The sustainability goals measured in the report were developed jointly by the district and representatives of the general public, including community associations and arts and culture groups, as well as UBCO and Interior Health. The report was put together by consultants and using a $250,000 grant received from the federal government’s gas tax fund. The full report was presented at a public meeting in Lake Country on Tuesday night and can also be viewed online at www.oursustainablelakecountry.ca. The forum was the public’s chance to com-
ment on the report and to suggest actions that could be taken by the district, community groups and individuals to make Lake Country more sustainable. “I think this is partly a community document for residents and community groups to have an understanding of the initiatives the district is under-taking as well as a great tool for council and policy makers to look at how they can address some of the issues as we move forward,” said Koch. After the forum the consultants will take the feed back and make the necessary changes to the document and it’s hoped that more funding can be acquired in the future to keep updating the document. “Future funding resources are unknown but we would certainly like this to be a living document to see how progress is being made on the goals as identified,” said Koch.

The District of Lake Country has released its first State of Sustainability Report describing the district’s performance on 15 goals in the areas of social, cultural, economic and environmental sustainability. It’s the first of what is expected to be a new report released every two years, allowing the district and the community to keep track of progress on the issues surrounding Lake Country. “Knowing that our progress towards sustainability will be measured and publicly released every two years will help us stay focused and on track,” said Mark Koch, director of planning and development at the DLC. “We are very pleased to see that Lake Country continues to be a safe community with increasing housing choices that appeal to young people and families. At the same time, this report highlights some issues that we need

New water licences issued on fully allocated reservoirs JUDIE STEEVES STAFF REPORTER
Although the Beaver Lake (Swalwell Lake) reservoir system was deemed fully allocated by the province’s water management branch in 1931, it has issued a further 500 or so licences on the system since then, including 14 this summer. The recent decision by the province to issue more licences led to an appeal by the District of Lake Country, and a hearing was held last week by an environmental appeal panel, with hydrologist Don Dobson, of Urban Systems, representing the district. Dobson said the panel’s decision might take a couple of months, but he’s not overly hopeful it will be successful after a similar appeal made by the South East Kelowna Irrigation District was denied earlier this year. In that case recreational lot lessees on Browne Lake, one of SEKID’s reservoir lakes, were successful in obtaining domestic water licences even though
that system of reservoirs is deemed to be fully allocated, so SEKID appealed. That appeal was denied, although some changes to the existing conditions of the licences were required. Dobson, who worked in water management for the province in the early 1980s and still does hydrologic work in the Okanagan, said the issue is that the province is issuing water licences on water that’s already licensed. “That’s double licensing,” he says. “Those reservoirs exist because the ratepayers built the system and pay to maintain it, including paying for the capital costs of the infrastructure, yet these people pay for none of that and they get to use it. “It’s about fairness and equity.” He said there’s more demand than there is water in the system, and he does not feel the 14 lessees on Beaver and Crooked Lakes who received water licences this summer should have been issued those licences.

ALTHOUGH its water is already over-allocated, the province has issued more licences on Beaver (Swalwell) Lake, a reservoir for residents of the District of Lake Country. There are some 80 leased recreational lots in that watershed and 12 of them now have water licences. Several of the lease-holders said they only applied for the licence because the province encouraged them to, said Dobson. They said they’d been drawing water from the reservoir for 20 years or so and they intended to continue no matter what. At the recent hearing, the panel agreed to hear a submission from Okanagan Indian Band chief Byron Louis and Dobson said he objected that the band had not been notified about the licenses. He told the panel the process the government
uses to allocate licences is broken because the system is over-allocated yet the province is still issuing more licences. Major problems with fish in the creek downstream have resulted from the low water conditions, he noted. Dobson said the provincial water manager claimed there was unused recorded water every year in the system so that could be used by others. However, Dobson said that is just carryover in case of a drought. He noted that the amount of water being requested is not large, but in principle no more licences should be issued if the system is already fully-licenced.
Man found dead at James Lake JENNIFER SMITH You don’t have to wait 24 hours to report a loved one missing, according to the Central Okanagan Search and Rescue and Kelowna RCMP. This was the take away from an incident in Ellison over the weekend which saw a 40-year-old man from Kelowna die while apparently out looking for firewood near James Lake and remain missing for nearly 24 hours. Accessed via Bata Road in the hills behind Sunset Ranch Golf and Country Club, the James Lake area is patterned with small dirt side roads and heavily wooded, making searching there a difficult task, particularly as the authorities were not contacted until six hours after he was due back. “Obviously, I don’t want to put any blame on the family,” said Const. Kris Clark, “…but those are daylight hours that we could have been searching.” The man left home on Saturday morning and was expected to return at around 3 p.m. He was reported missing to Kelowna RCMP close to 9 that night. The police initiated a ground search immediately, but quickly recognized they would need more person-
nel. Central Okanagan Search and Rescue was called in shortly before 1 a.m. Sunday and Vernon Search and Rescue was en route when the body was located very close to the man’s vehicle, on a side road in the area, at 4:45 a.m. Clark said television shows portray police as wanting loved ones to wait 24, or sometimes 48 hours, before contacting police, but it’s really best to call as soon as one perceives there to be a problem.There are no repercussions if a person reported missing is found immediately. A statement issued Monday morning indicates the search and rescue team is of the same mind. “Please call the RCMP so they can call the closest search and rescue group and we can start looking for your loved ones and bring them home,” said Duane Tresnich, spokesperson for Central Okanagan Search and Rescue, in a press release emphasizing the importance of a timely response. This search involved RCMP, two search and rescue trucks and four all-terrain vehicles. Both the RCMP and coroner are said to be investigating. RCMP had found nothing suspicious about the death by press deadline.

“I use it as an opportunity to take the pulse of the community and get a feel if I am on track with my constituents’ wishes,” he said. “What I hope to accomplish with these meetings is to be as open as I can and provide the best representation possible for all Oyama residents.” The meeting is set for Thursday, Oct. 24, upstairs in the Oyama Community Hall of Trask Road.

A West Kelowna man is facing potential drug possession charges after numerous marijuana clones were seized during a traffic stop. On Oct. 16, at 11:15 p.m., police conducted a traffic stop on a grey Lexus 400 on Highway 97 North near Sexsmith Road. The southbound vehicle had been stopped for a defective taillight when police noted an overpowering odour of marijuana coming from inside. TERRI PALMER The Winfield Curling Club has officially kicked off its 2013—2014 season with all leagues starting on Oct. 6. Prior to league play we had teams come from all over to use our facility. Team Kelly Scott, Jeff Richard as well as the Cotter foursome practiced to get ready for the Vernon Cashspiel and Olympic pre-trials. The women’s Team Korea was also here spending hours on our sheets—truly amazing to watch. Meanwhile, our members took advantage of
free ice time to get ready for the season. The Army and Navy league runs every Sunday morning with four sheets full, Monday has the ladies league starting at 9 a.m. and is still looking for one more team to fill their draw. Monday night men’s has some new faces as well as Tuesday evening ladies league. Juniors have their slot on Wednesdays at 4 p.m., followed by pop and popcorn. Thursday night is men’s league and could still use a few more players, while Friday night open league started out
with 10 teams—up from eight last year. There is also drop-in curling on Fridays at 8:30 and we encourage all members and non-members to come down and throw some rocks. It’s fun and great exercise. Our seniors have started as well and hit the sheets every Monday, Wednesday and Friday at 1 p.m. This is a great group of social people that welcome anyone over 50 to come and play. Roads The district has identified an annual funding gap of $2 million for road renewal, in addition to an existing debt of $30 million. This does not account for additional improvements that many residents desire, such as sidewalks and bike routes. Garbage The amount of garbage that Lake Country residents dispose of is trending upwards. This will need to change if the district is to meet the region’s goal of zero waste. The Regional Solid Waste Management Plan has set a target of 39 per cent reduction (below 2004 levels) within six to 15 years of the plan’s adoption in 2006. Water consumption Non‐agricultural uses make up 46 per cent of total water consumption in Lake Country. The majority of non‐agricultural water is used for outdoor residential uses such as watering lawns. When only residential water use is accounted for, the rate is 823 litres per person per day. This is substantially higher than the provincial and national averages of 426 litres per person in B.C. and 329 litres per person in Canada (2004 data). Note that B.C. has among the highest rates of water consumption in Canada, and Lake Country residents consume nearly twice as much as B.C. on average. Population The proportion of children in the population has remained fairly steady at about 25 per cent over the past 10 years, while the num-
new walking trails and increased support for active modes of transportation. • The community has a history of strong volunteerism and many arts and culture events, which creates social cohesion and draws visitors to the area. Lake Country is working to strengthen its identity as a single community, and to further welcome residents and visitors of all abilities and ages. • Lake Country has taken steps to inventory its ecosystems, and it is now time to follow up by implementing restoration plans and enforcing protection of sensitive areas. Ongoing efforts to encourage alternatives to single‐occupancy vehicles and to increase the energy efficiency of buildings will allow Lake Country to continue to reduce per capita emissions of greenhouse gases to meet the Climate Action Charter. • While food and agriculture have shaped Lake Country’s history, care must be taken to keep value‐added processing local. • Finally, Lake Country must continue to diversify and strengthen its economy and tax base, which will help close existing infrastructure financing gap.

The community group Walk Around Lake Country (WALC) has a vision of adding about 60 km of trails to connect all areas of the communities. Crime Rate Lake Country has a relatively low crime rate compared to the national average and the crime rate is dropping more quickly than the national average. From 2009 to 2012, violent crime dropped 35 per cent and property crime dropped 41 per cent in Lake Country. From 2009 to 2011 (2012 data is not available at national scale), Canadian violent crime dropped by seven per cent and property crime dropped by 14 per cent. The major exception in Lake Country is false or abandoned 911 calls, which doubled between 2011 and 2012, and domestic disputes, which also appear to be rising in frequency. While RCMP records do not include specific reporting on marijuana grow‐ops, anecdotal reports indicate that the district is experiencing an increase in this type of criminal behaviour. Culture Visits to the Lake Country Museum have increased since 2011. In addition, the museum’s web site has increased in popularity. In 2010 the average daily number of web site hits was 772. By March of 2013, the daily average had risen to over 5300. Agriculture Lake Country is home to several large fruit producers, including the largest grower of cherries in Canada. Over 40 per cent of the district is within the Agricultural Land Reserve (ALR), although not all of the ALR land is farmed (some is still in a natural state). Lakes The district’s numerous lakes provide many opportunities for outdoor recreation for residents and visitors such as fishing which contribute to the local economy. The number of angler days per year on
Wood Lake has declined sharply in recent years due to declining health of the fish stocks. This has resulted in angling contributions to the local economy being reduced to less than 10 per cent of the recent maximum (2008 compared to 2013).

into account the power of peer pressure, celebrity models, poverty, adolescent rebellion, and the tendency of all adolescents to experiment. Earlier generations sneaked a smoke behind the barn, or smuggled a mickey into Scout camp. Today’s young people have a far greater range of temptations to deal with. Aside from that, though, most of us have great difficulty “just saying no.” Even though we may oppose organized gambling, we rarely say no when a local service club asks us to buy raffle tickets for a good cause. We find it hard to say no when a host offers another glass of wine shortly before time to drive home. And few people ever say no to a promotion at work. SEE TAYLOR A7

B.C. oil spill study misinterpreted
T
he release of the B.C. government’s detailed study into oil spill response capability off the West Coast created the usual brief wave of media shock and horror. ‘This just in! If crude oil spilled in the Dixon Entrance, the stormtossed sea lane north of Haida Gwaii, the combined resources of Canadian and U.S. containment and collection response could only recover an estimated four per cent of it. And that’s in the summer! The winter recovery rate would be more like three per cent.’ Talk radio and website headlines set the narrative in minutes. ‘How could anyone even consider running oil tankers through that pristine B.C. coastal area? It’s crazy!’ Here’s the big fact clearly stated in the study by U.S.-based Nuka Research and Planning Group, and ignored by

Tom Fletcher most of the media and public. There are hundreds of tankers filled with crude oil sailing through these stormy seas every year. It’s been going on since Alaska North Slope crude was developed in the 1970s. Six of the seven oil spill simulations run by Nuka are based on Alaska crude, because that’s overwhelmingly what has been shipped along B.C.’s North Coast for 40 years. This lack of crude oil spill response capability has existed the entire time, without a whisper of protest
or media attention, even after the 1989 Exxon Valdez disaster near the oil’s point of origin. The current narrative, hammered home by U.S.-controlled environmental groups and their aboriginal partners in the “Great Bear Rainforest,” is that only Canadian oil is a threat. How much Alaska crude is shipped down the B.C. coast? According to Nuka’s analysis, it’s currently about 38 million cubic metres each year. That’s enough to fill B.C. Place stadium to the roof—15 times. The Sierra-Greenpeace-ForestEthics-Dogwood gang, a sort of billionaire-bankrolled green Team America, has worked hard to promote the falsehood that “tar sands” oil is vastly worse than that nice fair-trade Alaska stuff. Their claims about acidity and abrasiveness of diluted bitumen didn’t hold up, and it’s still hotly contested
whether the heavy oil in diluted bitumen would float, emulsify or sink in actual sea conditions. When the federal government announced a study to determine what spilled bitumen would do in North Coast waters, that too was attacked by the Green Party as a secret scheme to prop up Enbridge’s pipeline proposal. So it’s a scandal when you don’t know the answers, and it’s a scandal when you try to find them. Another question that gets little attention is whether it’s better for spilled oil to sink rather than wash up on beaches. Crude oil is, if you’ll pardon the expression, organic. Spills produce a huge spike in oil-eating bacteria that leads to an increase in fish populations at a certain stage. This was documented in a 1994 book called Degrees of Disaster, written by an expert who stayed on in Valdez for four years, long after the
TV cameras and grandstanding politicians went home. Victoria-based Dogwood seized on a 2012 Nuka study done for the Haisla Nation at Kitimat, which found that in ocean conditions that are present more than half of the time, there would be no immediate way to respond to a spill at sea. Dogwood’s “no tankers campaign director” hinted that this information was intentionally left out of the B.C. government study, and the media ate it up. No tankers? Better check again. Dogwood’s mission is clearly not to protect the B.C. coast from oil spills. If it were, they would be protesting the ongoing risk from Alaska tankers. Portfolios of Status of Women, and Labour intersect in important ways
O
ctober is Women’s History Month in Canada and it was an honour recently to host our new Minister for the Status of Women Canada and Minister of Labour, the Honourable Dr. Kellie Leitch. The portfolios for which Minister Leitch is responsible intersect each other in important ways, especially when it comes to encouraging Canadian women and girls to fully participate and succeed in our economic and democratic life. The first stop on the Minister’s visit was Aberdeen Hall Preparatory School where she joined students to celebrate International Day of the Girl to promote equal treatment and opportunity for girls in areas such as law, nutrition, health care and education. It was an ideal location given that one of the students at Aberdeen Hall is Alaina Podmorow, the founder of Little Women 4 Little Women in Afghanistan and Canada’s first Hon-
ourary Youth Ambassador at the United Nations International Day of the Girl. Dr. Leitch had a lively conversation with the students about the challenges facing girls in today’s society and the importance of education as a means of ensuring their full participation and success in all aspects of Canada’s social, economic and democratic life. It was a timely discussion. While young women represent a majority of university graduates in Canada and there has been steady growth in their participation in the Canadian labour force, statistics show they remain under-represented in sectors such as the skilled trades and science and technology, representing the largest currently untapped human resource to meet Canada’s occupational needs. In 2012, women held just 11.8 per cent of construction jobs, 19 per cent of forestry, fishing, mining, oil and gas jobs and 30.5 per cent of agricultural jobs; in the

Ron Cannan information technology professions, women maintained the same 25 per cent of jobs from 2000 to 2010, despite increasing demands for these skills; in 2007, despite representing 3 per cent of enrolments in the electrical, electronic and related trades, only 1.5 per cent of all graduates from these programs were women; in 2009, women made up only 2.2 per cent of registered apprenticeship completions in the building construction, electrical, industrial and mechanical, metal fabrication and motor vehicle and heavy equipment trades; and only 6.9 per cent overall work in trades, transport, equip-
ment operations and related occupations. The need for greater participation in these fields was reiterated at an event I recently attended with business, educational & government leaders hosted by Applied Science Technologies & Technicians of British Columbia (ASTTBC) where only 9 per cent of members are female. Discussions focused on girls and the need to capture their interest at a younger age, particularly in the “S.T.E.M.” subjects, science, technology, engineering & math. One participant added an ‘A’ for the arts, noting that creativity is a vital component of innovation creating the “S.T.E.A.M.” needed to move forward. The Honourable Dr. Leitch heard the same message at Okanagan College, where president Jim Hamilton and his team are putting an emphasis on the continued and increased participation of women in the labour force, particularly in non-traditional fields. Minister Leitch had the
chance to speak with Nancy Darling, the head of the Women in Trades program who is doing some great work by successfully getting more young women involved in the trades. It is also a priority for the Government which understands that in order to achieve our goals of jobs, growth and longterm prosperity women need to succeed in all sectors of our economy. With the advice of smart, energetic people like the Honourable Dr. Leitch and Western Economic Diversification Minister Michelle Rempel in cabinet and initiatives like the recently launched advisory council to promote the participation of women on public and private corporate boards, I have confidence we are making progress. I want to thank the Honourable Dr. Leitch for paying us a visit and inspiring the young women in our community to see that the sky is the limit and to live the message of this year’s Women’s Hist-

For three years, he worked happily with religious broadcasters around the world. Then the NCC decided he deserved a promotion. He was miserable in management. After a year, he quit. “Why didn’t you just say no?” I asked him. “Nobody turns down a promotion,” he replied. “You’re expected to move up.” Author Lawrence Peter based his book, The Peter Principle, on that expectation. People get promoted until they reach their level of incompetence. Often, they leave a job that suited their talents, and get stuck in a job where they are chronically unhappy. They no longer qualify for further advancement, but their egos won’t let them move back to a less responsible position. Nothing guarantees that a brilliant teacher will make a good princi-
pal, or that a skilled electrician can become an efficient administrator. Of course, the reverse also applies—a brilliant editor may prove a ho-hum writer, a gifted manager may be all thumbs with a socket wrench. Another author, Richard Rohr, in his book Falling Upward, argues that most of our
pre-retirement lives are ego-driven. Our culture tells us that unless we climb the ladder towards a higher salary, a corner office, a bigger house, a fancier car, we must be failures. And it never occurs to us to question those cultural expectations. I know clergy who were happy and successful in a smaller par-
ish. But when offered a more prestigious pulpit, they felt impelled to accept. Some rationalized their move as a call from God. Others admitted— perhaps too late—that it was mainly status or personal challenge that attracted them. It takes courage to say no to a questionable investment opportunity.
Or to say no in the middle of a passionate embrace. Or to say no to the anger that flares up when a total jerk cuts you off on the highway. According to Rohr, learning to say no—at the right time—is the beginning of wisdom. Author Jim Taylor lives in Lake Country.

A growing population of young families, proximity to the airport and the university and the natural beauty of the Okanagan are all helping to drive business in Lake Country, which is heading towards slow and steady business growth in the coming years. That’s the word from Ryan Roycroft, Lake Country’s economic development manager, who has been on the job for the past 18 months as the DLC’s first ever employee in charge of economic development. “There are a lot of exciting opportunities in the area,” said Roycroft, in an interview with the Lake Country Calendar. “We’re seeing residential development coming back. We’re seeing good interest in commercial development and we have a municipality
and a council looking to be supportive.” The trend in Lake Country’s population is pointing towards more young people and young families moving into the area and according to Roycroft that’s music to the ears of businesses who may be looking at setting up shop in Lake

And while the DLC’s economic development manager is still preaching patience when it comes to the main drag, Ryan Roycroft says things are at least start-

a three-acre parcel of land on Main Street, and while Roycroft couldn’t comment on what was happening with the land, he said it was positive news that a company with a history of leasing out property to national and local companies had stepped into the Lake Country business community. “I’m more confident now (about Main Street) than I was when I started the job,” said Roycroft. “When you see a real-
ly professional group of developers like the Callahan Group, that is a positive indicator. We are at the stage where it’s just a matter of putting tenants together and moving forward.” The Callahan Group is a large Kelowna-based property manager that leases its building to a variety of businesses, from franchises to large chains and small independent business. Roycroft says future development of the
Main Street in Lake Country will be a boost to the entire community. “I think when we see main street and the other properties in the area develop, it will create more opportunities for small business, more rentals, more foot traffic and more people in the area which is nothing but good for business. We’re having some success. It’s a long game but I think the outcome will be something the community will be proud of.”

With 40 per cent of its land located in the Agriculture Land Reserve, the agriculture industry is the biggest employer led by Jealous Fruits, a cherry producer, said Roycroft. To make itself more attractive to potential businesses looking to start-up in Lake Country, the district has streamlined some of the processes of applying for licenses and working
through the bureaucracy over the past couple of years. Roycroft says it’s all about making things as easy as possible for business operators. “A lot of what we focussed on initially was making the district a competitive place to do business,” he said. “We really tried to improve our approval times for things like business licenses. When you can shave weeks off of a timeline for getting a license, those are important weeks where a business-person can be making money. We’re also providing business-
es with better data if they are looking to locate in Lake Country. They love to know things like demogrpahics and growth projections.” Roycroft said business walks in the district are also keeping local politicians and the district staff in tune with issues local businesses are having and allowing the DLC to iron out those issues. In the end Lake Country has plenty working in its favour in terms of attracting more business to the area as well as helping current businesses survive and
thrive. “The underlying reasons why people are locating in the Okanagan and in Lake Country in particular are you have a fantastic airport and you have a world class unviersity and those are the big drivers and are likely to expand in the future,” said Roycroft. “The challenge for Lake Country is to create a favourable environment for business and that means everything from a competitive regulatory environment to just being a great place to live.” newsroom @lakecountrynews.net

Business expands three times over 10 years KEVIN PARNELL In the nine years since they opened up shop in Lake Country, Winfield IDA owners Garth and Mona McKay have gone through some pretty big changes. Nine years ago the Lake Country couple were operating a small business with the help of their three daughters and a few employees. Fast forward nearly a decade and they’ve changed locations, are undergoing a third expansion that will see them almost triple in size since those early days, and they now have 22 employees. “We’re a growing business in a smaller town,” said Garth, a pharmacist with nearly 30 years experience in the business. “We’ve always had involvement in the community. I think we’ve tried to make improvements and just see what the needs of the community are, because every community is different as far as the products that you carry and some of the services you want to offer.” Among the new changes at Winfield IDA that will increase the size of the operation to over 6,000 square feet are a new lab that will give pharmacists the ability to compound medications on-site as well as an additional counselling room.
The front store operation will also see some expansion as a fully operational Canada Post outlet. The home health care department will expand as will the company’s travel section where folks can get anything they need to leave the country, including vaccinations. “We have competition from big box stores so we’ve had to make changes,” explained Mona. “But one of the things we’ve always prided ourselves on is customer service. It’s our top priority.” Maintaining employees isn’t always the easiest thing to do, especially in a small town. At Winfield IDA, they think of staff much like an extended family. “We offer a low stress environment for people to work and we provide excellent compensation,” said Garth. “We are pretty easy to get along with and we can help our employees at a moment’s notice. If they need to go do something with their kids they are free to go and we will cover for them.” “We really have a team effort at our store,” added Mona. “Yes they work for us but it’s very much their store as well. We’ve worked hard in our business and the community has been very supportive. We’ve always been entrepreneurs and have that entrepreneurial spirit.” newsroom@lakecountrynews.net

District needs more places to open business Keeping a keen eye on the business community, the Economic Planning and Development Committee of Lake Country meets once a month to discuss all things business in the region. The committee consists of a broad range of members of the Lake Country community, from the Chamber of Commerce to current and retired business people, all of whom have expertise in the business world in Lake Country, putting forth opinions on what is happening and reporting back to the District of Lake Country. Chamber of Commerce president Garth
McKay says one of the biggest issues in Lake Country is finding places to locate businesses. “The thing that we need is more infrastructure,” said McKay. “We can’t open up more businesses because there isn’t room. Another thing that will further our growth is having a bigger population. Being a bedroom community to Kelowna and Vernon, we’re in a prime location. The result of the population growth will be that developers and the people who provide the infrastructure will hopefully want to go ahead and develop in Lake Country.” As president of the

Beside aerial photography, another remote sensing technique used by NWG is LiDAR (Light Detection and Ranging)—a method used to scan vegetation and other above-ground features by illuminating them with laser light. Because snow restricts remote sensing in Canada from April to October, Welter knew he had to look elsewhere for customers. To stand out from competitors in international markets, the company has invested in leading edge technology. “We developed a unique aircraft navigation system that got us our first contract in Saudi Arabia. ” While NWG has operated in almost every region of the world, its aircraft maintenance, flight planning and data processing are all done in Calgary.
A GOOD PARTNERSHIP A transition into
digital remote sensing was a key decision that put NWG on a path to durable growth. In 2003, NWG purchased its first digital sensors from Leica Geosystems, the surveying and geographical measurement division of the famous Swiss camera manufacturer. The digital transition allowed the company to reduce by half both its image acquisition costs and processing time. “We worked closely with Leica to develop customized software for the sensors. Now we coown that software.” This was the beginning of a close partnership with Leica, which eventually saw the Swiss company become a shareholder in NWG. NWG also owns the largest private online geospatial library in Canada, operated through its Valtus Imagery Services division. “One of the issues that even large state or provincial agencies have is the ability to load and store data,” Welter says. “We’re talking about 500 terabytes of data on some contracts we do. That’s a lot to process and store.” That’s why NWG
developed an efficient and reliable storage and sharing system that allows its clients to log on via the Internet to access, manage and distribute large, high-resolution geospatial images. With help from BDC Financing and Subordinate Financing, the company completed its transition to digital technology and now operates five Leica Geosystems ADS82 Airborne Digital Sensors that allow highly accurate aerial image acquisition in significantly less time. “Without BDC we were reinvesting everything in the business and were under-financed. “It’s difficult to finance aircraft with a conventional lender, especially since we’re talking a $1-million sensor for each one.” With a 10 per cent annual growth in recent years, Welter is optimistic about the future of his 50-employee business. “We will never have 1,000 employees; we will still remain a small Canadian company that works both here and internationally. But we will never stop improving and innovating.”

Plants are more greedy for water at certain times in their growing cycle

iving in the Okanagan, water is always on our minds. It is sometimes in short supply for people and sometimes in short supply for plants. As gardeners, we need to understand the water relations that plants experience and also realize that the volume of water we use in our landscapes far outweighs the water we use for personal consumption. One plan may be to reduce watering in our gardens when it’s not needed. So when is water not needed? Well, when plants are growing they use a lot of water, when plants are warm they use a lot of water, when deciduous plants have

leaves they use a lot of water. When it is warm and windy plants use water. So as the seasons cool down and plants go dormant they have less need for water. And anyone who has attended my talks on the importance of oxy-
gen to the root systems of plants will know that plants do not like being waterlogged. So what are the water requirements of plants during the dormant period? There are a few things to consider. Plants that hold their foliage during the winter (evergreens) have their leaves exposed to the desiccating winds. These plants, like any plants, do not like being water logging but during the winter, when temperatures come above the freezing point, they need to have some liquid water to take up. When there is snow on the ground the thawing allows water to enter the soil providing the
surface is not frozen solid. Plants that live under the eaves of a house are in a tough spot and will often perish during the winter due to complete desiccation. So, when the temperatures are above freezing and the soil thaws it is important to get water to these plants, especially the evergreens. Now other deciduous plants only need a moist condition that is not water logged to be healthy over winter. TAYLOR, Alice Agnes (nee EVERALL) 1923 - 2013 Our “Auntie Bubbles” passed away peacefully on Oct 11, 2013 at the age of 90. She was predeceased by her husband James A. Taylor in 1991, among other family members. She is survived by her nieces and nephews and many extended family. Alice was an undeniable ball of energy in everything she did, and had an ever-present beautiful smile to welcome all. She was well liked by numerous close friends all her life. We would like to extend our sincere thanks to all the staff in the Pioneer Neighbourhood at Spring Valley Care Centre for the wonderful care she received. Alice will be dearly missed. Plans for a memorial gathering are still underway.
TAYLOR, LULU (NEE ELLIOT) Passed away suddenly in her 101st year on October 10, 2013. Lu is survived by son Don (Marilyn) of Delta, daughter Lorna (Malcolm) of Oyama, 8 grandchildren and 15 great grandchildren. Predeceased by her husband Harold in 1975 and granddaughter Shawna (2010). Lu was born December 22, 1912 in Parkhill, Ontario. The pioneer family moved to Sutherland, SK in 1913 travelling across Canada on a Colonist Train. She and Harold moved to Vancouver in 1938 and then relocated to Oyama in 1950. Lu later moved on to Kelowna living in the Wedgewood. She enjoyed travelling and visiting many different countries around the world. Lu was an active member of the Kalamalka Women’s Institute for many years. A loving mother, grandmother and great grandmother, she thrived on family gatherings and loved playing cards and games with family and friends. She will be lovingly remembered as a graceful and very wise lady by all. A family service will be held at a later date. Donations may be made to the Kelowna Hospital Foundation in Lu’s memory or to a charity of your choice. Condolences may be sent to the family by visiting www.springfieldfuneralhome.com, 250-860-7077.

ncouraging news came out of the U.S. last week with an announcement from the National Institutes of Health about brain research funding for the 2014 fiscal year. U.S. President Bar-
ack Obama announced a BRAIN initiative in April calling for $110 million to fund research into neuro-technologies to advance our understanding of the brain and how it works. Forty million dollars

In the meantime, researchers will be able to use this new funding to continue existing work in these areas and launch new programs in order to achieve these goals. neuroscience arms race. Not only has the US pledged several billion dollars into neuroscience research in the coming years, but Europe has also been putting forward large amounts of research money for brain mapping and Canada has also ponied up some cash both federally and provincially. In 2011-2012, the Canadian Institute of Health Research (CIHR) spent more than 10 percent of its $1 billion budget on neuroscience. It seems there is a shift occurring around the world as everyone wants to work toward truly advancing our understanding of the brain—medicine’s final frontier. The brain is an incredibly complex organ about which we still need to learn many things. However, with properly funded research, we will continue to get closer to out goals and this improved understanding will benefit us all in the long term. The more knowledge we gain about the brain and the way it functions, the more equipped we will be in preventing, diagnosing and treating mental illness when it occurs.

o you experience a pain in the front of your knee with walking, running, biking, squatting, kneeling, going up or down stairs, or prolonged sitting? If so, you may have a condition known as patellofemoral pain syndrome (PFPS). PFPS is an irritation of the undersurface of the knee cap. It can be caused by a traumatic injury to the knee cap; however, it is most commonly caused by repetitive abnormal forces tplaced on the knee cap as it slides through the groove in the upper leg bone. Eventually this microtrauma can lead to arthritis under the cap and damage to the cartilage. Recently, research has found that the position of the leg bones can affect the movement and

that are stretched and stressed. There are many different reasons why the knee cap may be pulled to the side and why the leg bones may rotate inwards. Weakness of the inner quadriceps muscle may not properly counteract the forces pulling the knee cap to the side. Weakness in the gluteal muscles may allow the leg bone to rotate inwards. If these gluteal muscles are weak, or there is a misalignment of the pelvis, a muscle on the front of the thigh can become overworked and tight. This muscle attaches to the iliotibial band (ITB), which inserts into the side of the knee cap. When the ITB is taught, the knee cap is pulled outwards yet again. Not only does the hip affect stress placed on the knee cap, but prob-
lems with the ankle, such as tight calf muscles and over-pronation of the foot, can rotate the leg bone inwards, eventually leading to PFPS. If you are experiencing this type of pain, try avoiding the aggravating movements and positions such as deep squatting and kneeling. If walking or running increases your pain, alter your training schedule so you stop before the ache starts. If prolonged sitting is the culprit, stand up and bend your knee every 10-15 minutes in order to prevent your thigh muscles from compressing the two bones. Wearing supportive footwear or orthotics, if they have been prescribed to you, can also help to reduce your pain. Taping techniques have been shown to have a significant effect on decreasing joint stress and

David Francey is a Scottish-born Canadian carpenter turned- songwriter, who has become known as “one of Canada’s most revered folk poets and singers”. Born in Scotland to parents who were factory workers, he moved to Canada when he was 12. For decades, he worked across Canada in rail yards, construction sites, and in the Yukon bush, all the while writing poetry, setting it to melodies in his head and singing it to himself as he worked. When he was in his 40s, his wife, artist Beth irdler, encouraged him to share his songs and sing in public. The reaction was instant. His first album Torn Screen Door came out in 1999 and was a hit in Canada. Since then, he has released nine albums and won three Juno Awards. With songs about hope and perseverance, the album sounds like a classic folk record that will appeal to folk fans of all ages.
