The annual Greenwood Emergency Services Appreciation dinner was held Sunday evening at the McArthur Centre in Greenwood. The roast beef dinner was prepared by members of the Greenwood Community Association who, along with the City of Greenwood and many other organizations and businesses in the city, sponsor the event. The dinner was held to thank the emergency service workers who serve the city—Greenwood Fire Department, BC Ambulance, West Boundary Highway Rescue, and RCMP. Also attending was a representative from the Grand Forks Fire Department and several honourary members of the GVFD. Chief Terashita expressed appreciation to the sponsors for their many years of support—to which Mayor Nipper Kettle responded, “Why wouldn’t we be behind you? You guys do an amazing job and we are very grateful. “We couldn’t attract people to the community without you doing the work that you do. It wouldn’t be a very safe community to live in. It’s not every day that anyone is willing to put his or her life on the line like you guys do. I commend you and I thank you.”

Meeting to discuss declining whitetail deer

Hunters concerned about declining whitetail deer numbers in the Boundary area are holding a meeting at 7 p.m. this Friday night at the Kettle Wildlife Association hall in Rock Creek to try to get BC Wildlife to shorten the season on whitetail does. According to Rock Creek resident Les Best the meeting is intended to bring media attention to the concerns of many hunters that the white tail
is just around the corner!

The next meeting of the newly formed Greenwood Economic Development Committee has been scheduled. It will be held at Greenwood City Hall on Wednesday, Nov. 27 at 6:30. “I feel it’s important to get as many out as we can to set the committee and assign tasks,” Mayor Nipper Kettle said in an email to stakeholders last week. “We will have to make sure we get the word out to as many people we can reach and especial-
ly the ones who attended the strategic planning session.” The city sponsored the planning session on Nov. 7 at McArthur Centre where possible goals were identified. Next steps include determining who will be on the committee, who the committee will report to—i.e. council, prioritization of the projects that make sense to move forward with and determine what funds, if any, are required at this time.

Council voted to direct staff to report back at the next meeting whether or not funds could be found in the budget to increase the usual $600 grant to the ski hill to $1,000. *** The Greenwood Heritage Society sent a letter requesting the city share the costs of reprinting the “Step Back in Time” brochure. Costs for the estimated $1,700 project would be covered by the city, Greenwood Board of trade, Greenwood Community Association and Greenwood Heritage Society (museum). This would print 10,000 copies, estimated to be sufficient for four years. The item was referred to the next meeting and staff was directed to find out if the other funding partners are on board. Councillor Colleen Lang, who is a director of the Heritage Society, had excused herself from the meeting during the discussion and vote. Upon returning and being told of the decision she informed her fellow council members that the other groups have already indicated approval of their portion of the costs. The request will be dealt with at a later meeting. *** The Phoenix Foundation of the Boundary Communities (PFBC) was voted $500 to be used for their Vital Signs 2014 report. In 2009 PFBC sponsored the first Vital Signs report for the Boundary area. The Phoenix Foundation and other local groups used that 16-page report to focus their work—spending limited resources on areas needing the most work. Charitable giving through life insurance Are you a long-standing donor to a favourite charity? Do you want to leave a legacy of lasting benefit to a charity which is important in your life? This Christmas, why not consider a different type of gift giving that can leave a lasting legacy. Using life insurance is an excellent way of ensuring continuing support for your favourite charity after your death. It also provides significant income tax relief during your lifetime, or on death, depending on how you choose to structure the arrangement. If you buy a policy of life insurance on your life, and assign it to a registered charity as owner and beneficiary, premiums you pay toward the policy from that point on may, with the consent of the charity, qualify as a charitable donation. The charity can issue a charitable receipt for the premiums you pay each year. If you give an existing life insurance policy to a registered charity, that charity can give you a receipt for a charitable donation equal to the policy’s cash surrender value. If the policy has an accrued policy gain, this will result in some taxable income to you in the year, so check with your advisor first. The charity may also issue you a receipt for a charitable contribution equal to the amount of premiums you pay after the time of transfer. If you prefer, you can own the life insurance policy yourself and either name the charity as beneficiary or make your estate the beneficiary and designate the proceeds as a bequest to the charity under your will. If you do this, you will not receive any receipt for a charitable donation in respect of the premiums you pay. But upon your death, your estate receives a receipt from the charity for a charitable donation equal to the total bequest paid to the charity. This charitable contribution may help lower your tax liability in the year of your death. Such amounts as capital gains and RRSP proceeds are usually taxable on your final tax return, unless the taxable assets pass to your surviving spouse. The availability of a large charitable tax credit can reduce the income tax your estate may otherwise face.
One of the other advantages of this arrangement is that you can change the beneficiary designation or amend your will to change the charity which you wish is to benefit, at any time, if your goals change. What tax benefits are available if you choose to donate an insurance policy to a charity? Let’s look at the after-tax cost of making a $600 contribution to a charity to pay the premium on a life insurance policy. Provincial income tax rates vary across the country. The figures below assume a combined federal and provincial tax rate of 22% at the lowest tax bracket and 40% in the highest tax bracket: • Federal and provincial tax credits on the first $200 = $44 • Federal and provincial tax credits on the next $400 = $160 • Total Federal and provincial tax credits = $204 The net effect of the tax credit, in this example, is to lower the after-tax premium cost from $600 to only $396. There’s more good news! The federal and provincial govermnents allow the charitable donation tax credit to be claimed on qualifying gifts of up to 75% of your net income in the year. This limit increases to 100% of net income in the year of death and the preceding tax year. The gift of a life insurance policy can allow a charity to expand its horizon and ensures your support of its work will not end with your death. Commissions, trailing commissions, management fees and expenses all may be associated with mutual fund investments. Please read the prospectus before investing. Typhoon relief donations accepted Residents in the West Boundary have an opportunity to donate money to help meet the needs of Typhoon Haiyan victims in the Philippines next Saturday, Nov. 23 as Midway resident Earl Lehmann will be at the Bored Room Bistro in Midway between 12 p.m. – 4 p.m. Lehmann explained that all of the money collected would be going to the Four Square Church in the Philippines. “One-hundred per cent of the money
collected will get to the church there on the island of Simara.” According to Lehmann they had no deaths on the island but the infrastructure was compromised, meaning that the population is now at higher risk of disease. Lehmann spent a month on Simara in January, working on their water system and housing. Lehmann and the medical team intend to go back again, although this money is needed now and will be sent
right away.“The head lady in the hospital is a very good friend of mine,” said Lehmann. Collections will be taken through the Greenwood Evangel Chapel and tax-deductible receipts will be given for donations over $25. “Of course, any donation is gladly appreciated and accepted,” Lehmann told the Times in a telephone interview. “Since we have a number of Filipino people living in our Boundary Country, I wish to show them
Jobs application deadline moved forward It is important that local businesses and organizations that make use of the Canada Summer Jobs program are aware of a change to the deadline for applications. Alex Atamanenko, MP for BC Southern Interior, issued a press release last week alerting eligible employers and organizations of the change. “It is earlier than in previous years and I don’t want anyone to miss the opportunity to apply”, said Atamanenko. Service Canada has revised their
timelines so that successful employers will be notified sooner and will have more time to recruit students. Beginning Dec. 2, 2013, Canada Summer Jobs applications will be available at Service Canada Centres and online at servicecanada.gc.ca/csj. Applications must be submitted no later than Jan. 10, 2014. The CSJ initiative helps to create job opportunities for students aged 15 to 30 years in their communities. Funding is provided to not-for-profit organizations, public sector employers and small busi-
nesses to assist with hiring students who will be returning to full-time studies in the next school year. Assessment of the BC Southern Interior applications are guided by local priorities, employment factors within the constituency, on the job mentoring and career related experience provided, provision of sufficient salary and other criteria. Women’s Christmas celebration changing location this year This will be the 29th year that the women of the Boundary area have gathered together on the first Wednesday of December to celebrate the Christmas season. The morning has become a tradition for many—one that gets them “in the Christmas spirit”. The event consists of a coffeetime, followed by a program with a guest speaker and a buffet lunch. This year’s speaker will be Lisa Siewert from Rock Creek. The venue has moved to the Rock Creek Fair Pavilion. An opportunity to make a difference The terrible devastation in the Philippines from Typhoon Haiyan two weeks ago has many of us wanting to donate to the relief effort. There are at least two opportunities for people in the West Boundary to give with some level of confidence that 100 per cent of their donation will make it to where it is needed. This Saturday, Nov. 23 Midway resident Earl Lehmann will be at the Bored Room Bistro in Midway between 12:00 p.m. – 4:00 p.m. The money he collects will be sent to the Four Square Church on the island of Simara, where Lehmann has done mission work and has friends. See the article this issue on page 5. Two weeks out there will be another local opportunity to directly help victims of Typhoon Haiyan. As many of you know the family of Elnora Faminoff in the Philippines lost literally everything in the typhoon. BCSS students Thinh Alkinson and Anna Danyluk, with the support of the Midway Community Club and the Girl Guides will be serving a dinner on Saturday, Dec. 7 at the Midway Community Hall to raise funds for the family. Planning was in the early stages at press time but more details will be available next week. Tickets are being printed and posters will be put up around the community. Choosing which group to give to is often a difficult decision. Both of these local options will see all of the funds reach the friends, family and loved ones of our neighbours.

4-H club returns from fair proud MARIJKA VAN KUIK Submitted
“For those of us in the 4-H world, the Provincial Winter Fair is like the Stanley Cup Finals in hockey.” The Boundary “C” 4-H Club came home from the Provincial 4-H Winter Fair with trophies and ribbons in our pockets. We worked hard as a team and we came home proud. The Provincial 4-H Winter Fair is hosted by the Yellowhead 4-H Club at the North Thompson Fairgrounds in Barriere. The fair has been running for 75 years with a goal of promoting agriculture. This year’s fair saw over 275 4-H members with projects of beef, horse, photography, clothing, sheep and cavy/guinea pig. It is an opportunity to compete against the other clubs; it’s a chance to make new friends and connect with old ones. To add some entertainment, there is the Top Hand Ranch Competition and bronc riding. The five days spent at the Provincial Winter Fair are always a highpoint in our 4-H year. Most of the members and their families camp in the parking lot. This year was wet and rainy, but it didn’t dampen our
enthusiasm. Most of the members were up at six o’clock every morning, feeding and preparing their animals for the competitions. The beef members this year really showed what they could do. Dawson Harpur took Reserve Champion 4-H Steer, and Austin Frankie won Junior Beef Judge. Rylonn Elliot took first prize in Junior Showmanship, while Sara VandenBorn won top herdsman. Together, they won Best Group Of Three Steers. Beef/clothing member Hanna Harpur took first for her educational display called “Up-Cycling.” In Barriere there are horse clubs, riding english and other clubs, like ours, riding western. This year there was even a miniature horse club! In the junior horse judging, Jade Fossen won second place with her sister Adele Fossen in fifth. In Junior Showmanship, Adele won first with Ben MacFarlane in second. In the semi-finals, Adele won second and Ben took third. Adele won sixth overall for horse showmanship. Ben also won third in both Junior Equitation and Junior Pleasure with Jade on his heels in fourth place. Ben inspired a

new award this year, the True Grit award. He had fallen off his horse but got back on and completed the class, he was given a feed bucket by the horse show coordinator. Our club is the only sewing club represented at the fair, so we help to mix things up a bit. We do a fashion show on Saturday night, and are happy to have the opportunity to showcase our projects. We also did some judging and Jade Fossen took first place with Analia van Kuik in second. At the Monday morning auction Greg MacDonald stole the show modeling the Christmas apron Antonia Bergandahl had sewn to sell. The Fossen sisters and the van Kuik sisters were pleased with the prices their quilts sold for. Our first year photography group did extremely well and came home with some ribbons. Marijka van Kuik took second in junior showmanship and fourth overall. We are wrapping up this year and planning for the next year of 4-H. They use the area to store derelict vehicles and mining equipment, likely violating two or three sections of City Bylaw 856, but more importantly, they have also been in the habit of dumping fill material out onto the Trans Canada Trail right-of-way, extending the boulevard and the area upon which they are building their eyesore. This has been going on for years, with a large recent addition on the southern end. And the city is aware of it. It should be noted that the Trans Canada Trail system isn’t just the narrow path created by foot traffic and ATVs, but extends on either side to include all the property previously owned by Canadian & Western Railway. Where sections of the old railway fence line still exist they delineate a considerable amount of what is now public property and it’s public property whether
the fence is there or not. This is land given to the government by Canadian & Western to become part of the Trans Canada Trail system, a largely natural recreational corridor belonging to all Canadians, not Mosquito Consolidated and not the City of Greenwood. It is a gift, a legacy which should be protected for now and generations to come. If someone encroaches upon, or even blockades the trail outside of the cities boundaries, and due to a current lack of adequate funding and human resources the
government agency responsible is unable to act, then it seems there is nothing anyone can do about it, but when encroachment happens inside city boundaries, and city property is involved, there should be no question about what can and should be done. It’s possible that the cities lack of action over the years to prevent Mosquito Consolidated from using our property as they have could be seen as tacit approval of the company’s activities, putting us in a vulnerable position when the government eventually decides to

take action. I hesitate to make the comparison, but you’re not likely to see this kind of thing happening

Philanthropy strengthens societies Editor, The Times: Nov. 15 was National Philanthropy Day in Canada. While this is a day that is celebrated around the world, Canada is the first to officially recognize it as a national day (this type of thing makes me proud to be Canadian!). This is a time to celebrate and thank those that give beyond themselves. The great thing about philanthropy is that it is giving from our hearts,
giving because we want to give and because we want to help others. Some people give money to causes they support and others give time by volunteering. Some give both. In any case these are gifts from the heart that make a huge difference the world over. Without philanthropy we would be lacking in countless services and great initiatives. Consider the work that is done by non-profits that fills the holes left by government and corporations, work that provides for the
needs of our communities and families. Your local search and rescue, food banks, churches, environmental causes, health related charities, homeless shelters, or those helping countries affected by dire circumstances are all activities that cannot happen without philanthropy. Without people that are willing to give of themselves, the great initiatives that ensure our communities and those in need are cared for, would cease. Philanthropy not only sup-

Some nets actually strip the fish of their slime coat, but new net coatings have made leaps and bounds in this matter.” The Kettle River Watershed Management Plan will include a number of recommendations and actions that protect fish and fish habitat, including water conservation, education, and cooperation with the province and recreation and conservation groups to protect native fish stocks and restore habitat. At the provincial level, FLNRO is working on recommendations for changes to fisheries regulations and water management to better protect the fish in the Kettle and Granby Rivers. These recommendations include implementing water conservation measures, restricting water use during low flows, developing off-stream storage, regulating groundwater use, and changing fisheries regulations to include in-season closures and ‘catch and release’ only. White’s final report will be available in spring. “This fish was released for another angler to enjoy,” said Siemens. “Once a fish is removed from the river system, it is gone forever. Safety authority warns of Riske trailers
British Columbia Safety Authority (BCSA) recently issued a provincewide call for any owners or occupants of mobile homes manufactured by Riske Creek Manufacturing Ltd. (www.riskecreekparkmodels.com) and its principal, Andy Tower, to contact BCSA immediately. BCSA has identified numerous instances of mobile homes being sold by Riske Creek and Andy Tower that do not comply with gas or electrical certification standards and may be hazardous for occupants. Riske Creek and Andy Tower are prohibited from using the Canadian Standards Association (CSA) label, which is required to demonstrate compliance with safety codes.
BCSA has issued numerous orders to Riske Creek and Andy Tower to disclose all uncertified units sold, but these orders have not been complied with and are currently the subject of various enforcement proceedings. Riske Creek trailers have been found with unauthorized CSA labels affixed and, in some cases, no CSA labels at all – in either case the required safety certification is not present. “We are asking the public to immediately contact us if you are aware of any Riske Creek trailer models,” said Wayne Lock, Provincial Gas Safety Manager with BCSA. “Uncertified installation of gas appliances creates risks such as fire or carbon monoxide poisoning which can be fatal.” Risk of fire or electri-
cal shock is also present in the trailers which lack electrical certification. “Based on the hazards and number of uncertified trailers discovered to date, there is an urgent need for occupants of these trailers to have the gas and electrical equipment assessed for safety by qualified gas and electrical contractors,” said Lock. “Contacting BCSA is the first step in seeking options to determine if your Riske Creek trailer is safe for occupation. National park subject of special meeting
A special meeting is scheduled for next Tuesday, Nov. 26 from 6:30 – 8:30 p.m. to discuss how a national park in the South Okanagan Similkameen might bring economic benefits to Greenwood, Midway and Area E. Local political leaders and the public are invited to attend a presentation by South Okanagan National Park Network (SONPN) representatives Chloe O’Loughlin and Doreen Olson at the Greenwood City Hall. According to an email forwarded to the Times the pair will provide an update on the status of the national park. There will be a power point presentation followed by a question and answer session. The Vernon Morning Star published
a report on November 13, 2013 that the Regional District of North Okanagan (RDNO) will ask the provincial government to work with the federal government and the Okanagan Nation Alliance to create a national park near Oliver and Osoyoos. According to the Star the concept of a national park in the South Okanagan has existed for many years but the process stalled because of opposition from some residents, including ranchers who feared they would lose access to grazing land. “The scope of the park has been reduced and that’s reduced the opposition from the
ranchers,” RDNO director Juliette Cunningham told the Star. RDNO decided to get involved after being approached by the SOINPN. RDNO has also asked senior levels of government that it be consulted during the national park establishment process. In January 2012 Environment Minister Terry Lake cited a lack of public support when he confirmed the province had pulled the plug on the National Park idea. But according to a Park Canada feasibility study that was made public in mid2012 supporters of a national park in the region outnumbered opponents by a two-
to-one margin. The feasibility study cited a 2007 Park Canada survey, conducted by mail, which received 777 responses from around the region. It found 39 per cent of respondents slightly or strongly supported the park, while 19 per cent slightly or strongly opposed it. But 43 per cent of those polled had no opinion or wanted more information. Board members, staff and volunteers come together each year to put on the library arts and crafts fair. Proceeds go to support the Greenwood Public Library. The Girl Guides were represented as these Pathfinders were raising money to go to Central Mexico next summer. They will be joining Girl Guides and Girl Scouts from all over the world at the WAGGGS World Centre to work on a service project for the Mexican people, functioning as a team, overcoming language barriers, discovering other cultures and learning about Mexican history and traditions. The girls (three from Midway and two from Grand Forks) have to raise $2,500 each for their transportation and accommodation.
