Representatives from upwards of 10 community organizations serving Keremeos, Hedley and Ollala areas, met with RDOS Regional Director for Area “G”, Angelique Wood, during the evening of August 29. The purpose of the community meeting was to discuss and democratically vote on grant allocations from the RDOS for Area “G”. Local organizations competed for a limited $12,000 of grant money, where

grant proposals amounted to $20,830 going into the meeting. In turn, representatives from non-profit societies spoke passionately and compellingly about the services and events they extend to Area “G” residents and visitors. Director Wood encouraged questions and dialogue amongst competitors so that votes would be informed and then consciously cast. Cheques for the grant allocations will be mailed out at the end of the first week of September.

Editorial COR certification may not be worth the cost The Regional District Okanagan Similkameen recently received notice from Worksafe BC that they had failed to meet criteria for COR safety accreditation this year. In the executive summary to the RDOS, the report stated that much of the RDOS’ failing grades came from the external organizations under its umbrella the regional district fire departments and recreation commissions. The RDOS censored part of the executive summary, so we don’t yet know which external department was involved in the failed audit. What struck us as interesting, however, was a recommendation in the COR report suggesting that the regional district “Consider providing a dedicated safety resource person to the fire departments to be responsible for developing standards, operating procedures and overall safety management.” It is not known at this point exactly what the above recommendation will entail, but we are concerned about the word “dedicated” in the above quote. Is the summary talking about a full time position here? At stake are COR Workman’s Compensation related savings amounting to $10,000, in addition to a recertification audit costing roughly the same amount. Our point is, based on COR executive report recommendations, will the pursuit of such accreditation be worth the cost? It should be possible for the RDOS to implement a safety plan using existing staff that would fulfill the objective without hiring more full or part time staff. It seems apparent to us that any additional hiring to achieve this goal would likely cost more than what the RDOS would save by achieving renewed COR certification. Perhaps Worksafe needs to give some thought to increasing the incentive for COR certification, particularly if they expect the regional district to follow through on their potentially expensive taxpayer funded recommendations.

Village improvements will have to wait until next year By Steve Arstad news@keremeosreview.com Ke r e m e o s v i l l a g e staff presented a rather disappointing third quarter Public Works and Parks report at the regular meeting of council on September 3. It’s probably not a surprise to anyone in the village that planned improvements to Memorial Park washrooms will not take place this year. It was pretty much a given that by early July that the washroom project was going to stall for a year, it not being likely that the village would contemplate tearing up the park in the middle of the summer season. I was under the impression that council was not too pleased with the state of several projects slated for the year, given that several questions were asked by council about projects in the village. In par-
ticular, council asked about a blocked sewage line at the treatment plant, planned LED street lighting and the Memorial Park washrooms. The report prompted me to ask, “Were any capital projects completed this year?” during question period. Chief Administrative Officer Laurie Taylor said that the village had completed a number of items including: - Victory Hall keyless entry system - Village office upgrade - Utility truck project - Dike master plan (not really - engineers have yet to conduct an inspection on the dike this fall) Taylor also said the sewage line blockage had now been resolved at a total cost of $5,000. What was immediately apparent to me - and disappointing as well - was, when looking at the list of items
completed, not one has direct benefits to village taxpayers. Village staff have upgraded offices, easier, more secure entry systems, and a utility truck - but what have residents received for their tax dollars this year? “ T h i n g s g o t away from us this summer,” CAO Taylor explained to council regarding the lack of forward progress on the washrooms. Okay, so stuff happens, things don’t always go the way they are supposed to. It’s just too bad that seems to be the case, more often than not, for public works that the taxpayer gets a benefit from. An elderly Keremeos resident in the gallery (the only person in the gallery) - had issues with the state of maintenance of the alleyway behind her residence. “That property doesn’t belong to me,” she told council, “How
can you make me responsible for maintaining it? There are only five alleyways for the village to maintain in the whole community.” As we left the building together, she said to me, “It’s been years since I last went to a council meeting. After tonight, I know why.”

Keremeos council news By Steve Arstad news@keremeosreview.com Keremeos Village Council met for their regular meeting on September 3. Council dealt with several items of correspondence, including: - a request from the Okanagan Similkameen Regional Hospital District (OSHRD) for support of the Penticton Patient Care Tower project.Council agreed to send a letter of support to the OSHRD. - Friends of the Keremeos Skating Rink sent council a year end report that council received for information purposes. - Similkameen Sizzlefest Committee sent a letter to council requesting support and services for their upcoming event on September 21. - Council also received a news release from the provincial Ministry of Community, Sport and Cultural Development advising council of changes to rules regarding local government elections. Councillor Gary Thielmann will be attending one day of a three day conference in Kelowna based on building sustainable communities. Thielmann obtained a free pass to the event, which was attended by two councillors last year. It was decided this year that the topics covered in the forum pertained mainly to larger communities. Costs of the conference, it was noted, were

Things are looking up in Olalla
To the Editor: Friends Fun and Fairness Fall is in the air and the harvest is at hand. The synergy from activities engaged by the Friends of Olalla has resulted in a whirlwind of feedback from both local and surrounding community. Our first year’s work with our mandate of the harmonious beautification of Olalla has yielded the following harvest: “Wild Beautiful Olalla” goat road signs and rock berms at the north and south ends of Olalla: We have established a presence in the South Okanagan Similkameen, and had loads of fun at the inauguration of the signs in May, an event that was well attended and brought the community together in support of harmonious beautification! The Friends of Olalla response to the fire at the south berm this past June: It was felt by the Friends of Olalla that best action would be to have professionals clear up the unsafe remains. The president of Friends of Olalla acted as a mediator between the regional district and the property owner, to whom an offer of free professional cleanup and removal of all materials was offered by the district in exchange for the concession of no further vehicles stored upon the property (this offer was refused by the property owner). It is clear from observing the community response this summer that Olalla no longer wishes to support residents that persist in unsightly and unsafe property conditions. Trash or Treasure Day this past July: The Olalla community came together again in July to release possessions that were un-
wanted but still had value for others (treasures) in a hugely successful event that was well attended. Loads of items were picked up by the local and outlying community, many came by the centre of town and supported the Friends of Olalla (and some joined our society) and had fun dancing in the street courtesy of the fabulous entertainment of Rick Wood, a local musician. This event was quite popular, well supported, and will become an annual event. History of Olalla: The Keremeos Review has begun running an excellent series of articles about the ‘Colourful History of Olalla’, initiated through historical documents and interviews gathered by the Friends of Olalla and presented to the Review earlier this summer. Discovering our roots and significance of Olalla in the development of the Lower Similkameen helps boost community pride and create positive awareness of the Olalla community. Our thanks to the Keremeos Review! Current efforts: grant applications are in progress (regional district, Village of Keremeos, Community Foundation) to garner funds in support of future activities towards building a walking trail within Olalla – of course beautified with local drought resistant greenery... Fall and winter events are also in the planning stages for the Olalla community. Chronic disease management study open to Keremeos residents By Steve Arstad news@keremeosreview.com Simon Fraser University professor Scott Lear and his research team have developed a website to help patients living with diabetes, heart, kidney and lung disease manage their health – all in the comfort of their own homes. Patients living throughout B.C. are being invited to participate in an ongoing study tracking its use. “Chronic disease rates are higher in small urban and rural areas, yet access to care is limited to larger cities,” notes Lear. “Patients from remote areas often end up traveling long distances to receive care, sometimes at great time and financial costs. “With monitoring through the Internet, patients can be better supported to manage medications and symptoms and to follow preventive strategies at home.” Lear’s program, My Health Connect, offers patients just that. “Our program is designed to help patients keep track of their own health, and receive coordinated care through a team-based approach between the My Health Connect nurse, patient and their local physicians,” he says. Using a computer algorithm, if a value falls outside an individual’s normal range, an alert is sent to a designated nurse, who telephones the patient and provides counseling and advice on whether to see a doctor. Since patients manually enter the data, no specialized equipment is necessary. The program also provides access to a dietician and exercise specialist support. Josh MacIver, Research Coordinator, British Columbia Alliance on Telehealth Policy and Research (BCATPR) said that patient confidentiality restricts the study from revealing who in Keremeos might be part of the study. “It is a little difficult given that we have had trouble getting consent from physicians in Keremeos to consent to us contacting their patients I can say that we have been contacting Keremeos physicians and that we have one physician who has expressed interest in the study. Until we get this consent, however, it would be difficult for us to integrate our study into Keremeos,” MacIver said. “The system is actually in use, we have over 100 people randomized into the study at this point, ” he added. Regional district has an appetite for energy diet By Steve Arstad news@keremeosreview.com
The regional district has agreed to get on board the Okanagan Similkameen Energy Diet by supporting the program with a $25 subsidy to the first 100 rural applicants. The Fortis sponsored energy diet program was announced last month as an incentive program to encourage households to participate in an energy assessment. The program limits the up front expense for an energy asessment from approximately $350 to $60. The Regional District Okanagan Similkameen subsidy will further reduce the cost to rural RDOS residents to $35. In a staff report to the board, it was noted that participation in the energy diet program would provide the RDOS with carbon offset credits, Electoral Area “G” Director Angelique Wood suggested that
providing a credit for the follow up audit might be worthwhile. (The program calls for a final energy assessment after energy efficiency improvements are completed, at a cost of $150. Westbench Director Michael Brydon, while agreeing with Wood’s logic, suggested that getting residents involved in the first place was a barrier that had to be overcome, while Oliver rural Director Allan Patton expressed discomfort with the RDOS “subsidizing the home improvement business.” The regional board agreed to provide a $25 subsidy to the first 100 rural participants, with funds coming from the Electoral Area Administration Program. A cyclist crossing the Seventh and Seventh intersection in Keremeos was struck by a pickup truck Tuesday afternoon, September 3. The man was knocked several feet by the impact, fortunately thrown clear of the bicycle, which was run over by the pickup. The victim declined emergency services and police, declaring that he only suffered minor cuts and bruises. He apparently accepted cash from one of the parties involved for his bicycle, which appeared to be badly damaged. Emergency services were called to the accident but arrived on scene after the incident had ended.

Similkameen triathlete Noah Beglaw is “keeping his eye on the prize” By Steve Arstad news@keremeosreview.com Similkameen Elementary Secondary School student Noah Beglaw is on his way to becoming a rising young triathlete in the region. The grade 10 student has been passionate about triathlon since the local junior triathlete club began eight years ago. He credits Similkameen Rec Centre’s Karl Donaghue for helping develop his triathlete skills. “Karl has been a great coach, passing on his skills in cycling and swimming as a Master’s swim champion,” Beglaw said. Fifteen year old Beglaw also played on the SESS boys soccer team that went to the Provincials last year. He won his age division at the Western Canadian High School Triathlon event at Shawnigan Lake last year as well. “Next year I’ll be eligible for the junior league. That’s when rankings start,” Beglaw said. Beglaw has performed at the super sprint level up until now, distances which include a 500 metre swim, 10 kilometre bike ride and four kilometre run. Next year the distance begin ramping up - moving into a sprint class, which includes a 750 metre swim, 20 kilo-

Wagon wheel restoration rolls to conclusion By Judy Chisholm The South Similkameen Museum Society is pleased to announce that the wagon wheels have been restored and are back on the wagon which sits on the museum grounds. Donated by Ed Paulson in 1982, the wagon is nearly 90 years old and was used on the GrahamWillis Ranch (now known as the Rocking Chair Ranch) located between Keremeos and Cawston. The wagon was used by Garnet “Garney” Willis in the 1930’s to haul supplies for sheep herders as they moved the sheep from pasture to pasture. The wagon was restored in 1989 by Ken Smith and – thanks to the generous help of caring donors – the wheels were recently restored by Danley Carriage And Wheel in Armstrong, B.C. The Museum Society is inviting the public to the official dedication of the nameplates that honor donors who made this
project a reality. The dedication ceremony is scheduled for Saturday, September 28 at the museum between 2 and 4 p.m. Refreshments will be served. The occasion will also be the last opportunity for the public to tour the museum this year. If you would like to donate artifacts or money towards the maintenance of artifacts, we accept all forms of cash including pennies, and you need not have the coins rolled! Regional district board agrees to Letter of Concurrance for Hedley cell tower

Half a dozen Hedley residents, including former Area “G” Director Elef Christ e n s e n we re p re s e n t in the gallery at the
regional district regular board meeting on September 5. They were on hand to witness the board’s decision regarding the p rov i s i o n o f a L e t ter of Concurrance to Industry Canada for a Telus’ proposed cell tower in Hedley. “ I ’v e ap p r e c i at e d the board’s support for the public input I have
sought throughout this entire process,” Hedley Director (Area “G”) Angelique Wood told the board. “It’s been a difficult time dealing with industry, who have attempted to int i m i d at e t h e p u b l i c and the media into believing that no other options are available. I’m also pleased to report that 174 people
turned out to participate in Hedley’s first democratic vote.” Board support for Wood’s position appeared to be unanimous, with Directors B a u e r ( Ke re m e o s ) , Patton (rural Oliver) and Konanz (Pentict o n ) c o n g r at u l at i n g Wood for her perseverence. “ I t ’s m o s t i n a p -
propriate for Telus to interfere in a public process, saying ‘do it our way or you won’t have a tower, period,’” said Area “D” Director Tom Siddon. D i r e c t o r Ko n a n z agreed, saying that it “was appropriate for Telus to provide a few options to the community.” The motion - to
p rov i d e a L e t t e r o f Concurrance to Industry Canada - carried unanimously. According to Telus sources, the Letter of Concurrance was req u i re d f ro m t h e re g i o n a l d i s t r i c t d u ring the September 5 meeting in order for the cell tower to be included in Telus’ 2014 budget.

SANDRA SONIA: Passed away peacefully at Penticton Regional Hospital Thursday, September 5, 2013. Born in Cardston, Alberta July 4, 1959, Sandra moved to the Fraser Valley in B.C. in 1972. She married husband, Ken Sward in 1976 and together they raised one son, Derek. They moved to Keremeos in 1999 where she took an active role in the local sportsman’s club. She was a devoted wife, mother and lover of animals. Sandra is survived by husband, Ken; son, Derek (Denise Bullard) of Keremeos; brother, Chris Batson (Penny) of Chilliwack and mother in law, Marion Blakeborough of Keremeos. ,n lieu of Àowers, donations in Sandra’s memory to the B.C. THOMAS ANTHONY: Died suddenly on August 10 th at home in Hedley, BC. He was born on September 23, 1952 in Princeton, BC. Thom will be lovingly remembered and sadly missed by his brother David (Darleen) of Kamloops, sisters Jessie and Judith of Vancouver, and Niece Jenn (Jeannette) and their baby daughter Ava of Terrace. He was predeceased by his father Lawrence and mother Mary as well as his nephew Nolan. Thom will be dearly missed by his many friends in Hedley especially those he considered as brothers (you know who you are). His death was a shock to all and he will be missed. A celebration of Thom’s life will be held 2:00pm Saturday, September 14th at the Hedley Seniors’ Centre, 789 Scott Avenue.
