MP won’t be running

James Lunney says riding boundary changes were at the base of his decision CHRIS BUSH Nanaimo News-Bulletin

After 13 years as Nanaimo-Alberni Conservative MP, James Lunney has decided to call it a day. Lunney announced his decision to not seek re-election in 2015 during a press conference held at his constituency office in north Nanaimo Friday morning. He said he based his decision on one made by the B.C. Boundary Commission to split the Nanaimo-Alberni riding, based on population growth, prior to the next federal election. “It will take the 50,000 people from Lantzville — right next door to us here — and north Nanaimo and append it to south Nanaimo and Ladysmith and it’ll peel the north side of the riding and the west side and attach it to Courtenay,” Lunney said. He said the shift means it will force him to divert his attention away from a constituency base he has served since he was first elected in 2000, so he is better off to complete his mandate for the remainder of his term by continuing to focus on the constituents currently within the Nanaimo-Alberni riding and leave the door open for others to seek election in the reconfigured ridings. Lunney denied that he is stepping aside because of recent criticisms and controversies surrounding the Harper government and the Senate. “I’d have to say that we’ve waded through a lot,” Lunney said. “It’s a challenging time to govern in any capacity. People are restive. The world is unstable. The economy’s unstable and I think that makes people unsettled in a lot of different ways.” See MORE TIME, page A6

Deep Bay development denied BSI has the option to submit another plan JOHN HARDING editor@pqbnews.com

A development plan that could have effectively doubled the population of Deep Bay is dead. For now. The Regional District of Nanaimo’s

board of directors voted unanimously last week to put a stop to the development application process involving Baynes Sound Investments (BSI), whose plan called for 200 single-family homes, a 292-unit RV park, retail/ commercial space and 40 hectares of park space. “They (BSI) own the land, so there’s

stArtinG Point Area physicians helping kids Be Active Local doctors are encouraging elementary school students in Parksville Qualicum Beach to be more active and make healthy choices. It’s part of the Be Active Every Day initiative from the B.C. Medical Association. In partnership with their local elementary school, doctors across B.C. are coordinating a month-long challenge to kids: be active 60 minutes every day from October 7 – November 1. “Doctors leading students through the activity challenge means kids can learn about health, nutrition, and fitness from a medical perspective,” said a news release from the BCMA. “The goal is to make a lasting impact on children and help them turn healthy choices into healthy habits.” The BCMA says just seven per cent of school-age children are meeting the Canadian Guidelines of one hour of fitness per day. There are seven schools participating in Parksville Qualicum Beach. The physician leads (organizers) for the Be Active Program in Oceanside are Dr. Satish Desai and Dr. Catherine Edge. — NEWS Staff/Oceanside Division of Family Practice/BCMA

Swipe your card to check in at OHC Patients with scheduled appointments at the Oceanside Health Centre (OHC) can now let their health care team know they’ve arrived with just a swipe of their B.C. CareCard or B.C. Services Card. Computerized, self check-in kiosk technology is now available at the OHC. Located in the main lobby, the self check-in kiosk provides patients with the convenience of checking themselves in for any services which have scheduled appointments, according to Island Health. Once the card is swiped, a message appears on the self check-in kiosk computer screen informing the patient of successful check-in and instructions on where to proceed. OHC volunteers are available to help. — Submitted by Island Health

MLA COMMENTS ON SCHOOL DISTRICT 69 DEFICIT

No help coming from province JOHN HARDING

editor@pqbnews.com

The local school district should not expect financial relief from the provincial government, says Parksville-Qua-

licum MLA Michelle Stilwell. School District 69 is currently grappling with a deficit of more than $1.5 million. “Our government is controlling spending — that’s what we

were elected to do — and we are expecting school boards to control spending and find solutions within their existing budgets,” Stilwell said Friday. See PER PUPIL, page A9

TAIL ART: Orca Air, specifically Capt. Sigmund Sort and area manager Lorne Acheson, invited NEWS editor John Harding to Qualicum Beach Airport on Thursday to have a look at the art now covering the tail of their recently-refurbished CPAK aircraft. Renowned artist Roy Henry Vickers, who has flown to Tofino using Orca Air for years, designed the art on the tail. “The ocean, the orca dorsal fin and people were all components of the thought process which led to the design artwork which Orca has incorporated,” Vickers wrote. What’s more, Capt. Sort then took Harding on a 30-minute flight around the Parksville Qualicum Beach area, which is reflected in photos on our Facebook page (www.facebook.come/PQBNews). The NEWS offers its thanks to Orca, Capt. Sort and Acheson for this outstanding gift to our readers.

THE GREAT SHAKEOUT IS THURSDAY WORLDWIDE

‘It’s not a matter of if, but when’ At 10:17 a.m. there will be simulated earthquake drills throughout Parksville Qualicum Beach AUREN RUVINSKY writer@pqbnews.com

People throughout the mid-Island are preparing to take part in The Great Shakeout, the world’s largest earthquake drill, on Oct. 17. As of Friday, more than 23 million people around the world were registered for the simultaneous exercise started in B.C., including more than 23,000 people in the Regional District of Nanaimo. “This will be another step out in the process,” said Parksville emergency preparation coordinator Aaron Dawson. “We add a bit more each year. We will reinforce drop, cover and hold and then open the emergency operations centre.” While everyone is encouraged to sign up and follow the information on www. shakeoutbc.ca, whether or not they do, experts say it is an important chance to think about their own preparedness at home and work. “We hope it doesn’t happen, but we know it will — it’s not a matter of if, but when,” Dawson said.

This Thursday, Oct. 17 at 10:17 a.m., many companies and organizations, including those in Parksville, Qualicum Beach and the RDN, will run simulated earthquake drills and practice the newer recommended drop-cover-hold, for a minimum of 60 seconds after the shaking stops. This replaces the outdated idea of taking cover in a doorway or a “triangle of life” which present various problems including trying to move during the shaking and the possible swinging of a door in a doorway. Dawson said a doorway would be better than nothing, but the idea is to get under the closest thing that will protect you from falling objects like a table or desk. Once the “shaking” stops Parksville city employees will be given a chance to

contact their families and go home if they need to, before setting up the emergency operations centre in city hall. This year they will not actually do any emergency operations exercises, just practice setting it up, then close down and debrief. Dawson stresses the point is to think about these plans ahead of time to be able to do the right thing by instinct in a scary moment. A recent poll by the B.C. Automobile Association (BCAA) found that only 58 per cent of British Columbians are aware there is a one-in-three chance of a significant earthquake in next 50 years. More than three quarters (78 per cent) don’t know how to prepare their home for an earthquake and 51 per cent don’t have, or don’t know if they have insur-

ance coverage. The survey of over 1,000 people in southwestern B.C. found people scored an average grade of D for their knowledge of basic preparedness. “We are very concerned that British Columbians living in Canada’s highest earthquake risk areas appear so complacent about preparing, despite a notable 7.7 magnitude earthquake near Haida Gwaii this time last year, and a 6.1 quake just last month,” said BCAA’s chief people and community officer Brenda Lowden in a news release. The report said the good news is that 83 per cent of those polled would like to improve their knowledge. Aside from the drill people are encouraged to use the annual event to plan and prepare for an emergency in general. People should have a minimum three day supply — and experts prefer a week — of water, food and crucial items like lights, batteries, first aid supplies, medications, toilet paper, cash and fuel or alternate cooking facilities. Everyone should also consider things like evacuation routes and out-of-province contacts. Check www.shakeoutbc.ca for lots of good information and contact your local fire department for specific local concerns.

PUBLIC MEETING ON PARKSVILLE’S BUDGET

A CALL FOR PLASTIC BOTTLES: A local club is putting an urgent request out for plastic bottles. The Mid Island Floral Art Club needs clear plastic water or pop bottles to create their incredible plastic flower lights in the Milner Garden’s Christmas Light Display this year. Call one of these phone numbers if you have a collection of them for pickup. Margaret Leeuw 250-594-5775, Darlene Ellwood 250-586-7733 or Helen Mussio 250-248-3784.

With operational costs frozen at 2012 levels in the four lowest-ranked service areas, Parksville taxes may increase by 2.5 per cent a year for the next five years. Parksville council is taking “a different approach to our budget process this year,” mayor Chris Burger explained to an empty room at their first public budget meeting of the year last Thursday. Council did a couple of closed-door strategic planning sessions meant to “align council’s goals and objectives, the community’s official community plan vision and the ongoing operational requirements of the city,” according to a news release. This is different than the more traditional approach of identifying specific projects and

services to move toward the community’s stated goals. Council reviewed the 2014-2018 provisional financial plan and debated some specific spending packages including $10,300 for 14 iPads to make council meetings paperless, which most of council supported but questioned the city paying for the IPads, rather than people buying their own. An additional $10,000 “smart board” — a large networked computer screen for council’s use in an emergency — was questioned along with the need for paying $16,000 for a summer student and $11,000 software program to track service connections, which CAO Fred Manson defended as saving staff a lot of time and effort. Council received the financial plan for information and will continue to discuss it at meetings yet to be scheduled. The public is invited to ask questions and provide feedback on the plan which will be available at city hall and on the website (www.city.parksville.bc.ca). Comments can be e-mailed to communications@parksville.ca.

The vote last week was in a committee of the whole meeting. To be official, it must be ratified in a regular RDN meeting, but the vote last week was unanimous. Veenhof said the regional district was not going to move too far in the process of the original development application until it had conducted public consultation. In order to do that, Veenhof said the RDN needed information from BSI on items like water supply, which it did not receive and indications are that information might not be ready for up to a year. “That (not having the information needed to conduct the survey) was a huge issue for me,” said Veenhof. “The embedded message was they (BSI) didn’t have their ducks in a row.” Delegations to the RDN and letters to the edPARKSVILLE SENIORS’ ACTIVITY & DROP-INN CENTRE (P.S.A.D.I.C.)

itor indicated there was widespread opposition to the project from residents, but Veenhof said he doesn’t believe public sentiment was that clear cut. “The vocal opposition would tell you ‘everyone is against this so you don’t need to do a survey’,” said Veenhof. “That’s a mixed message. And there seemed to be a strong, underlying group in favour of this.” On its website, BSI suggested the project on its 142 hectares of land (353 acres) would generate $14.3 million in tax revenue for the RDN over 15 years and create 1,395 direct and indirect jobs over eight years during the construction period. The NEWS was unable to connect with BSI officials by press time to get comment about the company’s future plans for the site.

Time for change?

hanging the way we are governed, the manner and form of how we choose and structure, how our tax dollars are marshalled and dispersed, is no easy matter. First, the electorate has to decide it really wants and/or needs change. Fighting apathy can be the biggest obstacle to change. Perhaps people are content with the fact a party (in terms of federal and provincial politics) can hold supreme power with much less than 50 per cent of the vote, which is the case in our parliamentary system. Perhaps people are content with the fact there are multi layers of government at the local level, which is the case here with town or city regimes plus the Regional District of Nanaimo. The federal-provincial electoral debate is ongoing and we may raise it here in the future. However, the local-level discussions seem to be heating up. First we have regional district director Julian Fell, who believes the people of the Coombs-Errington area he was elected to represent on the RDN board would be better served as an independent municipality, ie. break away from the regional district and have their own form of governance (and all the revenue-expense responsibilities that go with it) like Qualicum Beach and Parksville. Next up we have Qualicum Beach town council, which marches to the beat of its own drum most of the time regardless of the issue. Recently, led by the comments of Coun. Dave WIllie (who, incidentally, is the town’s representative on the RDN board), this council has been publicly questioning the land-use decisions of the RDN. Most recently, Qualicum Beach town council put the brakes on what seemed like a housekeeping issue to align its OCP with the RDN’s Regional Growth Strategy. It seems this council believes it should look twice at its alignments with the RDN in terms of growth and development, going so far to say it doesn’t believe the RDN even follows its own guidelines. Whether these are small blips in the relationship between local elected officials and the RDN, or a sign of big changes to come, is uncertain. We believe the time is ripe for the discussion, at least, because we also believe less government is a good idea at all levels. — Editorial by John Harding

B.C. not ready for an oil spill

Diluted bitumen tanker shipments could increase from 69 to 300 a year

ALMANAC Government Contacts PRoViNCiAL:

By Tom FleTcher Black Press

The B.C. environment ministry has released its promised study of the current state of crude oil spill response capability, tracking the growing tonnage of petroleum shipping along the West Coast and estimating response time and effectiveness if oil was to spill at sea. Oil recovery in computer simulated oil spills could be as high as 25 per cent after five days, or as low as four per cent for Alaska crude, with another quarter evaporating. The study was commissioned to back up Premier Christy Clark’s conditions for B.C.’s approval of expanded heavy oil shipments, either from twinning the TransMountain pipeline from northern Alberta to Burnaby, or the proposed Enbridge Northern Gateway project across northern B.C. to a new tanker port at Kitimat. Environment Minister Mary Polak said the study shows the need to increase response capability before the B.C. government would consider increased oil shipments. “While we respect federal jurisdiction over marine spills, we must ensure B.C.’s interests are being met, and that means adding more resources to protect our coast,” Polak said. The three-volume report also details the huge and growing traffic that exists now. Shipping data show a 17 per cent increase in marine traffic volume from 2011 to 2012. An estimated 110 million cubic metres of petroleum products per year are shipped, about a third of which is crudelike bunker oil carried as fuel on ships of all kinds. The biggest tanker cargo is 38 mil-

lion cubic metres of mostly Alaska crude a year. The study includes recovery estimates for seven oil spill scenarios, six of which assumed a spill of Alaska North Slope crude that has been shipped by tankers down the B.C. coast to U.S. refineries since the 1970s. Two scenarios involve an Alaska crude spill in Dixon Entrance, with four per cent recovery in summer an three per cent in winter. One scenario examines a summer-time spill of diluted bitumen in the Juan de Fuca Strait, with response from Canadian and

U.S. ships and oil recovery equipment. It estimated 31 per cent oil recovery after five days, in summer conditions with daylight-only operations. Diluted bitumen tanker shipments from Kinder Morgan Canada’s Burnaby terminal hit a high of 69 in 2010. The expansion would mean 300 tankers a year in and out of Vancouver harbour. The federal government has launched its own research project to model the drift and behaviour of a bitumen spill in the ocean around Kitimat, and funded marine weather forecasting to facilitate shipping.

A string of fine craftmanship at the hall Island Luthiers exhibition returns to the Errington Hall, evening show features gypsy jazz band LISSA ALEXANDER

reporter@pqbnews.com

Hand-crafted stringed instruments will fill the Errington Hall Oct 19, as the Island Luthiers Guild comes back for an exhibition. Around 20 luthiers from this Island and the Gulf Islands will showcase instruments like guitars, banjos, bass guitars, ouds, harps and hammer dulcimers as well as the latest technology used for their construction. Last year was the first year the event, called Guitars by Hand, came to the hall and organizer Bob Herbison said it was a success. “It was a terrific turnout,” he said. “I was taken aback.” This year local musicians John Hamil, Dean Williams and Donna Konsorado and some of the luthiers will play selected instruments in a showcase at 4 p.m. The Summit School of Guitar will return with instruments crafted by both students and instructors, and wood will again be for sale at the event.

The finale of the showcase will happen during an evening dance by swingin’ gypsy jazz band, Van Django from Vancouver. The music played by the acoustic string ensemble is inspired by music of Django Reinhardt and Stephane Grapelli. The group formed in 1988 and have toured Canada extensively and have also played in the United States and Europe. A review from the director of Djangofest in the United States, Nick Lehr, praised the bands clever contemporary standards, classical pieces, and originals. He added: “Attending a Van Django concert is the most fun you can have sitting down with your clothes on.” Guitars by Hand is free and runs from 10 a.m. to 3 p.m. on Oct 19. Van Django will perform at 8 p.m. that evening. Tickets for the show are $20 available at Cranky Dog Music in Parksville at the Errington Hall and at Heaven on Earth in Qualicum Beach. For more on Van Django visit www.vandjango. com.

Bash in Lighthouse Country Qualicum Bay hall celebrating 30 years, getting upgrades Brenda GouGh

News Contributor

The Lighthouse Community Hall has seen many celebrations over its thirty years in Qualicum Bay and this weekend a big party is being held to honour those who had the foresight and spirit to build the facility three decades ago. The 30th anniversary bash includes a dance Saturday, October 19 with the Maloomba Boogie Band. On Sunday, October 20 there will be an afternoon tea dance with Bill Cave and Co. Sheena McCorquodale with the Lighthouse Community Centre Society said the old hall is showing her age so there have been some work bees to spruce up the hall for the anniversary bash. She said the society is hoping the renovations and future upgrades will make the hall more attractive and generate more bookings. "This hall is under-utilized. We had 44 Saturdays last year that were not rented and our rates are amazing for a 5000 sq. ft. dance floor." One of the projects McCorquodale has been passionate about is the revamping of the stage. She said they have tossed the crunchy faded orange curtains and are about to hang some brand new custom made theatre curtains. As well, the existing ceiling was removed and a new 13 foot ceiling has been installed. "It is exciting. We are now going to have a functioning theatre." She said not only will the acoustics improve, so will the lighting and eventually they will have a green room and a costume area. "My big dream is to have a dinner theatre. We want to hear from people who are interested in starting a community theatre group because we now have a multi-function stage suitable for theatrical productions," she explained. McCorquodale said they now have a box-office in their foyer but there are even bigger plans for the front entrance. "A number of ideas will be presented and we will be looking at different options for creating a new entrance." Plans include an adopt a door project where digital images of trees and scenery from the local area will be placed on existing doors and sponsors will get their names imbedded on the photos. She said shrubs have been removed outside and will be replaced with native plants, driftwood and boulders to create a West coast themed landscape. "There is a two-pronged goal for the entrance. We want it to reflect the fact that it is a community hall situated between the ocean and the forest and then number two that it will be an attractive backdrop for photo opportunities and be distinctive for this area." She said they will also be putting in a history wall in the front foyer to commemorate those who helped build the hall.

Sheena McCorquodale, with the Lighthouse Community Centre Society, has been spearheading a major renovation at the community hall for the upcoming 30th anniversary party this weekend.

Back in 1980, the Qualicum Bay Lions Club saw the need for a Community Centre in Qualicum Bay. Two Lions members who approached other local organizations with their vision spearheaded the project and a committee was formed that turned the vision into a reality. The Qualicum Bay Lions Club received several grants, which equaled approximately half of the building cost of the Community Centre project. The community raised the rest of the funds by selling bricks in the hall, firewood, holding raffles, garage sales and an auction. The labour to build the hall came mainly from the sweat and hard work of many volunteers. McCorquodale said although some of those who helped build the hall are now deceased, they are hoping relatives will bring old photos to the Sunday tea. "We will have a room at the tea dance with photo albums and we encourage people to relive the memories and bring photos of people who helped build the hall." The tea dance on October 20 is from 1to 5 p.m. and admission by donation. Tickets for the Dance October 19 are $15 in advance and can be purchased at the Salish Sea Market, Georgia Park Store, The Shoe Inn and Cranky Dog Music.

Concert band musicians are invited to come make some music with the Oceanside Concert Band. The band is currently made up of retired music teachers, professional musicians, and many people who enjoyed playing wind instruments in school. The group plays everything from marches to broadway show tunes, big band literature, old standards, and pop tunes. Although the band performs a couple concerts a year, many members just enjoy the so-

cial aspect of gathering and playing music together. Musicians who play any concert band instruments are welcome, but the band particularly needs some clarinet, flute, oboe, french horn, trombone and baritone players. Band members rehearse Tuesday evenings at 7:30 at Kwalikum Secondary School. For more information email Gordon Elliott at gordelliott@shaw.ca or call 250-240-4673. 窶年ews staff

TOWN OF QUALICUM BEACH Incorporated 1942

NOTICE OF INTENTION TO ADOPT INTER-COMMUNITY BUSINESS LICENCE BYLAW NO. 688, 2013 Pursuant to section 59(2) of the Community Charter, notice is hereby given that Council of the Town of Qualicum Beach intends to adopt InterCommunity Business Licence Bylaw No. 688, 2013, and of the opportunity for persons who consider they are affected by the bylaw to make representations to Council. Bylaw No. 688, if adopted, will establish an Inter-Community Business Licence, in conjunction with neighbouring communities, that will provide qualified mobile businesses doing business in one or more participating municipalities with the option to purchase one business licence and eliminate the need to purchase separate business licences for each municipality in which they operate. As an example, a contractor based in Qualicum Beach, would still purchase a Qualicum Beach business licence, but would only have to purchase one additional licence at a cost of $150 to also do business in all participating municipalities. Participating communities include: City of Campbell River, City of Courtenay, City of Duncan, City of Nanaimo, City of Parksville, City of Port Alberni, District of North Cowichan, District of Lantzville, Town of Comox, Town of Lake Cowichan, Town of Ladysmith and Village of Cumberland. How do I find out more information? A copy of the proposed bylaw and related information may be viewed on the Town’s website at: www.qualicumbeach.com or in person at the Municipal Office, 201-660 Primrose Street, Qualicum Beach during regular office hours, Monday through Friday, 8:30 am to 4:30 pm, except statutory holidays. lissa alexander photo

HANSEL AND GRETEL: Cast members in Vancouver Island Opera’s Hansel and Gretel put on a spectacular show for all ages earlier this month during their yearly full-length opera production. A community effort brought the show to fruition with donated materials from local businesses, set work and painting completed by local workers and artists, lots of volunteer work and other contributions. The cast will now take the show to seniors homes around this community and Nanaimo.

Video store owners moving on

One of the last in entire region closing as the Internet increases content domination AUREN RUVINSKY writer@pqbnews.com

Video may have killed the radio star, to quote an old song, but now it’s gone full circle with the airwaves killing the video store. A few years ago, movies could be rented everywhere, at numerous video stores, supermarkets and corner stores, but all of Parksville Qualicum Beach will soon be down to two when Video Showcase shuts its doors in December. “I’ll miss all my customers, but it’s exciting to be doing a new thing,” said Ann, half of the Hancock husband and wife team that have owned the store for the last five years. When they bought the then 17-yearold store in 2008, they estimated they would get five or six years out of an industry at or past its prime, with webbased entertainment taking off. “I’ve always loved videos, I like the Friday night game of picking out a movie,” said Todd of their decision to buy the store. Todd had worked in hardware retail in the area most of his adult life and his wife

Ann was a recent immigrant from Thailand, and they figured it was the perfect business for her to learn the language and culture and get to know Qualicum Beach. And Ann does feel like the store helped her family literally grow into the town, since she was pregnant when they bought the store and their son Owen is now five and a well-known fixture at the store who people have watched grow up. Aside from living walking distance away, they chose videos knowing that the older demographic in the area would make it one of the last places where people rent physical copies. “Some customers wonder where they will get their videos now,” Todd said, telling of one customer for whom the store had become such a routine after his wife died that he was in tears when he heard they were closing. Ann is excited about the closure giving them their first chance to return to Thailand, and she is then going back to school for health care. Todd is exploring various ideas but said he will likely get back into hardware.

Photo submitted by the hancocKs

Ann and Todd Hancock are sad to announce the end of their foray into the video business where customers have literally watched their son Owen grow up.

The store is still bringing in the latest titles while they sell everything off into December. Its closure will leave just Flix

n’ Pix in Parksville behind Shoppers Drug Mart and Catacomb Video on Memorial in Qualicum Beach.

Financial advice

What to do about fixed income in current market How much fixed income should you own in your portfolio? That is the question of the day. A popular answer says that you should use the Age Rule of Thumb which recommends that as you get older your investments should be more conservative. It works like this: use a formula of 100 minus your age to determine the amount of stocks versus bonds. For example, according to this rule: if you are 70 then your portfolio should be comprised of 30 per cent stocks and the rest in bonds. This is a formula that has worked very well over the last 30 years. But will it work going for-

ward? No one knows for sure, but consider the following: 1. Bonds have actually outperformed stocks over the last 30 years, primarily for one reason: falling interest rates. In 1982 a 10-year Government of Canada Bond paid an interest rate of 16.4 per cent. Today a 10-year government bond would pay less than three per cent. It stands to reason that bond prices would benefit from such a fall in yields. But there is a flip side to this. If interest rates rise going forward, bond prices are likely to fall. For example: if 10-year yields were to rise from three to six per cent over the next two years, the aforemen-

WHERE IT COUNTS by stuart Kirk

tioned bond (all other things being equal) would fall in value between 18 and 20 per cent. 2. In an effort to improve performance, bond managers are taking bigger risks — investing in lesser quality corporate bonds,

emerging market debt, floating-rate instruments that are often below investment grade, and at times may even be speculating on foreign currencies. And while these strategies may (or may not) pay off, in some ways they are inconsistent with the reasons for owning fixed income in the first place. Some argue that it may be safer to invest in stocks of large dividend-paying companies. 3. People are living longer. Because of this some are questioning whether the Age Rule of Thumb is still appropriate. Some suggest amending it to account for longer life expectancies. This is something investors

need to keep an eye on. Given today’s market conditions, fixed income risk exposure is at least as important as the risk associated with the stock market. DEATHS

ISABEL MARY OSBORN July 18, 1925 – October 4, 2013

Isabel passed away peacefully surrounded by her family on October 4, 2013. Isabel was predeceased by her husband of almost 50 years, David John (Oz) Osborn, in 1998. She is survived and lovingly remembered by her three children: David (Carrie) Osborn, Corinne (Don) Stewart, Margot (Steve Heisler) Fletcher, and her 5 grandchildren, Mark (Amber) Stewart, Megan Stewart, Mallory Stewart, Brayden Osborn and Jack Fletcher, and her numerous nieces and nephews. We will all greatly miss her vitality, zest for life, humour and her enormous pride and support for her family. Born in Victoria, BC, on July 18, 1925, Isabel had a rich beginning as a dairy farmer’s daughter delivering milk throughout Victoria. She became a hairdresser in the 40s which later helped pay for figure skating and hockey. Isabel and David were involved in many community activities throughout their marriage and were committed to “giving back. Isabel was known for her fun loving approach to life, and boundless energy. She loved to show off her beautiful garden. She was a dedicated mother enjoying any occasion that brought her family and food together. She was a giving friend who loved to share an adventure, a story, or a new road to go down. At 84 years she courageously chose to move to Parksville BC, where she enjoyed living near the sea, making new friends and having great fun playing mah-jong and bridge to her heart’s content. The family wishes to express immense gratitude to the wonderful VIHA Palliative Team and Home Support personnel who supported her (and us) allowing her stay in her home as long as possible, and to the patient Eagle Park Nurses and Staff members who supported and brought comfort to her (and to us) in her last months. A special thanks to the medical support of Dr. Bigelow, the Medical Imaging Unit Team at NGH, and to Oceanside Hospice for their wonderful continuing support. We would also like to extend our heartfelt thanks to her many dear friends and neighbours who brought her comfort and support over these many months. It brought our mom great joy visiting with all her family and friends, near and far, who came with stories, comfort and much laughter during her illness. A Local Memorial Tea will be held at 454 Morison Ave (please park on Morison Ave.) (Windsor Court) in Parksville, on Sunday, October 20, 2013 at 1pm. A Celebration of Isabel’s Life and Tea Reception was held on October 15, 2013 in Victoria BC at St. Aidan’s Church at 1:00pm. In lieu of flowers, a donation can be made on her behalf to the Oceanside Hospice Society.

Residents of The Gardens in Qualicum Beach who rely on scooters to get around got some excellent safety tips at a recent Scooter Indy. Life Support staff were on hand September 12 to conduct scooter inspections which included checking tires to make sure there were no cracks and the pressure was correct. Life Support manager Caine Strasdin said scooters should be checked by a qualified technician every six months because they tend to get a lot of wear and tear. “When you bump into something the steering gets out of alignment making it unsafe to drive. Low tire pressure is the most common problem we find,” he said. That is why The Gardens puts on the Scooter Indy once a year. It is one of the numerous events that take place at the seniors facility. Aside from the day to day activities that fill the calendar, another special event this month includes a presentation of Hansel and Gretel by the Vancouver Island Opera on October 26. The Oceanside Grandmothers 2 Grandmothers just wrapped up a successful fundraiser and are now preparing for their next event. The G2G Christmas extravaganza is November 29 to 30 at Quality Resort Bayside in Parksville. The local grandmothers will put in many hours of knitting, making AIDS angels, stitching bags, sewing aprons and Christmas stockings, organizing Kazuri jewellery, quilting, making countless other crafts, and baking. G2G are raising funds and awareness and work in solidarity with grandmothers in sub-Saharan Africa who have lost their own children to AIDS and are raising their orphaned grandchildren, often in conditions of hardship. The Parksville Seniors’ Activity and Drop-in Centre has a host of activities to participate in Monday to Friday. Some of the members who were on hand at an Open House September 28 said it is a great place to meet new people and keep their minds and body fit. Despite some wet weather, the Qualicum Beach Museum attracted a lot of young people during their Kids Day September 28. Unfortunately the marimba band which was performing outside had to call it quits when the rain started to pour from the sky but there was plenty of excitement inside. The museum’s Palaeontology exhibit is recognized as one of world-class stature and curator Graham Beard was on hand to demonstrate his magic rocks which glowed in the dark. Some of the areas practitioners who promote women’s health were part of the third Annual Pecha Kucha event hosted by Parksville Pharmasave September 29. Natural Health Consultant, Lisa Leger invited some knowledgeable women to showcase in the fun 20x20 format. Pecha Kucha originated in Japan as a quick way to find out about a lot of topics in a short amount of time and each presenter got to show 20 slides and talk about each slide for 20 seconds. It was fast moving way to learn about the methods and modalities provided by local experts in the healing arts community. Leger also invited her colleague and mentor Geraldine Matus. The Holistic Reproductive Health Practitioner and Dean of Justisse Healthworks for Women was the keynote presenter at the event.

Herb Receuver, a resident of The Gardens in Qualicum Beach took part in a Scooter Indy last month which included an evaluation of driving skills as well as a scooter safety check by Caine Strasdin of Life Support in Parksville.

Auctioneer Denis Girard with assistants Pam Vest and Ann Tardiff of Oceanside Grandmothers 2 Grandmothers drummed up some funds for the Stephen Lewis Foundation during the Fall Harvest Jamboree September 28 at the Bradley Centre in Coombs.

An Open House September 28 at the Parksville Seniors’ Activity and Drop-in Centre had some amazing artwork and crafts created by members on display including beautiful scarves knitted by Joyce Poruchny (left) and this silk scarf and top created by Charlotte Redden (right).

Five year old Abbie Hayward of Parksville was one of the many kids who enjoyed a special day at the Qualicum Beach Museum September 28. One of the fun activities of the day included a jelly bean guess.

Parksville Pharmasave natural health consultant Lisa Leger (left) hosted an informative seminar September 29 which included some local knowledgeable practitioners as well as keynote presenter Geraldine Matus (right). Leger’s colleague and mentor who is a Holistic Reproductive Health Practitioner and Dean of Justisse Healthworks for Women lives in Alberta and made a special appearance for the event.

Echo Player’s Alistair McVey presented Jacquie and Greg Slocombe gift certificates from Crown Mansion Hotel and Villas and Lefty’s Fresh Food Restaurant after a season ticket draw held by the theatre company. A new season of theatrical fare began October 3 with Nana’s Naughty Knickers running at the Village Theatre until October 20.

Kondors dominate first derby

Whaler’s coach is former All-Canadian with experience in both local high schools JAMES CL ARKE

sports@pqbnews.com

The sun was out in force for the Ballenas Whalers’ regular season home opener last week, but the Kwalikum Kondors rained on their parade, piling on the pressure and taking the senior boys soccer derby 7-0. On the sidelines coaching the Whalers was Alli Bach. “Yesterday was our first game because the other ones had been postponed,” she said after the match. “I don’t think that (game) reflects what our season will look like, we’ve got a lot of of strong players, including a lot of international students.” A Ballenas Secondary grad who went on to be an All-Canadian on the UVic women’s soccer team, Bach returned home to Dist. 69 last year and started her career as a teacher at Kwalikum Secondary School where she coached the Jr. Boys soccer team, and jumped at the chance to return to her alma mater this year. “I see potential in our team, but we had a rough start,” she

said of last Tuesday’s game, pointing out the Kondors capitalized on two penalty kicks in the first 10 minutes, but her squad turned in “a huge improvement in the second half. “Kwalikum’s strong, fast and talented, and have played a lot more games than we have. Hopefully if we get another chance to play them the score won’t be so lopsided.” Austin Phye led Kwalikum with three goals; Darien Atkinson and Jesse Binnersley potted a pair each. The win lifts the Kondors to 3-0 in Mid Island AA league play. GAME ON The Whalers were back at it on home field Thursday against the NDSS Islanders. The Kondors were also in action that same day at Qualicum Beach Rec Fields against the Dover Bay Dolphins. IN OTHER RESULTS Kwalikum’s Jr. Boys soccer team beat Golden Eagles from Woodlands 3-1 to remain undefeated in league play.

Generals hope Gravel will help them out of ditch JAMES CL ARKE

sports@pqbnews.com

The Save-On-Foods Oceanside Generals landed their man last week, hiring Lou Gravel as the club’s general manager. As the director of scouting and recruiting for the Cowichan Valley Capitals, Gravel, who calls Comox home, has a wealth of hockey experience and loads of connections having also scouted for the BCHL’s Nanaimo Clippers and Salmon Arm Silverbacks, said Generals’ president Sylvain Giroux. “He’s going to run hockey operations for our team. He’ll be in charge of hir-

ing the coach, bringing in new players, basically everything that has to do with hockey operations, and that way I can concentrate more on the business side of our team,” said Giroux. The hiring was made official at last week’s board meeting, “but he got permission from Cowichan to work with us last Monday, so we’ve been working with him since then. “The reason why we got him is that he’s got tons of connections with players all over. He’s found us a player that’s coming from Florida; we’re talking to a guy from Texas about coming out ...”

Gravel helps organize the annual Chowder Cup, a heavily-scouted showcase for high-school-aged players held in Boston that attracts many coaches from NCAA programs. “He puts together like 10 teams for that every year so he’s got a ton of connections and he’s going to help us out quite a bit. “We almost hired him last year,” Giroux said of the process. “I’ve been in constant contact with him from last year. He’s been helping out a little bit here and there, so it was kind of a no-brainer this year when we needed to turn this team around. He was available and he’s willing to do it, and

we’re pretty happy to have him on board.” ICE CHIPS: Connor McNary from Orlando, an 18-year old, 6’1”, 200-pound defenceman, is due to arrive in town on Tuesday (today). McNary impressed at the main camp for Cowichan this year but an injury put him on the shelf. Giroux said the Generals are close to closing a deal for a 19-year-old forward from the KIJHL . . . The Generals entered play last weekend with a record of 1-10-1 . . . see Thursday’s edition of The NEWS for results from the Generals weekend games at Campbell River and at home to the Westshore Wolves.

Buccaneers big on effort

5th Annual

U16 Bucs split decision in battle of the unbeatens in Campbell River JAMES CL ARKE sports@pqbnews.com

They may be shortbenched, but they’re big on effort. Oceanside’s two field lacrosse teams were at work last week, working on their games under the Buccaneers banner. In action in Campbell River Oct. 5 in a battle of unbeatens, the U16 Buccaneers had to work hard to salvage a split against the North Island Rage. Already slim in numbers and missing their starting goalie with no subs, the Bucs lost game one 13-5, then bounced back with a big 10-5 win in game two. “For our first game we had a rough start — we started off with just enough runners,” Buccaneers’ cocoach Derek Gaughan said after. “But everyone stepped up. It was a real team effort, our midfielders were running strong.” A hard-fought game between two good teams, the hometown Rage brought a full contingent. Bucs’ attack Chase Van Dyke opened the scoring both games, but was sidelined midway through the second quarter. Midfielder Ian Whibley moved up to the attack position for both games, and strapped on the speedy cleats for game two, leading the Bucs’ in

scoring along with Shamus Koughan. Erik Thompson was terrific in the net. Coach Gaughan also had props for big sticks Taylor Hutchin, Cole Haider and Sterling McCullough “who shut down the North Island attack in the second game. They were phenomenal.” In the meantime, “we’re still struggling to get enough guys out for a solid roster, so if anyone’s interested in playing we’re still looking for players.” The draw leaves the Buccaneers and Rage tied for top spot in their Vancouver

Island Field Lacrosse league at 5-1 and looking to settle the score in the playoffs. GAME ON: The U16 Bucs have a two week break with their next test at Springwood Park Sunday, Oct. 27 when they take to the field against the top Tier I Vic Field Titans. Games go at 10:30 a.m. and 1:30 p.m. “Most if not all of these players attend Claremont or Spectrum high schools where there is a daily lacrosse program as part of their school, so we will be in tough, but welcome the higher competition,” said

team manager Tim Clermont. IN U13 ACTION: The Young Bucs, who are slotted in Tier 2, were in tough at Springwood Park Oct. 6 when they hosted the Tier 1 Mid Island Lightening, in exhibition action. As expected, the Buccaneers came up short on the scores, but it was the experience they were after. “I think our team was a bit intimidated,” Bucs’ coach Jim Miller assessed, pointing out “more than half of our team (of 14) are U12s. “Our emphasis is never on the score, it’s how we play, how much effort we put in and how hard we try, and I think that’s where the enjoyment of the game comes from. It wasn’t a particularly rough game but I think players were just a bit intimidated by the talent of the other team, because they’re a very good team. “We need that because it elevates our game, and what I wanted them to do was look at it as an opportunity to get better.” Earning props for his play and the Bucs player of the game was attack Taylor Kelloway. GAME ON: The U13s Bucs made the trip down Island on Saturday for a leaguer against Vic Field.

Manage stress naturally improve energy, sleep Better, Reduce Cravings Our ability to adapt to stress depends upon optimal function of the adrenal glands. When excess stress overloads our adrenal glands symptoms can include: fatigue, insomnia, anxiety, depression, low back pain, asthma, allergies, blood sugar problems, hormonal imbalances, irritability, headaches, sugar cravings, gastrointestinal symptoms and inflammatory conditions.

The ‘roots’ of the original AdrenaSense Formula

Throughout my life I had good health and boundless energy and then suddenly in my early 30’s I hit the wall with fatigue… I had three children under the age of 3, my marriage broke up, and I went back to work thinking I could ‘do it all’. My body did not agree… nothing helped the crippling fatigue until I saw a naturopathic doctor who introduced me to my adrenal glands. When I started naturopathic practice in the 1980’s it was my own experience with adrenal fatigue that allowed me to recognize it in my patients and over the years I saw the need for an effective adrenal supplement. AdrenaSense® is the original solution I formulated for patients and others who have found it very effective.

The Eaglecrest Ladies Club were lucky enough to find a few hours of sunshine in the midst of several days with heavy rain for their last game of the season. A 13-hole “2 best net” team competition following a shotgun start was completed just as the rain began to fall again. Out of a field of 30 the winning team was Sandy Plumb, Georgie Higgins, Lorraine Ruus and Shaorn Bellinger. After lunch the season’s trophies and awards were presented by club captain, Dale Marshall, who reported on another successful season. — Submitted by Elizabeth Marsland • Championship Trophy: Kathy Hiebert Flight A winner: Wendy Paulsen Flight B winner: Dale Marshall • Club Championship Low Net Trophy: Elizabeth Marsland Flight A low net: Irene Creally Flight B low net: Carol Scott • Handicap Trophy (Match Play): Barb Parry Runner-up: Nancy Neil Consolation round: Marj Behrman • Lorraine Riva Trophy; Div. 1: Margaret Waterhouse

PLBC hands out hardware The Parksville Lawn Bowling Club held its annual wind-up banquet last week with a great meal and lots of smiling faces. The club, one of the largest on the Island, has a long history of being a strong, competitive club with great coaching and greens, as well as a warm and welcoming attitude. “We’re done with the outside activities for now as greens have been put to bed,” club spokesperson Carol Bucyk said. “They’ve been aerated, sanded and all that other good stuff, and all of it done with volunteer labour from our club.” Now the public is invited to check out their indoor activities. We have mahjong at 7 p.m. Mondays, bring your set if you have one. Crib, with boards supplied, Wednesdays at 1 p.m. Individual bridge play on Thursday at 1 p.m. “There are nominal fees to help pay the utilities and some other necessary winter expenses, but it really is a great way to meet others in the community and to get rid of those soggy winter blues,” Bucyk said. “Come on down and you’ll see that we’re so much more than lawn bowling.” The club is at 149 E. Stanford, across from Parksville Elementary, behind Stanford Place. Check out parksvillelawnbowlingclub.com. — Submitted by Carol Bucyk

Hammerfest trail evolves over the years

MOUNTAIN BIKE HYBRID BMX NEW & USED

What to take:

Depending on your chosen activity and timescale this will vary significantly. A GPS can be used to navigate or backtrack. Carry a whistle, light and compass. Check weather, choose appropriate footwear and clothing and have enough food and water. Carry a first aid kit. If cycling bring bike tools/spare tubes. Always leave a route plan and estimated schedule.

South of Coombs is one of Vancouver Island’s trail hotspots, one of the Island’s oldest mountain bike race venues and a regular haunt for most of the area’s more experienced riders. Don’t confuse experienced with crazy, however, as the Hammerfest trail network has evolved alongside the cross country race that shares its name for the last 20 years. While there’s also a long standing downhill race, the trails chosen for these events are carved out of the earth, following nature’s contours and twisting through the trees. This is in contrast to the wooden ramps, skinnies, teeter totters and other structures found to a greater extent in the more extreme freeride areas such as those found at Whistler. If knobby tyres and granny gear climbs are not your thing, all this makes the Hammerfest trail network a good option for a couple of hours’ hike. It’s also a superb location for trail runs. Identifying the most popular ride times is easy as you’ll see bike friendly vehicles parked in large numbers whenever a regular ride is taking place. Saturday and Sunday mornings, as well as evening group rides through the Summer will see dozens of riders blasting through the trails, and you’d be better to choose a different area to walk in at these times. Fortunately Englishman River Falls Provincial Park is just a couple of minutes’ drive away, providing an easily accessed alternative. Winter night rides are less numerous than the weekend rides but provide the spectacle of bikes and riders equipped with lights worth hundreds of dollars (yep, that’s two high powered lights per person- one on the bars and one on the helmet) flowing smoothly through familiar terrain and totally at ease with the speed and environment. This has the bonus of having plenty of time to see riders flashing towards you through the trees. Hikers are not uncommon on these trails, and, if time (or breath!) allows, are normally met with a friendly word, but the purpose made nature of a hillside mountain bike area suggests that both practicality and etiquette will cause those on foot to step to the side when approaching cyclists are seen or heard. These narrow trails mostly leave cyclists no alternative route and panic braking in tight turns or on loose, rooty surfaces could put both walker and rider at risk. The trails themselves are numerous, spreading like a venous network from the entrance near Englishman River Park uphill towards and even beyond the hydro line which can be clear-

ly seen on the hillside behind Errington from throughout the Parksville/ Qualicum Beach area. Maintaining orientation is important, but relatively simple. The Englishman River, Errington Road and the hydro line, along with the slope of the hillside and glimpses of the ocean allow the hiker or biker to gradually build their knowledge of the trails while in a well defined box. Many of the trails are signposted and quirkily named, meaning that notes can be taken and compared with friends or as a reminder to oneself on future hikes. The most common way to gain experience is to simply keep working your way uphill until the hydro line is encountered, then turn left and head for the rocky lookout where the cables swoop impressively over the river valley. Retracing West, then downhill towards the ocean from here is often the best bet at first. The trails leading North-East downhill head towards The Englishman River Park, leaving hikers with a good half hour walk from the parking lot back to the start point on Errington Road. By bike, of course, such a loop becomes way more practical as a long walk on the road

translates to a short ride for even an averagely fit rider! Whether walking or biking, these trails are rough, heavily treed and built on an area that covers a steep river valley and hillside. Riders new to West Coast mountain-biking often find themselves sliding, bouncing and cussing as they struggle to maintain momentum. The trails (eventually!) reward practice and the ability to flow with the bike, rather than fighting it. Hiking presents comparatively few challenges to technique, but requires a bit longer to complete a circuit. Thousands of hours have been put into building and maintaining the network with drainage channels cut, bridges built across marshes and creek beds as well as numerous inventive trail features created to skirt obstacles or, sometimes, just for the fun of it. Stay safe and plan your trip and equipment to suit your intended timescale and ability. Remember that these trails have been built by and for mountain bikers, and the speeds the more committed riders attain are based on the trail etiquette of those coming uphill, or moving in the same direction at a slower pace, giving way when appropriate.

Getting there:

Follow Highway 4a towards Errington. Turn South on Errington Road and follow for approx 7km. Once past Dunn Rd. look for a yellow gate on your right, just as the road steepens. Park carefully and considerately. Access trails through yellow gate. There is a logging road network with trailheads throughout.
