A Mission pastor is at the heart of a growing effort to meet the needs of the city’s most vulnerable at one centralized spot. Hope Central now provides 12 meals per week and organizers of the make-shift program have big plans for the future. “We started about 14 years ago as a church hauling wagons up and down the alleys in Mission to people who didn’t have food,” said Greg Elford, pastor with New Heights Church, located at Hope Central on North Railway Avenue. New Heights became more involved after meeting people in need. It partnered with the Union Gospel Mission to provide three or four weekly meals and a drop-in program. When Union Gospel closed its drop-in in August 2012 after more than two decades in operation, Elford saw a void. “We noticed that the Union Gospel had really been a vital part of sustaining food for many people,” said Elford. He called on agencies, churches, community members, the city, and the RCMP for a meeting to analyze the gaps and brainstorm a solution. New Heights emerged as a natural place to re-open a drop-in and meal program. But Elford didn’t just resume where Union Gos-

He has greatly expanded support, and Hope Central now provides six cooked breakfasts and six suppers each week yearround. The church hired a coordinator, Carrie Prentice, and has Hope Central on a threestage plan: relief, rehabilitation, and development. Relief was this first year of providing meals and basic supplies, such as toiletries. About 13 churches are represented in volunteers, and different businesses in town, from homegrown bakeries to big box stores

One of our big goals is breaking down barriers between people in the community. Greg Elford, New Heights pastor donate food to feed 40-60 people per sitting. Funding is through private donations and grants. The next step is rehabilitation, which Hope Central is just starting. Elford, Prentice, and dozens of volunteers are opening the centre as a drop-in starting in January.

“A lot of people use the facility as their home base … We’re offering community as well as food and a warm place to be,” said Elford. People will be welcomed to hang out, relax, and take part in services that can move them ahead. “Because we have such a

consistent clientele, or participants as we call them, we figured there’s an opportunity to introduce the people we have credibility with to services that can actually help them make some progress in their lives,” said Elford. “Our hope is to invite all the different agencies in the city that work with people on the street, or could work with them, but have no access to them, to come and be part of our drop-in program.” Elford is in talks with different agencies to provide advocacy work, life skills

training, literacy, budgeting, computer access, haircutting services, and cooking classes. One agency might also provide care for people’s feet; as Elford explained, the homeless spend long days outside in the rain, and their feet are often in poor shape. Elford wants to see businesses and service groups working alongside community agencies at Hope Central to help people improve their lives. “One of our big goals is breaking down barriers between people in the community,” said Elford. Always thinking about how to move people out of poverty permanently, Hope Central has started a unique strategy to foster a sense of ownership among its visitors. People who use services are invited to participate in the maintenance of the place – sweep the floor, clean the bathroom, etc. – in exchange for a ballot in a draw to win a monthly gift card. Hope Central has placed a large paper tree on the wall, with volunteers and participants tracing their hands on opposite sides. Organizers measure success by how many participants end up also tracing their hands as volunteers. Mission Christmas Bureau volunteers handed out close to 700 food hampers and gifts to local families this year, but only reached about half of the organization’s fundraising goal. This week, as bureau coordinator Phil Hope closes down the temporary office at the Junction Mall, he is thanking all the volunteers and donors for their help. “We are so grateful,” he said. In the week leading up to Christmas, Interwrap invited Hope to its Christmas luncheon and presented him with a $3,300 cheque. On Dec. 19, the bureau also received a $2,850 cheque from the Mission Chamber of Commerce. The annual Christmas at the Clarke concert was also successful, noted Hope, but the event’s final donation results have not yet been tallied. Proceeds from the evening are split between the Christmas Bureau and the Women’s Resource Society of the Fraser Valley. “We really appreciate what John Agnew (concert producer) does every year,” said Hope.

Water meter advocate Coun. Jeff Jewell isn’t giving up on establishing a program in Mission to measure how much water is being used in each home. At a special council meeting Dec. 18, he convinced his colleagues to take another step in that direction by implementing a sample metering program to measure the water consumption of older homes. Before the pilot project can begin, district staff must investigate the costs and from which budget the funds will be drawn. While Jewell would have preferred to put at least a voluntary metering program in place, he said the move is progress. The main issue isn’t about meters or the cost of imple-

menting them, said Jewell. “It’s about being equitable.” Residents already measure and pay for hydro and gas usage, and they should do the same with water, he noted, adding meters will bring fairness to taxpayers, the City of Abbotsford, with whom Mission has a partnership when it comes to water and sewer services, and the next generation. Jewell explained the current generation of residents hasn’t had to make a big investment in water because the infrastructure that is currently in place was paid for by the previous generation. The councillor believes two out of three Mission residents are being overcharged for their water use because Abbotsford-Mission Water Sewer Commission data shows the average Mission

The newer residences are likely equipped with energy-saving appliances and low-flow systems, reasoned Coun. Larry Nundal, who suggested houses in the West Heights area, which already have meters, be used in the study. “It’s mid-point housing,” said Nundal. City of Surrey implemented a voluntary metering program more than 10 years ago while requiring all new construction to install water meters. “The program is well re-

ceived,” said Jeff Arason, Surrey’s manager of utilities. “Year after year, more people are signing up.” Residents in older homes who don’t have a meter pay a flat rate, which is determined each year by the amount of water not measured. On average, residents in Surrey homes with meters use about 400 cubic metres of water annually, while unmetered customers use about 750 cubic metres. Volunteers are generally the low-water users, and over time, it gets more expensive for the unmetered ones, noted Arason. Surrey provides the meters, but the cost is incorporated into the annual utility bill payment. Surrey promotes the program through advertising and social media, but doesn’t have plans to make meters mandatory.

Province’s top young athletes come to Mission Feb. 20-23 for BC Winter Games Carol Aun Mission Record

Elsie Lightburn has always liked sports. As a young girl, she loved track and field and field hockey. As she got older, she became a lifeguard and taught young children not to fear water. Now at 91 years old, it was

only natural the active senior volunteered to help out at the B.C. Winter Games in February next year. “I like to volunteer,” said Lightburn. “I can’t stand long, but I thought if I could do something, I would.” Lightburn doesn’t know how she’ll be helping yet. She has lived in Mission since

1946 and believes she would be a natural at welcoming guests and offering advice on local attractions. She makes friends every day with her warm smile and friendly eyes, keeping her socially active. Mission is hosting the B.C. Winter Games Feb. 2023. Hundreds of volunteers

Society office named in honour of local family The Mission Hospice Society’s Hillcrest Street residence was renamed the Rock Family Hospice House Dec. 12 in honour of the local family’s assistance. The Rocks purchased the home, renovated it, and paid for all municipal permits for the work, and have now offered it to the society for a low monthly rent. The event also recognized the efforts of Lillian Dudfield, after whom the resource room was named. The open house drew in dozens of local residents who came to explore the new facility, which serves as the society’s administration offices, and the location for bereavement and volunteer training programs. Also honoured was John Retallick, who donated more than 220 hours of his time doing all the renovations. SaveOn-Foods donated a $5,000 gift card for

Time to meter water Mission council voted in favour last Wednesday of proceeding with a pilot program which will bring the district one step closer to water metering. Coun. Jeff Jewell succeeded in convincing other local politicians to go ahead with the initiative, which will see a sample metering program implemented to measure water consumption in older homes, as newer homes are already metered. It’s an encouraging step forward, but remains a small advance of an issue that is so fundamentally important. The District of Mission is one of the few communities in the Lower Mainland/Fraser Valley which does not meter water use in all homes. Given the preciousness of this finite resource, it’s time Mission gets fully on board and leaves

behind the flat-rate fee entirely. We see this as a simple matter of fairness and efficiency. If you use more, pay more. If you’re cautious with water usage, you should be rewarded with lower utility bills. Mission and Abbotsford share a water system, and since our neighbours to the south are metered, they can say unequivocally how much they use, which compels Mission to pay the remainder of the tab. Water metering is the next logical step, and one that is overdue. To rebel against this common and well-received practice is illogical. Numerous communities have demonstrated that installing meters on homes reduces usage, and this is something for which we should all strive.

B.C. Views After a whirlwind year that started with a come-from-behind election win, Premier Christy Clark sat down with me for the traditional year-end interview in her Victoria office. Here are excerpts from that discussion. A longer version with video can be found under the Opinion tab of this newspaper’s website. TF: Premier, you surprised a few people this year. What surprised you the most about 2013? PCC: I guess it was the disconnect between the pollsters and the pundits, and the public. I did have a sense all the time that the citizens were thinking something different in the run-up to the election campaign. I wondered, am I missing something here, or are they missing something? And I guess it turned out that it wasn’t me that was missing something.

TF: The liquefied natural gas export project is going to use a lot of natural gas, especially in the early years. Will B.C.’s greenhouse gas reduction targets [20 per cent reduction by 2020, 80 per cent by 2050] have to be changed? PCC: I don’t have a clear answer on that yet. We are working with the companies on exactly how we are going to structure their environmental commitments and costs, and their electricity costs versus using gas, the total royalty tax regime. We’re looking at that as one package. However that turns out, though, this opportunity to export natural gas to Asia is the single biggest opportunity we have ever had as a province to reduce greenhouse gas emissions around the world. In shipping this to China, we are going to help them wean themselves off some of the dirtiest coal anybody’s burning anywhere in the world.

TF: If B.C. is going to get credit for displacing coal use in Asia, shouldn’t B.C.’s coal exports, even though it’s metallurgical coal, count in our greenhouse gas total as well? PCC: I know that the academics and pundits are going to get all mired in competing sets of numbers and studies. For me, we have a chance to do good for the world, and we’re going to take it.

TF: On oil pipelines, your agreement in November with Alberta Premier Alison Redford involves B.C. supporting her effort for a national energy strategy. What do you see it doing in the future? PCC: The big idea that she’s trying to pursue with that is a strategy that will connect us east to west in energy. Energy grids are much better connected north to south than they are east to west. So she’s trying to pursue a pan-Canadian strategy for the exchange of energy, whether that’s hydroelectricity or natural gas or

TF: There’s a perception out there, fuelled by the opposition, that you campaigned against oil pipelines and now you’re turning the tanker around, as it were, to be in support of them. What do you say to that? PCC: It’s typical of the other guys to reinterpret and misquote. That’s what they do. They’re in opposition. What I said was, we have five conditions that must be met in order for heavy oil to be considered to go ahead in British Columbia. That has not changed. The five conditions remain in place. Pay it Forward program raises $2,350 for Christmas Bureau Mission shoppers helped raise $2,350 for the Christmas Bureau this year through the Chamber of Commerce’s Pay it Forward program. Over the last month, the business group thanked local shoppers for supporting Mission businesses by donating five cents for every receipt collected to the Christmas Bureau. Volunteers counted the 46,986 receipts and the Chamber topped off the donation with an additional $500, bringing the total to $2,850. Chamber vice-president Anne Harper presented the cheque to Mission Community Services Society (which operates the Christmas Bureau) chair Bob Ingram and executive director Sanjay Gulati at the chamber’s annual Christmas luncheon Dec. 19. “We are happy to see that residents continue to value and support local businesses by choosing to shop local,” said Sean Melia, Chamber president.

MAKING AND BREAKING NEW YEAR’S RESOLUTIONS What new year’s resolutions should we make for the year 2001? The usual ones like trying to exercise more, going on a diet, or giving something up, just do not seem to work that well with most people. I very seldom get past January before my determined resolutions have gone along the wayside. Perhaps we should make resolutions that are not so demanding and that are more enjoyable for everyone. For example, we could try to be more positive and expect only good things to happen to us; every day we could tell our spouse that we love them; we could try to be a better listener and not do all of the talking; we could say something nice to someone each day; we could pray, praise and thank God throughout each day for all of His many blessings; and we could try to live a better life and set good examples for our family, friends and coworkers. Although making and breaking our new year’s resolutions helps to show us our faults and shortcomings, by following the love of our Lord and striving each day to be a better person, we will meet with God’s approval.

Fees persuade most smart meter holdouts BC Hydro’s imposition of manual meter reading fees has persuaded most holdouts to accept a wireless smart meter. BC Hydro imposed a $35 monthly fee starting Dec. 1 for customers who refuse to part

with their mechanical electricity meters, after offering the 68,000 customers who still had them the option of accepting the new meter with the radio transmission function on or off. BC Hydro reported the results this week

to the B.C. Utilities Commission (BCUC), which is reviewing the fees. More than 48,000 customers chose the smart meter to avoid the meter reading fee. Another 450 chose the radio-off meter, which comes with a $100

setup fee and $20 a month starting April 1 to cover costs of collecting readings. Another 6,270 customers chose to keep their mechanical meters, and 13,110 more did not respond to BC Hydro’s letters, so they

pages. Claims of health effects from wireless meter transmissions have been rejected by health authorities, and also by the BCUC in a review of FortisBC’s wireless meter program. BCUC found that the radio frequency signal from a bank of smart meters is less than 10 per cent of the natural background level, and a tiny fraction of the exposure from a cellular phone. Citizens for Safe Technology, one of the more active opponents of the wireless grid, was represented at the FortisBC hearings by Donald Maisch. BCUC rejected Maisch’s claims of health hazards, noting that Maisch’s “consulting livelihood depends on public fears and concerns about radio frequency exposure.”

Better at Home The Better At Home Program has arrived in Mission. The program assists seniors with simple day-to-day tasks so that they can continue to live independently in their own homes and remain connected to their communities. Mission Community Services Society will start to role out services in mid-January 2014. The initial services will include friendly visitor, grocery shopping and transportation. Members of the Mission Seniors Centre Association have made a number of pledges for 2014, including improve health, keep breathing, walk more, renovate property, and volunteer to help fellow seniors

Sharing Christmas stories at annual LLCS tea event

bout 60 people attended Lifetime Learning Centre Society’s annual Christmas Tea on Wednesday, Dec. 4. Many local seniors and Fraserview Learning Centre students were dressed in their Christmas finery in another event that featured multigenerational programming. The youth not only helped decorate our room, they contributed the amazingly complex looking 3D snowflakes jauntily hanging from various overhead fixtures. The Christmas tea is an interesting venue that brings together two age groups who are usually polarized in today’s society. I began the Christmas memories section of the program by sharing a childhood memory entitled The Red Bearded Imposter. It was a time when my father was away on business for two months but

returned in time for Christmas Eve. What made it memorable was that I was sure because of the red beard he had grown while away that he was an imposter; until he said something I knew no one else would know. There were other stories shared, including a hilarious and entertaining one from Ian which I would call The Christmas Coniferous Cutting Caper. The main character, who shall remain unnamed, cut a tree from a certain forbidden location which resulted in making it the most expensive one he ever cut. The program was enriched by a joyous musical element and many people mingled for quite some after the official program was over. Thank you to everyone who put it together.

INTRODUCTION Elsie was born in Chilliwack and grew up in Burnaby. She moved to Mission in 1946 after marrying Jack. She created a home for Jack and their three children while volunteering around the community. Lightburn Park, located at Christie Avenue and Phelps Avenue in 2003, was named after her family.

VOLUNTEER Elsie has been volunteering in Mission since her children were little She has been involved with Brownies and Girl Guides, and as a lifeguard, also taught young children not to be afraid of the water. Elsie was involved with the Mission Granite Curling Club and Mission Hospice Society. She is a lifetime member of the Old Age Pensioners Organization and the Mission Granite Club. In 2009, she was inducted into the Paths and Pathfinders: Women of Mission program. She is now on the list to volunteer with the BC Winter Games in February.

KEEPING ACTIVE At 91 years old, Elsie still drives. She tries to walk every day, socialize, and participate in many activities organized by Carrington House.

Double the garbage permitted on collection day after Christmas Please note that both the Mission Landfill and the Recycling Depot will be closing at 3 p.m. on New Year’s Eve. Both facilities will also be closed on New Year’s Day. Holidays that fall on weekdays cause the collection schedule to move ahead. As every year, residents within the curbside collection area will be able to place double the regular amount of garbage at the curb during the week following Christmas. For the purposes of this special collection arrangement, it will be acceptable to set out additional garbage in bags, for a total of two bins and two bags. Please make as much use of Mission’s recycling and composting programs as possible this holiday season. Remember that all

food waste should be separated from the regular garbage and placed in your Rot Pot or yard waste bin. Compostable food waste includes meat, bones, bread, all table scraps and paper napkins. Please store your Rot Pot, garbage bins, yard waste containers and blue bags inside or in a wildlife resistant enclosure until the morning of collection to avoid luring bears and other wildlife into residential neighbourhoods. Bears are attracted by smells and will investigate anything they perceive as a potential food source. Bears that continue to find a food source in residential garbage, bird feeders or pet food left outside will not go into hibernation. Gift wrap, due to its ink content and low paper grade, is not recyclable.

Consider making the packaging part of the gift by wrapping presents in tea towels, scarves, reusable tins or boxes. Please also note that Styrofoam is not recyclable and should be avoided whenever possible or placed with the garbage. Each year, the District of Mission includes a limited amount of funding in its annual budget to provide grants in support of Mission based community groups engaged in arts, cultural, recreational or social services activities. All grant applications received are reviewed by the Municipal Grants Select Committee, which subsequently makes recommendations to Council regarding grant awards and amounts. The deadline for submitting completed grant applications to the District of Mission is March 1 of each year. Incomplete applications cannot be considered, and therefore applicants are encouraged to apply as early as possible to ensure that their applications are complete before the deadline. Mission’s Samantha Stroman has garnered national interest in her unique – and by her own admission, a little “alien” – fashion design. The Vancouver Community College student is one of 25 finalists in Canada’s Breakthrough Designers competition run by textile distribution company Télio. Aspiring fashion design-

ers from 23 Canadian schools compete for five scholarships valued between $2,000 and $5,000. Under this year’s theme of textures, Stroman sketched a dress and cloak from the selection of black, white, and grey fabrics. the film era between the wars in Germany, specifically Nosferatu and Metropolis,” said Stroman. “With that, I designed a short little A-line dress, sleeveless, and a big cape that has really high peaked shoulders and a really high collar.” Stroman comes from a film background, with her dad in the industry and herself previously working in a locations department. Not yet graduated from VCC, Stroman already manages her own business, called Eternally Waisted, creating custom corsetry. Stroman has two months to make the final garment for Canada’s Breakthrough Designers from Télio-supplied fabrics. Her final pieces will drape models at the runway during Montreal Fashion Week in February 2014.

HAMM, Helen (nee Krause) Feb 27, 1921Dec 21, 2013 Helen passed away peacefully on December 21, 2013. Predeceased by her husband Henry, sister Susie and brothers Pete and John. Survived by her sister Annie and her six cherished children: Hank, Art (Cindy), Phyllis, Rick, Shirley and Rob (Jill); 15 grandchildren, 18 great-grandchildren, and many nieces and nephews. Originally from Russia, Helen’s family immigrated to Canada in 1924. She married Henry Hamm in 1944. They lived in various locations in Manitoba, then Aldergrove, Fort St. John, Kamloops, Nanaimo and Clearbrook. Helen treasured her family, and never failed to make friends wherever she went. She was a woman of deep faith and prayer. The family thanks the dedicated staff at Tabor Home for caring for Mom. Please donate to Tabor Home Society, 31944 Sunrise Crescent, Abbotsford, BC V2T 1N5. Our beautiful Mom, Mary Guest, age 93, danced off to meet Dad (Harry Guest) on Thursday December 13, 2013. Mom was born to Percy and Mary Jane Hallam in Vancouver, BC in 1920. They soon moved to Anyox, a boom town on the shores of Observatory Inlet. In 1926 the family moved to the farm in Hatzic Prairie. It was in there that Mom’s empathetic nature and grace earned the first of her many lifelong friends; many of whom she joined last week. She loved school and learning and continued this pursuit at Royal Columbian Hospital where she became a Registered Nurse in 1942 and later practiced her much loved and acute skills at Lions Gate Hospital in North Vancouver. Mom moved to Mission when she and Harry were married in 1945. She practiced private nursing in Mission Memorial Hospital. Mary and Harry raised 5 beautiful girls Mary Lou (Neil Bond), Barbara, Beverly, Elizabeth (Rod Coote) and Patricia (Walter Ross). Mary’s calm serenity and nurturing personality although sorely tested by the “girls” continued on the “farm” where they moved in 1971. Mary inspired every one she met to be just a little better the next time around. There are incalculable moments of adjustments, some minute and some huge as the result of Mom’s interjection, desired or not, into everyone she touched. The Christmas trees even stood straighter and greener when Mom went to do the inspections ensuring her loyal friends and customers were getting the best. Mom and Dad were rightly proud of the green oasis they grew in Ferndale as they spent their last years growing the best Christmas trees in the valley and sharing Christmas memories with many new friends and family. Mom continued on at the farm working another Christmas after Harry died in 2010. In October, 2011 she and Goldie moved in with one of her daughters and her family to Peachland, BC where she developed and inspired new friends even as she was fading. Mary is survived by 4 daughters, 7 grandchildren, numerous great grandchildren, loving sister-in-law Rosita Hallam and her family and Rita and David Pink of Britain. She is predeceased by her soul mate Harry, her faithful brother Phillip her beautiful daughter Elizabeth and her beloved granddaughter, Rio. Memorial will be held at 2 pm February 8, 2014 at St. Andrew’s United Church, 7756 Grand Street, Mission, BC V2V 3T3 with a tea to follow. Memories may be shared online at Dignity Memorial Donations may be made to the Lookout Society http://lookoutsociety.ca or any charity of your choice.
