Residents of Burke Mountain in Coquitlam are closer to getting a local elementary school after the board of education voted to proceed with land sales and property swaps to free up cash for new buildings. If School District 43 gets necessary approvals, as much as $30 million could be raised from the disposal of three school properties. On Tuesday, the board decided to put up for sale 8.3 acres at the empty Coronation Park elementary school and 1.3 acres of property at Parkland elementary. It also plans to swap eight district-owned lots at Victoria Park for land the city of Coquitlam owns in Burke Mountain to get Smiling Creek elementary built and will move Moody elementary school to the site of the current Moody middle, which will also be rebuilt, and sell or redevelop the 3.16-acre elementary school property. see PROVINCE WANTS, pg. 3

Tri-City residents, businesses and groups will have their first chance to give their views on the future of the Riverview Hospital lands in February or March. And the results of the year-long visioning process will be a blueprint for the redevelopment of the 244 acres in Coquitlam, officials told a
city committee this week. O n Tu e s d a y a t Coquitlam’s Riverview Lands Advisory Committee, BC Housing and other representatives talked about how the process will play out with open houses: • February or March: introduce the visioning process and give an overview of BC Housing’s role in the management of the property; • May or June: create goals for the land; • September: present ideas for a vision; • December: reveal the
visioning document. Before the first open house, BC Housing will have a dedicated website for the Riverview visioning that will include past studies plus opportunities to provide feedback, the agency said. Can money buy happiness — or at least a safe and healthy community? A major charity may find out with a new project in the northeast part of the Tri-Cities. The United Way has a plan to strengthen families in the areas of Kwayhquitlum, James Park, Irvine and Coquitlam River schools catchment areas by developing neighbourhood champions and injecting $1.6 million into community projects over four years. Projects could include anything from building playgrounds in parks or improving street lighting but will be chosen based on the needs of the local community. Directing a lens on such a small area — the population in these
United Way needs 100 neighbourhood champions from the Coquitlam River area to engage others in identifying issues and solutions to make things better for families.Time requirements are flexible and honoraria are available. By building connections between families and asking them what would make their communities better, the United Way hopes to improve success for children in school and make the area a more desirable place in which to live. The area under the microscope for this pilot program is called Coquitlam River and is made up of neighb o u r h o o d s i n Po r t Coquitlam north of Lougheed Highway,
east of Shaughnessy Street and west of Coast Meridian. It also includes the tightly-knit River Springs community in Coquitlam. Along with a neighbourhood in Surrey, Coquitlam River was chosen based on research into child vulnerability rates and socio-economic statistics. While vulnerability rates of students entering kindergarten are high compared to other areas, the United Way also found great interest
among community leaders to improve chances for children up to six years of age. “There is a willingness here from service providers, and neighbours and citizens are willing to work on this, as well as the school district, which is a key partner,” said Jennifer Young, assistant director of marketing and communications for the United Way. Among the various objectives of the My Neighbourhood, My Future Project is to improve access to programs, build leadership capacity in the neighbourhood and leverage other levels of government in providing infrastructure to make the community safer and family friendly. The decisions were made relatively swiftly despite some opposition from Port Moody Trustee Keith Watkins about the possible long-term consequences of disposing of school assets. He raised the issue numerous times but the majority of trustees agreed to proceed with the land sale plan, dubbed the Learning, Lands and Neighbourhoods initiative. “We’ve been working on this for a long time and working with the city of Coquitlam and the ministry [of education]. They’re as anxious, as we are, to get going,” said board chair Melissa Hyndes. The district will now seek approvals from the cities of Coquitlam and Port Moody on the projects and go to the development community for proposals for the sale of Coronation Park land, which trustees say must include a community amenity. Watkins said the province shouldn’t be let off the hook for paying for new buildings.“The mandate of the public should be building schools — public schools,”he said. But trustees were told that the province is now expecting school districts to kick in funds from the disposal of under-utilized properties for new capital projects. Plans are to relocate Moody elementary school to the site of the present Moody middle, which will be rebuilt at the rear of the property. The district hopes to use revenue from the Coronation Park land sale to help pay for a larger 450-student Moody elementary, expected to open in 2018. Once the new Moody elementary is opened, options will be considered for its current site, including sale or redevelopment with the possibility of leasing the project to generate revenue. A multi-use development with offices below and housing above is one idea, with space for a new board office as the current one will have to be moved to make way for the new Centennial secondary.

The board of education will swap nine lots the district owns in the southeast of Victoria Park for land owned by the city Coquitlam to build a school on Burke Mountain, which SD43 hopes to pay for with revenue generated from the sale of the former Coronation Park elementary. SD43 will also now ask Coquitlam to approve rezoning for eight lots at Parkland so a land sale can proceed. At Coronation Park, SD43 will seek proposals from developers for the sale of the land, with the caveat that green space and a community amenity be included in the development.
Consultation for next year’s school district budget is far behind last year’s schedule but board chair Melissa Hyndes said trustees are waiting for more details from the provincial government. Last year by this time, School District 43 employees’ unions had already made their presentation on the budget but this year’s consultation schedule won’t be known until after the next meeting Feb. 11. “We want to give people multiple opportunities to speak to the budget,” said SD43 secretary treasurer Mark Ferrari. The extra caution is sparked by the desire to have more facts in hand before talking about the budget, said Hyndes, a Port Moody school trustee. Last year’s early budget process was marred by news of a $7.5-million deficit, which grew to $8 million, even after about $5 million in cuts.

It led to the district hiring KPMG to do a forensic audit of district finances and that audit found a lack of control and monitoring over spending. On Tuesday, the board unanimously

The district will now have a finance committee running by April 1, although it’s not known whether it will be a public group that welcomes anyone to attend. “We have been always up to date with financial information but striking a financial committee that meets more frequently with better reporting is a good recommendation and we need to get back to that,” Hyndes told The Tri-City News on Wednesday. The board had a finance committee before, she said, but abandoned it for a committee-of-thewhole structure so that everyone had the same information. A new one could work better and the district will look at various models to come up with one that works.
MORE TRAINING?
Hyndes was also open to KPMG’s suggestion of more training for people on the finance committee or the appointment of a community volunteer with
a financial background, both of which were recommended by the B.C. Auditor General’s report on school district governance last April. It’s even more important, however, for trustees to have confidence in their senior leadership team, including the secretary treasurer and finance staff, something she said the board has in the current team. “It’s imperative you have experienced secretary treasurer and finance people that understand the education concept as well as the finances. I can see with Mark [Ferrari] and the finance department that we have that and we’re confident in them,”she said. Meanwhile, the Coquitlam Teachers’ Association is lobbying for the entire forensic audit to be made public, not just the summary. The suggestion was turned down by Ferrari, who said the district has already met its obligations by making the summary available to the public. dstrandberg@tricitynews.com

A Port Coquitlam family whose home was destroyed by fire Tuesday night was celebrating a birthday party when the blaze broke out. Roma McPherson, the mother of Kristie Dana, whose son turned 12 on Tuesday, said the family was cooking french fries at around 8:30 p.m. when the oil on the stove caught fire. They initially thought that they would be able to extinguish the blaze but the flames soon spread out of control and McPherson, Kristie, who is pregnant, her husband Ron Dana and their three children had to evacuate the home. “It went so fast,” she said. “It was just incredible.” The family had rented the home, which was located at St. Thomas Street and Lincoln Avenue, for more than a year. Phones, laptop computers containing family photographs, car keys, camera equipment and other electronics were lost in the fire, and McPherson said the resi-

the area was damaged as a result of the fire. “It took us only six minutes to get there,” he said. “For a lot of people, it’s hard to understand... how a place gets going that fast in six minutes.” McPherson has set up a bank account at Westminster Savings Credit Union and people can donate money to the family at any location under the Kristie or Ron Dana Association, ac-
count number 453799902. The family is also in desperate need of clothing. Kristie Dana needs medium size maternity clothes and is a 7.5 shoe size, while Ron is a 30/32 pant size and wears medium-sized shirts. Their 18-year-old son is an adult small with size 10 shoes while their 15-yearold daughter is a 5/6 pant size and a 7.5 shoe. The youngest, a 12-year-old, is
a 12/14 boys’ size and a 5 to 6 shoe size. Donations, including any household items, can be dropped off at Hope Lutheran Christian School or Purely Canadian Movers (91 Golden Dr., Coquitlam). A Facebook page titled Let’s Get the Dana Family Back on Their Feet has been set up and people can go there for more information.
New federal legislation will require the CP Rail to inform Port Coquitlam Fire and Emergency Services when hazardous materials or dangerous chemicals are being transported through the city’s rail yard. Previously, the company would provide a list of materials to first responders upon request, according to CP spokesperson Ed Greenberg. But the recent changes in Ottawa mean any community registered with the Canadian Transport Emergency Centre will receive the information automatically. “[It] ensures that local communities have the information with not only our railway, but other railways as well,”he said. But while the legislation requires all railway companies to keep first responders informed of hazardous materials brought through their community, the information does not have to be made public. Keeping that information confidential is imperative for security purposes, according to Greenberg. Earlier this week, Port Coquitlam Coun. Glenn Pollock told The Tri-City News that he would be seeking more information about the types of chemicals and materials moving through the rail yard. Given recent derailments of trains from several different railway companies — including an incident in Burnaby on the weekend — he said he had concerns about safety in the community. PoCo Fire Chief Nick Delmonico said his department has a good relationship with CPR. Email scam targets srs. group’s email list A Port Coquitlam-based organization that supports isolated seniors has been flooded with calls since a scam email was sent by unknown hackers to the agency’s contacts this week asking for money. People are being told not to respond to the email, which has the subject How Are You Doing??? and asks for a favour on behalf of Sue Uremovich, executive director of Community Volunteer Services for Seniors. Respondents got another email asking for $2,450. “It says thank you, I’m in Kharkov, the capital of Ukraine, and the cash machine’s not working,” said Marg Gordon, the incoming program manager for CVSS. She said some seniors replied to the email because of concern for Uremovich, and then contacted CVSS. The fake email was sent out to hundreds of people, including Tri-City News staff, at about at 5 a.m. Tuesday. In fact, Uremovich, who finishes her sevenyear job at CVSS next week, has been home sick this week. Gordon admitted to being shocked to have to deal with such an odd — and potentially costly scam — in her first few days on the job. She expects it’s the work of criminals seeking to rip off seniors and will be reporting it to Coquitlam RCMP. As well, the agency is contacting anyone who might have been in email contact with Uremovich, and is changing its email address and provider. The lack of public art attached to a proposed office tower project drew some concern from Port Moody councillors. Council approved a development authorization Tuesday night that would allow Onni Development to build a nine-storey office tower at 220 Brew St. in the Suter Brook complex. Coun. Gerry Nuttall wanted to defer approval until the developers were able to work out a public art component of the project with city staff. “Nobody wants to slow the project down, we just want to pause it for a second to take a look at the opportunities for public art,” said Nuttall, whose motion was defeated, with councillors Rick Glumac and Zoe Royer in support. But Coun. Diana Dilworth pointed out that there is public art as well as a large performance space in the Suter Brook complex, none of it tied to a specific building. “To say there is a lack of public art is unfair to this applicant,”she said. Mayor Mike Clay was able to iron out a compromise, allowing the development to move ahead while city staff meet with the developers to see if
there is an opportunity to include additional public art. He said Onni has already made voluntary contributions when the original plan for the seven parcels in Suter Brook was approved. “They pre-paid a lot of those contributions so we could build a rec centre,” said Clay. “They’ve paid us close to $1 million to relocate our works yard.” Onni development manager Brendan Yee said the company hopes to have a building permit in place within the next couple of months, with construction able to begin any time after that. “We’ve got our leas-
ing department working on some deals and we’re going to try and fill that space up,” said Yee, adding that while it is still in the preliminary stages a daycare group has expressed interest in the location. he city of Port Coquitlam is projecting a historic drop in taxes this year owing to a number of operational factors that Mayor Greg Moore says will save money in the long run. But here’s the catch: If residents want the aging PoCo recreation complex and seniors centre replaced sooner rather than later, they can agree to a 1% to 1.5% tax hike to pay for it — that’s a cost of about $25 per household. Mayor Moore said the city plans to engage residents on the issue, through an online survey and other methods, to find out which way the wind is blowing. This is a different process than a typical referendum, which would see people make a choice at the ballot box. It’s hard to say whether asking people this question so late in the budget process is a good idea. It all depends on how successful the city is in getting people to respond. But if citizens choose to redevelop the rec centre now, they should be aware that decision may also affect a much bigger and longer term plan to redevelop the complex along with adjoining city lands. The important thing is for PoCo residents to get involved and say what they think about the city’s budget.

BC Assessment rolls out the big numbers AS I SEE IT Mario Bartel

dmit it, you probably caught your breath for a moment when you reached into your mailbox and grasped that brown envelope from BC Assessment in your fingers. In newsrooms large and small across the province, the press release announcing this year’s assessment information arrived in email In boxes on Jan. 2 like manna from heaven. That’s because the days around the Christmas and NewYear’s holidays are amongst the slowest for news. Most people are taking a break from their usual concerns, and civic officials and bureaucrats don’t return calls because they’re away. And editors know, in these dog days, nothing attracts eyeballs like stories about lavish real estate and how everyone’s property investment measures up.
BC Assessment, bless them, does its very best to help that process along. The authority’s 10 regional offices prepare no fewer than 42 news releases that break down the assessment rolls to more specific geographical areas so newsrooms and readers can easily access the information that’s most relevant to them. That’s in addition to the two fact sheets and backgrounders that provide general information about assessments in the province and the assessment process, the eight charts and graphs that plot the various property trends around the province, and the 11“greatest hits” that list the top-valued residential properties for British Columbia and each of the regions. It’s an extraordinary communications effort that is the culmination of the work that goes in every year to create the assessment roll. BC Assessment’s 632 full-time employees in 16 offices spend the year poring over data from various sources, including photographs, footprint sketches, location and amenities in the area, plans for new development and mar-

ket demand to assign a value to 1,954,445 B.C. properties. The authority even has specially equipped vans stationed in some communities that drive along every street snapping photos of every property. More than 87% of those properties are classified as residential. The decisions assessors make touch everyone in the pocketbook one way or another, as regional and municipal taxing authorities apply their property tax rate to assessed values to come up with your annual property tax bill. Even if you’re a renter and never paid much mind to assessment notices or property tax rates, a portion of your monthly rent cheque will end up going to help your landlord pay property taxes. This year’s assessment roll will be the basis upon which more than $6.2 billion is raised in property taxes, money that helps pay for schools, local roads, municipal services like garbage collection and recreational facilities. Heck, a bit of that money even goes to pay for BC Assessment, which is supported by property tax levies. In fact, in 2011 the assess-
ment process cost each property $40.25. Of course, BC Assessment doesn’t generate all this information just to make it easy for newspapers to fill space. Tim Morrison, the company’s acting manager of communications, says it’s all about making as much data readily available so property owners can easily understand their assessment. That’s why only about 1.2% of assessments were appealed last year, down from 1.5% a few years ago. “Every year, we have to work at reinventing ourselves as a place of information,”says Morrison. And the hunger for that information seems insatiable. “People are curious,”he says.“There are certain things people talk about and real estate is one of those in B.C. It’s heightened when we release the assessment rolls every year.”

give a D to people lathered about Surrey and Maple Ridge districts’ dropping of letter grades from elementary school report cards. What does my D mean? Smarten up, buster. At what? And how? Never mind, just smarten up. Like my D, letter grades are oversimplifications. They serve to sort kids into strata of worthiness — and that’s not good, especially in elementary schools. Letter grades are not“clear,”as some claim; rather, they are blunt and inaccurate. They can’t measure an“a-ha”learning moment or suggest interventions. Parents need more than symbols that actually discourage meaningful discussion of their child’s progress. Omitting letter grades doesn’t decrease information to parents, it increases it. Parent conferences, exemplars of student work or links to pictures or videos give parents more relevant information. These methods aren’t as simple as the C+ — and that means more work for parents — but it gives a more pertinent and nuanced picture of a child’s progress. It helps parents help, too, past merely exhorting their kid to chase A’s. And contrary to popular belief, dumping letter grades is not a la-
bour-saver for teachers. Parent conferences are much more demanding of teacher time. Letter grades are easier to compile, require less substantiation and involve less conferencing time — they’re a shortcut. But the trouble is, letter grades are a familiar currency, so we panic when someone wants to try more meaningful approaches. And many think we need more, not less competition.“They’ve got to prepare for the real world.” A happy childhood is the best preparation for the real world. Surely we can let our children be inquisitive learners, at least until Grade 8, before whipping them towards A’s? “It’s not fair,”one exasperated Surrey mom was quoted as saying. “My [Grade 4] son wanted to go for all A’s next report card.” Is chasing A’s a worthy goal for a nine-year-old? It shouldn’t be — enjoying learning should be. The aggregate of human knowledge doubles every three years. Using letter grades to measure mastery of a shrinking portion of that information is increasingly futile. We should focus on the important things our kids learn at school. As D math student, Albert Einstein observed:“Not everything that can be counted counts, and not everything that is counted, counts.”

The Editor, Re. “Lack of control of SD43 finances” (The TriCity News, Jan. 15). Thank you, KPMG, for validating what I said nine months ago. After the news of School District 43’s deficit situation broke last year, I wrote to board chair Melissa Hyndes and superintendent Tom Grant about this calamity in my capacity as a concerned taxpayer and parent of two children in SD43. Here are two extracts from my April 14, 2013 letter that are relevant to KPMG’s findings: “I am not surprised that SD43 has incurred an $8-million deficit for 2012/’13, and is estimating a $12.2-million budget shortfall for 2013/’14. Based on the trustees’ biographies that appear on the district’s website, it would seem that none of these trustees is ‘financially literate.’ The laws that govern Canada’s private sector require boards of directors of public companies to have a defined degree of financial literacy. It would appear that this is not yet a requirement in the case of public sector boards, but it should be.” And: “A special election should be called to elect new trustees, and the election rules should be amended to require that at least one-third of the trustees be financially literate.” N e i t h e r Tr u s t e e Hyndes nor Mr. Grant had the courtesy to respond to my letter. Port Moody’s top athletes will soon have a position of prominence at a busy community hub. Council approved a recommendation from the city’s parks and recreation commission Tuesday that will see the creation of a sports memorabilia display at the recreation complex. Council approved spending $12,000 to cover the cost of display units that would be situated in the main hallway between the registration desk and arena lobby as well as a $1,000 annual operating cost. The matter was referred to budget deliberations to determine a funding source. Coun. Diana Dilworth, who chairs the parks and rec commission, said the mission statement for the display is“to feature local [Port Moody] sports talents as positive role models encouraging young people to get involved in sports, lead active and healthy lifestyles, and strive for excellence.” The plan calls for the nomination process to be integrated into the annual civic award nomination process for 2014. The commission suggested memorabilia could be rotated through the 20-foot-long display every year or two, with a wall plaque providing permanent recognition. debenal@tricitynews.com
By Diane Strandberg The economy appears to be holding steady — at least in Port Moody and Port Coquitlam, according to business licence and building permit figures released by the cities last week. The number of business licences issued in 2013 was on par with 2012 and although the value of building permits dropped in both cities last year, city officials say it wasn’t a huge dip and construction should be on the upswing this year. “We have an awful lot of applications already being processed right now and we would be exceeding our 2007 numbers [a peak year] if everything gets issued,” said Tim Arthur, manager of building permits and inspection for the city of PoCo. PoMo’s Jim Webber, manager of building bylaws and licensing, said the last few years have been relatively slow and consistent for development in the city and it’s

In PoCo, the value of building permits issued dropped from $103.9 million in 2012 to $69.1 million in 2013. Arthur said the lack of permits for new schools or churches in 2013 could explain part of the drop last year. But things could change this year. “Right now, we have a lot of applications in so 2014 could, if the economy stays healthy, we would expect to see $80 to $100 million,” Arthur said. Craig Hodge, who chairs the Riverview Lands Advisory Committee, said the public needs to have certainty about the lands and “the good news is, at the end of this, there’s going to be a vision. Not everybody is going to agree with it but at least we’re going to have something that we can have in our hands.” Both city council and the chamber of commerce want to see Riverview returned as a mental health and wellness hub but both are also open to economic development happening on the site. Jim Thompson of Shared Services BC, which is currently transferring the Riverview file to BC Housing, said the transportation services building — a late 1950s or ’60s, one-storey woodframe structure — needs to come down because of hazardous materials leaking underground. The provincial government doesn’t want the contaminated soils to spread further, he said, and consultants are now assessing the site. Robbery suspect A Coquitlam man arrested in the act of an alleged robbery is facing charges in a string of other incidents that took place across the city earlier this month. Christopher Nichols was arrested on Jan. 9 and is facing five counts of robbery related to a number of hold-ups at a variety of small businesses. Mounties said the 30-year-old was targeted by the RCMP’s Prolific Target Team, which worked with the department’s Robbery Section and Street Enforcement Unit in apprehending the suspect. “We followed up on information we received throughout the investigation and pinpointed the suspect’s exact location,” said Coquitlam RCMP Cpl Jamie Chung. 2014 Infiniti Q50 challenges the old order Infiniti has had a bit of an identity crisis over the past year with a wholesale change in the way it names its products. Gone is the JX crossover, it’s called the QX60 now and the G 37 sedan has been replaced with the Q50 sedan. Q signifies for cars and QX for crossovers or SUVs. The outgoing G37 was already a very worthy on-road performer but a bit too simplistic in the inside. Now, Infiniti has taken things up a notch with the Q50, adding a dynamic look, sumptuous interior and class leading technology. Looks It could be argued that the current BMW 3 Series and Mercedes C-Class are a bit conservative, while this Q50 and the major competitor, Lexus IS, are much edgier. This is especially true with the front grille. The rest of the Q50 is nicely sculpted, with flowing lines and an almost elegant rear end. Sold as a base model, sport trim, all wheel drive (AWD), premium, and even a hybrid, there is a broad market for this sedan. Starting at $37,500 and ramping up to the AWD sport model at $49,950, there is a substantial discount with the Q50 when you compare it to a similarly equipped BMW. I’m starting off with the Accord because it’s a cool car. The current generation has so much going for it and definitely has developed more personality in the redesign. You have the option of two engines: a more economical 2.4L 4-cylinder or a more powerful 3.5L V6. Either way, you can get them equipped with a 6-speed manual or a CVT transmission. Only the EX-L Navi trim with the V6 has the option of a 6-speed automatic
transmission. No matter how you slice it, you’re getting a great car. Better yet, it has a decent cargo capacity of 379L so you could easily dump your hockey gear inside. Specs-wise, it has the least impressive engine of the lot (only putting out 121 horsepower,) but that can be overlooked because of via driving dynamics. It has one of the best manual gearboxes for a car of its size and has an abundance of pep. They’re not cheap, though. So it has that working against it in some regards.
And you could argue that a Mazda MX-5 is a better value (you won’t be wrong) but it’s still loads of fun. Dodge Challenger: Base MSRP $26,995 If you’re driving a Challenger, you’re getting noticed. You don’t even need to have the grunt and roar of the SRT’s 6.4L V8 HEMI to turn heads. Inside and out, this two-door has style and power. The base SXT trim comes equipped with a 3.6L V6 and 305 horsepower. Kia Forte Koup: Base MSRP $20,550 For just over $20K, the Kia Forte Koup is a solid value — and it’s not bad looking, either. Inside, the interior is well finished and isn’t cheap. Furthermore, you have many great standard amenities that come with the base model like 16-inch alloy

is that it works for all ages. You could be 16 and driving it, or 60, and you’d still look good. You wouldn’t look out of place and people would give you nods of approval. Granted, the current generation is on its way out and the seventh generation (2014 model year) is coming soon. Hybrid has off-road performance & on-road comfort The 2014 Nissan Pathfinder Hybrid is on a quest, to get your family where you need to go on as little fuel as possible. Looks: One of the biggest changes last year was the switch from body-on-frame to a unibody construction. This reduced the overall weight, which makes a big difference on the fuel economy. The shape and design characteristics of this truck have changed, much smoother lines, and more aerodynamic. I remember the first Pathfinder introduced in 1986 and aimed at capturing some of the Toyota 4runner buyers. It looked promising but never completely took off. I think the focus was more on the off-road when it should have been more on-road with the ability to travel off-road. This version has done this, taking design cues and comfort from the Nissan Rogue and creating a larger crossover capable of transporting seven. In the Cab: My tester was the Platinum edition. It came equipped with leather seats with 8-way power adjustability, 4-way power for the front passenger, EZ flex seating system with second-row 60/40 split foldflat bench seat, and third row 50/50 split fold flat reclining bench seat. The leather-wrapped steering wheel is heated and is a nice feature. There is plenty of wood tone trim but it is not overdone, giving it a rich feel. Bose audio system with 13 speakers, AM/FM/ CD, SiriusXM, auxiliary audio input jack, USB connection, streaming audio via Bluetooth, steering

It is larger but feels very similar and that’s a good thing. I think Nissan is heading in the right direction with this vehicle. If studies show limited use off-road, then why spend money making this an off-road vehicle? When extreme winter road conditions hit, it’s a good idea to think about whether you even need to get behind the wheel. If you have the option, consider public transit or carpool with some who has a vehicle prepared for the conditions. Also consider leaving for work just a little later to allow crews to clear the roads.
Did somebody change the curb lane into the fast lane and not tell me? A day doesn’t go by when I don’t see drivers zipping along in the curb lane, cutting in at the last second to avoid piling into a parked car. o no one’s surprise, on Dec. 16, Kinder Morgan filed a 15,000-page application (available at www. transmountain.com) that outlines the company’s plans to essentially triple its capacity to pipe diluted bitumen from Alberta to Burnaby, where a huge expansion of the Westridge terminal on Burrard Inlet is planned to facilitate shipment overseas. While the proposed new and larger pipeline will avoid some residential areas in Coquitlam previously disturbed by the 1953 construction of the first pipeline, there are still many people living or working close to the Trans Canada and Lougheed highway routes the new pipeline will follow through Coquitlam. Under new rules introduced by the Harper government, the National Energy Board (NEB) has been tasked with conducting an environmental review and (probably) approving the pipeline project. Just in case the three-person panel appointed by the NEB comes up with the wrong answer, the Harper cabinet has given itself the final authority to approve this project. No one doubts what the answer will be. Since the Enbridge proposal for the northern Gateway pipeline project was reviewed by the National Energy Board in 2012/’13, the rules for public engagement have been altered and public input will be far more
restricted. When I spoke to the NEB Enbridge panel in January 2013, I was taken aback by the heavy police presence and absolute prohibition on having any members of the public in the room (or even adjacent spaces) in the downtown hotel where I testified. This time will be far worse. With the exception of those with intervenor status, no one will be allowed to speak faceto-face with the panel this time around. For the Enbridge pipeline, any member of the public had the right to express their views to the panel. All that was required was a simple request form to be submitted to the NEB. No one who filled out the form correctly was refused. In addition to comments from the public, intervenors, mainly representing groups with special knowledge or expertise, were allowed a broader range of options to participate in the hearing. These options included interviewing sworn-in witnesses or bringing their own experts to provide testimony. Intervenors typically hire lawyers to represent them in these court-like proceedings. For the upcoming Kinder Morgan hearings, the only people who will be allowed to submit written comments will be those who submit a lengthy application, which must prove they will be directly affected by the project or have special knowledge to offer. Such people will have to submit a ninepage application form under tight deadlines. Their application will be reviewed and approved or, possibly, rejected if they fail to prove they would be directly impacted. Only those who are pre-approved by
PIPELINES IN PORT MOODY
On Wednesday, January 22 at 7 p.m., Forest Ethics Advocacy ( www.forestethicsadvocacy. org) is hosting a public meeting with guest speakers on the Kinder Morgan and Enbridge pipelines at Kyle Centre, 125 Kyle St., Port Moody (behind the PoMo Arts Centre). This meeting is open to the public; all those who are concerned about the impacts of pipelines across B.C. are invited to attend. the NEB will be allowed to submit a letter of comment in writing. I find these restrictions to be a total affront to the democratic principle of citizens being allowed to freely express their points of view. Tight timelines will further restrict public input. There is an expected to be an approximately three-week period during which people can submit applications; it is anticipated this narrow application window will be announced soon. But it is impossible to fill out the complicated application in advance because the application form will not be posted to the website until the deadline is announced. Thus, those who are unaware of the pending hearings will quickly lose any opportunity to object even if they live next to the proposed pipeline and, therefore, could argue they would be directly impacted. If the application bears any resemblance to the one used for the Line 9B reversal in eastern Canada, people will be asked to provide documentation that supports their qualifications to comment and describe in detail all their reasons. Merely being opposed to the dramatic expansion of the tar sands this project will require is not considered to be a relevant reason to object to this project. The application form is onerous
and requires referral to complicated Hearing Orders. (People with email access can sign up to be kept informed of this process by registering at transmountainpipeline. hearing@neb-one.gc.ca. Once registered, you will receive an email notifying you of upcoming deadlines. People without email addresses will have no opportunity to be kept informed.) Because the Kinder Morgan project will require an expansion of the Westridge Terminal on Burrard Inlet and a huge increase in tanker traffic, I hope that people who recreate on Burrard Inlet by, for example, boating or bird-watching will be considered by the panel to be included in the group of people who could be directly affected by a potential oil spill. Still, I am aghast at the limited opportunity people have to express their views regarding the Kinder Morgan project or other energy projects in Canada. It’s no wonder some people are resorting to protests that close roads now that more reasonable opportunities for public input are forbidden.

Application to Participate in National Energy Board Public Hearing for Trans Mountain Pipeline ULC Trans Mountain Expansion Project The National Energy Board (NEB) has received an application from Trans Mountain Pipeline ULC for approval to construct and operate the Trans Mountain Expansion Project (Project). Description of The Project The Project would expand the existing Trans Mountain pipeline system located between Edmonton, AB and Burnaby, BC. It would include approximately 987 km of new pipeline, new and modified facilities, such as pump stations and tanks, and the reactivation of 193 km of existing pipeline. There would also be an expansion of the Westridge Marine Terminal. New pipeline segments would be added between Edmonton to Hinton, AB, Hargreaves, BC to Darfield, BC and Black Pines, BC to Burnaby, BC. Reactivation of existing pipeline segments would occur between Hinton, AB to Hargreaves, BC and Darfield to Black Pines, BC. The application can be found on the NEB website. Participation in NEB Hearing The NEB will determine if the application is complete and if so, it will hold a public hearing. Those who wish to participate in the NEB hearing must apply to participate. Applicants must clearly describe their interest in relation to the List of Issues for the hearing, which is on the NEB website and included in the application to participate. Those who are directly affected by the proposed project will be allowed to participate in the hearing and those with relevant information or expertise may be allowed to participate. Sharpen shears, get pruning IN THE GARDEN Brian Minter Take out The dead & diseased wood
can be pruned back at this time of year and still provide a good display of colour. When you prune these plants, however, try to prune back a lot of the old hard wood, leaving the supple new growth that will branch easily when pruned and will provide not only a more attractive plant but also good foliage from top to bottom. Some of these flowering plants that can be pruned now and still give you a nice showing this year are: buddleias, potentillas, shrub dogwoods, hardy rugosa roses, hardy fuchsias, late-blooming spiraeas, tamarix, weigelas and the late summer blooming P.G. hydrangeas. Mophead and Lace Cap hydrangeas need special attention because their buds are already formed for next season. Some of these buds are on the tips of young branches, others are on the sides of older branches and many are down low near the base of the stems. With a little care, you can prune above the buds on the stems to even out the plant while still preserving the buds for a good showing this year. Both Japanese and deciduous azaleas have all their buds formed and are ready to bloom, so leave any pruning until after all the flowers have finished, at which time they can both be pruned fairly hard to maintain a compact and attractive plant. A few flowering shrubs bloom best on last year’s growth, so it’s important to keep enough old wood to make a great display. The beautiful Chinese witch hazels (hamamelis),

t’s high time to be out there with pruning shears in hand, cleaning up our trees and shrubs but we also must be a little cautious with some of our plants to make sure we don’t prune off this year’s flowers and fruits. We all have flowering shrubs that have simply grown too large too quickly and need to be pruned back to maintain their appearance and the integrity of our landscapes. If we prune some plants too vigorously now, though, we risk losing all the beautiful colour that we’ve been waiting to enjoy. As a rule of thumb, I like to prune out the dead and diseased wood that is so easy to spot at this time of year, as well as those long, leggy branches that have simply stretched too far.The main flowering branches I always leave until the flowers have finished blooming, then I prune the entire plant back. Some of the flowering shrubs in this category are: flowering quince (chaenomeles), Cornelian cherry (Cornus mas), forsythia, corylopsis, Kerria japonica, daphne, beauty bush (kolkwitzia), enkianthus, flowering currant (ribes), fothergilla, early-blooming spiraeas, lilacs and deciduous viburnums. The flowering shrubs that bloom on new wood
which are making such a splendid display right now, are a good example of this type of plant. Once you have done a little pruning and have come to know

Gleneagle outlasted the No. 4-ranked Holy Cross Crusaders 59-52 in Saturday’s final after pulling out a 83-76 win over the Walnut Grove Gators, the province’s top-ranked team heading into the tourney. It was the third time the Talons have faced the Gators already this year and the second time Gleneagle has gone up against Holy Cross. “When you get a little bit more familiar with them, you can stick around a little bit longer and you can make things happen if you’re close enough,” said Talons coach Tony Scott. “In both cases we were able to stick around and for us it worked out in a good way.” Scott was pleased with the job his team did competing on the boards with the Crusaders. “They pound the board constantly, so being able to, not negate, but get into a situation where they weren’t really tak-

And
when the dust settled at the tourney’s end, Gleneagle was the No. 1-ranked team in the province. Terry Fox opened with a 77-62 win over the Kelowna Owls but the Ravens were unable to get past Holy Cross in the semifinals, falling 74-65 in overtime. “We were down seven with 2:26 to go and found a way to tie it up with four or five seconds left,” said Ravens coach Steve Hanson.
Mike West converted a free throw to send the game to overtime but fouled out in the extra period. “I thought we played well against Holy Cross, it’s just so tough with their size and their athleticism,”,” said Hanson. “The bottom line is we just gave them too many second chances on the boards and loose balls The Ravens closed out the tournament with a 70-52 loss to Walnut Grove on Saturday.
Hanson said the Ravens were hurt being without Brad Peters, who is able to come off the bench and give the team quality minutes at power forward. Hanson also heaped praise on Grade 11 small forward Liam Hancock, who was able to hold Cohee to 18 points. “He guarded the best player in the province and he did probably the best job I’ve seen anybody do on him all season.”
Hancock was named to the second team allstars while teammate Nic Hughes picked up a $1,000 scholarship from the Terry Fox Basketball Alumni Association scholarship. The Talons Denver Sparks-Guest, Brenden Bailey and Grant Galbraith were all named first-team allstars for the tourney. “There’s lots of things that some of our guys, who aren’t on the scoresheet or are allstars, are doing that are so important to our team. If we didn’t have them we wouldn’t have all this success,” said Scott, who was impressed with the play of Cordell Parker. “Without Cordell running the point for us there’s no way we would have so much success. He doesn’t really turn the ball over, he gets the ball to the right people, he’s able to score and he defended well.” The Talons upended the Ravens 84-68 to open the regular season Tuesday night. The Centennial Centaurs went 3-1 at the Chancellor senior boys tournament at St. Thomas More. Centennial opened with a 67-33 loss to the host Knights before reeling off three straight wins, downing Enver Creek 5538, toppling Maple Ridge 55-46 and holding off Windsor 57-42. “It’s great to see our
kids bounce back and get three wins,” said Centennial coach Alan Kaselj. “The boys were stunned by that loss to STM but we rallied and did the little things to get three wins.” Alex Vranjes led the Cents for the tournament, picking up 16 points against Enver Cree, 25 against Maple Ridge and hitting for 12 against Windsor. “Alex Vranjes is really stepping up for us and showing that he’s a premier Grade 11 post player,”said Kaselj. In senior girls action, the Riverside Rapids knocked off the Charles Best Blue Devils 6637 Tuesday night. Shae Sanchez paced the Rapids offence with 16 points while Vanessa Gee and Zuzia Zdziechowski scored 12 each. The Rapids posted a 1-2 record over the weekend. South Kamloops edged Riverside 62-61. Gee netted 15 points for the Rapids while Amanda Matsui and Zdziechowski each chipped in a dozen. The Rapids rallied from a 39-32 halftime deficit to topple MEI 9593. Gee scored 29 while Matsui added 20 and Sanchez supplied 17. Sanchez tallied 15 and Gee produced 14 as Riverside dropped a 68-45 decision to Brookswood.

Coquitlam’s Ben Street has been selected to play in next month’s AHL All-Star Classic. The Abbotsford Heat sniper is honoured by the selection but hopes the Feb. 12 tilt between the AHL stars and the Swedish professional team Farjestad BK is one game he’ll have to miss.
“Obviously it’s a great honour to be selected for the all-star game. A lot of my family’s from St. John’s [Nfld.] where the game is so they’re pretty excited,” said Street from a hotel in Raleigh, N.C. while he awaited the arrival of his teammates with the Calgary Flames. “But like you say, I would much rather miss that game for being in the NHL and I don’t
think they would be too upset with me if I was in the NHL and couldn’t make that game.” Street arrived in Raleigh Sunday morning, only hours after he notched the overtime winner and was selected first star in the Heat’s 3-2 win over San Antonio R a m p a g e S at u rd ay night. He joined the Flames for their Monday night clash with the
Carolina Hurricanes. “It’s nice to get recognized, to get called up. I think the work sort of starts now,” said the 26-year-old.“I kind of had that experience a bit last year when I could play a few games. It was my first few games and I didn’t really know what to expect.” Street logged five minutes of ice time, going 2-2 in the face-off circle,
in the Flames 2-0 win over Carolina. He played seven minutes Tuesday in Nashville in the Flames 4-2 loss to the Predators. Street played six games with the Flames last season and was called up to Calgary for another eight games at the start of the 2013 season, picking up an assist during each stint. “I’ve only played 14 games, but a little bit of
the craziness that you get with playing in your first few games in the NHL has kind of worn out. Now my goal is just to make the most of my opportunities and try and stick as long as I can,” said Street. While Street still expects to have a few butterflies when he takes the ice with the Flames, he thinks his previous stints in the NHL have given
him some confidence and let him know what to expect when he hits the ice. “I’ve played a few games so I know the speed of the game. I’ve played against some good players so it takes some of the shock and awe out of being out there with guys who you’ve been watching on TV for a long time.” see NHL, page 32

Always alert to any threat from Vancouver, Baia was solid at left back, intercepting and always covering the center backs. NHL beckons AHL all-star The Flames have struggled this season, ahead of only the Edmonton Oilers in the Western Conference with 36 points in 45 games. Their 101 goals scored ranks ahead of only the Buffalo Sabres. “I think Calgary is obviously struggling a little bit offensively right now so if I can chip in offensively I think that will make a good case,” said Street. “I think they’re going to want me to be a guy who brings energy and disrupts things in the forecheck but keeps everything safe and secure in the defensive zone. I think if I just play my allaround game to the best of my ability I should be OK.” Street has had no problem finding the net this year, putting up 17 goals and 33 points in 31 games to lead the Heat in scoring. It’s a big jump from the 15 goals and 37 points he compiled in 69 games with Abbotsford last year. “I think it’s a testament to a lot of my teammates in Abbotsford. We’ve got a very skilled team there,” said Street, the AHL’s player of the month for November. “It makes getting points a lot easier when there are people all around you that are very talented and can make plays.” It has been a long and winding road that Street has followed to reach his dream of playing in the NHL. After two years with the BCHL’s Salmon Arm SilverBacks, Street moved on to play for the University of Wisconsin Badgers where he was part of the 2006 national championship team. His pro career began in 2010 with the Wilkes-Barre/ Scranton Penguins of the AHL, enjoying a career year in 2011/12 when he racked up 27 goals and 57 points. Street sees the time he’s spent toiling in the minor leagues as a bene-
fit as he tries to crack an NHL roster as a 26-yearold. “I think it helps that it’s not my rookie season in the pro ranks. I’ve played in some different pro styles with some different types of coaches so I think that helps when you go into all sorts of different situations that you might be thrown into,” said the 5’11” 197-lb. forward. “I don’t think I’m a wily veteran or anything yet but I think some of the experiences I’ve had will help me in the upcoming games.” Street said playing in Abbotsford has let him stay close to friends and family, even being able to head over to his mom and dad’s for Sunday dinners. “As nice as that sounds, though, I definitely don’t want to be in Abbotsford. I want them to be hardnosed, give their life for the team kind of guys. The Port Coquitlam Saints are looking to the past to set the course for their future. Th e S a i n t s h ave named Adam Smith as coach of the B.C. Junior A Lacrosse League franchise, taking over longtime fixture Danny Harada who stepped down at the end of last season. “He played for me 10 or 11 years ago. He’s very game conscious and he was a student of the game when he played,” said Reg Thomson, the Saints president and general manager. “He’ll bring a more youthful aspect of the game. He’s a bit of a taskmaster and I think that’s what the guys need.” Smith played his junior lacrosse with PoCo before going on to play with the Langley Thunder and Burnaby Lakers in the WLA as well as a sting playing box lacrosse with Team Australia. He’s won three gold and two silver medals in nationals, a pair of

KNIGHT, Thomas L. (Tom) Tom was born on Oct. 24th 1940 and passed away Jan. 8 2014 in Kamloops. The first child of now deceased parents Thomas Leslie Knight Sr. and Ethelmary Ann Knight. In 1945 they made their home in Port Coquitlam where they resided for many years. Tom was a tremendous ball player with a rocket (although somewhat erratic) arm, the speed of a gazelle and the tenacity of a wolverine.’Take no prisoners’ was his motto. His competitive spirit however was somewhat tempered by a wry sense of humour. Tom still has many friends in Port Coquitlam, who will assuredly reminisce over his many escapades. Tom played Little League, Babe Ruth, Connie Mack out of Blue Mountain Park, and for Port Coquitlam and Maple Ridge in the Dewdney League. Tom finished his ball playing days in Golden B.C. where he was considered somewhat of a local hero. Tom attended school at James Park, (when it was a four room school), upstairs at the Aggie Hall, Central School, Viscount Alexander and Port Moody High. Tom is survived by his brothers Dan (Gail) of Maple Ridge and Len (Sheila) of Kamloops, aunt Marge McMillen, the matriarch of the family (she’s 103), and cousins. Tom often expressed regret over the limited amount of time he spent with his niece Glenda and nephews Daren, Landon, Jeff and Jeremy and their families. He had a special place in his heart for his grand nieces and nephews. Tom’s fondness for animals, particularly dogs was another one of his many attributes. We are saddened by his passing but take comfort in the fact that his suffering is finally over. Memorial to be announced at a later date.
Richard passed away peacefully January 13, 2014, surrounded by love after a long battle with cancer. Richard was an electrician and owner of Coquitlam Electric for many years, a job he so loved. He will be greatly missed by his loving wife, Susan, daughter Carrie Zilliax (Adam), sons Scott and Anthony and his beloved grandchildren Frankie and Maggie. He also leaves his sister Johanna Cross (Al), brothers Mike (Sue) and Dan (Khin), aunts, uncle, nieces, nephews and many close friends. A celebration of his life will be held on Tuesday, January 21, 2014, at 1pm, at First Memorial Burkeview Chapel, 1340 Dominion Ave. Port Coquitlam, BC. In lieu of flowers donations to the B.C.
