How many times have you driven to Cranbrook and seen an ambulance sitting just off the road near the airport turn-off on Highway 95A? Anyone who makes the drive frequently will recall seeing an ambulance there. He says there have been a couple of recent incidents in which ambulance service was not available in a timely fashion. While declining to go into detail on these incidents, McRae says they were “pretty significant”. “We are looking for the Ambulance Service to do something about the gap,” McRae said. Discussions at the UBCM didn’t provide any answers. “I wouldn’t say they are resistant, but it does come down to costs,” McRae said. However, these gaps in service are especially important in Kimberley because the closest emergency room is at East Kootenay Regional in Cranbrook, which means you are some 22 minutes away from a doctor’s care.

A lot of shoppers do around the lunch hour,” said Henley. For the first time this year, the CFUW will be selling Cafe Feminino, a Fair Trade, organic, bird friendly coffee, owned by women. “For only $1 per cup, you will have coffee that was shipped from South American farms a few weeks ago, roasted at the Shuswap Coffee Company earlier in the week, and served to you on Saturday. You can’t get fresher than that and, at the same time, (you will) be helping third world country women farmers make their way for their families,” said Henley. It’s only a toonie to get into the bazaar, and every person through the door will be entered into the door prize bowl. “There are as many door prizes as there are artisans,” said Henley. “The artists are very generous with their products. It has been a really wonderful thing.” The bazaar showcases the talent that resides in the East Kootenay, she went on. “You really appreciate how many artists there are in the area – not just women, there are men too!” she laughed. “It’s amazing the talent in this area and the high calibre of the goods they are selling.” The bazaar raises funds for the University Women’s programs and projects in the East Kootenay, including scholarships and bursaries at Mount Baker Secondary School and College of the Rockies. Many communities, including Cranbrook, offer First Responder services through the Fire Department. A statement from BC Ambulance says, “BC Ambulance Service (BCAS) recognizes that pre-hospital emergency care often requires a professional team approach and appreciates the critical role first responding organizations, such as fire departments, play in ensuring that our pa-
tients have access to timely and high quality care during medical emergencies. “An important component of the chain of survival, our partners in public safety can help us save lives by providing basic first aid, such as CPR and defibrillation, while paramedics are en-route to the scene. Well coordinated with the BCAS, the support provided by first responders during medical emergencies is integral in the delivery of our service to the people of B.C. Participation in the first responder program is voluntary, with the municipality covering
the costs of sending municipal resources such as fire crews to emergency calls.” Kimberley’s Fire Department does provide an emergency services response to provide services such as vehicle extrication in a motor vehicle accident. They do not provide First Responder medical services. And there is resistance to having Kimberley’s Fire Department provide First Responder services because of the cost. “There is resistance on our part because it is yet another download,” McRae said. “Yes, many of our Fire Department

But there is significant reluctance because of worries about the ability of the Fire Department to respond in a timely manner, and of course costs, which could be over $100,000 per year.”

On Wednesday, the federal Conservatives gave their Speech from the Throne outlining the goals of the next parliamentary session. Kootenay Columbia MP David Wilks spoke to the Townsman from Ottawa after the speech. Wilks said his party’s priorities include jobs and ensuring that Canadians stay employed, but it is the changes to the justice system that are close to his heart. “For me personally I look at the justice side of it and I’m quite happy with a lot of the things that came out of there,” he said. “That goes back to my background as a police officer.” He noted the legislation change for those who commit the grievous of crimes. “We’re going to introduce legislation where a life sentence is life. It doesn’t mean 25 years,” he said. The Speech from the Throne also highlighted a victim bill of rights, which Wilks said would restore victims to their rightful place at the heart of the justice system.
See Page 5 Wilks said they will also be ending the sentencing discounts for those that are convicted with child sex offences. and ending the practice of automatic release for serious repeat offenders. With regards to the prostitution laws, he said the government is committed to ensuring that it uphold the laws that are here. “I personally see prostitution as a serious problem that we can’t allow further into our communities,” he said. “We have to ensure that the laws we have now are upheld.” The Throne Speech noted that CETA, the Canada Europe Trade Agreement has been finalized. “I think there are some great opportunities,” he said. “ What people need to recognize from a federal component that we try to create opportunities for Canadians, then the provincial, municipal and regional governments will also try to expound upon what we were trying to do.” On infrastructure, there will be $70 million invested over the next decade.
“I think that all communities in the Kootenay-Columbia will be able to take advantage of that opportunity and catch up on some of the infrastructure needs that are required in the community,” he said. On the topic of small business and tourism, Wilks said he was quite happy being a small business person himself. “We’ll cut the red tape and help businesses navigate through the tax system – it can be an arduous process for a small business,” he said. The government will also introduce legislation to enshrine the one for one rule in law - for every new regulation added, one must be removed. “It’s a simplifying thing. Some of the forms small business owners have to fill out are time consuming. from the perspective of that alone, we’re hoping that small business owners will be able to dedicate more time to their business.” The Conservatives also plan to introduce legislation towards removing or making more reasonable roaming charger. Wilks said it
would also include a look into the way telecommunication companies bundle a channels together. “This will remove that so you are left with the channels you want and purchase them individually,” he said. “It’s a small measure, but we believe it’s one that’s important to Canadians in terms of how they chose what they want to purchase and observe.” Wilks said their will

When someone asked me how I liked it, I responded ‘I am one big goose bump.’” It inspired him to create a class for high school students called “The Quest for Peace in a World of Violence.” The class would study violence and peace from the bottom up. They started with suicide and moved up to international conflict. “We would work as a class to make some contribution — however small — towards peace — here in this place and now.” He hoped he would get enough students to make a class. To his great surprise, 85 students signed up for the class as their first choice. They read classic works of literature, went on field trips to art museums to look at famous works of art dealing with the horror of violence. They visited the Crisis Intervention Centre to learn about suicide, and went to the downtown core to learn about the relationships between mental health, addictions, homelessness, poverty, and violence. They worked with the local sherriff to learn about the community initiative against violence in Baton Rouge. They visited the local prison and interview the inmates. The students “come to class each day excited. We are doing something real. We are heading into the impossible.” When I hear stories like this, I too am inspired. JVR misses second straight game for Maple Leafs TORONTO - The details of James van Riemsdyk’s vague injury got a little bit clearer, thanks to Maple Leafs coach Randy Carlyle. Van Riemsdyk is dealing with back spasms that are likely to cause the forward to miss his second straight game Thursday when the Carolina Hurricanes visit Air Canada Centre in Toronto. He’s considered day-to-day but there’s no specific recovery time. Carlyle had previously said he was “surprised” that the injury occurred and called it upper-body. He said van Riemsdyk did not suffer the injury in a game. Van Riemsdyk has five goals and an assist in his first six games of the season. He took Monday off as a so-called maintenance day and did not play Tuesday against the Minnesota Wild. The 24-year-old left Wednesday’s practice early because he was “pretty stiff,” according to Carlyle. Canadian Press

Murray received his Officer of the Order of the British Empire medal by Prince William on Thursday, having been awarded the honour in Queen Elizabeth II’s New Year’s honours list for services to tennis following his victories at the U.S. Open and London Olympics in 2012. The Scot, who also won Wimbledon three months ago, nearly didn’t make it to the ceremony, though. It’s been a stretch of peaks and valleys for the Kootenay ice over the last seven games. The team has made a pattern of earning a win, then losing the next game, then winning the following contest, and so on. Though the team pulled out a 2-0 shutout against the Raiders last Sunday, as Jaedon Descheneau broke the deadlock early in the third period, while Luke Philp added the empty net goal in the final minute. Despite the win, Ice head coach Ryan McGill wasn’t all that impressed with the effort he saw from his team, noting that he needs more players to step up. “Obviously, we were happy that we won, but

we can’t continually rely on Reinhart and Descheneau to score goals,” McGill said in a postgame interview on Sunday. “We need some secondary scoring from guys who are getting plenty of ice time and ample opportunity, so sooner or later, it’s going to bite us in the youknow-what. “We need to get guys that can drive to the net, get second and third chances to the net and lessen our turnovers in the neutral zone.” Forward Luke Philp agrees there has been inconsistent play, adding that the team is trying to identify and improve problem areas. “Win one, lose one— we kind of want to get out of that track and competing and bringing the effort shouldn’t be a question every game. We shouldn’t be losing games based on that,” Philp said. “We got to be working hard every game.” The Ice are heading into a weekend triple-header, beginning with a home contest with the Saskatoon Blades on Friday, before hitting the road for a pair of games against the Oil Kings in Edmonton on
Saturday and Sunday. The last time the Ice had a triple header was earlier in the month, where they earned three out of a possible six points against the Hitmen and the Thunderbirds.
“It’s a lot mentally, but it’s more in your head,” said Philp, on what the team learned the last time they played three games in three nights. “Anyone can do it, we’re in good enough shape to do it, but the schedule sometimes happens, so you got to get lots of sleep, drink lots of water, eat right, and that helps along the way.” The Blades that are heading to Cranbrook are a dramatically different looking team from last season. Head coach Lorne Molleken has stepped off the bench and is fo-
cusing solely on his general managing duties. Molleken’s assistant, Dave Struch, stepped up to take the top job. After losing in the first round of the playoffs to the Medicine Hat Tigers, the Blades, hosts of the Memorial Cup, were subsequently ousted by the OHL’s London Knights in the playoff round with a 6-1 thrashing. In the offseason, the Blades had to offload a number of players, as 14 of them qualified for overage status for the 2013-14 campaign. However, with a roster infused with new blood, the team struggled early with a fivegame losing streak, however, they’ve turned the ship around by winning their last four contests. Immediately following Friday’s game, the Ice will pile into the bus and head up to Edmonton for a pair of back-toback games at the Rexall Centre against the Oil Kings. Edmonton is in the unusual position of being near the bottom of the Eastern Conference standings, however, it’s still too early in the season to pass judgement. The team, which has

DETROIT - Mike Napoli’s drive cleared the wall in centre field and landed in the ivy - a spot at Comerica Park usually reserved for Miguel Cabrera’s prodigious homers. In this series, Napoli has been the one hitting key home runs, while Cabrera remains stymied by a tough Boston bullpen. Napoli opened the scoring with another big long ball, Junichi Tazawa again bested Cabrera in a crucial spot and the Red Sox moved within one win of reaching the World Series by edging the Detroit Tigers 4-3 on Thursday night. Boston returns to Fenway Park with a 3-2 lead in the AL championship series. The Red Sox can win the American League pennant Saturday, when the Tigers’ Max Scherzer faces the Red Sox’s Clay Buchholz in Game 6. “Our guys are well aware of where we are,” Boston manager John Farrell said. “But at the same time the beauty of them is to not get ahead of themselves, and that will be the case once that first pitch is thrown on Saturday.” Cabrera was thrown out at the plate in the first inning, halting an early Detroit rally, and he hit into a double play

ST. LOUIS - For four straight starts, Michael Wacha has been all but untouchable and appeared totally oblivious to the stakes. The St. Louis Cardinals need one more just like that from the pressure-proof rookie to get to the World Series for the second time in three years. Wacha outpitched NL Cy Young front-runner Clayton Kershaw in Game 2 and the Cardinals won 1-0 on an unearned run to take a 2-0 series lead. They’re matched again in Game 6 Friday night, the precocious right-hander and the lefty who’d be at the top of anyone’s list to work a must-win. This time, the Cardinals lead the Los Angeles Dodgers 3-2. “I just expect Michael to go out and do what he’s done, just like the rest of our guys,” manager Mike Matheny said. “Stick with what you’ve done all along the way, and don’t ignore and don’t deny the excitement.” The Dodgers
brought the series back to St. Louis by muscling up on offence, with Adrian Gonzalez hitting two of their four homers in a 6-4 Game 5 victory Wednesday. “I don’t really think about the what-ifs,” Kershaw said. “I always assumed I was going to pitch Game 6.” Kershaw has a career 1-2 post-season record despite an impressive 2.88 post-season ERA. “All we have to do,” Gonzalez said, “is score for him.” Wacha is 2-0 with a microscopic 0.64 ERA in the post-season, allowing just six hits in 14 innings with 17 strikeouts. Counting his last start of the regular season, when he was one out shy of a no-hitter, make it 3-0 with an 0.42 ERA.
Former NHL enforcer Laraque fighting fraud charges C anadian Press
MONTREAL - Former hockey tough guy Georges Laraque is bowing out of a byelection and his role as deputy leader of the federal Green Party so he can fight fraud charges. Laraque had originally planned to contest the byelection in a Montreal-area riding but announced the change of heart after spending the day reflecting with his family and campaign team.
The vegan animal-rights activist insists he is innocent of all charges. Green party Leader Elizabeth May says she has full confidence in Laraque and accepts his resignation with regret. Media reported earlier this year that police near Montreal raided Laracque’s home in search of documents related to the Super-Glide synthetic ice venture. Laraque confirmed in an in-
terview Wednesday night that the criminal charges are related to two transactions worth a total of $120,000. He said the accusations stem from a dispute with engineer Marc Filion, who co-founded the company with him in 2009. Before his career as an activist and politician, the 36-year-old Laraque played for four NHL teams between 1997 and 2010 and was best-known for his fighting skills.

BOISBRIAND, Que. - Charline Labonte couldn’t have asked for a better homecoming. The Boisbriand, Que., native got the start in net in her hometown on Thursday night, where the Canadian women’s hockey team defeated the United States 6-3 in pre-Olympic action. “It’s incredible,” said Labonte. “I couldn’t have asked for more. To bring the Canadian team here against the Americans a I knew people would answer the call. We immediately felt their support. “I couldn’t have asked for anything better. It was worthy of Boisbriand.” Labonte allowed three goals on 24 shots on the night. The game was the second of six encounters between the teams before the start of the Olympic Games in
Sochi in February. The Canadians took the first game - last Saturday in Burlington, Vt. - 3-2. The game ended in brawl when a U.S. player ran into Canadian goaltender Shannon Szabados late in the third period. Veteran Hayley Wickenheiser, who’s been a member of Canada’s women’s team since 1994 when she was only 15 years old, scored two goals on the night. Wickenheiser believed her team responded well to early pressure by the Americans. “We came out really strong and we had a great start and a lot of energy,” said Wickenheiser. “They tried to take some physical liberties early on and they got away with a few things early in the game. But then we came back and we just played a pretty physical game.”

TORONTO - One of John Herdman’s World Cup goals for 2015 is to field the most resilient and connected team. “This resilience training starts now,” Canada’s women’s soccer coach said. The Canadians face South Korea at Edmonton’s Commonwealth Stadium on Oct. 30, a friendly that both gives the women a chance to get used to the stadium where they’ll open up their World Cup campaign, and tests their resiliency. Average temperatures for Oct. 30 in the Alberta capital range from 0 to 6 C. “The players need to see that it is part of the test to keep themselves focused on the task at hand,” Herdman said on a conference call Thursday to announce his preliminary roster. “I’m hoping the warm reception of the crowd warms everything up for us; the more people we put in the stadium, the warmer it will be.”
The Canadian team that will face South Korea features 13 Olympic bronze medallists plus 16-year-old national team rookie Sura Yekka, as Herdman continues to evaluate young talent before the final push to the World Cup. Star striker Christine Sinclair is one of the 13 who captured bronze for Canada at the 2012 London Olympics, while Yekka, a defender from Mississauga, Ont., earned her first call-up to Canada’s senior squad after an impressive showing for the national under-20 side. “As a 16-year-old Sura fits the profile of that modern fullback, she ticks a lot of the boxes that we’re looking for, and I think that’s what’s exciting,” Herdman said. “As I said to the young players when they came into that camp, if you’re good enough you’re old enough. And this player is someone that looks really exciting and could have a promising future.”

Conservatives target spending-scandal senators

OTTAWA — The Harper government moved Thursday to cauterize the bleeding from the ever-mushrooming Senate expenses scandal. Claude Carignan, the government’s leader in the Senate, introduced motions to suspend Mike Duffy, Pamela Wallin and Patrick Brazeau, three of four senators at the heart of the scandal. The motions would strip the trio of their pay, benefits and Senate resources. Brazeau was originally suspended with pay last winter after he was charged with assault and sexual assault. News of the motions came just before government whip John Duncan announced in the House of Commons that Conservative MPs and senators will begin voluntarily disclosing greater details of their expenses. The twin moves, coming on the first full day of the new parliamentary session, appeared aimed at quelling some of the raging Senate controversy that has engulfed the government for almost a full year. But opposition par-
ties signalled they won’t let up on their relentless attacks on the government’s ethics. NDP ethics critic Charlie Angus won the support of other opposition parties Thursday for his bid to have a Commons committee determine whether Prime Minister Stephen
Harper deliberately misled the Commons over the Senate expenses scandal or was deceived by his own staff. Angus asked Commons Speaker Andrew Scheer to make a preliminary finding that Harper was in contempt of Parliament last spring when he repeatedly in-
sisted no one in his office knew his chief of staff, Nigel Wright, had bailed out Duffy to the tune of $90,000 — an assurance since contradicted by the RCMP.

They kiss, tickle, rub and caress each other every minute of the service. It’s very distracting. It is also distracting to see other people in church snickering and rolling their eyes at them. I am praying that these two read your column and have a PDA wake-up call. -- Switching Masses Dear Switching: It is not uncommon for newly enamored couples to have difficulty keeping their hands off of each other. They think others will see it as proof of their love, when in actuality, it is a sign of immaturity. Finding another mass is one option. The other is informing the priest, who should counsel the couple about proper decorum in a place of worship. Dear Annie: I’ve been married for 32 years, and my wife has been both verbally and physically abusive to me all that time. She uses vulgar language, is sarcastic and likes to hit and punch me. I almost filed for divorce after five years, hoping it would make her change, but it didn’t work. She has anger, stress, weight, sleep and back problems and does nothing about them. She’s crabby all of the time. How do I tell her in a nice way that we will never survive under the same roof unless she makes progress on these problems? -- Lost in Wisconsin Dear Lost: Your wife doesn’t believe you will leave her. You’ve tolerated 32 years of verbal and physical abuse, and quite logically, she expects you to stick around for more. Dear Annie: I am the daughter-in-law mentioned in the letter from “Disappointed Parents,” who said I retreated to the bedroom while my mother-in-law handled the movers. From their letter, I can understand why you think I might be a problem. Yes, they did travel a long distance to help us with our move, and it was greatly appreciated. I kept thanking them and continuously asked whether they were OK and whether they needed anything. I was told over and over that they were just fine. The day the movers arrived, my husband and I agreed that he would deal with them and I would keep our small children out of the way in our bedroom. He didn’t tell me that he and his father left to go to the bank, leaving his stepmother to handle the movers. My husband and I both slept until noon that day, but they only castigated me for being “lazy.” They didn’t mention that I was up until 4 a.m. unpacking. They were bothered that I didn’t have breakfast ready for them, even though the kitchen wasn’t unpacked. They expected to be entertained. When they decided to leave in a huff, I was bathing our kids. They didn’t even lock the front door behind them. After they left, I received nasty emails saying how rude I was and that I need to apologize. Each one included a laundry list of the ways I am a terrible daughter-inlaw and don’t know my place. I didn’t send birthday and Christmas greetings because my husband said he wasn’t interested in doing so. His father has a history of anger issues and has alienated every other family member. My last email stated that I was cutting off contact. I am too busy raising my children to raise my in-laws. They smile to your face while making lists of slights behind your back. Bruce graduated from high school in 1950 and went on to receive his Bachelor of Science degree at York College in York, Nebraska. He was accepted to medical school at the University of Iowa. Bruce was commissioned 2nd Lieutenant in his 3rd year of medical school and then Commissioned 1st Lieutenant in his 4th year of Medical School. He was Commissioned Captain upon graduation and continued his internship at Mercy Hospital in Cedar Rapids, Iowa. Bruce spent the next 4 years in the US Army Medical Core. After completing his obligation to the US Army, Bruce set up a medical practice in St. Marie’s, Idaho. After several years practicing medicine in Idaho, he joined the Associate Clinic in Cranbrook, BC.

Bruce was an active member of the Cranbrook Alliance Church as a Sunday school teacher, an elder, director of Christian Education, head of Missions Committee and Christian counselling. He counselled at the church for several years while still practicing medicine at the clinic. During this time, Bruce joined with two other school teachers and the Sr. Pastor to teach lay people to counsel - this course was accredited by Regina Bible College. Since retiring, Bruce has concentrated on golfing and travelling to see family. He was diagnosed with Lymphoma in January of 2013. Left to cherish his memory are his wife of 45 years, Donna Rabuck, daughters Barbara (Chris) Moggey; Linda (Jack) Chisholm, Laurie (Ted) Gelech, son Eric (Jackie) Dye and daughters-in-law Julia Rabuck and Rhonda (Mike) Rabuck-Giesbrecht. He is also survived by 22 loving grandchildren, 24 great grandchildren and 2 great great grandchildren. Bruce has left a legacy for all his grandchildren by writing a book called “Life� to give to them. He is predeceased in death by two sons - Roger and Richard Rabuck. A Celebration of Bruce’s Life will be held on Saturday, October 19, 2013 at the Cranbrook Alliance Church at 1:00 pm. Say you’ve got a small business in need of a loan. You’re growing, and you’d like some extra money for an expansion project. Sales are going up, and you’re making a nice profit. Should be an easy sell to the bank, right?
Not necessarily, especially if you don’t do your homework, says Pat Latour, Senior Vice President, Financing and Consulting, at the Business Development Bank of Canada (BDC). “If you’re going to expand, you’ve got to have a plan. If you don’t, you can jeopardize the rest of the business that is doing well,” he says.
Many businesses walk into a bank’s office without the right planning—and then they’re surprised when their loan request is turned down. “Knowing the num-
bers is key. How will the expansion affect your profitability?” Latour asks. “Growing businesses need more working capital because they’re often supporting additional inventory and more staff. And it often takes a while for the expansion to increase profitability,” Latour explains. “On the other hand, an expansion can also lead to unexpectedly rapid revenue growth. Entrepreneurs should also plan for that scenario and be ready to use the extra revenue to aim even higher,” he says. How do you get your ducks in a row for a successful loan request? First, take time to work out your anticipated return on the investment, including
