the reptilian part of ourselves,” explained Jackson. “We are just going by the instincts there is not any kind of illumination or consciousness to what we are doing.” He said it’s hoped that as people walk past the mural they’ll receive direction and hope in their lives and that it will stimulate something positive. “The mural shows that the Creator is available to all of us,” said Jackson. “It is a connection we can have in our heart if we want to know more about the Creator—just by being real, by being truthful to ourselves and truthful to others—establish a healthy relationship that will bear fruit.” He stressed that the mural is the work of not only himself, but of the entire class and expressed the hope that the students had benefited from using their talents and skills to serve others in their community.

Club especially for Grade 2/3
The Midway Library has started a reading club for the Grade 2-3 elementary kids. “As the reading Link Challenge was so successful, we wanted the Grade 2 and 3s to have a program,” said library director Stephanie Boltz in her annual report to the board at their recent annual general meeting. Midway resident (and retired elementary school teacher) Lynda Anderson-Thibault has volunteered to facilitate the program. She visits Midway Elementary School and West Boundary Elementary School at lunch time twice a month. The children take home books that she brings and then they discuss what they read. The program is in it’s initial stages at Beaverdell and Big White, and plans are for it to continue in 2014. “We are fortunate that our schools have dedicated teachers and staff,” said Boltz. “Their cooperation has made it so much fun to have these programs and the children are the benefactors.” Enough new books for all four schools have been purchased. “We purchased three to five copies per book so that some of the kids are reading the same book so they will develop conversations on the books they read.” “Another benefit we are hoping for besides reading and comprehension is that we will prepare them for the Grade 4/5 Reading Link Challenge,” Boltz said.

The Speakeasy hits stage in April A N N U A L G E N E R A L M E E T I N G
The Boundary Theatre Group began rehearsals last month on their newest production—The Speakeasy. It is set to hit the stage in April. The play is another original script by Terry Keough, who says with a laugh, “If you do original then nobody can point out your mistakes.” The play takes place from 1926 through to New Year’s Eve 1929, back when prohibition clubs were all the rage and gin joints were everywhere offering a good time. At Big Al’s club, acts from all over the world would come to play to the rich and famous as the wealth of the world grew at a pace never seen before. Then something happened that changed the
club forever and left the players and staff at the speakeasy stuck in limbo. Keough says they will perform the play first in Bridesville, with two nights of dinner theatre and then to Midway two weeks after that as the first fund raising project to help John Hibberson’s new theatre group raise money for lights, etc. “Since our group does all our events for charity this is a good fit,” he says. “We are fortunate that our former careers in music allowed us to have all of the gear we need for these things so we want to help encourage local theatre any way we can.” The cast includes Terry and Shannon Keough, Emilio Martinez, Rossana Garcia-Manzano, Karen Harpur, Col-
Snowbirds: check your days
Each year, as the autumn leaves start to fall, many Canadian retirees head to the Southern States to soak up the sun. Recently, many of these migrating “snowbirds” have been the focus of discussion due to increased vigilance by the Internal Revenue Service (IRS) regarding the filing of Form 8840. If you, a Canadian citizen, spend an average of 4 months each year in the United States, you and your accountant should discuss the potential requirement for filing this form. The IRS uses a formula to calculate visitors’ eligibility. To illustrate this formula, let us use an example of a fictional Canadian snowbird, Jane Doe. For many years, Jane would leave Canada on November 1, travel to Arizona, and then return home to Canada on March 31. During the spring of 2012, Jane discussed with her accountant the possibility of filing the IRS Form 8840. In order to determine this need, they added the following three amounts: • the total number of days Jane spent in the USA during the prior year (January to March 2011: 90 days; November to December 2011: 61 days; 90 + 61 = 151); • the number of days Jane spent in the USA two years ago (January to March 2010: 90; November to
December 2010: 61; 90 + 61 = 151) multiplied by 1/3 (151 * 1/3 =50.33); • the number of days Jane spent in the USA three years ago (January to March 2009: 90; November to December 2009: 61; 90 + 61 = 151) multiplied by 1/6 (151 * 1/6 = 25.16). Jane’s formula total was 226.49 (151+ 50.33+25.16). Jane and her accountant realized this total was greater than the 183-day threshold, so Jane was required to file Form 8840 by June 15, 2012. All Canadian travelers who calculate a formula total more than 183 days must file IRS Form 8840. The form includes a list of questions determining how closely one is linked with the United States. Individuals who file this IRS Form 8840 are exempt from filing a personal income tax return in the United States. Amendment ‘welcome’ The Boundary Country Regional Chamber of Commerce applauds the B.C. government for listening to B.C.’s chamber network and amending a recycling regulation that was causing substantial concern among businesses so that it will impact less that one per cent of B.C.’s businesses. “This is a huge relief to our local business community,” said James Wilson, executive director of the Boundary Country Regional Chamber of Commerce. “This change exempts the majority of our local businesses, including all of our mom-and-pop shops, from new costs and red tape.” The regulation targets packaging and printed paper (PPP) and is slated to go into force in May. The B.C. government has announced that it will enshrine in regulation an exemption for any B.C. business that meets any of the following criteria: • annual revenues of less than $1 million; • less than one tonne of packaging and printed paper produced annually and/or • a single point of retail sale (and not supplied by or operated as part of a franchise, chain or under a banner). That means that less than 3,000 businesses in the province will be captured by the regulation, out of more than 385,000. Wilson noted that the Boundary Country Regional Chamber of Com-
merce supports the principle of extended producer responsibility (EPR), which aligns with B.C. business values, but cautioned that EPR programs need to be implemented carefully to avoid unintended consequences. “This exemption correctly balances environmental goals with business needs,” Wilson said. “We applaud the B.C. government for responding to businesses’ concerns and limiting the scope of the program, appropriately, to B.C.’s largest PPP producers.” The chamber network throughout B.C. raised the alarm about the regulation last summer after businesses across the province were contacted about coming new obligations and fees by Multi Material BC (MMBC), the agency charged with producing a stewardship plan under the regulation. “It became clear that this regulation would have unintended fallout for businesses, and particularly small businesses, across B.C.,” said Wilson. “As a chamber network, we knew we needed to roll up our sleeves, get to work and fix this thing.” Backed by local chambers, the BC Chamber of Commerce worked extensively with the B.C. government and MMBC to hammer out a way forward that avoided a “one-size-fits-all” approach. “Today’s announcement is the fruit of those labours: A re-tooled regulation that achieves B.C.’s environmental goals,

The first step in establishing a new animal control bylaw for the regional district has been taken. The Regional District of the Kootenay Boundary (RDKB) passed first reading of bylaw 1550, combining the old licensing bylaw and created one bylaw, said Elaine Kumar, RDKB director of corporate administration. “It’s been cleaned up and we’ve added a schedule on the back and that’s where our fees are. We’ve improved on our definitions,” she said. Kumar said the definition of a vicious dog has been clarified
and the bylaw no longer names specific breeds. The animal control bylaw will be enforced by the animal control officers, which are provided by the Commissionaires who signed a one-year contract with the regional district back in September of last year. The bylaw establishes and sets regulations for a pound and provides for licensing of dogs within the area comprising of the City of Grand Forks, the City of Greenwood, and electoral areas ‘C’ (Christina Lake) and ‘D’ (area surrounding Grand Forks). “I think it really covers the basics,” said Grand Forks Mayor Brian Taylor, who also sits on the RDKB board and chairs the

Taylor said he is fine with the proposed new bylaw although he is eager to hear what the public has to say about it. “After first reading it goes to the community for input,” he said. “We can expect to see some opportunities for the community to comment on it.” The RDKB will hold a town hall meeting about the animal control bylaw on Feb. 11 in Grand Forks. A second meeting will be held on Feb. 26 in Christina Lake at the community hall at 6:30 p.m. The bylaw is also available on the RDKB website, if anyone wishes to comment on it there.

Need for concern The province is waiving the requirement for CORE (Conservation and Outdoor Recreation Education) training for hunters new to the sport. Hunting is a big source of revenue for the province, with some 84,000 licenses in 2012. Victoria would like to see that number top 100,000 this year and to help accomplish this Minister Steve Thompson’s message in the government’s 2012-14 Hunting and Trapping Synopsis included the following comment: “To encourage new hunters, we are developing a new expanded Youth Hunting Licence and creating an Initiation Hunting Licence. These licences will provide a chance for novices to have a full hunting experience under the care and supervision of a seasoned mentor.” “The Initiation Licence will allow a onetime purchase of a trial hunting licence for adults who have never hunted before, but would like to see if it is right for them.” The B.C. Wildlife Federation (BCWF) operates the CORE Program on behalf of the Ministry of Forests, Lands, and Natural Resource Operations. According to the BCWF website the goal of the CORE Program is to ensure that prospective hunters meet acceptable standards of knowledge and skill for safe and ethical participation in hunting recreation. The program consists of a practical firearms handling test, and a written examination on conservation, ethics, law and regulations, first aid and survival, firearm safety and identification of animals and birds. That all sounds reasonable. So why scrap it? Giving a hunting licence to someone with no training or education in the sport and sending them into the bush with a loaded rifle sounds like a train wreck waiting to happen. Why should we be concerned? Because the Boundary has more active hunters in the field than anywhere else in the province.

Letters to the editor Don’t cut city’s postal service Editor, The Times:
An open letter to Deepak Chopra, president, Canada Post Corporation It is my understanding that Canada Post is proposing to discontinue Saturday service at the Greenwood Post Office. This presents a hardship for a number of citizens in this small rural community. For example, as you can see from the enclosed letters, owners and operators of home-based businesses need to receive and send parcels six days a week. Also, as noted in the attached correspondence, those living in Greenwood often work in other communities and do not return home until after nor-
mal business hours. They rely on Saturday postal service. It is important for you to understand that Canada Post provides well-paying jobs in our small rural communities. Any job loss as a result of reduced postal hours is felt throughout the community. It is simply not fair that the restructuring of Canada Post be accomplished on the backs of our rural communities, many of which are already struggling due to these difficult economic times. I strongly urge you to ensure that both the workers of Canada Post in Greenwood and the customers they serve are thoroughly consulted prior to any proposed changes in business hours. U.S. prices lower for a reason Editor, The Times:
Re : “Time for open rebellion over fuel costs”. I find Mr. Delisle’s letter to the editor, Jan. 23, 2014, rather interesting in the sense how he compares American fuel prices with Canada’s on price alone. There are many pertinent reasons why the U.S. price is lower: crude oil is priced in U.S. dollars and when you pay in Canadian, you pay 10 per cent more—bank arbitrage (2.5 per cent) on top if you use a Canadian credit card or convert Canadian dollars to U.S. when buying fuel in the U.S. Cold winters in Canada require more heating oil—thus distillate (diesel) prices rise on demand. If you use propane, the price has jumped almost
Abolish senate Editor, The Times: I’ve heard so much about this move on Justin Trudeau’s part regarding senate reform, and I’d like to give my opinion on this issue. I hear the government side saying that it means nothing and that all that happens is that the senators who are Liberal get to sleep in one day a week. That’s hardly the point. That one day a week is a caucus meeting where the senators get inside information from the party and that’s hardly at arm’s length. Senators who are Liberal are no longer supposed to raise money for their party and that is a good thing. Mike Duffy and Pamela Wallin were touted as the best fund-raisers for the Conservatives. They travelled all over the country (on our dollar) not for the good of the country but for the good of the Conservative Party. I’ve also heard commentators say that no other party has made a move on this issue. That is a falsehood. The NDP put forward a motion asking for the same thing—arm’s length from the government—and Trudeau voted against it as did the Conservatives. Little mention is made that the NDP have never been in power federally and have no senators, so their hands are tied as far as actually doing anything. I think it’s a good first move on Justin Trudeau’s part and I’m looking forward to the next step—the abolition of an appointed senate that can strike down an environmental bill that was passed by the elected MPs. There are fewer refineries in Canada, thus less competition; higher transportation costs to smaller centres and remote areas; and yes, the oil companies (and everyone in business) must be profitable, the central theme of the capitalist way, or you go “belly-up”. As to Mr. Delisle advocating “open rebellion”, what exactly do you mean or are you just blathering? MP introduces bill to limit horse slaughter Alex Atamanenko, MP (BC Southern Interior) will soon have his turn to debate one of his private members bills in the House of Commons. “I have just notified the House of Commons that I will be moving forward with my newly introduced Bill C-571 which will impose certain limits on the horse slaughter industry,” stated the B.C. MP. Atamanenko had intended to proceed with his bill C-322 but it had become in-
creasingly apparent that the bill did not have the parliamentary support to survive the vote at second reading. Furthermore a legal analysis revealed that there could be a legislative conflict with the government’s new Safe Food for Canadians Act which was not an issue when the bill was originally drafted. He says that C-571 will still prohibit the vast majority horses from being sent to slaughter. “In the hopes of gaining par-
liamentary support, an exception was provided only for those horses that are raised primarily for human consumption and are accompanied by a complete lifetime medical history,” stated Atamanenko. “I hope that the thousands of Canadians who have stood behind Bill C-322 will soon get behind the new bill.” Atamanenko has long been a vocal opponent of the current industry practice of obtaining horses from auction houses
across Canada and the U.S. that were never raised in accordance with health and safety regulations required of all other food animals. “The fact is that drugs with no known safe limits and are prohibited for use at any time in the lifetime of food animals are regularly administered to horses,” he declared. According to Atamanenko, well over 50 per cent of the horses being slaughtered are being imported from the U.S. where slaughter is prohibited.

Get the most out of your annual checkup Far too many of us only think about taking care of our health after all the other daily chores are done. Even if we know that the early diagnosis of many health problems can lead to quick and successful treatments, it is all too tempting to put off a visit to the doctor for fear of hearing bad news or having to discuss intimate details. But an annual checkup does not have to be an unpleasant experience. With a bit of preparation, it is possible to have a rewarding doctor-patient relationship that is based on solid information and self-knowledge.
Fatigue is a feeling that you’re chronically tired - mentally FEELING TIRED? and physically. It can be caused by a number of factors, including unhealthy lifestyle choices, workplace problems and stress.
There are many different ways you can boost your energy, but see your health practitioner first to make sure you don’t have an underlying medical problem. If you want more energy, look at your diet and make sure you’re following these basic guidelines: • Drink lots of water. A dehydrated body functions less efficiently. • Be careful with caffeine. 1 or 2 caffeinated drinks per day like coffee, tea or cola can boost your energy and mental alertness, but more than 6 caffeinated drinks per day may make you anxious, irritable, and negatively affect your performance. • Eat breakfast. Food boosts your metabolism and gives your body energy to burn. The brain relies on glucose for fuel, so choose carbohydrate-rich breakfast foods such as cereals or whole grain bread.

How often you schedule a consultation with your doctor depends on your state of health, age, and gender. Talk to him or her about how often you should have checkups. A thyroid disorder can be detected with a simple blood test.
An electrocardiogram (ECG) could be recommended if you are suffering from arrhythmia, chest pains, or palpitations. This test checks for problems by measuring the heart’s electrical activity.

Introducing
Daniel Launier Daniel Launier came to BCSS in Grade 9 - he was persuaded to transfer to this school district from Osoyoos by his neighbor Jennifer Hoffmeister who graduated from BCSS last June. “She told me how this school is so nice - that since this school was so small, the teachers are so nice and since there is not so many kids there is more one-on-one time with the teacher, he explained. “I thought it would be good for me because some subjects I have trouble in so I need more one-on-one time with the teachers and it would help me out lot. “ “It’s been really good. The teachers really care about the students and not just want you to just get through the course they actually care about you.” He said his two main extracurricular activities in high school have been Spirit Club and the golf club, which he and his brother were founding members in. “I tried joining soccer this year but I am not really a soccer player. I just wanted to help out the school a little bit because they didn’t have a lot of players.” He credits his dad with introducing himself and his brother to sports. Especially golf. “When I was young I was put into this junior linker program in Osoyoos, Daniel recalls. “In the summertime we would go down to the golf course every Sunday and they taught us how to play. About three years ago I started teaching little kids. Since I had the connection with the program I wanted to help out too. I did that for a couple of years and then started joining in the tournaments in the Kootenays—the Zone 1 tournaments with my brother. “I came to realize how many good kids are out there who really want to play golf. I pushed myself to play better than them so I have been practicing a lot at the driving range and we bought a golf simulator for my house. It is in the garage so I have been practicing that in the winter.” Last year he made the cut to the B.C. Junior Championships in Revelstoke. “That was my first championship tournament and even though I didn’t make the final cut it was still pretty good because it was with the best kids in B.C. “I was good enough to get into it and I got a lot of experience just playing against all these great kids and I realized I had a lot of work to do. It is motivating.”
He looks forward to the BCSS golf team that will be on the links again this spring. Daniel is planning on getting his golf instructor certificate and beginning to teach—with kids first and then working his way up to adults. He’s worked at the Osoyoos Golf Club, doing everything from cleaning carts and golf clubs to booking t-times and serving from the kitchen. “I am usually there alone towards the end of the day. He trusts me to control the whole business. He trusts me to do it right.” He will be working there again this summer and then he’ll go for his instructor’s certificate. Daniel explained that it’s a matter of taking an online course followed by four years of proving himself. His first job (other than working for his parents) was at Fernandes Packing House in Osoyoos “My parents usually let me take it easy—but with other people you have to go with their orders and do what they want. That really changed me.” He’s also worked at Dolci Deli in Osoyoos, first as a dishwasher and then, “They kept throwing me out in the front to get some experience with the customers. I was a little shaky at first.” One of his memorable experiences was dropping the mayor’s sandwich on the floor while carrying it to the table. Daniel also put in time working at Rattlesnake Canyon amusement park in Osoyoos. Being of Mexican heritage—his mother is Mexican and his father is French Canadian—he is thinking of moving to Mexico for six months to get the golfing experience. The family went down over the winter school break and he got his scuba certificate. More an atheletic guy than an academic, Daniel has played hockey since he was seven— helping his team win the banner in their Bantam year. He also won Athlete of the Year in Grade 8. Daniel has a bright future, but some of the schooling he’s done might have been a bit overboard. He might have gotten all he needed by learning to count only as far as “fore”.

The regional district is asking the province to refrain from implementing any changes to the B.C. Ambulance Service response guidelines on first responder protocols until consultation has been made with local governments to ensure the needs of the local communities have been met. At the Regional District of Kootenay Boundary (RDKB) board of directors meeting on Thursday, Jan. 30 in Grand Forks, the board voted for a recommendation to approve two resolutions to be presented to the Association of Kootenay and Boundary Local Governments (AKBLG) regarding fire departments acting as first responders during emergencies. “What happened was, a group of doctors got together and decided they would make the decisions on protocol,” said Grace McGregor, RDKB
board chair and Area C (Christina Lake) director. McGregor said that protocol is different in the cities, where an ambulance is usually five or 10 minutes away, than in the rural areas where you’ve got an ambulance 25 minutes away. The board wanted each community to make their own standards, she said, to be in consultation and create standards for when first responders get called. “For instance, at Christina Lake we want our first responders called pretty much every call because our tax dollars actually train them,” she said. “That’s what we train them for; we’re a senior community. We’re 20-25 minutes away. So we want a first responder on the scene right away to help out prior to the ambulance getting there. That’s the bottom line.”

Lets be honest most of us would rather see a sermon than hear one. On behalf of Christians everywhere I apologize for those times we were the guy with the right “Bumper Sticker” but the wrong attitude. I cannot express to you enough that we are according to the Bible “but dust”. We humans are weak and pathetic at times. I often wonder if a “t” was left of off the word “but”. The point is look past people, look above them…. Give the heavens above more than a passing glance, call out the Lord’s name and learn for yourself, first hand that Jesus loves you.
