The inaugural meeting of the Greenwood Economic Development Committee was held on Wednesday, Sept. 25 in the courtroom in City Hall. Grand Forks resident Alan Cooper, who has served on that city’s economic development committee, came over to share his experiences in working on the issue there. Cooper and his wife moved to the Boundary in 2011; they are codevelopers of Riverside Meadows Subdivision in Grand Forks and owners of BedRock B&B. Members of the Greenwood Board of Trade and three council members attended. Cooper explained his involvement in Grand Forks began when he responded to an advertisement placed by the City of Grand Forks asking for citizens to come forward to be part of an economic development committee that would plan and develop strategies for advancing economic development within the city, collaborate with other community stakeholders and build relationships with regional stakeholder groups. “Part of our mandate is to figure out how we can liaise with different groups in order to be successful,” said Cooper and he identified this as something they found more and more important as they carried out their work. He explained the committee is advisory to the city. “Our job was not to do it, but to provide community input, to be representative of the community—the business community particu-

In 1986, a Raise the Roof fundraising drive began and the covering over the ice was installed in 1988 thanks in part to a $130,000 Expo 86 legacy grant. The last train that came to Midway brought in the steel girders for the roof.

An art connoisseur passed a little grocery in New York when he noticed a kitten on the front step lapping up some milk in a bowl. The cat was mangy with one ear half chewed off and clumps of fur missing. What really caught the collectors eye was the bowl the kitten was drinking from. It was a rare antique worth thousands. He walks in the store and offers $20.00 for the cat. “He’s not for sale.” Says the store owner. “That’s ridiculous!” Says the collector. “He is one of the ugliest cats I’ve seen. He must be for sale. I’ll give you $100.00 for him.” The store owner thought for a second and said “It’s a deal.” The connoisseur hands the store owner the money, which he quickly pockets, and as he starts out the store asks “For that price I’m sure you won’t mind sending that old bowl with him. He seems so happy drinking from it.” The store owner says “ No way. That’s my lucky bowl. From that bowl I’ve sold 26 cats this week!”

Forum looks at change

Climate change the ‘new normal’
“We have options, but past is not one of them,” was a quote on one of the slides presented last at last week’s forum on the effects of climate change in the Boundary. There were some three-dozen in attendance at the forum, Entitled Flood, Fire and Famine: Forum on Building Resilience to Global Climate. The Regional District of Kootenay Boundary sponsored the event and the RDKB board of directors had changed their meeting schedule and venue so they could attend. Boundary-Similkameen MLA Linda Larson was also in attendance. The keynote speaker was Greg Utzig, a conservation ecologist and land use planning consultant based in Nelson. He has 35 years experience in environmental impact assessment, watershed analysis and a wide range of activities related to forest management and biodiversity protection. He has a connection to the Boundary too in that he worked for some time in Kettle Valley and Grand Forks forestry offices. Utzig said weather records show we are experiencing less cold weather, while seeing more hot weather and more record hot weather. Looking at European climate records that date back over 500 years confirms this trend. “Their data show the five coldest years all occurred before 1900, and the five warmest years have all occurred since 2000.” Examples of climatic extremes are heat waves, drought, high intensity rainstorms and flooding, windstorms and tornadoes, lightning storms, hail storms, ice storms, and early spring heat/late frost combinations. Utzig speculated that one of the mechanisms driving the climate change is modifications to the jet stream resulting in weather systems stalling in place. The result is, instead of having two or three days of hot dry weather, there are 10 days of hot dry weather. Or, as happened earlier this year in the Alberta flooding, longer periods of intense rain. “These extreme events are probably the things we are most concerned about. There are ongoing things that are more gradual but the increase in extreme events we need to start planning for.” Utzig brought slides aggregating the projections of several attempts to model future climate trends. “All models agree on the pattern of change though they may vary in the amount of change. We know summers are going to get dryer and much hotter than they are,” Utzig said, calling this the important take-home message of his speech. “Most models predict an increase in precipitation in spring, winter, and fall—but they all suggest a decrease in summer precipitation.” Looking at other biogeoclimatic zones to try to see what is growing in a climate that is projected for the Boundary in the future suggests the area will see an increase in grassland and a change in forest-types, loss of forest cover, changing habitats and consequent species loss. He also predicted an increase in fire frequency and intensity, insects, pathogens and other forest decline syndromes. The Boundary can anticipate less snow, with an increase of rain falling in winter instead of snow. River flows will consequently increase in winter months, but there will be reduced risk of flooding with lower spring peak flows. Summer and fall water levels in the rivers will be significantly reduced. There will be increasing irrigation demands, at the same time there will be decreased water availability. He suggested silviculture treatments could increase resilience and decrease interface fire risk, while at the same time providing wood
waste that could be used to lessen demand for fossil fuels as a heating source. He cited the Fuels for Schools program now under way in some U.S. states that encourages conversion of oil and gas furnaces to woodburning heating systems. Utzig got a round of applause when he spoke out against the funding cutbacks being faced by the scientific community. “Research is way more important now than it ever was before because there are going to be a lot of surprises out there. The federal government seems to be bent on doing away with scientists and science. This is the time we need them more than we have ever needed them before. We need to plan for change – rethink everything we are doing now,” he insisted. Actions Utzig identified that might ease the trend toward climate change are to stop burning fossil fuels (coal, oil and natural gas), elimination of other GHG emissions, and energy conservation. The next speaker was Graham Watt, co-ordinator of the Kettle River Management Plan, who referred to climate change as the “new normal”. He urged adoption of a culture of water conservation and suggested implementing laws and policies that restrict development in riparian areas while promoting healthy vegetation in buffer areas near rivers, streams and lakes. “A really big topic is how can we increase resilience of shorelines and floodplains,” said Watt. RDKB Area D Director Roly Russell was the next speaker. Russell holds a PhD from Oregon State University. He is currently a farmer, researcher and involved in many local agriculturerelated initiatives. He asked forum participants to consider the role of climate change on growing food. He sees opportunities for changes in practices such as crop diversification, buffer areas, woodlands and water use; and he advocates planning and policy work toward an area agricultural plan, food system planning and consideration of climate change in OCP reviews. He also suggested discourse—education, facilitation of informed discussion that abhors rhetoric and those who would befog and confuse the issue. Christina Lake native Ryan Durand is a registered professional biologist who currently works on vegetation inventory, mapping and classification projects throughout Western Canada and the arctic. “Since we are putting effort into trying to preserve what is there, restore what is there—if we understand what we have to begin with I think we would be a lot further ahead,” said Durand. The final speaker of the evening was Sandy Mark, community co-ordinator for Christina Lake, who took a look at climate change through an economic lens. She called for reform at the grassroots through structures such as the corporate social responsibility movement, socially responsible investment movement, co-operative movement, community economic development movement, and the social enterprise movement. Mark is helping guide Christina Lake as it develops the first Community Venture Capital Corporation in B.C. Following the four speakers, attendees broke into discussion groups based on specific topics such as linking co-ops together, local solar power, food policy and planning, ecosystem inventory, irrigation, community planning, protection of the riparian, etc. Watt invites those interested in the subject of resilience to climate change to get in touch with him. at plan@kettleriver.ca.
Working in the garden doesn’t have to be work. With fall bulbs, you just dig, drop, and you’re done! We now have a lovely assortment of Tulips, Daffodils, Narcissi, Allium, Hyacinthm, and even Garlic. Get them in the ground before it freezes!
Quick tip: The planting depth of bulbs depends on their size. Though planting depths can vary by variety, a good rule of thumb is that the depth should be 3x the diameter of the bulb.

Their vision is that local communities will be healthy, inclusive and committed to literacy and learning as lifelong and life-wide activities. CBAL works closely with libraries, schools, colleges and other community partners in local communities to offer a variety of paths to
learning. Local needs are identified and prioritized through ongoing meetings with key partners from each community. The West Boundary Literacy Group meets twice a year. In fact, they will be meeting this Friday in the Midway Library. Higher Income, Higher Taxes
A temporary tax measure has been introduced for the 2014 and 2015 tax years, in order to increase the amount of tax paid by those earning the highest incomes in British Columbia. Currently, the highest tax rate in BC is 43.7% on income earned over $135,034. Starting in 2014, an additional tax bracket will be added with a tax rate of 45.8%, for those people earning over $150,000. This follows a global trend to increase the amount of tax paid by the highest income earners. In 2012, Ontario added a tax bracket for incomes earned over $500,000, and, in Europe, the French government has been attempting to implement a 75% tax on annual earnings exceeding one million euros. Because it is a temporary tax measure, and one not planned for the current year, it does offer some tax planning opportunities. If you know that your income will be over $150,000 in both 2014 and 2015, it may make sense to hold off on claiming your RRSP deduction in 2013, reporting it in 2014, instead. If you are going to claim an RRSP deduction of $10,000, the deduction will be worth an additional
revitalization of the downtown core, enhancement of the appearance of the community through cleanup of unsightly lots, planting trees, and heritage lighting. The need for a business directory that also listed home-based
businesses, walking tours and real estate signage were also discussed. Cooper said that Grand

Forks council is now committed to having only policy and bylaws that will be enforced. “This is a region with tremendous potential, and a great deal of human capital. What we need is collaboration, communication, and a celebration of successes throughout the Boundary. Greenwood’s successes will be successes for all portions of this beautiful corner of B.C.,” Cooper wrote to Kettle after the meeting. “It was a start, and a good start I believe to what will be a labour of love,” said Mayor Nipper Kettle in a Facebook posting following the meeting. “We would like to get a broader representation from the community organizations involved as well. The next meeting will be Oct. 23.”

Applause breaks out at fair meeting
The Rock Creek Fall Fair held their first post-fair regular membership meeting last week. Several times the meeting was interrupted, not for argument over process or procedure as at last year’s meetings but for applause. Treasurer Lisa Sims provided a financial report on the 2013 fair. She said revenue net of GST, “what we will get to keep after we send money to the government”, brought in a total of $147,863.23. Almost $16,000 went out in prize payouts. Although not all bills have been submitted she said to date the association has spent $53,074.35, against a $59,675 budget set last spring for fair expenses. “So we are going to come in slightly under or right on budget for fair day,” said Sims. She said full accounting, including a comparison with last years’ fair will be available at the next meeting. Sims also reported that the revised Constitution and Bylaws have now been filed with the government. A post-fair round table discussion ensued with members and directors offering their observations on topics that will, no doubt, be part of ongoing discussions at executive and regular membership meetings over the
next year. It was suggested that the beer gardens be moved closer to the food booths, dais and arena activities. Some complained that too many food venders had been booked for the weekend, though others said they had heard favorable comments about the short line-ups at the food concessions. Ron Palmer suggested the fair consider putting in entry booths with turnstiles and cash registers instead of the current system. He suggested this would eliminate the need for up to 70 volunteers who could be doing something else. “Accounting was a nightmare,” he said, adding that with four entry points and up to 70 people handling cash it becomes difficult. He also said that some way needed to be found to make the office more functional. “It was an absolute nightmare working in that office – hot, uncomfortable and noisy.” Numbers were down at the gate this year. The hot temperature on fair weekend may have been a factor. There were a total of 8,773 people through the gates for the weekend according to Helen Palmer. This included all passes for such categories as 4-H, educa-
tional vendors and the 266 commercial venders. There was some heated discussion about changes made to the system used at the gate. Bill Bosovich said that he’d heard some volunteers on the gates felt they weren’t trusted “I think the board should have met with more people before – it’s not too late now to maybe send a letter to them saying just not because of the trust issue – it’s just that we installed different rules and regulations to make things accountable. But they thought the system was going to be the same and when it wasn’t they felt they weren’t trusted.” Director Gail Bryan said she too felt uninformed about the gate system this year. “I was completely, totally shocked at some of the things that were thrown at me on the gate this year that were never discussed at any meetings that I was at or any minutes of any meetings I missed. “ “It wasn’t explained properly. The woman that I talked to who was very upset about it would not have felt that way if she felt that it was explained to her properly.” Ron Palmer said he had set up the system – following the direction of the board to tighten up finan-
cial controls. “ He said he had circulated the new system to the conveners before the event and had hoped to hold a meeting with them before the fair but it didn’t happen. “If I had to do it over again what I would do is organize a meeting a few week’s before of all the conveners working on the gate. The problem is that up to two days before the fair we still didn’t have all of the volunteers.” “I do apologize I did not have a meeting to get everybody up to speed.” He said he wouldn’t apologize if anyone thought the money was being managed too tightly though. “I will apologize – there was some miscommunication. That was my fault. The education aspect of it—yeah I could have done a better job.” He said that, contrary to rumors that had circulated, the office was not balancing every gate—trying to figure out who was short and who was over. “I believe when you are dealing
with volunteers you trust them – you have to trust them. All I was trying to do was get the money safely from the gate to the office and to the bank.” Director Jodi Klein asked everyone to bear in mind the current board is all new to their positions. “Things were missed, lots of things we need to polish up for next year. We know a lot now. It is a learning experience for us all. We did our best because of all the help of the community.” Her comments earned a round of applause. The round table discussion of this year’s fair ended with comments by former association president Art Harfman, “This is one great fair and you can be damned proud of it.” BC Fairs sent a nomination form for a volunteer of the year award, but the meeting decided that everybody who worked on the fair this year deserved the nomination. It was agreed that no one person would be nominated.
Better safe than sorry Please be advised that our office will be closed Monday, Oct 14th for Thanksgiving.

Midway Partnership Fund (MPF), Parkview Manor and Boundary Minor Hockey have partnered to bring two defibrillators to the community—one in the arena and the other at Parkview Manor. A number of Parkview employees and Interior Health staff were there when BC Ambulance Unit Chief Mark Danyluk provided training after it was installed at Parkview in late August. The Parkview unit was funded with $1,500 from the MPF; with a total cost of $2,250, which provided a wall mount with an alarm so they know that either someone is tampering with it or there is an emergency. “It’s there and hopefully we never have to use it,” said WBSHS President Vicki Feist, who wanted to send a special thank you to Mark Danyluk for providing the training.

Fall fair meetings have a different essence about them this year as opposed to last. In 2012 some members insisted they be allowed access to the books. The board of the day drew a line in the sand and refused them. Those who were asking for the books just kept on asking. Egos took over and, by the end of the year, meetings had been reduced to shouting matches and all fair business had to be conducted in closed director’s meeting. Last week’s meeting had some very frank opinions voiced about procedures used at the gate. It was reported that some volunteers had been surprised to see the procedures at the gate changed. In 2012, after much debate, the fair instituted wristbands. This year the wristbands were replaced with another system for counting the numbers through the gate. Some at the meeting felt the new system could have been better explained and perhaps the decision to move away from wristbands should have been more transparent. Voices were raised and it started looking like déjà vu all over again. Then someone did exactly what was needed—they took responsibility. Director Ron Palmer explained that he had designed the new system, the intent being to tighten up financial controls and accountability. He said he regrets the fact that a meeting wasn’t held before the fair, adding that he had made some changes at the request of a long-time gate convener. “I will apologize – there was some miscommunication. That was my fault,” said Palmer. We should be able to live with that. As Jodi Klein reminded everyone: life is a learning experience where you get the chance to identify the things you can polish up for next year. We should be able to live by that.

Nominations now open Editor, The Times: Community Futures Boundary and The Boundary Country Regional Chamber of Commerce are pleased to announce the 1st Joint Annual Business Excellence and Community Awards. The awards are Thursday, Oct. 24 at the Grand Forks Curling Club from 5 – 7 p.m. For the past 13 years Community Futures Boundary has been pleased to host an annual small business awards night celebrating local entrepreneurs. This year the awards have a new look. Community Futures Boundary and the Boundary Country Regional Chamber of Commerce are jointly hosting a Small Business Week event that still celebrates small businesses and community organizations but also includes rec-
ognition of individuals who make a difference in our community. Nominations for the various awards categories are now open to any business, organization or individual meeting the specific criteria of the awards located in the entire Boundary region. There are nine categories for Boundary area residents to vote on. Nomination forms can be found at Community Futures offices in Grand Forks and Greenwood. You can use Survey Monkey on our websites (www.boundarycf.com or www.boundarychamber.com) or find us on Facebook and Twitter as well. We look forward to seeing you there. Crews an example of ‘grace’ Editor, The Times: Kudos to Randy Smith, Greenwood city crew and Cantek for the job on the water lines this summer and to Precision Pump and Pineview Contracting for the work on the city well. They had a lot on their plates and they did an amazing job. Thanks especially for the very long hours the
crews put in to get our connections done and water back on Thursday night. With all the other things vying for your attention, you were an example of “grace under pressure”. We are lucky to have you guys. Not every community has a crew with this kind of dedication. Thanks. Roegan Lloyd, Greenwood
Trucking meals bad policy Editor, The Times:
Open Letter to Linda Larson, MLA, Boundary-Similkameen I appreciate your response on July 31 to my letter of May 31. In your letter you state that the produce used to make the meals at Orchard Haven in Keremeos, comes from the area where it’s prepared and therefore it’s “local”. I certainly can’t agree with your definition of “local”. By “local” in this valley we are talking about four or five kilometres from the source of the food grown to its final destination. Trucking the meals in enormous containers from Vernon to Keremeos when we produce in this area almost everything needed to make good nutritious meals is an abdication of reason in order to reach some nebulous bottom line. That leaves a mighty big footprint, and besides, aren’t our highways dangerous enough already? Certainly the most immediate of my grievances is our seniors. As you are the Parliamentary Secretary to the Minister of Health for Seniors, I can’t imagine you would be in agree-
ment with a policy such as this. The company that supplies Keremeos is also servicing all the Okanagan from north to south, the Boundary area, and the Kootenays. By the time this food reaches its destination it can’t have a lot of nutrition left in it. I believe that the concentration of food services is a big mistake (as in most services). It tends to stifle small communities and limit their opportunities, and the result in this area is that we are serving our seniors meals that cannot be very nutritious, having been prepared in huge amounts in a facility 90 miles away, trucked here, and then reheated. The facility in Keremeos has an excellent kitchen that was made to accommodate the preparation of meals for the residents. There are people here who have the skills to prepare those meals and we certainly have the produce that is grown right here using the best farming methods known. This is a bad policy and I certainly hope you will encourage our provincial government to review it and take notice of how it’s affecting our communities and our seniors in a negative way. Plan necessary to expand business Submitted
Say you’ve got a small business in need of a loan. You’re growing, and you’d like some extra money for an expansion project. Sales are going up, and you’re making a nice profit. Should be an easy sell to the bank, right? Not necessarily, especially if you don’t do your homework, says Pat Latour, Senior Vice President, Financing and Consulting, at the Business Development Bank of Canada (BDC). “If you’re going to expand, you’ve got to have a plan. If you don’t, you can jeopardize the rest of the business that is doing well,” he says. Many businesses walk into a bank’s of-
fice without the right planning—and then they’re surprised when their loan request is turned down. “Knowing the numbers is key. How will the expansion affect your profitability?” Latour asks. “Growing businesses need more working capital because they’re often supporting additional inventory and more staff. And it often takes a while for the expansion to increase profitability,” Latour explains. “On the other hand, an expansion can also lead to unexpectedly rapid revenue growth. Entrepreneurs should also plan for that scenario and be ready to use the extra revenue to aim even higher,” he says. How do you get your ducks in a row for
a successful loan request? First, take time to work out your anticipated return on the investment, including not just the cost of the fixed asset, but also the way your business operations will change as you grow. Second, it’s vital to think about your timing when applying for a loan. Businesses often wait too long, Latour says. Instead, they use cash flow to finance major expansions or, even worse, wait until they’re facing a cash crunch to see the bank. “One of the biggest reasons businesses fail or an expansion doesn’t succeed is a lack of working capital. It’s always easier to get financing beforehand than when you have a timing crunch,” he says.
Several break-ins in Rock Creek area
Local RCMP are warning residents that there have been several reports of break and enters in the Rock Creek area in the past couple of months. “Please ensure you report any and all suspicious activity to the RCMP right away,” RCMP Corporal Kevin Christensen told the Times in an email on Tuesday morning. “Please keep an eye out for your neighbour’s property and if you are going to be away make sure you have neighbours checking in on your property.” Police also advice installing motion lights to help protect your property and make sure you lock all your doors and windows. ***
MIDWAY LIBRARY POLICE
BRIEFS REPORT
Midway RCMP report that on Sunday, Sept. 29 they responded to a report of a break and enter at 3505 Kettle Valley East Road in Rock Creek. The suspect(s) broke a window and gained entry. A Dell laptop computer was reported missing. *** Saturday, Sept. 28 had Midway RCMP responding to a break and enter at Freeman’s Country Store in Rock Creek. Police report that the suspects stole Carhartt clothing, hunting supplies, and rifle am-
munition as well as a surveillance recording device. *** On Saturday, Sept. 21st Midway RCMP stopped a car on Hwy 33 in Rock Creek because it had licence plates belonging to a different vehicle. According to Christensen the driver had been consuming alcohol and was found not to have a valid drivers licence and was prohibited from driving. It was also determined that the driver was currently released on bail conditions with one condition not to consume alcohol. Ricardo Decoteau was arrested and held in custody and charged with driving while prohibited and breach of bail conditions.
Latour advises fast-growing businesses to meet their banker every year to get a pre-approved loan for capital expenditures, which they can draw on instead of tapping working capital. Such a credit facility also lets a business react more quickly to opportunities, since it doesn’t need to apply for a new loan each time it needs funds. Change to grow Sean Darrah learned some of these lessons at his fast-growing food services business, Pace Processing. Starting from a 1,500-square-foot space in 2001, it had grown to a 10,000-square-foot location by 2007. But even that space was maxed out, and Darrah wanted to expand into a new, bigger building. He had always used working capital to finance his growth, but he now realized he needed a loan for the costly expansion. He was in for a surprise when he approached a bank and was initially turned down. Despite sales growth of 25% to 30% per year, he had been spending all his operating cash and writing off equipment every year. “It looked like we didn’t have many assets,” Darrah says, who then hired an accounting firm to help him demonstrate his company’s true value. The bank took another look and agreed to the loan, which allowed Pace to move into its own new 25,000-square-foot building in 2010. Darrah also got a line of credit for future capital spending. “What prevented us from taking the next step was always spending all our cash. It was really clear we needed to change to grow.”

• Trouble getting along with friends Stress-Management Techniques Children who have experienced stress for some time need extra patience and reassurance. They might respond to a combination of the following: • Physical contact. Hugging helps children relax and builds self-esteem. • Listening. Ask children how they feel. • Encouragement. Help children find something they are good at and tell them how proud you are of them. • Honesty and openness. Talk and encourage children to express their feelings openly. • Security. Try to be consistent. • Physical exercise. Exercise helps burn off stressful feelings. • Humour. Help children see the funny side of things. • Quiet. Allow for quiet time. •Balanced diet. Encourage children to eat a healthy, varied diet. Teach children to recognize the symptoms of stress and the changes they feel in themselves (e.g., rapid heartbeat, sweaty palms, fast breathing, headaches, tummy aches, tense muscles and panicky feelings). The last full week of September was a hard one for the West Boundary as three well-known and well-loved citizens passed away. The passing of Kettle Valley resident Alan Spalek due to a heart attack was an unexpected and tragic loss for his family and friends. In addition, two residents who served the Boundary for many years, in countless capacities also passed. Marge Maclean, resident of Greenwood for over 67 years passed away on Sept. 25. Maclean was recognized for her years of volunteerism in service to her community with the presentation of the Queen’s Diamond Jubilee Medal. Maclean came to the Boundary in 1946 as a schoolteacher and district librarian. It was said that she has belonged to every single organization that has gone on in this city for all these years. At the presentation of her Queen’s Jubilee Medal Maclean had said, “But you know it’s never just the individuals—it’s the team. It’s the museum team that does the work at the museum and the bingo team at the Community Association.” She was a major part of the Greenwood museum and her influence will resonate in the community for many generations to come. Also passing on Sept. 25 was Rock Creek pioneer Bill Harpur, himself a recipient of the Queen’s Jubilee Medal. He too served his community in many capacities throughout his lifetime. In 1951 he was President of the Rock Creek and Boundary Fair. He was president of

Bill Harpur
Well known and respected pioneer of Boundary Country passes. It is with great sadness that we announce the passing of Bill Harpur, aged 85, on September 25, 2013, in Grand Forks Hospital. Bill was predeceased by his first wife, Margaret in 1999. Survived by devoted wife Carol, children Rick (Judy), Nancy (Mike), Wendy (Pete), Kelly (Karen) and stepsons Mike and Todd Rudolph and families. Also survived by sister Betty Mitchell, nine grandchildren, twelve great grandchildren and numerous nieces and nephews. From grade one to eight he went to the Myncaster School, which was 2 ½ miles west of the ranch. Grades nine to twelve he boarded in Oliver and graduated from the Oliver High school in June 1946. It was during these years that he became an Army Cadet, Boy Scout and a Militia Ranger. In the fall of 1947, Bill enrolled in a 2 year vocational course at the University of Saskatoon, taking agriculture and animal husbandry. The knowledge learned during that time was invaluable throughout his life and he was always on call to neighbours and friends in need of a helping hand. Bill was a pillar of the community, involved in many associations and committees. Dearest to his heart was the Rock Creek and Boundary Fair, of which he was a lifetime member. With his resonant voice and his public speaking ability, Bill was called upon to announce at many functions and horse shows. One of Bill’s most recent achievements was receiving the Governor General of Canada Award for community service in February, 2013. Many special thanks and praise to all the Doctors, nurses, specialists and palliative team in the Interior Health Region who have cared for Bill over the last five years. At Bill’s request there will be no funeral service. Those wishing to make a donation in his name, can do so to the BC Cancer Foundation, the Palliative Care Unit at the Grand Forks Hospital or a charity of their choice.

Symptoms of dehydration
\Why would you be worried about the symptoms of severe dehydration? How likely is that? I chose that heading because most any dehydration is more serious than you might think. Most people are somewhat dehydrated all the time—a chronic condition they are probably not even aware of and that can lead to serious consequences. Of course, there are levels of dehydration just like other conditions. The point is to be aware of the symptoms of even the beginnings of dehydration. Then severe dehydration need not be a danger—as long as you do something about it. And it is not as simple as adding a litre of oil to your car’s engine when it is down. It’s not just a case of topping up and all is fine. Your body is composed of trillions of cells and comes with several mechanisms to conserve and recycle water. If you are chronically dehydrated your body will have become adapted to run at a sub-optimum level in strict water-conservation mode. You will still be alive and functioning but not optimally. Start taking in adequate amounts of water and it will take time for your body to adjust to the improved supply. But, over time, it will and you will benefit with less pain and better health in many ways. Chronic dehydration is actually a major, underlying cause of many common ailments. The symptoms of chronic dehydration may manifest as a variety of seemingly-unrelated problems. Unless you are aware of it you may not even realize that the condition that is bothering you may, in many cases, be related to chronic dehydration. For example, allergies and asthma can be symptoms of dehydration. Lack of water increases histamine levels, causing the release of the stress hormone cortisol which suppresses white blood cell pro-
duction, increasing vulnerability to allergens. Chronic dehydration may contribute to premature aging, elevated blood pressure, depression, diverticulitis, eczema, fatigue, heartburn, joint pain, kidney stones, obesity (many people confuse the thirst sensation with hunger), rheumatoid pain and urinary infections. There are many other benefits to drinking enough water in addition to simply avoiding dehydration. Some symptoms that might be seen in a person with serious dehydration include: blood pressure decreased, breathing becomes more rapid, constipation, delirium or unconsciousness, dizziness or lightheadedness, eyes become sunken, fever, fontanels (soft spots on top of a baby’s head) become shrunken, headaches, irritability and confusion for adults, mouth and mucous membranes become very dry, pulse increases, skin shriveled and dry, sleepiness (with fussiness) in infants and children, sweating ceases, tears cannot be produced, thirst is extreme, urination decreases (none for three hours for infants and eight hours or more for older children) and any urine is very dark yellow. Unfortunately, you don’t come with a dehydration gauge. Thirst is not a reliable gauge of your need for water, especially in children and older adults. And if people normally do not get enough water, their perception of the sensation of thirst may be dulled or misinterpreted. A better indicator is urine colour. Clear or light-colored urine means good hydration; dark yellow usually indicates dehydration. The exception can be first thing in the morning—if a person has not voided all night it is normal to have darker urine. So if a person has some of these symptoms how do you know if it is dehydra-
tion and not another cause? Common sense and knowledge of the person and conditions will tell you something. Conditions that can Contribute to Dehydration The simple cause of dehydration in many cases is just not taking in enough water to replace what is lost and to maintain optimum water levels. Other factors that may contribute to dehydration include: Altitude especially above about 2,500 meters due to increased urination and more rapid breathing. Coffee and alcohol are dehydrating in addition to their other harmful effects. Diarrhea and vomiting can cause a great loss of water (and electrolytes) in a short time. Exercise not just from the obvious sweating but also the increased respiration rate causes more fluid loss. Fever with the rate of dehydration increasing as fever increases. Medications such as diuretics, antihistamines, blood pressure medications and some psychiatric drugs can contribute to dehydration, often by causing increased urination or perspiration. Sweating excessively especially in hot, humid weather. Cold winter weather can cause drying perhaps more slowly but also less perceptibly. Increased urination from uncontrolled diabetes or other medical conditions. Children and infants are more at risk because they are not as aware of the risk or the need to drink fluids. Older adults can also be at increased risk because of reduced ability to conserve water, less acute sensation of thirst, forgetting to drink, neglect by caregivers etc. If you’re a healthy adult, you can usually treat mild to moderate dehydration by drinking more fluids, such as water or a sports drink. Do not use soft drinks, alcoholic or caffeinated beverages. Get immediate medical care if you develop severe signs and symptoms such as extreme thirst, a lack of urination, shriveled skin, dizziness and confusion. Now that the hot weather is over there is less danger of dehydration but perhaps also less awareness.

Thornber was a painful shock to the people of Greenwood. She contracted a severe cold which super induced fever. Before you purchase your Xmas Suit, make sure it is composed of good reliable material; not got up for appearance only, with a smooth-faced outside, while beneath is a rotten shoddy foundation.” ➤ License Fees Set by Council Here are a few of the more interesting license fees enacted by Greenwood City Council, and a new road tax: “Every person who exhibits a public circus or menagerie, $5 for each day of such ex-

From present appearances, it will be . . . the handsomest residence in the city.” (ed.- and, arguably, the former McArthur house still is) “The work of excavating the cellar for the Barrett Block (ed. now the McArthur Centre) is nearly completed . . . Merry . . . met his death in the Iron Colt mine near Rossland through an act of self-sacrifice. A miner, George Callanach, had gone into a drift where some blasts had recently been exploded and was overcome by gas. Merry went in to rescue him and he also was overcome. Three-quarters of an hour afterwards, the two men were found and brought to the surface. Merry was dead but Callanach revived. Mr. Merry was married only three weeks ago and his wife is completely overcome with grief.”

HUGS S and G U L S
Slugs: To the machine operator who took trees, shrubs, etc. down on Jewel Lake Road, some of these appear to be taken down for no apparent reason.
If you have a hug or a slug, we’d like to hear it. We will print the anonymous submissions for all to see. Be honest, but all we ask is that you keep it tasteful. Editor’s discretion will always be exercised. Simply email bctimesnews@shaw.ca with your short quips, compliments or complaints; or you may drop them off at 318 South Copper Street in Greenwood.
Slugs: To public speakers who don’t use a microphone when one is provided – it makes a nice show of them flapping their chops but if they can’t be heard their message isn’t getting out. Hugs: To Cindy Satek at Parkview Manor from friends, family and residents.
