Abbotsford has a lower rate of property crime than its neighbouring cities, according to statistics released by the Abbotsford Police Department (APD). So far this year, the city has tallied 22.42 property crimes – such as break-ins and car thefts – per 1,000 people. This is the lowest rate among seven other municipalities. Coquitlam is second (25.71), followed by Ridge Meadows (31.1), Vancouver (31.38), Mission (36.87), Surrey (36.88), Langley (37.54) and Chilliwack (40.86). The figures were released last Tuesday during a property-crime presentation at the Abbotsford Police Board. Const. John Janela of the crime reduction unit and APD crime analyst Tracy Van Asseldonk also provided figures showing that, from 2008 to 2012, the city recorded a 70 per cent reduction in business break-ins, a 45 per cent drop in home breakins, and a 73 per cent decrease in stolen cars and thefts from vehicles. Janela said much of those drops can be attributed to a “property crime reduction initiative” established by the APD in 2008. The program currently has six officers and a supervisor, who, in consultation with Van Asseldonk, identify crime trends and target potential offenders. Janela said the APD keeps tabs on known property offenders residing in the community. There are currently more than 100 on their radar and, of those, 14 have been identified as “prolific” offenders

The campaign must gather 13,000 signatures in the area for the Sensible Policing Act to qualify for referendum. That’s at least 260 signatures per canvasser. Local officers ready for ride Cops for Cancer fundraiser launches Thursday

When Abbotsford police Const. Trevor Sales’ daughter spent a week at BC Children’s for kidney treatment, he got a taste of what it’s like to spend days in the hospital with a sick child. That hit home how hard it is for families who have a child with cancer. “I just can’t imagine families, that this is their life,” said Sales. He is part of a team of 25 law enforcement and emergency services personnel from the Lower Mainland who are embarking on an 800km loop of the Fraser Valley to fundraise for the Canadian Cancer Society. The annual Cops for Cancer Tour de Valley starts this Thursday, and will take riders nine days to complete. Riders will hit Langley, White Rock, Chilliwack, Hope, Boston Bar, Mission, Maple Ridge, Tswassen, North Delta, and Surrey, before finishing in Abbotsford on Oct. 4. This is Sales’ third year on the ride. He is one of four local law enforcement agents taking

how we can prevent it.” The riders will also be wearing different coloured beads during the trip. At BC Children’s, young cancer patients collect beads for every milestone in their treatments. The officers will have different beads as well, but for events like a bike crash, or a rainy day. The officers are paying homage to what children with cancer have to go through. The beads are also a way to connect the officers to the kids. “A pretty tough part of the tour is that you see kids with necklaces as long as they are. That’s

lots of treatments. Lots of very uncomfortable days,” said Sales. Every one of the 25 riders has committed to raising at least $5,000 for the Canadian Cancer Society, which provides a wealth of services and information about cancers. CCS also supports Camp Goodtimes, a summer camp for children with cancer and their families. Burridge has already surpassed his goal of $5,000, while Sales is nearing his personal goal of $6,000, thanks to generosity in the local community. “I have been über impressed with the citizens of Abbotsford. It’s been awesome for people to step up and offer their support,” said Burridge. Sales takes pride in helping fundraise for a worthy cause. But he also values reinforcing a more service-oriented image of the local police force among the next generation. “When police show up, more than likely it’s a bad day. This is a way for the general public to see the police in a positive manner.”

Other Hand Back in the late ’70s, hot songstress Blondie belted out the words “One way or another I’m gonna find ya, I’m gonna getcha getcha getcha getcha, One way or another I’m gonna win ya.” With apologies to Ms. Harry, those bent on developing and expanding Canada’s oil industry are likely singing similar lyrics as they contemplate the ways to get Alberta crude to Asian markets. The latest proposition, due to the supposedly huge negative reaction to pipeline construction, is to ship the oil by rail to Prince Rupert. Seven trains a day, each measuring I’d guess a mile or more long, with apparently enough capacity to match the daily flow through a pipeline. While there are comparatively few rail accidents – the horribly tragic disaster of Lac-Megantic aside – the potential for

environmental catastrophe caused by a derailment gives cause for reconsideration of a pipeline by those who are opposed. The reason being, as the song notes, the oil is going to get to market “one way or another” . . . the financial benefits that accrue to all of us mandates its sale and export. Our economy and our social infrastructure – health care, education, roads and bridges, transit, jobs, parks and everything else we want and need from government is provided by revenues. And like it or not, since Canada’s economy is based on resource extraction and sale, our oil and gas, coal and forest products must go to market or our nation and our lifestyle will stagnate or regress. Protection of our environment is noble and just, and must be at the forefront of any industrial expansion. So any movement of our product must be done in the best, safest way. And pipelines, built with the latest technology, are far less prone to environmental disaster than trains or trucks or any other method that can put the product and the environment at risk. It’s been a long while since I travelled

Highway 16 from Prince Rupert to Terrace, but I recall it and the railway tracks paralleling the mighty Skeena. And from Edmonton or wherever the crude originates to Rupert, there are myriad rivers, streams and relatively pristine environments that are traversed by rail lines. Wildlife, level crossings, trestles and winter weather are all hazards to train traffic while, underground and in properly engineered river spans, a pipeline can move product in relative safety. What does need to change with the pipeline proposal, however, is the coast termi-

nus. Kitimat is not the best option, given the island-choked route to open ocean. Extending the pipeline to Prince Rupert, as I’ve argued in a previous column, is the much better choice. It is only one island away from an obstacle-free route to Asia. Kitimat may be fine for ships laden with aluminum ingots and perhaps even for LNG tankers. One product sinks, the other evaporates. Spilled oil, on the other hand, is proven to be a catastrophic environmental disaster – and we have to look no further than Alaska’s Prince William Sound and the Exxon Valdez. Regardless, a transportation mode will be adopted, because “One way or another” revenue generation for our federal government, provincial governments and our way of life, which is based on the economy, requires it. Stopping continued development of “the tar sands” and leaving natural gas in the ground simply won’t happen. Therefore the rhetoric needs to be set aside and sensible dialogue prevail to ensure the safest and best methods of transportation are both chosen and mandated.

This OCP amendment application is proposed in conjunction with a rezoning application to rezone the subject lands from RR2 to a new Comprehensive Development Zone to permit the development of up to 1400 residential units comprised of a mix of 580 single family lots, 120 duplexes, 260 townhouses, and 440 apartments along with neighbourhood commercial uses on Whatcom Road.

Abbotsford is stepping into the cultural ring full force this year with the biggest Culture Days celebration the city has seen. The free three-day festival will be held Friday to Sunday (Sept. 27-29) at various sites around town. â€œAll the events are participatory â€“ learn to dance, behind-the-scenes looks, learn to drum, make public art â€“ as opposed to just watch,â€? said Tamaka Fisher, the cityâ€™s arts and heritage coordinator. There will be 24 hands-on events by 16

organizations and performers that promise to draw residents into the heart of the arts community. Although Abbotsford participated in the national Culture Days phenomenon last year, this is the celebrationâ€™s true stepping out â€œon a huge scale,â€? said Fisher. The city is taking the lead in organizing, and has lined up a whirlwind cultural tour that will keep children and adults entertained through the weekend. This includes interactive public art displays, open theatre rehearsals, participatory swing dances, bhangra dance lessons, watercolour painting workshops,

and Gur Sikh temple tours. For those wanting a more cerebral experience, the â€œCulture Under Constructionâ€? forum will question the business of culture and the role of public art. The idea is to inspire the community to invite cultural activities into their daily lives. There will be 7,000 Culture Days events nation-wide that weekend. â€œItâ€™s uniting the country as well as the community through culture,â€? said Fisher of the Abbotsford events. United Way of the Fraser Valley (UWFV) has announced that its goal for this year’s fundraising campaign is $800,000. The announcement was made by campaign co-chair Robin Marshall on Thursday morning during a kickoff celebration on the campus of Abbotsford Senior Secondary. The celebration included a free pancake breakfast for the community and a performance by the Abby Senior drumline. The first donation – $2,500 – for this year’s campaign was then presented to Marshall by Kathy Purcha, manager of the Bank of Montreal’s Highstreet branch. Les Talvio of Cyrus Centre, a drop-in centre for at-risk youth that receives funding from UWFV, urged those gathered at the celebration to support the campaign. “It’s an amazing effort to get behind and contribute to. They’re making a difference in the community,” he said.

The UWFV campaign runs annually from September to December, and 79 per cent of the funds comes from employee payroll deductions. Another 19.6 per cent is from corporate donations, while the remaining 1.4 per cent is from individuals contributing outside of a workplace program. The UWFV covers the area from Aldergrove to Boston Bar, including Abbotsford and Mission. It provides social service grants to 25 charities in areas such as early childhood success, homelessness and affordable housing, and poverty reduction. Last year, the agency raised about $756,000 toward its $875,000 goal, resulting in a lower target being set for this year. Abbotsford Police target downtown core Ten people, including seven women, have been charged following a drug sting by the Abbotsford Police Department (APD). The operation, headed by the APD’s bike squad and dubbed “Project Crackdown,” was held over four days early this month. Const. Ian MacDonald said the focus was on people selling crack cocaine and heroin in the downtown core, including the area around Jubilee Park, located at McCallum Road and South Fraser Way. “We felt there were legitimate complaints about activities going on in the downtown that we were hearing about from business owners and citizens,” he said. MacDonald said the investigation involved undercover purchases of drugs at various locations throughout the day. Some transactions were done on the street, while others were conducted from vehicles that were constantly moving around in lanes and parking lots, MacDonald added. The 10 people arrested have all been charged with trafficking drugs and range in age from 28 to 52. Since 2005, the individuals have been involved in more than 1,200 interactions with police, resulting in 146 previous charges being recommended, MacDonald said. He said, of the people charged, the person with the highest number of prior interactions is a man with 338. The second highest is a woman with 203. MacDonald said the ages of the people charged and the fact that seven women were involved might debunk some of the myths that people have about the drug trade in Abbotsford. “I think a lot of people imagine that drug transactions are conducted by people in their 20s … young guys with tattoos and pumped up on steroids,” he said. OR THE PAST FIVE YEARS, The Reach Gallery Museum Abbotsford has been a shining light at the centre of the community’s cultural scene. And from the beginning, executive director Suzanne Greening has been guiding that light. Greening came to The Reach when it was still a construction site and was in charge of hiring staff, creating policies and planning exhibits. She said with all the organizing that was needed, it was fortunate that the first exhibit had been pre-planned by the city. “We had that wonderful heritage exhibition that was up for the full year – People of the Land, Valley and River – then we began working with the Abbotsford Arts Council and the creation of the Community Visions exhibition which was all Abbotsford artists,” said Greening, adding that it seems so much longer than five years. “I really believe the community was waiting for an institution like this. And we’ve had such willing community partners who really wanted to be engaged with us.” She said that has helped grow The Reach faster than originally expected. While five years is a nice milestone, Greening said The Reach is “still in its infancy.” Along with the many exhibits that have already appeared at The Reach, the gallery also offers a full slate of programs for

the public - a fact some people have yet to discover. “Some people don’t even know we’re here ... There will always be people who don’t know we’re here and I think it’s in part because formalized culture isn’t part of what they would do. They may do it in Paris or Vancouver but they don’t think to do it in their own community.” During the past five years, the facility has hosted a number of great shows. Greening said because of the subjective nature of art, not everyone enjoys every exhibit, but for the most part comments have been positive. One of her favourite shows was the exhibit Vistas: Artists on the Canadian Pacific Railway. “It was an early one for us. Everything looked so beautiful, the art was beautiful.” She said every exhibit is a highlight. Her plan for the future is simple - to keep building community partnerships and keep providing high quality exhibits and programs. One aspect Greening said is very important to all the staff is that The Reach is free. “You can come for five minutes, five days a week or you can come once a year and spend a few hours here. We’ve really tried to make The Reach part of everyone’s life, everyone who wants it to be part of their lives.”

RUCE BECK is still amazed that The Reach Gallery is the success it is. The former Abbotsford councillor played a vital role in the arts project, but initially he wasn’t a big supporter of the concept. In fact, Beck said he was sent into the first meeting with local community groups to end the idea. “That was my job, that was my mission, that was my task. It was to shut this down. The discussion was never supposed to get past the first meeting,” said Beck. Less than 30 months later, The Reach opened and Beck was considered one of the main proponents of it and the rest of the Plan A projects, including the Abbotsford Entertainment and Sports Centre and the newly renovated Abbotsford Recreation Centre. But how did Beck go from project quasher to supporter? The answer is simple: passion. “The Reach was the realization of a meeting of 23 community groups who were asked to set their own organizational priorities aside and answer the question. ‘What

does Abbotsford, need to take the next step as a city?’ The Reach was one of three answers the groups came up with.” Beck said it was incredible to see so many groups rally behind the idea for an arts centre, even though it didn’t impact their own organizations. He said there were minor league sports groups fighting for The Reach and arts groups fighting for the entertainments and sports centre. “That was a moment of pure selflessness on the part of average residents of Abbotsford that no politician, including myself, has any business taking credit for.” Looking at the success of The Reach today, Beck said he has trouble comprehending it. “In my wildest hopes and dreams, I never thought we’d be where we are in this short time.” Originally the hope was, in five years, to attract 1,000 people a month, 12,000 per year. Beck said The Reach attracts approximately 25,000 per year. He marvels at the growth considering all the criticism that the project was “a luxury” and something that wasn’t needed.

Acrimony between Legends Football League Canada management and players in Calgary and Saskatoon has resulted in the complete cancellation of the 2013 season. The four-team league, formerly known as Lingerie Football League Canada, announced last week that half of its scheduled games would be cancelled and the season-opening date pushed back by three weeks in order “to ensure a better product on the field with greater preparation.” A Metro Calgary newspaper report later indicated that there had been a mass exodus of players from the Calgary Fillies, a new expansion squad, amid complaints of league disorganization and safety concerns. Then, according to the

Saskatoon StarPhoenix, the Saskatoon Sirens voted not to suit up in 2013 after their schedule was trimmed from four to just two games, prompting the league to dissolve the season. The move was described as “devastating” by B.C. Angels linebacker/receiver Kate Marshall, one of five returning veterans from last year’s squad which won the inaugural LFL Canada championship. The Angels play out of the Abbotsford Entertainment and Sports Centre (AESC). The Angels, according to Marshall, were organized and prepared for the 2013 season – they had a roster of 17 committed players, and had been holding two to three practices per week in Vancouver and White Rock for the past fourplus months.

“Our team was definitely ready to go,” she said. “It’s a pretty big disappointment for us, because of the time commitment and everything we’d put into this season and launching the season in Canada.” Complaints out of Calgary about player safety – the Fillies reportedly only received shoulder pads and helmets two weeks before their first scheduled game – weren’t shared by the Angels, Marshall said. “Obviously with a contact sport, there’s a concern with player safety,” she noted. “But at the same time, we were pretty prepared in that aspect – we’d done a bit of hitting and contact with our pads and helmets to get up to speed. But my understanding is that a lot of the other teams hadn’t gotten there (practicing in pads) yet.”

Delegates at the Union of B.C. Municipalities convention unanimously backed the resolution Thursday and agreed to strike a working group to help coordinate negotiations on behalf of affected cities. Many cities fear degraded recycling services depending on how the new system rolls out and argue MMBC won’t pay them enough to cover their costs if they agree to keep running curbside collection as contractors. “We see a significant hit to taxpayers to cover the cost of implementing this program,” said Prince George Coun. Cameron Stolz, disputing MMBC claims the $110-million system will be fully financed by the producers of packaging and paper. “The terms and conditions of the contract are just simply unacceptable,” New Westminster Coun. Bill Harper said. If cities decline to be paid collectors, MMBC will contract the service out to firms and may let them halt curbside

pickup of glass and direct residents to take jars and bottles to a depot instead. “That glass is going to go straight in the garbage,” Harper predicted. “So we’re actually walking backwards in terms of the diversion rate in New Westminster.” Thursday’s vote came as MMBC claimed 85 per cent of B.C. cities with curbside pickup have accepted its offer to run the service for payment. It said five per cent declined by a Sept. 16 deadline, letting MMBC contract out, while 10 per cent will opt out and keep providing recycling pick up without any MMBC payment. Richmond Mayor Malcolm Brodie, chair of Metro Vancouver’s zero waste committee, said the positive responses

MMBC claims may include many cities that have conditionally signalled their intent, but

want to negotiate better terms. “In Metro Vancouver there is widespread

rejection of the MMBC situation,” he said. “But I believe there’s also a collective will to make

it work.” Brodie said he’s been assured provincial government officials are

concerned and argued the planned launch date of next spring should be delayed.

UFV men’s soccer squad knocks off rival Spartans

A victory by the men’s squad over their local rivals from Trinity Western University highlighted the University of the Fraser Valley’s weekend soccer results. The Cascades knocked off the Spartans 4-2 on Sunday afternoon at Bateman Park. Justin Sekhon twice staked UFV to one-goal leads by converting penalty kicks, but both times TWU rallied to knot the score on goals by Jerome Lou and Kalem Scott. The Cascades would pull away down the stretch, though, thanks to strikes by James Najman

in the 64th minute and Connor MacMillan in the 73rd. Defender Sahib Phagura picked up UFV player of the game honours. Pam passed away peacefully at the age of 56, on September 9th at the Christine Morrison Hospice in Mission, BC after a two year battle with Inflammatory Breast Cancer. The family would like to thank the staff for their exceptional care and concern for Pam during her stay there. Pam was born in Edmonton, AB, and through her life she lived in many communities across Alberta and BC, spending the last years of her life in Abbotsford. Pam is survived by her children, David Stanway, Leslie Schellenberg, Cheryl (Jackson) Stevenson, and her beloved grandsons, Phoenix and Xavier Stanway. She will be missed by her 9 surviving siblings, as well as numerous aunts, uncles, nieces, nephews, cousins and good friends. She is predeceased by her parents, Jim & Jo Stanway, and three siblings. Margaret Metcalfe Taylor was born October 16, 1916 in Saskatoon to Winnifred and William James. Her father was serving in France with the Canadian Black Watch at the time of her birth. Upon his return to Canada Peggy’s father was transferred to Vancouver as a freight foreman at the CNR. Peggy attended Richard McBride School and later John Oliver High School in Vancouver. Peggy excelled at running during her high school years. After high school she attended UBC for 2 years and then Vancouver Normal School where she specialized in primary education. Later Peggy completed her Bachelor of Education from UBC. Her first school was Jubilee in Abbotsford, School District #34. From there Peggy went to Peardonville School where she boarded at the Taylor family home. At the farm she met Aubrey Arnold Taylor, her future husband. In 1942 Peggy joined the C.W.A.C. and was stationed in Vancouver until she was transferred overseas in November of 1943. In London she worked in the education center at Canada House. Peggy returned to Canada, April 1946 and taught Grade 2 at Lord Tennyson for one year. Aubrey and Peggy were married at Chowan United Church on February 14, 1947. Peggy and Aubrey bought acreage on Moulstade Road where they raised their three daughters. While the children were young, Peggy stayed home doing community service and teaching Sunday School at Trinity United Church. In the spring of 1956, Peggy organized and taught the first class of Cognitively Challenged children. The class was held in the hall of the Anglican Church on McKenzie Road. In the Fall Peggy was offered a position at Abbotsford Elementary School where she remained until 1966. At that time she was appointed Primary Supervisor, a position she held until 1976. At this time both she and Aubrey retired and they enjoyed many years of traveling. Peggy is survived and will be deeply missed by her daughters Penny Dumas (Paul), Susan Martin and Wendy Charney (Lloyd). She is also survived by 10 grandchildren and 13 great grandchildren. There will be a memorial tea at Hallmark On The Park (3055 Princess Street Abbotsford, BC) in the Fireside Room on Saturday, October 5, 2013 at 2:00 p.m. Friends and colleagues are invited to attend the tea.
