School District 51 (SD51) has received approval from the BC School Trustee Association (BCSTA) legal department on a revised photo permission slip that will be sent home for parents to consider signing. Superintendent Kevin Argue said that a form provided by BCSTA that went out at the beginning of the year wasn’t working. Sources at Boundary Central Secondary School reported that the original permission form was overly complicated and that less than half of the parents were willing to allow their children’s photos to be used, even for such things as a school yearbook. *** Prior to the meeting of SD51 board of education on Oct. 8, a group of five BCSS students came with aboriginal education teacher Marilyn Hanson to share with the trustees their reflections after an overnight trip to Vancouver to attend the Truth and Reconciliation Commission into Indian residential schools. Some students said that prior to attending Education Day, they had no recollection of ever having heard the term. Hanson explained that the trip was meant to be less teaching and more experience. “We are hoping that Socials 11 this year will go a little more in-depth,” she added. Boundary District Teachers’ Association president Norm Sabourin asked what the students could suggest as a possible reconciliation. He was told positive steps to make it better are needed—like teaching proper education—without hiding that it happened. Director of Instruction Doug Lacey also attended. “I came away feeling a lot richer for it and a lot more understanding of the intergenerational dysfunction that has happened through our aboriginal families in many ways over multi-generations,” he said. “I am looking at the difficulties of aboriginal life in Canada in a different way.” Board chair Teresa Rezansoff, who also sits as chair of the BCSTA, said that a number of recommendations on the subject had been passed at their last annual general meeting. “It’s not like you can read those recommendations and not argue that they are a good thing to do; they are the right and just thing to do,” said Rezansoff.

Sometimes great news is just a scam Company NOT affiliated with the Times A U.S. company is looking to take advantage of unsuspecting people in the Kootenay-Boundary. “It has come to our attention that a company by the name of That’s Great News (TGN) has been approaching customers who have had stories in our papers,” said Chuck Bennett, group publisher for Black Press in the Kootenay-Boundary. “This is obvious copyright infringement.” How it works is that once a story appears in the newspaper, that customer is contacted with an offer to purchase a plaque with the story and newspaper’s logo at the top. The cost is $179. TGN and their tactics are legendary through-

out North America. “We have had feedback from our customers wondering about this,” said Bennett. “We want them to know that this has nothing to do with Black Press and is actually an infringement on our copyright.” Bennett also asks that anyone receiving this type of request to contact the paper right away. “We are looking into our legal rights to protect our copyright so we would really appreciate hearing from people who are contacted.” That’s Great News is not affiliated with the Boundary Creek Times or Black Press.

A report on class sizes revealed that all kindergarten classes are under the maximum number of 22 students and all grade 1-3 classes are under their limit of 24. Two classes in the district from grades 4 – 12 are over their threshold of 30: one with 31 at Christina Lake Elementary and one of 33 students at GFSS. Argue reported there are conversations going on as to how they are going to be supported. Student enrollment is down 28 students from the previous school year, which is 17 more than had been projected. The full-time equivalent number, which is used by the education ministry to set funding for the year is down 28.1875 from the 2012-2013 year—13 more than had been projected. *** On Sept. 27 the district held a professional development day for support staff with different sessions for bus drivers, custodians and supervisors. Secretary-Treasurer Jeanette Hanlon said that district administration would like to make this an annual professional development day. *** Lacey told the board that an in-service for noon hour and after-school supervisors was held. He said they are motivated and had some great questions. *** The board voted to send a letter to Prime Minister Harper calling for work on the First Nations Education Act to be slowed down in order to incorporate full consultations with the aboriginal communities.

The federal government released a blueprint of its proposed legislation during the summer and the proposed act is expected to be tabled in Parliament this week. Assembly of First Nations leaders have criticized the act for failing to address long-standing issues between the government and Canada’s aboriginals and for insufficient consultation. *** Trustee Vicki Gee reported that the policy committee continues to work on a gender identification and sexual orientation policy. She said they had a long session on Monday, Oct 7 and have scheduled another meeting for Oct. 21. “We decided to pull in some front-line workers— child and youth workers and councilors—to help work through some of the next stages,” said Gee. *** Several motions that are to be considered at a BCSTA Provincial Council meeting later this month were considered by the board. Trustee Cathy Riddle, who represents SD51 at Provincial Council, asked the board for their views. Local trustees will vote in favour of: • Requesting the government lift a freeze on staff compensation for non-union staff, managers and executives. • Urgently request the government to fully commit to all costs that result from negotiated settlements in all public education sectors. • That when BCSTA establishes a committee or task force related to provincial bargaining matters, that BCSTA branch members, representatives to the committee or task force be elected by branch members. They voted to oppose an increase in trustee terms from three to four years.

Investing in guaranteed investment certificates (GICs) using the laddering strategy could be a comfortable choice in your overall financial strategy. You’ll know that your investment is earning a secure rate of return. And by laddering your investments, you can put your money away for the short term to gain flexibility, as well as for the long term to get better interest rates. Laddering works like this: you choose the amount of money you want to invest. Divide this initial amount into five smaller guaranteed investments. Then pick different terms and maturity dates for each of these smaller investments. Here’s an example: Your initial investment is $10,000. Divide this amount into five separate investments of $2,000 each. Invest $2,000 each into a one-year, two-year, three-year, four-year and five-year term. When your first investment matures after one year, you reinvest that $2,000, plus the interest you’ve earned, in a five-year term investment. Each year, one of your investments will mature. You would then reinvest in a fiveyear term, possibly benefiting from a higher interest rate and continuing the laddering process. Laddering your investments can benefit you by: Minimize interest rate risk: By investing in regular intervals, you can reduce your investment risk. Only a portion of your portfolio comes due at any one time. This strategy can limit your exposure to possible fluctuating interest rates. Maximize the long-term rate of return: If you convert your maturities to five-year terms, you can take advantage of the possibility of higher interest rates. Longer-term investments typically offer better interest rates than short-term investments. Comfort of guaranteed returns: You’re secure with the knowledge that your investments will grow at a constant interest rate, with a guaranteed return at the end of the term.

Laddering your investments will give you the flexibility to respond to investment opportunities and financial needs: Ability to respond to interest rate changes: You’ll have access to 20 per cent of your investments every year. If the interest rates are higher, you can invest in longerterm investments. If interest rates drop or temporarily flatten out, you can minimize your risk because only 20 per cent of your investments are maturing at any one time. Increased availability: Each year a part of your investment matures and you’ll be able to spend it if that’s what you need to do.You also have the opportunity to make new investment decisions. Ability to choose the maturity dates: You can have specified investments mature when you need money for a large purchase or special occasion, for example college or wedding expenses. Your advisor can help you to decide if this strategy matches your long-term and retirement objectives. Using your advisor’s knowledge and experience, you’ll be better able to sort through the many investment options available and identify how long you want to invest, and what level of risk you’re prepared to take: low, medium, or high. Deciding where to put your money each year is one of the most important financial decisions you make. Talk to your advisor about getting help to build your portfolio around a sound financial strategy that includes your personal investment style, objectives, and risk tolerance. Housing society prepares for AGM With 15 years of service to the region behind it the West Boundary Senior Housing Society is gearing up for their annual general meeting at the end of this month. Long-serving director Vicki Feist has agreed to stay in her position as president for another year—owing to the fact that Lorene Matteis recently moved out of the area leaving Parkview with a new administrator, Cheryle Thompson. Feist has been on the board since its’ inception in 1998—serving as vice-president until 2002 and as president every since. Feist says that WBSHS needs new board members not only to replace some of the older members but also to ensure representation from each of the five communities served by the society—Greenwood, Midway, Rock Creek, Bridesville and Westbridge. The board meets on the last Wednesday of month in the early afternoon. Feist said the positions of secretary and treasurer will be open for election this year. WBSHS manages Parkview Manor in Midway as a non-profit, low-income senior housing facility, with twenty apart-

ments, five of which are Assisted Living. In 1998 the West Boundary Senior Housing Society was formed. The doors of Parkview Manor were opened on April 1, 2001. Over the years four residents have celebrated their 100th birthday while living at the manor. “The board, administration and staff are committed to the continuing responsible stewardship of the facility and services provided for the senior citizens who call Parkview Manor home,” said Feist. “I know this is a very competent organization; very well run.” The society has an operating agreement with BC Housing to provide low-income housing for seniors. All 20 units are subsidized by BC Housing for rent only. The society recognizes the value of good nutrition and with fundraising from businesses and individuals in the Boundary area they built and now operate a kitchen and staff prepared two home cooked meals a day - lunch and dinner. There is a hospitality component is charged equally to all tenants that funds the kitchen, the emergency response system, and a portion of

the administrative wages. Future dreams include the addition of an extension to include a wellness centre. She suggested that younger board members who are willing to work around the clock are always welcome. At the 10th birthday celebration resident Esther Dawson spoke glowingly of the facility. “I hope you people who live here understand how lucky we are, I have visited other senior’s complexes and we are lucky because this is the only one that I have been in that we actually have an apartment. “Every place else has been one room—and some of those rooms are barely big enough to hold a single bed and a little cupboard.” “So when we came into here, my husband said this is the best place we could have chosen. When I first moved up here I had lived in Oliver for 81 years—but it was the best decision we ever made. You get good food, the staff is just fantastic— you can’t help but love them.” The AGM will be held at 2 p.m.

Cleanup order a surprise

Tuesday night’s Greenwood council decision to level the demolition derby site to an empty lot came as a surprise. There had been talk for well over a year now about pulling together a meeting between council and demo derby organizers to discuss some issues. Before the 2012 derby council had received complaints about the unsightliness of the lots, which are surrounded on three sides by residences. Conversation at that time led to a cleanup and fixup at the site prior to the 2012 derby. There was also talk at the council table back then about finding a different location for the annual event. Somewhere that would allow the derby grounds infrastructure to remain in place year-round without having it interfere with the neighbor’s scenic view of the hill across the stream. The site’s large skidder tires and earth embankments form an arena that is surrounded by a number of poles from which hang netting to prevent debris from flying out and injuring any of the spectators. As one councillor said on Tuesday night, it was a bit hypocritical for council to send letters out to residents asking them to clean up their unsightly premises when the city-owned derby site was used only one or two days a year and then left to lower surrounding property values for the rest of the time. Council members had asked many times over the past year for staff to arrange a meeting. It’s not clear how effective the lines of communication were over the past 18 months between city hall and the demo derby organizing committee, but it is certain that the committee has been taken by surprise by Tuesday’s decision to close the site. Council insisted they do not want to see the derby shut down – just moved. That move part seems abundantly clear. Now what?

The Sensible Policing Act formally calls upon the federal government to repeal cannabis prohibition by removing cannabis from the Controlled Drugs and Substances Act, or to give British Columbia an exemption so the province could legally tax and regulate cannabis. Mandates the provincial government to launch a public commission, which will hold hearings to study and recommend the specific rules needed for the province to implement a legally regulated cannabis system once the federal government allows it. Black Press columnist Tom Fletcher has recently spoken against the petition. Fletcher says that, although he has been calling for legalization and regulation of pot for 20 years to conserve police resources and reduce violent crime, the Sensible Policing Act diverts no revenue to government, leaving it in the hands of criminal dealers who buy cocaine, guns and fancy cars. “Our war on drugs is a failure even for heroin and cocaine, and marijuana is obviously much easier to produce,” he said in a recent column. Fletcher has the same criticism for the suggestion by police chiefs that simple possession be treated as a ticket offence to keep the court time to a minimum. Dana Larsen is the lead organizer for the petition and he responded by saying, “The ultimate aim of Sensible BC is to have B.C.’s marijuana industry regulated in a manner similar to wine.” “Last year, B.C. police made more than 16,500 arrests for marijuana possession, draining $10.5 million in police and court time away from investigation of more serious criminal offences.” One month into the 90 days allotted for circulation of the petition Larsen reported that the number of signatures each week has been steadily growing, as of Oct. 10 it stood at 65,000. The Sensible BC Facebook page says that about 3,500 signatures are needed in the Boundary Similkameen riding, with the count being about 1,000 on Oct. 10. In 2012 delegates to the Union of BC Municipalities convention passed two resolutions dealing with the taxation and regulation of marijuana: 1) that UBCM call on the appropriate government to decriminalize marijuana and research the regulation and taxation of marijuana, 2) UBCM supports the taxation and regulation of cannabis to address the ineffectiveness and harms of cannabis prohibition. Kitchen new to CAPC

Dinner and a movie were on tap as the Community Action Program for Children (CAPC) got under way last Friday evening at the Rock Creek Medical Clinic. Three families turned out, bringing together 13 people for a nice meal. Angela Kitchen is the new CAPC co-ordinator this year, replacing Deborah Baker who has moved from the area. Angela, who has been hired for 15 hours per week, is currently working with the parents to see where her time could be most beneficial for the families. Activities will include crafts and information sessions that might help families connect with locally available resources. “Any way we can help support families,” she explained. She said she is attending a CAPC training program in Kaslo this week that will help set the program for the coming winter. CAPC is focused on children ages up to six years old, though the whole family is welcome. Angela, who has worked for the past two years as an elementary school lunchtime supervisor, has been trained through Boundary Child Care Resource and Referral—online at http://www.childcarechoices.ca/main/Interior/Boundary/ . Kitchen and her partner Brent Hatch have lived in the area for 10 years, coming from the Lower Mainland. They have one son, seven-year-old Bailey. She said that when Brent first brought her to the Boundary to look at the land they owned she knew before even arriving at the property that she wanted to live here while still on the highway coming over Anarchist Mountain. “I am excited about the opportunity,” Angela told the Times. “I don’t judge people. The kids are what it’s about. The challenge now is finding people and making them feel comfortable.” The Rock Creek Community Medical Society (online at http://rockcreekmedical.ca) has been sponsoring the local CAPC program for over 15 years. The program is funded through Health Canada. With a motto “Building community capacity one child at a time!” CAPC in the West Boundary serves the communities of Greenwood, Midway, Rock Creek, Bridesville and Beaverdell. The vision is to support all programs in the area which allows parents to socialize with others, which in turn minimizes isolation and provides them with resources and referrals to service providers in the area. The goal is to learn skills, voice concerns, and create opportunities within their communities.

Dances of Universal Peace returns Submitted

The Dances of Universal Peace are coming back to the Boundary, Saturday, October 19, perhaps this time to stay. Leaders from the Nelson Dance Circle are coming to lead an afternoon of dances and to explore interest in creating local dance circles in the Boundary. Everyone interested in dancing is welcome to participate at the McArthur Centre in Greenwood from 1:00 to 3:30 pm. There is no charge. There will be approximately two hours of dancing, which one can sit out as much as one wants. Refreshments will follow the dancing, along with informal discussion on creating one or more local dance circles where Boundary residents can learn and practice dances together.

The Dances of Universal Peace are moving meditations based on sacred phrases from around the world. They are often accompanied by guitar and drum. No experience is necessary. The simple songs and easy steps are taught at the beginning of each dance. Sonia Stairs, a member of the Nelson Circle, a mentored dance leader, and local resident says: “Singing sacred phrases while moving together in a circle creates magic. Safe roads focus of campaign Last weekend (Oct. 11 – 14) marked Operation Impact, a national campaign to make Canada’s roads the safest in the world. This special weekend police initiative was designed to remind people that an essential part of the enforcement job is to save lives and reduce injuries on our roadways. “Educating the public in safe driving practices is a priority,” said RCMP Sgt. Derrick Donovan in a press release issued prior to the weekend. “The focus is on behaviours that put drivers, passengers and other road

users most at risk: impaired driving, seat belt use, and all aspects related to aggressive and distracted driving.” RCMP say that in the West Kootenays, there has been six to eight deaths per year and several serious injuries related to vehicle collisions. “These are just numbers, but they represent moms, dads, sisters, brothers, loved ones, co-workers, neighbors,” said Donovan. Following the weekend Donovan issued another press release. During the campaign West Kootenay Traffic Services and Inte-

grated Road Safety Unit issued 88 violations for speed and aggressive driving, seven for seat belts, four distracted driving (cell phones or texting) and several assorted traffic. Police also apprehended three impaired drivers and issued four driving suspensions for three days for alcohol or 24 hours for drugs. “There were no serious collisions on the weekend but Police have concerns with the drivers found under the influence of alcohol or drugs on the weekend,” said Donovan.

“The deaths, pain and broken hearts that result from carelessness behind the wheel can be prevented,” he said. “Police agencies across the country are collaborating on this project because they have seen more than enough of that, and because they know that the involvement of the driving public is essential to achieve safer streets and highways.” The date for Operation Impact was strategically chosen. It is a significant long weekend with more people traveling and a higher risk of traffic crashes.

A man came across the cocoon of a butterfly. A small opening soon appeared. So he sat and watched the butterfly for hours as it struggled to force its body through that little hole. After a while, it seemed as if it had stopped making any progress. It appeared as if it had gotten as far as it could, and could go no farther. So the man decided to help the butterfly. He took a pair of scissors and snipped off the remaining bit of the cocoon. The butterfly then proceeded to emerge quite easily. But it had a swollen body, with small, shriveled wings. Eagerly the man continued to watch, expecting that at any moment the wings would enlarge and expand, and be able to support the body, which would contract in time But neither happened! In fact, the butterfly spent the rest of its life crawling around with a swollen body and shriveled wings. It never was able to fly. What the man in his kindness and haste did not understand was this: The restriction of the cocoon and the struggle required for the butterfly to get through the tiny opening were essential for its survival. The intense struggle was ex-

actly what was needed to force the fluid from inside the body of the butterfly out into its wings, so that it would be ready for flight once it achieved its freedom from the cocoon. And so it is with our spiritual lives. Struggles are exactly what we need. They teach is to rely on the inner man, that we might shed the outer man— the cocoon of our old man—and thus stimulate growth in the new man, and develop our

spiritual strength. Oh yes! Going through life without any obstacles is the easy - and the chosen - path for the flesh, but it cripples us spiritually. You see! By choosing the easy way, we will never be as strong as what we could have been. We will never mount up with wings as eagles; never enjoy the vistas of mountain top experiences. In short, we could never fly! I asked for strength

Alan John Spalek June 14, 1953 September 24, 2013 With heavy hearts we said good-bye to Alan John Spalek on September 24, 2013. Alan was born on June 14, 1953 in Kelowna, BC, the youngest son of John and Frances Spalek. Alan was predeceased by his parents and niece Barbara. He is survived by his loving wife Ila, daughter Jody (Bob), son Justin (Anita), sisters Kay (Ken), Alice (Vaughan) and brother Bill(Judy). Alan had five grandchildren whom he was extremely proud of (Gaelan, Ebony, Ivory, Jon and Hailey) plus numerous cousins, nieces, nephews and foster children that all remember him fondly. Some of his passions included spending time with his family and friends, camping, fishing, riding his motorcycle and tinkering in his shop. Alan was always happy to drop what he was doing to help a friend or stranger in need. In 1976 Alan became a licensed Heavy Duty Mechanic and later became a vehicle inspector. He worked many jobs to support his family - mechanic, logging truck driver, long haul driver, horse logger and the concrete business but he especially enjoyed working as a mechanic in underground mining. When his children were younger he helped with 4-H Beef and horse clubs, volunteered at the Rock Creek Fall Fair and Heavy Horse Pulls. When the local emergency vehicle first evolved he was there to help out. Alan will be forever remembered most lovingly as a devoted husband, father, papa, brother, uncle and friend to all. A celebration of Alan’s life was held September 28, 2013 in Rock Creek, BC. An extra special thank you to Midway Ambulance crew Mark and Susan, Boundary Hospital staff for all their efforts and support and all our family and friends. To those wishing to make a donation, two of Alan’s favourite charities were BC Children’s Hospital and The Make A Wish Foundation.

Reach a Reader event raises funds Times partners with literacy group

It was the third annual Reach a Reader fundraiser in the Boundary—but only the first for the West Boundary as the Boundary Creek Times (now with Black Press) participated in the Columbia Basin Alliance for Literacy (CBAL) Reach a Reader Event. Just over $90 was raised last Thursday afternoon at a sidewalk table where copies of the Times were sold for donations to CBAL.
