PEDESTRIANS AND CYCLISTS: STAY VISIBLE DURING THE WINTER MONTHS The City of New Westminster encourages pedestrians and cyclists to use high-visibility safety items during the winter months to make themselves more visible to drivers. The City has purchased a limited quantity of high-visibility reflectors, which are available at no charge to New Westminster residents. The reflectors can be easily attached to some items of clothing, backpacks or walkers and are a simple way to help promote the message of safety and visibility. Even with reflectors, please always keep in mind the following road safety tips: 1. 2. 3. 4. 5.

Always cross the street at an intersection – jaywalking is illegal. Obey all traffic signals at intersections. Make eye contact with other road users and wait for cars to stop. Assume drivers can’t see you. Stop wearing headphones/using your cellphone when crossing a street.

And the tots on the bar stools, their eyes all aglow, were sipping their milk with parents in tow. “A small whiskey chaser with my brew,” Dad did sing, while dear, gentle Mom shouted, “Singapore Sling.” Then as soon as the clock sounded the chime, the kids and their parents knew it was time. They hopped in the Caravan while slipping a fiver into the hands of their designated driver. You mean I can’t put glass to the curb? No more glass in the blue bin? When it comes to Head Shakers of 2013, that’s pretty close to the top of the list for me. Starting in January, residents are being asked to stop putting jars and jugs and all that stuff out to the curb. Why? Because almost all of it shatters in these shared bins, “contaminating” the mix and reducing the value of all of it. And the main driver is a new deal the City of New West—and virtually all cities in B.C.—struck this fall for a new recycling program. It all started when the province told industry—everyone who produces or sells packaging and printed products—that they need to take care of dealing with all these recyclables. So “industry” set up the non-profit organization Multi Material BC (MMBC), which has struck deals with cities whereby MMBC pays each city to pick up recyclables. Problem is, MMBC told cities it doesn’t want to deal with glass, unless residents put it out in a separate container. Kristian Davis, the supervisor of New West’s solid waste and

Chris Bryan recycling branch, said the city explored this, but rejected the idea because “it would be a huge cost to residents.” So here we are. I don’t know about you, but I’m lazy, so my beer and wine bottles go out in the blue box each week and I get a cheery “hello” from the elderly Chinese woman who does the rounds on our street. I can still separate those out and put them out next to the bin, I guess. But there’s still a heck of a lot of non-refundable glass coming into our house from the grocery store—everything from hamburger relish and pickle jars to salad dressing and soya sauce bottles. Kristian says the most recent audit of our recyclables—believe it or not, they dump a truck and spend about a week sorting it

out—shows only about 1.8 per cent (by volume) of what’s in there is glass. He also said about 95 per cent of all refundable containers are returned. (He also pointed out some quirky stuff, like people in the West End read a lot more newspapers than the rest of the city and people in Queensborough drink a lot of milk. Queen’s Park residents may be most peeved about this glass thing, because he says they use more than other neighbourhoods.) In the end, the upside of the change is cost savings for residents. The MMBC program officially starts in May, and Kristian said the utility rate for 2014 will drop by 7.8 per cent from 2013. For now, our options are saving the glass and taking it to the city’s recycling depot next to Canada Games Pool, and taking returnables to one of New West’s four Encorp Return-It depots. Most won’t do that. It’s got to be easy and convenient. When the city rolled out its “clean green” bins in 2011 there was immediately a huge

reduction in the weight of stuff going to the landfill. And the single-stream recycling in the big blue bins also improved the diversion rate. Unfortunately, it doesn’t require a smartypants to predict that the no-glass policy will be a step backward, and the weight of New West’s garbage will rise in the new year. In future, glass may become a non-issue though, Kristian says, as industry will be encouraged to move to more plastic bottles. And pickles, bottled in glass because of the acidity of pickle juice, could be added to the refund program. Meantime, why not get crafty? All those glass jars and bottles make fabulous candle holders or vases for flowers. Or why not make a garden sculpture, or put a family photo in a jar and call it a memory capsule? Hopefully the project ideas are endless, because at my house we’ll have lots of raw materials. Chris Bryan is editor of the NewsLeader.

I

t seems like just yesterday when we were planning our 130 years serving the New Westminster Business Community. As we reflect upon the last year, your New Westminster Chamber has had a banner year. A few Highlights of our Chamber’s 2013 successes include: STRATEGIC VISIONING AND GOVERNANCE The Chamber developed a new strategic plan and maintained sound fiscal performance. In February the membership elected a new board of directors to lead the chamber into the future! ADVOCACY The Chamber’s Advocacy team represented New Westminster at the BC Chamber AGM, issued statements on issues such as Fraser Surrey Docks proposed expansion and The Pattullo Bridge . The Chamber hosted a dinner with Minister Yamamoto and initiated VIP tours of New Westminster with Consul Generals and BC Government Cabinet members. In May of 2013 the Chamber hosted a Provincial All Candidates meeting. ECONOMIC DEVELOPMENT The Chamber represents the business s community on the City of New Westminster Economic Development Committee and is a partner in hosting the 2014 Economic Forum. The Chamber submitted a bid to host a BC Chamber convention in 2014 and developed a new economic development partnership fee for service model for the City of New Westminster’s consideration. The Chamber is also an active participant and a table member of the New West WINS project.

COMMUNICATIONS Maintaining its commitment to outstanding communications the Chamber launched a new website in 2013, launched its first Doing Business in New Westminster Magazine, for 52 weeks shared 130 reasons for doing business in New Westminster via the New West Newsleader, produced 52 Monday Memos that was sent to 109,200 email boxes, produced 12 monthly newsletters that was sent to 204,000 readers and received the 2013 BC Chamber Executives Communications Award! EVENTS The Chamber streamlined its event portfolio and offered the following , 2013 Platinum Awards, Doing Business on the Fraser River Dialogue, Annual Mayoral State of the City Address, 130th Birthday Party, 2013 Pot of Gold Golf Tournament, Royal City Builders Awards, Annual General Meeting with Metro Vancouver, Power Hours, Springtime Sizzle, Mixer at the Quay,. Business and the Blues, Christmas at Cartwrights, Business Before Business COMMUNITY AND STAKEHOLDER RELATIONS In 2013 The Chamber maintained its commitment to supporting its partnerships and our community. We applaud the numerous businesses and organizations who stepped up during and after the New West Fire. We continue to work regionally with our partners on creating a sustainable future for our region, and we hosted dinner gatherings with our our City Council and other community partners in an effort to better understand their needs and how we might help. 2013 was a great year and 2014 will only be GREATER!

F

rom facing language barriers and isolation to learning English and making friends— this is the road many immigrant and refugee youth take in their journeys of adapting to life in New Westminster. Over 20 youth shared these stories of struggles and successes during New Westminster’s Common Ground Circle aimed at providing newcomer youth with a space to share and reflect on their lives in Canada. “The goal is to find connections through storytelling through these valuable moments we share,” said facilitator Diego Cardona, a Vancouver high school student and former refugee from Colombia. The group, a mix of youth from all of the world including the Middle East, Latin America, Asia and Africa, shared many commonalities during the dialogue such as having trouble with completing day-to-day tasks like grocery shopping, going to the bank and crossing the road when they first arrived to Canada. Most agreed the key to overcoming the challenges of adapting to their new lives was learning English and making friends with their peers. This was the fourth and last community dialogue sponsored by the Welcoming and Inclusive New Westminster project (WIN). The dialogues included four groups: seniors, women, men and youth. Nothing brings Michael Robertson more joy than getting on SkyTrain and going to work. And then doing it again. And again. And again. In fact, Robertson rides the SkyTrain from New Westminster to downtown Vancouver and back three times a day, five days a week. That’s in

addition to the rides on the rails he takes to and from his home in Surrey to the offices of Dye and Durham, where he’s the legal service company’s transit courier, running documents between its locations in New West and Vancouver. Robertson has been Dye and Durham’s “Sky Guy” (as his business card says) for 25 years. Taking into account holidays and

sick days, that adds up to almost 56,000 trips along the 21.5 kilometres of elevated guideway between the Columbia Station in New West and the Burrard Station in Vancouver (he uses the New Westminster Station for return trips as the climb up the hill to his office on Royal Avenue is less arduous). That’s more than 1.2 million kilometres. “I love my job,” says Robertson, 45. “I know every bump and cranny in the stations.” He also knows to get on the second car of a train for his westbound trips, and the last car for his eastbound trips because it’s easier and quicker to get out of the station at his destination. Much like a famous YouTube video that was circulating a while ago that showed a split-screen view out of the front of a SkyTrain car as it traveled between Vancouver and New West the year it opened and today, Robertson has seen the area grow up. He witnessed Metrotown evolve into a shopping megalopolis. He saw the first shovels of earth moved at the site that would become Rogers Arena. He’s seen condo and office towers rise from empty lots. He’s endured storms, crowds, even a drunk whose false teeth skittered across the floor of a train. But because Robertson was representing his employer, he didn’t feel he could burst out laughing about it until he was safely back in the office. While commuters endure the time they spend on transit, Robertson can’t get the smile off his face. “It’s like my home. I haven’t had a really bad day in a long time.”

New Westminster school district’s embattled bottom line got a bit of a boost from the provincial government recently. The Ministry of Education recently announced the release of its first instalment of holdback funds for 2013-14 to districts throughout British Columbia. New Westminster’s

portion, based on enrolment as of Sept. 30, amounted to just under $374,000. And thankfully, it was money that was not already added to the budget—which will take a small bite from the school district’s $5 million accumulated deficit. “We did not count on them for our budget,” said board chair Jonina Campbell. “We said, ‘Let’s be

conservative, and we’ll use that as contingency throughout the year, and if it comes it comes.’” The province allocates per-student funding for districts prior to the year, but keeps some in reserve until the actual numbers of students attending can be determined. Earlier this month, the ministry distributed $50 million to

Dementia work plan in the works Grant Granger

The number of New Westminster residents with dementia is expected to double in the next 20 years, and the city wants to be prepared by developing what it’s calling a dementia friendly community initiative. New Westminster has about 900 residents with dementia, states a report from city social planner John Stark, and that’s projected to increase to more than 1,800 by 2034. The initiative’s intentions are to raise awareness about the increasing prevalence of dementia and find ways to make New Westminster a dementiafriendly community. Stark’s report noted about half of those with dementia live in the community and not in a care facility of some

kind, so it’s important the existing environment allows those people to maintain their independence. For example,complicated building designs can be difficult to navigate; excessive signage can increase confusion and disorientation; and uneven surfaces can result in falls. All these areas, and more, fall under municipal responsibility, noted the report, although some issues will need help from the provincial and federal governments. Coun. Bill Harper said a lack of awareness in the community often results in many of those with dementia being discriminated against. “Those people can slip through the cracks and their lives can become a living hell,” said Harper. Coun. Jaimie McEvoy says

the issue needs a strong and humanitarian approach. “Every time somebody with dementia goes missing the heart aches and you wonder how that is possible.” The initiative’s work plan proposes to establish a working group that will include representation from the city’s seniors advisory committee, the Seniors Planning and Action Network, and the Alzheimer Society of BC, along with persons living with dementia, their caregivers and family members. A profile on the issue in New West will be developed and potential ways to deal with dementia in the city identified. The plan also includes developing awareness campaigns to “hopefully contribute to earlier diagnosis and treatment.”
