A
partnership between the Vancouver Island University criminology program and the Port Alberni RCMP detachment gives interns real-life police experience, and the RCMP a look at potential recruits, RCMP Cpl. Jen Allan said. Four RCMP detachments participate in the program with VIU: Port Alberni, Nanaimo, Oceanside and Cowichan. The arrangement sees selected fourth-year criminology students posted to RCMP detachments for four months. Students are exposed to different RCMP departments and an array of duties during their stay. “They’re exposed to regular duties that police officers do in any detachment,” Allan said. The partnership in Port Alberni started last year when VIU grad Andrew Ratte, who is a local resident, spent four months here. “We had an excellent experience with him here last year,” Allan said. “I understand he’s still in the application process to the RCMP.” This year, interns Allison McBride and Taylor Galeazzi have been posted to the Port Alberni RCMP detachment. Students benefit from the partnership by getting practical experience and a glance at realworld RCMP policing. But the RCMP benefits as well. “We want to recruit people. We hope that recruits seek a career with the RCMP when they’re done,” Allan said. “One day we hope to sign them up.” McBride grew up in Esquimalt and attended Esquimalt High School, graduating in 2009. She is set to graduate from VIU’s criminology program this spring. Port Alberni isn’t unfamiliar to McBride. High school sports games brought her this way, and she passed through the Valley on the way to see her sister who lived in Tofino. “I knew about the internship in

Port Alberni from Andrew, who was here last year,” McBride said. “I wanted the chance to go there.” McBride attended a week-long Greater Victoria Police Camp in 2009, and the experience resonated with her. The camp was like a mini RCMP depot with physical training, marching, classes and police situation simulations. “The thing I remember the most was that when we were able to do the simulations and take charge we were praised afterward. I was 17 years old and timid so that was huge for me,” McBride said. One of McBride’s projects while in Port Alberni is to coordinate the first Central Island RCMP Youth Camp this summer. The camp allows high school students who have an interest in law-enforcement careers the chance to see what training
conditions are like and get some hands-on experience. This year’s camp will be bigger with the addition of participants from Oceanside and Nanaimo, she said. McBride plans to submit her applications to the RCMP and Saanich Police when she graduates. If she becomes an
officer she will be the first member of her family to do so, she said. “My parents weren’t police officers. But they always supported me with this. They know that this fits my personality,” she said. Galeazzi grew up in Woss, which has a population of 200.
He’s not an officer yet but he resembles one out of uniform. “Being a police officer is always something I wanted to be. I like the diversity the job offers,” he said. He graduated from North Island High School in Port McNeill in 2010 and headed straight for VIU. He will apply to join the RCMP when he graduates this spring. At the Port Alberni detachment, McBride and Galeazzi were working with the ‘ident’ section on a recent Friday afternoon, and getting some good natured ribbing from officers who work in the forensic department. “You’re working in the very coolest section of the RCMP,” one officer said jokingly. “Put some sunglasses on.” Ident, the police dog section and Emergency Response Team are popular draws for interns. “Those are the areas of policing people think are sexy,” Allan said. “My section— community policing— is not.” Galeazzi will be working on the School Action For Emergencies plan for the next four months. The project consists of a computer database for each of the Alberni Valley’s schools that contains information about their layouts, entrances and exit routes, electrical plans as well as other logistical information. The plan will be a critical part of a police response in the event of a major incident, Allan said. Galeazzi says he’s drawn to the general duty section of policing the most. “It seems like you never know what you’ll be doing or where you’ll be doing it. It’s something different every day, and I like that,” he said. All of the experience with the Port Alberni detachment is valuable, Galeazzi said. He especially appreciates the candour and help he receives from officers. “They want to teach you so that you know why it is they do what they do,” he said. “My experience here has made me realize that this is what I want to do with my life.” reporter@albernivalleynews.com Twitter.com/AlberniNews

News by e-mail. The virus has infected more than 60,000 juvenile steelhead at the hatchery, which have since been destroyed, officials said. Hatchery staff became aware of the outbreak after noticing higher than normal mortalities in juvenile steelhead. Staff noticed signs of the virus and initiated lab tests. According to the fisheries department, IHN is a naturally occurring pathogen in wild fish throughout the Pacific West Coast from Alaska to California. IHN poses no risk to humans but it can spread quickly and has a 100 per cent mortality rate if a fish population becomes infected. The virus is known

virus outbreak has killed 60,000 juvenile steelhead at Robertson Creek Hatchery and prompted the involvement of the Canadian Food Inspection Agency. Fisheries and Oceans Canada has confirmed that there was an outbreak of Infectious Haematopoietic Necrosis (IHN) virus at the Robertson Creek Hatchery. The virus was diagnosed in January after extensive laboratory testing, said Fisheries and Oceans Canada (DFO) spokesperson Carrie Mishima, who only responded to questions from the

to exist in Great Central Lake where the hatchery draws its water supplies. Lab tests identified the virus as the endemic, naturally occurring strain that is commonly found in Pacific sockeye. The Canadian Food Inspection Agency was called because IHN is a reportable disease. Staff have isolated the area where the infected fish were being held, and are cleaning and disinfecting the area. Measures have also been put in place to control the movement of staff and fish in and out of the hatchery. Options for closing and reconfiguring schools in the Alberni Valley include closing three elementary schools, School District 70 superintendent Cam Pinkerton said. Pinkerton outlined the options to more than 90 people at an information session on Tuesday night. “There is no ‘do nothing’ in this. We think you have to, or should, close schools,” Pinkerton said. Last week, school trustees gave staff the go-ahead to come up with options that involved closing some schools and reconfiguring the rest to Grades K-7 and 8-12. Tuesday’s session is the first of two the district held this week. Pinkerton outlined three scenarios. The first scenario involves closing Wood, Gill and Eighth Avenue elementary schools; re-configuring

the remaining schools to K-7; re-purposing Wood to be part of Alberni District Secondary School, which would be converted to Grades 8-12. The move would be completed in one fell swoop, Pinkerton said. He emphasized that Wood would not be used solely for Grade 8s coming to the high school. The second scenario involves two options done over two years. Option 1 involves closing only Wood the first year, converting other elementary schools to K-6, middle schools to Grade
7-8, and ADSS Grade 9-12. The second year, Gill and Eighth would be closed; John Howitt, AW Neill and Maquinna would convert to Grades K-6; Alberni Elementary would become an all-French school; Dunn and Neill would convert to Grades K-7; and ADSS and Wood Grades 8-12. Option 2 involves closing Eighth in year one, and converting other schools to K-6, 7-8 and 9-12. Year two would see Gill and Wood closed and converting other schools to K-7 and 8-12.
The third scenario would be done over three phases. Wood would close in the first phase and other schools retain their current configuration. Phase two would see a district-wide conversion to K-6 and 7-8. ADSS would remain Grade 9-12. Phase three would involved closing Gill and Eighth, reconfiguring to K-7 and 8-12. Alberni would also be a fullFrench school in this scenario. (Another version of the third scenario would look the same but would involve closing Eighth first.) The physical condition of schools will be taken into account, Pinkerton said. Gill has ranked low in this regard in the district’s annual facility audit, he added. No matter what the scenario, the district is suggesting using Eighth Avenue Elementary to house the VAST program as well as the school board office. Start listening to the courts Time to end this bloody B.C. school war Last week’s B.C. Supreme Court ruling that elements of legislation around teacher bargaining rights are still unconstitutional, and served to provoke a strike, should stand as a final warning to the B.C. Liberals. The decision, announced to great fanfare from the B.C. Teachers Federation, was the second such determination by Justice Susan Griffin. In 2011 she ruled that Bill 28 – enacted in 2002, it stripped class size and composition from the collective agreement – was unconstitutional. Part of her reasoning was that it removed the right to bargain those items in future. She gave the Liberals a year to sort things out, but the government ignored the ruling and kept those elements out of Bill 22, the 2012 legislation that expires on June 30. Education Minister Peter Fassbender, whose government has an eagle eye on costs, was no doubt nervous about the consequences of the ruling; hence the appeal launched this week. He voiced disappointment with the ruling and claimed to have sought collaboration and co-operation in his discussions with the BCTF. That makes for a good sound bite, but government needs to focus more on the big picture, which means looking at the effect of its actions on the end users: students. No doubt it would cost more to create smaller classes, through hiring extra teachers and installing more assistants to work with students with special needs. But it would be a worthwhile investment. Measuring that benefit to students, is how governments must gauge such decisions. — Victoria News

ICTORIA – There are two reasons why the B.C. government must appeal the latest court ruling that damns its conduct, assesses damages of $2 million plus lawyer bills and appears to hand the B.C. Teachers’ Federation the keys to the treasury. The first is practical politics. The legislature reopens Feb. 11, ironically right after Family Day. An appeal will give rookie Education Minister Peter Fassbender the cover he will need during the daily 30 minutes of sniper fire that is Question Period. Rise. “It’s before the courts, Madam Speaker.” Sit. Even the trigger-happy Premier Christy Clark will be staying in her trench, after the bleeding wound she received from Justice Susan Griffin last week. The second reason is
practical economics. The 2014 budget has gone to press. Government lawyers told the court that retroactively returning to 2001 classroom rules could cost $500 million, an estimate Griffin dismissed as “speculative.” It could include compensation to retired teachers for earnings they gave up. This retroactive lump would be on top of the ongoing costs, running to hundreds of millions more as 60 school districts try to reassemble the world of 2002. This union victory began when the Supreme Court of Canada invented a constitutional right to collective bargaining in 2007, based on “freedom of association” in the Charter of Rights and Freedoms. The BCTF is piggybacking on that landmark decision, in favour of the Hospital Employees’ Union, after Gordon Campbell ran roughshod
over their sweetheart contract from the Glen Clark years. That one was settled for $85 million, including retroactive payments. In case there are parents and taxpayers who still believe that all would be calm had the NDP won the 2013 election, allow me to put that to rest. NDP leader Adrian Dix took to his Facebook page a couple of days after last week’s ruling, joining calls for an apology from Clark. That would be for what Justice Griffin characterized as deliberately provoking a strike to build public support for the latest of a long line of settlements imposed on teachers. Within minutes, Dix received this caustic response from Tara Ehrcke, president of the Greater Victoria teachers’ union. “But where was the NDP during the election campaign?” Ehrcke asked

Dix. “You committed a measly $100 million – a third of what it will take to restore class sizes and less than the [NDP] platform in 2009, and only pocket change more than the Liberals’ Learning Improvement Fund of $75 million.” Note the mindset of this prominent member of the radical fringe that controls the BCTF. “A measly $100 million.” An extra $25 million? “Pocket change.” This is the same union boss who demanded that hundreds of teachers be hired this week, so reorganizing current classes in the middle of the school year to make them smaller by one or two students. Parents and students would endure yet another major disruption of the public school system. And who needs an increase in rural ambulance service or drug and alcohol treatment for street kids. Let’s get those teacher-librarians back in schools, and slightly reduce class sizes to offset declining enrolment!

If there is anybody still left in this valley, especially residents of the Beaver Creek and Beaufort areas, who still believe that the TimberWest Forest Company is not responsible for the mess they made in the Beaufort Mountains from Kitsuksis Creek— which runs through McLean Mill in the northeast side of the valley and many more streams and water causes including Beaver Creek itself all the way to Wolf Creek at the west end— should give their heads a shake. Look at the facts of what really happened in the Beaufort Mountains. TimberWest officials spoke at public meetings, including the regional board and city council, concerning their so-called logging practices in watersheds and everywhere else. Speaking of watersheds, this dumb old logger would like to see an audit and inspection done in the China Creek watershed by impartial forest officials who are not

Closures are a fact of life To the Editor,
It seems to be a crime everywhere in B.C. to close schools but okay to close them in the other nine provinces. Student enrolment is the key issue, and enrolment numbers will never return to what they used to be in the old days. The newer generation is holding back on having children, and when they do, one child seems to be the norm. The whole idea of closing these schools is to keep the ones that are open at full capacity. Why keep a school open just to pay janitors, heating, lighting, maintenance, etc. when the building is half full? These taxpayers that complain that schools are being closed are two-faced. Many of them have
already downsized their living. For example, going to live in a condo because the house was too big, and why pay for all the expenses when it is not needed. Teachers are the biggest joke. They are against school closures, but you overhear them talking in public in malls, etc. to friends, that they have sold their house and moved to a condo because the kids are now gone on their own, and why keep paying for all of the upkeep when there is only two of them in the house. In fact, his preoccupation with putting down and disclaiming anyone who questions the status quo is a consistent theme in his column. I believe everyone has the right to their opinion, including Mr. Fletcher. That said, I am offering mine. I feel that Fletcher’s viewpoint is outdated. We are facing some serious crises on our planet that can possibly be diverted if we work together. The divisive attitude of dinosaurs like Fletcher who insist on focusing on their prejudices at the expense of the truth are holding up positive progress. Meanwhile, the very people he belittles are working hard towards a healthier future for everyone. What is he doing? The Honda Civic’s 16-year streak as the best selling passenger car in Canada is nothing short of astounding. For the introduction the 2014 Civic, Honda chose usually sunny and hot Tampa, to introduce their latest update. It was sunny but anything from hot, with overnight temperatures near freezing. Honda has done a first rate job here and their efforts have been rewarded with a six per cent improvement in city fuel economy and an overall drop from 6.2L/100km combined to 6.0L, something very hard to do with such a small car. The driving dynamics of the Civic has always been very good due to a fully independent suspension and willing engine. The 143hp is a nice match for this car and the CVT is a great complement. The 5-speed manual is a blast to drive but it could use a 6th gear on the highway, as the high-revving engine can get noisy. The steering is crisp and the car overall instills a high level of confidence. Verdict Honda admits that their Civic might not be the top choice in every reason to buy a compact car but they are near the top in all categories. From fuel economy to reliability, resale value, cost of ownership and sportiness this car is a good choice. The many improvements made to the car over the past three-model-years, has taken the Civic from rather ordinary to rather extraordinary. They know how to make a good, solid, reliable car and for 2014t hings just got a little bit more interesting. A referendum on whether or not Alberni Valley residents would pay for a new Roger Creek crossing would settle the matter once and for all, Coun. Hira Chopra said. Chopra advanced a notice of motion about a referendum involving a new crossing at council’s Jan. 27 meeting. The motion would read to the effect of ‘Would you be in favour of a new 10th Avenue crossing for the price of....’. “Lots of people who grew up here ask all the time about this. Taxpayers will be the ones to pay for this and they deserve to know how much it will cost and to have their say,” Chopra said after the meeting. Chopra referred to two referendums that were held about the

– Hira Chopra matter: one in 1981 and the second in 1983. “Both times the people said yes but the government didn’t have the money. It’s business that was left undone,” he said. According to city records, the question in the 1981 referendum was ‘Are you in favour of a second crossing of Roger Creek’; 3,161 people said yes and 1,110 said no. In a companion question about where they would prefer it, 2,856 said 10th Avenue and 868 said 21st Avenue. In 1983, 2,994 people said yes and 2,269 said no. The initiative was based on the city paying for half the
cost of the project and the Ministry of Transportation paying for the other half. The program the ministry would have used for funding was scrapped and the project fizzled. A referendum now wouldn’t cost anything extra to have because it could piggy-back the civic election, which is being held in November. “It would cost between $10,000 to $20,000 otherwise,” Chopra said. Such a referendum would bring a sense of closure or hope, Chopra said. “If taxpayers are willing to pay then we can go ahead. If not, then that (issue) is closed.” The cost of a new bridge would start at between $10 million to $15 million, city manager Ken Watson said. Building techniques are different today than they were in the early 1980’s, he
added. “Some of the methods wouldn’t be considered environmentally sound today.” While a study with cost estimates was done for the previous referendums the information is three decades old, city engineer Guy Cicon said. A new study would have to be carried out that would examine the nitty-gritty details of a bridge: would it run to Tebo Avenue or Ian Avenue, where would it be placed, how long, how wide, what are the approaches, etc. “These things and more are what needs to be pinpointed,” Cicon said. City to drivers: slow down The bright yellow signs popping up all over town imploring drivers to “slow down” are part of a new speed sign campaign launched last week by the Port Alberni RCMP, the city, ICBC and the local school district. “There’s always complaints about traffic, not only in school zones,”
RCMP Inspector Mac Richards said. The campaign “is for all the community; it doesn’t matter where you are.” The plastic signs are available for the asking at the Community Policing Office at Harbour Quay, and can be put up wherever people in the community feel they are needed.
RCMP Const. Tom Gill said visibility and protecting children are his No. 1 priorities in supporting this campaign. “Visibility is one of the biggest things we run into [in school zones],” he said. Small children are hard to see when there are a lot of cars around. editor@albernivalleynews.com

Former National Hockey League referee Rob Shick, who hails from Port Alberni, is headed to the Winter Olympics in Sochi, Russia. Shick will represent the NHL in his role as officiating manager. The California resident leaves Feb. 9 from New York. Shick’s job at the Olympics will be to monitor and evaluate all the officials chosen from
the NHL and International Ice Hockey Federation (IIHF) during the men’s hockey games. “We will assign them to 30--plus games on the men’s side,” Shick said. There will be three games per day played. At the end of each day, Shick and other officials will gather to assess how the games went, discuss any issues that arose with representatives from other countries, and hand out assignments for the next day.
Officials are split between the NHL and IIHF now. “It’s all about keeping a level playing field for all the countries involved,” Shick explained. Referees from the NHL are: Dave Jackson, Mike Leggo, Brad Meier, Tim Peel, Kevin Pollock, Kelly Sutherland and Ian Walsh. Linesmen are Derek Amel, Lonnie Cameron, Greg Devorski, Brad Kovachik, Andy McElman and Mark Wheler. Shick will meet every day with the officials, to
go over rule differences and other issues. “The IIHF ice surface is bigger so positions will be different for them.” “It’s a lot of parallels to running a hockey team... we want to give these guys the best opportunity to succeed and be prepared.” Shick will have a couple of days off during the Olympics, but “I’m not sure I’m in too much of a hurry to go outside the secure area,” he said. Sochi will be Shick’s second time at the Winter
Olympics. He attended the 2010 Winter Olympics in Vancouver. Shick never got to officiate in an Olympic tournament. He was invited to go to Sarajevo in 1984, but turned pro that year so was no longer eligible, he said. If there is one thing he is wary about going to Sochi, it is the food. “I wish I would have got a hold of Rick at Hertel Meats for pepperoni and beef jerky. Wrestlers descend into Alberni for invitational WRESTING: | 35th Annual Alberni Invitational Wrestling Tournament kicks off.
M
ore than 600 wrestlers are descending into Port Alberni this weekend for the 31st running of the Alberni Invitational Wrestling tournament. The venerable tournament is happening at the Alberni Valley Multiplex from Feb. 6-8. Wrestlers will be competing in five different age groups. Another 200 wrestlers in categories such as the Open an Elementary divisions. The tournament is considered one of the most prestigious high school wrestling tournaments in B.C. The event started in 1980 and has run every year except the four years the local wrestling group hosted the BC High School Championships. “No other wrestling program in B.C. can boast that they have run 35 major tournaments,” tournament director Tom McEvay said “Many would be happy to have done it once,”
The event starts Feb. 6 with weigh-ins for athletes in the cadet and juvenile divisions. Action gets underway Feb. 7. Cadet and juvenile classes wrestle first from 9 a.m. 8 p.m. at the multiplex. In the afternoon, more than 100 wrestlers are competing in the elementary and middle school divisions. Semi-finals are set to take place on Feb. 7. starting at 6 p.m. The evening will also feature the open division where alumni and college wrestlers can test their skills. On Feb. 8, the conclusion of preliminary matches in the age class divisions start at 9 a.m. Medal matches will start at 10 a.m. The finals in the Schoolboy/girl division (Grade 6-8) and Cadet (Grade 9-10) will start at noon. The Juvenile (Grade 11-12) finals start at 2:30 p.m.

Without regular weight bearing activity, individuals can lose lean muscle tissue quickly. ‘Middle age spread’ (more girth around the middle of the body) can lead to self limited dieting and unnecessary food restrictions. This can actually increase risk of nutrient deficiencies and malnutrition. Many seniors require fewer calories due to decreased metabolism and need to be more aware of nutrient-dense foods, so they can get enough vitamins, minerals, fibre and macronutrients, such as protein, healthy fats and complex carbohydrates. Adequate fluid is very important for healthy bodily functions too. Reducing amount of caffeinated, sugary and alcoholic drinks can have a positive effect on how well the body digests and processes food. Water, milk and liquid meal

If eating alone for your dinner meal is a regular habit, and appetite isn’t great, there are a few ways to improve the experience. Some ways to help make meal times more enjoyable are finding a comfortable
place to sit with your meal, walking before you have your dinner (to stimulate the appetite), adding herbs and spices (instead of salt) to flavor the food, trying a new recipe once in a while, and seeking out a community meal club, group, friends or family that gather for regular mealtimes. If preparing a daily meal is too cumbersome, plan for batch cooking and freezing leftovers to help offer homemade options that are convenient and nutritious to prepare at the last minute. by Dr. Carl Weber, BPE (Hon), DC My perfect morning To clarify what kind of chiropractic care we wanted to bring to the families of the Alberni Valley, I wrote a description of my perfect Chiropractic morning which I’d like to share with you now. 6:30am: I go downstairs and clear my thoughts, watching the day unfold in my mind. I see everyone relaxed, laughing, learning, inspired and enjoying the chiropractic experience. I say a prayer to acknowledge the greater forces at work and then turn on the music to get out of my head and into my heart. I let go of anything that takes my attention away from the day in front of me in order to be fully present and open, ready to serve and to have an amazing morning. The first patients arrive, a family of 6. Each receives a life-giving adjustment, all in the same open room. Bob Marley is playing, everyone is laughing and feeling very connected to life. They carry this open feeling from their adjustment into their lives, into their school or business days and into their community. Our next patient is a busy, working mother who is thrilled because she no longer needs Advil for the headaches she has been experiencing ‘forever.’ On this morning we welcome three new patients. The first is an autistic 4 year old boy whose mother had heard that her son may learn faster if he had a clearer nervous system. The second new patient is a 3 day old baby girl who had a difficult birth. She was referred in by her family doctor who wanted me to check her neck for traumatic birth syndrome because of the use at birth of an epidural and forceps. The third new patient is a 45 year old firefighter. He no longer enjoys his job because of his low back pain. Since his pain began, he also noticed a much higher frequency of urination and when I placed pressure on his spine he could actually feel the urge to go the bathroom. My last patient leaves, a 90 year old man who just lost his wife. His adjustments have stabilized his asthmatic breathing and help him sleep through the night. There it is, my perfect morning. I hope you enjoyed it. It’s an honour to share my thoughts with you and through the written word, to celebrate life together. There is no greater gift to share than your journey of health. The next art exhibit at the Rollin Art centre will be something different. Bill Townsend, a local wood carver and artist, will showcase his love of woodwork called intarsia. The word literally means, “a mosaic in wood”. It is also referred to as “painting in wood”. Discover Townsend’s interpretation during his exhibit, which opens Feb. 8 and runs until March 7. An artist’s reception will be held Saturday, Feb. 15 from 1-3 p.m. in the gallery, located at the corner of Argyle Street and Eighth Avenue.
Wanted: books, books, books The Rollin Art Centre is now accepting gently used books, DVDs, CDs and
puzzles for its annual book sale, which will take place on May 10. Drop books at the Rollin Art Centre, inside, under the staircase in the wooden box during gallery hours, Tuesday through Saturday from 11 a.m. to 4 p.m. This is one of the Community Arts Council’s biggest fundraisers. Auction raises Rollin funds The Rollin Art Centre will be having an art auction every month in the gallery. Sealed bids will be taken, with the successful bidder taking home a beautiful piece of donated art from local artists. New pieces will be displayed each month so drop by the Rollin Art Centre Gallery to place a bid. All proceeds will go toward the Rollin Art Centre and future

Buyers of new homes in B.C. are protected by Canada’s strongest construction defect insurance. Those who learn as much as they can about their home warranty insurance will get the most out of their coverage. 1. Make note of each coverage expiry date. The home warranty insurance provided on new single-family and multi-family homes built for sale in B.C. protects against different defects for specific periods of time, including 2 years on labour and materials (some limits apply), 5 years on the building envelope (including water penetration) and 10 years on the structure. Review your policy for details. 2. Know what’s covered and what isn’t. Make sure you understand the extent and limitations of your coverage by
reading through your insurance documents. You can also search the HPO’s free online Residential Construction Performance Guide. 3. Make a claim. If you need to make a claim for defects not otherwise taken care of by your builder, be sure to send details in writing to your warranty provider prior to the expiry of coverage. 4. Maintain your home. Maintain your home to protect your coverage, and if you receive a maintenance manual for your home, read it and follow it. 5. Learn more.
