Cougar on the prowl Officials close provincial park as a precaution CANDACE WU news@pqbnews.com

Englishman River Falls Provincial Park is closed until Friday at the earliest after three cougar encounters Conservation Officer Steve Ackles called “highly unusual.” “It’s more of a precaution,” said Ackles of the park closure which began the morning of Sunday, Dec. 21. According to Ackles, the first sighting was reported Dec. 17 at approximately 1:30 p.m. “A resident was out walking his dog when he noticed he was being followed by a cougar,” he said. “The cougar followed him across the lower bridge, and when he went into the outhouse the cougar circled it once, maybe twice and then moved on.” The second encounter was reported approximately an hour later, said Ackles. “Two individuals were walking a dog and had an encounter with a cougar on the other side of the park,” he explained. “The individuals said the cougar’s primary focus was on their dogs.” On Dec. 20 at approximately 3:15 p.m., Ackles said he received another report, this time from a mountain biker riding the Hammerfest trails with his dog, located just 400 metres from Englishman River Falls Park. “The biker described a similar experience, saying the cougar was more focused on his dog,” said Ackles. “More than likely, it was the same cougar in all three instances.” Although Ackles maintains the cougar showed no aggression towards the people, he said the animal’s behavior was still atypical. NEW FIRE HALL SITE IN QUALICUM BEACH

Parkland revelation ‘not an issue’ JOHN HARDING

editor@pqbnews.com

Qualicum Beach town council has awarded a grubbing contract for the new fire hall despite concerns being raised by residents about parkland on the site near the roundabout. At a special meeting Dec. 18, council awarded the site clearing, grubbing and grading contract to Locar Industries Ltd. for $157,893.75. The minutes of the meeting suggest council discussed the fact about one-third of the site is designated as parkland, deeded to the town as part of a subdivision deal years ago. De-

spite numerous discussions at council meetings, open houses and information meetings related to the fire hall, the issue of the parkland hadn’t been openly discussed. “Staff explained that a portion of the new fire hall site is designated as parkland, and that it has always been a part of the workplan to reconfigure or relocate this portion of park,” said the portion of the minutes released by the town last week. “There are two ways that the parkland can be amended by a municipality, and town is proceeding with the process so that it is

finished before construction begins.” Last week, Qualicum Beach resident Tony Wilde wrote The NEWS to express his parkland-related concerns about the site for the new $6 million fire hall. “There’s a lot of wildlife in there,” wrote Wilde. “It’s not just a piece of scrubland. (The new fire hall) is in the wrong location.” After the story broke in the Dec. 19 edition of The NEWS, Coun. Dave Willie said the project won’t be derailed or delayed by the parkland debate. Group seeking foster homes for dogs

Vancouver Island-based Angels Under Our Wings (AUOW) cocker spaniel rescue says it is urgently seeking foster and adoptive homes in Parksville Qualicum Beach. This non-profit organization says it is dedicated to rescuing cocker spaniels locally, as well as focussing on high-kill shelters, where there is a greater need. “Over the last few weeks, we have seen a decline in both adoption and fostering applications, as well as a dip in donations,” said AUOW founder Lisa Atterby, adding that the organization is at full capacity with 20 dogs available for adoption. Atterby said times are tough, especially around the holiday season when dogs tend to get ‘returned’ as unwanted Christmas gifts. Several AUOW adopters, volunteers, and rescue dogs already live in the Parksville Qualicum Beach area, and the organization says it is hoping to find more homes for these dogs, all of which are spayed or neutered. Cocker spaniels are not recommended for families with young children. Local residents can get more information about adoption and the organization itself by visiting: www.angelsunderourwings.com or e-mail: Lisa3@telus.net. — Submitted by Brenda Jones

Englishman River Falls Provincial Park is closed for the holidays following three highly unusual cougar encounters this week.

Trap set in provincial park

ContinuEd FROm PAGE A1

“Following people for long periods of time despite their yelling and waving their hands is unusual behavior for a cougar,” he said. The entrance gate to the park is now closed and the area is taped off. A handwritten sign reads, “Park closed, conservation officers active in park. No people. No dogs.” Conservation officers have set up a live trap in the park, and plan on setting up at least one more. However, due to the changing weather conditions Ackles said it has been difficult tracking down the cougar. When the snow melts it takes the cougars tracks and scent with it, he said.

Englishman River Falls is slated to re-open Dec. 27 if there are no further cougar sightings. Ackles reminds the public to practice proper behavior on the chance that they come across a cougar. “Do not ever turn your back to a cougar,” he said. “Look it in the eye and back away.” Ackles asks anyone who has an unusual encounter with a cougar that threatens public safety to contact the 24-hour report line at 1-877-952-7277 immediately. For more information on how to prepare for encounters with cougars visit http://www.env. gov.bc.ca/cos/index.htm#.

Businesses lend a hand Elderly couple left in cold after contractor bankrupts in middle of renovations AUREN RUVINSKY writer@pqbnews.com

Parksville businesses are leading the way in helping a Nanaimo woman whose house renovation contractor went bankrupt. Dan Poirier of Parksville’s Poirier Painting had been involved as the paint contractor on the Nanaimo house when the main contractor filed for bankruptcy, leaving the house gutted to the bare rafters. “Dan’s definitely got wings on his shoulders, he’s been an angel organizing this all,” said homeowner Ramona Passarello. Passarello said she was crushed by the initial problem, but she said she is now overwhelmed by the show of support from the local construction industry. Poirier told Passarello he’d stay on and make sure the work got done and he’s been busy ever since drumming up donations and support. “It’s like it’s his full-time job,” Passarello said. After a piece ran on CHEK-TV, Passarello said she was flooded with offers of material and/or labour, but that was daunting since, as she pointed out, “I’m not a project manager, I had no idea how to put it all together.” As the weather turned and rain was flooding through the half-removed roof, she said another angel stepped in — Mike Klassen, owner of Parksville’s Whole Show Restorations, who offered to act as project manager and help co-ordinate what needed to be done and how to best use the help offered. Passarello said Cloverdale Paint has offered to provide the paint and United Flooring the floors. If people are still looking to help they could use insulation, drywall, lumber, bathroom fixtures, electrical supplies and eventually grass seed she said. She said that while originally the work was supposed to be done by mid-December at this point she’ll be happy if it can at least be sealed up dry and safe by Christmas for her parents who live in the house. People can contact her directly at 1-2503824 and she will co-ordinate with Klassen.

New year opens with Polar Bear Swim Organizers are urging participants to take proper precautions CANDACE WU news@pqbnews.com

Residents will once again have a chance to ring in 2014 with a refreshing dip in the ocean. “It’s a great way to start off the year,” said aquatic programmer with the Regional District of Nanaimo, Anne Porteous. The 24th annual Polar Bear Splash

takes place Wednesday, Jan. 1. Registration opens at 11.30 a.m. with the swim slated for noon at Parksville Community Beach. The event is free of charge. Residents are welcome to come as participants, spectators or volunteers. “The event has been growing since we started it in 1990,” said Porteous, adding that last year approximately 200 people came out to jump, with more than 100 spectating. Porteous reminds participants to bring water shoes and extra towels for the event. Additionally, she cautions participants to be aware of their alco-

hol consumption the evening before the swim for safety reasons. The Polar Bear Swim is organized by the RDN and supported by local services. As the safety of the swimmers is paramount, members of the Arrowsmith Search and Rescue water rescue team will once again be in the water and on the beach to provide assistance and encouragement. Hot beverages and snacks will be available on a donation basis. Parksville Fire Department firefighters / first responders will also be present to provide on-shore medical-aid. For more information call Ravensong Aquatic Centre at 250-752-5014.

Next council meeting scheduled for civic centre Jan. 13 continued from page B1

“It’s not an issue, but I think it should have been mentioned at the public meeting,” said Willie. “That would have been the right way to do it. But it’s

not zoned for park, and it’s not Crown land.” Town council’s next regular meeting is scheduled for Monday, Jan. 13 at 7 p.m.

at the civic centre. • Also at council’s special meeting Dec. 18, a development permit to add 528 square feet to the north side of Hang-

er No. 8 at Qualicum Beach Airport (Sunwest Helicopters) for the purpose of adding a washroom and additional storage was approved.

An elderly woman became stuck under a car, after the car backed over her in a parking lot one block off the Island Highway in downtown Parksville on April 5, 2013. It happened in the Vancouver Island Health Authority parking lot across from The NEWS office at 1 p.m. News staff heard screaming and those with first-aid training rushed to her aid. First responders arrived shortly after and lifted the car off the elderly woman. She was then transferred to an ambulance and taken to Nanaimo hospital. A police officer at the scene said the woman was talking and breathing and seemed to be in relatively good condition, but sustained a lower-leg injury.

2013 — Year in Review

Editor’s note: our staff has spent some time looking back at 2013 and we are pleased to present highlights from The NEWS in this 2013—Year in Review special. Today, we look at the months of April-June. In our Dec. 31 edition we will present highlights from July-September and our Jan. 2 paper will have October-December. Thank-you for all your support this year and best wishes to all for a happy and healthy 2014. April 2 • The work of the Parksville Qualicum Beach Tourism Association (PQBTA) is “critical” to the financial health of our region and should be better supported by the municipality, said a Parksville city councillor. More than 77 per cent of the association’s 2012 revenue of $528,000 came from a two per cent hotel tax (which is up for renewal through the provincial government in 2014). About 10 per cent came from fees and surcharges, including those from member businesses and municipalities like Parksville. The focus for 2013 will be getting tourists to look at visiting smaller centres once they have enjoyed the amenities in Parksville and Qualicum Beach. • Although he didn’t get an investment from stars of The Dragon’s Den, Errington’s Colin Catton said appearing on the TV show was an excellent experience for him and his invention The Buddyrider Pet Seat. In the end, the Dragons cited a couple reasons for not jumping on board with The Buddyrider: too many of the products would have to be sold to get their investment back, and there was too small a market for them. Catton said since the show aired they’ve sold

out of stock in Canada. They formed a company in the United States and their next plan of attack will be an advertising campaign down there, he said, “and then the rest of the world.”

April 4 Pheasant Glen Golf Resort asked the Town of Qualicum Beach to approve the first step in its plans to provide a mixture of housing and resort amenities. The application, which was expected to appear before council by the end of April, asked for the town to approve the subdivision of lands at Pheasant Glen, basically setting aside for development land that’s not part of the Agricultural Land Reserve from land that is part of the ALR (the golf course). Pheasant Glen is planning a mixed residential resort complex including a swimming pool, a fitness center, links to the town’s existing trail system, a new clubhouse, resort cabins, residential cottages and other amenities. • The realization of a dream for the area’s early learning and literacy coalition came in the form of its third giant childsized interactive play center in Parksville. Munchkinland at Family Place is the completion of a dream, said Deborah Davenport, Community Literacy Co-ordinator and president of Building Learning Together (BLT). This is BLT’s third Munchkinland in District 69. BLT is a coalition of community partners made up of over 180 businesses, service clubs and schools, over 20 ministries and agencies, and over 200 individuals. April 9 A local teacher has been fired and banned from school property, a source from the local school district confirmed.

The source, who requested anonymity, told The NEWS District 69 administrators explained to staff that the teacher had been fired. Administrators further instructed staff not to engage with the teacher if he/she comes on school grounds, but to report it to administration, according to the source. The Mount Arrowsmith Teachers Association (MATA) then countered that the district didn’t have a right to do that and a grievance was filed, according to the source. Acting superintendent Rollie Koop and board chair Lynette Kershaw called The NEWS on Friday to confirm they were dealing with a personnel matter but were duty bound to handle it confidentially

April 11 A long-standing crisis at the fire department became a public safety issue and required RCMP involvement, a Qualicum Beach town councillor stated. Coun. Bill Luchtmeijer put forward a notice of motion at council’s regular meeting Monday. Luchtmeijer, a former member of the RCMP, said the motion he would bring at a future meeting would state the “RCMP be informed of the alleged incident and all relevant evidence be turned over to them as soon as possible.” Mayor Teunis Westbroek said he spoke with Oceanside RCMP Staff. Sgt. Brian Hunter and the matter was between two individuals and there was not going to be any involvement (in the investigation) by town staff or council. Westbroek confirmed that fire chief Darryl Kohse was currently suspended with pay. The fire department was recently the subject of a performance review by outside consultants. April 18 Deep Bay residents are deeply divided over a proposed development in the community that would see the housing density of the area skyrocket. That division, coupled with what was expressed by some residents as a deep distrust of the Regional District of Nanaimo (RDN), turned out to be a po-

tent mix at a special meeting with Deep Bay residents and RDN director Bill Veenhof at the Bowser Legion. The proposed Deep Bay strata development by Baynes Sound Investments would see 386 residential units and an RV resort with 292 units, along with park space, trails and a community building. April 23 The Parksville Qualicum Beach News was honoured as the top newspaper in the province for its circulation category at the Ma Murray Newspaper Awards gala Saturday night in Richmond. The NEWS won the gold medal for general excellence, edging out the other finalists, the Comox Valley Record (silver) and New Westminster Record (bronze). In all, there are 122 member newspapers in the B.C.-Yukon Community Newspapers Association with a combined circulation of more than two million. • The RCMP bomb squad — complete with remote-control robot — was called in to Qualicum Beach this month after a suspicious package was found taped to a vehicle. April 16 The Town of Qualicum Beach said Darryl Kohse — reinstated as fire chief — was not the fire chief when an alleged criminal incident, raised by Coun. Bill Luchtmeijer last week, occurred. Kohse was appointed fire chief in 2009. The town did not say when the alleged incident occurred, but when the town released portions of the Fire Department Administrative Review Report, it included this from town spokesperson Patricia Huntsman: “Please note that the subject matter of what has been referred to the RCMP is alleged to have occurred prior to the commencement of the current fire chief’s appointment. There is no allegation that the current Fire Chief was involved in any way in this matter.”

the 500 block of Nootka Road just after 6 p.m. on April 10 after receiving reports of a vandalized truck with what appeared to be a bomb taped to its side. Foreman said it wasn’t really a bomb, but it was certainly supposed to look like one. April 25 Both sides in a debate over a proposed development in Deep Bay passionately cited the cause of democracy, but when it came time for a vote Tuesday night, Regional District of Nanaimo directors opted to move the proposal forward — in the name of democracy. The Deep Bay Improvement District currently has roughly 1,200 residents, so the development would essentially more than double the population. April 30 Classrooms and entire wings of local schools, it was announced, would be shut down in the summer to save money on utilities. The measure was brought forward as one of the ways School District 69 could make up a $1.2 million deficit in next year’s budget. REVIEW CONTINUES, page A9

May 2 A blended learning model that combines homeschooling and classroom learning is growing in both scope and popularity in the district, and may prove to be the new face of education. “This is where education is going to go in the future,” said Sarah-Jane Granholm, middle school program co-ordinator and teacher with the Collaborative Education Alternative Program (CEAP). “It’s already there in a lot of places around the world.” • Conservation officers were forced to kill a bear that had become habituated to garbage in Qualicum Beach. Crystal McMillan, the executive director of Bearsmart B.C., said he wrote the bear hazard assessment for Town of Qualicum Beach and garbage is the number one attractant

for bears and other wildlife.

tre, provincial election candidates were talking about a hospital for the Parksville Qualicum constituency. A member of the audience at an all-candidates forum Sunday asked for direct answers from candidates regarding improved health services for the region.

May 7 Members of Arrowsmith Search and Rescue were scrambled Thursday night to find an elderly woman who had wandered off in the Coombs area. Spokesperson Ken Neden said police called in the searchers just before 7 p.m. after the 87-year-old Parksville woman was reported missing. The call to action was answered by 31 searchers, who fanned out on foot and in vehicles to search for the woman. She was eventually spotted at about 9 p.m. by a resident at a trailer park in Errington. She was reportedly confused but otherwise fine. • Weeks away from the opening of the $17 million Oceanside Health Cen-

May 9 Dave Willie said he wants the people of Qualicum Beach to know what is going on behind closed doors during town council’s in-camera meetings. To that end, the town councillor said he will introduce motions in open council meetings intended “to release every item of public interest allowed under the law, including countless pages related to in-camera sessions held during the past decade.”

• Parksville council unanimously passed the 2013 budget with a 2.4 per cent property tax increase at their May 6 regular meeting. May 14 BC Ferries CEO Mike Corrigan addressed a joint meeting of the Parksville and Qualicum Beach chambers of commerce. Corrigan presented loads of numbers to the 120 people in attendance, including the fact the ferries, overall, run at about 50 per cent capacity. He pointed to the airlines, which generally run at 80 per cent capacity or cancel flights. He also spoke of plans to introduce cable ferries (Buckley Bay to Denman Island). Passing the buck This is the kind of stuff that makes people cynical about government. A woman from Nanoose Bay wrote one our reporters recently, telling her tale of woe after trying to get some answers about safe cycling between communities like Nanoose and Nanaimo. “Last summer we had the misfortune of riding to Nanaimo where we discovered cyclists have no route option other than the narrow shoulder on Highway 19A between Northwest Bay Road and Ware Road,” wrote the woman. “A busy stretch of highway I’m sure you know, it is intimidating for even the most experienced riders. Fast-moving traffic, poorly swept debris laden shoulders, and large trucks make this a dangerous and unpleasant experience.” So, she says she wrote to her regional district director, George Holme, who agreed with her assessment of the situation for cyclists trying to get from community to community in the region. “However, the regional district has NO (Holme’s capital letters, not ours) authority over roads either in Nanoose Bay or otherwise. I urge you to call the Ministry of Highways and explain your dilemma,” Holm wrote in an e-mail the woman shared with The NEWS. Fair enough. The woman then contacted Johnathan Tillie with the B.C. Ministry of Transportation and Infrastructure. This is part of the e-mail she says she got from Tillie: “I understand your concerns between Nanoose Bay and Lantzville and although the shoulder is 1.5 m wide, many cyclists would feel more comfortable riding on an off highway pathway. Typically, off highway cycling/pedestrian paths would be constructed under permit by the local regional district. If you would like to discuss this option with the Regional District of Nanaimo, please contact the Parks and Trails Department.” Seriously? The woman must feel like a ping pong ball. It’s no wonder people have the impression nothing moves quickly when it comes to government. It also underlines, once again, the need to streamline the multi levels of government we fund with our tax dollars. If the regional district can’t make decisions on roads in Nanoose Bay, what exactly is it empowered to do? — Editorial by John Harding

do the math During the public meeting held at the Qualicum Beach Community Center in November to discuss the Pheasant Glen proposal, Mayor Teunis Westbroek confused me by advising everyone that while comments and questions from those concerned residents in attendance were welcome, council was not there to answer questions. Pheasant Glen has a town approval in place to build 225 vacation-use units on their property. Given the real estate and investment climate that exists since that approval was granted, it appears a sound business decision was made to request a modification of that approval to reduce the number of units and to include a residential component in the development; why build something the market won’t support? The last time I checked, there were almost two pages of For Sale listings for units in The Beach Club vacation property and I noticed that some listings included the terms “aggressively priced”, and in one case, an owner offered to guarantee the purchaser a four per cent rate of return over the next three years, comments that are not normally offered for even modestly “hot” investment properties. Based on the closing comments at this meeting from Coun. Scott Tanner and his desire to reject the modification request without discussion, I ask him: what don’t you like about the modified proposal? It’s a question that I’ve yet to hear answered. The proposal, with the residential component, gives local residents an opportunity to purchase units for their own use. I don’t expect many of us would purchase a vacation use property in our own community. Tanner said “residents do the bulk of their shopping in Nanaimo.” I took his comments to mean

Quotable:

“I always get reports of people helping out their neighbours.” Mayor Chris BurGer see story page a1

that me and other tax-paying local residents (voters) don’t financially contribute to the local economy; what I believe he was saying is we need tourists, not more residents. I’m not sure where Tanner shops, but on behalf of my modest household of three, we spent more than $4,000 in this area in November, expenditures that included: car and house insurance, dental/orthodontic expenses, town water bill, bike repairs, golf clubs (yes, from Pheasant Glen) and Quality Foods grocery cards that include a contribution to Oceanside Minor Hockey. If Tanner has a pocket full of 225 out-oftown investors who aren’t concerned about a rate of return and have their own financing sources (chartered banks aren’t directly financing vacation units) and tourists who will be here for 300 days/ year and spend similar amounts of money on a consistent basis, I also ask him: where are they and why haven’t you shared them with the community to date? And, for the person who questions the revenue projections put forward by Pheasant Glen as “smoke and mirrors,” I wonder if he’s done the math on the revenue, jobs and future that are created for this community from a well-planned project that never gets done? Larry Chand Qualicum Beach

food for thought In a random blink of an eye, we saw a hummingbird hover around the red construction-tape waterproofing of a Christmas light on our railing. The hummingbird feeders have been down for some time now, but we sprang into action, sterilizing two of them, filling them

with proper sugar to water ratio (no dye, no honey) and hung them outside in their usual positions until dark when the temperatures dropped below zero. The next day, we saw three hummingbirds taking turns in a feeding frenzy, quite a spectacle to behold in December. How any small birds survive is a true miracle of God and nature, but we can help by putting out water when none is available due to freezing. It’s a chore, but they appreciate your effort. From our backyard, we have seen 18 different species and realize how important trees, bushes and plants are to their ‘making a living’. Yes, there are times when I want to remove certain trees/bushes, but that would reduce their habitat options as well as food sources, so a good pruning suffices. As for food supplementation, do some research and once you start you must continue as they quickly become reliant on your kindness. However, I reserve this action for extreme cold. The bonus here is that our cat loves to watch all this activity from the safety (for the birds) of her ‘catio’ (cat patio), although a big eagle was eyeballing her from the top of a Douglas fir on a supervised yard outing. A sad news item some years back from Stratford, Ontario described how an autopsy of several majestic swans revealed that they had died of malnutrition resulting from a diet of white bread, which gave the swans a sense of fullness but provided misguided satisfaction to people getting a second use of their leftovers. Let us not feed our feathered friends French fries nor breads that we ourselves would be well advised to leave alone.

2013 — The Year in Review continued from page a9

May 16 MLA-elect Michelle Stilwell said she knows what the people of Parksville Qualicum Beach were telling her when they overwhelmingly chose her Tuesday night to be their representative in Victoria. Stilwell, an international Paralympics track star, won the constituency with 13,405 votes, more than 3,500 votes ahead of her closest competitor, former Qualicum Beach town councillor Barry Avis of the NDP. B.C. Conservative candidate David Coupland was third with 3,451 votes. Scott Fraser, the incumbent NDP MLA for Alberni-Pacific Rim, won the battle for his seat. But his party lost the war in the provincial election with the election of a Liberal majority government on Tuesday. Fraser took the riding with 9,829 votes. Liberal candidate Darren DeLuca had 5,981, and BC Conservative candidate Enid Mary Sangster-Kelly earned 1,377 votes. May 21 The B.C. Environmental Assessment Office announced Thursday it rejected the application for Compliance Energy’s proposed Raven Coal Mine near

Buckley Bay. In a letter to Compliance president and CEO John Tapics, the BCEAO said “the application does not contain the required information and (the BCEAO) decided not to accept the application for detailed review.” Moorecroft Regional Park opened its main trail and parking lot to the public. The program of removing unsafe buildings over March and April at Moorecroft Regional Park was completed. May 23 Stephen Ellis says Compliance Coal remains undeterred. The vice-president of the company behind the proposed Raven Coal Mine near Buckley Bay said Compliance plans to re-submit its application after the provincial environmental assessment office (EAO) rejected the company’s first attempt last week. May 28 Sick leave payouts are an unfunded liability that act as a long-term benefit the city can no longer afford, according to Parksville city councillor Bill Neufeld. “It has become a big burden that we have to pay

May 30 Qualicum Beach can work towards changing its urban containment boundary to be the same as the town boundary after a motion narrowly passed at a council

meeting. Coun. Bill Luchtmeijer brought forth the motion, asking staff to bring the info required to make the change to the September council meeting.

NOTICE

NEWS FILE PHOTO

Qualicum Beach’s streets were pure class on Saturday evening during Kwalicum Secondary School’s Grad Parade. While fairy-tale princess dresses were aplenty, there were also sophisticated gowns, all-out bright, flashy numbers and stylish, dapper suits that rode through town on fire trucks, school buses, old classics, tractors, ATVs and scooters like this couple above. At the civic centre grads descended down the red carpet for photos and waited to enter their Las Vegas-themed dry-grad celebrations.

2013 — The Year in Review continued FrOm PagE a13

June 4 The prognosis looked good for a pair of infant black bear cubs that were orphaned when their mother was struck by a car on the Nanaimo Parkway. North Island Wildlife Recovery Centre founder Robin Campbell said the mother was killed immediately from the impact, leaving her two young cubs up in a tree. • Storybook Village was vandalized again, with windows in the miniature houses smashed, locks broken and signage damaged. The child-size village is located at Qualicum Beach Elementary School, a project of the district’s Building Learning Together (BLT) coalition, which supports early learning for children ages zero to six and their families. June 6 Two oyster fishermen were at the right place at the right time — and with the right gear — when an ultralight aircraft flipped and crashed in Deep Bay Friday, trapping a disabled Errington

man under water. Oceanside RCMP Corporal Jesse Foreman reported the crash happened on May 31 at 3:25 p.m. as the craft attempted to take off. • More than half of the CUPE locals with members working in Kindergarten to Grade 12 school in B.C. undertook strike votes, but the local group (3570) decided not to take that step. Local CUPE members were scheduled to negotiate with School District 69 officials on June 25. The balance of CUPE locals in B.C. were asked by union leaders to hold strike votes before the end of June. Local CUPE President Lisa Paine said it would be logistically impossible for this district. June 11 James Lunney said he was fairly certain he was going to run in the next federal election, but he wasn’t exactly sure where he’d be campaigning. That’s because the Federal Electoral Boundaries Commission recommended that another riding be added on Vancouver

Island, which means a shuffling of the deck for prospective MPs. • 80 men, women and children participated in the Zombie Walk parading on a few blocks of Parksville. June 13 A 53-unit, five-storey condo development — some residents say it could change the look and character of downtown Qualicum Beach forever — received final approval. • MLA Michelle Stilwell, the Parksville Qualicum representative in the B.C. Legislature, was sworn-in and it was also announced she would be chair of the B.C. Liberal caucus. June 18 The Qualicum Beach Residents’ Association says its wants “more meaningful discussion” between developers and residents before projects are even considered by town council. REVIEW CONTINUES, page A26

Corporal Kim Graham of the Oceanside RCMP Detachment

Celebrate responsibly this holiday season In 1976, prior to the Drinking & Driving Counter Attack programs, there were more than 300 fatalities from alcohol-related collisions in our province. As awareness and enforcement campaigns increased, this number dropped to 116 in 2009. With the new toughened and immediate impaired legislation, last year there were 58 fatalities from alcohol-related collisions. Despite this swing in the right direction, 58 fatalities is still unacceptable and completely needless. A small decision can have great consequences. Let’s make the right choice before we get behind the wheel. Everyone has the right to come home safe. • If you are planning on drinking, please do not drive. By finding an alternative way home such as public transit, cabs, or a designated driver you can help ensure that you, and people sharing the road with you, get to their destination safely.

• It is important for people to realize that alcohol affects people in different ways. Factors such as diet, fatigue, and prescription drugs can change how alcohol affects an individual. It is possible to be considered impaired even if you have a Blood Alcohol Content below 0.08. •The consequences of impaired driving are massive. You’re risking your life and the lives of others. You can be charged criminally and the ripple effect on you, your family and friends could be huge. •Driving after using drugs, even prescription drugs, is just as dangerous as drinking and driving. •Drug Recognition Experts can determine that you’re under the influence of a drug and you can be charged with drug-impaired driving. If you are having a few drinks this holiday season, please find a safe way home. Expect and embrace the fact that there will be extra enforcement and roadblocks this holiday season.

June 20 AA Catering was granted a business licence and the Qualicum Beach Chamber of Commerce offered a spot near its location, and electricity from its tourism information building near the foot of Memorial Avenue. That became an issue for the town when residents just across the highway from the beach said they were being inundated with the smoke and smells of the Mesquite-burning business. Town council would decide July 8 whether to cancel the business licence of AA Catering. • Volunteers, RCMP members and local dignitaries gathered at the new Community Policing office at City Hall in Parksville to officially declare the facility open. June 25 A Qualicum Beach Triathlon

saw 550 participants who swam, biked and ran their way to numerous records in a damp but energy-charged event. • Bill McKinney, residents, Temple Store customers and the Parksville and District Chamber of Commerce banded together to create a Cash Mob at Temple Store. The Highway 19A upgrades in Parksville created a “virtual black hole” around the Temple Store to the point where the owners saw a 60 per cent reduction in business, said Ideal Images owner McKinney. June 27 The mayor of Parksville said he was upset with Telus. He said the contractor doing the Highway 19A construction near Temple Street had to work around the communication company’s infrastructure, despite the fact the city asked for co-operation from Telus back in January.

giggles of fun at the farm: Savanna MacDonald squeals with laughter as she feeds one of the goats at Tiger Lily Farm on the weekend. It was the farm’s annual Christmas in the Country event where children and their families rode in a pony-drawn wagon out to the woods to visit Santa. Visitors to the farm could also make door swags with cedar boughs, ribbon and decorations and enjoy hot chocolate and cookies.

Creating mandalas shifted artist’s world Clark makes wall plaques, meditation cards, furniture and more, featuring the ancient symbol LISSA ALEXANDER reporter@pqbnews.com

Sarah Clark eat, sleeps and breaths mandalas. An ancient geometric symbol that represents the universe, mandala means “sacred circle” in Sanskrit. Once Clark started devoting her time to drawing them, her life began to change. “Originally it was just a practice for me and then I realized that this is the gift that I get to participate in to give to the world." Clark’s mandala creations are currently for sale at the Gallery @ Qualicum Art Supply in Qualicum Beach. Clark is originally from Guelph, Ontario. She worked as a graphic designer for over 30 years in that city as well as in Toronto, on Salt Spring Island briefly, and in Nanaimo when she moved there eight years ago. A few years ago Clark decided to take a sabbatical for three months, but never really returned to her former life. "In May 2010 I said, what would it be like if I took three months off? And I looked at what I'd been doing with my life for last 32 years and reassessed.” Clark had drawn mandalas in pencil before, but as soon as she took the time off things shifted, she said, and her mandalas intensified. She began creating them in coloured pencil and also incorporated them into vintage furniture that she restored and refinished. People saw her work and loved it, she said, so she continued with her practise. It’s been three-and-a-half years

Lighthouse Bluegrass looking for support

Popular festival needs locals to buy tickets and spread the word to solidify its existence for years to come LISSA ALEXANDER reporter@pqbnews.com

The Lighthouse Bluegrass Festival will go on next year in June, but in order to survive it needs more support from the community, said one of the organizers. Linda Thorburn said last year’s festival did have double the attendance from the year before but in order to sustain itself the festival needs to get even bigger. “It needs to grow to survive. We need to get the word out because it’s a really good festival.” The Lighthouse Bluegrass Festival takes place at the Lighthouse Community Hall and the surrounding grounds in Qualicum Bay. This will be the fourth annual festival featuring topnotch bands from around B.C. and beyond. There have been bands from Toronto, Colorado, Oklahoma and Washington. This year there will be a band coming from Southern California, called Lonesome Otis. See hot bluegraSS, page a31

Organizers say that ticket sales at this year’s Lighthouse Bluegrass Festival need to grow to continue. Tickets are available online now which feature a discounted rate.

Mandalas are calming and create good energy, says artist continued from page a27

People can use them in the morning to start their day to help guide them, she said. Although mandalas are associated with Tibetan, Buddhist and Hindu cultures they have existed and occur in every culture and every religion since people learned to draw, Clark said. The very act of drawing, colouring or observing mandalas focuses and grounds people, she explained. "I gifted one to a friend and I went back about a week later and she said, ‘mandalas change things,’ and I said,

‘I know.’” That’s because the mandalas are calming and create good energy, Clark said. And the circles draw people in, she added. The best part for Clark about her new life is seeing what happens to people when they are exposed to mandalas, she said. She sees this first hand when she teaches workshops on drawing the ancient symbols. “In the workshops I love watching people sink into a

place of sacred play, you can observe their whole body slow down, and nothing bugs them in that moment." Find Clark's mandala meditation cards, wall plaques, note cards and furniture at the Gallery @ Qualicum Art Supply. Her work can also be found at the Salish Sea Market in Bowser at Artzi Stuff in Nanaimo and at the Chemainus Theatre Gallery. To see more of Clark’s work or to sign up for one of her workshops visit her website www.sarahclarkdesign.ca.

lighthoUse festival

Hot bluegrass band booked continued from page a28

One of the members secured a spot in the International Bluegrass Music Association’s songwriter’s showcase. “They are hot,” Thorburn said of their music. The Lighthouse Bluegrass Festival is put on by the Mid Island Bluegrass Society. The group has started a new bluegrass jam at the Frontiersman Bar and Grill in Coombs on the second Friday of every month from 7 to 10 p.m. The group also jams every Thursday at the Crown and Anchor Pub in Qualicum Bay. “The Mid Island Bluegrass Society is trying to make sure there is always bluegrass being played all over the place,” Thorburn said. The group welcomes new members to join them.

As for the Lighthouse Bluegrass Festival Thorburn said she hopes people tell their friends about the festival and they begin making plans to come to the festival in June. Tickets are already available on the website and people will get a deal if they purchase them in advance. Those who have previous experience with festivals who would like to volunteer are encouraged to contact organizers. The all-ages festival will take place June 2629, 2014. There will be live music on the grassy field, local vendors, food, prizes to win and much more. Visit www.lighthousebluegrass.com to purchase tickets or find out more information about the festival.

Wayne was born in New Glasgow, Nova Scotia on July 17, 1943. He fished from the East coast to the West coast for many years and sailed a ship around Cape Horn. He changed vocations to long haul trucking travelling throughout Canada and United States. For the last 13 years, Wayne bravely fought many near death medical issues but sadly he surrendered to his final battle. He is now at peace. Wayne is survived by his wife, Renneth; sons, Jamie and Charles; grandchildren, Leonard and Trinity; his best friend and devoted dog, Miss Pepper; sisters, Verna and Charlotte; and many nieces, nephews, grand nieces, and grand nephews. generous loving He was a kind, generous, loving man who will be greatly missed by family and friends. James (Jim) Arthur Roberts

Born January 25, 1925, passed away in the ICU at St. Paul’s Hospital in Vancouver on Saturday, December 7, 2013. Jim leaves behind his loving wife Jean and two stepchildren Susan (Rob) Tompkins and Jason Hutchinson, brother in law John (Gloria) Mason nephews Gary (Bonnie), Clyde (Elsie) Hammond and niece Maryrose Lee. Jim also remained close to Margaret (Tom) Trainor, sister of his first wife Elizabeth. Jim was predeceased by his brothers George, Harry (WWII), and Ron, his sister Florence and first wife Elizabeth. Jim was a veteran from WWII. He loved singing and sports. He was an active singer with the Parksville Seniors Choir, and was still 5-pin bowling at the Sunset Lanes this season. My most sincere thanks go to all of the Doctors, nursing staff and specialists, in both the Nanaimo and St. Paul’s Hospitals, who tried valiantly to save a real gentleman. Jim is the son of a past era. He was a kind and loving man. Remember Jim, now he has gone away – gone far away into the silent land – now we can no more shake him by the hand. Yet, if you forget for a while, don’t be sorry, better you should forget and smile than remember and be sad. Contributions in Jim’s memory to the St. Paul’s Hospital Foundation ICU Fund, Room 178, 1081 Burrard St., Vancouver, BC V6Z 1Y2 would be gratefully received.

Robin Albert “Al Kennedy

September 11, 1927 – December 17, 2013 Robin Albert Kennedy passed away peacefully at his home in Hilliers on Tuesday, December 17th with his loving family by his side. Al, as his friends knew him, is survived by his loving wife of 58 years, Sylvia; daughters, Kathleen (Rob) Hodi and Barbara; sons, Bruce (Deborah) and Don (Sue); grandchildren, Jeremiah and Georgia; nieces, Roxanne, Tamara, Darlene, and April. He was predeceased by his parents Violet and Cecil; brother, Lou; sisters, Christine and Carol. Al was born in Hilliers in 1927. He spent many years with the forestry spotting forest fires from the old lookout on Little Mountain. Al and Sylvia began their married life with a short stay in Squamish in 1955 before settling in their home in Hilliers. He worked as a carpenter, at the Pulp Mill in Port Alberni, for the Village of Qualicum Beach, finishing his working career with 23 years for the Department of Highways. Al retired at the age of 62. Over his life, Al spent many years as a volunteer fire fighter, a Scout leader, was involved with the Knights of Columbus, as well as being an active member in the Parksville Seniors Drop In Center. Al and Sylvia’s travelling took them to England, Australia, the Maritimes, and numerous trips to the Prairies. He had a great love of music: playing his guitar and singing always put a smile on his face. Al was an avid farmer with a ten acre spread and various animals. He was never happier than when he was in his greenhouse, lovingly tending to his grape crop, or puttering in his large vegetable garden. A Funeral Mass will be held at the Catholic Church of the Ascension, 887 Wembley Road in Parksville on Saturday, January 4th at 11:00 am. A Celebration of Life will be held in Al’s honour in Coombs in the New Year, time, date, and location to be announced. To send a condolence to the family please visit www.yatesfuneral.ca YATES FUNERAL SERVICE & CREMATORIUM (250-248-5859) in care of arrangements.

Fun on the ice: Some youngsters enjoyed flying around on the Winter Wonderland on Ice at Oceanside Place last week. The arena is made to look like an outdoor pond at night, complete with trees, wild animals, an iceberg, a sleigh and many lights. Runs until Dec 31.

KSS BASKETBALL

New players prove to be “dangerous combo” KSS junior boys to practice over Christmas holidays and return in the new year with home game T YSON TAYLOR sports@pqbnews.com

It’s been an up and down start to the season for the Grade 10 junior boys at KSS. After a season opening win against Nanaimo Christian School 35 - 28, the Grade 10 Kondors had a rough tournament at Dover Bay, but managed to bounce back and have improved to two and one on their season, beating Woodlands last week 49 – 26 and losing a close one to John Barsby 35-32. “We had a rough tournament at Dover Bay,” head coach Kyle Dykstra of the KSS junior boys team said. “We managed to get a win in the finale of that tournament, so that seemed to lift the boys spirits and helped

us get some momentum heading into the game against Woodlands.” The Kondors are coming off their first tournament of the season where they struggled with their first two games, but won their third in convincing fashion. Playing short handed their first two games, the Kondors lost to Lambrick Park out of Victoria (one of the top ranked teams in the province) and division members Wellington Wildcats. The final game of that tournament saw them blow out a Cowichan team by 70 points. German exchange student Daniel Roder has been playing great, bringing some offensive talent to a squad that made it to the Islands last season. Roder and Connor Haywood, 15, from Qualicum Beach, have been a pleasant addition to the team this year, according to head coach Kyle Dykstra. “Both Daniel and Connor have proved to be a dangerous combination out there. Daniel brings a good

awareness to our team on offense and Connor has the size and athletic ability to be a game changer down low. Add that to what we have from last season and we’ve got a good thing going here,” Dykstra said about the new players on his squad. All in all, it’s been a good start to the season for the Grade 10 team, who are going to continue to practice over the Christmas break. “We’ve got some things we can improve on for sure, so we’ll be taking advantage of a few practices during their break. It’s been nice though, we’ve had a good number of guys improve from last year coming into this year, so hopefully we can bring it all together here heading back into the games after the break.” The Grade 10 boys will hit the court in the new year with players back in action Jan. 8 hosting the Wellington Wildcats out of Nanaimo. Tip off is scheduled for 6:30pm.

GENERALS AND SOME EATZ: The Save-On-Foods Oceanside Generals gathered outside Oceanside Place last week before disbursing for the holiday season and they were treated to some great food, compliments of the Extreme Eatz Food Truck. The Generals are back in Vancouver Island Junior Hockey league action Friday, Jan. 3 in South Island to meet Peninsula and their first home game of the new year is Saturday, Jan. 4 (7:30 p.m. start) when they host Kerry Park at Oceanside Place.

Generals drop game to top-rated Storm Next home game is Saturday, Jan. 4 at Oceanside Place T YSON TAYLOR sports@pqbnews.com

The Save – on – Foods Oceanside Generals found themselves short handed heading into last week’s games thanks to some rough stuff, a suspension, and the Christmas break right around the corner. Friday night saw the Generals in Campbell River, where they were looking to bounce back from a 5-2 drubbing at the hands of the Storm. Campbell River came into last Friday’s matchup winning 11 of their last 16 games and were rolling as of late, while the Gens were looking to get back into the win column before the Christmas break. The Generals were short handed heading into the game as Devin Warfield was gone for the Christmas break early and Daine Elphicke was suspended for four games after a fight in the last game against Campbell River’s Gavin Rouser. “Having a short roster gives the guys a chance who normally don’t play as much, especially the fourth liners. It gives everyone a chance to get into the game right away, take some hits and throw some hits and get their feet going,” Coach Dan Lemmon said about having a short handed roster heading into both of these games this weekend. The Gens took just four penalties on the night, down from their last meeting with Campbell River, but were outshot 40-19. Goaltender Evgeuni Makarski saw a lot of action on this night, as did Liam

Giroux, who came in for Makarski with just under five minutes left in the second. Jonah Pearson opened the scoring in this one, his fifth on the year, to give the Generals a 1-0 lead. Campbell River answered back to tie just over a minute later but then Travis Flug found the back of the net off a feed from Brodie Smith to make it 2–1 for the Generals just past the two minute mark of the second period. The floodgates opened up for the Storm after that, as Campbell River went on to score five more times in the second frame, knocking Makarski out of the game for Giroux. Campbell River tacked on one more early in the third to round out their night and give them the 7-2 lead which they kept up to the final buzzer sounded. Pearson was back at it Saturday night against Comox as he once again opened the scoring, his second goal in as many games, to give the Gens an early lead in the first period, but the Gens eventually lost 4-2. The Generals head into the Christmas break trailing the Saanich Braves by 12 points. It’s a situation the Generals are well aware of and are looking to play with more urgency coming out of the Christmas break. “We know we have a bit of a hole we dug for ourselves, the kids understand that and it’s been playoff hockey for us right now until the end of the season. Besides a game we dropped to Nanaimo 5–0, we’ve been right in every game lately and we just need to make sure we bury our chances and stay out of the box,” Lemmon said about the remaining games on the schedule ahead for the Generals.
