Help is available for Boundary residents needing transportation to medical appointments or visits to care centres. “We offer a driving service to people who are unable to have their own rides,” explained Christine Brooks, Boundary Area Volunteer Driver Program office manager. “Whether there is no family or they are not available for transportation when anything like a dental or doctor appointment is scheduled, even if they need to go to the drug store to renew a prescription. Anything medical related, we have volunteer drivers who will drive people to their appointments no matter where it is—even as distant as Kelowna, Penticton, Trail, Nelson or Castlegar.” Brooks explained that because some clients may have mobility issues or other unique needs, an intake interview is done over the phone to make sure their needs are accommodated. “They are matched up with the driver and vehicle that most closely suits them and their needs.” If a client wants their spouse or caregiver to accompany them, then they are accommodated as well. Referral to the service might come from a medical practitioner, community care worker or the client himself or herself. The Boundary Area Volunteer Driver Program is possible through the sharing of resources and abilities of three groups: Boundary Community Hospice Association manages the service; joining them to provide ride services in the West Boundary are the Kettle River Seniors (Branch #102) with their Wheels of Wellness vehicle; and thirdly, Interior Health. There is a charge for the service to cover fuel and maintenance of the vehicle. Subsidy is available based on need, and rates may vary depending on pickup location. “The program wouldn’t exist without our drivers,” said Brooks. “They are amazing people. We have a list of clients who request certain drivers because they have bonded with them and gotten to know them and they take them to their regular appointments.” Volunteer drivers must have a valid driver’s license, do a criminal records check (costs will be reimbursed) and have a driver’s abstract done. Brooks has information packages available with all of the appropriate forms for those interested in the service either as a client or volunteer driver. Launching a new Vital Signs project in the next few months, the Phoenix Foundation of the Boundary Communities invites you to join them at their annual community social. The evening of networking, refreshments and sharing demonstrates the foundation’s ties to their community and the organizations who do so much to help so many. Along with presentations from the founding directors, the evening will explore the current strategic vision of the Foundation along with launching two
new initiatives: Boundary Vital Signs and the 1.8 x 18 campaign. Vital Signs is a community check-up conducted by community foundations across Canada. Each Vital Signs report measures the vitality of its community in key areas, providing the community with critical information that can help set priorities and identify opportunities for action. Vital Signs was first started by the Toronto Community Foundation in 2001, after a group of civic leaders came up with a new way to engage their community in understanding and monitor-

ing the health and vitality of Toronto on an ongoing basis. In 2006, Vital Signs became a national program and it continues to grow every year, both across Canada and internationally. Community foundations develop a broad picture of their community using relevant national data and identifying local research on a wide range of subject areas. The Vital Signs report allows foundations to involve their community at every level, from determining the report’s indicators, exploring research sources, and assigning grades. These reports help communities make connections between issues and trends in different areas. The findings are presented in a reader-friendly format that provides a snapshot of quality of life and community vitality. Mt. Baldy ski hill is facing uncertainty about the coming season. Season passes are not yet for sale, though management told CBC Radio last week they are asking those interested in purchasing them when they are available to register with the office. Brush control and painting of the lodge will have to wait for next summer, but lots of local skiers and boarders are anxiously awaiting developments. According to Castanet, an online Okanagan-
based news source (castanet.net), mountain manager Matt Koenig says it is related to a financial matter. But he is hopeful the lifts will run this winter. According to Castanet the ski area opened in 1968, has two chairlifts and a magic carpet. There is also a lodge, a rental shop and around 100 cabins. Online reports indicate that management is hopeful they will be able to sort their cash flow problems in time to open in December.
Sports in short The Atom Predators will be on home ice in Midway arena this Sunday, Nov. 10 at 9 a.m. vs. Castlegar2. The Pee Wee Predators have two wins and one loss into the season so far. They too will be on home ice this Sunday. Their game against Greater Trail1 starts at 11 a.m. Midgets have a win and tie so far this season—no losses and overall they’ve outscored their opponents 9-7. They have this weekend off, not playing again until Sunday, Nov. 17 at 2:15 in Midway.

After three terms in office, NDP MP Alex Atamanenko has announced that he will not be running in the next election. “I’ve been proud to serve the people of B.C. Southern Interior,” said Atamanenko. “As I look ahead to retirement in two years, I’d like to thank my constituents for electing me to represent their interests in Ottawa.”
Atamanenko has served the people of B.C. Southern Interior since his election in 2006. Rescue team invaluable When you are involved in an accident on the highway it is a blessing to know that trained and equipped emergency responders are on their way to help. It could be ambulance or police—or, if someone were pinned in a vehicle, it would be the highway rescue crew. The West Boundary Highway Rescue Unit (WBHR) is based in Midway and serves a huge geographical area: from Eholt on the east, to Bridesville on the west and as far north as Carmi. “We have the tools now and we have the training so that if they are not out of that vehicle we can do it as gently and as fast as possible,” WBHR Co-ordinator Larry Bowen told the Times. “They have already had their bump for the day, so they don’t really need another one from us.”
It takes a lot of specialized equipment and ongoing training to do the job of a highway rescue volunteer. In early October they had a threeday session to learn how to do low angle rope-rescue training. “If somebody is down over a bank, over in a large ditch or come off the side of a hill we can go down with a basket and retrieve them,” Bowen explained. Earlier this year the members received a three-day Auto Extrication 2 certification course. “That means that if cars are stacked on top of each other or if you have a larger vehicle or a car that has been run over top of, we have the ability to help the people without injuring them again.” WBHR also holds regular training sessions every two weeks. ning was spent learning techniques for automobile fire suppression. Bowen said these courses are given through accredited instructors and that those completing each component receive certification. According to Bowen, the group has just received the go ahead to begin First Responders training, which he hopes will begin by the end of the year. Bowen himself is also an ambulance driver in Greenwood and a member of the Greenwood Volunteer Fire Department; but the giving to the community by this group of volunteers doesn’t stop there. For the last two years they have made themselves available when liquor is served at local dances. They offer a ride service that provides people a ride home if they need it. “We don’t have to go out on a call if we have prevented the call from happening,” Bowen said. The rescue unit currently has nine full-time and one part-time member. The property owners in Regional District Kootenay Boundary Area E, Midway and Greenwood fund WBHR as a regional district service. WI fall workshop a huge success DELORES McNEE Submitted
Kettle River District Women’s Institute’s fall workshop held at the Bridesville Hall, hosted by the Bridesville Women’s Institute on Oct.16, was a huge success. The lively gathering of 46 ladies started the morning at 9 a.m. with coffee, muffins and fruit. At 9:30 a.m., Norma Tilgner, our Kettle River District Women’s Institute (KRWI) president, opened the morning with a warm welcome to all those attending, as well as comments regarding our upcoming WI National Triennial convention to be held in Kelowna in 2014. It will be our responsibility to help with the registration at that convention. Our first item on the workshop agenda was the demonstration of homemade peach/pineapple ice cream by Delores McNee. Recipes were handed out in order for everyone to follow along. The ice cream was made up to the custard stage at home and then put in the freezer. Other ingredients were added as the ice cream became more frozen. A second pan of frozen ice cream (to save time) was then put out on the table for everyone to sample. Many commented on how creamy and tasty it was. No automatic ice cream maker was necessary. Next came a “caddy can” idea made and shown by Roberta Chartier. Patterns were handed out and she talked about how the material was sewn and draped over the large coffee can to provide pockets for various uses, including paint brushes and paints; needles, pins
and thread; crayons and other small children’s items. At this point, a short coffee and stretch break was taken before lunch was served. We were able to peruse the silent auction items, plant table, books for sale, as well as the 16 decorated bras that were displayed, part of a competition to go along with our afternoon speaker from Esteem Lingerie Inc. from Kelowna. A delicious lunch of various kinds of soups as well as decorated openfaced sandwiches were on hand. A variety of scrumptious squares finished off the wonderful meal.
Norma shared a few hints on how to increase our memory as we age by staying active. Some suggestions were reading, doing puzzles of all sorts, dancing, keeping active, learning something new and many others. Our next presenter was Angela O’Brien and her mother, Florenda Pickett from Esteem Lingerie Inc. out of West Kelowna. Angela gave us a humourous
rendition on how to measure and fit a bra properly and we will not forget her “stoop, swoop, scoop and giggle” method to mold into a bra. Many were able to try on the bras right there, and Angela invited everyone to come to the store to be individually fitted. Angela handed out “The things they should have taught us in high school...dispelling the myths of bras” and “Laundry care secrets to success” in washing a bra. During the morning and early afternoon, each lady was given one ticket to vote on the most original and uniquely decorated bra. We had 16 entries and the winners were Wendy Tossevinen, Donna Scott and Ruth Champagne first to third respectively. Thank you to all the ladies who took the time to create these sensations. Winners were given a small prize for their efforts. A draw was also made for the door prize consisting of a hand-potted bowl containing local fruit. Thank you to Norma’s daughter for donating the clay bowl. Our final speaker, retired nurse Hazel Self, led us on a journey of Crisis Prevention in the Rural Setting, Basic First Aid, and Essential Home Medical Supplies that should be included in everyone’s first aid kit at home and in our car. Our gathering concluded at 3 p.m. Thank you to the Bridesville Women’s Institute for hosting this gathering. You did a great job of decorating and supplying all of our needs for a wonderful day!

Lest we forget Please wear a poppy and turn out for a Remembrance Day Ceremony next Monday. The poppy is a bright red symbol of collective remembrance and appears on the lapel and collars of millions of Canadians. It is a reminder, a visual pledge that we must not forget those who paid the ultimate sacrifice. Those words are said so often we tend to forget what they mean and have to think back to understand that ordinary people—men, women, sons, daughters — risked or gave their lives to preserve democracy and the Canadian way of life. Did they know what they were getting themselves into when they enlisted? Were they aware of what they might give up? Did they understand the significance of the conflicts they were involved in? We don’t know for sure but we do know we owe them a debt of remembrance and that’s why we wear the poppy. It’s not the wars we want to think about—wars are the cruelest method of solving conflicts or crises in our lives—instead we remember the young men and women who fought or the innocent who were caught up in these deadly conflicts. The Legion Remembrance Day program closes with ‘At the going down of the sun, we will remember them’. Remembrance Day is a time to remember all veterans —those who died and those who returned with the scars of war, both visible and not seen, to allow us to express our viewpoints, raise our families safely and live in a free country. Take the time, just an hour, out of your day next Monday to attend a remembrance service to support the Royal Canadian Legion members in their efforts.

The Kettle Valley Adventurer Club was officially organized at its first meeting on Oct. 8. The club meets twice a month from 4-6 p.m,. usually every second Tuesday (first and third Tuesday) in the boardroom of the Rock Creek Medical Clinic building. It currently has five child members and four volunteer staff members. The Adventurer Club is a Christian-focused club which teaches family values and basic life skills in the setting of a fun, educational and stimulating environment. Children learn how to interact with each other and with the adults in their community by engaging in club-directed activities, which earn the children badges and pins for their uniform sash. They also interact with the community during field trips and outreach endeavours. The next organized field trip will be an official attendance in
full uniform at the Remembrance Day ceremony at the Cenotaph just east of Rock Creek on Nov. 11. Children ages three to nine are eligible to become members of the club, but must attend with a parent or childcare provider. stantly killing seven year old Jackie Mattocks and two horses. Middleton escaped unharmed but Mitchell broke his leg and another man, Fred Patterson, suffered a slight shoulder injury. Why the building fell is unclear. But the demolition crew had a hard time keeping children out of it, and shooed away two little girls only moments before the catastrophe. Making Jackie’s death all the more tragic, his family planned to move to Grand Forks the next day, where he was to begin school. Instead, he was buried in its cemetery. The rink’s sale raised $1,200, enough to pay for the war monument, with $400 left over to donate to the Royal Canadian Legion in Grand Forks to ensure its care. In October 1920, the monument was erected by Patterson, Chandler, and Stephen Ltd. of Vancouver, a firm that also built the cenotaph in Merritt. It stood 8½ feet high, weighed 4½ tons, and was mounted on a rock outcropping adjoining the former Phoenix CPR depot, which was about the highest point in the city — elevation 4,700 feet on the divide between Twin Creek and Fourth of July Creek. It was then also along the main highway between Grand Forks and Greenwood. The front inscription includes a line from the Roman poet Horace’s Odes: Dulce et decorum est pro patria mori, which roughly translates as “It is sweet and right to die for your country.” Beneath it is inscribed: “To the

Campbell wrote in the Boundary Historical Society’s third annual report that 46 Phoenix men employed by the Granby mining company volunteered for overseas service before 1917, of whom eight were killed in action, one died of his injuries, one lost an arm, another a leg, 20 more were otherwise wounded, two were taken prisoner, and three were invalided home. Of the remaining 12, four joined the Canadian Army Medical Corps and were uninjured, three were not heard from again, and the other five came through safely, including one who was decorated with the Military Medal. Another who was wounded twice won the Distinguished Conduct Medal, was made lieutenant, and later won the Military Cross. (Campbell didn’t name any of these men.) Among 15 later enlistments, one man was killed and two wounded. When the war ended, the city began considering a memorial to its fallen sons. But before anything was decided, the Granby company pulled out of Phoenix, spelling doom for the town. Many buildings were sold for salvage, including the city’s skating and curling rink. Geddes, Oscar Gustafson, Sidney Jennings, Anton Johnson, James C. Kempston, John Lindsay, Roy A. MacDonald, Dudley MacMillan, Thomas Monahan, John A. Parry, D.M. Pittendrigh, James Pitpladdy, and Fred Wilkinson. In 1956, when the Granby company resumed mining at Phoenix, the cenotaph was moved a short distance to its present location. Today it’s still the site of a small Remembrance Day service. Charles Campbell, who lived and worked there for 16 years, commented: “This is the only stone structure ever erected in Phoenix and long after all the buildings have rotted away, the waste dumps and glory holes have been hidden by new forest growth, and the deer have returned to their former haunts, this shaft will remain as a memorial not only to the men who gave up their lives in Flanders but also to the place they came from.” The cenotaph at Phoenix remembers 15 men killed during the First World War — as well as a now-vanished mining town.

One is in the Kettle Valley between Rock Creek and Midway. “That’s flat out there and November 11 can be cold so a lot of the older people in Greenwood wanted to have a cenotaph in town.” So a new one was erected in Greenwood, adjacent to city hall. Ode to War
Some years ago we visited an elderly widow who had lost her only child on the battle fields of Europe. On this Remembrance Day she was paging through her family photo album and her grief seemed as real as it had been on the first day of her loss. I wrote the following in silent tribute to our dear friend and the thousands of other mothers who would forever bear the burden of their children’s enormous sacrifices so generations following might live as we do now - in freedom, peace and unrivalled prosperity.
ODE TO WAR A mother’s heart is crushed with grief Her soul has filled with tears With trembling hands she turns a page One leaf in passing years Her pictures speak a thousand words The child upon her breast Is nestled in her arms once more But in eternal rest There is no pain that life can give To meet this glimpse of hell And those who speak of love of God Ne’er had this tale to tell Her sorrow knows no depth nor height No friend can count the cost One death is cradled in her arms In truth, two souls are lost ~ Stan Harder

Boards elected
Walker re-elected Legion president Royal Canadian Legion Branch 155, Greenwood, held elections for officers at their meeting last Sunday. The executive positions were all filled by acclamation: Bob Walker—president, Paul Richards—1st vice-president, John (Jack) Darroch—2nd vice-president, Debbie Black—secretary, and Jennifer Tasker—treasurer. The executive committee for the coming year will be: Dave Tasker, Solange Jacob, Jacqui Walker, Eileen Ritchey, Della Paradis and Margaret Darroch. The new officers will be sworn in on Dec. 1 following their regular monthly meeting, which begins at 3 p.m. A potluck will follow. During the meeting preceding the election, local legion members voted to donate $1,000 to the Tammi Wilson fund and $500 to the residents of Parkview Manor.
Turlock named arts club president
The Kettle River Arts Club has recently elected a new slate of directors. Nancy Yamamura is retiring from the executive after many fruitful years of service to the organization. The new officers are: Jean Turlock—president, Betty-Lou Oswald—vice-president, Joanna Groenendyk—treasurer, and Sharon Cheveldeaw—secretary. The group meets on Tuesdays and Thursdays from 10 a.m. to 3 p.m. and one Saturday each month for card making. Canvas artists are asked to confine their use of oils to the Tuesday sessions, so that crafters who have trouble with the odor of the oils can come and enjoy the space on Thursdays. “We are open to new members,” said Turlock. “Male or female.” Membership fees are $30 per year or a $2 daily drop-in fee to get people in the door to see if they’d like to join. The Kettle River Arts holds a two-day year-end craft show at the end of May and enjoy a group Christmas party each year. New school buses coming to Boundary Grand Forks Gazette Editor
Students will be riding in style in one of the three new school buses coming to the Boundary School District, but not until next year. The province has bequeathed the local district with $416,974 in cash to purchase three new school buses as part of its annual fleet renewal program, but the new buses won’t be delivered until next spring. The Boundary School District will purchase three buses that can transport more than 80 students.
Using the province’s standard offer pricing model—through the Association of School Transportation Services of B.C.— the school district will be able to take advantage of low pricing and save up to 15 per cent each year in cost, as well as significant administrative and staff time. The school district will also save money in maintenance costs as the new vehicles will replace aging ones, said BoundarySimilkameen MLA Linda Larson. “These new school buses will save the school districts of Boundary … money that can be invested back into the classroom,” she said
in a press release. The nearby Okanagan Similkameen School District was also given cash for one bus, worth $109,477. “I am so pleased to see these two districts receiving new school buses that will keep students in our communities safe during their trip to and from school,” Larson said. The government of B.C. is reviewing speed limits on longer stretches of provincial highways between communities, and will be seeking public input starting this November as part of the process. Public input, along with information gathered through a technical review of provincial highways, will be considered to identify areas where speed-limit changes would be appropriate. The initial technical review is already under way. This work includes an evaluation of the latest research from around the world, as well as specific characteristics of B.C. highways, such as travel speed, safety history and the volume and mix of traffic. People will be able to have their
say on rural highway speed limits at public forums in communities around the province (including Cranbrook and Kelowna), as well as through social media and online feedback. At the same time, government will be seeking public input as it reviews how to reduce the risk of wildlife-related crashes on rural provincial highways, and reviews how to best ensure the safe movement of slower vehicles. Practical recommendations from this review and a strategy for implementation will be ready in early spring 2014. This review will build on the work done during the last review in 2003. Eating healthy A plant-based cooking course has been taking place over the past few weeks at the Rock Creek Medical Clinic. Approximately 10 people have been learning about a healthy alternative way of eating completely made up of plants and plant products. Will Act bring management into 21st century? Last Friday the provincial government released a legislative proposal for the new Water Sustainability Act (WSA), which is a major upgrade to the century-old Water Act. The new legislation would add regulation of groundwater, require the consideration of environmental flow needs in water management, enhance the water management framework and provide new tools to respond to water management issues. The province intends that the new legislation will be more flexible and efficient than the Water Act, increase certainty and clarity around surface and groundwater supplies, and enable wider participation in deci-

sion-making about water. Starting in 2009, the Ministry of Environment led a policy development process by holding a series of workshops and releasing proposals and regular blog updates. They heard from municipalities, First Nations and industry organizations, as well as over two thousand citizen submissions. Since 2011, B.C. has been working on the new Act, trying to reconcile the very different views offered about licencing, the scope of groundwater regulation, and maintaining river flows. Their work is cut out for them. Earlier this summer we learned that Nestlé Waters Canada was withdrawing 265 million litres of fresh water every year from a well near Hope – without paying a dime or even measuring and reporting on how much they use. Under the proposed Act, all wells would have to be registered and water users (except domestic) would be required to report on use and pay a modest fee. According to Nelson Jatel, Water Stewardship Director for the Okanagan Basin Water Board,

GRAHAM WATT “regulating groundwater in the same way as surface water is exactly what needs to happen.” While the pricing scheme still needs to be developed, under current rates Nestlé would have to pay only $228 annually. This has raised some eyebrows, but the proposal recognizes that prices need to increase to cover the costs of administering and managing water licences and approvals. “I understand that the proposed new legislation process will seriously affect our groundwater by the licencing process,” said Steve Babakaiff, Administrator of SION Improvement District. “The B.C. Water Supply Association is dedicated to advancing important source water protection initiatives and we are firmly committed to a thorough review and critique of the draft Water Sustainability Act legislation when it
is finally released.” Other people are concerned about their capacity to manage drinking water, especially in small community systems. While drinking water is administered by Health Authorities under the Drinking Water Protection Act, there are clear connections between water management planning, source water protection, and water distribution. For instance, the 22-member Fife Water Users Community has been on continuous boil-water advisory for years. “We have a huge issue with our drinking water in small community systems,” according to Kathy O’Malley of Fife. “Interior Health Authority has not enabled options for small systems to meet their standards, and we need more technical and financial support to be viable.” A key part of the proposal is improving decision-making, authority and accountability for water management. Many stakeholders requested that B.C. improve water governance arrangements, especially by increasing involvement for communities affected by water management decisions.
The proposal does not name a particular governance model such as watershed agencies, but the Province will create a water governance ‘framework’ that allows flexible decision-making solutions to be developed in different regions while retaining ultimate regulatory authority at the provincial level. “That’s fine if the Province wants to retain control, as long as they are properly resourced and provide reliable ‘go-to’ people in different regions to support local involvement in water management decisions,” said Grace McGregor, RDKB Area ‘C’ Director and Chair of the Kettle River Advisory Group. “But it’s clear the whole system needs to work better for rural watersheds and community water systems alike.” Jatel said the proposed improvements are a good starting point for the major work of drafting and passing legislation and developing regulations. “This paper signals that the Province is taking a leadership role and enabling the conversations that need to happen at the grassroots level to support good decisionmaking.” Comments are
due by November 15, which is a tight timeline for stakeholder groups who need to pass comments through committees, councils and Boards of Directors. “This happens again and again - as usual we are forced through a short timeline that doesn’t allow our committees to review material before going to the Board,” said McGregor.
