Police, BC Ambulance and Kaleden Volunteer Fire Department volunteers were called to a motor vehicle accident at 10:30 a.m Wednesday, October 2 between Sheep Creek Road and Twin Lakes Road. The vehicle, which ended up in the westbound lane, caught fire but was largely extinguished by passers by. It apparently hit a deer before going into the ditch, striking an embankment and rolling over. Motorists were subjected to significant traffic delays while the incident was being tended to.
Mayor addresses senior centre society’s monthly meeting By Steve Arstad news@keremeosreview.com Keremeos Mayor Manfred Bauer spoke to members of the Seniors Centre Society on October 2. The mayor gave the members a brief update on his and council’s recent activities, beginning with attendance at the recent Union of BC Municipalities convention in Vancouver. The mayor and one councillor attended the sessions, meeting with several provincial ministers including Minister of Agriculture Pat Pimm. They discussed local farmworkers issues with the minister, calling for new regulations that would require mimimal camp amenities from farmers hiring transient farm labour. Bauer noted that transients using the Similkameen River floodplains just east of the village were camping in an environmentally sensitive
area. Bauer also discussed the Fortis two tiered electrical rate. An evaluation of the rate is currently underway and will be presented to the BC Utilities Commission by the end of this month. Discussions at UBCM also included promotion of the Penticton Regional Hospital Patient Tower project and improvements to the Hope - Princeton Highway. “I think we made a lot of progress there,” Bauer told the seniors. The Similkameen Valley’s tourism website also garnered attention at the conference, being touted as a pilot project for the provincial tourism industry. Locally, village council recently approved an updated Official Community Plan and implemented a new parks bylaw. The village also recently this year’s citizen survey and now has a revamped website up and running. A Request For Proposal to construct the new water
reservoir is now out and tenders are being received. The Similkameen Rec Centre finished its roof upgrades last month, and new washrooms for both village parks are on the books for next spring. Keremeos hosted a meeting of the Southern Interior Local Government Association in August, a first for the community. The Similkameen Valley Planning Society has completed Phase one of the Similkameen Valley Watershed Study and is proceeding with a valley wide tourist guide for next year. Regional District Okanagan Similkameen trails staff installed trail markers and bollards in the village in August. Health Centre electrical upgrades totalling $200,000 will be completed by the end of the year. The mayor will be hosting a coffee with the mayor event on Friday, October 25, starting at 8 a.m.

Corrections will be in the South Okanagan next week participating in information forums, including a mid-day meeting facilitated by the Okanagan Falls Economic Development Office October 9. “Corrections is by its very nature an environment unknown to the general public,” explained Brent
Merchant, a deputy minister with the provincial Ministry of Justice. “We recognize that and we want to shed light on our operations, as we are very proud of the work our staff do in reducing reoffending and protecting communities.” B.C. Corrections is planning to construct a correctional facility at the Senkulmen Business Park, just north of Oliver. The corrections team will participate in three community forums October 9 and 10, including a 1:30 p.m. session at the Okanagan Falls Senior Centre (1128 Willow Street). Additional forums will be held October 9 at 7 p.m. at the Oliver Community Centre (6359 Park
Drive) and October 10 at 7 p.m. in Osoyoos at the Sonora Community Centre (8505 68 Avenue). The forums will provide residents with a project update, answer questions and discuss correctional officer recruitment. Information will also be available regarding an online business registry for local contractors and service providers. “We see these forums as an opportunity to inform residents about what we do, how we do it and to answer questions people may have,” said Merchant. “We have some excellent recruitment materials and information that we are excited to share with residents at these forums.”

Presentation on elder abuse provided at seniors meeting By Steve Arstad news@keremeosreview.com Members of the Seniors Centre listened to a presentation on elder abuse at the seniors society monthly meeting on October 2. Jean Shirritt, Elder Abuse Prevention Coordinator for the South Okanagan Seniors Wellness Society, described the problem and methods to deal with it to approximately 25 members. Shirritt told the gathering there were three things everyone could do: - See it - Name it - Check it “There is a shared responsibility in society for everyone to help out,”
she said, defining abuse as the “use of power to take advantage or influence an elderly person. “Abusers are generally someone we know,” she explained, often family members, more often than not a son.” Shirritt described a number of different types of abuse: - financial - psychological - sexual - neglect - spiritual or religious - physical Shirritt advised the group to watch for warning signs. “Ask questions if you are unsure,” she said, “it’s most important to let the person know that someone cares.” She advised victims or those who sus-
pected elder abuse to call the Seniors Advocacy and Information line at: 1-866-437-1940 Staff manning the line will be able to offer legal information and practical and emotional support to older adults who have experienced abuse or mistreatment. The presentation was sponsored by PVPP, the Lower Similkameen’s “Proactive Violence Prevention Project”. Director seeks clarification of COR safety audit after news account By Steve Arstad news@keremeosreview.com Area “D” Director Tom Siddon called on regional district staff to provide the Protective Services Committee with full disclosure of a recent COR safety audit performed on the Regional District Okanagan Similkameen at the October 3 board meeting. The request came after Siddon received a letter from a constituent claiming that comments quoted in a recent Western newspaper article by RDOS Emergency Services Coordinator Dale Kronebusch indicated that the regional district failed the safety audit because of “deficiencies with peripheral organizations such as recreation commissions and fire departments.” Siddon went on to say that the Western article had only received a summary of the audit, omitting the names of the failed peripheral organizations because they were staffed by volunteers. “The implication is we failed the safety audit largely because of our volunteers,” Siddon said, “and we have at least one representative of a couple of those groups crying foul, saying ‘nobody talked to us about this.’” Siddon requested the board receive a full copy of the safety audit, not-
ing that the Western report said that certain recommendations from a 2010 audit had been implemented. “This is three years later and if that’s the case, I want to know who fell down, and where. If it was the voluntary groups, I guess we better get into discussion with them.” Chief Administrative Officer Bill Newell explained that the RDOS was the first regional district to receive COR accreditation. He said the regional district maintained that certification for three years, but Workers Compensation “changed the rules somewhat.” That was pointed out during the external audit earlier this year, he said. Newell said that in order to meet the changes for COR certification the regional district was going to have to change some of their practices and they were preparing a response on that. He went on to say, “I’m not quite sure why the intense interest in pointing out that we failed the audit - we’re one of the few that initially achieved it, so we’re still safer than most organizations in the province.” Newell added, “The terms of reference had changed, one of the main reasons for that was they separated the peripheral organizations from the larger organization, which they didn’t do in the first round, so we’re adjusting to that, and addressing some of the issues.
We’d be happy to report on that.” Siddon insisted on clarification surrounding the implication that it was the peripheral organizations that were at fault. “I don’t think we should be pointing, or laying blame anywhere, until the board knows what the background circumstances are.” Newell agreed to provide the board with a full copy of the COR report, reitirating once more that the failure to receive the COR certification didn’t mean that the regional district wasn’t safely run. “I don’t want our volunteer organizations to be tarnished by things that they may or may not be (responsible) for,” concluded Siddon. “Exactly why we aren’t releasTree to Me Pumpkin Harvest •Free Oct. Telus Mobility began construction on a cell tower near the Portage facility approximately six kilometres west of Keremeos about a month ago. Foundations for the antenna have been poured and several work crews began erecting the tower on September 30. It is expected that the tower will take a couple of weeks to build. The 131 foot tower should be in operation in three to four weeks. A tower near Hedley is expected to be built next.

Garden Club initiative enhances the village The comments over some decorating on Seventh Avenue have been positive and many since the Garden Club went to work last week. Many Keremeos residents are apparently delighted at the Garden Club’s initiative. The group lined Seventh Avenue’s planters with decorative scarecrows last Thursday, adding a harvest theme to the main street. The eye catching assemblies catch the attention of passers by and residents alike, and give the village a character and flavour that was otherwise lacking. The Garden Club are to be congratulated, both for the effort they have put into this initiative (in addition to assembling the scarecrows, members collect and place the decorations each evening and morning to prevent them from being vandalized) as well as for their creativity. It’s an example of how small things can enhance a community, as well as being an example of what citizens can do without government input - or interference - to enhance the community and lift the spirits. Congratulations on a job well done, Garden Club.

B.C. marijuana referendum misguided By Tom Fletcher Black Press
I won’t be signing the “Sensible B.C.” petition to demand a provincewide referendum on marijuana enforcement. You shouldn’t either, and here are a few reasons why. Let me start by saying I’ve been calling for legalization and regulation of pot for 20 years, to conserve police resources and reduce violent crime. Our war on drugs is a failure even for heroin and cocaine, and marijuana is obviously much easier to produce. But the current effort led by Dana Larsen, B.C.’s clown prince of pot, is not only misguided, it’s dangerous. The petition does not propose legalization. It seeks to impose a provincial law that would stop B.C. police from using any resources for simple possession charges. This would create a loophole in the federal drug law. So what would that do? It would protect otherwise
innocent customers of the current illegal marijuana trade, while leaving the criminal distribution business in place. For a closer look at that, I recommend reports from the Surrey Six murder trial now underway, or the upcoming case against three accused assassins of Red Scorpion gangster Jonathan Bacon in Kelowna. Larsen’s loony law would tie police hands when they are trying to hold someone on a lesser charge while they search for evidence of something nastier. This is a source of many simple possession charges today. Police chiefs have a different idea, asking for the option of treating simple possession as a ticket offence to keep the court time to a minimum. Both of these notions have the same obvious flaws. They don’t deal with sales to minors and they divert no revenue to government, leaving most of that in the hands of criminal dealers who buy cocaine, guns and fancy cars.
Colorado and Washington have gone the legalization route, so far without interference from their federal government. These states need money, and they don’t need more crime or ill-considered hippy gesture politics. Meanwhile in Ottawa, Health Canada is trying to convert a poorly regulated mess of small-scale medical marijuana licences to a free-market system of commercial producers. Local politicians tore a strip off Health Canada officials at their recent convention, after years of warnings that federal licences were scattered at unknown locations, often used as fronts for larger grow-ops. Mission Coun. Dave Hensman predicted that when a grower gets a letter cancelling his licence, he’s more likely to roll up a big joint with it than to shut down. Burnaby Coun. Nick Volkow suggested the response would echo an old Cheech and Chong routine: “Dave’s not here, man.”

Here’s another reason not to support Larsen: the conduct of his organizers. One fellow set up a petition table at, of all places, the Terry Fox Hometown Run in Port Coquitlam. After scrawling “pot cures cancer” on the table, he proceeded to interrupt speeches by cancer survivors and the run itself by yelling the same false slogan. You can imagine how people with terminal cancer and their loved ones would react. Some would know that marijuana may alleviate side effects of chemotherapy, just as it can ease suffering for some multiple sclerosis patients. But the suggestion of a cure is as cruel as it is moronic. Larsen’s “cannibus” has been rolling around B.C., reaping uncritical media coverage. It even blundered into the recent Walk for Reconciliation in Vancouver, an event to mark the end of federal hearings into the effects of residential schools on aboriginal children.

Without all of your support we could not stay open and there are a lot of people who rely on us. As we prepare to celebrate Thanksgiving this weekend and are planning food to put on our table, let us remember those less fortunate and perhaps add a little extra to the shopping cart or the food bank account
at Valley First. A few suggestions for food: peanut butter has become expensive, healthy snacks for children’s lunches, pancake mix and syrup, spaghetti sauce, cake mixes, just to mention a few - but everything is always gratefully accepted and needed. This report chronicles a few highlights of the UBCM convention held in Vancouver, at the Vancouver Trade and Convention Center from September
16-20. Panel Questions and Discussion around “What Does Rural B.C. Need to Succeed?” • A moderated panel discussion intended to increase public awareness and support of the three Beetle Action Coalitions’ Rural BC Project. The RBCP has proposed new policy and direction for the provincial government to consider in the position paper, “The Pathway to Prosperity in British Columbia Runs Through its Rural Places: a Long-term Strategy for Rural Development.” • The development and implementation of a rural strategy will assist all levels of government with navigating the complex investments in social and economic development required for rural B.C. communities to succeed. • Electoral Area Forum: Many rural areas throughout British Columbia are faced with increasing pressures to their emergency services management, whether they are a remote area depending on volunteer first responders, or larger areas with paramedic staff on call. • Often the people who are trained and qualified to do the emergency work in our remote areas cannot make enough money to sustain themselves from that work alone, either because they make no money unless a call comes through or they are paid $2 an hour to remain on call. This situation causes many trained emergency services responders to move to larger centers where they can obtain full-time work, leaving the remote communities without full time coverage. Small Talk: Small Communities Forum: I dodged out of the Electoral Area Forum to watch the presentation on the Similkameen Valley Tourism success story delivered by Simone Carlysle-Smith of TOTA. The Similkameen Valley got promoted to over 500 delegates as the TOTA representative showed off, among other things, the new website: www.similkameenvalley.com Ministerial Meetings, representing both
the Regional District Okanagan-Similkameen (RDOS) and the Southern Interior Local Government Association (SILGA) • The purpose of these 15-minute meetings is to take the opportunity to explain an issue or concern in the area discussed to get it “on the radar” of ministerial offices. Due to the fact that each minister will sit through as many as 30 - 40 appointments a day, it is important to keep the presentations brief and to the point. These sessions essentially provide an opportunity to connect on issues which need follow up later. Minister Steve Thomson- Forests, Lands, and Natural Resource Operations • (RDOS issues): Area “H”: Chain Lake is dying and studies have been done on remediation: residents are prepared to do the work to save it. Scientific support from the ministry was requested. • Area “D”: Logging up at Apex: an MOU has been signed between Sn’pink’tn and Apex Property Owners Association but follow up with FLNRO is needed, in order to ensure consideration is given to areas designated for timber harvest which surround residential developments. Minister Terry Lake- Health • (RDOS issues): Judy Sentes, Vice-Chair of Okanagan-Similkameen Regional Hospital District made a compelling presentation on the need for immediate action following completion of the business case for Penticton Regional Hospital Expansion Project. This hospital, built in the 1950’s to service a population of around 30,000 now serves more than 80,000 people. It is time for increased capacity with new facilities. Ministers Bill Bennett- Mining and Steve Thomson- Forests, Lands, and Natural Resource Operations • (SILGA issues): concern brought forward from the local government membership of the Southern Interior region at the issuance of permits for gravel pits which are opposed by residents or run counter to the Official Community Plans organized and supported by the nearby local governments. • Minister Bennett explained that the costs associated with gravel pits being located too far from their areas of use meant that the B.C. government could not allow local governments to veto gravel pit locations. • SILGA representatives spoke of examples where a neighbourhood opposed to the gravel pit’s development came on side once a berm was built to prevent the spread of dust and the hours of operation were restricted to day use and weekends were excluded from use. • Minister Bennett responded favourably that setting some parameters around the construction and operation of gravel pits could go a long way to diminishing the conflicts typical of gravel extraction. continued on page 16

Stay in the kitchen when you are frying, grilling, broiling of boiling food. · If you must leave the kitchen, even for a short time, turn off the stove. · When you are simmering, baking, or roasting food, check it regularly, stay home and use a timer to remind yourself. · If you have young children, use the stove’s back burners whenever possible. Keep children and pets at least three feet away from the stove · When you cook, wear clothing with tight-fitting sleeves. · Keep potholders, oven mitts, wooden utensils, paper or plastic bags, towels or anything else that can burn away from your stovetop. · Clean up food and grease from the burners, stovetops and the oven. · Don’t store combustibles in drawer below the oven.

KALEDEN VOLUNTEER FIRE DEPARTMENT This year the Kaleden Fire Department will be involved with the school for most of fire prevention week. The National theme this year is Kitchen Fires. We will be at the school on Monday morning to make parents aware of the ‘Fire Lane’ and ‘No Parking’. Wednesday will be Fire Drill practice and Friday is Fire Chief, Assistant Chief for a Day. This includes a ride to school and home in a fire truck. We will be displaying our Fire Prevention banner on the side of the fire truck and front fire hall.

Last year we celebrated 100 years of service to our community with a celebration, an open house, hot dogs and live fire demonstrations. Children were very much involved in the activities. Over the past five years the Hedley Fire Department has acquired a new fire apparatus, an air filling station for breathing air bottle, as well all personal fire equipment such as turn out gear has been brought up to date. The department has been ably led by our Chief Terry McFarlane along with a compliment of officers each in charge of a particular aspect of operations. While our fire protection is limited to Hedley proper we provide medical first responder service fifteen kilometers east and west of the town. This includes medical response and motor vehicle accidents. In August of this year we had thirteen combined medical and fire callouts which is well above our average. Our crew of firefighters and medical first responders are a reliable and faithful crew. Fire practices are held every Tuesday evening at 7:00pm. We are always interested in having new recruits join us. We provide training in areas such as first aid, first responder licence, driver/pump operator, air brake endorsement over and above basic firefighting skills. Elks Club fraternity prioritizes children Contributed The Elks and Royal Purple of Canada are groups of men and women coast to coast joined through common bonds of fraternalism and charity, promoting community needs through their volunteer efforts in their local lodges. The Keremeos Elks Lodge #56 was founded in 1944. Our contributions to the National Elks and Royal Purples Children’s fund allow us to apply for funding for children in our area. We also support the B.C. Elks Children’s Camp that is available for any child or group of
children. As Keremeos Elks our priorities are the welfare of the children of the Similkameen Valley. Our funds are derived from hall rentals and our participation in community events such as the Pepper Festival, Kars Under the “K”, the Christmas Light Up and Santa’s visit. Friday night’s bingo revenue help generate funds for our charities, such as the annual bursary to a high school graduate, free skating at the rec centre, the ONS Telethon, popcorn and candy floss at Santa’s Christmas in Victory Hall, Kobau Coyotes ball club, Panther squadron and the school band.
In the recent past we’ve helped a disabled child in need of an I Pad for learning. The biggest local event that we administer and bring to our community is the annual rodeo and parade on the May long week-end. We have been involved in this event since 1944. We would like to thank the residence and businesses for their support throughout the years and the volunteers that make this a success. The Elks meet at the Elks Hall on the first and third Thursdays of the month and new members are always welcome.

The usual Keremeos wind tried its best to thwart the event on Saturday, September 28, but the museum society carried on regardless. We were able to hold the dedication of the plaque thanking the donors for their kind support of rebuilding the wheels on the Willis Ranch wagon. FRANK LEONARD, 1930 - 2013: Of Keremeos, BC Passed away in Penticton on September 28, 2013 after a lengthy illness at the age of 83 years. Len was a rodeo cowboy and a carpenter, a YolXnteer ¿re¿ghter, and a two term councilor with the Thompson Nicola Regional District. He was also a dedicated volunteer with the OAP. Len will be lovingly remembered and sadly missed by his wife Doreen, sons Samuel, Duncan, and Leslie, daughters Sherry and Mary, as well as 11 grandchildren, ¿ve step children, and two sisters; Dorothy and Beverly. A Memorial Service was held at 2:00 pm on Saturday, October 5, 2013 at Lodge #56 Elks 504 Veterans Avenue, Keremeos, BC. with Pastor Graham Gore of¿ciating. Memorial contributions may be made in Len’s name to the Canadian Cancer Society to support Leukemia research. Messages of condolence can be sent to the family by visiting www.hansonsfuneral.ca.
