Abbotsford is on track to repeal its controversial bylaw against harm reduction measures, after approving the third reading of an amendment removing the prohibition on services such as needle exchanges. The unanimous decision came following a public hearing on Monday, where views on the issue were mixed. Gen Rottluff, who lives in Abbotsford’s downtown, was concerned about the effect a needle exchange could have on her neighbourhood, and where hazardous needle waste could end up. She advocated for other methods of helping drug users, not giving addicts the “tools of the trade.” “I don’t want my neighbourhood to be the Downtown Eastside.” But other community members spoke in support of the bylaw and the potentially positive impact on public health. John Kuipers commended council for looking at the peer-reviewed evidence that shows harm reduction measures can reduce disease. Jesse Wegenast, of 5 and 2 Ministries, said there was also a human element to overturning the bylaw, saying that needle exchanges allow service providers to connect with individuals using drugs, and that regular contact is a step toward getting people into treatment. A controversial housing project for homeless men in Abbotsford’s downtown core will go to public hearing on Feb. 3. Council approved first and second reading of Abbotsford Community Services’ (ACS) proposal to build a 20-unit facility for homeless men on Monday. Though councillors expressed potential concerns about the project, they voted to move the project to public hearing so the views of the community can be heard. The facility would be located at 2408 Montvue Avenue, across from ACS’s

The project is low-barrier, meaning the men would not have to be drugand alcohol-free when they enter, though they would have to enter an agreement to address the issues that contributed to their homelessness. But the site is located in the city’s downtown C7 zone, which has a set of bylaws that prohibit certain uses including “emergency shelter use and supportive recovery use,” and would have to be rezoned for the project to move forward. The Abbotsford Downtown Business Association (ADBA) has opposed the

dangerous precedent. Coun. Henry Braun said he was happy to finally see the project in front of council, saying that “I think this has dragged on a little too long.” Coun. John Smith said he has many concerns with the project and potentially “tampering” with the C7 zoning, but he wanted the project to move to public hearing. Mayor Bruce Banman said he predicts a “marathon public hearing” when the issue is discussed on Feb. 3, but the views of the public will help inform council’s decision.

At the request of the Abbotsford Police Department (APD), staff prepared a memorandum of understanding (MOU) between FHA, APD and the city to establish guidelines for implementing and reviewing an Abbotsfordbased harm reduction program. Mayor Bruce Banman said while something had to be done about the bylaw, one thing that is still missing is detox services, which he will encourage FHA to provide. He said reversing the ban on harm reduction is “not perfect, but it’s a much better step than what we have.” The changes still require a final consideration and adoption from council, slated for Feb. 3.

Enforcement of false alarms underway, fines levied Bylaw targets improperly activated alarms or maintenance to a fire alarm system, and that results in the activation of the alarm system and fire services responds. The bylaw is meant to ensure fire services can to respond to emergencies in a timely manner.

When council passed the bylaw in November, Fire Chief Don Beer said the intent was not to make money, but to hold people accountable for false alarms due to improper alarm maintenance or use.

AFRS reminds citizens to have fire alarms serviced regularly. An alarm that repeatedly goes off could be indicative of a faulty system. Repairing it will help prevent false alarms, and can help save lives.

Other Hand Like many of you, I’m sure, receiving a blast from the past brings back memories long buried. For me it was Saturday evening when the phone rang and the female voice at the other end asked, “Is this Mark Rushton, the Mark Rushton who graduated from Qualicum Beach High?” That’s me! She then proceeded to tell me her parents operated the corner store near where I lived ... and I remembered her, and her father’s car, her brother and even their old dog. Cause of the call, however, was not so much to reminisce as it was to inform me that my old grad class was having a reunion, and was I interested in attending. Reunions, of course, are supposed to be

the place to reunite with long lost friends, to chat over the joys of attending a particular school, and presumably in some ethereal way over dinner relive our childhood with those we supposedly grew up with. First of all, I never really liked school. In addition to that, the school district in which I was raised was one of the longest and narrowest on the island, if not in the province, covering an area from Lantzville to Bowser – tiny communities with few souls, that even friendships, if they ever developed, were separated by distance mostly insurmountable (at least in a day) by bicycle. And since most of those with whom I attended senior high were from those very scattered communities, and additionally, due to the size of the grad class, were separated by classrooms and courses, I never really got to know many of them. In fact, when I received an email as a follow-up to the telephone call, of the six people named who the reunion coordinators have been unable to track down, only one was even remotely familiar to me, and

I haven’t seen him since the summer of ’67. Where I grew up, in what is now known as Oceanside, you had but a couple of choices following the final closure of secondary education – become a logger/fisherman or leave town. Within a month of graduation, I was one of the latter.

Lasnik said Sidhu “desired to get money and be part of a major drug conspiracy and be of use to criminals.” “This defendant betrayed his community and the law enforcement officers who risk their lives to keep us safe,” said U.S. Attorney Jenny A. Durkan. “Mr. Sidhu recruited another public servant to the scheme, and used threats of violence to force others into criminal conduct. His greed led him to become a trusted member of an organized crime conspiracy who sold his specialized knowledge from years in law enforcement.” According to records filed in the case, Sidhu left employment with the RCMP disgruntled about his treatment. Before and during 2007 and 2008, Sidhu used his law enforcement knowledge to assist a criminal conspiracy allied with the Hells Angels to import large loads of cocaine into Canada and to smuggle B.C. marijuana into the U.S. MORINEE Sidhu ONLws.com abbyne recruited a corrupt border services employee to help get the cocaine through customs check points and into Canada. The investigation of the criminal ring resulted in the seizure of more than 1,700 pounds of cocaine, 7,000 pounds of pot and $3.5 million in currency. In asking the court for an eight-year prison term, prosecutors wrote that Sidhu “organized and choreographed a cast of characters who moved enormous quantities of cocaine, with great success, thousands of miles. “Even more troubling, according to several of his co-conspirators, he exploited the violence of the criminal organizations with which he was allied to intimidate them and others into doing his bidding.” Two defendants in the case remain fugitives. Sentences for 54 other defendants have ranged from 20 years for Shannon, and 10and 11-year sentences for several smugglers, to probation for some less culpable defendants.

Sentenced for assault, extortion

An Abbotsford man has been convicted in relation to an incident last May in which another man was forced into a bank under orders to withdraw cash. Darin Eggen, 39, was sentenced on Jan. 8 in Abbotsford provincial court to a jail term of 11 months, 10 days followed by two years’ probation on charges of assault with a weapon and extortion. Five other charges – assault causing bodily harm, robbery, two counts of kidnapping and another count of extortion – were stayed. On May 30 of last year, a 34-year-old man was robbed, knocked unconscious and forced into a vehicle with his 31-yearold girlfriend. They were then driven to a bank in the 32900 block of South Fraser Way by Eggen and another woman. The victim was told to withdraw cash, but was able to alert the teller to the situation, and police were called. Eggen was arrested at a home on Peardonville Road. Eggen has numerous prior convictions, including for assault, uttering threats, impaired driving, resisting a police officer and drug possession.

Harry Sayers elementary has become the only school in the Abbotsford district to offer two StrongStart programs, after an overwhelming number of parents expressed interest in the supervised preschool. StrongStart is a drop-in program where children ages up to eight play games, draw, read stories. It is different from a daycare centre because parents and caregivers must stay with their children. The Abbotsford school district believes the preventative program will pay for itself years down the line, with more students graduating and becoming upstanding citizens. “We actually know that the best intervention we could do if we want kids to graduate and be successful actually years before they come here,” said school district superintendent Kevin Godden. “Prevention is a tough thing to sell to people, because you sometimes don’t see that. But we actually have evidence to show that those kids that we invest in early, we see the outcomes on the back end. They’re welladjusted, they go on to post-secondary...” The second Harry Sayers StrongStart centre is the 12th StrongStart in the district. The first 11 were funded by the province. The district believed in the successes so much that it invested in the 12th and is seeking community sponsors for another 16 programs. According to the school district, all StrongStart programs are at capacity. After initial startup, the annual operating cost for a StrongStart, include facilitator wage, is about $32,000. The school district has adopted a long-term vision of student development and prioritized early learning over the last few years. Godden said that the district needs 28 StrongStart programs to support the children who will become future students in Abbotsford’s 30 public elementary schools.

arming has been a way of life for generations of Abbotsford families, and some of the region’s best young farmers are being singled out for their contributions to the industry. Kerry Froese is a second-generation farmer, currently operating a 148,000-strong chicken flock on Harris Road with his wife Anita and their children. Anmol Mahil, 24, grew up on his parents’ blueberry farm and has followed in their footsteps and is now running the operation. The Froeses and Mahil are two of four finalists for the B.C. and Yukon Outstanding Young Farmer Award, which judges nominees on conservation practices, production history, financial and

management practices, and community contributions. Both are passionate about the industry and enjoy the challenges and benefits of their chosen profession. For Froese, there’s no better way to provide for his family. “It’s in my blood,” said Froese, who began managing farm operations in 1995. “I love the lifestyle and I want to pass it on to my kids.” Froese and his wife Anita have four children under the age of eight, and said “being able to drive ATVs and work with [my children] outside” resonates strongly with him. In addition to the personal satisfaction of his work, he has worked hard to help others. In 2008 he helped found the B.C. Young Farmers, which in-

The second annual Pet Lover Show returns to Abbotsford’s Tradex Feb. 15-16. This year, the Pet Lover Show has doubled its space to 120,000 sq.ft. of exhibits, features, and more. The Pet Lover Show brings together animal lovers and pet owners from across the Lower Mainland, Fraser Valley and the B.C. Interior. It is the one-stop venue for lovers of animals of all shapes and sizes and offers insight into animal behaviour and husbandry, access to unique and practical animal-related products, as well as entertaining live events. Chicken manure incident documentary to be screened in Abbotsford Alex BUTLER Abbotsford News

A film exploring the aftermath of a controversial decision by Abbotsford city staff to dump manure on a site frequented by the homeless will premiere in Abbotsford on Jan. 25. Documentary filmmaker Kevin Miller will show his 44-minute film, The Chicken Manure Incident, at Fresh Wind Christian Fellowship Church at 7 p.m. Miller, who called Abbotsford home for 15 years, calls the film an â€œaccidental documentary.â€? Having previously worked as a writer-director on his films â€“ including Hellbound?, which was recently released on Netflix â€“ he began trying his hand at shooting his own film. He began filming a short profile of Ward Draper, founder of the 5 and 2 Ministries, a faithbased advocacy group for the homeless. While making the profile, Miller received a call from Draper, telling him about the manure dump. â€œNext thing you know, Iâ€™m just following these guys around as theyâ€™re trying to deal with the situation. Suddenly I found myself shooting a documentary.â€? The film follows Draper and Jesse Wegenast of 5 and 2 Ministries in the weeks following the incident. The film also features interviews with Mayor Bruce Banman, Chief Constable Bob Rich and several members of Abbotsfordâ€™s homeless community. Miller said he hopes

UFV men’s hoopsters sweep Wesmen, Bisons

The University of the Fraser Valley men’s basketball team opened the second semester in fine fashion, sweeping a pair of Eastern road games. The Cascades improved to 7-5, tied for second place in the Pacific Division of Canada West, after victories at the Winnipeg Wesmen (6954 on Friday) and the Manitoba Bisons (84-83 on Saturday). UFV shot 9-for-14 from beyond the arc vs. the

Wesmen, with Manny Dulay (4-for-5) leading the way in that department. Kevon Parchment notched 21 points, eight rebounds and six steals, while Kadeem Willis had 13 points and 14 boards. On Saturday, the Bisons had a shot to win at the buzzer, but it did not drop. Jasper Moedt (23 points, 16 rebounds) and

Parchment (22 points) were the top Cascades. Big night for Street Scores OT winner, recalled by Flames A memorable couple of days for Ben Street began with an all-star nod, continued with a slump-busting overtime goal, and ended with an NHL recall. The Coquitlam-born centre, on the heels of being named to the AHL all-star game last Thursday, scored at 3:38 of OT on Saturday to lift the Abbotsford Heat to a 3-2 victory over the San Antonio Rampage. Street’s team-leading 17th goal snapped the Heat’s season-high four-game losing streak, and after the game, he found out he’d been summoned by the Calgary Flames. “Obviously it’s a great honour to be selected for the all-star game,” Street told the Tri-City News. “But STREET . . . I would much rather miss that game for being in the NHL.” Saturday’s victory was Troy Ward’s 100th as head coach of the Heat. He ascended to the top job prior to the 2011-12 season, after serving as an assistant under Jim Playfair in 2010-11. The Heat (24-13-2, 50 points) continue their road trip on Wednesday vs. the Rockford IceHogs.

One of the most common reasons as to why one doesn't cook from scratch more than they currently do is because of how long it takes to prepare ingredients for the meal. Whether it involves slicing, dicing, measuring, or simply getting ingredients out of the fridge and pantry; let's face it, these tasks require some time. In a world of horrible pre-cooked, pre-packaged foods that are meant to enhance the schedule of our busy lives, I thought it would be practical to discuss options to make food preparation easier, rather than avoiding it altogether. There are many things one can do in their kitchen to simplicity this pre-dinner burden. Having to gather fewer ingredients from your pantry not only reduces time, but also makes a recipe easier to approach psychologically too. These tips come from my experience at working in a restaurant. Have a small dish of salt and a pepper mill at your fingertips on the counter at all times. Chances are if you're going to cook, you will need these 2 crucial ingredients. Another great idea is to keep a couple of plastic squeeze bottles of oil handy. One could be filled with healthy no-heat/low-heat oil like extra virgin olive oil, and the other with high heat tolerance oil such as grape seed oil, rice bran oil, or even canola oil. You can also arrange spices/herbs that you enjoy using on a regular basis in decorative containers by the stovetop for ease of use. Imagine how inefficient a restaurant would be if they had to gather ingredients from around the kitchen for each meal they prepare. Think like a restaurant and you'll perform like one. Reduce clutter and always have a prep area ready and waiting. Every kitchen should have an open area in close proximity to where the kitchen knives are kept reserved for a pulling out a cutting board. If preparing

every meal includes a task of de-cluttering your countertops, the chances are greater that you will not bother to cook to begin with. If you currently keep your knives in a knife block, then a wall-mounted magnetic strip for your knives may be the perfect solution to creating this vacant counter space. A beautiful wood cutting board that you are proud to show off in a permanent location also makes it easier to get started. General accessibility of all cooking utensils, including pots and pans, will also play a big part of your successes in the kitchen. Take some time to reorganize based on your cooking habits and everything will fall into place in a much more efficient manner. Start a collection of recipes that you not only love to eat, but also are comfortable to prepare. Maybe arrange them in a tablet that you keep in the kitchen or printed in a binder with plastic page covers to make them splatter proof. The decision making process of "what to make" can become one of the largest time wasters when it comes to preparing a meal. We all have a collection of cookbooks, but we need to take one step farther and create our own assortment of recipes from these books that we know and love. A quick flip through this customized compilation will get you moving in the right direction a lot faster. Lastly, consider taking a knife skills course. Chances are you have a kitchen and plan to continue eating food the rest of your life, so the small cost amount of such a course will be an investment and pay you back one hundred fold. This will be a saving of not only your future time, but also your future health as well: Whenever one cooks from scratch, there is a greater ability to control ingredients and ultimately what goes into your body. Helga Frieda Bahls NOVEMBER 6, 1937 – DECEMBER 31, 2013 Her Smile Though her smile is gone forever and her hand I cannot touch I still have so many memories Of the one I loved so much. Her memory is now my keepsake Which with I’ll never part. God has her in his keeping I have her in my heart. Sadly missed but never forgotten. Helga Bahls of Abbotsford, BC left us suddenly on December 31st, 2013. She was a beloved wife, mother, grandmother, sister and friend. She was born November 6, 1937 in Danzig, Germany. She married Horst Bahls on June 6, 1957 and they immigrated to Canada in 1958. They settled in Kitimat, BC and raised their two children. In 1982, they moved to Sandspit, BC where Helga helped to manage a grocery store and clothing store before they retired to Abbotsford in 1988.

NEUFELD, Adina Adina Neufeld passed away peacefully with her family by her side on January 11th, 2014, just 4 days before her 89th birthday. She is survived by her children, Leane Neufeld, Dietrich Neufeld (Marlene), John Neufeld (Kathy), Eleanore Martin (Darrell); nine grandchildren and six great-grandchildren. Jeanne passed away suddenly but peacefully in Yuma, Arizona. Jeanne was the beloved wife, companion and best friend of Barry DeRosier of Summerland, adored mother of Neil Bernstien, of New Westminister, Deanna DeRosier (Lance) of Mission and Trina DeRosier of Summerland. Loved and cherished Oma of grandchildren, Michael, Melyssa, Christopher, George, Nikkita and Robert and great grandchildren, Eva and Olivia. Jeanne was predeceased by her parents Ted and Dora Moilliet as well as her brother Eric (2003) and sister Linda (2009). Jeanne will be lovingly missed, and always loved, by sisters Joyce Lovelace (Bill), Sundre Ab., Mary Moilliet (Tom) Kaleden and Madeline Moilliet of Vernon and many nieces and nephews. Jeanne was born in Kamloops, BC and lived on the family ranch in Vavenby until she was 11. In 1960 the family moved to Vernon and then in 1964 moved to Summerland where Jeanne met Barry DeRosier, they fell in love and married in 1968, together having three children, Neil, Deanna and Trina. Barry and Jeanne’s career with the Overwaitea Food Group, took them to ten communities in BC, where Jeanne was a loyal and strong supporter. Jeanne managed all related personal moving requirements for these transfers. Jeanne made many friends in all the communities they moved to and kept in touch with many over the years. Jeanne’s unconditional love of life, family and friends, bubbling personality and contagious laugh will be deeply missed by all who knew her. After retiring in 2008, Jeanne and Barry moved back to Summerland in 2011. Jeanne was also a recent survivor of breast cancer in 2013. There will be a service and celebration of life Saturday March 29th 2014 at 2:00 p.m., at the Holy Child Catholic Church in Summerland BC. In lieu of flowers, donations to the BC Cancer Society or Heart and Stroke Foundation would be appreciated.

Helga was an active member of the Peace Lutheran Church and volunteered many hours for the Abbotsford Regional Hospital auxiliary. She loved to travel, garden, spend time with her family and friends, watch tennis, read and bake delicious stollen. Helga had a “can do” personality and was a very loving and caring person who never hesitated to help her family and friends. She will be truly missed by all who knew and loved her.

Esther Mary Harrison (1924-2014)

Smithers, B.C. which they ran for a number of years selling it to move to Abbotsford. In 1964 they purchased “The Atangard Hotel” on the corner of Essendene Avenue and West Railway. Within a year they had completely renovated the building and renamed the hotel “The Fraser Valley Inn”. Selling the “FVI” in 1972 semi-retirement was in Esther’s future for a few years. During this time she enjoyed life on the farm on McCallum Road and learned to oil paint. Esther became a very accomplished artist mastering beautiful landscapes, floral paintings and wildlife. Esther was also active as an Eastern Star member and many community functions throughout the years. Being on her own again in 1977, Esther headed back into the hotel business. An accomplished businesswoman she purchased the “Park Hotel” on Pauline Street in Abbotsford. Esther Mary Harrison, late of Abbotsford, B.C. passed away peacefully to Heaven surrounded by her family on December 26, 2013 at the age of 89. Predeceased by her husband E.W. (Bill) Harrison. She will be remembered fondly and missed deeply by her children, Bob (Karen) of Mississippi, daughter Debbie and son-in-law Jeff Paul of Aldergrove. Grandchildren Billy, Ken and Ricky, five great-grandchildren and sisters Shirley and Jean. Born in Indian Head, Saskatchewan on December 2, 1924, Esther made her way to B.C. in 1939 and began working soon afterward for B.C. Tel in Vancouver. Esther was promoted to become the youngest person to operate overseas calls out of Vancouver at the time. Following her city days Esther moved to the town of Quesnel. Esther grew to understand and love the business world operating a logging company, bus service and a boarding house over time. Esther is best known however as a Hotelier. Owning and operating small hotels in Smithers, and Abbotsford, B.C. for over 30 years. In 1957 Esther met her dear husband Bill Harrison and was married in 1959. Esther and Bill purchased a small hotel in

Esther became the first woman to own and manage her own hotel in British Columbia! Esther ran the (Kee Hotel) Park Inn as it was later named, for 16 years. Over the many years substantial renovations were done on the hotel, incorporating the “Mardi Gras” in the pub, a beautiful restaurant and her final addition was the Cold Beer & Wine Store in 1990. Esther sold the Park Inn and retired in 1991, after which she could be found regularly on Friday afternoons carving Baron of Beef at her daughter Debbie and son-in-law Jeff’s pubs in Chilliwack and Aldergrove. Esther was a mentor to many people who worked for her, always working hard to make her premises a place you could feel welcome and comfortable and a tribute to the town she chose as home. Her hair always beautiful and her high heels on, life revolved around her family and her business, Esther will be deeply missed by many but lives on in many well told “Esther Stories”. A Celebration of Life will be held on Tuesday, January 21, 2014 at 11:00 am at Henderson’s Funeral Home, 34537 Marshall Road, Abbotsford, B.C. followed by a reception at the same location.
