An open season on whitetail does has local hunters concerned about the resource. The Kettle Wildlife Association sponsored a meeting at their wildlife hall in Rock Creek last Friday night that brought out nearly 50 to hear retired Grand Forks guide/ outfitter Barry Brandow speak out against the hunt. The meeting was called to try to generate media attention and pressure on the government to shorten or stop the season on the whitetail doe because many of those at the meeting say that herd numbers are being rapidly depleted. KWA president Ron Cooper opened the meeting and turned it over to Les Best who introduced Brandow who told the meeting that he is angry about what is happening to wildlife management province-wide. “In the Boundary it has literally been destroyed,” he stated. “We have got a strong argument for change,” Brandow told the group. “A lot of you would be out there all day in your traditional hunting Continued on page 4

Students shave heads for charity
Eight students led the rest of the BCSS student body in the fight against cancer last Thursday, Nov. 21 when the BCSS Spirit Club sponsored a head shave to support two charities. The hair that was given by three young women was bundled and will be sent to Locks of Love, a public nonprofit organization that provides hairpieces to financially disadvantaged children in the United States and Canada under age 21 suffering from long-term medical hair loss from any diagnosis. Rock Creek volunteered her time to come to the school gymnasium to do the honours. A total of over $2,200 will be going to the Canadian Cancer Society to support research into brain cancer. The students raised over $400 online and more than $735 in coin over the month before the head shave. Spirit Club members also took pledges totaling $850 by Thursday morning. The idea for the drive came from Josephine Balch who told Spirit Club mentors principal Louise Bayles and

Music draws complaints The Rock Creek and Boundary Fair Association meeting heard complaints from nearby property owners about the volume and early morning hours of music during the Ponderosa Music Festival on the September long weekend. Linda and Stan Jones, who live at the bottom of Nicholson Creek Road, brought their concerns to the Nov. 20 meeting. The issue was brought up when director Ron Palmer was giving his report on contracts. He had told the meeting that both the promoters of the Ponderosa Music Festival and Boogie Bash organizers from the Association of Injured Motorcyclists have expressed interest in returning in 2014. The Jones’ said that they had to put up with loud music until 2:30 in the morning. Fair directors told them that the contract as it had been signed by the previous board allowed them to play until after 2 a.m. There followed a lot of conversation of how to accommodate everyone. At one point during
the meeting it was suggested that a quiet time of 11 p.m. be made policy, however the majority of people seemed to feel that was too early so a motion was moved and seconded that all outdoor functions be at a certain decibels and quit at midnight. Palmer said he was not surprised by the complaints. “I had heard concerns about the noise,” he admitted. But he said he had run into one of the festival organizers in Kelowna and felt that Ponderosa wants to come back to Rock Creek. “These people want to work with us,” said Palmer. “Can we make this work? Before we say no I would like the opportunity to talk to them again. If it is not workable it is not workable.” The concerns will be brought up with the festival organizers to see if a time and decibel level can be agreed upon. “You are not going to please everybody but you can appease everybody,” said fair president Lincoln Blaine.

She also inspired a friend at a school in Chilliwack to run the same event there, which brought in another $1,000. “It is wonderful you guys,” Balch told the 125 students gathered in the gym after she’d had her first haircut in two years. “I am just so proud—so very proud.” Bayles said that Spirit Club, and the eight students in particular, wanted to contribute to something that is bigger than themselves. “Something bigger than just yourself, your friends, your school and your community.” The students were reminded that cancer touches all of our lives and Spelay gave some statistics that show the importance of fundraising
drives like this. It is estimated that in 2013 96,200 Canadian men will be diagnosed with cancer and 39,400 will die from cancer. This year 91,400 Canadian women will be diagnosed with cancer and 36,100 will die from cancer. “That’s like losing Penticton twice,” said Spelay. On average over 500 Canadians will be diagnosed with cancer every day and over 200 Canadians will die from cancer daily. Cancer is the leading cause of death in Canada and is responsible for about 30 per cent of all deaths. But these young people have chosen to fight back by coming together to help fund the research in the fight against cancer.

Feet on the sidewalk; pens on the paper Next Friday, Dec. 6 marks the 24th anniversary of the massacre of 14 young women at l’École Polytechnique de Montréal. These women were killed for no other reason than they were women. Dec. 6 represents an opportunity for Canadians to reflect on the phenomenon of violence against women in our society. It is also an opportunity to consider the women and girls for whom violence is a daily reality. And finally, it is a day on which communities can consider concrete actions to eliminate all forms of violence against women and girls. The Boundary Women’s Coalition will be holding a vigil at the Grand Forks City Hall cenotaph at noon on Friday, Dec. 6. The vigil will be followed by a light lunch and the National Film Board short video “After the Montreal Massacre” at the Women’s Resource Centre. More than 20 years after the tragic events in Montreal, violence against women continues to be a serious issue in Canada. We need look no further than the campus of UBC in Vancouver or the government’s failure to act on the recommendations of the Report of the Missing Women Commission of Inquiry. Key among the report’s recommendations is the creation of a shuttle service along the notorious Highway of Tears. Bringing in this service would make a significant difference in the lives of women in rural communities by creating safer and affordable transportation options. Despite this recommendation and a 2006 Highway of Tears symposium endorsing the need for public transportation along Highway 16, the government has done nothing and public transportation options remain scarce. Attending the vigil on the 6th followed by a letter to Victoria would be an appropriate response on our part.

Dec. 6 is the National Day of Remembrance and Action on Violence Against Women in Canada. Please join us on Friday, Dec. 6 at 12 p.m. for a vigil at the cenotaph, located in front of Grand Forks City Hall, to remember these women and others that have been victims of gender violence. A hot lunch and film screening will follow at the Bound-
ary Women’s Resource Centre. Established in 1991 by the Parliament of Canada, this day marks the anniversary of the murders in 1989 of 14 young women at l’École Polytechnique de Montréal. They died because they were women. As well as commemorating the 14 young women whose lives ended in an act of gender-based violence that shocked the nation, Dec. 6 represents an opportunity for Canadians to reflect on the phenomenon of violence against
women in our society. It is also an opportunity to consider the women and girls for whom violence is a daily reality, and to remember those who have died as a result of genderbased violence. And finally, it is a day on which communities can consider concrete actions to eliminate all forms of violence against women and girls. Boundary Women’s Resource Centre & Boundary Women’s Coalition
Donations support typhoon victims Family lost everything in Typhoon Haiyan Midway resident Earl Lehmann gave up his afternoon last Saturday to raise awareness and funds to help meet the needs of Typhoon Haiyan victims in the Philippines. Spread out in front of him at his table in the Bored Room Bistro were photos and maps of the island of Simara, where Lehmann spent a month earlier this year working on their water system, housing and with the medical team. He plans on going back again. A collection jar was also on the table with all donations to be sent through the Greenwood Evangel Chapel to the Four Square Church on Simara. Lehmann later told the Times that several local Philippine ex pats stopped by to share stories. He was also spreading the word about another upcoming opportunity to directly help as BCSS students Thinh Atkinson and Anna Danyluk— with the support of the Midway Community Club and the Girl Guides —will be serving a dinner on Saturday, Dec. 7 at the Midway Community Hall. Rock Creek gets ready for Christmas
The temperature was crisp and the fire inviting at the third annual Rock Creek Christmas light-up last Sunday evening at the Rock Creek Market grounds. Festivities included music by the Singing Kettles and Willy Floyd, a poetry reading by Monika Boychuk and the following penned by Pat Pownell: Christmas is a bridge We need bridges as the river of time flows past. This Christmas let us create happy hours as a bridge to tomorrow while reliving the memories and traditions of yesterday. Let us celebrate our community, our neighbors and friends and let us be grateful for our freedom, safety and plenty. Let us work together to bear each other’s burdens, ease each other’s loads and fill empty hearts with the generous gifts of friendship and a helping hand – because above all we are community. Home on home ice this weekend Lucas Peters is in his first year of junior hockey playing for the Grand Forks Border Bruins. The 18 year-old defenseman was raised in Midway and that is where the Bruins will face off against the Spokane Braves at 2 p.m. at the Midway Arena – aka the Boundary Expo Recreation Centre. “It’s great, I am learning lots,” Peters told the Times on the phone Monday evening. The Bruins are doing well this season with a 10-10-2-1 record (wins, losses, ties and overtime losses). When asked if he’d ever had a real job Peters admitted to a couple of two-month summer jobs – but added that with daily practices, workouts and videos this is “more or less like a job.” He’s looking forward to the game this weekend. It will be the first time in five years that he has played in a game on Midway ice. He said he likes the hard ice surface that the local arena provides.

Theatre looks for home
Midway resident John Hibberson came before village council at their Nov. 18 regular meeting seeking their blessing for his proposal to use the community hall as a home for little theatre. Hibberson told council that the Midway Little Theatre (MLT) would help fill a need for cultural activities in the West Boundary. “I am asking you to look at using the hall in a completely different way,” he explained, adding that his vision is to share the community hall with other users through the use of a curtain across the stage and storage in the former air cadet’s room in the basement. Hibberson taught drama at Boundary Central Senior Secondary (BCSS) before retiring and he pointed out his offer brings with it his 25 years of experience in the theatre. “Theater pays for itself,” he said. “On a two-week run (three shows per week) the first week pays expenses and the second is profit.” His first step would be to install a lighting system. The information package he presented to council prior to the meeting included an $8,300 quote for the system. He plans to finance the initial investment through grants applied for under the umbrella of the Midway Community Club. Possible sources of funding include grants from Area E, the Phoenix Foundation of the Boundary Communities and the village. He told council that MLT would be a regional theatre with participants coming from across the West Boundary. As well as the lighting he envisions building a portable stage in front of the existing one. He told council that a production might be mounted as early as March, but if that is not feasible then in September. In answer to a question from Councillor Dick Dunsdon Hibberson explained that the theatre stage at BCSS is essentially unavailable for a community theatre company. “If there is a class then MLT would not be able to rehearse with the set unless it was taken down [at the end of each re-

hearsal],” he said, adding that the costs for a two week run for janitorial alone would be prohibitive. Later in the meeting council agreed to add the item to their file for 2014 budget discussions. Mayor Randy Kappes said he sees Hibberson’s proposal as an opportunity, though the village would need to see commitments from MLT in such areas as a volunteer recruitment and success at obtaining grants. Council asked staff to prepare a report. *** Council has accepted a bid of $18,036.52 from Omega Communication Ltd. for a new repeater system that would put the West Boundary Highway Rescue on their own radio channel. *** Following up on a offer from the Rotary Club to pay the cost of equipment, a motion was passed to have a WIFI access point installed at the library effective January 2014. It is estimated that it will cost about $700 plus maintenance annually to provide the service. *** Council considered four ideas for use and management of the Kettle River Museum bunkhouse. Proposals had come to council to use it as a bunkhouse, a gift shop or a restaurant. In the end it was agreed to continue to rent the building for use as a bunkhouse providing shelter for tree planters. The museum directors had asked council to consider sharing the employment costs of a full-time, year-round manager. The museum would be responsible for paying the manager’s wages during their five month summer period and the village would cover the other seven months with the employee responsible for managing the arena and other duties during the museum off-season.
Council was unanimous in turning down the idea. They did, however, begin discussions on sharing revenue generated by the bunkhouse lease with the museum. This item was also added to the budget discussion file that will be revisited next spring. *** Council turned down a request for a grant from the Phoenix Foundation of the Boundary Communities. The foundation is seeking funding partners for an update of their 2009 Vital Signs report on the Boundary area. *** Council voted to provide a $1,000 grant-in-aid to the Midway Community Club. For a number of years the community club has given two $500 bursaries to BCSS grads. However the group’s primary source of funding in the past has been a $1,000 from the regional district’s Regional Recreation Commission. Councillor Marguerite Rotvold insisted a letter accompany the cheque asking the group to use the regional rec grant for recreation rather than scholarships. The village grant will be revisited during the 2014 budget discussions. *** Council expressed dismay at a letter sent to all municipalities by BC Emergency Health Services regarding use of ambulance services. After undertaking a review of the Resource Allocation Plan (RAP) the letter stated, “BCEHS anticipates that more calls will be responded to on a ‘routine’ basis, more calls will be assigned solely to Basic Life Support and first responders will not be asked to respond to as many non-urgent medical calls.” The role of Advanced Life Support and Basic Life Support will be filled by First Responders, which usually come from fire department crews. Rotvold called the move as downloading onto fire departments and council agreed to ask a representative to come and talk to council about the changes.

Coffee drive profits to literacy program, PAC It’s that time of year again at West Boundary Elementary School…yes the much anticipated Christmas Coffee Drive. WBES PAC partners with Kent and Denise and Floyd and Linda of the Rock Creek Trading Post to raise money for literacy at the school as well as aiding communities that grow coffee beans to have better ac-
cess to schooling for their children and better living conditions and medical care for all people in the community. Every year the artistic abilities of the students are stimulated by the staff to come up with some beautiful artwork for the coffee labels. The theme this year is Christmas from the Heart.
Coffee orders are to be turned in by December 10, so if you want to contribute by purchasing some coffee please contact any student at West Boundary Elementary or phone Melanie Zane at 250-528-0376. Coffee beans will be available at the WBES Christmas concert on Dec. 11 as well.
