Officials from the Ministry of the Environment are investigating an incident that resulted in treated wood being dumped into the Similkameen River at the White Bridge. Argo Road Maintenance crews are resurfacing the bridge, and according to Keremeos resident Bill Duff, who first spotted the problem on July 29. “My wife and I do quite a bit of walking along that dyke. We noticed all these great big blocks of old wood from them working on that bridge. What they were doing was just cutting it off and letting it fall into the river,” said Duff. “It’s pressure treated and that stuff kills fish. They’ve been working on the thing since July 8, so who knows how long they’ve been dropping wood in the water.” Duff filed a complaint with the conservation service, who attended the scene. Shortly after, Argo crews started cleaning up, according to Duff. “Since then, they have done a bit of cleanup on the river, but there is still a ton of it along the shoreline from all the way up,” said Duff, who admitted the crew did quite a bit of work cleaning up the first gravel bar below the bridge. “That was covered. We counted some 30 odd pieces of lumber, and it’s not just lumber, it’s got huge big

Steve Kidd news@keremeosreview.com Its been two decades in the making, but a new multipurpose building for the Lower Similkameen Indian Band is on the verge of becoming a reality. When it is complete, the 29,000 square foot building will house not only the band’s administration offices and departments, but a range of other facilities to serve the community. “It will have a full health facility, including physicians’ offices and clinical rooms,” said Jade Jagar, speaking for the band. “We’re going to have our own meeting facilities, we are going to have four boardrooms in there as well as an elder’s room and a traditional gathering room and a full size gymnasium with a commercial kitchen, so we will be able to host sporting events.” Herman Edward, with support from Tiana and Les Louis, delivered the prayers and blessing at a ground breaking ceremony July 31 at the building site, about 13 kms south of Keremeos across from the current band school. The ground breaking was well attended by delegates from the community and LSIB partners including; Tri-City Canada Inc. (general contractor), Health Canada, the Village of Keremeos, Bank of Montreal, David Nairne and Associates, Fortis BC Inc., Chase Office Interiors, Ricoh Canada as well as honored guests and elders. Chief Rob Edward and Band Manager Lisa Montgomery-Reid welcomed the attendees and provided the history of the long path that has been travelled to bring this building and the services it will offer to the community. The large building will be a landmark on the band lands, with a design based on traditional structure and incorporating natural materials and tones. “The primary part of the building is a crossed pole design, which is reflective of a traditional meeting place for us,” said Jagar adding that they are hoping to have artists from the native community around here doing the stones in the floor and the traditional place names designs in the foundations. “We are really looking forward to it being a key focus for our community. It’s going to be something we can be

The incorporation of the health unit will bring a new level of care to the community, and Jagar said they plan to implement an electronic medical records system, tying in with health centres at Kelowna and Penticton, that will help them attract doctors and specialists. The LSIB already has approval for a nurse-practioner to work on site.
“We will have a nurse-practitioner coming in at least once a week. She will be able to diagnose, she will be able to prescribe,” said Jagar. “We will be able to have specialists coming in for foot care clinics, diabetes clinics, mammograms.” They would also have the ability, Jagar said, to support Interior Health’s portable MRI clinic, as well as transfer records within their system to the external system. “I think it is going to bring a new level of care to the community that we haven’t been able to access,” said Jagar. “And just traditionally and culturally a lot of our people are very wary about going outside the community. This is going to allow us to provide a level of health services we haven’t been able to offer.” Tri-City Canada Inc. was in attendance at the LSIB offices the afternoon of the ground breaking and hosted a Job Fair to provide information on the available employment opportunities that this project will bring to the area. Getting used to high fuel prices If you drop a frog into a pot of boiling water, the frog will — naturally — jump out as fast as it can. But if you put the same frog in a pot of cool water and raise the heat a little at a time, the frog won’t notice that he is slowly being boiled to death. It’s a principle that the oil and gas industry seems to have down pat, at least as far as consumers buying fuel for their cars go. Little by little they raise the pump price; then they just sit back and wait for the grumbling to pass and consumers adjust to the new cost of driving. Every so often, the oil cartels make a mistake and raise the price a little too much. If our grumbling gets too loud, they’ll find an excuse to drop it back down a little, though never quite as low as before. At it seems anything can be used as a reason to justify a new round of price increases: political, like terrorist attacks on 9/11, to natural causes like, hurricane Katrina knocking out oil platforms in the gulf or even just war in the Middle East. It seems a little odd though that whether the cause is natural or manmade, the price increase always comes before a long weekend, with a price readjustment on Tuesday. So, what’s the problem? After all, as high as our gas prices seem, we’re still not paying as much as drivers do in Europe, where fuel prices range as high as $2.43 per litre, a far cry from our $1.45 litre. Shouldn’t we just be glad we’re better off than someone? The problem is the higher the price of fuel rises the more economic dislocation is caused. Especially when B.C.’s punitive carbon gas tax is added on top of the already high prices. Remember the frog in the slowly boiling pot? Right now, in an economy still reeling from the 2008 economic collapse, the last thing needed is an increase in the costs for farmers, manufacturers and other producers in getting their goods to market.

The ceremonies have become common at the B.C. legislature. Government officials and aboriginal leaders gather to celebrate resource sharing agreements that allow economic development in areas that need employment but are hampered by a century of uncertainty and dispute over treaties, or lack thereof. This approach emerged a decade ago with forest agreements. The B.C. Liberal government bought back timber cutting licences from big forest firms and made them available for community forests and aboriginal communities who claimed the areas as their traditional territories. Recently the approach was extended to mining revenues and water licence fees paid by private power developers. These are substantial steps forward for the only province in Canada in treaty limbo. A 2010 sharing deal worth more than $30 million in royalties for the Mount Milligan copper-gold mine north of Prince George helped the McLeod Lake Indian Band recover from the pine beetle and
forestry slump that devastated its business base. After many years of struggle, Mount Milligan expects to go into production this year. Another agreement with Kamloops-area communities shared revenues from an expanded Afton mine. Perhaps the most ambitious agreement was concluded in March of this year when the government signed a deal with the Tahltan Nation for mining and hydroelectric development in remote northwestern B.C. The deal clears the way for a major extension of the BC Hydro grid to power the Tahltan village of Iskut and also the Red Chris metal mine, opening up the region to other mining and hydro potential as well. To get that deal, the province put up $20 million last year to buy back Shell Canada’s coalbed gas leases in the Klappan region, headwaters of the Nass, Skeena and Stikine Rivers. Those leases had become a target of international protest. Even after these expensive concessions, it would be an error to conclude that all is well between the Tahltan and the province. Stikine MLA Doug Donaldson questioned Aboriginal Relations
Minister John Rustad on this point during the recent legislature session. The Tahltan Central Council was pleased about shared decisionmaking on resource projects, until they found out that B.C. had handed the environmental assessment of a new open-pit coal mine over to the federal government. The proposed mine is in the Klappan, known around the world as the Sacred Headwaters. Rustad said shared decisionmaking deals such as the Tahltan agreement do not cover activities of the B.C. Environmental Assessment Office. Whether the review of that coal mine is federal, provincial or combined, it requires extensive consultation with affected parties. That’s great, but all that goodwill could evaporate quickly if a coal mine ends up getting a permit despite Tahltan objections. Resource revenue sharing agreements and shared land-use plans are well-intentioned and represent real progress. But these situations show how fragile they are. New dock improves access to fishing hole Steve Kidd news@keremeosreview.com Fishing in Yellow Lake just got a bit easier. In July, the Penticton Flyfishers club installed a T-shaped dock, allowing easy access to one of the deep cool spots where fish like to congregate in the popular fishing spot along Highway 3A between Keremeos and Kaleden. “There is a drop off there that goes out down about 30 feet, about six or seven feet out from the dock,” said the Flyfishers’ George Graw. The club already maintains a couple of docks in the lake, mainly for tying boats up to, but the new dock, he explained, will help the younger set get out fishing, some with a little help. “You can clip a float and put a worm or whatever on a line and they will have a decent chance of catching a fish,” said Graw. “There is pretty
nice kokanee and rainbow trout in there.” According to Graw, the flyfishers put a lot of thought into finding the ideal spot for the dock, combining both accessibility and depth of the water. “If they can flick their wrist, they will get it out there to where the water is deep enough,” said Graw. “That’s just ideal for any little kid that’s just learning to cast or can’t cast, mom or dad can flick it out there for them.” Yellow Lake was also chosen because it was on a busy tourist route, right alongside Highway 3A with the thought of travellers and if they had grumpy kids could stop there, let the kids out to have a stretch and maybe try fishing. While it’s late in the season to arrange anything, Graw said the flyfishers are looking at the possibility of arranging a day next year for the club to take a group of kids fishing,

an activity he enjoys himself with his grandson. “I got him thoroughly hooked,” said Graw, telling how the youngster once reeled in three fish in two days of fishing. “He went up to his Aunty Marg and said ‘this fishing is really easy. Grandpa ties a bug on the string, throws it in the water and the fish come and eat it. There’s nothing to it’,” said an envious Graw. “He really enjoyed it, that was the main thing.” The new dock, however, didn’t cut into the club’s treasury. Funding for it came through the Habitat Conservation Trust fund. “We’re just going to maintain it,” said Graw. The dock itself was built by New Wave Docks of 100 Mile House, then trucked down to Yellow Lake. “They built it and brought it down and put it in and we just kind of sat around and watched,” he said.

Grist mill contract up for renewal once more Steve Kidd news@keremeosreview.com Chris Mathieson has no doubts about wanting to secure the next contract for operating the Keremeos Grist Mill and Gardens. “I love the site, love the community. I am really excited at the possibilities,” said Mathieson. “When I first submitted my initial expression a year ago, the intention at the time was that it was going to be for a five-year contract.” Due to reorganization at the Heritage Ministry, Mathieson’s original contract was for one year, with an option to extend for a second year. But the ministry is already looking to set up a new contract. Mathieson, however, said the request for expressions of interest isn’t because the ministry isn’t satisfied with the job he’s doing. “I know for a fact they’re thrilled. It is about internal stuff on their side,” said Mathieson. “They decided we’re not going to worry about that extra year. I will probably be asking for a ten-year contract, at least.” Dave Cursons of the Grist Mill Society agrees the ministry is looking for a long-term agreement. “They want somebody there for a long time,” said Cursons, who approves of the changes Mathieson has been implementing, including bringing craftsman Cuyler Page in to continue restoration of the mill works. Page, according to Curson, is working on parts of the mill he wasn’t able to finish when he last worked on the grist mill in 2002. “That includes making sure the wheel has enough torque to turn cleaner, grinder and sifter,” said Curson. “Hopefully we will be able to see all three going by the end of the summer.” Mathieson has also arranged a series of concerts, regular talks on historic subjects, a newsletter and even a Sunday afternoon jam session for musicians. “It is turning out to be an interesting year,” said Curson. “It’s fun to work with someone who has high energy and enthusiasm and is in touch in a particular way, because of his skills around social media.”

Seven Stones goes underground Steve Kidd news@keremeosreview.com George Hanson has gone a few steps farther than most to beat the heat. And the cold as well. Hanson, who runs the Seven Stones winery in Cawston, has just finished construction of the first wine cave in Canada, to store and mature his wines, going to an old world technology to evade temperature variations. Even with the most efficient buildings and heating and cooling technologies, Hanson said, there are temperature swings. But by building an underground vault, similar to some used in Europe for centuries, it is possible to minimize those swings. “Temperature stability is very hard to achieve above ground, but below ground it’s really easy,” he said. “Down south it’s pretty hot, so I decided I wanted to use underground technology for temperature stability and it’s worked out really well. There is no variation at all, and it will be the same temperature year round.” Stable temperatures are important to the uniform development of wines as the aging and maturation processes take place. “I am expecting I can get some better flavour profile out of the stability,” said Hanson, who is using the cave to store barrels of the “big reds” he produces at Seven Stones: Pinot Noir, Merlot, Cabernet Sauvignon, Cabernet Franc, Syrah, and Petit Verdot. “It’s been rated a world class cellar

Building the cave took about nine months, through a straightforward process of digging a large hole and building the concrete structure in it before covering it over again. Accessed through a spiral staircase descending from a gazebo, it also has spaces for receptions, private parties, wine maker’s dinners and similar events. Besides the barrelled wine, the cave will also be home to the Seven
Stones wine library. “That’s all our old and original vintages. It will be like our collection of the first wines we made and all wines subsequent to that. We call that our wine library,” said Hanson. “They will age more gracefully.” In fact, Hanson just celebrated completion of the wine cave with a gala event on Aug. 2 for members of the Seven Stones wine club. A public grand opening event is planned for Aug. 10.

But the project hit a snag on July 5 when the board of the Regional District OkanaganSimilkameen declined to go along with the group’s request to remove language from a proposed Official Community Plan amendment for the area that specified the site would remain an industrial area. Weyerhaeuser spokesman Wayne Roznowsky confirmed Friday that his company’s deal with Zinfandel expired July 31 and the property is now back on the market. “At this point, they basically have no interest in using the property,” Roznowsky said. “I know the rezoning was
sought by the developer, but I guess it couldn’t happen, so right now (the property) is just sitting idle.” Roznowsky said there had been “virtually no interest” in it expressed by any other prospective buyers. Morrison told the RDOS board that Zinfandel spent $300,000 on environmental work for the site and, although it was close to finally applying for the necessary rezoning, the proposed OCP amendment presented to much risk. For now, the sole occupant is engineered wood products company Structurlam, which last month celebrated
a 930-square-metre expansion of its operations there. Tom Siddon, the RDOS director for the area, is optimistic the site can be redeveloped incrementally. Zinfandel’s proposal hinged on a 200-home residential component that didn’t comply with the industrial zoning for the area, and Siddon said he didn’t see anything from the company that presented a compelling case to rewrite local bylaws. Siddon will host a public hearing Aug. 12 to solicit input on the proposed OCP amendments for Area D-2.

Corner has long spelled danger for drivers Steve Arstad news@keremeosreview.com The sharp corner at the bottom of town hill in Keremeos has been the bane of truckers for many years. In 1980, the spectacular crash a Glencoe Transport tractor trailer completely destroyed the truck and trailer unit, and caused extensive damage to an antique store that was once located there. “The unit failed to negotiate a down grade left hand curve and rolled onto its right side and skidded into a store called the Collectors Corner,” said the June, 1980 edition of the Valley Times. The accident could result in property damage in excess of $100,000, the Times added. What could emergency crews do in the event of a major trucking accident involving hazardous goods, such as petroleum? An accident at the bottom of town hill could also affect the village’s fire department to react, as the firehall is located directly across the street. “The evacuation process is coordinated by the local RCMP who call out the local search and rescue (SAR) groups,” explained Dale Kronebusch, Emergency Services Supervisor for the regional district. “An incident down near the Keremeos Fire Hall would definitely inconvenience access by firefighters, but this is an example where mutual aid might be activated to accomplish the first response activities.” “Most of the Keremeos fire department members are trained up to awareness level for a hazardous response. Our reaction to such an incident, should it happen in front of the Keremeos fire hall will be based on the information we receive,” added Keremeos Fire Chief Jordy Bosscha. “Chances are we would only be able to conduct a tactical evacuation where safe to do so, and for the rest of the response we would be reliant on mutual aid from other area fire departments and industry emergency responders,” he added. ronment, the Environmental Emergency Management Program for the region is based out of Penticton. “Transporters of dangerous goods are required to have an Emergency Response Action Plan that applies to response to accidental releases of dangerous goods during transport,” she said, when asked what actions the ministry would take should a major spill occur in Keremeos. “The B.C. Ministry of Environment will monitor the responsible party’s implementation of this plan and will respond in unified command with the responsible party, local government and other agencies with jurisdiction when needed to address public safety and protection of human health and the environment.” Lipsett said that deployment of resources needed to contain a spill would depend on the state of the material - whether liquid, solid or gas, poisonous or flammable. “The ministry would work closely with first responders and the spiller to determine what resources are needed, based on the specific circumstances of each incident,” she said.

New roadblocks have now been removed on a portion of the KVR Trail through Kaleden. The section of trail near the north end of Alder Street has for nearly two years been at the centre of a dispute as the property owners and B.C. government work out a land swap in the vicinity. At the end of July, accesses to the trail across both public and private land were blocked with fencing.
“It caused a big flap over the weekend, lots of phone calls and emails, and upset trail users from as far away as Alberta who got all the way down on their horses and found they had to go all the way back,” said Tom Siddon, the area director for the Regional District Okanagan-Similkameen. “It’s not our dispute to resolve,” Siddon added, “and so we’re kind of at a loss.” A spokesperson for the Ministry of Forests, Lands and Natural Resource Operations confirmed the agency sent in workers last week to restore public access
along the Skaha Lake foreshore that skirts private property. “The province is committed to maintaining public access,” Brennan Clarke said in a statement. He said the province “has made every reasonable effort to find a solution to this issue,” and that discussions with the property owners “on a possible land exchange have resumed. “ A gate blocking access to the trail across private property was also reopened as of Saturday morning. It’s unclear what
prompted the latest closures. Debi McGinn and Andrew Brice, who couldn’t be reached for comment, purchased the Kaleden property from CP Rail in December 2010. A year later, they blocked their portion of the KVR Trail to apply pressure to the B.C. government to complete the land swap. Access was restored in March 2012 when negotiations resumed. “We wanted to provide the trail, but we wanted fair compensation for it,” McGinn told the Western News at the time.
