The 2013 Rock Creek and Boundary Fall Fair was a hot one, with temperatures in the 30s on Saturday and nearly as hot again on Sunday. The fair was opened this year by The Honourable Judith Guichon, Lieutenant Governor of British Columbia. She said she was amazed at the overall organization and volunteer spirit of the Fair and how the many volunteers were working so well together.

The dais presented some great musical acts this year—Tim Hus and Fred Penner were headliners—along with the Cullpeppers, the Prenell Reichert Band, Rick Valiant singing the Songs of Sinatra, Laela Heidt, the Timely Wonders, the Sock Monkey Band and a Gordon Lightfoot showcase. As always the local 4-H clubs had a significant part in the program with displays, a fashion show, livestock judging and arena shows. OPEN SEASON at Freeman’s! Board of Trade President Jim Nathorst chaired their September meeting with Mayor Nipper Kettle in attendance and economic development on the agenda.

City, BOT brainstorm

The initial steps toward developing economic development for the City of Greenwood took place at a meeting last week when seven members of the Greenwood Board of Trade (BOT) and Mayor Nipper Kettle sat down to brainstorm economic development ideas. Establishing an economic development committee has been a topic at city council meetings over the summer and the BOT devoted their entire September meeting agenda to the issue. Kettle told the BOT he has invited Grand Forks resident Alan Cooper to attend to share his experiences working on a similar project in Grand Forks. BOT President Jim Nathorst said the terms of reference of the committee would be hammered at the founding meeting. BOT member Jeff Fraser suggested getting input from other places that have had success. It is hoped that other organizations both inside and outside the city will participate should a committee be formed. Names that were suggested for invitation included the Greenwood Museum, The Greenwood Improvement Society, Community Futures Boundary and the regional district. In preparation for future meetings BOT members brainstormed what they would like to see done to foster economic development. The first topic that was brought up was unsightly prem-

ises. Jeff and Colleen Fraser had just returned from a seven-week road trip across the continent and reported Greenwood as one of the least appealing communities they had seen. Kettle said he would like council to agree to enforce unsightly premises bylaws by cleaning the properties up and charging costs to the property owner. Another suggestion was to take advantage of the regional district tipping fee waiver policy to partner with a nonprofit organization so that fixed-income or financially strapped residents can get past the cost hurdle that a major cleanup would present. Jeff pointed out that it was unlikely that a General Motors plant or sawmill would be built in the city so development has to focus on tourism. The Frasers said the tourist community of Baddeck, N.S. stood out as a town where a spirit of pride of ownership is fostered. “Every lawn is mowed, flowers planted and it looks inviting,” said Colleen. Kettle was encouraged by the support he received from the BOT members for his proposal now before council to limit the size of For Sale signage in the community. Another suggestion was establishing a bylaw to encourage building owners to not leave buildings empty. It was reported that Rossland had a bylaw that assesses vacant buildings at a

higher property tax rate. Those in attendance also supported a revitalization tax exemption bylaw. Such a measure that would exempt property tax increases on commercial properties for a few years after the owner invests in eligible improvements. Nathorst said he had seen the program work in Victoria. “It doesn’t really cost anyone anything, because that tax money would be foregone without the development anyway.” It was suggested that the city campground be posted as free, with additional signage directing those who want hook-up to local motels providing the service. It was proposed that heritage tourism be nurtured to take advantage of this valuable competitive advantage that Greenwood enjoys. Other suggestions included the installation of speed reader boards to slow traffic down, promotion of industrial properties and the West Kootenay Power building, putting in heritage streetlights, finding ways to encourage younger families to move to the community and capitalize on the Berkeley Springs water tasting award. A meeting has been set for Sept. 25 at 7 p.m. in council chambers for the BOT and council to discuss establishment of an economic development committee for the City of Greenwood.

Not much call for police at fair The Rock Creek Fall Fair weekend was relatively uneventful for police, according to Midway Detachment Commander Cpl. Kevin Christensen. He reported that although there were several open liquor seizures, a few violation tickets handed out and a few alcohol induced minor assaults reported to police, overall there were very few calls for service at the fair and it appeared everyone had a good time. *** West Kootenay Traffic Services advised the Times that on Sunday, Sept. 15 Midway RCMP and West Kootenay Traffic Services, responded to a

single vehicle roll over on Hwy 33, 14 km north of Westbridge. The lone driver, an elderly woman from the Grand Forks area, was deceased at the scene. Investigation is continuing but alcohol and drugs are not a factor in this crash. The next of kin has been notified and the release of the name will be by the BC Coroners Service. *** On Thursday, Sept. 12 Midway RCMP were called to a

break and enter at the Gold Pan Cafe in Rock Creek. Cpl. Christensen reported that unknown suspect(s) broke into the business sometime in the early morning hours. Board approves contract A new way of professional development has been put forward to the teachers of School District 51 (Boundary). At the board meeting held on Tuesday, September 10 in Grand Forks trustees gave final approval to the District Achievement Contract, which identifies the Inquiry Process as one of the four main goals for the coming year. Specifically, the four goals are: • to embed the Inquiry Process into teaching and learning, • to improve student achievement in reading, writing and numeracy, • to implement emerging technologies in teaching and learning into the classroom for all students, • to develop a district shared vision embedding health promoting schools initiatives into schools and classrooms. Superintendent Kevin Argue reported that each August KEVIN teachers from across the dis- ARGUE trict come together for August Days—a time of focusing thought and energy on the coming school year. School district administration and the Boundary District Teachers’ Association (BDTA) develop the agenda collaboratively. According to Director of Learning Doug Lacey, August Days this year was based on the introduction of the Inquiry Process to the teachers of the district. Lacey explained the Inquiry Process as a way for teachers to explore specific areas of interest to them that they feel might make students more successful. “The idea is not to perpetuate the status quo,” said Lacey. “It is to really ask a deep question. Scanning what is happening for your learners and then focusing—perhaps the entire school or

maybe just a few teachers—to develop that hunch into a system of learning, action, checking and scanning to see if the change achieved the desired outcome.” Spirals of inquiry is not new in the province, and during August Days SD 51

The committee is composed of public health nurses Linda Manzon and Heather Shilton, Norm Sabourin, Kevin Argue and Vicki Gee. *** Tyler Neale and Chris Myers of the auditing firm Grant Thornton reviewed the 2012 - 2013 audited financial statements and the board approved them.

Signs too big, says Kettle At the Greenwood Council meeting on Sept. 9, Mayor Nipper Kettle introduced a proposal that would see the size of For Sale real estate signs limited. “From a tourist’s or investor’s point of view when they come through it looks deplorable to see these big for sale signs in the city,” said Kettle. “If we are going to make a difference in the economy of Greenwood this is a good first step.” He proposed limiting For Sale signs on commercial properties to 10 inch square or smaller. Councillor Barry Noll said the problem is not only real estate signs but other signs as well. Councillor Darla Ashton said that the idea of the signage is to catch the attention of those passing by and questioned the proposed limit on sign size, calling it a slippery slope. Noll suggested the issue be referred to the next meeting to give council a chance to get input from locals to make sure the system works for everyone. It is still to be decided if the proposed regulation would apply only to the downtown area or along the entire Hwy 3 corridor. *** The city has issued a notice informing residents that dog control is now in place for the Greenwood area. According to the notice they officially started Sept. 12 and can be reached at 250-443-1851. The animal control office is located in Grand Forks, but Gary Maletta and Nikki Best are the officers for this area. *** Organizers of the Greenwood blue-

grass festival had been scheduled as a delegation to the Sept. 9 meeting of Greenwood council but had to cancel and sent a letter apologizing and stating a desire to reschedule. Administrator Robin Dalziel said bluegrass directors Roland Berg and Don Huggett had mentioned only one concern - that the committee developing the multi-use facility at the ballpark will remember they would like to use the venue on Aug. 20 next year. Dalziel said he’s heard concerns from some residents that many of the bluegrass RVs had come to the Greenwood ballpark arrived in town on Sunday or Monday and the festival doesn’t start until the following Friday. *** Nelson Quimette has resigned from the Board of Variance. His letter said that council had allowed exceptions to the zoning bylaw against the wishes of the board. Council however felt that they had been following the legislation, as it exists which states that the Board of Variance meets only in cases where compliance with the zoning bylaw would result in a hardship on the property owner. *** Councillor Noll, who sits as the Regional District representative for the City, reported on changes to the recycling services that will be coming to the West Boundary in the next few years.

The communities on the east end of the regional district have turned over their recycling collection to private sector with programs being funded through producer stewardship programs. The Boundary however has a contract with Kettle Valley Waste, which will continue until 2017. Noll said he believes that new provincial requirements will result in large corporate haulers coming in to handle the recycling in the future. *** Noll also reported he has contacted the Penticton Metal Detectors Club about coming to Founder’s Day next year. *** Council voted not to advertise in the Kettle Valley Express next year citing the high cost. It would have cost up to $2,800 to place a full-page ad. *** Final reading was given to Bylaw 876, which sets fees and charges for various services performed by the City – everything from buying a lapel pin or getting a photocopy to having your water and sewer hooked up. *** Hoping to encourage dog owners to license their animals in a timely manner council gave three readings to Bylaw 878. The bylaw sets dog license fees at $15 for spayed and neutered dogs and $25 for unsprayed or unneutered dogs if purchased by the end of January each year. Licenses purchased after Feb. 1 will cost $30 and $40 depending on if the animal has been spayed/neutered or not.

New name, format to dog sled race

Boundary Dog Sled Association (BDSA) organizer Dr. Ruth Sims has some exciting news about upcoming changes. The race has changed from being a mid-distance marathon-qualifying race to a two-day sprint race event. To coincide with the change in race format they have also changed the name of the race (though not the association). The new race name is the Boundary Dog Sled Classics. The BDSA is now gearing up for the inaugural sprint races at Jewel Lake on January 25-26, 2014. The sprint races are being held at Jewel Lake Resort. The event will run both Saturday and Sunday and the combined fastest time for each class will be the winner for the weekend.

There will also be a concession stand with hotdogs, hamburgers, etc. and some non-racing events are in the planning stages too. “We are in the process of becoming sanctioned by the International Sled Dog Racing Association as well,” explained Sims. The association is hosting their 4th annual Fowl Supper on October 5th at the Senior’s Hall in Grand Forks. Allyou-can-eat for $10 with turkey, trimmings and dessert. Tickets at the door only, with the supper on from 5-7 p.m. “We can always use a hand with setting up/cleaning up or doing a few dishes so if you can help let me know,” said Sims. “If you would prefer to just come out and enjoy the supper, make sure you

bring lots of friends and family!” BDSA is on Facebook now at boundarydogsledclassics “I am primarily going to be using the Facebook page for updates etc. so check frequently particularly as we get closer to race day!” Sims says she will continue sending out periodical emails for those association members who do not have access to Facebook. They are also in the process of creating a new website - www.boundarydogsledclassics.com. “The railtrail200 website is no longer available and the new one is not yet ready to go, but should be up and running within a couple of weeks,” said Sims. “So keep updated by checking Facebook and website.”

Make help available too A website has just been launched to solicit public comment on changes to liquor policy in the province. This is the first time in 25 years that these regulations have been given such a thorough look-over. In announcing the public comment period (which lasts until Oct. 31) the province says it is looking for ideas on how to make balanced, common-sense changes to B.C.’s liquor laws. The website — www.gov.bc.ca/liquorpolicyreview — has a link to Liquor 101 that is meant to provide a basic understanding of how the system currently works. There are also links to comments from industry and stakeholder groups and then, of course, opportunities for the public to provide their comments. According to the government press release the goal of government’s review is to find changes to B.C.’s laws on the use and sale of beer, wine and spirits that improve customer convenience and grow B.C.’s economy, while ensuring public health and safety. It’s a good bet that by the time the public is invited to offer comment on things like this the general course of the new policy or legislation has already been determined. But according to the Centre for Addictions Research of B.C. at UVic there are “significant public health, public safety and economic costs associated with alcohol consumption and a commitment to using best available evidence to create modern laws and regulations capable of minimizing these harms.” In other words the government has a duty to make sure that treatment and recovery options are funded. If it is going to be easier to get alcohol it should also be made easier for families and individuals who are adversely affected by the sauce to access help.

Is information available? Editor, The Times: An open letter to B.C. and Federal Ministers of Environment and Agriculture: Dear Ministers: I am an Organic Seabuckthorn farmer in the Village of Midway. There are 16,306 deaths yearly from poisons in the U.S. There are signs all over the area, including the TransCanada-Trail that runs along

my property that the area has been sprayed with poisons for weeds. This has been going on for years now. This year, this area has many times more grasshoppers than we normally have had. About 400 of my orchard trees are completely bare from grasshoppers, and most of the trees around my residence are bare with extensive damage. Noticeably absent this year are the birds. There is not a bird in sight anywhere. Is there a connection between the spraying of poisons in the area

and the missing birds? Could spraying of the Trans-Canadatrail or the highways have poisoned the birds? People cannot live without safe food and water. Birds eat thousands of insects. Can the people affected by this unbalance of nature in this and possibly other areas of B.C. get information on why we have such an increase in crop losses from insects, and what will be done to correct the problem? Mission: Improve food security

The West Boundary Sustainable Foods and Resources Society has grown out of the West Boundary Local Foodsharing Group created in 2010. The group was at the Rock Creek Fall Fair with a booth offering presentations and displays. Their Saturday schedule featured Sue Harvey, an expert on bees from Osoyoos, who will be also giving a workshop this Saturday at Teddy Bear Farm in Midway, 815 Division from 2 to 4:30. Leda Fair gave three workshops: on sun-infused teas, lasagna gardening and extending the growing season. The people involved with this group have always known the value of teaching others and they put their booth to good use. As well as the presentations they also had static displays on genetically modified organisms, Round-up, mini-hoop gardening and lasagna gardening. The society is also continuing the practice of offering community workshops on a great variety of subjects. They are developing a schedule of workshops for the next year that will begin in November with sessions on using local

grains in bread making and using grains three times a day. The workshops will cover seasonal topics with December’s lone session called Tasty, but Healthy Christmas Eating. As winter gives way to spring next year you can expect the workshops to provide a lot of timely gardening information, from soil preparation in the spring to a session on juicing apples scheduled for October 2014. The Society’s mission is to improve food security by cultivating a healthy, sustainable, local food system through education and community action. According to literature they distributed at the fair the society is maintaining a broad definition of community action, through educational opportu-

The WBSF&RS is continuing the development of community gardens, the production of organically grown produce and storage. The society is presently raising money in order to plant garlic in the Rock Creek and Midway community gardens. They are asking for donations of $10 that will each fund a pound of garlic seed. At harvest time 2014, some of the garlic will be available for local residents and the rest will be sold in order to raise money for community garden equipment and supplies, plus seminars and workshops for the West Boundary.

PERFECT PENNING RoSco Ranch in Westbridge held a cattle-penning competition on Sat­ urday that drew 30 riders, enough to make up 10 teams. “A bunch of friends wanted to still have an event so I put one on,” said organizer Scott Thordarson. The buckles were presented at a steak potluck dinner following the day of competition. Thordarson said there was $1,600 in prize money given out. There were 60 rides on Saturday. They were going to have a jackpot on Sunday but decided to just chase some cows instead. Thordarson’s partner, Rosi Tan, said about 70 or 80 people came out for the event. RoSco Ranch holds penning events every second weekend through the summer.

Fun at the Rock Creek Fall Fair Continued from page 1

the goalposts. Although one team scored three goals and the other team somewhat fewer—the biggest loser in the match was the ball, which suffered a catastrophic puncture about ten minutes into the action. A gas powered RC car operated by Robert Hamilton proved to be the fastest thing on the track—though a few head of cattle didn’t enjoy having it join them in their livestock pen at the east end of the arena.

Many displays of produce and craftsmanship filled both the Pavilion and the Ag Building with colour. The president of the Interior Provincial Exhibition was there Sunday and said he had never seen such a great effort at a small town Fair. According to Terry Keough all of the vendors said even though the Fair attendance was not the highest, mostly due to the Summerland Fair landing on the same weekend, they all thought the Fair was one of if not the best one ever. Fred Penner was a great hit with the

kids (young and old) on Sunday. Sitting on the ground directly in front of the stage gave one an interesting view. The area closest to the stage was filled with dancing kids, while the first three rows (all I could see from my vantage point) were literally jiggling and bouncing along with the music proving it is hard, if not impossible, to sit still at a Fred Penner concert. Penner said it was the best fair he has been at and the friendliness and volunteer spirit was unmatched.

Author brings adventures to life

Self-published and award-winning author Dave Perrin says he was in remedial reading from the time he was in Grade 1 to Grade 9. “All of my teachers would be astounded to think that I had gone on to do writing,” he told a gathering of local readers at the Greenwood Public Library last week. “Every one of my counselors right up until Grade 12 told me to go and do a vocation, because with the marks that I had in math and physics they kept telling me I was probably not going to be able to handle the university,” he laughed. He didn’t listen to his counselors though. He went to university and became a veterinarian. It turns out what he may have lacked in aptitude for math and physics he made up for with a natural ability to really listen to animals and know what’s going on. He also had a love for the James Herriot books and that led him to write Don’t Turn Your Back in the Barn, the first of five books in his Adventures of a Country Vet series. “I always said from the moment I started my practice that I was going to do these books and the girls would always say – oh

there’s one for the books. There always was another one for the books because as soon as you put people and animals together there are a lot of funny things that are going to happen.” He publishes through Dave’s Press Inc. (davespress.com). His first book sold 60,000 copies in Canada and has now been translated into Japanese, Korean, Estonian and they are working now on Russian and Spanish translations. The next two books have been translated into Estonian, Korean and Japanese. In 2004, along with Debbie Palmer, he co-wrote his only non-fiction book, Keep Sweet – The Story of Polygamy, which is about Palmer’s incredible story growing up in the community of Bountiful in the Creston Valley. “This book was certainly a very difficult task. There were times when I would have to put it aside for a week at a time because I couldn’t get back at writing some of the stuff. A lot of it was very heartbreaking.” He was struck by the thought of actually going through the things Debbie had written in the rough draft of the book. Perrin said that when Palmer left the polygamous cult she tried for the better

part of three years to write the book on her own and finally one night in desperation she phoned him and asked for help. Keep Sweet is the story of a three year old girl growing up in a polygamous cult with her family and watching her father marry a 14 year old daughter of Ray Blackmore. Although the book is set in the early ’50s and ’60s, Palmer’s experiences are representative of those that many children of polygamous groups are currently experiencing. Keep Sweet won the 2005 Vancity Prize for the best book published in British Columbia on women’s issues.

The title comes from the belief of the fundamentalist Mormon sect at Bountiful that the only way for a woman to make it to heaven is to have her husband extend his hand into her grave to lift her up. “If you don’t stay sweet in your relationship your husband will choose to leave you in the grave and you will stay there for eternity,” explained Perrin. Perrin is working on the sixth book in the veterinary series. “This one will be called Better Late Than Never,” he laughs. “Which is probably appropriate because everybody keeps nagging at me saying where’s the new book.” To maintain artistic and financial control of his work, Perrin decided to try something that is becoming more common, self-publishing. In 2000, Dave’s Press was established and his first book in the Adventures of a Country Vet, Don’t Turn Your Back in the Barn, was published. It was followed with the release of Dr. Dave’s Stallside Manner (2001), Where Does it Hurt? (2003), Never Say Die (2006), and When the Going Gets Tough (2010). Application for an Advanced Metering Infrastructure Radio-Off Meter Option THE APPLICATION

THE REGULATORY PROCESS

On July 26, 2012, pursuant to the Utilities Commission Act, FortisBC (electric) Inc. (FortisBC) filed an application for a Certificate of Public Convenience and Necessity (CPCN) for the Advanced Metering Infrastructure (AMI) Project. On July 23,2013, the Commission granted CPCN Order C-7-13 (the Decision) for the AMI Project subject to the condition that FortisBC confirm in writing that it will file an application for an opt-out provision by November 1, 2013 based on principles set out in the Decision.

The Regulatory Timetable including the deadline for Intervener and Interested Party registrations will be established in a future Commission order and will be accessible on the Commission website.

On August 30, 2013, FortisBC filed an application for a Radio-Off AMI Meter Option (the Application) based on principles set out by the Commission Panel in the Decision. The Application sets out the fees and process for customers who choose the Radio-Off AMI Meter Option.

INTERVENTIONS Persons wishing to actively participate in the FortisBC proceeding must register as Interveners through the Commission’s website at www.bcuc.com as soon as possible. In their registration, Interveners must identify the issues that they intend to pursue and indicate the extent of their anticipated involvement in the review process. Interveners will each receive a copy of all non-confidential correspondence and filed documentation, and must provide an email address if available. Non-residents of the FortisBC service area must state why their interests are affected; the Commission Panel may otherwise restrict registration to residents of the FortisBC service area. Persons not expecting to actively participate, but who have an interest in the proceeding, should register as Interested Parties through the Commission’s website or in writing, as soon as possible, identifying their interest in the proceeding. By participating and/or providing comment on the Application, you agree that all submissions and/or correspondence received will be placed on the public record and posted on the Commission’s website.

Transportation in a rural area like the West Boundary where public transit doesn’t exist can be a real pain. It can be even more of a pain if you are a senior without a vehicle who needs to get to a doctor or hospital appointment. Knowing that the best way to tackle a problem is to start working on it yourself the Kettle River Seniors (Branch #102) applied for a New Horizons for Seniors Grant in 2011 that provided them with what they call their Wheels of Wellness Car. With it they take seniors for free (but donations are accepted) to appointments. They also occasionally take seniors on social outings, workshops or meetings. The group had an information table at the Rock Creek and Boundary Fall Fair last weekend to let local residents know of the service, to canvas for volunteer drivers and to sell raffle tickets to raise money to cover the operating costs of the car. Winning tickets will be drawn on Dec. 9 with five prizes ranging in value from $25 to $325. The Kettle River Seniors started as a club in the mid ’70s. In addition to putting the wellness vehicle on the road the group also produces The Echo newspaper, which comes out every two weeks, they help their community whenever they can and they invite special speakers to their meetings. Their literature at the fair booth indicated they hope to visit other senior organizations in the area in the future.

Through a second New Horizons Federal Grant Kettle River Seniors are organizing a series of workshops titled “Empowerment of Seniors”. The next one scheduled is a four-day workshop over two weekends entitled Introduction to Muscle Testing coming up at the end of this month (Sept. 28/29 and Oct 5/6).

Volunteer drivers must have a valid driver’s license, do a criminal records check and have a driver’s abstract done. Costs will be reimbursed.
