Sarbjit Bains, 32, has been charged with first-degree murder in the deaths of Jill Lyons and Karen Nabors, who lived in different apartments in the same complex in the 200-block of 11th Street. He has also been charged with second-degree murder for allegedly killing Amritpal Saran, whose charred remains were found on Colebrook Road in Surrey in Feb. 24, 2013. Evelina Urbaniak, 36, has been charged with accessory after the fact and interference with a dead body in connection with the Saran slaying. Lyons, 45, was found dead on Aug. 12 in her apartment just before 10 p.m. Nabors was also found in her apartment, on Aug. 25. New Westminster property values rose slightly despite values dropping in some of the city’s more expensive neighbourhoods, according to the latest assessments done by BC Assessment Authority released Thursday. In its 40th anniversary assessment, the authority reported the value of New Westminster’s properties increased marginally from $13.761 billion to $13.878 from July 1, 2012 to July 1, 2013. Queen’s Park remains the priciest area but its average assessed value dropped $1,071,000 to $1,008,000 while next door Glenbrooke went from $707,000 to $691,000. Sapperton also declined from $548,000 to $537,000, but a typical Queensborough home increased in value from $651,000 to $664,000. What didn’t go down were strata units. A typical three-bedroom highrise condo built in 1992 went from $392,000 to $396,000 while

a same-size townhouse from 1990 increased from $441,000 to $458,000. Low-rise two-bedroom units built in 1993 stayed the same at $298,000. Deputy assessor Zina Weston said most homes in the North Fraser region, which also includes Burnaby, Coquitlam, Port Coquitlam, Port Moody, Anmore and Belcarra, are relatively stable or slightly less in value, with most residential properties having changes ranging from minus-10 to plus-five per cent. Ten New Westminster homes made the region’s top 100 valued residential properties, all ranging from No. 81 to No. 90. The highest was 221 Queens Ave., at $1.655 million followed by 127 Queens at $1.587 million and 417 Fifth St., at $1.58 million. The only non-Queen’s Park address was 1502 Dublin St., in the West End, at $1.496 million which ranked it 86th. Honour House at 509 St. George St., has an assessed

value of $2.424 million, but isn’t included in the residential listings. It houses first responders and veterans and their families while they’re receiving medical treatment in the Lower Mainland. Most commercial and industrial properties in the region also had a similar range of assessments. Although the authority has mailed out individual notices, property owners can compare their assessment with others at www.bcassessment.ca and click on e-valueBC. Those who feel their assessment doesn’t reflect market value as of July 1, 2013 or see incorrect information on the notice should contact BC Assessment. Dealing with fear

In recent weeks, two news stories have been particularly troubling. In New Westminster just a week before Christmas, 19-year-old Karim Meskine was beaten with a baseball bat near 22nd Street SkyTrain station so brutally that he later died. Across the bridge in Surrey, just a few days after Christmas, 53-year-old Julie Paskall was about to pick up her son from hockey outside Newton Arena when she was beaten. Like Meskine, it was such a vicious attack she did not survive her injuries. Both left behind grieving friends and family. Meskine was described by friends as a gentle soul who was helping support his family as his father looked for work. And Paskall was a volunteer timekeeper with the local hockey league waiting to pick up her 14-year-old son from refereeing. Most chilling for many people who heard of these tragedies was the fact both victims were killed as part of opportunistic robberies, and both incidents appear entirely random. For the families touched by these tragedies, it must be horrific to lose a loved one for something as trifling as a purse, an iPhone or a pocketful of cash. For those who do not know the victims, these two stories spark fear due to the random nature of the crimes. Many of us have walked near the scenes of these crimes. Many of us walk alone at night. Should we worry? Some caution in Newton is warranted. The culprit (at press time) is still at large, and may have been involved in earlier attack Dec. 16. At times like this, though, it’s important to keep perspective. We should always use common sense, and avoid putting ourselves in situations where we are vulnerable. But by and large, our neighbourhoods and our streets are safe places.

A minor issue with new pub rules I don’t have children. That wasn’t by design. But then, my lack of offspring hasn’t left a gaping hole in my life, either. It just is. The thing is, despite not having any of my own, I do actually like kids — most of the time, and in limited numbers, at least. But one of the great benefits of being childless is that I’ve never darkened the doorway of Chuck E. Cheese’s—a record I hope to carry to my grave. And I couldn’t tell you with any certainty what happens inside a Go Bananas (I can only assume it’s terrifying). They’re both wonderful establishments, I’ve no doubt, doing the one thing they’re built to do, which is to cater exclusively to rambunctious children. But you know what’s not designed for kids? A pub. Which is why the provincial government’s recent announcement that children will be allowed to accompany their

Brenda Anderson parents into public houses—the main function of which is to serve alcohol to patrons 19 and over—came as a bit of a surprise. Especially since, as far as I can tell, nobody was actually asking for this. Far more people I know, at least, would rather the province follow the example of our American cousins and allow us to slip a bottle of chablis or a six pack of suds into the grocery cart next to the milk and bread. But the closest the new rules come to that, is to allow separate liquor vendors to operate within grocery stores—which barely addresses the issue, considering there are very few supermarkets that don’t already have a liquor store within spitting distance. I know I’m in good company

in my complete lack of enthusiasm for the whole kids-inbars scenario. It is widely shared among my friends—the vast majority of whom are parents. Heck, many of them see the local watering hole as the one place they can escape their own progeny for a couple hours, never mind dealing with somebody else’s miniature travelling circus. When you pop by your local for a drink, do you really want a pint-sized patron guzzling juice from a sippy cup at the next table? That’s assuming the little beggars are even sitting down. There’s nothing more disruptive than a bored kid— and, let’s face it, few places are going to be as boring to a kid as a pub. But for those of us who have left our clubbing years well behind us, the local pub has become the centre of our social life. It’s really the only place we can gather in the exclusive company of adults, regardless of the time of day.

And, really, why would parents want this change? Is it worth saving a few bucks on a babysitter to spend an hour or two drinking before strapping the kids into the back seat for the drive home? Yes, children need to learn how to behave properly in public. But there are plenty of familyfriendly establishments where they can be schooled in the social niceties. When I’m craving a White Spot burger, it’s pretty well guaranteed that some little person will be tearing wildly into a Pirate Pak nearby. And I’m perfectly OK with that. I’m on their turf, after all. But when it comes to my weekend outings to the local pub, I’d prefer those to remain like the rest of my life—blissfully child-free.

Past presidents have been ‘boat anchor’ to Hyack As an ex-resident of New Westminster, now living in the Okanagan, and a former director and executive board member of the Hyack Festival Association, I am appalled at the situation Hyack currently finds itself in. During my tenure with Hyack during the 1990s, we had some boat-rocking incidents on the board but nothing that compares to the position the association currently finds itself in. I have followed the newspaper reports with interest and find the quagmire the majority of the executive board has dug itself into—apparently with no regard for the regulations, rules or historical way under which the organization has operated— would be (and at times, is) laughable if it was not, in fact, probably the precursor of the end of the association. There are many reasons for my current opinion and

position. To cite a few: I find it deplorable the executive could take it upon themselves to illegally fire the executive director at a horrendous cost to Hyack’s image and pocketbook; I cannot accept that the current board could nominate and appoint new board members without publishing their bio/ history as is required by the organization’s regulations; I cannot accept that the executive refused to listen to the majority of the board of directors on any issue. It is apparent the executive has been and is trying to man the entire board with those whom they can manipulate. I am aware the mayor and the vast majority of council have distanced themselves from the sideshow that is currently Hyack. They are apparently going to revisit the city financing of Hyack after the annual general meeting to be held soon.

I am also aware the Hyack Ambassador Program has been effectively destroyed and will most likely have to be rebuilt under some other support group. This seems to me a direct result of the irresponsibility of the current executive board. I do not write this letter lightly. My only wish is to have the spirit of the association that was Hyack retained. I have no interest in the past presidents, as I have generally felt that they have been a boat anchor to the association. I fervently hope members of the Hyack Festival Association will attend the annual general meeting and let the current board know their wishes. I also hope the mayor and council will take measures to stop this farce.

During the past month, there have been several instances when Stephen Bruyneel will be at a minor hockey game in New Westminster or coaching his daughter’s Glenbrook middle school basketball team when another NWSS parent will come up to him. “I didn’t know it was this bad,” they’d say to Bruyneel, who is chair of the high school’s parent advisory council (PAC). Bruyneel had been quoted in local papers about the school’s dire financial situation following a warning from principal Phil Cookson. Bruyneel said although there had been media reports on the school district dealing with deficits, many people didn’t take notice until Cookson wrote in the NWSS November newsletter about how the school’s operating budget for 2013-14 had already been exhausted because it had been reduced to $800,000 in 2012-13 to just $65,000 this year.

“Parents really didn’t know,” said Bruyneel last week. In the newsletter, Cookson urged parents to attend the PAC’s next meeting so they can become informed about the situation, and the possible future consequences, as well as to provide input to the board of education. But Bruyneel is worried parents won’t come because historically only about seven to 10 parents show up for the PAC’s monthly meetings, a number that includes members of the executive—a disappointing turnout considering the school has a student enrolment of about 2,300. “This is really an important one,” said Bruyneel of the meeting which will be held in the NWSS library on Thursday, Jan. 16, 7 p.m. “We’re concerned about the lack of awareness and people won’t show up … We’re concerned about the situation and what that might mean for potential impacts down the road.” Bruyneel pointed out at the last PAC meeting, then-board chair Michael Ewen couldn’t give the parents a date for when the 2014-15 budget will be determined. to know what programs will survive and which ones won’t, said Bruyneel, so they can decide whether to keep their children at NWSS for 2014-15 or send them elsewhere. “As a parent myself if I know if my son or daughter has a specific interest in the school— arts, band, an academic program, athletics—I’d want to know if it’s going to be made available sooner than later,” he said. Bruyneel emphasized he isn’t advocating parents abandon the New Westminster school system. However, he said, for example, a student going into Grade 12 interested in a particular program doesn’t want to find out too late that it won’t be available. “You’ve got to make the call for what’s best for your child.” Bruyneel said he realizes academics are basic to a teenager’s education but often arts or athletic programs “are the reason they stay in school, and if that gets them to graduate, then that’s important.” If the district can tell parents what programs need finances to continue then they can get going raising money to keep them, said Bruyneel. “Right now, nobody 301-15 E. Engaging in rich brain exercise for five to 15 minutes each day can keep our brain active and can even improve functioning. It may also cause them to feel overwhelmed, numb, or have a hard time expressing their grief. Not be aware they are grieving. Older adults experience losses related to aging. They may need to give up roles within their family. They may lose physical strength and stamina. They may feel sad and experience other signs of grieving without knowing they are grieving. Be unwilling to tell other people they are grieving. They

may also be unwilling to tell other people how sad they feel when they see or care for older loved ones who are ill or aging. Have long-term illnesses. Those might included physical and mental disabilities that interfere with their ability to grieve. Lack the support system they had in the past. Older adults who depended on their spouses or other family members for social contact may lack a support system after their spouses die or other family members move away or die. Give the person time. Sometimes older adults need more time to become aware of their feelings and express them. Giving an older person extra time shows you are concerned and respectful of the person’s needs. point out signs of sadness or changes in behavior. This may help the person become aware of his or her feelings and may help the person feel more comfortable talking with you about how he or she feels. spend time with the person. An older adult who often seems to be alone can benefit from your company. Invite him or her to go for a walk or have a cup of coffee. talk about the loss. Ask the person to talk about his or her loss. Sharing memories of the lost person

often helps older people, especially those who have experienced several losses over a short period of time. Watching for signs of prolonged grieving or depression. Digby, who recently completed his collegiate football and field lacrosse careers playing for Robert Morris University in Pittsburgh scored three goals and added three assists as the Langley-based Vancouver Stealth were edged 13-12 by the

hometown Colorado Mammoth in their season opener Saturday. Gajic, a Burnaby native who is coming off an eye injury suffered two years ago, notched a goal and seven assists.
