WALTER STRONG Lake Babine Nation (LBN) Chief Wilf Adam was prepared to hear that the sockeye salmon return would be low this year, but he wasn’t prepared for the official numbers that came out recently. Adam said that this year’s Babine sockeye return is the lowest in living memory. Normally, the sockeye return to Lake Babine is between one and two million fish, Adam explained. This year, estimates place the return at around 540,000 fish. Minimum return from a conservation standpoint is around 400,000. Babine Lake produces 85 per cent of Skeena sockeye, but with returns forecasted to be not much higher than minimums required to fill channels and tributaries, LBN is being put in the position of choosing between food stock and the health of the salmon population. Last year’s sockeye salmon harvest had given hope that traditional inland commercial salmon fisheries might be making a comeback. This year’s return in Babine Lake is the lowest in living memory, leaving many local First Nations members to struggle with the prospects of barely enough salmon for sustenance. The annual First Nations salmon fishery is central to indigenous culture and well-being. Locally, LBN members are concerned for what the low salmon return will mean for food stocks this year. Adam said that the unless the situation changes, LBN members can expect a minimal number of salmon, “mainly enough for sustenance for the winter.” The past two years had been very successful years for the LBN fisheries, with numbers large enough to sustain a commercial salmon market. The collapse of the salmon return also means that the recreational Babine Lake salmon fishery is currently closed. “Typically the sockeye season opens Aug. 1 for
sport anglers on Babine Lake,” said Jeff Palm, conservation officer for the Bulkley Stikine Zone. Unless things drastically change, the season will remain closed.” A July 17, 2013 notice from the DFO reads: “Until further notice, the waters of Babine Lake, Babine River, Fulton River, and Pinkut Creek will remain closed to the retention of sockeye salmon. In-season forecasts for Skeena sockeye are below the threshold to allow for retention in recreational fisheries as per the Skeena Decision guidelines in the 2013 North Coast Salmon Integrated Fisheries Management Plan. This closes the entire Skeena River and all its lakes and tributaries to angling for sockeye salmon.” The cause of the sockeye salmon decline is not fully understood, although conservationists have highlighted the damage done by Alaskan fisheries. Dry July one for the record books in parts of province

Not a drop of rain was recorded at Vancouver and Victoria airports during July, the first time that has happened since Environment Canada began keeping rainfall records in 1937. Burns Lake received only 11.9 millimeters of precipitation in July. Much of the rest of B.C. also had an unusually dry month, with numerous local records falling. Williams Lake airport recorded 1.6 mm of rain during the entire month, while communities in the northwest had only occasional showers. Provincial bans on all open burning including campfires took effect Thursday in the Kamloops and Coastal fire districts, covering most of southern and central B.C. The ban covers coastal areas except Haida Gwaii and the designated "fog zone" along the west coast of Vancouver Island. The ban was extended on Aug. 2 to include the Northwest fire zone. Fire bans apply to open fires of any size, including those with permits, as well as industrial burning, fireworks, tiki torches and burn barrels. Camp stoves that use propane or briquettes are still allowed. The ban took effect as rain showers were forecast for many areas of B.C. The B.C. government's wildfire management branch says lightning is expected over the next week in the coastal region.

The long, hot dry-spell may be catching up to us in the form of lightening strike caused wildfires. On Aug. 1, the Northwest Fire Centre (NWFC) responded to three fires on the north side of Francois Lake. Smoke from one of the fires was visible from Burns Lake, as was the early evening activity of a four-prop water bomber and a helicopter operated waterbucket. “The largest of these new fires is 4.6 hectares in size, and is located on the north side of Francois Lake west of the ferry crossing,” said Suzanne Pearce, information officer for the NWFC. “Heavy equipment and a helicopter will be supporting 13 firefighters, working to contain the fire. A second fire in the same region is approximately two hectares in size. 13 firefighters, along with heavy equipment and a helicopter are working to contain this fire. An additional 20 firefighters are en route this morning to assist with these two fires. Ground crews working on these fires were supported by air tankers last evening.” The NWFC expects to be busy dealing with more area
wildfires triggered by lightening strikes. With the fire danger rating listed at high to extreme throughout the Northwest fire zone, the province has issued an ‘open-fire ban’. Effective as of noon, Aug. 2, 2013 and until further notice, all open fires are prohibited within the Northwest Fire Centre’s jurisdiction to help prevent human-caused wildfires. Specifically, prohibited activities include burning any waste, slash or other materials; stubble or grass fires of any size over any area; the use of fireworks or burning barrels of any size or description; the use of tiki torches. The prohibition does not restrict campfires that are a half-metre high by a half-metre wide or smaller, and does not apply to cooking stoves that use gas, propane or briquettes. Anyone lighting a campfire must maintain a fireguard by removing flammable debris from the campfire area and must have a hand tool or at least eight litres of water available nearby to properly extinguish the fire. Tickets, large fines, jail time, and court orders to pay all fire fighting and associated costs can follow your refusal to abide by the fire ban.

Lake Babine rapid decline
B.C. aboriginal progress fragile
It’s been a terrible start to this year’s Babine Lake sockeye fishery, and there doesn’t seem to be any one cause that can be isolated to explain the massive decline in this year’s salmon return so far. The Alaskan fishery, which takes up a lot of sockeye thanks to nonselective fishing methods, has been identified as a contributing factor, but even the conservationists who identified the issue with the Alaskan fishery say that one problem alone can’t account for the massive decline. Lake Babine Nation (LBN) Chief Wilf Adam probably hit the nail on the head when he identified a range of issues that the salmon harvest faces. One suspects that it is a cumulative effect here, and not one particular hazard that explains the decline. It’s not that Adam isn’t familiar with the ebb and flow of salmon returns; he never said every year should be a banner year. What he did say is that no one alive remembers a salmon return this low. If that isn’t enough for everyone to sit up and take notice, nothing is. Cumulative effect is a hot topic when it comes to assessing industrial projects. Although provincial and federal regulators are directed to take into account the multiplier effect of several industrial projects in an area, the assessment of cumulative impact remains one of the most criticized aspects of present-day environmental assessments. As an example of cumulative effects, consider waste-water runoff. Tailings pond leaching from one project might not have a significant effect on a lake or watershed, but add two or three to the mix, and the cumulative effect could be overwhelming. Sorting out what happened this year with the salmon return should be a priority for the department of fisheries and oceans and the province, but that’s doubtful. The priority is moving forward with pipelines. Other priorities over the past year, looking at the federal record, have been to remove legislative protection of Northern B.C. rivers, streams and lakes. As I understand the regulations that remain, Lake Babine should fall under even the newer and much curtailed list of protected water bodies because it is the site of a commercial fishery. Or should we now say a potential commercial fishery, as it’s expected to provide barely enough sustenance to get through this winter for LBN citizens? It’s hard not to be cynical and look at weakened watershed protection regulations as if they were put in place to slowly define away the river systems that automatically trigger more serious environmental reviews. If the salmon fishery on Babine Lake is destroyed, then that’s one less lake that needs to be worried about from a regulatory point of view. It’s only automatically protected if it supports a commercial fishery, so let the fishery die off and that’s one less protected lake. Of course, it’s absurdly cynical to look at it this way, right? A government would never turn a blind eye to the destruction of an indigenous way of life so that it wouldn’t have to deal with it in the future, would it?

The ceremonies have become common at the B.C. legislature. Government officials and aboriginal leaders gather to celebrate resource sharing agreements that allow economic development in areas that need employment but are hampered by a century of uncertainty and dispute over treaties, or lack thereof. This approach emerged a decade ago with forest agreements. The B.C. Liberal government bought back timber cutting licences from big forest firms and made them available for community forests and aboriginal communities who claimed the areas as their traditional territories. Recently the approach was extended to mining revenues and water licence fees paid by private power developers. These are substantial steps forward for the only province in Canada in treaty limbo. A 2010 sharing deal worth more than $30 million in royalties for the Mount Milligan copper-gold mine north of Prince George helped the McLeod Lake Indian Band recover from the pine beetle and forestry slump that devastated its business base. After many years of struggle, Mount Milligan expects to go into production this year. Another agreement with Kamloops-area communities shared revenues from an expanded Afton mine. Perhaps the most ambitious agreement was concluded in March of this year when the government signed a deal with the Tahltan Nation for mining and hydroelectric development in remote northwestern B.C. The deal clears the way for a major extension of the BC Hydro grid to power the Tahltan village of Iskut and also the Red Chris metal mine, opening up the region to other mining and hydro potential as well. To get that deal, the province put up $20 million last year to buy back Shell Canada’s coalbed gas leases in the Klappan region, headwaters of the Nass, Skeena and Stikine Rivers. Those leases had become a target of international protest. Even after these expensive concessions, it would be an error to conclude that all is well between the Tahltan and the province. Stikine MLA Doug Donaldson questioned Aboriginal Relations Minister John Rustad on this point during the recent legislature session. The Tahltan Central Council was pleased about shared decision-making on resource projects, until they found out that B.C. had handed the environmental assessment of a new open-pit coal mine over to the federal government. The proposed mine is in the Klappan, known around the world as the Sacred Headwaters. Rustad said shared decision-making deals such as the Tahltan agreement do not cover activities of the B.C. Environmental Assessment Office. Whether the review of that coal mine is federal, provincial or combined, it requires extensive consultation with affected parties. That’s great, but all that goodwill could evaporate quickly if a coal mine ends up getting a permit despite Tahltan objections. Rustad’s Nechako Lakes constituency is also a focal point for oil and gas pipeline proposals. Donaldson highlighted another problem. Last year the government signed a reconciliation agreement with the Gitanyow First Nation near Terrace, one of many communities struggling to get through the B.C. treaty negotiation process. That agreement included a joint land-use plan. Then the Environmental Assessment Office asked the Gitanyow for its input on proposed gas pipelines through its territory, to feed the government’s liquefied natural gas plans. Again, the joint land-use plan has no provision for pipelines. The Gitanyow hereditary chiefs wrote to the B.C. government in July, threatening to go to court over the pipeline proposal and questioning the value of their hard-won reconciliation agreement. Resource revenue sharing agreements and shared land-use plans are well-intentioned and represent real progress. But these situations show how fragile they are.

People who insist on refusing new wireless electrical meters can keep their old mechanical meter as long as it lasts, if they pay a monthly fee, Energy Minister Bill Bennett announced. Customers can keep their mechanical meters until they break down, their Measurement Canada accuracy seal expires or the customer relocates. The mechanical meter option is added to an earlier compromise with BC Hydro customers who still don't have a digital smart meter, which transmits power consumption and status via radio signals. Customers can have a digital meter with its transmission function turned off, or keep their old meter, as long as they pay the cost of having the meter read manually. Bennett said the cost of meter reading will be about $20 a month. Customers who accept a deactivated smart meter will also pay a fee of about $100 to have it adjusted. The fee to keep a mechanical meter will be higher, because it will require a separate system to manually record and bill for power consumption, Bennett said. BC Hydro reports that 60,000 smart meter installations have been delayed due to customer request, while 1.8 million or 96 per cent of customers now have a functioning smart meter. Some people persist in the belief that the radio signals from smart meters are a health hazard, despite the fact that the periodic meter signals represent a tiny fraction of the radio frequency exposure from a working mobile phone. Bennett said mechanical meters are obsolete, and eventually every customer will have a smart meter, whether it transmits or not. "When somebody's analog meter wears out, stops working, there are no analog meters to reinstall," Bennett said. "You can't buy them anywhere."

Skeena MP Nathan Cullen stopped in Burns Lake on July 29, 2013 as part of a low-key riding visit. Instead of formal, large gatherings Cullen set up meetings with small groups of concerned citizens to hear what matters to them without the intimidating trappings of a public, town-hall type forum. One of his stops in Burns Lake was for a meeting with the Lakes District Clean Waters Society to discuss local concerns surrounding the Enbridge Northern Gateway Pipeline proposal. Later, he expanded on issues raised during the meeting. Cullen’s position on the Enbridge Northern Gateway Pipeline project is well known. “The risks aren’t worth the benefits,” Cullen repeated. But for Cullen the risks go beyond the obvious environmental risks. He wants to include the risk that the federal government and its regulatory processes could lose their legitimacy in the voter’s eye. “Oil shouldn’t run a government,” he said. “Every other environmental or energy policy is eclipsed by the focus on getting oil to the coast.” “The federal budget for alternative energy research is zero.” Which, in Cullen’s view, is short-sighted. “If what you depend on is running out, wouldn’t you invest in alternate strategies?” All the recent sunny weather makes this a perfect time to take advantage of all the FREE camping available at all recreation sites in the Nadina District! These sites are maintained by the Lakes Outdoor Recreation Society (LORS).

Chinese project as far as I’m concerned,” Cullen said. “Whenever I hear Harper say that the pipeline is in the national interest, I have to assume he means the Chinese national interest.” While Cullen is more than willing to carry the
concerns of his constituents to Ottawa on the Enbridge issue, he looks forward to the day when the discussion is behind us, as he doesn’t believe that Enbridge will ultimately be able to get the social approval it needs to proceed. “Enbridge sucks up
so much oxygen,” Cullen said. “I’d rather be working on other things, like the missing salmon.” Cullen was referring to this year’s massive decline of the Skeena fishery, which has impacted local First Nations heavily as well.
Funds for business face lifts Business facade grants program in the works WALTER STRONG A business facade revitalization program that came to the attention of Village of Burns Lake (VBL) council at the end of May 2013, has been approved for Burns Lake. The Northern Development Initiative Trust (NDIT) Business Facade Improvement program could, according to a May 24, 2013 VBL council report, provide up to $20,000 worth of funding annually to be allocated to a maximum of $5000 per business facade upgrade. Eligibility criteria will be determined at the conclusion of current downtown revitalization design guidelines being considered by Burns Lake businesses and the Downtown Revitalization Committee.
The funds are matching funds, so a dollar spent by the business is met by a dollar from the NDIT. Details of how the funding will be allocated will not be available until after design guideline criteria are established and the VBL has approved those criteria. “We distributed a copy of the draft design guidelines a few weeks ago, and have given the public until July 26 to weigh in,” said Emile Scheffel, Village of Burns Lake economic development officer. The draft design guidelines and survey were hand delivered by Scheffel to businesses along the revitalization corridor. Electronic versions of the documents were distributed through email and social media. “Once public feedback is received and brought back to the Downtown Revitalization Committee, we'll be able to finalize the design guidelines and open up the facade program for applications from downtown businesses.” It is too early to begin looking for applications for the grants. The Village of Burns Lake expects to have a facade improvement grant application package ready later this fall.

Obituaries GEORGE S. E. BOWERS
Jan. 5, 1935 - June 25, 2013 George, born in Toronto, Jan. 5, 1935 of Quesnel, BC died peacefully at Dunrovin Nursing Home, Jun. 25, 2013 after a long battle with Parkinson’s disease. He was predeceased by his loving wife, Blanche of almost 40 years. He will be sadly missed by his step-children, grandchildren and great-children, his 5 younger siblings as well as extended family and friends. As an Ontario farm boy, he developed an interest in animal husbandry, agriculture and large machinery. Throughout his life he exhibited a special strength in visual memory skills and loved being tested on locations of places. George and Blanche made many trips with their motor-home, travelling throughout Canada and US visiting family and friends along the way. They also travelled to their perspective family roots England and Ireland. George pursued careers in electricity, and road construction, R.C.M.P, BC Hydro and BC Natural Gas. George and Blanche built their final dream home and hobby farm in a picturesque setting at Burns Lake. There, as was always the case, neighbours, family and friends from near and far enjoyed a warm welcome and many a fine meal as a result of the fruits of their labour.

Winnie passed away peacefully and graciously on July 4th, 2013 in Burns Lake after a short illness, her loving family at her side. Winnie was born in Rapid City, Manitoba. In 1942 she married the love of her life and lifetime friend Leroy who predeceased her in 2009. She was well known in the community for her exceptional knitting skill and puts lots of love into everything she made. She loved to travel and made many trips to England, Europe, as well as Hawaii and Mexico. There was not a trip too long or too short for Winnie. They were all an adventure for her and she enjoyed them all, even the short local drives. She also loved wildlife and was always on the lookout wherever she travelled. One of her great loves was the summer cabin at Babine Lake where she and Leroy spent time gardening, fishing and enjoying nature, especially the ducks and the loons. Winnie will be loving remembered by her sons Geoffrey (Barbara), Murray (Geri) and daughter Judy (Chris) as well as her grandchildren Todd (Misti), Lori (Mark), Shaun, Heather, Mark, Ben (Tina) and great grandchildren Hailey, Brady, Paige and Erin.

Huckleberry Mines is an operational copper/molybdenum mine located approximately 130 south of Smithers and 86 southwest of Houston, in west central British Columbia. The mine is owned by Huckleberry Mines Ltd. and produces approximately 80,000 WMT of copper concentrate annually, while employing approximately 270 staff. The mine has been operating since 1997 and is scheduled to continue mining operations until 2021. Huckleberry Mines· head ofÀce is located in 9ancouYer, British Columbia.
Due to a temporary vacancy, we are seeking an Accounting Superintendent on a term contract, who will report jointly to the Mine General Manager and VP Finance. The VP Finance will work closely with successful candidate on a project by project basis. Responsibilities will include: • Manage a staff of 13 in accounting, payroll, warehousing, inventory, purchasing and IT support • Management reporting • Budget preparation and reporting • Monthly Ànancial preparation and reporting • Coordination of quarterly and annual audit/reviews • System and procedural updates in Accounting and Information Technology
The ideal candidate for this position will be a designated accountant, preferably with resource based experience, who has strong Ànancial and managerial experience. The individual must work well both independently and in a team environment as well, must be capable of high level conceptual planning and Ànancial modeling, while still be willing to perform regular daily accounting and bookkeeping functions. Strong knowledge of MS 2fÀce Suite is mandatory, especially Excel. Experience with Accpac Accounting and Guardian Inventory software is preferable. Huckleberry Mines is located approximately two hours driving time from Houston, British Columbia. Employees live in a camp environment on their days of work. Transportation to and from the mine site is provided from Houston and Smithers and while at the mine site all meals and accommodations are provided free of charge to employees.
The initial term of the contract will be four months with the potential for an extension based on the Company’s requirements and the candidate’s availability.
