The first week of work for Jamie Cassels included dishing pancakes to University of Victoria students and leading a six-kilometre run around the campus, an upbeat start to the tenure of UVic’s new president. Where the past year focused on UVic’s 50th anniversary, Cassels says his job is about setting the stage for the next 50 years. But the foreseeable future won’t be easy – across the board budget cuts that led to layoffs last year will likely continue. That will set the stage for the next round of union negotiations for contracts set to expire in 2014, barely two years after a

rotating strike and hard bargaining brought temporary labour peace. As UVic’s vice-president academic and provost from 2001 to 2010, Cassels is no stranger to highlevel administration of an institution with about 5,000 employees and 20,000 students. He spent the past two years in the relatively quiet position of teaching in the faculty of law, where he started at UVic 32 years ago, before throwing in his hat for president. “The top priority for me is a series of consultations on campus and in the community. I’m scheduled for 40, 50 or 60 meetings in the next few months with students, faculty, staff and the community to begin the conversation of what the next 50 years will hold,” Cassels says.

The future of The Clive development proposal is far from extinguished, as Oak Bay council pushed the project on to the next level on Monday. Council was met with a full house that packed the chambers, overflow room and even plugged the door of the municipal hall, as residents and developers turned out to hear what council would decide about one of the district’s more controversial projects. The vote: move the project on to Oak Bay’s Advisory Design Panel for consultation – a call that sparked an outcry from some members of the audience. The development, a proposed three-storey, 19-unit building that would replace the two-storey, eight-unit apartment currently at 2280 “Council promised Oak Bay Ave., was brought forward to council with us they would listen, but revisions on July 15, after the JN Development group it seems to me people went through an extensive came to the meeting consultation process with area residents. However, with their minds a motion put forward to already made up.” deny the proposal due - Peter Gooch to perceived violations with Oak Bay’s Official Community Plan was defeated by a tie vote. Further consideration of the application was then tabled until all council members could be present for the vote. At Monday’s meeting, Clive Avenue residents and community members who opposed the project showed up with pamphlets and promotion for an online petition to urge council to quash the project. “Municipal staff have warned that such action would set an extremely dangerous zoning precedent which would, in effect, remove the community safeguards and standards,” reads the pamphlet, organized by “No” spokesperson Peter Gooch. “Any lot in your Oak Bay neighbourhood could be similarly rezoned for over development. “Council promised us they would listen, but it seems to me people came to the meeting with their minds already made up,” Gooch said.
