A provision that lets American border guards arbitrarily bar Canadians from entering the U.S. for at least five years is being targeted by B.C. business leaders who see it as a major threat to cross-border enterprise. The B.C. Chamber of Commerce has joined a lawsuit filed in the U.S. that aims to quash the socalled “expedited removal” process on behalf of local chambers. Allan Asaph, executive director of the Abbotsford Chamber, said expedited removal can cause Canadians crossing the border to be “summarily barred for a five-year period and have no recourse.” Typically, B.C. residents barred from entry under the provision have been deemed by U.S. border staff to have lied under questioning about the reason for their visit. Expedited removal consists of an automatic ban on entering the U.S. for either five years or for life and there’s no avenue for appeal to the courts. Asaph said the issues can often arise not from border-crossers telling lies, but from misunderstandings, confusion, or incomplete documentation. Abby man faces fraud suit SFU alleges that almost $850,000 was obtained

Simon Fraser University (SFU) is suing an Abbotsford man who is alleged to have fraudulently obtained almost $850,000 from the university while he was the director of finance in the faculty of science. In the notice of civil claim filed in B.C. Supreme Court in Vancouver, SFU alleges that chartered accountant Siamak Saidi, 54, submitted and endorsed false invoices to the institution for supplies ordered from six companies for which he is listed as director. The claim states that SFU neither ordered nor received any of the supplies.

The institution alleges that Saidi, whose residence is listed in Abbotsford, used the misappropriated funds to purchase properties, make improvements to properties, and pay for mortgages. The court documents list three properties â€“ in Belcarra, Burnaby and Abbotsford â€“ as having allegedly benefited from the funds. Saidi was employed with SFU from June 2010 until he was terminated in January 2012 due to restructuring. A new manager noticed irregularities in Saidiâ€™s recordkeeping, according to the court documents. An RCMP investigation led to Saidi being charged earlier this month with fraud over $5,000, theft over $5,000, forgery and using

a forged document. His next appearance in Vancouver provincial court on the criminal charges is scheduled for today (Thursday). Saidi is currently on leave from his position as manager of financial services with the Cultus Lake Park Board. The board released a statement, saying they had reviewed all their accounts and investments and found that no unauthorized transactions had taken place. The university is seeking total compensation of $846,926. An order has been granted to freeze Saidiâ€™s assets, including the three properties in question. The allegations in the civil claim have not yet been proved in court nor has Saidi filed a response.

Union Society (SUS) members voted 75 per cent in favour of paying $6.75 each annually towards a private shuttle bus. The university will cover 40 per cent of the $200,000 service, while students cover 60 percent through the $6.75 increase in fees. The schedule was aligned to common course start and end times, with buses running from early morning to nearly midnight. one to anyone,â€? Saunders said. Saunders also recounted a case where a B.C. resident with copies of his resume in his vehicle was barred after guards decided he was looking for work rather than vacationing. Bellingham immigration lawyer Greg Boos has filed a submission in a U.S. court on behalf of the B.C. chamber, the Whatcom County chamber and other stakeholders, explaining that the expedited removal process can be â€œpretty arbitrary in its application.â€? Boos said B.C. businesses with key staffers who service

equipment theyâ€™ve sold to American clients have been barred, causing chaos for the affected firms. â€œThis has a chilling effect on cross-border trade and commerce,â€? Boos said, adding itâ€™s open to abuse and discrimination. Asaph said that because Abbotsford has a high number of residents who cross the border on a regular basis, the issue is quite concerning. â€œThe rules of international trade and travel can be complex sometimes, and we just donâ€™t feel people should be penalized so harshly when there is a misunderstanding.â€?

About 1,000 of the world’s best baton twirlers will head to Abbotsford for the 2015 World Baton Twirling Federation (WBTF) International Cup. The event will run from Aug. 5 to 9, 2015 at the Abbotsford Entertainment and Sport Centre (AESC). Dan Stefanson, executive director of Tourism Abbotsford, who led the preparation of the bid to host the international cup, states that “this will be one of the highest profile sporting events that Abbotsford has ever hosted.” Sandi Wiemers, president of the WBTF, said the organization just completed the 2013 international cup in Almere, Netherlands, stating that it was the largest group of competitors they had seen. “That is a testament to the growth of the sport of baton twirling around the world.” Athletes will be representing approximately 15 to 20 coun-

tries including Croatia, Japan, Ireland, Italy, the Netherlands, Puerto Rico, Spain, Sweden, Slovenia, and the United States. The Canadian Baton Twirling Federation (CBTF) was awarded the bid to host the event last summer at the World Federation meetings. Jeff Johnson, CBTF president, said they pursued a number of cities to hold the event. “After months of research, negotiations and visits to potential sites, Abbotsford emerged as the true winner.” He added that “the top Canadian baton twirling athletes will be so proud to represent our country and compete to be world’s best on home soil.” The delegations from around the world will begin arriving in Abbotsford the first weekend of August for officials’ meetings and practice regiments of the competing teams leading up to the start of the event.

Negotiations with unions representing more than 25,000 school support staff are back on next week, with a strike mandate already in place for B.C.’s 60 school districts as the new school year gets underway. However, Abbotsford students will not be impacted by the possible job action – at least not yet. Abbotsford school superintendent Kevin Godden explained the negotiations taking place are with clerical staff, custodians,

bus drivers and other support staff who are members of the Canadian Union of Public Employees (CUPE). The Abbotsford school district’s support staff are members of the Teamsters Union. He said discussion between the Teamsters and the district have been delayed, but will eventually occur. “The pressing concerns that are out there about job action in the months of September and October really does not impact Abbotsford only because we are not a CUPE district.

“We are in the process of scheduling those meetings with them for later this fall,” said Godden. Education Minister Peter Fassbender said last week he is hopeful a settlement with CUPE staff can be achieved without picket lines disrupting classes. CUPE said staff haven’t had a raise in four years. The latest contract expired in June 2012 after a two-year wage freeze was imposed across the B.C. public service. CUPE is seeking raises of two per cent per year.

Fire destroys top floor of garage

Blaze occurred when homeowners were away A fire broke out on Monday morning in a three-car garage at a home on McCallum Road, south of Huntingdon Road. The fire started around 8 a.m. and caused damage to the top floor of the garage, burning through the roof. Abbotsford police and fire rescue services responded to the incident. Assistant fire chief Jeff Adams said firefighters did a good job of managing the flames and stopping the spread of the fire, but damage to the top of the building was still extensive. “The whole upper floor is gone … the lower part of the shop seems to be pretty good.” Adams said it appears the owners are out of town and as far as firefighters knew, there was no one present at the time of the fire.

B.C. Views Another school year dawns in B.C., with the prospect of disruptive labour disputes. First up are 27,000 support staff, in a legal strike position. These are the teacher aides, custodians, bus drivers and crossing guards. Most are members of the Canadian Union of Public Employees, with a few Teamsters and other locals scattered around the 60 school districts. Public discussion about these disputes usually focuses on wage increases, which CUPE members in schools haven’t seen for four years. Their current deals expired more than a year ago, after they were subject to the same two-year wage freeze imposed on the rest of government. The B.C. government moved from the post-recession wage freeze to a system they call “co-operative gains,” where raises must be financed by savings in other areas of the operation. Only two provincial em-

ployee groups have yet to do this: school support staff and teachers. (Education Minister Peter Fassbender confirmed last week that teacher raises will be funded by extra transfers from the provincial treasury as they try to get a long-term deal. But that’s a topic for another day.) CUPE, the largest union in the country, has a sophisticated media campaign to generate public sympathy. We are repeatedly reminded not only that the last raise was 2009, but that the “average” pay is a mere $24,000 a year. If that number is accurate, it reflects a large number of part-timers. Let’s look at a few provisions CUPE doesn’t talk about, on behalf of those selfemployed taxpayers who have no paid holidays, no employer pension or benefits and no paid overtime, but are expected to help pay all of the above to government workers.

The 60 contracts have many variations, but core elements are the same. In the Central Okanagan school district, the starting CUPE wage rate is $17.37 an hour. The top rate is $26.59, or $28.78 for workers who qualify for a “trades adjustment.” All contracts have rigid seniority and “bumping” clauses to ensure that new employees absorb any reductions in working hours. From a taxpayers’ perspective, this leads to the maximum number of employees making the highest wages. Overtime in Central Okanagan is time and a half for the first two hours, and double time after that. Contracts also include the provision that unscheduled overtime is subject to a four-hour minimum. It’s amazing how often an unexpected hour of work can arise when it’s paid at quadruple time. The Surrey school district contract details how even “spare board” employees are to be enrolled in the municipal pen-

sion plan, a defined-benefit system most private-sector employees can only dream about. Then there are paid sick days. The Canadian Taxpayers’ Federation reports that the average B.C. private sector worker took 7.4 sick days last year. The public sector average was 12. The Surrey contract details the windfall of unused sick days that must be paid out to employees who retire as early as age 55. The maximum is 150 days, for a lavish perk only available to employees hired before July 1, 1996. Even so, we’ll be paying these bonuses out for years to come. It goes on and on. Six weeks’ paid vacation after 20 years, with an extra day added for every year after that. There are many little things, such as a $60 “swimsuit allowance” for teacher aides who take part in swimming instruction. This is not to devalue the work done by these people. It is to suggest that given the growing gap between public and private employment benefits, finding savings is reasonable. Development encroaches on space of wildlife Re: “Bear climbs fence, attacks dog in Auguston area,” The News, Aug. 27 Wow! Frightening situation for both pup and owner and I am ever so glad that neither are seriously hurt. No fiercer thing out there than a momma bear protecting her cubs. I have a fear here and it’s quite a big one. I fear that, if this momma “interacts” with anyone else in the next short while that she, and her cubs, will suffer a dire consequence, possibly as severe as being killed to protect the humans. I need to ask, why? I have lived in Abbotsford for 10 years now and I watch as we build more and more homes up the

mountainside and into space that, up until now, has been the domain of bears like this momma and her cubs. We build, we buy, and we live in this space and then get upset when the wildlife visits our backyard, upset enough to end the lives of these animals who are only trying to make the best of what we are leaving them. My advice to those building, buying, and living on these properties is simple. Be prepared to share your space with the wildlife and take the necessary precautions to be safe. Or better yet, stop building.

Total Burning Ban is in Effect June 1, 2013 – September 30, 2013 ALL OUTDOOR BURNING IS PROHIBITED • Permits for Agricultural Waste or Land Clearing Waste will NOT be issued during the burning ban. • All outdoor burning during the ban will result in a fine and/or cost recovery charges. Fines range from $200 for camp fires to $600 for burning garbage or illegal materials. In addition, cost recovery may be charged to property owners if the Fire Rescue Service extinguishes the fire. • Camp fires, backyard fire pits/burn barrels and portable fireplaces are banned throughout the year.

Bevan Avenue Wells Operation Notice The City of Abbotsford received approval to increase the capacity of four existing water wells in order to meet peak demand for water during summer months. The wells are located in the southwest corner of Mill Lake Park. The approved pumping capacity is 290 L/s. A total of 2,505 million litres of water may be drawn from these wells annually, between May and September. For the 2013 season, the Bevan Avenue wells are expected to begin operating from early June onward, as needed. Man arrested for breaching bail conditions Sean Leblanc awaits sentencing on child pornography charge An Abbotsford man previously charged with child pornography offences was arrested last Friday for allegedly breaching his bail conditions. Abbotsford Police received a call at about

9:15 a.m. that a suspicious person was in a vehicle in a parking lot in the 3500 block of Clearbrook Road. Upon arrival, officers located 22-year-old Sean Joshua Leblanc of Abbotsford.

Leblanc had been arrested by Abbotsford’s major crime unit on May 16 of this year in relation to a child pornography investigation. He was subsequently charged with posses-

sion of child pornography, importation/ distribution of child pornography and luring a person under the age of 16. Leblanc pleaded guilty earlier this summer to the possession

charge and is scheduled for a sentencing hearing on Sept. 23. Conditions of his release included that he not possess any electronic device capable of connecting to the Internet and that

Grandparents’ scam returns Elderly man sends $2,500 to caller

The “grandparents’ scam” has resurfaced in Abbotsford, resulting in a 73-year-old man being defrauded of $2,500. Abbotsford Police Const. Ian MacDonald said the man received a call last Thursday from a woman claiming to be his granddaughter. The woman claimed she had been in a drunkdriving crash in Quebec and needed money to repair her vehicle. The man then wired her the cash. The scam has been widely reported across Canada and has cropped up in Abbotsford on occasion. In 2010, four local women lost between $2,000 and $4,800 each, and a man was scammed out of $9,000 the following year. MacDonald said police continue to receive complaints about the scam, although most do not involve any money being sent.

Neighbourhood beautifies boulevard Dina Place given funding Abbotsford residents have beautified their boulevard after receiving $900 as part of a neighbourhood matching fund. The boulevard project, which the group called “something beautiful is happening here,” was proposed by the Dina Place neighbourhood in 2012, and residents gathered community donations to make their plans a reality. Dina Place is located off of Old Yale Road near Delair Park. The objective of the project was to plant and landscape the street front, turning an eyesore into a beautiful sight, and to help residents get to know each other through a group effort to better their neighbourhood. The residents enjoyed the project and meeting other neighbours so much that they are about to take on the other side of the boulevard. They will clean up the right side of their boulevard by September and celebrate with a block party barbecue. Tents, teepees and barbecues were set up in Abbotsford’s Jubilee Park on Saturday, as people gathered to recognize International Overdose Awareness Day. Abbotsford residents, members of the 5 and 2 Ministries, the Abbotsford chapter of the BC/Yukon Drug War Survivors and the Portland Hotel Society of Vancouver gathered to socialize, and for many, spend the night in the park. The internationally acknowledged day is designed to raise awareness about the effects of drug overdose and the stigma around drug-related deaths. More liquor stores may sell cold beer and wine Latest policy reform rankles private store owners

Another liquor policy reform being eyed by the province would allow more government liquor stores to sell cold beer and wine, which has long been the domain of private stores. Ten government stores already sell some refrigerated products but the province will now test the waters for a major expansion. Walk-in beer and wine “cold rooms” will open at the end of September at three stores in Burnaby, Duncan and Salmon Arm. That’s the first stage of a pilot project that will add four more walk-in beer and wine refrigeration coolers at existing stores in Oliver, Osoyoos, Mill Bay and Grand Forks later in the fall. The province wants feedback on the idea as part of its already-launched Liquor Policy Review, along with several other proposals for reform. The concept may be in for a rough ride from the organization representing private liquor stores.

The Alliance of Beverage Licensees of B.C. called the move a surprise and said it would throw private outlets and government stores into more direct competition. John Yap, the parliamentary secretary for the liquor policy review, said all other Canadian provinces offer refrigeration in most, if not all, of their government liquor stores. “This is another area where we think B.C. is lagging behind other jurisdictions,” Yap said. “Refrigeration units seem to be very popular with customers, but the public and industry will now have the opportunity to give us feedback on whether this is something they would like to see on a larger scale around the province.” Other potential reforms being explored include licensing farmers’ markets and spas to serve alcohol and letting under-aged children have lunch at a pub with their parents during the day. Public consultations run until Oct. 31 and a website for comments is to launch next month.

A group of University of the Fraser Valley (UFV) students spent the last days of their summer vacation collecting donations for the Abbotsford Food Bank, which they hope will be only the beginning of their community contributions. Navneet Dhaliwal and Ravneet Gill are beginning their first year at the University of the Fraser Valley. Maninder Gill, is a third-year UFV student, and Gurinderpal Gill, is a second year student. They recently created a group called Youth Engaging Youth, which will team up with organizations such as the Abbotsford Police Department and local schools to help get local young people engaged. With school out and the project still in its infancy, they decided to do the first project on their own. “We heard that the food bank was lacking

The Abbotsford Heat added some depth up front last week, signing Steve Begin and Carter Bancks to one-year AHL contracts. Heat fans are familiar with Bancks, who has spent three full seasons with the club. The 24-year-old’s most productive offensive season was in 201011, when he posted 19 points in 29 games before being sidelined due to a concussion. The gritty forward also missed time due to injury each of the two subsequent seasons, suiting up for 55 games in 2011-12 and 59 in 2012-13. He made his NHL debut at the tail end of last season, playing two games with the Calgary

Carter Bancks Flames. Begin represents a veteran presence in what is shaping up to be a youthful Heat roster. The 35-year-old has 524 NHL games under his belt with the Flames, Montreal Canadiens, Dallas Stars, Boston Bruins and Nashville Predators. Key returnees include reigning team MVP Carly Neeson, who will be moving from her natural striker spot to midfield while Shopland and Delwo are absent, and keeper Kayla Klim, who spent the summer with the W-League’s Dayton (Ohio) Dutch Lions. Rookie midfielder Carley Radomski, a former Canada U17 team player and a product of the Whitecaps Girls Elite program, is expected to make an immediate impact. “We had to completely rebuild the program, and I think we’ve done it – we’ve got a good team here,” Giesbrecht said. “We want to be one of the top four teams so we can host a playoff game and get to the Canada West Final Four. And once you’re there, you might as well plan on winning the thing and going to nationals. “That one banner hanging up there in our gym is looking a bit lonely. We’d like to hang one up there beside it.” • On the men’s side, Canada West’s Pacific Division in arguably the toughest in the nation, housing traditional powerhouses UBC, Trinity Western and UVic. Gallery displays ‘Treasures’

Fraser Valley Watercolour Society focus of exhibit The Abbotsford Arts Council will present a new show at the Kariton Art Gallery called Treasures. The exhibit features works by members of the Fraser Valley Watercolour Society and offers a wide range of traditional watercolour paintings as well as experimental paintings done in mixed media. Non-perishable food donations for the Abbotsford Food Bank will be accepted at the Kariton Art Gallery throughout the exhibition. Started in 1989, the Fraser Valley Watercolour Society has become an integral part of the Abbotsford community. The society now has a membership of approximately 45 artists. Society members share a love of the arts and offer mutual support and encouragement as they paint and enjoy art together. Offering a wide variety of styles and subject matter, the members of the FVWS regularly display original art works. Many of the members’ paintings are inspired by local scenery, and local interest in the artwork of the society has heightened the enthusiasm and enhanced the creativity of its members. I would like to acknowledge the many contributions of outgoing chair Larry Stinson, and I look forward to the excellent leadership from the board continuing with new chair Barry Delaney,” said Evered. “We are very fortunate to have such a talented and dedicated group of individuals who volunteer their personal time to serve on the university’s board. They provide us with invaluable guidance in achieving our goals of educational excellence and leadership in the development of the Fraser Valley.” Delaney has been a member of the UFV board of governors since January 2012. Previously, he was connected to the university as a member and then as chair of the UCFV Foundation, which managed fundraising efforts before that function was integrated into UFV’s University Advancement office. While serving on the foundation, he was part of the Friends of UCFV, a commu n i t y group t h a t lobbied DELANEY successfully for university status for the former universitycollege. Delaney is excited about the future of UFV and the possibilities that are ahead for the university. “It really is a jewel within the Fraser Valley and a leader within Canada in so many areas. The university is a major employer in our region, a community leader, and it provides educational opportunities for so many students.” Delaney added, “I love that UFV has a mandate to provide the best undergraduate education in Canada. This year for the very first time, there are more compact varieties of anemones, enabling them to fit nicely into foreground plantings and containers. From Blooms Perennials in England, there are three wonderful new varieties that grow only 16 inches (40cm) tall and about 20 inches (50cm) wide. A ‘Pretty Lady Emily’ has 2½-3 inch clear pink blooms with a bright yellow centre. It’s very full and busy. A ‘Pretty Lady Susan’ has 2 inch deep pink single flowers with a nice yellow centre. It too is full and busy. A ‘Pretty Lady Diana’ is one of the most attractive with 2 inch single pink flowers with contrasting darker petals for a slight bi-colour effect and again with yellow centres. Other breeders are developing more compact Japanese anemones, and you’ll see quite a selection next year. For now, the ‘Lady’ series is a very welcome addition to our late summer and fall gardens. They love moisture, especially in dry locations, so water well to keep that colour going into late October.

BRIDGER, Robert Douglas, passed away peacefully, at the Abbotsford Regional Hospital on Monday, August 19, 2013, at the age of 83 years. Born in Verdun, Quebec, Bob worked for many years in the aviation field, as a pilot and then as an air traffic controller, both in Quebec and then in British Columbia. He completed his career at the Abbotsford Airport. He was married for 50 years to Carol, his beloved wife. They had three children, Douglas, Steve and Ken (Nicolette). Bob leaves, also, his two grandchildren, Rowan and Emma, as well as his many dear friends and colleagues from the aviation profession. He was a very active volunteer, giving much of his time to Abbotsford Community Services, the Red Cross and the Abbotsford Curling Club. A Celebration of Life will be held at 2:00 pm on Friday, Sept. 13, 2013, at Trinity Memorial United Church, 33737 George Ferguson Way, in Abbotsford. Rev. William “Bill” Booth will officiate.

Martha passed in the presence of her Lord on August 27, 2013 surrounded by her family.

She was born in Botha, Alberta to Fred and Sophia Wischoff. The family moved to BC and resided in Mt. Lehman and Abbotsford. She was a long term resident before she moved to Tsawwassen, BC 9 years ago to be near family. Predeceased by husband Ted Gallvitz (1987); grand daughter Allison Simpson (1991); 1 sister and 3 brothers. Her remaining older sister, Anne, who was born 1 day earlier, 3 years apart, passed away 14 hours later in Ladner, BC. Loving Mom, Grand Mother and Great Grand mother will be missed by her daughters Trudy Simpson (Derry) and Audrey Ostaf (John) and son Ronald Gallvitz (Dianne) and Grandchildren Grant, Ross, John, Jodi, Darren, Kevin, Tracey and 10 Great Grandchildren and numerous friends in Abbotsford and Tsawwassen. At this time, Martha’s children would like to extend their gratitude to all extended family members, friends and especially the KinVillage Assisted Living and the KinVillage Care Home health professionals who gave Martha excellent care while showing her family loving and compassionate understanding along with Doctor Park who cared for her during her last 9 years. A special Thank You to her dedicated friend Marilyn Carter, who remained faithful throughout her later years. The Memorial Service will be held on Friday, September 6, 1:30 PM at the Trinity Lutheran Church, 3845 Gladwin Road, Abbotsford, BC with a reception celebrating her life after. Interment will be at the Abbotsford Hazelwood Cemetery immediately after the service, where she will rest alongside her husband Ted. In lieu of flowers, the family would like to suggest a donation in Martha’s name to the Heart and Stroke Foundation.

Patrick Patrick was born in County Cork, Ireland January 16, 1931 and passed away peacefully in hospice on August 31, 2013 after an 18 month battle with cancer. He is predeceased by his parents Patrick and Elizabeth Carey and 5 of his 8 siblings. He is survived by his brother David and his sister Betty. He will be greatly missed by Margaret, his wife of 54 years, his daughter Kathleen, son-in-law Craig (Beggs) and grandchildren Trevor and Bridget. Patrick and Margaret moved from Montreal to Mission, BC upon their retirement in 1991. For the past 18 years they have volunteered at the Food Bank at St. Joseph’s Parish and have worked tirelessly towards having a Food Bank building erected on the parish grounds. Prayers will be offered on Thursday Sept. 5 at 7 pm. Mass of Christian Burial will be celebrated Friday Sept. 6, 2013 at 11 am at St. Joseph’s Catholic Church, Mission. We are grateful for the wonderful care he received from Dr. Patel, Roger Young NP, and all the staff at Mission Memorial Hospital.
