Olalla man drowns, compounding misfortune for his landlord By Steve Arstad news@keremeosreview.com An Olalla resident drowned on Saturday, July 20 near Hedley. The 45 year old man was fishing a remote mountain lake known as Heart Lake with a friend when the three metre boat they were in capsized. The other man was able to swim to shore. Members of the Penticton Search and Rescue team located the body in the lake on Sunday. There were no life jackets on board the boat. BC Coroners office and Princeton RCMP are con-
tinuing their investigation. Olalla resident Robbie Kilborn told the Review that Stacey Collicut of Olalla was the victim in the incident. Collicut resided in a motorhome on the Kilborn property, and had been assisting Kilborn in the clean up following the June 9 fire that burned a number of vehicles. “I’ve got a bin arriving at the end of the month,” Kilborn said, “and lots of complaints about the mess but no offers to help. I lost a good friend, as well as someone who was helping me clean up, on Saturday.” Kilborn said that Collicut drowned while trying to save a puppy he had recently acquired.

issues that are deemed to be straightforward and non-controversial - over concerns about the document’s accuracy and expressions of intent to expand into neighbouring Agricultural Land Commission property. Oliver rural Director Allan Patton, agreed with Bush, saying that he couldn’t support village expansion into ALR lands, either. Bush was also concerned about a description in the OCP that stated that there were 30 fruit stands in Keremeos. Bauer agreed, noting that three fruit stands within the municipality was more correct. He assured Bush that the document’s wording - and provincial regulations - would ensure that space within the community would be
used up before any expansion would be contemplated, which would likely be many years from now. “I understand that,” Bush replied, “the wording shouldn’t be in the OCP at all.” A request by Director Patton for a motion to defer on the issue was clarified by Chief Administrative Officer Bill Newell. He said that the board’s responsibility was to make comments and refer them back to the Village of Keremeos as a courtesy measure only. “It’s not our plan,” he explained, “we can’t defer it.” The board agreed to submit its concerns to the Village of Keremeos, however, the document had already been adopted by Keremeos council at their July 15 meeting.
Similkameen Rec Centre to get a new roof Leaky roof advances replacement timetable By Steve Arstad news@keremeosreview.com After 25 years, Keremeos’ Similkameen Rec Centre is getting a new roof. The regional district board approved a $59,000 contract with Neilson Roofing and Sheet Metal for the resurfacing job at the July 18 board meeting.
A budget of $65,000 had been set aside for the project when staff noticed the roof was in poor repair two years ago. Rec centre manager Karl Donaghue said that he expects Neilson, who were sole bidders on the project, to begin the work soon. “I always had, in my mind, a timetable of seeing it finished before bowling starts,” he said, adding that the project had been brought forward a year because of increasing leaks in the roof which showed up last winter.

Maureen Purser, Woodrow’s grandmother, told the Review Monday that the family understands the difficulties faced by emergency personnel, adding that they feel no malice towards the emergency crews. “My daughter was so upset,” she said, “and so were Derek’s friends, because his body was there for so long. But I think everyone understands now how impossible it would have been
for anyone to help Derek.” Stacey and Shawn said that a service was being planned to take place at Cawston Hall on July 27. A bottle drive is already underway to help the family with expenses. Members of local emergency services expressed their sympathies to family and friends of the victim on Monday. Keremeos Volunteer Fire Chief Jordy Bosscha said the department performed to the limits of their training during the incident, noting that the department is not trained to handle river conditions such as those
that existed at the drowning site on Saturday. “These type of incidents can develop very quickly. There’s not a lot of time when a victim is trapped underwater. Our emergency personnel are trained to awareness - so that they don’t take chances that end up making themselves victims,” said Regional District Okanagan Similkameen Emergency Services Supervisor Dale Kronebusch. Members of Penticton’s Search and Rescue Swiftwater Rescue Team recovered the body Saturday evening.

THE APPLICATION
On July 5, 2013, FortisBC Inc. (FortisBC) applied to the British Columbia Utilities Commission for approval of a proposed multi-year Performance Based Ratemaking (PBR) plan for the years 2014 through 2018, and for approval of permanent rates effective January 1, 2014 (Application), pursuant to sections 59 to 61 of the Utilities Commission Act (Act). Among other things, FBC seeks approval of the following: • Approval to make the existing interim rates as permanent effective January 1, 2013, and to increase the permanent rates for all customers by 3.3 percent, effective January 1, 2014. • Approval of a rate stabilization deferral mechanism to mitigate rate variability for the years 2014 – 2018, as set out in the Application. • Approval to flow through, during 2014, any increases or decreases arising from a decision in the Generic Cost of Capital Stage 2 Proceeding that is currently before the Commission. • Certain accounting treatment and financing of deferral accounts. • Discontinuation, modification and creation of certain deferral accounts, and the amortization and disposition of balances in deferral accounts; • Acceptance of certain Demand Side Management expenditures, pursuant to section 44.2 of the Act. • Changes to certain accounting policies to be used in the determination of rates for FortisBC.

British Columbia Utilities Commission (Commission) Order G-109-13 has established a Workshop, Procedural Conference and Preliminary Regulatory Timetable for the regulatory review of the Application. The detailed Regulatory Timetable can be reviewed on the Commission’s website at bcuc.com under Current Applications. FortisBC will hold a Workshop to review the Application on Thursday, July 25, 2013, commencing at 10:00 a.m. at the Holiday Inn Express, 2429 Highway 97 North, Kelowna, BC in the Aberdeen/Pandosy Room.
The Commission will hold a Procedural Conference regarding the further regulatory process for the review of the Application on Friday, October 11, 2013 commencing at 9:00 a.m. in Kelowna.

Keremeos’ newest winery wins accolades Sage Bush Winery paired up with the Delta Grand Okanagan to win its first award at the Barbeque King event By Steve Arstad news@keremeosreview.com Sage Bush Winery, Keremeos’ newest, won their first medal in their first ever competition at the Barbeque King event on July 13. The winery - which held its grand opening on May 17 - currently produces two whites, two reds, and two blush wines. It was Sage Bush’s rosè wine that won the media category wine pairing at Barbeque King. The wine was served with a
pesto chicken, spicy apricot sauce topped off with chicken skin crisp. Desssert was an upside down peach cake with ice cream served up by Delta Grand Okanagan Chef Jason. “We are just getting into local liquor stores,” said Nav Lasser, manager of Sage Bush. Seventy-five per cent of the winery’s grapes come from their own vineyards, part of 120 acres of produce and vegetables grown by the Lasser family. “We thought the wine shop would be a good idea to go with our fruit stand,” Nav said. “Right now, we have a good quantity of the winning rosè in stock.” Sage Bush Winery is open daily from 9 a.m. to 8 p.m., as is adjoining Lasser’s fruit stand. “We have a deal for everyone,” Nav assured, “ just ask.”

Editorial Alarming trends in drowning deaths Two drowning deaths on the weekend brought the perils of summer activity on the water home to many Keremeos and Lower Similkameen residents. The tragic drowning of Derek James Woodrow on Saturday afternoon was followed by the drowning of a 45 year old Olalla resident the same day. The Lifesaving Society of Canada reports that drownings are more than double last year’s in B.C., from 20 to 43 this year. Nationally, there are other troubling statistics: - seniors’ drownings (50 - 64 years old) are up 12 per cent in the past five years. -drownings amongst 18- 34 year olds are up 12 per cent in the last five years. - risk taking 18 - 24 year old males have among the highest water related death rate of any age group in Canada. - in the 18 - 34 year old category, nine out of 10 victims are male. - males make up 83 per cent of all water related deaths. Oddly enough, drowning deaths amongst 13 - 17 year olds are on the downswing, with child drownings (under five) down 13 per cent in the past five years, which is, if not good news, at least better news. Are the number of risk takers in society increasing - or could it be that some of us are spending too much time in a virtual world, only to find ourselves unprepared when in the natural environment - or are certain demographics just not taking the risks around water seriously enough? It appears that more youthful demographics are getting the message - hopefully it won’t take any more weekends like the one just experienced to drive the point home to everyone else.

Farmworkers situation seems pretty normal in the valley By Steve Arstad news@keremeosreview.com I recently read a negative article in a large Vancouver daily about residents here “clashing” with farm workers over trash and the poor cherry harvest. It certainly was news to me. I guess it depends on who you talk to, and their point of view. Still, curious, I took a hike down to the former Farmworkers Campground behind the cement plant in mid July. I was quite astonished to see tents pitched amongst the floodplains of the Similkameen as far as the eye could see. The river had dropped to a reasonably safe level, now tea coloured as the remains of this year’s runoff finish draining from the valley. Counting at least 40 sites, and possibly more, this years’ crop of transients is certainly one of the biggest in years. But I already had an idea that was the case, as the streets of Keremeos
have been bustling with larger numbers of farmworkers in the past two weeks than was normal for this time of year. There is some trash around, as one might expect from the numbers of campers there - transient or not, if you get that many people congregating in an area, without proper waste facilities, it doesn’t matter what level of society you come from - there will be waste generated, and not all of it will end up in its proper place. Other than for one large, boisterous site, the midday, makeshift encampment was quiet, most of the campers out working the crops of the Similkameen, hopefully. Messages on tents suggest a throwback to the late 60s, a time I have some faint familiarity with - “Cop free zone” and “Repeat after me - I am free,” adorn a tent near the dike. The tent camp itself also brings to mind another time in the more distant
past, familiar to me from the history books - as a more colourful version of the “Hoovervilles” as they called the transient workers’ camps that sprang up on the edges of towns during the Great Depression. From what I have seen around town, and from conversations with the police and municipal officials, the transient labour issue is pretty much status quo when compared to other years in Keremeos. If there are any exceptions, feedback is that the farmworker numbers are up, but then, so too is the quality. “I stop and give farmworkers a ride whenever I can,” declared Keremeos Mayor Manfred Bauer, “they’re polite, thankful and well behaved. I’ve never had a bad experience with one.” I spoke to a group of campers on their way back from town as I left the campground area, asking them why there were so many this year. “Everyone wants to

come to Keremeos this year,” he said, adding, “the weather has been different this year. We get work one day, then it rains and no work the next. It’s very different, but work is getting more steady now.” It could possibly be that the sheer numbers of campers are making some residents of the village uneasy this year. From my experience so far this season, and from the majority of those who I have spoken to, this year’s group of youths are simply doing their best to enjoy a profitable summer in the Similkameen, and most are trying to minimize their impact on local residents. Perhaps Franklin D. Roosevelt, in describing an era with many similarities to today’s, put it most succinctly, in that “the only thing we have to fear, is fear itself.” As for myself, as I walked away from the campground area, fear was the last thing that came to mind - a tinge of jealousy, yes, but fear - not at all.

Reader urges chamber to reconsider park position To the Editor: Dear Andre and the Board: I was most disappointed in your letter of July 3 “reaffirming “ the Chamber’s stance to not currently support the national park proposal. Actually I and many other park proponents have been asking the chamber to support the “reengagement and re-opening of the park talks” rather than actually supporting the park proposal. There are several outstanding issues but under the way the park establishment system operates, Parks Canada is not allowed to negotiate with stakeholders, including HNZ, unless the provincial government gives the go-ahead to re-open talks. Re-opening talks does not mean the park will be established but it does mean that Parks Canada can talk to stakeholders and see if common ground exists. I cannot understand where the downside is for the chamber and area businesses in this scenario. Furthermore, in your letter of July 3, you mention numerous businesses that have “expressed concerns and opposition” to the park proposal. I have gone through the list of chamber members and I find it difficult to see many, if any, businesses other than HNZ, that could potentially be adversely affected by the park proposal. Furthermore, any concerns can only be addressed by Parks Canada if the process is re-opened. You spent considerable space pointing out the benefits of having HNZ operate in Penticton and area. I do not ever remember anyone denying the economic benefits of their operations. HNZ does not currently have unfettered access in perpetuity to their training areas. They must obtain provincial permits and must file environmental impact assessments in order to obtain those permits. The park proponents are advocating for business security for HNZ and a national park. Parks Canada made it clear
Regional district briefs Area “B” Official Community Plan on hold The quest to develop an Official Community Plan for Area “B” (Cawston) has been suspended - at least for the time being. Citing a lack of interest and the failure to get a quorum, Area “B” Director George Bush told the regional district board that the process had been suspended, during the regional district committee and regular board meetings on July 18. Engineering study could look at above ground water storage Area “D” Director Tom Siddon suggested that an engineering study on the Twin Lakes aquifer to look at the possibility of constructing above ground water storage might be an idea worth pursuing. He suggested that two communities Faulder and the Twin Lakes area - might benefit from an engineering assessment of this type, adding that both aquifers, which were seriously depleted a couple of years ago, are now having issues because two back to back wet years is resulting in water backing up. Regional trails report
in their letters that they would continue HNZ’s park use permits within a national park. If Parks Canada were to agree to the same terms as HNZ currently has, I don’t see how that would throw their operations in jeopardy. Once again Parks Canada can only work out a suitable agreement with HNZ if the talks are re-opened. As part of a recent trip to visit relatives in Saskatchewan, I made a visit to Grasslands National Park located in southern Saskatchewan where I spoke to local ranchers and park employees. When the park was established about 25 years ago, many local ranchers were against the concept and swore they would never work with, or sell their land to, the park service. Several things have recently happened there that suggest the ranchers in the south Okanagan could possibly be accommodated. First, the Parks Act has been amended so that grazing of cattle is now allowed in parts of Grasslands NP. Secondly, many of those ranchers previously against the park are now on board and will tell you they support the park. Several of them have been working with the park to help re-establish some threatened species on their adjoining properties and just recently two large parcels were sold to the park by ranchers who had previously said “over my dead body”. But once again Parks Canada cannot re-open negotiations with the local stakeholders until the provincial government re-engages. Therefore, I urge the board to look again at this issue and support the reopening of talks between Parks Canada and the area stakeholders. The chamber needs to take the stand that they support the establishment of a national park only if HNZ gets business security and the valid concerns of stakeholders such as the local ranchers can be addressed. N A trails crew has been hired by the regional district to provide brushing and other maintenance duties, reported Parks Coordinator Justin Shuttleworth to regional district directors on July 18. A land survey to route a portion of the Similkameen trail around Barrington Ranch was also recently done. Kettle Valley Railway trail users through Kaleden need better signage, reported Penticton Director Helena Konanz. Konanz, whose residences is on Ponderosa Avenue along Kaleden’s lakeshore, told the board that cyclists unfamiliar with the trail’s routing are mistakingly cycling up steep Lakehill Road, rather than picking up the trail on Alder Avenue. “People think that the trail ends at the (Pioneer) park,” she told the board. Keremeos Special Olympic five pin bowling team wins gold Contributed by Ron Blackmore
By winning a silver metal in the 2012 regional qualifier in Kelowna the Keremeos Special Olympic five Pin Bowling team went on to the 2013 Special Olympic Provincial Games in Langley, July 12-14,
where they won a gold medal in their division. Jessica Lehtonen had an outstanding weekend, also winning a gold for having the highest individual game in the tournament. The team is waiting with anticipation for the next step, which is to

qualify for 2014 Special Olympic Canada Games scheduled for Vancouver next summer. In addition to the team gold medal individual members Mackenzie Walker and Jessica Lehtonen each won gold medals for most pins over average for the tournament.
Grist Mill theatre camp coming up August 19 - 23 Materials are supplied. All participants need to wear loose clothing and running shoes and bring water and a sun hat. There will be a mid-morning snack. Funding for the program is made available through BC Gaming Proceeds. The focus for the morning camp will be words in rhythm and connecting words to a story line in an individual and a teamwork model. The result, a performance! As with previous years, the morning will include the fun of focused work with coaching in language and presentation as well as plenty of physical activity in theatre games and runaround open field games. An end of week performance by the young players is given at 11 a.m., Friday, August 23 outside the Grist Mill Tea Room.
Contributed by Dave Cursons The theme of this years theatre camp held at The Keremeos Grist Mill and Gardens is “Words Out Aloud”, poetry to performance. Similkameen Family Literacy presents it’s 7th annual end of school summer holidays theatre camp for five mornings, August 19 to 23. In 2012 the camp produced costume pieces in a fractured fairy tale model and in 2011 box theatre presentations were given in mini-stages fashioned from huge cardboard appliance boxes. Sessions have included voice and movement exercises for young actors as well as some puppet theatre. Parents of youngsters ages six to 12 years are invited to register for Words Aloud by calling Similkameen Family Literacy at 250-499-2352 Monday to Friday 8 a.m. to noon. Registration deadline is August 9. There are just 16 spaces. Parent and teen volunteers are invited to be involved with the program in support of the younger participants.

Village Citizens Survey reveals a near 50 - 50 split on national park opinion By Steve Arstad news@keremeosreview.com Keremeos Village Council adopted its new parks regulation bylaw at the July 15 regular meeting of council. Council also amended the village’s municipal ticket information bylaw at the meeting. Council’s changes to the two sets of bylaws make it legal for the RCMP to enforce the village’s park bylaws. With more enforcement now possible, it is hoped that situations that make life unpleasant for those living near the village’s two parks can be better controlled. Council also adopted the village’s Official Community Plan, a project that has been ongoing since November of 2011. The upcoming Kars Under the “K” show sent council a letter requesting an annual sponsorship for one of the car show’s trophies, for $100, which council granted. Friends of the Library asked council for the use of six village tables during their annual book sale, which takes place on August 3. Council agreed to their request. The village released the results of the 2013 citizen’s survey. Chief Administrative Officer Laurie Taylor told council that response numbers declined this year over last, from a 29 per cent response rate to 23 per cent. She also noted that the response breakdown for what was possibly the most controversial question, regarding resident’s views on a national park in the region, was 58 respondents in favour with 57 against. Staff also reported to council the second quarter bylaw enforcement statistics. As of June 30, the village had received a total of 29 complaints, a 59 per cent increase over the same period last year. Seventeen of those complaints involved property maintenance issues. Staff also presented a rather dismal building inspection services report to council.Revenues from building inspection are down from 2012, while expenditures remain almost unchanged over last year. Permit values declined 70 per cent in 2013 from 2012, with no new building permits issued. Repair and renovation permits are also down by 50 per cent. Councillor Jeremy Evans asked for an explanation regarding the continuing high cost of building inspection service. CAO Taylor replied that current staffing remains at two half days per week, down from two full days a year ago. She said that staff needed the current time to deal with inquiries and current levels of business. Council decided that consideration should be given to further cuts in the service during 2014 budget deliberations.

Keremeos support group seeking volunteers Help is needed for Keremeos Alzheimers support group as society deals with increasing incidence of the disease Contributed Tom, Joseph, Irene and Donna meet once a month to talk about how their lives are affected by dementia. They are all caring for family members who are in various stages of the disease. They, like many Keremeos residents, also all attend a free caregiver support group offered locally by the non-profit Alzheimer Society of B.C. “This is their lifeline, says Laurie Myres, the Society’s Support and Education Coordinator for Kere-
meos and the South Okanagan. “They can meet with people with similar issues who are in a unique position to offer support to others on the same journey. The group is a place that they can talk openly, share information and give each other mutual support.” An estimated one in 11 B.C. residents over age 65 already live with Alzheimer’s disease or another dementia. And that number is projected to double over the next generation. The resulting need for assistance is soaring, and volunteers help ensure that the demand is met. “Volunteers are absolutely invaluable to our team,” says Myres. “It’s exceptionally rewarding work, to know that you are making a meaningful difference in someone’s life. Our volunteers tell us they get far more back in return than they give.”

At a recent ceremony held in Kelowna “Kelly” Carter from Okanagan Falls was awarded the Korean Medal to commemorate the 60th anniversay of the Korean War. Two members of the Korean Embassey in Vancouver made the presentation, and six Legion members went with Kelly to witness this honor. Kelly, who is 83, served with the Princess Patricia Canadian Light Infantery, and was for a while attached to the Parachute Regiment. He joined in 1948 and was sent to Korea in 1951. When he left the military he served for a while with the Calgary Police. After retirement Kelly came to B.C. and found his way to Okanagan Falls, where he is an active member of Legion #227.

A 2012 Kubota Mower, Model BX1860, Serial #57332 and a 2013 Kubota Tractor with bucket and loader, Model BX25D, Serial #11413 was taken. The bucket is a Model BT602 with Serial #11349 and the loader is a Model LA240A with Serial #A1348. The value of this equipment is approximately $34,000. Royal Canadian Legion will have the beer garden at their air conditioned hall. There will be music all day and there will be some new vendors in vendor’s alley. EZ Rock will be on location. As in previous years, the proceeds will go to the Keremeos High School Automotive Shop Class and Keremeos Senior Center.

Mistakes
Our universe is expanding. By measuring the velocities and distances of distant galaxies as they move away from each other, we can calculate that just under 14 billion years ago everything we see around us in space was together in one small, hot lump. Then, in an event we call the Big Bang, that lump started to cool and expand, eventually becoming the universe we see around us today. The discovery of the expansion is credited erroneously to Edwin Hubble. In fact the credit has to
be shared among a number of observers. However, it is intriguing to consider that the idea of an expanding universe could have been arrived at in the 18th Century, with the work of Isaac Newton. One of Newton’s great ideas was that every object in the universe attracts every other object with a force related to their respective masses (he called this force gravity), which decreases as the objects get further apart. His ideas made it possible to understand and predict the motions of planets, stars and galaxies, and to navigate our spacecraft around the Solar System. Newton’s ideas suggest immediately that a static universe is impossible. If everything in the universe were attracted to everything else, the universe would collapse into one lump.

column If this is not happening, it can only be that the universe is expanding, with gravity gradually slowing it down. If the expansion is fast enough, it can continue forever. If it isn’t the expansion will slow, stop, and then everything will start to fall back. However, no one looked seriously at the ramifications of Newton’s ideas until centuries later. Newton had only described what gravity does, and made no suggestion as to what it is. This question attracted the attention of Albert Einstein, and in the early years of the 20th century, he attacked the problem. At the time, not everyone accepted the idea of an expanding universe, and Einstein was one of those who didn’t. He was therefore very unhappy when his calculations, in addition to accounting for gravity, also indicated the universe had to be expanding. So he added a fudge factor to make those equations describe
a static, unchanging universe. When the observations of the expanding universe became irrefutable, he described his fudge factor, which he called the Cosmological Constant, as his biggest mistake. Actually, it turns out that he had added the right thing to the equations, but for the wrong reason. If we ignore the fudge factor, both Newton’s and Einstein’s ideas predict an expanding universe, but one where the expansion is gradually slowing. The idea makes sense. If we throw a ball in the air, it gradually slows, stops and then falls back down. However, observations made over the last few years show something distinctly different; the expansion is speeding up. This can only happen if something is pushing outward hard enough to more than counter the gravitational attraction trying to slow it down. This strange, outward
force is now known as Dark Energy. Ironically, Einstein’s fudge factor is exactly what is needed to incorporate dark energy into our calculations. Oversight led us not to realize the universe is expanding for a couple of centuries after Newton did his work. Then, Einstein’s attempt to deny this expansion gave us the means to incorporate dark energy into the expansion calculation. Science is a complicated process, which often wanders off course, with unpredictable results. It is rarely the orderly process they tell us about at school. Venus lies low in the west after sunset. Saturn lies in the Southwest overnight. Mars and Jupiter lie close together in the dawn twilight, with Mercury lower down. The Moon will reach last quarter on the 29th.
