A capacity crowd filled Victory Hall on July 24 as Keremeos Irrigation District held an information session prior to a vote on borrowing for a new reservoir. The vote - which tallied 235 in favour and 49 against with two spoiled ballots - allows the KID to move forward with the project, securing a $300,000 gas tax grant that was in danger of slipping away, leaving residents with a bigger bill to pay. The project must start by August 31. It was a calm and generally unemotional group that gathered to hear KID Board Chair Ian Walters explain that the reason for the meeting was not about the project itself - it had to be done, he declared - but about how to pay for it. Consultant Kevin Huey, who re-
cently left the employ of the KID, described the project and answered a number of well thought questions put to him. One resident who put forward a request to have all the directors removed from office, was answered with a chorus of boos from many in the audience. Laurie Taylor and Christy Quaedvlieg, both Village of Keremeos staff, acted as ballot counters for the voting process. There were some complaints concerning the time it took to vote, with two lineups that averaged about 25 minutes of wait time. Prior to the meeting, a resident opposed to the project presented a handout to residents, posing several pages of questions regarding the necessity of the project, the legality of the borrowing vote, the ultimate cost of the project and other concerns. A handout offered at the meeting by the KID presented answers to commonly asked
questions as well as providing a breakdown of financing and costs, should borrowing be approved or not. KID household ratepayers will now see an increase of approximately eight dollars per year with borrowing approved. Had ratepayers voted no to borrowing, household rates would have risen by approximately $148 per year to raise needed funds over five years to cover the cost of the project. The KID will now be meeting with engineers to discuss the tendering process prior to selecting a contractor. “Our financing is in place, we can borrow up to $940,000,” said KID Administrator Cheryl Halla. “The next board meeting should see adoption of the borrowing bylaw. Our construction permit has been issued, we have Ministry of Community and Rural Development approval - we’re ready to go.”

A helicopter douses a hot spot on a wildfire that broke out five kilometres southwest of Okanagan Falls on Sunday, July 28. Fanned by strong winds, the fire grew to 70 hectares before fire crews from the B.C. Wildfire Management Branch, Willowbrook and Kaleden were able to fully contain it Monday afternoon. The regional district issued an evacuation alert for 12 properties in the area that was rescinded Monday afternoon.

meos RCMP on July 23. An RCMP member arrived on scene and eventually arrested five males who had trespassed into a fenced compound behind the grocery store and were caught stealing discarded food products. The five males were charged with breaking and entering and given a court date. “There is a message to get out here,” said detachment commander
Martin Trudeau. “People can’t do whatever they please, whenever they please, and they must respect private property.” Trudeau also cited liability issues stemming from trespass, adding that the waste food products that were being targetted had been sprayed with chemicals in order to keep the odours down, making them unfit for human consumption anyway.
Board members protest 911 borrowing bylaw By Steve Arstad news@keremeosreview.com Regional district residents weren’t interested in preventing the borrowing of 1.64 million dollars by the regional district for 911 emergency infrastructure upgrades, but several members of the board expressed their displeasure at the July 18 directors board meeting. “In our view, we’re paying more and getting less,” said Summerland Director Bruce Halquist, “while others are getting the same
or better service. There is no assurance that Summerland will receive the same or better service, so I will be voting against the motion. The issue will be coming to council table in Summerland to consider our options.” Emergency Services Coordinator Dale Kronebusch informed the directors that staff was presently developing a terms of reference for the project manager, to be discussed with reegional fire chiefs at the upcoming August 10 meeting.
Penticton Councillor John Vassilaki shared Summerland’s concerns. “Is the new system going to be superior or inferior? The question has never been answered,” he asked. “It depends on your view,” responded Kronebusch. “It will be more redundant - it’s my belief that it will be a superior system.” The regional board adopted the Emergency Service Loan authorization bylaw, with directors Vassilaki, Halquist, Perrino and Konanz opposed.

When Jim Murphy goes to work, he’s just KIDding around Serving two local irrigation districts should result in cost savings for both By Steve Arstad news@keremeosreview.com Keremeos resident Jim Murphy began employment at the Keremeos Irrigation District (KID) last October, working as a relief operator in the distict. Murphy also began work at the KID on July 10 - the Kaleden Irrigation District, that is. Murphy is in the unique position of serving both districts as relief operator. He will also be working towards his level one and two certification as water operator, something that will also provide benefits for both districts. “We hope that both irrigation districts will be able to realize some cost savings with respect to training as Jim progresses,”
said Mike Gane, Chair of the Kaleden Irrigation District. “We also recognize the importance of having local people trained to the certification levels needed to operate small irrigation districts, where part time relief work is needed. Neither district has enough work to give Jim full time hours, but working both districts allows him to make a liveable income.” Murphy is well known in the Lower Similkameen, where he has been a member of the Keremeos Volunteer Fire Department for 12 years. He currently serves on the department as Deputy Chief. Murphy has lived in the area for 40 years.

Phone company hasn’t hung up yet on Hedley By Joe Fries Penticton Western News Telus hasn’t hung up yet on the possibility of providing wireless phone and data service to Hedley. Support for the service, which requires a 20-metre tower in a residential area, will be gauged by an Aug. 10 poll set up by the Regional District of OkanaganSimilkameen. “There has been a huge amount of conflict and frustration and strife in Hedley ever since, both by people who want it and don’t want it,” noted Hedley Area “G” Director Angelique Wood. Wood noted there have been petitions for and against the tower, but neither was definitive, so it’s hoped the RDOS-administered poll will provide a legitimate snapshot of public opinion on the tower. If the poll shows the public is against it, she continued, the issue will be put to rest. If the public is in favour of it, the RDOS will reopen talks with the company.
Spokesperson Shawn Hall said Telus would listen. “If the regional district were interested in us coming back and putting a tower up at that site, we would certainly take a look at that and consider building it some time in the next few years,” he said. Hall said the RDOS approached Telus back in 2011 about the prospect of providing cell service in Hedley, so the company began studying the issue and settled on the Scott Avenue site where it already has equipment and would save the “several hundred thousand dollars” needed to buy and service an alternate site. “After we’d gone through that process and invested a significant number of man-hours and money in planning, suddenly the regional district came back and asked us to look at alternate sites, which is simply not possible,” Hall said. Wood, who’s still undecided on the tower, said there’s also a misperception that she’s “taken an anticell stand, and it’s not true. “My job is to represent the people of the area, and when I asked for an opportunity to conduct a poll in the first place, that was my intention.”

Editorial Reservoir decision only one that makes sense Ratepayers of the Keremeos Irrigation District voted once again on the contentious borrowing issue for a proposed reservoir for KID ratepayers on July 24. This time the vote concluded with a convincing majority voting in favour of borrowing for the project - but the controversy appears to continue. A few of the arguments of those opposed to the project insist: - the district doesn’t need it. - the reservoir is being forced on the community by developers. - the difference in cost between voting for financing and turning it down is a scare tactic or threat. In spite of the continued opposition, we believe last Wednesday’s decision to be the right one. We understand the reluctance of taxpayers to take on yet more debt - but isn’t water the number one concern in the Similkameen? In assessing the project’s necessity, we’ll leave that to the experts. The reservoir is part of KID’s long range plan, and has been in planning stages for some time. It also seems unlikely, given the current real estate market in the Lower Similkameen and the number of residences for sale, that any potential development would be viable for some time to come. There are very few communities that don’t have some sort of reservoir as an integral part of their water system. The reality of the situation is, Keremeos’ lags behind other communities in the region, such as Kaleden, in this regard. That community, with a much less developed infrastructure than Keremeos, has two reservoirs. The water is chlorinated at source, (because it is surface water); there has never been a need to chlorinate the water because it passes through a reservoir. Finally, the cost advantage to be had by agreeing to borrow now and take advantage of a $300,000 grant is simple mathematics. The advantage of paying eight dollars versus 148 dollars should speak for itself - to anyone listening.

NDP soul search going nowhere By Tom Fletcher Black Press
B.C. NDP president Moe Sihota says an external review of the party’s performance in the May election will “look very much at the DNA of the NDP.” Early signs are not encouraging. Start with the five-member panel announced to conduct the review. The required “labour” representation is in the person of Cindy Oliver, president of the union representing college and university instructors, and Andy Ross, ex-president of COPE 378, which represents BC Hydro employees among others. Another appointee is NDP MP Jinny Sims, a former president of the B.C. Teachers’ Federation. The terms of reference defy parody. In addition to unions, the panel required “more than one woman.” A sub-committee may be struck, if it has representa-
tion from “youth, women, labour, visible minority, LGBTQ (lesbian, gay, bisesexual, transgendered, questioning).” I presume the party’s lengthy antiharassment policy will be read out to begin all meetings. Once they finally get down to business, the list of election campaign details they must examine is long. In addition to that, they must review “stakeholder relations including community leaders, business, social movement, ethnic communities, environmental movement, affiliated unions and the labour movement.” One of the excuses offered by leader Adrian Dix for the party’s defeat was the loss of 40,000 jobs in the B.C. forest industry. The suggestion is that those people left for Alberta, and if they were still here, they would have voted NDP. That presumed solidarity has never existed in the private sector, and in fact the highest-paid union workers have good reason to vote for lower taxes. To confirm B.C. and Canada’s
“progressive” tax system, all they have to do is look at their pay stubs. The mandate for this review mentions not one actual public policy issue. Here’s one the committee might kick around. Having lost the 2009 election campaigning against the carbon tax, the NDP is now calling for it to be increased and extended to greenhouse gases produced by industrial process emissions. A simple example is a cement kiln, which burns fuel to reach the temperature at which the components are partially burned and cement is produced. Cement manufacturers pay carbon tax on the fuel, whether it’s natural gas or shredded tires, but not on the process. B.C. cement makers are already pleading for relief, because the fuel-intensive process puts them at a price disadvantage with U.S. and Chinese producers. Further unilateral tax action by B.C. would only further increase imports, and potentially push B.C.

firms out of business. Goodbye unionized private sector jobs. Dix’s last foray in question period before the summer legislature session adjourned was a demand for the government to order BC Ferries to build its next three ships in B.C. Leave aside the NDP’s uncritical zeal for state control, and their ill-fated experiment with aluminum fast ferries. The most likely bidder for this work is Seaspan, with shipyards in Esquimalt and North Vancouver. Seaspan is hiring almost 2,000 people to build ships for the Royal Canadian Navy and Coast Guard. It will be flat out to get that done, and the company president can’t yet say if it has the capacity and skilled labour to bid on BC Ferries ships too. Seaspan has to operate in the real world of limited resources. So does the NDP, but it’s not clear if they can find a way out of their thicket of special interests and stale economic notions.

Reflections on irrigation meeting To the Editor: Some thoughts on the Keremeos Irrigation District meeting regarding the reservoir. I was one of the many people who attended the meeting last Wednesday regarding the reservoir. I must say I was disappointed by the way the meeting was run. I should start off by saying that I was opposed to the reservoir from the start for a variety of reasons, not least of which was my concern that a reservoir would lead to chlorinating our water. After reading the pre-meeting mail out, I finally understood that we were not being asked to approve the reservoir. KID had the authority to make that decision and they had done so. We were being asked to approve a less expensive way to pay for the reservoir, which was coming whether I wanted it or not. The meeting was very well attended, as should have been expected. It got off to a confrontational start and never recovered. A certain amount of confrontation was probably inevitable, but I believe it could have been kept to a reasonable level. So what went wrong? I have some thoughts to share, having run a few meetings in my lifetime: 1. A microphone was absolutely mandatory for a meeting such as this one. The excuse that attendance was higher than expected doesn’t work, considering the history of this issue. 2. When trying to start a meeting, there is a respectful way to ask for people to quiet down and a disrespectful way. The person starting the meeting chose the disrespectful
way. 3. The two primary speakers should have introduced themselves and their roles. Most people’s dealings with KID are limited to using the water and paying the annual water bill. We don’t know names or positions and the tone would have been set better by simply introducing themselves. 4. The speakers expected respect from the attendees but did not give respect to the people asking questions. Respect is a twoway street. 5. When it became clear that people wanted to debate whether the reservoir should be built, someone from KID should have respectfully brought the discussion back to the point. The decision to have a reservoir had already been made and was not at issue. The meeting was to gain approval for the financing method. Some people would have been unhappy but the meeting would have stayed on track better. 6. Only two people were on hand to try to register all those voters and pass out ballots. There was incredible confusion because there were supposed to be two lines of people, each with surnames from half the alphabet. However, nobody in the audience knew this because there was no way to tell them (see #1 above). As a result the voting took a very long time. I know this is all closing the barn door after the horse is gone, but presumably there will be more public meetings in the future. Hopefully these thoughts will be helpful. Rae Langille, Keremeos
Democracy is dead in Keremeos To the Editor: During the latest Keremeos Irrigation District saga held at Victory Hall on July 24, the hypocrisy, manipulation and dishonesty of the thugs at the head table were in full display. They shut the doors, stopping many in the village who wanted to attend the meeting, on the premise that the hall was too full even though there were many empty chairs available. They did not have a sound system and there were dozens of complaints that the speakers could not be heard. When the crowd asked one of the speakers who he was, he refused to answer, saying that we would find out later. When asked why the meeting was called even though the pro-

MLA seeking volunteers to forward local issues To the Editor: I am sure some of you are wondering why you haven’t seen much of me since the election. With the recall of the Legislature to work through the budget, I have been in Victoria for the past six weeks getting a “crash course” on the internal workings of the Government of British Columbia. I am sure the press gallery has had a chuckle or two as the new MLAs (myself included) struggled to find our way around the historic legislative buildings. We have been a bit overwhelmed by the responsibility now resting on our shoulders, but we are learning quickly and determined to work hard for our constituents. The challenge for all of us is to accomplish positive change within the confines of the fiscally-responsible budget that the people of B.C. supported on May 14.

Cawston car enthusiast Ken Helm with his latest acquisition - a 1923 Ford Model T. Keremeos will be bursting at the seams on Sunday as the village presents the 12th version of the increasingly popular car show.

Locally, Kars Under the “K” began hosting a car show on the August long weekend 12 years ago. It continues to draw large crowds of both viewers and participants - the venue now handles more than 150 vehicles each year, forcing organizers to use Veterans Avenue and Fourth Street as display areas after filling up Memorial Park. Although B.C. doesn’t have an official vintage car museum, there is a fellow by the name of Jim Ratsoy who is well known for the two warehouses on his Richmond farm that Canada’s largest display of vintage cars. Ratsoy is a a former dealer who has 130 well preserved antique vehicles. Tours can be had, by appointment, at a cost of $10 per person. The Similkameen

Regional board discusses Communications Officer position

The Regional District Board of Directors discussed the recent hiring of a Communications Officer during the board’s Corporate Services Committee meeting. Chief Adminsitrative Officer Bill Newell explained to the board that one of the organization’s action plans was to “promote good news stories in 2013 and report” as well as to “ identify a delivery mechanism for better communication with our citizens.” “ How are we measuring results?” asked Keremeos Director Bauer, who felt that citizens input should be gauged in assessing the position’s effectiveness. West Bench Director Michael Brydon asked for a breakdown of where the money was coming from in the budget to pay for the temporary, $32 per hour position. Twenty-five thousand dollars had been set aside in the 2013 budget for the position, the rest coming out of individual department’s communications budgets. An assessment of the position’s effectiveness will be made at the end of the year. Two directors - Area “D” Director Tom Siddon, and Area “H” Director Brad Hope - indicated that their experience working with Communications Officer Andrew Stuckey had been positive and useful.

Sarah has been employed by the South Similkameen Museum Society since May. She’ll be at the museum until the end of August, although the museum will be open for a few more days in September.

The Keremeos Library hosted its third summer reading club program, “Prepare for Takeoff” on July 26, featuring Paul Nazaroff, retired commercial airline pilot. The kids enjoyed interesting details about daily life as a pilot and what inspired him to take to the skies. Afterwards, the children made paper helicopters and airplanes as well as testing their newly learned flight knowledge with a quiz. Prizes were won by all in attendance. The next program, on August 9 from 10 to 11:30 a.m., will host astronomer Tim Robishaw from the Dominion Radio Astrophysical Observatory to “Read the Sky.” Registration is required.

Hedley benefits from great community spirit Contributed The Hedley Communtiy Club Youth Group was started by T.J. Bratt with the assistance of Cherie R. in November of 2012. The kids (ages four to 13) are Calaya, Nolan, Zion, Ayralia, Allison, Mackenzie, Solarah, Dredan and Polly. They enjoy coming every Tuesday for planned fun activities, games and music. Mrs. Bratt leads the group and instills leadership, courtesy, respect for others, and sense of community. Mrs. Bratt invited Jodel, Hedley’s own talented musician, to come each week and teach the kids six songs and a variety of instruments. The kids had their debut on stage, with Jodel, at the Hedley Museum celebration of Stamp Mill Day, May 18. The performance was a great hit with the community. A Big thank you to Jodel for her patience and musical expertise.

Mrs. Bratt and Cherie collaborated with Ms. Angelique Wood, RDOS Area “G” director to come on April 16. Ms. Wood presented a slide presentation and discussed the RDOS and how Hedley is represented. She also spoke about spirit gardens and the different stages of how a pea matures from seed. Ms. Wood helped the kids fill dirt and pea seeds into individual homemade newspaper pots, which when planted are biodegradable. Everyone took a pot home and planted
them in a spot where they could share the mature plant with others. Ms. Wood then organized the kids outside in front of the Hedley Community Club and helped everyone plant beans, peas and flowers from seed. The kids really enjoyed their day with Ms. Wood. The garden has since matured and is producing peas and beans which are being shared with the community. Mrs. Bratt, Ms. Wood and Cherie, have instilled a sense of community with the kids. The kids have monitored the growth
of the garden and are very proud of themselves. Mrs. Bratt, Cherie and the kids would like to thank and acknowledge Mr. Graham Gore (Minister) and Mrs. Peggy Terry (Treasurer) of the Hedley Unity Church for their generous support and donation to the youth group. Summer has arrived and the youth group will resume in September. Thank you to T.J. Bratt from Cherie and the kids for starting up the Hedley Youth Group and for her dedication.

At the time a Non-Resident Property Elector registers to vote, the application for registration must be accompanied by proof satisfactory to the Election Official that the applicant is entitled to register in relation to the real property, and if applicable, the written consent from the other registered owners of the real property. Non-Resident Property Elector Consent Forms will be available at the Voting Place at the time of voting or can be obtained prior to the time of voting by contacting the Deputy Corporate Officer as per the contact information below.
