The Connaught Heights Residents Association (CHRA) wants to meet with police following a violent attack in their neighbourhood Tuesday evening which the victim was not expected to survive. The Integrated Homicide

Investigation Team (IHIT) has taken over the investigation of the assault that occurred near the 22nd Street SkyTrain station. Police said a severely injured man was found in the area of 23rd Street and Eighth Avenue at about 7:45 p.m. and taken to hospital. IHIT Sgt. Bari Emam said Wednesday the victim was not expected to survive. He also said New Westminster police had a man in custody in connection with the incident. No update on the victim’s health

was available by the NewsLeader’s deadline. Police had the BC Parkway path connecting the station to 23rd Street closed off as well as other sections of the path and neighbouring streets. CHRA president Kris Taylor said he has contacted IHIT and the New Westminster Police Department about having someone speak to the residents about the incident in the next 10 days. Police are asking anyone who may have seen something in the area between 7 and 8 p.m.

Former New Westminster school district secretarytreasurer Brian Sommerfeldt made more money during the 2012-13 school year than he did the previous one despite being on the job for less than eight months. According to the district’s annual statement of financial information (SOFI) issued to the board Tuesday, Sommerfeldt was paid $143,098, although he went on sick leave in February and left the district in March after four years on the job. When he departed Sommefeldt, who made $137,600 in 2011-12, received an 18-month severance package, which based on the SOFI report would work out to an approximate total of $214,500. The City has purchased a limited quantity of high-visibility reflectors, which are available at no charge to New Westminster residents.

Typhoon relief effort gathers big bucks Mario Bartel

Salve Dayao isn’t braving the crowded stores and malls in the days leading up to Christmas. That’s because she’s told her family the needs of those trying to rebuild their lives after Typhoon Haiyan destroyed part of the Philippines in early November are greater than their wants. Dayao, who runs the Java Jazz Bistro on Sixth Street with her husband Ed, has been a fundraising dynamo since the full extent of the storm’s devastation hit the news media and, more importantly, social media in the days after it made landfall in the province of Leyte on Nov. 8. Her efforts, and those of her friends in Metro Vancouver’s close-knit Filipino community, have raised $40,000. With pledges from the federal and provincial governments to provide matching funds, that’s $120,000 that’s going to the Red Cross for rebuilding. On Tuesday, Dayao

to hear,” she said. “The Philippines always gets hit by big typhoons, and they took it for granted that they’ll survive. They didn’t have a grasp of how strong it would be.” That’s when Dayao sprang into action. She called 10 of her friends to meet at Java Jazz to organize the phone blitz, and two days later they were each dialing numbers on their extensive lists of contacts. The effort raised more than $21,000 on just its first day. Whenever she mentioned the relief effort during her performances at the bistro, the kitty grew a little larger; customers contributed more than $2,000. The City of New Westminster, with a sister city in the Philippines, kicked in $5,000. The generosity, said Dayao, has been “overwhelming. Two drivers weren’t exactly in the Christmas spirit when a road rage incident escalated into a physical altercation at Eighth Avenue and Cumberland Street on Sunday. New Westminster police were called to the intersection at 2 p.m. after the motorists got into a fight.

The City of New Westminster is trying to keep pedestrians and cyclists safer as the days get shorter. A limited number of high-visibility reflectors, in various shapes and sizes, are available free of charge at City Hall, the New Westminster police department and the public library on Sixth Avenue.

Staff Sgt. Paul Hyland said the incident started when the occupants of one of the vehicles thought the driver of the other was taking too long to make a turn and began honking his horn. The drivers exchanged gestures as they continued driving until they reached the

next intersection where they each got out of their vehicles and got into a fight. By the time police arrived, cooler heads had prevailed, said Hyland. “All parties were sent on their way with verbal warnings about their behaviour,” said Hyland. No charges were laid.

car,” said Antonia Reynolds, the city’s transport demand management coordinator. Pedestrians and cyclists can also take better charge of their own safety by crossing streets at intersections, obeying traffic signals, making eye contact with other users of the road and by always assuming that drivers can’t see you.

all employees making $75,000 or more. New Westminster reported 225 employees received that much salary, 17 more than in 2011-12. Those employees accounted for $19.5 million of the $48.7 million paid in salaries. The district’s $100K club also jumped from 23 to 27. Ewen said a big reason the $75,000-club membership increased is because many teachers and administrators are upgrading their education which automatically kicks in raises the provincial government doesn’t fund. He’s anticipating the cycle will eventually work in New Westminster’s favour in a few years as teachers retire and younger ones replace them at a lower wage scale. SOFI also reported Ewen, who was board chair at the time, received $3,168 in expenses. The next highest was Jonina Campbell, who was vice chair but is now the board chair, at $696. Ewen said his expenses were higher, for one, because he had to go to Victoria multiple times to meet with Ministry of Education officials about the district’s deficits. “The provincial government has set the bar at 18 months [for severance packages] so we continue to pay for 18 months,” said board vice-chair Michael Ewen. The district has been reeling in recent years from deficits, some during Sommerfeldt’s tenure, that have accumulated to more than $5 million. Sommerfeldt’s salary was second only to superintendent John Woudzia, who will be departing at the end of January. Woudzia received a salary of just under $160,000 and another $3,848 in expenses. They were followed by assistant superintendent Al Balaniuk, who also assumed Sommerfeldt’s duties, at $134,000. The top five were rounded out by human resources director Phil Cookson ($125,405) and New Westminster secondary principal Mary Bushman ($124,337). Bushman retired at the end of the school year with Cookson taking her place. The provincial government requires districts to include in the SOFI report the salaries of

Keep it local Unless you’re one of those folks who loves the rush that comes with ticking those last few items off your list just as merchants are pulling the gates across their storefronts on Christmas Eve, we don’t have to tell you that time is running out. By now, those of us who don’t crave the spike in adrenaline that comes with deking and diving, bobbing and weaving through over-crowded aisles and who would prefer not to spend long, exhausting hours standing in one seemingly endless line after another at the cash register, are likely already far from the madding crowd. Heck, we may even have our feet up, sipping a bit of hot chocolate or eggnog with annoyingling self-satisfied grins on our faces. But, hey, there’s still a few days to go. That’s plenty of time. Our local merchants are depending on you, now. Think about them this weekend while you’re on the hunt for the toy whatcha-ma-thingy that little Bobby has talked about non-stop for the past six months or for a sweater that’s just the right shade of green to make your lady’s eyes sparkle. In an age when anyone can order anything from anywhere — and have it delivered to their door in a matter of days — it takes quite a leap of faith to open a business. But the risk doesn’t end once the leap has been made — far from it. Business owners still have plenty of long hours and hard work to look forward to if they’re going to may a go of it. And when they do succeed, we all benefit. Local businesses create employment for local people and, ideally, a fair chunk of the wages they pay will be spent locally. Today, it all comes down to numbers Just a few thoughts today— and hopefully some helpful tidbits of info. You may be familiar with what’s known as the Larco property on New West’s waterfront. Today it’s that vast piece of blacktop, a.k.a. the parking lot between the Fraser River Discovery Centre and Westminster Pier Park. Most people who have been here a while look at that property and wish something better could be done with it. The owner is Larco Investments—or better put, the Lalji family which is ranked this year by Canadian Business magazine as the 23rd “wealthiest people” in Canada, and owners of such properties as Park Royal Shopping Centre and a whole whack of federal buildings. At one time the Pier Park was going to have more than half a dozen towers, and the Larco property plans were for more of the same. Thankfully the city bought the former for parkland, and today is working with Larco to pare their ambitions down

from five massive towers to three slimmer towers and more park space. If the changes are approved at a public hearing slated for next spring, does it mean Larco will break ground soon? Doubtful. Larco has sat on the property for about 20 years. In recent interviews they said market conditions are getting close to where they need to be, but not quite yet. The upside? When it’s developed, the new plan will be so much better for the city. Downside? We’ll likely be looking at a parking lot for many years to come. •••••

centre under construction on Columbia Street—and the office tower rising above it. Is this city-led project on track? Gary Holowatiuk, the city’s finance director, says it’s “coming in on budget.” He says $56M has been spent so far. Here’s how the $94M budget breaks down: $41.5M – Anvil Centre $12.5M – Parking structure $33M – Office tower $7M – Tenant improvements (if city doesn’t sell tower) How will it be paid for? A big chunk, $43M, will come from something called Development Assistance Compensation (DAC) funding, part of a deal the city brokered years ago with the province for hosting Starlight Casino. Of that, $35M was always earmarked for a Downtown facility with convention space, and the city is borrowing the additional $4M in DAC money that had been intended for Quayside dock facilities and $4M of the $10.3M set aside for the Queensborough to Quayside pedestrian bridge.

That leaves $51M still to be paid. How? In a nutshell: by borrowing. The city’s taking $11M in debt for most of the parking structure, and is taking $40M from its reserve funds intended for capital projects like road improvement and pipe replacement. So, in order to do those projects the city can’t delay, the city’s borrowing as needed. You may recall a big fuss created last year when the city sought authorization to borrow up to $59M—that’s why. If the city sells the office tower, there’s a decent chance most of the debt will be retired in one fell swoop. If not, the city is confident it will lease the office tower at decent rates and use that revenue to service its debt. Holowatiuk says the Anvil Centre/office tower is on pace for a May 2014 completion. But to be sure, there will also be a big splash in the fall, just a few weeks before the election. Talk is cheap Re: New Q2Q bridge will be a vital link (Letters, NewsLeader, Dec. 11) The writer is completely accurate with his reference to the “... list of projects New West is wasting money on.” These wasteful projects can be blamed on too many residents fighting for their own personal interest without regard to the basic rules of capital investment. The Queensborough to Quayside pedestrian bridge is being pushed as a way to use casino funds which could be better used to help all the city’s taxpayers. It will not solve in any meaningful way the access to Queensborough, but will be a $7 million pathway for a few to stroll or bike ride on a nice day as if there are no alternatives. How many residents per week will actually use the bridge? What is the capital cost for each potential user? What will the operating and maintenance cost be annually? Remember the bridge must be raised each time a vessel towing logs passes by. What study has determined the numbers of users with any certainty? A valid test of the potential users could be made with six months of using water taxis. Why do all the

recent capital expenditures have 100 per cent taxpayer financing? It’s disingenuous to insist that provincial and federal funds do not eventually come from our local taxpayers. What are the proponents going to contribute to support their wish for the project? Talk is cheap. Ed Linstead New Westminster

New cars, tires, roads are engineered for much higher speeds. A higher speed limit will require drivers to pay attention to their driving. Mark: Being from Germany and having driven faster and safely on the Autobahn, I say it’s about time. When I took my driver’s test, part of the test was on the Autobahn and you had to go 130km/h (weather and local speed limit permitting) NOT to get points against you.

Driveway readers have the final word on the posted speed limit poll, conducted in partnership with Insights West. In that survey it was revealed that 37 per cent of those polled believe a higher than 100 km/h limit should be posted on our major highways. The provincial government current review of speed limits has already prompted much public discussion, much of which seemed to support the hiking of limits. With that in mind, we were surprised that the poll showed that 55 per cent believed speed limits should be left alone. Here’s further reaction posted online by readers.

A contentious coal export proposal in Surrey faced more opposition protests and a call for an inter-agency review as a new deadline for public comments on the project ended Tuesday. Port Metro Vancouver could make a decision at any time on the application by Fraser Surrey Docks to export up to four million tonnes a year of coal, which would come by train through White Rock, Surrey and Delta, and go by barge down the Fraser River and north to a transshipment terminal at Texada Island. assessment, which has been widely criticized as inadequate. That followed a scuffle with staff at the port offices Monday when masked protesters dressed as Santas attempted to deliver lumps of coal. Delta council voted Monday to lead an independent inter-agency review of the coal transfer facility, although it’s unclear if it will be approved before such a review gets off the ground. The municipality will

seek participation by the health and environment ministries of both the provincial and federal governments, as well as Metro Vancouver and the cities of Surrey, White Rock and New Westminster. The environmental review commissioned by Fraser Surrey Docks found no adverse impacts to the environment or human health. Critics say it didn’t go far enough in considering potential risks from coal

dust and other impacts along the BNSF railway line, or the climate change impacts when the U.S. thermal coal is burned in Asia. “There’s no support for this,” anti-coal activist Kevin Washbrook said. “It’s up to the port to show how it’s going to address the concerns.” He said campaigners will turn the heat up on the provincial government in the new year, adding health minister Terry Lake has not backed up objections raised by Lower Mainland medical health officers. Washbrook also said it’s hypocritical for the province to say it can export liquefied natural gas to help wean China off of burning coal, when it can simply block more coal exports from B.C. right now. The extra coal to be shipped is a 7.5 per cent increase over current coal shipments.

AirCare dials down fees Motorists whose vehicles need AirCare testing next year will get a break on fees in the final year of the program. The fee for 1992 and newer vehicles drops from $45 to $36 in January and then is reduced $2 each month after that. The fee for 1991 and older vehicles, now at $23, will be reduced by $1 each month. The vehicle emissions testing program is to be scrapped at the end of 2014. The provincial government says the air quality benefits from the program have diminished as vehicle pollution controls improved.

Real estate edges up Lower Mainland house prices were up slightly in November compared to a year earlier. The Real Estate Board of Greater Vancouver reported its benchmark price for detached houses was $924,800, up 1.1 per cent from November of 2012. Apartments were up 0.8 per cent to $367,800 while attached units were up 0.8 per cent to $458,000. The Fraser Valley Real Estate Board, which covers the Fraser Valley plus White Rock, Surrey and North Delta, reported its benchmark detached house price climbed one per cent from a year ago to $550,300. Apartments dropped 3.3 per cent to $196,200, while townhouses dropped 2.2 per cent to $298,900.

National SAM Award nominees announced CMHC makes its predictions for 2014 By Kerry Vital

As 2013 comes to a close, the Canada Mortgage and Housing Corporation is looking to the year ahead. “This is an unprecedented time of low and stable interest rates,” says Carol Frketich, CMHC BC regional economist. She notes that she expects this trend to continue, keeping the Lower Mainland housing market strong. “Our ties with Asia bode well for our outlook,” says Frketich. “Currently the top four migration countries are China, India, the Philippines and Korea.” She also notes that businesses are increasingly investing in B.C., keeping the economy strong and bringing new jobs to the area in many sectors. She states that skilled workers are the second largest group of immigrants coming to British Columbia, with most settling in the Lower Mainland. First-time buyers are also expected to increasingly enter the market in the next few years, though in an older age bracket than in the past.

The Fraser Valley is becoming a market leader in home starts and sales, and the CMHC expects this to continue in 2014. However, unlike in Vancouver, single-family homes make up the bulk of the sales. “People still want land,” says CMHC Market Analyst Richard Sam. “Fiftyfive to 60 per cent of sales this year were single-family homes.” In contrast, the majority of sales in Vancouver were multi-family homes. “The benchmark for single-family homes is decreasing,” says Lance Jakubec, CMHC Senior Market Analyst. Sam also notes that Surrey has seen the largest increase in population growth in the Fraser Valley, followed by Abbotsford and Langley. The type of home isn’t expected to change in the new year though. “All markets are growing at a similar rate,” says Jakubec, naming condominiums, townhomes and single-family homes as the markets. “We see moderate increases in new construction in 2014,” he says. Living in the Lower Mainland has its benefits, and much of that is the reason behind growth in most cities. “Vancouver is consistently ranked as one of the most livable cities in the world,” says Neil Chrystal, president and CEO of Polygon Homes. “Buying conditions have never been better.”

The Canadian Home Builders’ Association has announced the finalists for the 2013 CHBA National SAM Awards, which celebrate excellence in new homes, renovations, technology, construction, presentation and marketing nation-wide. Among this year’s finalists are eight Greater Vancouver Home Builders’ Association members, in 13 categories. Adera Development Corporation has been named in four categories, including best Multi-Family Project, the Community Development Award and best Brochure/Kit. They are also in the running for a Grand SAM Award, which honours a builder for both excellence in building and marketing new homes. Concert Properties is also a finalist in four categories: best Multi-Family Project, best Project Signage and Logo, the Marketing Excellence Award and the Grand SAM Award. TQ Construction follows with three nods for best Kitchen, best renovation Any Room and best Whole House – More than $500,000. Portrait Homes and Solterra Development are in the running for two awards, for Single Detached Home Between 1,500 and 2,200 Square Feet and the Community Development Awards, and best Direct Promotion and the Marketing Excellence Award, respectively. Eurohouse Group, reVISION Custom Home Renovations and Upward Construction and Renovation each received one nomination. Eurohouse Group is a finalist in the Single Detached Home over 4,000 Square Feet category, while reVISION is a finalist for their Whole House – More Than $500,000 renovation. Upward has been named a finalist for the Single Detached Home between 2,500 and 4,000 Square Feet. The awards will be presented at the CHBA’s 71st National Conference on April 4, 2014, in Whistler.
