade to the $19,215 S (Sport) or the LE for $19,500. To upgrade to this $20,500 LE Eco model is $1,035 over the S model and $750 over the regular LE. I prefer the S trim for its more aggressive 17-inch wheels compared to the LE and LE Eco, which come with smaller 16-inch wheels. Regardless, this model is a massive step forward in terms of delivering an

The base CE is sold with either a 6-speed manual or the 4-speed automatic found in the last model. The only other model to be offered with a manual is the S trim. This B.C. owned Intermeccanica Roadster wears its colour with pride wherever it shows. It is a faithful reproduction on the 1959 Porsche 356-A Convertible “D”, which the Vancouver-based custom builders began producing in 1982. This car was hand built in 2011 and would cost around $95,000 to reproduce today. It has standard equipment such as Porsche suspension, four-wheel-disc brakes, and 356-type reclining seats. Power is provided by an Audi 1.8-litre, 185 hp turbo fuel injected engine with auto transmission. It has a full leather interior, square weave carpeting in silver blue with pink leather binding. The custom 356 instrument panel has pink facing and the courtesy lights even provide a pink hue to the interior. It’s a classic in appearance but it does have such contemporary creature comforts as electric windows, power door locks with remote keyless entry, and air conditioning!
Verdict The Corolla is a fine update, pdate, Toyota set out to makee a roomier, more stylish and value packed car. The Eco hass no options availavail able so it sticks to the $20,150 base price. I do enjoy the new interior, the styling is an improvement and many families will welcome the space.

Fun cars for singles under $30,000 By Alexandra Straub
Yes, you can buy fun cars for under 30 grand. A few weeks ago, I recommended five fun coupes for singles, whose base prices
didn’t start with a three. Readers demanded more so here are five more cars that are a little easier on the wallet in purchase and operation. Disclaimer, you don’t have
to be single and willing to mingle to fall in love with these vehicles. In fact, some of them are family friendly. No really, they are. Ford Focus ST- $29,999 Hot hatch? I think so.

Welcome to the family!
Ford’s Focus ST (ST meaning Sports Technologies) is quite the exciting ride. As soon as you sit inside the Ford Focus ST cabin, you’re embraced by Recaro sport seats that hug you and don’t let go. There’s a six-speed manual gearbox that’s then connected to a 2.0L High-Output EcoBoost I-4 engine. The high-output engine puts out 252 horsepower and 270 lb-ft of torque. Yes, that’s a herd of horses under the hood, but driving this sport-tuned version of ST is actually quite agreeable in the city. Chevrolet Sonic RS $23,995 The Sonic RS Hatchback might not be the first choice of “performance” vehicle on your list, but that doesn’t mean it couldn’t be added. This five-door has some cool features like: a unique RS liftgate-mounted rear spoiler, 17-inch Midnight Silver painted-aluminum wheels, Lane Departure Warning, a
leather-wrapped steering wheel with contrasting stitching and flat-bottom design, and leather-appointed seating surfaces with ‘sueded’ microfibre inserts. That’s on top of seating for five and a powerplant comprised of a 1.4L, turbocharged 4-cylinder with 138 horsepower and 148 lb-ft of torque. Fiat 500 Abarth $20,995 Anytime you see a scorpion on something – or in real life – you can count on there being some sort of sting. The Fiat 500 Abarth is no different, except this sting makes you smile. This pint-sized two-door might look somewhat cutesy, but the terrestrial arachnid badging denotes otherwise. Turn the ignition on and the rumble of the dual exhaust comes to life. It’s anything but tame in tone. Put the five-speed, heavy duty manual transmission into gear and hopefully you’ll be able to make good use of the 160
horsepower and 170 lb-ft of torque. That’s the kind of power being generated from its 1.4L, MultiAir turbocharged engine. Along with a performance tuned-suspension, performance brakes and 16-inch wheels, this Fiat might be small, but makes up any “size matters” issues with its dynamic performance. Honda Civic SI (Coupe/Sedan) $26,245/$26,250 Take the exceptional reliability of Honda, its popular-selling Civic coupe/sedan, lace it with a potent engine and some cool gadgetry and you have the SI trim. Up until only a few years ago, the Civic SI was only offered in coupe format, but that changed in 2007. Those who wanted performance and practicality would be granted access to such pleasures of life. Setting it apart from its tamer siblings is a 2.4-litre engine producing 201 horsepower and 170 lb.-ft of torque. It also comes standard with 17-inch aluminum alloy wheels and a rear
spoiler. Not to mention a 6-speed manual transmission. Whether opting for two or four doors, you can’t go wrong. Scion FR-S - $26,450 The return of the fun-todrive rear-wheel drive sports coupe that’s priced under $30K can be linked to the Scion FR-S. You could also say it is linked with the Subaru BRZ as these four-seater, two-door vehicles were a joint venture product between the two brands. The FR-S features a 2.0-litre, four-cylinder boxer engine, developed in collaboration with Subaru. It combines Subaru’s horizontally opposed engine and Toyota’s D-4S injection system. The result is 200 naturally aspirated horses and 151 lb-ft of torque and can be matched with either a six-speed manual or a six-speed automatic transmission. The back seats might not be incredibly comfortable for rear passengers but all the festivities are happening up front anyway. alexandra.straub@drivewaybc.ca

Driving topless in the Valley of Fire By Keith Morgan
I took the all-new BMW 4 Series Cabriolet on one of those leisurely and slow drives, typical of a Sunday through Nevada’s stunningly beautiful Valley of Fire National Park. Problem was that it was a Tuesday and the only other car on the road seemed to be the somewhat inappropriately named pace car ahead that kept our speed to a fraction below the posted 30 mph speed limit (which is 48.280 km/h to be precise). Apparently, the overzealous state troopers, you know
BMW 4 Series Cabriolet.
the guys with the mirrored sunglasses, had warned the Bavarian hosts that they would hold them responsible for any outrageous road behaviour, hence the so called pace cars ahead of each group of pearl white 435i cabriolets. This topless edition joins its coupe sibling in the new 4 series classification which is really a new name for 3 Series two-door models. Just like the 2 Series coupes are actually two-door 1 Series models. Oh, never mind. Anyway, this is a tourer for those with the cash rather than the sports-minded -
$67,400 for the test car – so perhaps the afternoon stroll was more appropriate than a blast on the nearby freeway. (A base 428i version starts at $56,600, and comes with a 2.0-litre, 241 hp, turbocharged four-cylinder engine.) If you are looking for feedback through the steering, you are not going to get much but there is no
argument that it offers a smooth ride and cornering is effortless at 32 mph – devils aren’t we? Once out of the park, the Smokey bears joined the press pack as impromptu pace cars! – One ahead of us pulled off at a donut shop as we hit the highway. Here was our chance to open Continued on page 16

Oh, and that’s when we were able to test the true effectiveness of the rear air diffuser (thumbs up) though when it is in place it rules out back seat passengers (thumbs down). and how you look in it. And it looks absolutely fabulous, darling, now that you ask. Can’t speak for myself. It is simple, elegant in profile but a scowling front gives it beastly pretensions. The power hard top rises smoothly from its hiding place in the trunk in 20 seconds. We were told it could even be raised in speeds up to 18 km/h. Why would you want to? When that top is in place it truly looks like a coupe. Cool, but even cooler when you lower the windows and see it as a pillar-less coupe! When the top is up it offers 370 litres of trunk space (222 litres when topless), which makes it the roomiest in its segment. BMW says it will comfortably stash two sets of golf clubs, if you are that way afflicted. Classy leather interior, with ergonomically correct front seats. Can’t say the same about the back seats but then who wants to share the open top experience with anybody other than one’s beloved? Controls are handy though the rotary control was a bit too close to the front seat passenger for my liking. No fuel consumption estimates are available yet. There will be an X Drive version later this year. kmorgan@blackpress.ca

Some classics wear their price tags on their sleeves. Look at a fuel-injected ’57 Chevy Bel Air, and it’s immediately apparent that it’s valuable merchandise. On the other hand, there are the sleepers of the classic car world, the cars that are worth a lot of money but it’s only obvious to those in-the-know. For example, few would guess that the proceeds from a restored VW microbus could put a kid through college. Here are five you’d never suspect of being quite pricey: 1. Volkswagen “Samba” Microbus: There’s a simple rule of thumb with VW Microbuses: More windows equals more money. The 21- and 23-window versions of the venerable ’50s VW Microbus can bring money that would shock the hippies who ran them into the ground in the 1960s—around 70 grand for a nicely restored one. They’ve even been known to break $100,000 at the right auction.
Volkswagen Microbus
2. Fiat Jolly: The Jolly was an open-top version of the classic Fiat 500 that was meant to be stowed onboard yachts and used as transport in places like Monaco and Positano. They have no doors, the seats are made of wicker and the tops are meant only to provide shade. Appallingly cute, the pint-sized Jolly can sell for upwards of $70,000. 3. Toyota FJ40 Land Cruiser: The classic Jeeplike 1960-1984 Toyota Land Cruiser was one tough vehicle—so tough that they invited horrific abuse, which explains the dearth of clean examples. A nicely restored one sold at an auction in Scottsdale, Ariz., last January for $88,000. Some are said to have sold for $100,000-plus. In reContinued on page 18

We miss you dearly You’re forever in our hearts Always loved & never forgotten. Anne, Glenn & Keith & families.
Dearest Trev, To our tall, lanky boy with the most gorgeous brown eyes that twinkled with mirth and joy, whose laughter filled every space and whose smile melted our hearts.... Life will never be the same without you. Beautiful memories remain locked deep within our hearts and tears will always flow. In life you were so vibrant, full of fun and joy. Now we face this HUGE SILENT HOLE. We desperately miss our very precious boy. But we will be with you again someday, when heaven calls our names. Until then, a passionate desire to honor you and embrace life as you would want us to, motivates us daily.
