Susan and Gary Lister say they are fighting for democracy at Cultus Lake. Not enough voters realize there are seven Park Board commissioners, elected every three years to make decisions on the Cultus Lake Park Board. Here’s the rub: only two of them are voted in by Cultus Lake residents, with the remaining five voted in by Chilliwack residents. This has created an unfair situation, say some lake residents who are circulating a new petition. They are asking to have the Cultus Lake Park Act amended to make it only Cultus Lakers who can elect park board commissioners. “Many people in Chilliwack don’t even realize they are electing a board that is separate from Chilliwack, when they vote for the Cultus Lake Park Board,” Susan Lister said. “There is a lack of awareness, and a lack of accountability.” They collected signatures on a similar theme before, but not in an approved format that could be submitted to the provincial government. So they are redoing it. In just one day last week, Sue Lister said she obtained 70 signatures, from almost every one she met at the lake. “One of the issues is that Chilliwack doesn’t have to bear the consequences of what is decided here. So it doesn’t impact them.” They want to have the number of commissioners reduced from seven to five. The Listers are concerned that Park Board staff has ballooned to 11 people. “It was run for so long with a small staff. This is a summer resort town. Dry rack fishery shut down early Jennifer Feinberg The Progress

The hot, dry winds of the Fraser Canyon are perfect for air drying sockeye salmon. Dry rack fishers and their families from several Sto:lo communities including Tzeachten, Skwah and Squiala were engaged in the ancient tradition last week. That is until federal fisheries shut them down after only a couple of days of fishing. A communal fishing licence for dry rack fishing was issued July 10 by DFO to

Lower Fraser bands. The sockeye were to be caught either in set nets or dip nets, for food, social, and ceremonial purposes. The dry rack licence allowed certain designated fishers, and their helpers, to harvest fish from the Fraser, processing and drying them on racks from fish camps above the river. The fishery was a little earlier than usual, but given the ideal weather earlier this month, it should have even started the week before, said Ernie Victor, fisheries manager for Sto:lo Nation, and co-chair of the Lower Fraser Fisheries Alliance. “The dry rack fishers, the families who

carry on this tradition, are unique,” said Victor. “It’s the way they dry the fish. What they’ve been holding onto is our culture.” The fishing licence was supposed to be in effect for a week, until July 17. But the fishery was actually shut down earlier than expected, after only a few days, because the sockeye run size was downgraded by the Fraser River Panel on July 12. hilliwack welder-fitter Bryce Oostenbrink had just turned 30, but life wasn’t going as planned. He was splitting from his wife, and had quit his job. Feeling totally lost, after several days without sleep he got it into his head that he would drive to California where something, he didn’t know what, awaited him. He started his blue Mustang at 3 a.m. on Halloween night 2005, flashed his passport at the border, and sped along the I-5 highway at 90 miles an hour. He stopped once at a gas station to pick up a two-litre bottle of Pepsi from the counter, calling “see ya later” to the stunned cashier. Oostenbrink hadn’t brought any cash or cards. Just before Seattle, his car stalled as he ran out of gas. He steered toward the shoulder, got

out, and saw the bright lights of a truck just before it hit him. “I think I just got out of my car. I didn’t realize how close I was to the slow lane. And I got out. And I just remember turning. I think I shut my door. I turned, and bang, I got hit and went down in the bushes,” he says now of the incident. He flew 20 or 30 feet into the prickly bushes in the deep ditch along the I-5. Ragged and bleeding, his shirt off, shoes lost, and pants ripped, Oostenbrink crawled out to see the gathering of police and firefighters at the roadside. He resisted treatment, then fell into cardiac arrest. Oostenbrink awoke several days later at a hospital with his ex and brother standing over him, whispering. He learned he was bipolar, a diagnosis that made sense to a man whose life until then had been laden with chaotic and incomprehensible ups and downs. Upon returning to Chilliwack, Oostenbrink was immediately applying to jobs, ignoring advice from his psychiatrist, family and friends who feared him failing. And

fail he did. First was the midnight shift at a fast-moving baby formula factory in Abbotsford, where he only lasted a few weeks. “I felt really overwhelmed. I felt stressed,” he said. Next was a job assembling greenhouses in Chilliwack, but a new fear of heights invaded him. His third attempt stuck. For the last eight years, Oostenbrink has been at Excel Feeds in Abbotsford, now the head shipper/receiver coordinating trucks at the feed mill. He eventually revealed his diagnosis to his manager, who has supported him through tough times. Oostenbrink’s case is unique. Few people with serious mental health issues hold full-time jobs in Chilliwack. The result is that many live in poverty on the government’s persons with disabilities allowance of $906 per month. The idea that everyone can do some kind of job is prevalent in how society treats people with physical or developmental disabilities. But with mental illness, people

that the ill person trusts, such as psychiatrists and family, often discourage seeking work. Stress can aggravate symptoms, and showing symptoms like mania or depression at the job site may lead to yet another termination. Sharon Holburn, who works with women with mental illnesses at Ruth and Naomi’s Mission, does not encourage clients to seek jobs upon first arriving to the treatment program. “We’re more concerned about them. They need to be able to put their feet on the ground, their selfesteem needs to be brought up, before they could hold a position and have a job,” she said. But at the Cheamview Clubhouse, a rehabilitative centre for people with mental illnesses in Chilliwack run by the Creative Centre Society, job development specialist Rob Dueck says that being sequestered in a lonely apartment is stressful as well, and does not promote mental health. Same goes for living in poverty, and for being excluded from the working community. He references a study that found that employment does

more for recovery than therapy. “Statistics show that going to a job, not a great job, not a perfect job, as far as therapeutic value, when we stack it up against all the therapy, it comes out on top,” said Dueck. The clubhouse’s ‘Why Work?’ program focuses on getting a job, any job, that provides fair pay for fair work. Dueck drives members around town one Wednesday per month to ask workers at various job sites what they do all day and how they landed the job. This demystifies employment, and restores people’s confidence in the labour market, Dueck argues. “If mental illness is just an illness like any other, then everybody can work,” he said. Oostenbrink agreed. “Anybody can do a job. They need the work, even if it’s a day a week. They need to have something to look forward to,” he said. “Working brings your self-esteem up. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

The downtown community garden project is going like gangbusters. “The planting started last week,” said Bill Raddatz, executive director of Ruth & Naomi’s mission. “We had the lumber delivered, the container boxes are built, and the soil was trucked in and put into the new containers.” A water hookup has been installed and there’s a security fence on the way for the garden being established atop the old Paramount theatre demolition site. It’s a joint effort between City of Chilliwack and Ruth & Naomi’s. The garden is being built on a base of crushed stone, with lined, wooden planters on top.

A town hall meeting was set for Monday night at Ruth & Naomi’s on Margaret Street to assign the veggie boxes and get user agreements signed from interested clients of the mission, as well as downtown residents. Community gardeners have to commit to taking care of their garden plots, weeding, watering, and taking pride in them, said Raddatz. Donated flowers and vegetable plants have already been generously offered by at least two different local retailers. Donations of root vegetable plants from the public will be accepted onsite 9:30 a.m. to 11:30 a.m. weekdays. Leave a name and number with the plants, and donors will be entered into a draw for a $100 gift certificate at the nicest restaurant in town.

Authorities did their job

Two people were charged earlier this month in one of the most disturbing terrorist plots to be hatched on Canadian soil. John Stewart Nuttall and Amanda Marie Korody were arrested July 1 on terrorism-related charges after the planting of disabled pressure cooker bombs outside the legislature in Victoria. Yet, only days later, civil libertarians were calling for more detail on how police investigated the Canada Day bomb plot, to see if officers came too close to entrapping the accused Surrey couple. Doubts have grown in some minds about the pair’s ability to carry out an act of terrorism as more information emerged about their impoverished life, living on social assistance without a vehicle and getting methadone treatment for drug addiction. Police say they became “self-radicalized” to support the Al-Qaeda ideology and posed a serious threat to kill or maim people. Micheal Vonn, policy director for the B.C. Civil Liberties Association, said the concern is that undercover officers may have interacted with the suspects to further the plot and provide assistance. Authorities apparently knew of the plan for five months, and were closely monitoring the couple. Vonn sees parallels to the “Mr. Big” investigations where officers pose as a crime boss and his henchmen, and goad a suspect to say or do incriminating things in order to become part of the organization. It is hard to imagine two people voluntarily agreeing to be involved in a plan to kill and wound hundreds of Canada Day revellers. And if police did engage with the suspects to determine how far they’d go, or if others were involved, it simply shows there are confused or “radicalized” or unbalanced individuals out there vulnerable to suggestions that such evil violence is justified. Kudos to the Canadian secret service and the RCMP for doing their jobs – the protection of innocent people. ~Black Press

Horrendous tragedy a wake-up call for cities How do you prepare for a train derailment and catastrophic explosion rivaling the scope of the disaster in Lac-Megantic, Quebec? Where do you place the checks and balances, how do you protect lives, homes, businesses near the track, or farms close to the rail right-of-way leading to and from communities? The horrendous tragedy in Lac-Megantic, a lakeside town of about 6,000 people near the Maine border, has to be a wakeup call for every town and city, Chilliwack included, with a railway track running through its heart. Earlier this month, an unmanned Montreal, Maine and Atlantic Railway train that had been parked and left for the night began rolling and gathered speed down an 11-kilometre slope toward the Quebec community

where it derailed. All but one of its 73 cars were carrying oil and five of them exploded in the centre of town, causing immense multiple fires. At least 50 people are missing and feared dead. This is the worst railway disaster in Canadian history since the StHilaire train disaster in 1864 when Margaret a train ignored a stop signal and fell EVANS through an open swing bridge into the Richelieu River, killing 99 people. Clearly, this disaster has raised the anxiety about hazardous goods transported by train through town centres and city suburbs. The oil-by-train industry has grown rapidly in the past four

years, jumping from 500 carloads in 2009 to an estimated staggering 140,000 carloads of crude this year. Oil is on the move from the booming North Dakota oilfields to the Alberta oil sands. These landlocked regions need access to markets and the rail industry is getting ahead of the curve. Just a month ago, the Railway Association of Canada held a course in Maple Ridge on how to respond to a railway incident involving dangerous goods. With the furore over pipelines to transport oil far from over, we have taken a pretty benign look at trains as a safe alternative. After all, a single train car can transport 600 barrels of oil. And one train can transport, on average, the same tonnage of freight as 280 forty-foot trucks. Rail already moves 70 per cent of all surface goods every year and the indus-

try argues cost savings advantages. So would the shipment of oil by train be safer than pipeline? In the past two years, the Transportation Safety Board has investigated at least 22 incidences of derailments or accidents, five of them in British Columbia. And last month during the Calgary flood, a CP train derailed on the sagging Bonnybrooke Bridge. Luckily the five cars, four of which had petroleum products, were removed without losing their loads. It isn’t just oil that’s a concern. The worry addresses all hazardous materials including chemicals. In 2005, nine cars from a CN freight train derailed into the Cheakamus River. The cars contained 40,000 litres of caustic soda (sodium hydroxide) which killed over 500,000 fish from 10 different species including salmon and

That same year two CN trains carrying fuel and lumber crashed near Prince George, setting the cargo on fire alongside the Fraser River. But it’s the faces that put a tragedy in context. So many young people were relaxing at LacMegantic’s Musi-Café near the track that fateful night. So many were sharing hopes, plans, new goals - waitresses, performers, a singer launching her first album, friends, parents, party-goers. In a moment, lives, opportunities, dreams were gone. In Lac-Megantic, life will never be the same. Months, probably years, lie ahead before a new sense of normalcy surfaces. And it will forever be defined by those loved and lost that fateful night.

Letter called ‘baseless demonization’ Re: ‘What’s in it for the politicians?’, Readers Write, The Progress, July 11. The writer makes a broad brush slandering of the ex-mayors in particular and politicians in general which doesn’t surprise but what does surprise is that this paper would print what appears to be slander. Is there one shred of proof of these allegations offered? No. Any fair minded person must recognize that this approach is: unjust, incorrect, and damaging to the public interest. I frequently poll higher functioning people with the question: “Would you go into politics?” followed by: “Why?” The answer is a resounding, “No!” from almost everyone. The answer as to why relates to the nastiness and irrationality of the political system in general and that of the treatment of politicians in particular. Here’s the rub, we have to have someone running public affairs so we need elected people, that’s

a given, we cannot dispense with that role. What we can attempt to do is to make the best choices and to encourage the best people to become involved. How does baseless slander, mean spirited attack and general demonization encourage the best people to become involved? People who engage in baseless demonization discourage the types of people who genuinely are affected by what others say about them from becoming involved in the process. Is this what you want? It is what we are creating. Load the revolver and have another go at shooting off one’s own toes, seems to be the approach but one must ask, “Why?” Does the writer know any of the ex-mayors personally? Would the writer be prepared to support their assertions in court or other public forum? Thought not… let’s use our heads rather than swinging wildly at windmills.

Politicians deserve our respect Re: ‘What’s in it for the politicians?’, Readers Write, The Progress, July 11. It was Oliver Wendell Holmes who said that no generalization is worth anything. That includes this letter stating “Truism: politicians do nothing that isn’t selfserving, do everything from selfinterest, and some in that article have certainly proved it.” This is about the worst generalization I have ever encountered. I have known many politicians over my lengthy lifetime and with very few exceptions these men

and women have been honest citizens and entered politics with the goal of contributing something important to the country, the province or the city in which they lived. Many left much more lucrative careers in order to make a difference to society. Most of these people who enter public life deserve our respect and our thanks regardless of political party. Yes we have had a small number of crooked politicians and some have ended up in jail where they belong but this is a small

minority. The shame is that so few people get involved in the political process, get to know the candidates, get to really know the issues and then get out and vote. We do not need mindless criticism for the people who take on the thankless task of political leadership in our often divided society. Train speeds need to be monitored Since the news of the train derailment in Quebec carrying crude oil, I have been more aware of how close I actually live to the train tracks. My house is about 500 feet from the main tracks just west of Prest Road. The tracks are straight and then it makes a slight bend left putting my house on the outside corner of the tracks. I’ve always wondered how fast the trains are travelling. There are passenger and freight

trains, light and heavy, long and short ones. I know this because I can see them and feel them; my house shakes like a massage chair. The heavier the train the better the massage! One thing I have noticed is the speed at which they all travel. I can tell when a train is going faster than normal when the sound of the metal wheels screeches on the bend in the tracks. The speed of these trains needs to be monitored. What is the actual

speed limit within a residential area? We have speed traps for cars, what about having them for trains within city limits? There is already a bylaw preventing the trains from honking their horns but they still do. Some actually hold the horn from Prest Road to clear west of Broadway Street. Very late at night the really heavy trains will speed by, the train tracks singing loudly when they round the corner. The newspaper

says that the amount of crude oil travelling through Chilliwack is going to increase significantly. If they can’t send it through the pipelines fast enough, not only is the amount of oil traveling through Chilliwack going to increase, so will the speeds of the trains. Time is money. I dare not think what would happen if a train were to derail in front of my house. What is the city going to do to monitor and ensure our safety? Julie Bishop

their symptoms. For Oostenbrink, his job has become the rock of much-needed stability in his life. “One thing about being bipolar is stability. You got to have that routine. I work a Monday to Friday job. I know I can make more money going to Alberta or working at other places where they work shift work. But I need my Monday to Friday.” Eight years older and wiser, and buoyed by daily medication, Oostenbrink has mellowed. He used to believe that people around him — his wife, his boss — were purposely trying to anger him. He used to fight, and used to crave the forever larger house and larger truck. “Now I just want to live a decent life and sur vive, and enjoy things,” he said. Oostenbrink offers peer support to patients at Cedar Ridge, a longterm psychiatric facility in Chilliwack. He has stubbornly conquered the labour market, and has never been on persons with disabilities assistance. He’s going through another separation now, but is better at handling personal crises than before. “I’ve come to the realization that next week may be a rough week… but I’ll survive it.” As Oostenbrink often says, “you gotta keep ticking.” Read Part 3 of the series, about the importance of social supports to people with mental illnesses, in next Tuesday’s Progress. The Jay Arner show Wednesday night at the District Pub in Chilliwack is a way for the pop tunesmith to get his name out there. In the last three weeks, one Rosedale familyâ€™s world has turned inside out. On June 20, mom Tanna Fleming took her seven-year-old son Ethan to the doctor for an X-ray of Ethanâ€™s pained knee. The diagnosis returned that night: osteogenetic sarcoma, a rare bone cancer that Terry Fox also had. The disease is especially rare among children, usually hitting teenagers. Tanna and Ethan have camped out near the B.C. Childrenâ€™s Hospital in Vancouver ever since, surviving a battery of back-to-back tests and treatments. Ethan has already had 52 hours of chemotherapy as part of the first attempt to remove the baseballsized tumour from his leg. He has blood work every three days, and may need a blood transfusion depending on his platelet count and other indicators. â€œWeâ€™ve never had to deal with anything like this before. Itâ€™s all new to us. What the little guy has actually had to go through is just amazing,â€? said Tanna, who has had to take leave from her position in bakery sales at the Real Canadian Superstore in Chilliwack. Her husband, Walter, is driving back and forth between the hospital in Vancouver and his job as a milk tank operator for Vedder Transport in Abbotsford. Ethan has about 30 weeks of chemo to go, including a surgery in August. Heâ€™ll need months after the treatment before he recovers. â€œHeâ€™s doing good. Dry rack licensing is too slow and bureaucratic FISH from Front Victor, about the run size estimates that dictate fisher y openings. But the thing is that the best time for dry-rack fishing is early on in the run, when the first fish are smaller and thinner than later, and the bees are still hibernating, said Victor. It’s less than ideal conditions at the peak of the run, or in other words, during the times when the “bees will eat your fish.” The whole dry rack licensing process should be a little easier and more smooth going than it actually is, he said. “From an indigenous person’s standpoint, when you have something that’s so sacred, like traditional dry rack fishing, you think it just shouldn’t be so hard.” The process is “way more bureaucratic” than it needs to be, with scientific testing and modelling dictating the fishery openings that are allowed. “Of course if you have a million dollar venture like the commercial fleet when they get an opening, it all runs smoothly. It’s green light, go.” Even as some Sto:lo fishers were preparing their fish camps early last week, some spotted undercover DFO enforcement officers with binoculars watching their movements, as well as

some posing as fisher buyers, presumably in an effort to get the fishers to sell them sockeye, which is illegal. “We’re talking about a group of families trying to keep their culture alive. “They don’t need any additional barriers or obstacles.” He said First Nations in general are not against conservation in any way, or against the effort to build strong runs with fishery management decisions. “But we have the Yale treaty, and we have the slow decision-

Soccer star gunning for North American title Eric J. Welsh, The Progress

As Brody Huitema prepares for the next leg of his soccer journey, he finds himself in Texas this week for one final tournament with the U-18 Vancouver Whitecaps. The Chilliwack kid and his team are in Houston, competing in the U.S. Soccer Academy Finals. The Whitecaps hit the pitch with seven other teams, gunning for a North American title. “We’ll play three games at the Houston Amateur Sports Park, and if we win those we’re in the final July 20 at BBVA Compass Stadium,” Huitema said. “The Whitecaps U-18s were second at this tournament last year (losing 2-1 to Dallas FC in the final), so we’re raring to go and win this thing.” Huitema and company cemented their contender status two weeks ago in Dallas, winning their group at the Final 32 tournament. They beat the Chicago Fire 3-0 in blazing hot conditions. They bombed the Houston Dynamo 5-2 and blanked the PA (Pennsylvania Classics) 3-0. Huitema scored two goals in that tournament. “That team hadn’t allowed more than two goals in a game all year, and only gave up 15 total the entire season,” Huitema said. “For us, scoring 11 goals in that tournament and 98 all year, everyone’s feeling pretty confident.” The for mer Chilliwack secondary school student scored 28 goals in 25 games during the U.S. Soccer Development Academy season, filling the net more than anyone else in the 80 team circuit. His Whitecaps topped the Northwest division at 22-6-3. “If you watch the season, it’s a lot to do with team play,” Huitema said of his scoring outburst. “We play well together, and I’ve been there to finish off a lot

of plays, but it’s more of a team thing than anything individual.” That didn’t stop Huitema from getting snapped up by Duke University early in the NCAA recruiting season (January). “I visited the school and got to meet the coaches and staff and players, and got to live in the dorms for a couple of days,” Huitema said. “They’ve got a great atmosphere with the way soccer and academics mix.” Being a Blue Devil promises to be super cool, but by committing so early, the teenager has removed one aspect of what makes this week’s tournament so interesting. Like the Final 32 tournament, this one is followed closely by collegiate scouts. “All the university coaches line the field, and you’ve got more than 100 guys walking around with clipboards and papers,” Huitema chuckled. “But because I’ve already committed to Duke, they won’t be paying much attention to me. I’ll probably talk to a few I got to know during the recruiting process, but that’s about it.” Once the tournament is over, the Chilliwack kid will take one week off to spend back home with family and friends before joining Canada’s national U-18 team for an overseas trip to Spain. He’ll take part in a camp running Aug. 8-22, and play friendlies against teams from Argentina, Japan, Bulgaria and Belarus. Then it’s off to Duke, putting the Whitecaps in the rear-view mirror. For now. “I can’t speak for others, but for me, it’s been leaps and bounds with my development on and off the pitch,” he said. “I had to move out and learn to take care of myself. So it’s been a big maturity leap. And the guys, we’ve all gone to school together day in and day out. It’s as close to a brotherhood as you can get with a team and I’ll miss them. It’s been a dream to play here.”

Chilliwack stuns Seattle at Sounders Cup tournament Chilliwack FC’s U-12 boys tournament team made history with a win at the Sounders Adidas Cup, played July 6-7 in Seattle. This was the first time a Chilliwack team won an age group at the prestigious tournament, and they had to go through the host team to do it. An intimidating Seattle United squad had demolished all of their opponents by at

least four goals per game, and opened the scoring 15 minutes into the gold-medal match. But Chilliwack answered back on a Brandon Cambridge header. Cambridge scored another goal late in the first half, sending his underdog squad into the break with a 2-1 lead. Chilliwack spent most of the second half under siege,

with Seattle attacking in waves. The determined hosts drew even at 2-2 with 10 minutes to go, but the locals weathered the storm, making it through full time and into a shootout. Cambridge, Marley Edwards and Aidan Morris scored on the first three shots for Chilliwack. Goaltender Diego Colebourne-Urcuyo made a fantastic save, set-

ting the table for Maikjen Meindertsma’s game winning strike. As the ball found the back of the Seattle net, Meindertsma’s teammates rushed the field to celebrate. Chilliwack now has two wins in three tournament appearances. They also won the Baker Blast, and finished second at the Snohomish Invitational.

Attack bomb Bulkley Valley en-route to provincial bronze Chilliwack’s U-14 Attack girls captured bronze at last weekend’s Division B Soccer Provincials, held July 4-7 in North Vancouver. The regular season and Coastal Cup champions kicked off Thursday against their North Shore hosts, winning 1-0. Hannah Hallier had the

only goal. Defenders Melissa Frail, Yasmina Enneddam, Josie Wootten, Megan Ludlow and Jessica Morgan helped keep the North Shore offence at bay. Chilliwack lost their second round-robin game and came into their third, against Bulkley Valley, knowing they

needed to score as many goals as possible to advance. Midfielders Catherine Toop, Alyssa Gaudette, Siobhan Finch and Jade Victor drove play in the right direction and Anna-Maria Vandyk, Sydney Redden and Makena Lejeune were among the goalscorers in an 8-0 win.

Lejeune was in net for Sunday’s bronze-medal match against Prince George. While she made stellar stops at one end, Meghan Simpson, Kayla Peters and Meghan Rose created offensive chances at the other. Rose scored twice, leading the Attack to a 2-1 win.
