Abbotsford taxpayers will see an overall municipal tax increase of less than half a per cent next year, if the proposed 2014 budget is approved. The city aims to decrease general municipal taxes by a third of a per cent, without cutting services. However, other increases such as requested policing and library funding hikes would result in the half per cent budget bump. City staff presented the proposed budget to council and the public last Thursday and Friday. City manager George Murray said, “everything you see today… will be driven by staff finding more efficient and more effective ways to deliver services.” The city is proposing a decrease in general municipal taxes by .29 per cent, while police have asked for an increase of .58 per cent and the regional library has asked for .15 per cent – generating a total municipal tax of .44 per cent. Tax hikes in Abbotsford have been decreasing since 2009. That year, taxpayers saw an increase of 5.50 per cent. In 2010 and 2011, taxes went up 4.50 and 4.30 per cent, including a one per cent capital levy. In 2012, the increase was 1.66 per cent, and this year, taxes went up by 1.28 per cent. The police department’s request for a .58 per cent increase would require the reduction of four police and one civilian through attrition. The department said a zero per cent increase would mean the reduction of eight police positions, one civilian position and other cuts.

‘Positive reactions’ to protest, says DWS’ Shantz The Abbotsford chapter of BC/Yukon Association of Drug War Survivors (DWS) announced Wednesday that its peaceful protest camp in Jubilee Park will continue until a temporary solution is found for its members. Barry Shantz, head of the Abbotsford DWS, said the protest which began on Sunday will be extended to give the group more time to advocate for housing solutions for marginalized people in the city. “We have had nothing but positive reactions to our protest,” Shantz said. “A local businessman has provided us with some porta-potties, city staff came by and provided us with some garbage bags so we can keep the park clean and tidy, and the public seem genuinely interested in learning what all the fuss is about.” Shantz said the DWS intends to stay in Jubilee Park until there is a housing solution for homeless

of drug dependence. On Aug. 31, DWS and several other groups which work with the poor and the homeless in Abbotsford celebrated Overdose Awareness Day with a similar peaceful protest and public education day in Jubilee Park.

Abbotsford Police have received several tips about the suspect in video surveillance images from two armed robberies last week, but no one has yet been arrested. Const. Ian MacDonald said the department “certainly has some candidates” but the investigation is still underway. He said police are also trying to determine whether that suspect is connected to five previous armed robberies in the city, as well as two in Mission. The latest robberies both took place last Tuesday night in Abbotsford less than an hour apart. The first was at the Red Apple Food Store on Marshall Road at 4:45 p.m., followed by the Esso convenience store on Huntingdon Road at 5:30 p.m. The suspect is described as Caucasian, 20-30 years old, 5’8” to 5’10” with a medium build. He wore sunglasses and a baseball cap. A similar suspect description was given in six of the seven previous robberies, except in those cases, the robber covered the lower part of his face. The description was slightly different in one of the incidents, where the suspect was described as having a stocky build. The robbery spree began Sept. 16, taking place at a McDonald’s restaurant on Mt. Lehman Road. Vye Road overpass pegged at $25M The average resident’s final tax notice is yet undetermined, as it is affected by non-city controlled tax rates, including that of the regional library system, the Fraser Valley Regional District, Metro Vancouver parks, hospitals and the school board. Abbotsford’s total 2013 budget is about $250 million, with an operating budget of roughly $170 mil-

lion and a capital budget of $80 million. Murray said the proposed budget is about addressing the city’s needs, not wants, and proposes that the city pay off its long-term debt early. The city’s current debt level is $78.4 million. Murray said Abbotsford can get to $70.4 million by 2016. The budget also proposes to build back reserves for the city’s road development cost charges (DCCs), which

Major projects were outlined, including a plan to upgrade Highway 11 and build an overpass at Vye Road, which will improve border traffic and increase safety at the Vye Road rail crossing. The city also plans to replace two fire halls – Hall 4 Matsqui and Hall 5 Mt. Lehman – to address seismic and operational constraints. Also proposed are improvements to Clayburn Creek to address flooding. The parks and recreation department will also seek to develop new sport fields as well as continue land acquisitions around Mill Lake Park. One of the major projects will be creating a new

Official Community Plan (OCP) – the last was drawn up in 2005 – and also creating individual neighbourhood plans with community consultation. “This excites me the most out of anything in the budget,” said Mayor Bruce Banman. The budget also includes planning projects for the University of the Fraser Valley U-District, as well as the already approved plan

to update the city’s zoning bylaws. Coun. Henry Braun praised the proposed budget for its fiscal management, stating that though the city has had financial problems in the past, “we are turning this ship around.” The budget will come before council on Nov. 4 for a review with an opportunity for public comment. The unwavering faith of ‘Jedi Josh’ 14-year-old waged a brave battle against cancer Karen MURPHY CORR Contributor

After a courageous battle against cancer, 14-year-old St. John Brebeuf student Josh passed away Oct. 23. “He was so ready,” shared his mother Cheryle, who requested the family’s last name not be published. “He fought so hard the last four years.” Abbotsford News readers were first introduced to Josh’s story in March 2012 when the BC Lions took on the SJB Bears at Hoops for Hope, a fundraiser to help raise money for Josh and his family to travel to the DanaFarber Cancer Center in Boston, MA for surgery. In May of this year friends of his family released 500 balloons as a symbol of prayerful hope and support with all the students at the Catholic high school. Josh was first diagnosed with

The tumour behind his cheekbone initially responded well to treatment and the results after surgery to remove it last year seemed promising, but it returned. His father Angelo is grateful to everyone in the community who made it possible for them to continue treatments, especially the special surgery last year in the United States. “Because of Cheryle and Josh and their persistence, and everyone’s help, we got to spend three more years with Josh.” Angelo and Cheryle hope people are touched by Josh’s unwavering faith. “He had such faith he has changed me for life,” explains his father. “He said something to his mother that if he could take back the last four years he wouldn’t because cancer is bad

Josh was a quiet young man, who loved building Lego and spending time with family and friends. When he wanted to die at home, Canuck Place respected his wishes and sent two nurses to assist the family. “I really could not thank them enough,” says Cheryle. “They were there to take care of his medical needs so that we could have time as a family and I got to just be his mum. He was so aware right to the end and I held him in my arms while he passed. It was what I wanted and what he wanted and our family just feels really blessed we got what we needed for Josh.” Tributes to his life are filling the Joshua’s Fight For Life Facebook page he created. Photos of him in his brown Star Wars-inspired robe had many people compare his courage and determination to Jedi warriors. Family friend Monica Unger

says the family has been selfless in sharing Josh’s journey with the community: “Jedi Josh touched literally thousands of lives around the world. “His courage, strength, humility and perseverance were a witness of his faith and love for Christ. The threads he wove here on Earth will forever be seen from heaven as a beautiful tapestry.” Josh is survived by his parents Cheryle and Angelo, older siblings Costa and Monica, extended family and many friends. In lieu of flowers the family requests donations to Cops for Cancer, which raises money to fight childhood cancers. Still no sign of missing woman Vikki HOPES Abbotsford News

The Abbotsford Police Department (APD) has received dozens of calls from people reporting they have seen missing woman Erica Schmidt, but none have been corroborated since the day she walked away from her home. Const. Ian MacDonald said police continue to follow up on every lead, but the only ones they have been able to verify occurred on the afternoon of Saturday, Oct. 5. Schmidt, who suffers from depression, left her Timberlane Drive home that morning between 8:30 and 10:30. Police later received reports that

Schmidt, 59, had been spotted in the 2400 block of McCallum Road – near the Five Corners intersection – at about 3:15 that afternoon. Video surveillance obtained from a local business confirmed that Schmidt had been in the area. She was wearing a light-blue jacket, a long dark skirt, and flat shoes, and was carrying a large black purse. Tips have continued to come in from as far away as Manning Park and Victoria, but MacDonald said none have panned out. Search and rescue teams spent days combing brush, park and mountain areas of Abbotsford to no avail.

The Chilliwack RCMP drug section has arrested and charged an alleged drug trafficker who they say is known to both Chilliwack and Abbotsford police.

Glenn Mazhar Haqq, 62, of Abbotsford was arrested last Thursday on Chesterfield Avenue in Chilliwack. He has been charged with possession of a controlled substance

Dozens of Schmidt’s family members and friends have plastered the city with “missing person” posters, and a Facebook page – “Help Find Erica!” – continues to post updates, including from Schmidt’s husband, Henry. Many posts have expressed frustration and despair that Schmidt has not yet been found. “Her face is literally all over the city! Where is Erica?” Henry posted on Friday. Reflecting fiscal reality It seems the oft-repeated lament of local taxpayers is being heard. Enough already! For the past few years, taxpayers have finally started to see some relief, with steadily smaller annual tax increases. This year, the proposed city budget would involve a hike of less than half a per cent. Clearly, a refreshing wave of reality is washing over council. The mid-2000s saw huge civic spending on the controversial Plan A projects, including the Abbotsford Entertainment and Sports Centre. That facility continues to be a major draw on city funds, along with the AHL team the former council and mayor decided to bankroll. Abbotsford has also undertaken other major capital projects, including a pair of overpass improvements, and airport upgrades. The result of those decisions – while providing some important infrastructure – has been deepening city debt, depleted

capital reserves, and tax rate growth hitting well into double digits over the past decade. Meanwhile, much to the chagrin of taxpayers, city hall has seen the number of employees earning over $100,000 steadily climb in recent years, along with offensively high salary increases ladled out to some managers. However, in recent months, major changes have taken place in city hall. This spring, a number of top managers left – either voluntarily or otherwise. An expensive facility proposal by the YMCA was shelved. Responsible financial stewardship is the common mantra of the mayor and new city manager. It’s time to rebuild the city’s fiscal position, with only key projects proceeding. In that context, in a growing community with myriad needs, is a $8-million local contribution to an overpass on Vye Road a top priority?

Other Hand Like my garage, the Canadian Senate is in dire need of a thorough cleansing. The difference being, once cleaned, my garage can be useful. The senate, on the other hand, in its current configuration will remain purposeless, save providing a financial haven for political hacks. What is even more compelling, from a political point of view, is that what is going on in that house of appointed persons of pernicious proclivity threatens to bring down a government. Yay, say some who are disinclined to support conservatism. However, the insidious nature of an appointed senate is that no matter which party is in power in the House of Commons, it can and likely will be held to ransom by the shenanigans of those who inhabit the upper house.

An appointed senate, in Canada’s ‘democratic’ system, is based on the British parliamentary system that has the House of Lords, wealthy titled people delegated by birthright to ensure Britain’s ‘ruling class’ do not relinquish all power to the plebeians of the proletariat. In their opinion, democracy was acceptable only when the power of privilege allows it to work. Canada, of course, having neither hereditary lords nor a constitution, came up with next best thing – senators by appointment. In the original inception, having as part of government a house of second sober thought was perhaps a good thing. After all, political parties tend to pass laws that will, along with doing what’s best for “the people,” benefit them. Having an overseer to ensure all that ensues from parliament is in everyone’s best interests does have merit. However, it was not long before governing political parties discovered that appointing the ‘right’ people to the senate meant their decisions would have precedence over their political opponents.

They also discovered that those appointments could be given as rewards rather than for the ability to provide that sober second thought. And thus, we have what is facing our nation today, the furor and fandangos over the spending antics of those who

What makes this even worse, aside from senators essentially being appointed for life, is that they have the ability to quash any proposed legislation that would control or, in a perfect world, get rid of them. In other words, the people must take on the power of government to make changes, and the only way that appears

to me is to have a nation-wide referendum on whether or not to keep the senate, or at the very least ensure that its members are elected. Should the federal government have the courage to present a referendum on such, the senate would not, or should not, have the ability to say yes or no to such action, and would have to abide by the results of said referendum. The referendum could have but three questions: the status quo, an elected senate, or abolishment. I see little reason to choose any but the last, because over the years I have found, like the many alliterated ‘10-dollar words’ used above, there is little purpose in having a senate, other than for the pomposity of purpose. So I suggest that across this nation we pressure our Members of Parliament to provide the opportunity to say we’ve had enough of the senate and the financial abuse, real or imagined, of many of its members. You might, in telling them, point out that it could save their jobs!

Re: Mark Rushtonâ€™s On the Other Hand, Oct, 22 edition. Excellent article, Mark! All good points made! Backyard chickens in Abbotsford. Imagine the dent this will (not) make in the profits of our local egg producers! Interesting to note the concerns over avian flu, which apparently is the reasoning behind not allowing a backyard flock of four hens, has been debunked by the science community. It makes a person wonder who is lob-

bying mayor and council over this issue to not allow them. Another concern is rodents and smell. This amuses me as recently a bylaw was passed to allow three dogs on residential property. Think about the amount of excrement from three dogs, not to mention the smell from said excrement, and also the fact that said excrement also attracts rats. Yet this wasnâ€™t a concern when amending this bylaw from two to three dogs? Suddenly, the excrement from four of

our feathered friends, which apparently the city of Abbotsford uses at their discretion, is a problem? Markâ€™s comments regarding noise were right on. Hens announcing the arrival of an egg with proud clucking usually happens in the morning, never late when a yapping dog wakes up the neighbourhood. Missing woman contacts police Kerry-Lynn Osbourne now lives elsewhere The Abbotsford Police Department has been contacted by a woman who was reported missing by a family member on Sept. 27. Const. Ian MacDonald said Kerry-Lynn Osbourne contacted police on Wednesday night. She indicated that her family had been travelling in the period she was reported missing and is now living in another B.C. community. MacDonald said police in that community met with Osbourne and confirmed that she and her children are all in good health. Police issued a request earlier this week to

have Osbourne contact them to confirm her whereabouts. A family member became concerned when regular contact with Osbourne had not occurred for over a month. Police went to her last known address on Blauson Boulevard in Abbotsford and found the residence vacant. None of her school-aged children had been enrolled in the Abbotsford school district this year. Osbourne had last been seen in Abbotsford at a government office on Oct. 1.

Analysis of the items turned up two videos and several photos that fall under the Criminal Code category of child pornography. The videos showed a man and a young boy, who was identified as the younger of the two brothers. The videos had been sent through a Yahoo account to a man in North Dakota. The older boy later provided statements to police that led to the final charge. The man’s trial was expected to last 10 days.

Man killed in freeway crash Monique TAMMINGA Black Press

Heavy fog was a contributing factor in a fatal crash on Highway 1 in Langley that killed an Abbotsford man last Tuesday morning. RCMP have named Mandeep Singh Aujla, 30, as the driver killed in the fiery crash. The eastbound lanes of the highway remained closed between 232 and 264 Streets for hours while RCMP investigated. The RCMP Port Mann Freeway Patrol reported that the crash took place about 3:50 a.m. Police said Aujla was driving a Toyota RAV4 east along Highway 1 when he slammed into the rear of a construction vehicle which was parked in the passing lane of the highway. Aujla, who was the lone occupant, sustained fatal injuries. The construction vehicle was parked on the highway with all emergency equipment in operation, said RCMP Sgt.

Peter Thiessen. The two-man crew had just exited their truck and didn’t sustain any physical injuries. Roadwork along that portion of Highway 1 has been underway for months, as the freeway is being widened from two to three eastbound lanes. Freeway RCMP Sgt. Roland Peirschke said contributing factors to the crash appear to be speed relative to road and weather conditions, as there was dense, heavy fog in the area of the collision. There have been suggestions that the construction crew working there ignored requests to move their vehicle off the highway because of the dangers the foggy conditions posed. The B.C. Flagging Association has suggested that given the foggy conditions, there should have been proper signage, cones leading up to the active construction area and warning flags.

An aboriginal artist in residence is being sought for Fraser Valley Regional Library as a way to share cultural knowledge throughout the region. An Abbotsford-based charity is celebrating the grand opening of a respite facility in Merritt, providing a place for kids and adults living with disabilities, along with their families, to enjoy a place to rest, recharge and reconnect. The Cold Water Ranch Lodge, funded by the Abilitas Foundation, a registered charity, opened Oct. 19 and is the first of its kind in the province. Abilitas Foundation founder John Glazema of Abbotsford said the lodge has been designed to overcome both physical and financial challenges. Free of charge for those who qualify, the facility will soon welcome its first guests. “After five years of hard work, the lodge is now ready for families to enjoy. Thanks to the dedication of our supporters and volunteers, our vision of creating an outdoor, barrier-free respite lodge has been achieved,” Glazema said. The purpose of the lodge is to offer fami-

lies that have a loved one with a disability a much-needed place to get away to and take a break from it all. “Due to ongoing funding pressures, more and more families are finding themselves without muchneeded services, so the timing of this lodge opening couldn’t be better,” said Arlene Schouten, disability advocate and parent. Unlike typical approaches to respite, the Abilitas Foundation focuses on respite as a break for the entire family, rather than a “break from” a person living with a disability. “What we’ve learned from talking with many families is that they want to spend respite time together,” said Rachel Dekker, manager of the Abilitas Foundation. “They need time to rest and recharge, but also time to reconnect, to strengthen their bonds, and to create memories together as a family.” For more information and booking procedures, visit abilitasfoundation.org.

In English, the term Diwali can be translated into “a row of lights,” and the festival is also called Divali or Deepavali. Kartika Shudda Padyami is celebrated on the fourth day and on the fifth day Yama Dvitiya is recognized, where sisters invite brothers into their homes, and welcome them with love and a lavish meal. Throughout the festival, celebrators wear new clothing, jewelry and come together as families and friends in order to share entertainment, food and treats. Homes are decorated with lights and candles and cleaned to represent a new start. Diwali involves lighting small clay lamps filled with oil to represent the victory of good over evil. The lamps are kept lit overnight and the house is tidied to make the goddess Lakshmi feel welcome. Firecrackers are often set off to ward away evil spirits, but these items are illegal in Abbotsford. The festival is a celebration of the triumph of good over evil, the return of Lord Sama, Sita, and Lakshmana from exile and the defeat of Ravana. Diwali will be celebrated in Abbotsford at the Abbotsford Community Library on Bevan Avenue on Nov. 1, with activities running from 11 a.m. to 2 p.m. The University of Fraser Valley India will host a celebration on Nov. 1 starting with activities from 2 to 5 p.m., and food and performances from 5 until 8 p.m. The activities will include free henna tattoos, a Rangoli competition, games, food and dancing and singing performances. Many local schools will also hold events to celebrate Diwali.

Fraser Valley Symphony begins new season The Fraser Valley Symphony begins its 30th anniversary season with a concert on Sunday, Nov. 3 titled “The Classics,” featuring music by Viennese composers W.A. Mozart and Franz Schubert. Guest soloist will be pianist Jane Hayes performing Mozart’s Piano Concerto No. 24 in C minor, K 491. Since her debut with the Toronto Symphony, Hayes’ concerts have taken her across Canada, the United States and Europe. She can be heard frequently on CBC radio and has recordings available on the Fanfare, EMI, Centrediscs, ATMA, Artifact, CBC-Musica Viva and CBC SM5000 labels. In addition to being director of keyboard studies at Kwantlen Polytechnic University in Langley, Hayes maintains a busy performing and adjudicating schedule. Included in the program will be two works by Schubert, Overture in the Italian Style D 590, and Symphony No. 5 “The Little.” The overture captured the popularity of Italian music in Vienna in 1816, and the

Duets and Divas coming Nov. 1 The Valley Concert Society presents mezzo-soprano Megan Latham and soprano Joni Hanson at a concert titled Duets and Divas on Friday, Nov. 1. The two will be accompanied by Betty Suderman. Latham grew up in Abbotsford and then went to Toronto to pursue her career. She is a regular with the Canadian Opera Company, and her voice has been described as “clear and honey-coloured.” Hanson is described as “one of the most thrilling young performers on the opera stage today.” Suderman is wellknown to Abbotsford audiences, and is especially in demand as an accompanist for performances of Lieder and chamber music. One of the things that comes to mind when one goes back in their thoughts of all those years, is the bonding, love and loyalty of a dog and their human family. A cat can also be loving and bond with the family, but as long as there is food and water available, and a bed nearby, cats can look at you in their peripheral vision, and somehow be saying,. “Don’t bother me!” But dogs just have to look at you with those big loving eyes, and your heart just melts. Studies have shown that when dogs are in physical contact with their owners, their brains release the ‘pleasure chemical’ dopamine in exactly the same way as our human brains do when we feel happy and relaxed. Of course some scientists argue that dogs learn to use all their ‘cute’ emotional displays – including wagging tails, dropped ears and lips drawn back

in a ‘smile’ – simply to get rewards such as attention, treats and access to the great outdoors. There are many stories of dogs staying by the graves of their owners who have passed away. In 1924, Hidesaburo Ueno, a professor at the University of Tokyo, took in an Akita called Hachiko, as a pet. During his owner’s life, Hachiko greeted him at the end of each day at the nearby Shibuya Train Station. The pair continued their daily routine until 1925 when Professor Ueno did not return. The professor had suffered from a cerebral hemorrhage and died, never returning to the train station where Hachiko was waiting. Each day for the next nine years Hachiko

awaited Ueno’s return, appearing precisely when the train was due at the station. He attracted the attention of other commuters, many who had seen him waiting for Ueno each day. Soon some of the people would bring him food and treats. In 1934, there was a bronze statue of him erected at the Shibuya Train Station and he was present at its unveiling. Hachiko died in 1935. This statue was recycled for the war effort during World War II. In 1948 there was a second statue erected and still stands today, and is an extremely popular meeting spot, and is at one of Shibuya Station’s five exits. She was married for almost 66 years to Robert Ross Dyck, who passed away on Sept. 24, 2008. She is survived by her 3 Children - daughter Darlene (Kenneth) Epp, son Keith (Beryl) Dyck, and daughter Bonnie Borseth; 7 Grandchildren - Karyn (Steve) Onsorge, Jason (Emmy) Epp, Kevin Epp, Angela Dyck, Robert Dyck, Shari (Aron) Dick, Paul Borseth. 8 Great-Grandchildren - Madeleine, Chloë, Gavin, Ashley, Kiana, Olivia, Nolan, Tara Lynn and another one due in late November. 3 sisters - Doris (Ralph) Jacobson, Phyllis (Dolf) Maurer and Joyce (Peter) Zawadiuk and 1 brother James A. Bouck. Florence is pre-deceased by her parents James and Amy Bouck, Sister Gladys and brother Vernon. Born in 1950 in West Germany, Margarete lived most of her life in BC. After marriage to Arthur Enns in 1974, she raised three children; supported her husband in his careers in Vancouver, Vernon and Abbotsford (Menno Place); volunteered in church and the community; completed her academic studies at TWU; taught international students at Pacific Academy; and became a cherished friend and mentor to many. She was known for hospitality, love of music and Bible study, and a zest for life as demonstrated by skydiving to celebrate her 60th birthday. In November 2012 Margarete was diagnosed with late-stage pancreatic cancer. What followed was a journey of suffering and faith, with much support from family, church and friends. Despite the prognosis, Arthur and Margarete fulfilled a retirement dream by moving from Abbotsford to Vancouver’s West End, where they enjoyed many beautiful sunsets and walks on the seawall. On October 9, 2013, after a week in St. Paul’s Hospital, Margarete passed away peacefully into the presence of her Lord, surrounded by family and friends. She was predeceased by her mother Margarete Martens, mother-in-law Annie Enns, and sister-in-law Margaret Born. Margarete leaves to mourn her husband Arthur; daughter Esther (Peter); son Jesse (Elizabeth); daughter Ruth (Kevin); eight grandchildren; Larissa, Ben, Dylan, Ethan, Micah, Asher, Julianna and Jack; father Jacob Martens; brother Jake (Elsie) and sister Ingrid (Keith); sister-in-law Esther (Norman); brothers-inlaw David (Doreen) and Richard (Carol); former brother-inlaw Walter (Jeanette); fatherin-law Henry Enns; numerous nieces and nephews and untold friends.
