District purchases property downtown Mayor wants university at former Buy Low building site Carol Aun MISSION RECORD
The District of Mission has purchased nearly a block of property in downtown Mission with the goal of attracting a university to the area and stimulating growth. Mission purchased 7337 Welton St. – the former BuyLow building – for $1.95 million and will take possession at the end of January. Mayor Ted Adlem made the announcement at the Chamber of Commerce Christmas luncheon Thursday afternoon. Adlem said he has had several discussions with University of the Fraser Valley administrators about relocating, but noted the move is also subject to approval from the provincial government. Regardless of whether UFV leaves its current facility at Heritage Park Centre, the newly acquired district property on Welton will still be used as a cultural, educational or civic facility, as outlined in the district’s Down-
town Action Plan. Currently, the Fraser Valley Child Development Centre is located there, but most of the property is used as a pay parking lot. “I’m excited about this,” said Adlem prior to the announcement. “Our current council unanimously said we’re going to generate a great plan for the redevelopment of downtown, and then we’ll move forward. This is our commitment. We’re serious.” Adlem, who hopes the investment will also bring in developers, said he would like to see a three-way partnership between a university, the district and a developer to create a building that would also house commercial and residential units. No tax revenue would be generated for the district if the facility only accommodated a school, he explained. The purchase fulfills one of the 10 big moves identified by district planners as a catalyst for change downtown.

Fraser Valley Humane Society will keep its doors open in 2014 with a $30,000 fee for service grant from the district – a $5,000 increase from this year. While council supported the grant, several councillors had concerns about the way the society is being run even after district staff met with the members of the organization to try to help them find savings. In a report to council, district staff could not identify obvious cost savings, but suggested changes to the non-profit society’s operational model, such as eliminating the shelter and running a
foster program instead. According to a report from Mission’s director of development services, Mike Younie, and manager of accounting services, Scott Ross, other successful shelters are located in buildings operated by local governments, or are run on privately owned land, such as Senior Animals in Need Today Society which is also located in Mission. Council commended FVHS on its relationship with local vets, saving 65 per cent on vet services as the doctors only charge 35 per cent of the retail cost. In 2012, FVHS spent $15,288 on vet bills. “My concern is 60 per cent of their budget is spent on salaries,” said Coun.

Mission council is considering moving Wednesday afternoon council meetings to the evening after former councillor Ron Taylor accused politicians of excluding the public from contentious topics. “The most important items this council considers are not addressed truly in the public,” said Taylor, who spoke as a late delegation. Taylor claimed it’s difficult for the public to attend mid-day council meetings and such a schedule makes it “impossible for someone with a regular job to serve on council.” Wednesday gatherings are held when there is overflow from the regular Monday night council meetings. All councillors say they would support Wednesday evening meetings if it works better for most people. District staff will research the ramifications of such a move and present the findings to council at a later date.
Mission Fire/Rescue’s ladder truck is out of commission after its engine compartment ignited on the weekend, due to an electrical and mechanical malfunction of the vehicle’s external block heater, say investigators. A crew member discovered smoke coming from the 100-foot aerial truck Saturday, Dec. 14, around 8 p.m., when he came to the Seventh Avenue fire station in response to another call. “We were here an hour previous, and there was nothing showing … So it was that quick,” said deputy fire chief Bob Cannon. After the source of the smoke was identified, crews removed the five other trucks in the station before extinguishing the blaze in the ladder truck. Capt. Mike Schmidt, fire prevention officer, said a malfunctioning engine block heater was the cause. The truck is 17 years old and in excellent shape, but the extent of

A fire in Mission’s aerial has taken it out of service. SUBMITTED damage won’t be known until ICBC finishes its assessment. “It’s the first time this has ever happened to us,” said Schmidt. In the meantime, Abbotsford and Maple Ridge fire services are on standby for Mission should the district require a ladder truck. “Everything else is back in service and ready to respond to any call,” said Cannon.

Tony Luck. “This group is fundamentally broken the way I see it … you can’t have 60 per cent of donations go to salaries.” Luck suggested looking into amalgamating services or putting more responsibility on cat owners. It costs about $8,800 a month to run the cat care centre, with $5,000 going to salaries for the executive director and two part-time employees. None of the workers receive benefits. FVHS needs to attract corporate dollars, said Coun. Jenny Stevens, who noted it’s challenging to raise money for just cats. About 50 volunteers that put in about 450 hours at the shelter.

Parents hope for a miracle The parents of threemonth-old Lucas Richardson are hoping for a miracle to keep their baby alive and are asking anyone who prays to include their son in their thoughts. Lucas was born a month premature on Sept. 29 with just half a heart. That’s the simplest way his mom, Catrina, can describe it. He’s missing the right ventricle which is supposed to bring blood to his heart. Miraculously, his body adapted by developing pathways from his left ventrical to provide what he needs to survive. Doctors think that will close up as Lucas gets bigger, said Catrina, noting doctors, for now, have ruled out surgery as an option because of his age and the risks. “It’s stressful,” said Marc, Lucas’ dad. Lucas was born weighing five pounds, 11 ounces, and has grown to almost nine pounds now. “He’s so normal, we sometimes forget he has this problem until we go to Children’s Hospital,” Marc noted. The couple are careful with their first child to make sure he’s calm. “We’re hoping for the best,” Catrina added. “He’s a really good baby and we’re lucky to have him right now.”

Katelyn Gagnon and her family will spend the holidays in a one-bedroom loft after their Stave Falls home on Bell Street was destroyed by fire last Wednesday. It will be cozy with her common-law husband, Ryan, and their two boys, ages two and six, but the young mom is happy to have a space of her own while they try to piece together what they have and decide next steps. “We’ll start looking for a permanent place after the holidays,” said Gagnon, who is grateful that her friend has offered the space.
The family is very lucky they escaped the fire uninjured, said fire investigator Capt. Mike Schmidt from Mission Fire/Rescue Service. The blaze started in the northeast corner of the garage where it spread to the sundeck and the roof, said Schmidt. The smoke alarms were only activated around 4 a.m. as the family was escaping because the smoke was above the detectors. The fire is not suspicious, said Schmidt, but the cause is undetermined because of the amount of destruction. The house will have to be replaced. The family who had been renting the house for more
than three years did not have insurance to cover their losses. Family, friends and even strangers have all offered to help Gagnon and her family. Hunter, who loves soft, stuffed toys, has received so many since the fire, Gagnon jokes they will have to find a house with a room just for his stuffies. “Thanks to everyone who’s helped so far.” Mission Towing on Wren Street is collecting donations and gift cards for the family. An account has also been set up at TD Bank to collect financial contributions for the family. The account number is 6266109.

Keeping cash in the community
Unless you’re one of those folks who loves the rush that comes with ticking those last few items off your list just as merchants are pulling the gates across their storefronts on Christmas Eve, we don’t have to tell you that time is running out. By now, those of us who don’t crave the spike in adrenaline that comes with bobbing and weaving through overcrowded aisles and who would prefer not to spend long, exhausting hours standing in one seemingly endless line after another at the cash register, are likely already far from the madding crowd. We’re probably cozy at home, boxing and wrapping the thoughtfully chosen items we selected ages ago from wellstocked shelves. But, hey, there’s still a whole week to go. That’s plenty of time, and there’s no

shame in being a last-minute shopper. Local merchants are depending on you. In an age when anyone can order anything from anywhere – and have it delivered to their door in a matter of days – it takes quite a leap of faith to open a business. But the risk doesn’t end once the leap has been made – far from it. Business owners still have plenty of long hours and hard work to look forward to if they’re going to may a go of it. And when they do succeed, we all benefit. Local businesses create employment for local people and, ideally, a fair chunk of the wages they pay will be spent locally. When they smile, wish you a Merry Christmas and thank you for your business, you’ll know they mean it. Black Press

Food donations are required year round
Public can be wiser than council Re: Waiving public hearings an idea worth abandoning, Dec. 5 edition. The editorial expressed wariness regarding the possibility of dispensing with a public hearing concerning development of the downtown core. I, too, heard an alarm bell. If such a process is bypassed in the guise of efficiency, it will be just the thin edge of the wedge along the path of excluding the meddlesome public, who are often wiser by far than many elected officials. Public hearings may have drawbacks but they are infinitely better than none at all. Jeanette Smith Silverhill
we might be able to meet the need. Within a short while the phone rang and a man said he and his wife wanted to donate food for hampers. What did we need? I told him I was currently sorting food for families of five and
over, and that there was a need for large cans of protein-type foods. He told me he would bring in a donation. An hour or so passed, and we were so touched and grateful when he arrived with a very generous donation of food
which will go directly into those hampers. An answer to our prayer! We continue to hope and pray that Mission again will supply the ongoing need. We anticipate we will need to fill 700 Christmas hampers or more,
judging by the number filled last year. Any food left goes to supply our food bank which is open five mornings a week, year round. We have a year round need for food supplies of all kinds which quickly disappear. Until Christ-
mas, donations can be brought to either the 32646 Logan Ave. location or in the Junction Mall behind the TD Bank. Later on, we operate only from the Logan Avenue location. Mission is a wonderful community to live
in, warm, generous and giving and I am proud to call it home and volunteer for Mission Community Services. Thank you, Mission, for helping others less fortunate! Molly Hawkins Mission

As a volunteer with Mission Community Services, I work with its food bank on Logan Avenue all year and also with the Christmas Bureau. We are always so grateful for the generous support of Mission residents and businesses who have been so giving in the past. This year due, perhaps, to weather, or other demands on people’s wallets, donations have been much slower. A couple of days ago another volunteer and I were sorting food which had been donated and talking about the situation. We spoke of hope and were praying that

More than 300 people attended a Christmas dinner hosted by Mission leadership students Dec. 8. Students cooked, served, and entertained their guests at the sit down dinner at Heritage Park Secondary which was open to anyone. Chefs prepared a complete turkey dinner and pie for dessert. Mission school district staff, students from the three high schools, and even some elementary school children volunteered to help. Mission school board trustees Edie Heinrichs and Jim Taylor, also used the opportunity to meet parents and students in the district. In addition to serving the meal, students dressed up as elves and spoke to young children on behalf of Santa about what they wanted for Christmas, added Heinrichs. The elves then picked out a gift for the kids. Students fundraised to host the dinner and also collected warm clothing, blankets and toiletry items to distribute.

WHAT DO YOU WANT FOR CHRISTMAS? If you ask children what they want for Christmas, they will probably tell you about all of the latest toys and games on the market. For most well-cared-for youngsters, I guess it is the material things in their lives that give them the most joy and happiness. Children, as well as adults, often desire the luxuries of life, and we tend to take for granted all of the blessings that we have been given. However, I am sure it is not that way for the needy, less fortunate children in the world. For Christmas, these children would probably ask for something like a new pair of shoes, or a warm coat, or perhaps a sweater. The true Christmas spirit should be more about giving than receiving, and sharing what we have with others. The Bible tells us that the generous person is blessed by God, and that God will not forget the good works and labors of love which have been performed in His name.
He that hath two coats, let him impart to him that hath none; and he that hath meat, let him do likewise.

Festival raised almost $1,200 for Christmas Bureau Carol Aun MISSION RECORD
More than 250 people at The Festival of Trees raised in excess of $1,190 for Mission Community Service Society’s Christmas Bureau last week. There were also six boxes of non-perishable foods and gifts collected, said Joy Cox,
who coordinated the event for the first time with Margaret Peake, and a team of 27 volunteers. “It was a lot of work, but very worthwhile,” Peake noted. Nineteen trees, decorated by local organizations and individuals, were on display at All Saints Anglican Church on James Street from Dec. 10-14. With a donation to
the Christmas Bureau, everyone viewing the trees could vote for their favourite three while enjoying festive treats, music and entertainment. The scores were close, said Cox, who is already talking about next year’s event. At the end of the event, all the trees were donated to local families through the Christmas Bureau.
The top trees in each category are: Best Decorate Tree in Show: The Valley Singers Best Uniquely Decorated Tree: JMJ Photography Services Best Decorated Tree Family or Business: Aleaxander and Nan Best Traditional Christmas Tree: Isobel’s Family Christmas Tree.

PUBLIC NOTICE
If inclement weather prohibits garbage and recyclable pick-up, you’ll be permitted to put out double the regular amount the following week.
Winter weather brings garbage collection woes

Manoeuvring garbage trucks down narrow streets and steep slopes on icy roads can be a daunting task, not only putting garbage collectors, but other road users, at risk. Even if roads appear clear, snow banks may prevent collection vehicles from pulling off to the side, creating hazards for motorists and pedestrians. Cancelled garbage collection service undoubtedly presents an inconvenience to residents, but it can become necessary to ensure everyone’s safety. If your garbage was left at the curbside due to road conditions, please check www. mission.ca or call the collection contractor at 604-820-6487 for updated collection information. Should collection be postponed until the following week, please bring your garbage, compost and recyclables back inside. Instead of the usual two, you will be allowed to set out two garbage bins and two
garbage bags (max. 80-L capacity and 20 kg weight each) on your regular collection day the following week. If your garbage, recyclables or compost were the only materials missed on your street, please verify that they were at the curb by 8 a.m., that they were visible and accessible, and that they met all weight and size specifications. WorkSafe BC Regulations stipulate that bags and containers must not exceed 20 kg in weight or 80 L in volume. Non-conforming materials should have received a sticker, explaining why they were left behind. If materials were left behind for no apparent reason, please phone the collection contractor directly at 604-8206487. We apologize for any inconvenience and appreciate your patience. The District’s Engineering Department can be reached at 604-820-3736.

Municipal Hall Hours: Monday to Friday, 8:00 a.m. to 4:40 p.m. excluding statutory holidays
Holiday hours, green Christmas considerations Please note that both the Mission Landfill and the Recycling Depot will be closing at 3 p.m. on Christmas Eve and New Year’s Eve. Both facilities will also be closed on Christmas Day and Boxing Day, as well as New Year’s Day. Holidays that fall on weekdays cause the collection schedule to move ahead. For example, if your collection day is currently Wednesday, it will move to Friday after Christmas and to Monday after New Year’s Day. As every year, residents within the curbside collection area will be able to place double the regular amount of garbage at the curb during the week following Christmas. For the purposes of this special collection arrangement, it will be acceptable to set out additional garbage in bags, for a total of two bins and two bags. Please make as much use of Mission’s recycling and composting programs as possible this holiday season. Remember that all food waste should be separated from the regular garbage and placed in your Rot Pot or yard waste bin. Compostable food waste includes meat, bones, bread, all table scraps and paper napkins. Please store your Rot Pot, garbage bins, yard waste containers and blue bags inside or in a wildlife resistant enclosure until the morning of collection to avoid luring bears and other wildlife into residential neighbourhoods. Bears are attracted by smells and will investigate anything they perceive as a potential food source. Bears that continue to find a food source in residential garbage, bird feeders or pet food left outside will not go into hibernation. Gift wrap, due to its ink content and low paper grade, is not recyclable. Consider making the packaging part of the gift by wrapping
presents in tea towels, scarves, reusable tins or boxes. Please also note that Styrofoamä is not recyclable and should be avoided whenever possible or placed with the garbage. Some stores may offer take-
back options for Styrofoam, so check at the time of purchase. Ever wonder how we arrived at producing so much waste? Take 20 minutes out of your day and watch the entertaining and enlighten-
ing movie “The Story of Stuff” at www.storyofstuff.org/movies-all/ story-of-stuff. For more information, please visit www.mission.ca or call the Engineering Department at 604-820-3736.

The District of Mission Community Heritage Commission is seeking nominations for the 2014 Heritage Awards Program. The Heritage Awards Program has been established by the Mission Community Heritage Commission to recognize the efforts made by individuals, groups and businesses who have made a signiÀcant contribution towards protecting, enhancing and/or restoring Mission’s heritage resources.
PUBLIC NOTICE Council intends to enact the “District of Mission Downtown Revitalization Tax Exemption Bylaw 5391-2013” which establishes a revitalization tax exemption program as part of the District’s Downtown Development Incentive Program. Council’s objective in establishing the revitalization tax exemption program under the Bylaw is to encourage the revitalization of the downtown of the District of Mission through the encouragement of accelerated private investment in stand-alone or mixed commercial and residential new development and major redevelopment projects within the Mission City Downtown Action Plan area. The intent of this program is to encourage development or redevelopment within the downtown area that may not otherwise take place without this program. A plan of the Downtown Incentive Program area is available for viewing at Municipal Hall, 8645 Stave Lake Street, Mission, BC. With new development in the downtown core, it will enhance the viability and livability of Mission’s downtown. The maximum term of the tax exemption is 10 years and applies only to Municipal taxes and not school, hospital, library and other taxes normally found on the District’s tax notice. The tax exemption incentive must be applied for by December 31, 2016. For further information, please contact the Bob Wilson by email bwilson@mission.ca or call 604-820-3706

On September 18, 2013, the one-millionth truck, a Sunset Bronze Mica colored, 1794 Edition Tundra, rolled out. This truck has a completely new body design with an aggressive grille that

New Tundra has amazing design The seats are spacious and very comfortable; I compare it to a living room couch with seat belts. It has a very quiet cabin, which I found to be true with the previous model, with very little road noise. I am happy they continued with the larger oversized buttons and knobs, which you can operate while wearing gloves. With the popularity of the Tundra growing, I can easily see the two-millionth truck roll out before the next design change. ian.harwood@drivewaybc.ca

with a wider track and a longer wheelbase (by 9 cm), plus a new double wishbone rear suspension. The structural changes also yielded extra cargo space and more rear passenger head and legroom. The single overhead camshaft base engine can produce 170-horsepower and fuel economy is rated at 10.6/7.5 L/100 km (city/ highway). While reliable, it’s no rocket and flat-out acceleration to 100 km/ hour takes more than 10 seconds. Agile handling does help compensate for tame straight-line speed. A turbocharged variant has twin-camshafts and can produce 224-horsepower. However, it likes premium fuel and consumes 10.9/8.3 L/100 km (city/highway). Manual transmission models have an electronic “hill holder” feature. When stopped on an incline this feature delays release of the foot brake to prevent the vehicle from rolling backward and gives the driver more time to achieve a smooth take-off. The automatic option was a conventional four-speed. Forester got top marks from the Insurance Institute for Highway Safety (IIHS) in its rollover test. The roof is more than double the strength required by U.S. federal safety standards. In addition to all-wheel-drive system, a Forester comes with anti-lock brakes and an electronic stability control system called Vehicle Dynamics Control. It also provides what Subaru describes as a ‘virtual’ limited slip rear differential function. The 2009 Forester was offered in four trim levels; 2.5X, 2.5X Touring Package, 2.5X Limited and a 2.5XT Limited model with a turbocharged engine. Even a base Forester 2.5X comes well equipped with heated seats, air conditioning, power windows and mirrors, roof rails, a tilt and telescoping steering wheel with audio controls. A new PZEV (partial-zero-emissions-vehicle) edition of Forester was added for the 2010 model year. Emissions are about 90 per cent lower than most (2010) vehicles, according to Subaru. In 2011, the base 2.5-litre boxer engine got a double overhead camshaft upgrade, plus new bore and stroke dimensions. While maximum output remained at about the same level, more power is available at a lower rpm and fuel economy improved. The reliable Subaru Forester is a very impressive blend of utility, comfort, handling and fuel efficiency in a compact package. bob.mchugh@drivewaybc.ca

drivewayBC.ca Charging ahead with plug in hybrids and all-electric cars beyond most folks and the only way to bring them in range is to sell many more! Most provincial governments have incentive rebates for those that make a green choice. While
successful to a degree, they alone are going to turn us all on. If gas prices soar then some more buyers will go the hybrid route but that said there are an awful lot of four-cylinder vehicles out there that are remarkably economical on gas. Let’s get our heads out of the dark clouds and accept that economy of purchase and operation are what drives most sales. I am not an electric car naysayer, far from it, but we have to recognize that much needs to happen before the majority buy into this future. Sticker price is one thing but the single biggest challenge has to be the slow pace of infrastructure to fast-charge cars, whose batteries have run down mid-journey. ‘Range anxiety’ is a major mental obstacle for those with the resources to contemplate the purchase of an all-electric car such as the Nissan Leaf or Mitsubishi iMIEV. For that reason, it seems likely that the likes of the Chevrolet VOLT will enjoy more sales success as a main means of transport because an onboard gas-powered generator is ready to kick in to recharge the battery when the juice runs out. Similarly, the new BMWi3 while available as a pure electric vehicle can also be purchased with a range extending engine. Other manufacturers are set to follow that same route but in the meantime, the plug-in hybrid, which combines the pulling power of a gas engine and electric motor is the early winner of people’s green-tinged hearts. But back to the thorny issue of infrastructure. Many advocates want government to play a lead role but with all the demands made on the public purse that’s a dead end street. Maybe the tax incentives they can offer will encourage the private sector. Hats off to BMW and its holistic approach. The German giant is collaborating with small tech companies, who will work with customers to make sure their homes don’t require a major power refit just to own one of the new i3s. And, as Dr. Ian Robertson, a BMW management board member, told me at the LA Auto Show recently there are many other power opportunities right in front our eyes. Urban areas are awash with street lights, which could be used as a source for curbside recharging.
