North Okanagan-Shuswap parents and students are anxiously waiting to hear if there will be classes Tuesday. Custodians, bus drivers and other support workers could walk off the job in Armstrong, Enderby, Falkland and Grindrod. “What has brought us to a strike position is the fact that this employer is nickel and diming workers needing benefit improvements in a school district running a substantial Chris Coers surplus,” said Rob Hewitt, with the Canadian Union of Public Employees local 523. Bargaining is expected to continue Monday, but the union insists a strike is possible to pressure the district. “I find it incredibly disrespectful for these employers to deny workers the opportunity to improve their outdated benefit plans,” said Hewitt. “The union has clearly demonstrated that by allocating some clearly identified savings towards those improvements, in accordance with the (provincial) cooperative gains mandate, it would still result in a savings to the district.” Hewitt says the North Okanagan-Shuswap district has a $20 million surplus and the proposed benefit improvements would cost $65,000. “These school districts are running surpluses, and our members are some of the lowest paid public sector workers. We deserve a fair deal.” However, North OkanaganShuswap district officials insist

they have been fair during the contract process. “We pulled 3.5 per cent out of the system for a CUPE wage increase because the government didn’t fund it,” said Chris Coers, an Enderby trustee. Coers says the district has not asked for the long-term disability plan to be clawed-back but it can’t increase benefits because any money generated from savings may be required. “The CUPE contract is the first of many we have to deal with. There are also the teachers and administrators. We worked within the framework.” Coers denies the union’s claim that the district has a $20 million surplus. “I have no idea of where they pulled that figure from. We do not have a surplus sitting in the bank that we can spend,” she said, adding there are some restricted funds that cannot be used under accounting guidelines. “A school building could be reported as an asset.” The school district admits it’s disappointed the union has issued strike notice. “It’s important that we retain our focus on the needs of the students in our public schools and ensure that their education is not interrupted by a labour dispute,” said Bobbi Johnson, board chairperson. Johnson added that the North Okanagan-Shuswap district’s offer is consistent with the settlements for other CUPE employees in B.C.’s 60 school districts. Members of the North Okanagan-Shuswap Teachers Association are observing the situation closely. “We hope they settle it and get a fair, negotiated agreement,” said Brenda O’Dell, NOSTA president. “We support our CUPE colleagues and if picket lines show up, we will honour those lines.”

Juzwisyn is also concerned that expanded access to alcohol could negatively impact individuals who have addiction issues. “If someone has a liquor abuse problem, they have the choice to go into a liquor store. But if they are in the grocery store and buying milk and eggs and there’s beer there, some people will be tempted,” he said. In making his recommendation, Yap says grocery store sales of alcohol would meet consumer demand for greater access. “During the B.C. liquor policy review, I heard loud and clear that today’s retail model has not kept pace with consumer expectations,” he said. Yap is recommending a phased-in approach to his model so government and private liquor stores can adjust. He is also calling for the current cap on the total number of retail outlets to remain, meaning a grocery store would have to buy a liquor license from an existing business. Yap also recommends that liquor be sepa-

rated from grocery products. “By doing this, and by keeping liquor separate from grocery products, we can increase convenience without any increased risk to the health or public safety of British Columbians,” he said.

Train traffic resumes Morning Star Staff

The rumble and horns of trains are being heard again in the North Okanagan. For months, crews have been working on the railroad tracks formerly operated by KPR running from Kamloops to Armstrong, Vernon, and Lumby. The work is near completion and operations will resume along this line today. “Residents are advised that they can expect train traffic at any time as of today,” said Emily Hamer, Canadian National regional manager of public affairs. In September, CN announced it

would resume operations on 97 miles of track running from Campbell Creek, 10 miles east of Kamloops, to Lumby after Kelowna Pacific Railway declared bankruptcy. “We remind motorists to obey all crossing protection signs and warning devices, and the public to stay away from the railroad tracks at all times,” said Hamer. “Walking, playing or running on or beside railroad tracks is dangerous and illegal.” CN police will be monitoring the area to educate the public of the dangers of trespassing helping to ensure public safety.

Report highlights child poverty richard rolke Morning Star Staff

Vernon-Monashee’s MLA insists that children living in poverty are not being ignored. The 2013 report card by First Call: B.C. Child and Youth Advocacy Coalition indicates that 18.6 per cent of B.C. children were poor in 2011, up from 14.3 per cent in 2010. This is more than five percentage points higher than the average across the country. “If one family is in poverty, not enough is being done, but we have done a lot. We have increased the minimum wage and rent subsidies,” said MLA Eric Foster of the provincial government’s actions. “We keep working at it and it is a priority.”

Foster points out that one of the challenges is the increasing cost of living, particularly with housing. The coalition report states that the number of poor children in B.C. was 153,000, up from 119,000 in 2010). Children living in single-mother families had a 50 per cent poverty rate in 2011, an increase from 21.5 per cent in 2010. “B.C. stands out as having done the least among all provinces to bring down child and

family poverty through government supports and programs,” said Adrienne Montani, First Call’s provincial co-ordinator. “Concerted government action in the form of a comprehensive poverty reduction plan for the province is long overdue.” According to the report, nearly one-third of B.C.’s poor children lived in families with at least one parent working full-time all year. The report card makes recommenda-

tions to reduce child poverty including adopting the $10 a day child care plan, paying living wages; enhancing Employment Insurance benefits and eligibility, increasing affordable housing options for families and improving the affordability of postsecondary education. However, Foster says many of these items can have a direct impact on taxpayers and employers. “If the service industry wages go from $10 to $18 an hour, it will all go to food because the cost of everything (consumer items) will go up. Or there could be fewer jobs,” he said. Foster believes a major focus for reducing poverty is to bolster the economy.

Despite some calls for upgrades to the Japanese gardens, city council has decided to delay any substantive improvements or changes until the Polson Park master plan is completed, and a prioritization and funding strategy is developed. “It doesn’t make sense to invest money of any consequences until we have a master plan,” said Coun. Juliette Cunningham. The city’s sister cities committee had expressed some concerns about the condition of the Japanese gardens. Minor repairs, such as broken curbing and damage to the structure, will be addressed in 2014. A draft Polson Park master plan could be completed in 2015.

Okanagan-Shuswap MP Colin Mayes is on the fence about his future in politics. Responding to rumours he may run for mayor of Salmon Arm in 2014 which were raised by Salmon Arm blogger Tim Lavery, Mayes issued a short statement posted to the Aim High blog. “My future political life is yet undecided. Yes, a number of people have asked me if I would run for mayor in 2014. To do so, I would need to retire from my MP position 12 months before my term is complete,” he wrote in the statement. “I have also had many more people ask me to run for one more term as a member of Parliament. My children and wife support me on either decision although my children prefer the latter and my wife the former.” Mayes was first elected to serve in Ottawa in 2006. He was re-elected in 2008 and again in 2011. Having served in Parliament for longer than six years, Mayes is already eligible to receive his federal MP’s pension when he leaves office.

If Mayes were to quit his role as MP, the most likely outcome would be a by-election to elect a new representative; otherwise, the riding would have no representation until the next general election. Some of my critics would prefer this option.” Mayes says he will be making a decision at the end of the 2014 spring session of Parliament.

Upgrades made to Highway 97A Morning Star Staff

Motorists travelling through Spallumcheen are benefiting from safety improvements made to the Eagle Rock intersection on Highway 97A. The upgrades include the construction of a protected T-intersection with an acceleration lane for motorists turning left on to Highway 97A, as well as a right turn lane and illumination at the new intersection. “This project improves safety for all motorists including local drivers, tourists, and commercial trucks,” said Shuswap MLA Greg Kyllo. “These improvements will help reduce the risk

Enderby’s annual Christmas celebration takes place from Dec. 6 to 8 with a variety of events for all ages to take part in.

The Christmas spirit is shining bright throughout Enderby. The community will hold its annual Christmas celebration Dec. 6 to 8. “We want to have an event where people can come out and have fun. It’s all about family time,” said Craig Bell, one of the organizers. On Friday, activities get underway with an outdoor gift market on Cliff Avenue from 4 to 7 p.m. “We have at least 15 vendors so far and possibly up to 30,” said Bell. “They will have a good variety of gift ideas. There will also be a quartet walking around and getting people into the spirit.” At 6:30 p.m., will be the always popular parade, and Santa Claus will take time out from his busy schedule to be the guest of honour. “He really likes Enderby,” said Bell, adding that Santa never misses a parade. The parade will be followed by a candlelight walk along the Shuswap River to the Riverside Park gazebo where there will be hot soup courtesy of local restaurants and hot dogs and hot chocolate from the Enderby Lions. “We will all be entertained

An Armstrong neighbourhood has asked the city to upgrade safety measures at a crosswalk. Residents of the Heritage Point community on McKechnie Drive presented council with a 78-name petition asking for improved measures at the crosswalk at McKechnie and Wood Avenue. “The crossing in question is currently served by a marked crosswalk and a sign beforehand that warns there is a crosswalk coming,” wrote Lenna Peter and Tanya Normandeau in a letter to council. “Unfortunately, this has not proven sufficient.” The residents say the crossing is the first marked crosswalk when drivers come into Armstrong on Wood Avenue and it occurs on a blind corner for eastbound traffic. They also state the corner on the McKechnie side is obscured by foliage most of the year, meaning pedestrians can’t

hen my old friend Rob calls us from New York City, he always asks, “But what do you do out there?” As if everyone who doesn’t live in Manhattan lives on a farm in the middle of fly-over country where you have to pump your water by hand and use an outhouse. Living in a small town would be his worst nightmare, because what he really means by, “What do you do out there?” is, “Where do you shop?” “Doing something,” to me, means mowing the lawn, raking the leaves, stacking the wood, tending the garden, fixing the house, cleaning the gutters, getting the storm windows ready, jawing with the neighbours about Jim Mullen how strange the weather has been. To Rob, it means buying things. While Rob has tens of thousands more neighbours than I do, he doesn’t know any of them and you wouldn’t need your toes to count his friends. He lives in a tiny, wildly expensive apartment in an elevator building with a doorman. His cleaning person comes in every Tuesday. His only household chore is writing a check for the rent once a month. When he’s not working, he’s shopping. His closets are full of expensive suits and ties from fancy haberdashers. He would be appalled by the 10-year-old dark suit that I wear to weddings and funerals. Everything else I own comes from what Sue calls “the Gutter Cleaning Collection.” “What is there to do?” I answer him. “Plenty. We go into town and watch them put the mail in the boxes. ‘Course we’d have to get there before 10. What time do you get up nowadays? Around noon? They’re having a sale on sump pumps down at the Feed and Seed, and we don’t want to miss that. Doug’s having his septic system pumped on Saturday. That’ll be something to see. Then we all stand around and wait for the lastest news from New York on the noon stage.” I could almost hear him roll his eyes.

“Well, what did you do last night?” I asked him. “Stayed home and watched TV.” “And like 85 per cent of America, so did we,” I said. “The other 15 per cent were on Facebook. You want to know the difference between watching TV at our house and watching TV in your apartment?” “What?” “Thirty-five hundred dollars a month, plus utilities. If you were going to Broadway musicals every night, and eating at the hottest restaurants and then nightclubbing with B-list celebrities, I could see living in Manhattan. But if you’re staying home most nights watching TV, you could do that anywhere. Sure, you make Manhattan money, but you’ll spend more than you make. “On my way to work in Manhattan,” I continued, “I would walk past shops that sold $10,000 watches, shops that sold $600 shoes, shops that sold $20,000 dresses. What do we do out here? I don’t know, but I sure don’t need a $600 pair of shoes to do it in.” “Don’t you miss anything about the city?” Rob asked. “Plenty. I miss the smell of slightly rotten garbage in the morning, I miss the sound of jackhammers, I miss alternate-side-of-thestreet parking, I miss gum-paved sidewalks, I miss panhandlers, I miss dog walkers, I miss spending 20 minutes trying to get a taxi in the rain.” I think Rob had hung up when I got to “parking.” Since we escaped from the big city, I would love to say I’ve discovered that the most beautiful things in the world are the wildflowers in the spring, the sight of fawns crossing our lawn and the smell of new-mown grass. But they are not. The most beautiful thing in the world is hearing that they’re declaring tomorrow another gridlock alert day in the city. It’s difficult to know what problem the provincial government is possibly trying to fix. John Yap, who is reviewing B.C.’s liquor laws, is recommending that government allow grocery stores to sell alcohol. “British Columbians lead busy lives and my final report makes several recommendations that will bring greater convenience to citizens,” said Yap. How time consuming is it actually to get a case of beer or bottle of wine? In Greater Vernon, alone, there are 12 private liquor stores, one government outlet and two gas stations with rural liquor sales. Many of them are right next to grocery stores, so the argument can be made that the convenience is already there. What Mr. Yap needs to realize is that when government expanded liquor sales beyond just government outlets years ago, businesspeople took a risk and made significant investments in their operations. They not only employ local residents, but they support community endeavours and pump millions upon millions of dollars into provincial coffers for health care, education and other programs. By adding retail grocery into the mix, the revenue stream for private and government stores will be undermined. Of course one can make the argument that this is how the free-enterprise system works and some private liquor store owners will benefit by selling their licenses to grocery retailers (there’s a cap on the total outlets allowed). Increased competition could also lower consumer prices. But if Yap is pushing for a change in rules based simply on increased convenience, one has to wonder when he last went out and bought wine.

Rail trail deserves support

our front page of Nov. 17 could not have been more appropriate. If you planned the side-by-side placement of the two articles, one concerning the replacement of the art gallery/ museum and the other on the possible availability of the rail between between Coldstream and Kelowna, kudos to you. In either case, the outlay could be $15 to $20 million, so where should the focus of local government be? Since local government has only 30 days - March 5 to April 4 - to state its intentions in writing about the purchase of CN's right-of-way, it seems obvious that full attention should be paid. I'm going to assume that we cannot afford both and I would like to make a COLUMN RESPONSE Your recent column, "Debate should aim higher" is disappointing to say the least. If you believe Bee Safe is barking up the wrong tree by going to our local officials, please explain how 60 other communities managed to pass support for such a resolution, in some cases in less than a month of receiving the information by going to their local officials. The answer is that they simply had the political will to do so, and to protect their communities from potential harm and further contamination from GMO crops they used the precautionary principle and acted with due diligence. The Regional District of North Okanagan has been asked to support a resolution. They have yet to say that they do or they don't. They formed the regional agricultural advisory committee as a reaction to the pressure coming from Bee Safe to gather more information and to be advised on this issue. The RAAC is redundant if it cannot advise one way or the other. After all, that is what an advisory committee does. To now say we have wasted our time at RDNO is an understatement. Bee Safe has proven repeatedly that this is the will of the people and RDNO is not representing these

case for purchase of the rail bed. Some years ago, my wife and I spent five months crossing Canada in our truck and trailer. We brought our bicycles and made a point of seeking out areas where the

people and RDNO is not acting with due diligence to prevent further harm and contamination from GMO crops. You say, "All our local leaders can do is join the chorus of opponents. That is all we have ever asked for and yet they refuse to do even that. RDNO has sat on the fence about this issue for several years now, and it is obvious that it is not willing to act one way or the other in order to protect itself and its jobs. Since supporting such a resolution is symbolic in nature, just as it is with all the other communities who have already done so, why does it create such hesitation and fear here at RDNO? When it comes to the health of the people and future agriculture in our area, RDNO is dragging its feet. I too now question, what is RDNO's role and how necessary is it? I strongly believe that the debate over GMO's will not be over until government stands for the health of its people and its agricultural future. I am fortunate and thankful to at least be living in a community where the people see the importance of making a decision on such an issue and a director who is willing to act on the will of the community. I truly believed once RDNO had all of the information, it would act as progressive leaders and be at the forefront of change.

There's been talk for many years of the extension of 48th Avenue to Old Kamloops Road. A property that would affect this was recently sold, but not to the city. Why not? On a scale of dollar value by city standards, it was cheap. Taxpayers would not only have the property for the extension, but have a number of acres available for economic growth. You know, the part that brings in revenue to the city? But no, the city would sooner wait until said property wants either subdivision, rezoning or development. Then the city would demand dedication for the road, or buy it if no application is requested. Recently, the city held a workshop for walking and cycling paths, at the Schubert Centre. Staff would rather watch the dancing in the main hall instead of talking and listening to the four people that did attend. You can change the name of bylaws and write as many books as you want, which means nothing.

To be fair, the city has eliminated the parking problem on main street, with the higher cost, the height of the meters, eliminating more parking spaces with their bubbles, and pretty things — flowers and trees. These are trees that are growing and will be a problem for drivers sooner or later. Stores are closing at an alarming rate. Soon there will be no reason to go to town. Rose Pollock PARKING DOWNTOWN Re: the Nov. 3 headline, "Parking under review." Perhaps the City of Vernon should look at the exorbitant fee increase for its downtown parking lots to discover the reason for the "significant drop in parking lot revenue." The 29th Avenue lot was always full when the cost was $35 per month. Since the 70 per cent increase in April, the 29th Avenue lot is no longer full because many of us found a $60 fee too high and had to find a private source for parking. Adding to this problem, the city is looking at setting time limits at the few free parking lots. All this will do is drastically reduce the availability of reasonable parking for all downtown workers. Cheryl Johnson

Vernon Mayor Rob Sawatzky signs the Sensible BC petition which calls for a referendum on marijuana decriminalization, while Vernon-Monashee organizer Boyd Goble watches. With just days to go, Sensible BC is trying to collect the signatures of 10 per cent of registered voters in each riding (about 4,200 for the Vernon-Monashee riding) by Thursday. Although that number has been reached in some neighbouring jurisdictions (Penticton and Westside-Kelowna) Vernon-Monashee has obtained 60 to 65 per cent of the required signatures. Canvassers will be out Sunday in front of the Liquor store at the Vernon Square Mall and in the empty lot near the Fairfield Inn. City undergoes staff changes$

The City of Armstrong has filled two staff positions. Natalie Garbay will join the city after the Christmas break as deputy corporate officer. She’ll be replacing Melinda Stickney, who is preparing to move into the administrator’s role in 2014 with the pending retirement of Patti Ferguson. Tim Perepolkin has accepted the full-time position of public works manager. He continues to fill the role three days a week until Kelly Rowe the Christmas break. “Both Natalie and Tim bring a wealth of experience and talent to the team at city hall,” said Coun. Kelly Rowe, chairperson of the city’s finance and administration committee. Crypt call Above-ground crypts have been requested for the Armstrong Spallumcheen Cemetery. Reporting on a joint council meeting with the Township of Spallumcheen, Armstrong Coun. Shirley Fowler said a request was made by Alternatives Funeral and Cremation Services, who said they had some interest from client families about Shirley Fowler putting in above-ground crypts. “Right now, we don’t have a policy in our facility at this time,” said Fowler in reference to above-ground crypts at the cemetery. The joint council agreed to send a letter to the funeral company requesting more information. Bethlehem signage Council unanimously endorsed a request from the First Baptist Church to place signs heralding its upcoming annual Christmas event, Night In Bethlehem. The signs will be placed at three locations: across from the RCMP/Shepherd’s Hardware, in front of the caboose on Smith Drive and at the north entrance of the city. “I have personally attended Night In Bethlehem

in the past, on several occasions, and it’s a great evening and great part of the Christmas season,” said Mayor Chris Pieper. Night In Bethlehem is the church’s interpretation of what Bethlehem might have looked like more than 2,000 years ago. Since its inception, hundreds of people in the community and from out of town Chris Pieper have gone through the doors at First Baptist Church to experience Night In Bethlehem. This year’s productions are slated for Dec. 13, 14 and 15.

Promoting healthy, active lifestyles is on the agenda for Enderby. The city, in partnership with the Splatsin First Nation, Interior Health, and the Shuswap Trail Alliance, will hold an active transportation workshop Wednesday from 5:30 to 8:30 p.m. at the Enderby Drill Hall.
