Local dignitaries and members of the public were invited to view the new sewage plant, which has been in operation since March.
The pristine new wastewater treatment plant in Okanagan Falls, Officially opened on July 3, was built to potentially handle sewage generated from far beyond the community itself, as future plans call for it to process effluent from Kaleden, Skaha Estates, and Lakeshore Highlands. It was somewhat ironic, then, to find two porta potties set up next to the facility during the plant’s grand opening last Wednesday. Fortunately, capacity wasn’t the issue. Regional district organizers wanted to ensure there were ad-
equate facilities for the entourage that showed up to celebrate the plant’s official opening. Okanagan Falls’ new 11.7 million dollar treatment facility is surprisingly quiet, efficient (the sewage is used to heat and cool the operations building) and astonishingly odour free, due to state of the art technologies employed there. Touted as a community effort that involved the input of many Okanagan Falls residents, the grand opening saw many regional district directors show up to view the site - including a number of downstream directors. “From the Osoyoos Director with respect to the official opening

of that new facility in Okanagan Falls yesterday - thank you, thank you, thank you,” Alternate Director C. J. Rhodes told the regional district board during the director’s verbal update at the board meeting on July 4. Future plans include further enhancement of the discharged waters from the plan through wetlands dispersal in the nearby Vaseux wetlands. The project is on hold while Ducks Unlimited currently studies the issue of endocrine disruptors - not removed during the treatment process - and their effects on the environment.
Regional district directors discuss watershed plan proposal Paying partners to be involved in study not considered to be in the spirit of the grant, report says By Steve Arstad news@keremeosreview.com An administrative report to the regional district board regarding a recent proposal from the Lower Similkameen Indian Band was received by the board at the July 4 board meeting. A delegation of the LSIB on June 6 presented the board with a proposal for involvement in the Similkameen River Watershed
Plan. They were seeking $43,755 - approximately nine per cent of the plan’s $500,000 grant total - in order to participate in the plan and provide data the band had accumulated to date. The LSIB is one of seven governing bodies making up the Similkameen Valley Planning Society, the committee that is conducting the Similkameen River Watershed Plan. Payment of the SVPS governing bodies was not an anticipated cost of the study, and would impact the project by diverting funds available for technical study, as well as setting a precedent for future projects. The chair and vice chair positions are now split between the Okanagan and Similkameen valleys, and as before the chair and vice chair positions also represent the municipal and rural entities that make up the RDOS.

Editorial A growing local government The Regional District Okanagan Similkameen recently hired a part time communications officer. The move comes after 2012 budget request for a $67,000 communications position was turned down by the RDOS Board of Directors. The board did, however, approve $25,000 for communications and the money was used to hire a consultant to, in the words of Chief Adminstrative Officer Bill Newell, “focus on positve news stories and begin the framework for a communications plan.” The board did not approve a full time position in the 2013 budget, either; however, a further $25,000 was approved, and by combining with funds from several other budgets, the RDOS was able to fund a half time position. The action sounds similar to one implemented by the Village of Keremeos a couple of years ago, when a new full time maintenance position was created through part time wage allotments and grant funding in the first year, and sold to the public that way. Since then, however, that full time position has been paid for completely by the taxpayer. We are concerned at the methods by which municipal governments grow their staff. For the last two years, the board has not seen fit to hire a communications officer, but suddenly, the regional district has a part time one. How long will it be before that position becomes full time? As far as press coverage goes, the regional district is certainly better served by local media lately than at any time in the previous five years, when much of the time board meetings were covered by only two newspapers. Now, there are regularly five or six reporters in the gallery. In addition, the regional district has done an excellent job in the past of sending out regular press releases regarding activities and programs in the regional district. We are also concerned about the fact that the regional district would spend thousands of tax dollars on the creation of a new position at a time when nothing else is growing in the local economy.

Early retirees cost federal pension plan $2 billion a year By Dan Kelly Canadian Federation of Independent Business Federal public employees who retire early are eligible to collect a “bridge benefit” (a temporary income top-up that ends when a retired public servant reaches the age of 65) which can be as much as $105,000 per retiree, according to a new study, The Case for Ending Early Retirement in the Public Sector, from the Canadian Federation of Independent Business (CFIB). At the federal level, over 55,000 pensioners received an average annual bridge benefit of roughly $7,000. The earliest retirement age for federal public servants to receive a reduced pension is 50. A federal government worker who retires at that age is eligible to collect $105,000 in bridge benefit payments that are not available to private sector employees. “We’ve known for
some time that public sector pension plans are financially unsustainable, but this report provides even more evidence of how unfair they are to the rest of us taxpayers,” said CFIB president and CEO Dan Kelly. “If an ordinary working Canadian retires before 65, they get a CPP penalty for the rest of their life. I think Canadians will be shocked to learn that if a government workers retires at 57 or 61, we as taxpayers make up the difference and pay them the equivalent of the full CPP. This is yet another benefit for government workers that is unavailable to us taxpayers.” With the exceptions of Alberta, Saskatchewan and Manitoba, similarly overly-generous bridge benefit provisions can be found in pension plans for provincial public servants. The bridge benefit is especially expensive in the maritime provinces
at around $8,000 per year. “The way the rules are structured, public servants would be foolish not to retire early. The bridge benefit is an outrageous perk and a perverse incentive that should be eliminated,” said the author of the report, CFIB research analyst Marvin Cruz. In 2011, the federal government was on the hook for $2 billion in pension benefits to public servants who retired before the age of 65. That’s 44 per cent of the $4.6 billion in total annual pension benefits payable to retired federal public servants. Eight out of ten public sector workers (whether at the federal, provincial or municipal level) who retired between 2007 and 2011 did so before the age of 65. Recent changes by the federal government to increase the age of retirement for employees hired as of 2013 to the age of 65 is a step in the
right direction, however, the federal government needs to do more to bring retirement policies more in line with the private sector. “It’s disturbing that the unions are calling for higher CPP/QPP premiums on hardworking Canadians at a time when public servants can essentially have their cake and eat it, too,” added Kelly. “That’s why CFIB launched the All Signs Point to Trouble campaign. Canadians shouldn’t be forced to pay a nickel more for CPP until governments at all levels make meaningful reforms to public sector pensions. Borrowing for 911 infrastructure improvements to go ahead By Steve Arstad It appears that there wasn’t much interest amongst residents in the Regional District Okanagan Similkameen to fight approval of the 911 emergency loan authorization. The deadline for the Alternate Approval Process, by which a response of 10 per cent of the voters would result in the need for a referendum on the borrowing, passed on July 2 with only 63 elector response forms submitted. At least 6,884 responses would have been necessary to trigger a referendum on the issue. The loan authorization involves the borrowing of 1.6 million dollars in order to fund upgrades to the regional district’s 911 emergency communications system.

By Steve Arstad news@keremeosreview. com The Keremeos Diagnostic and Treatment Centre isn’t running out of patients, but many residents who use the lab clinic have been - running out of patience - lately. There have been several complaints about lengthy wait times at the clinic, in some cases in excess of two hours. Keremeos resident Gary Johnson noticed the problem earlier this year when he assisted a neighbour who required regular blood work. “It was far easier to take my neighbour up to Penticton hospital to the lab there, have the work done in a couple of minutes and return to Keremeos,” Johnson related, noting that several times, upon his return to Keremeos, the same patients he left in the waiting room were still waiting upon his return. Johnson also personally experienced long wait times. Another Similkameen resident, who wished anonymity, noted that the lengthy waits make it especially difficult for working people to access the clinic, as they could lose a good part of their morning for a five minute lab visit. Johnson wrote several emails to Interior Health, asking for an explanation for the long wait times. He felt there was an inequity between staffing levels at the Keremeos, Summerland and Penticton labs, but Interior Health’s response was to tell Johnson that an additional lab assistant would be available in Keremeos on Tuesday and Wednesday for an additional four hours per day. “They didn’t address the inequity I mentioned,” Johnson said, “it was a political response to the problem, which means they won’t be doing anything.” Terry Brent, Director of Lab Operations for the Central Region of Interior Health told the Review last week that IH was aware of the issue.

“We’re trying to find ways to address the issue. We’re currently investigating the reasons why this is happening,” Brent said. “In the interim, we’re adding some additional staff time on Tuesdays and Wednesdays, which appear to be the busiest days.” Brent said that this arrangement was now in its third week, and appeared to be helping with wait times on those days. “We don’t like to see times that high,” she added, “our intent is to address it, and staff at Keremeos say that the additional help is making a difference. A longer term solution is being sought.” Input from Keremeos physicians is also being sought as part of the solution, Brent concluded. “We want to make wait times in Keremeos better,” she said.
The Regional District of Okanagan-Similkameen recognizes the significant value of volunteers, volunteer groups and agencies to the spiritual, educational, social, cultural, and physical wellbeing of the region. These non-profit organizations have the opportunity to apply for a Property Tax Exemption. The following criteria will determine eligibility. The applicant(s) must: • • • • • • • •
Qualify for an exemption under the provisions of the Local Government Act, the general authority for property tax exemptions. (Sections 809 and 810); Be in compliance with Regional District policies, plans, bylaws, and regulations (i.e. zoning); Be a non-profit organization; Not be in competition with for-profit business; Provide services or programs that are compatible or complementary to those offered by the Regional District. Provide a service that fulfills some basic need, or otherwise improves the quality of life for residents of the Regional District. Not provide liquor or meal services as their primary function or source of revenue. Not collect rent on a caretaker or other residence located on the property.

The deadline for submitting completed application forms including supporting documentation is JULY 31, 2013. Successful applicants may be asked to publicly acknowledge the exemption. Park debate continues with response to helicopter company To the Editor: South Okanagan-Similkameen National Park Network response to the article: June 27, 2013 – Businessman responds to National Park Letter For ten years, HNZ Helicopters has diligently worked to block a new national park reserve despite enormous interest from business, tourism, towns, regional district, and First Nations. HNZ gave reasons, in this paper, for their opposition. We believe the national park reserve cannot be held ransom by one outspoken organization that continues to misrepresent the facts. Our response follows. (Related correspondence: https://sosnationalpark. wordpress.com/) 1. HNZ believes they should have “an unreserved guarantee that [their] business can have unlimited and unfettered access” if a national park is established. HNZ are landing helicopters on Crown land and no government, as stewards of the land, would ever provide this type or level of access. 2. HNZ says a national park will ‘control and restrict’ them. Yet, their current operations are controlled and restricted by a 20-page Provincial Park Use Permit with a 6-page Management Plan. Parks Canada has offered them, in writing, a similar permit. 3. HNZ says a national park would “significantly restrict our ability to provide our core product.” Yet, they omit this information: “Parks Canada is prepared to permit the School of Advanced Flight Training to continue in the national park reserve... subject to our negotiating a satisfactory
management agreement. . . that would establish terms and conditions for the flight training activity for the mutual benefit of both parties. . . with the intent of addressing your requirements for a safe and viable operation.” 4. HNZ doesn’t want to be ‘controlled by the National Park Act’, ‘ecological assessments’, and that ‘visitors to the park might impact on HNZ business’. Yet their current Provincial contract requires compliance with the BC Parks Act, contains 3 pages of ecological requirements, and can be ‘cancelled or modified if conflicts arise with others users or wildlife.’ 5. HNZ thinks environmental assessments are threatening, yet they fail to disclose this sentence: “The environmental assessment will help to inform the terms and conditions of the new permit; it will not change Parks Canada’s decision to accommodate Canadian Helicopter’s flight training school. 6. HNZ says the “area is sufficiently protected” though it contains both Crown and large parcels of private land that can be sold and subdivided - often to developers and offshore investors. HNZ is important to the region. The provincial and federal governments need to ensure their continued operation in the national park – under permit and with a management plan, as they currently operate. To the Editor: Re: Chamber Stand on National Park In response to the recent letters to the editor in the local media, the Penticton & Wine Country Chamber of Commerce was asked to review its stance regarding the proposed South Okanagan National Park. It has been inaccurately described that the Chamber of Commerce is supporting only one business by not endorsing the national park proposal. It is our duty as advocates for business to support well substantiated business cases and the widest array of members as possible. Since the national park discussions began the Penticton & Wine Country Chamber of Commerce has welcomed presentations and requested additional information from all sides of this project. The Chamber has consulted with ranchers, miners, accommodators, restaurateurs, various park supporters and more. Throughout deliberations, numerous businesses have expressed concerns and opposition to the national park proposal. Proponents of the park cite HNZ Helicopters as the “one” business opposing the park. However, that which is forgotten is the millions of dollars in business tourism brought to our region annually by HNZ’s internationally recognized training courses. This “one” business contributes upwards of 3,000 room nights per year to local accom-
modations. With the recent expansion to their operations and with the global economy on the upswing, HNZ is setting their sights on more training opportunities that could lead to room night bookings of close to 5,000 per year. The regional economic impact of this business positively affects and supports hundreds of other businesses, including those in the food industry, retail sector, aviation industry, and services sector. This economic data has been well documented and supported. The Penticton & Wine Country Chamber of Commerce has also invited proponents of the national park to make presentations and provide information. Much of the economic data presented was in the form of anecdotes and comparisons with dissimilar national parks in different geographic regions. To date, proponents have not fulfilled requests to supply a sound business case supporting the national park proposal. It was after careful consideration that the board of directors reaffirmed its existing stance at our June board meeting. Local search and rescue teams find missing hikers

Contributed by Al McCormick Keremeos Search and Rescue On Tuesday July, 2 at 1:20 p.m., Keremeos Search and Re s c u e ( K S A R ) received a call requesting them to help Keremeos RCMP with the search for two missing hikers in the Cathedral lakes area. KSAR search manager Al McCormick put the call out to the local KSAR members as well as calling in mutual aid from the other three area teams, which is standard practice as the four teams; Keremeos, Oliver/ Osoyoos, Penticton and Princeton make the South Okanagan Similkameen Search and Rescue group (SOSSAR). All four teams responded and there were approximately 30 SAR team members in total on the search along with a variety of quads, UTV’s, trucks and command vehicles. The search began looking for the missing subject’s vehicle. The vehicle was eventually located by the RCMP helicopter approximately 55 kilometres up the Ashnola road. Once the vehicle was located we had a
last known position, or LKP and the decision to move command to that location was made. While on route to the new command location, one of the Oliver Osoyoos team trucks was slowed by dust and sun while driving and pulled over and suddenly heard cries for help. They radioed the SAR manager and were then told to investigate. Both missing subjects where located at or around the 24 kilometre mark on the road across the river from the road at around 6:30 p.m. The Swift Wat e r Re s c u e t e a m then geared up and crossed the river to help the subjects get across. This was a very successful search and rescue operation because of the many talented individuals in the four SOSSAR teams coming together to provide an incredibly organized response to the request by the RCMP for help. The pool was at full capacity for the Pharmasave official pool opener on Canada Day. Program and Red Cross lesson registrations are looking good with some extra classes added and hopes are for a busy summer. The Junior swim club has 37 kids signed up for stroke and fitness improvement, adult swims has 17 and Aquacises has an amazing 21 participants, the most ever. Pride in the present comes from knowledge of the past By Steve Arstad Residents of Olalla are discovering a new found pride in their community, spearheaded by a local group of concerned citizens known as the “Friends of Olalla.” The group is dedicated to improving the public’s perception of the community by subtle improvements to tidiness of the community, and recently by the construction and placement of identifying signs at either entrance to the hamlet. In a further effort to improve public perception of the community and provide residents with a link to Olalla’s colourful past, the Review will be running a series of articles in the coming weeks that describe Olalla’s proud links to the past, as well as its significance to the development of the Lower Similkameen. Part 1 Highway 3A has been described as having a “gentle ascent” up the Keremeos valley and over the height of land at Yellow Lake. Indeed, it does slope mildly, but steadily upward as the highway leaves the outskirts of Keremeos, passing Bears Fruit Stand and the location of what was formerly known as “Keremeos Centre.” Just off the bypass road to the west, in pioneer times Harry Tweddle built a two story hotel known as the Central, along with a livery barn. There was a jail here as well, which subsequently moved to the present location of Keremeos in 1917. A kilometre or so further north, near the present day Keremeos Cemetery, was the site of Upper Keremeos, where Emanuel Barcelo’s hotel and Sam McCurdy’s butcher shop once stood. In 2003, a travel guide described Olalla, located seven kilometres from the junction of Highway 3,

as “a thorpe of converted school buses now immobilized to shady yards occupied by single and double wide manufactured homes, swing sets and pet collies.” The nature of Olalla continues to slowly change over the years, as newer, bigger homes gradually replace the manufactured homes of a decade ago. However, in 1914, provincial mining maps of the day indicated big days ahead for the community, as a patchwork of claims dotted the mountains on both sides of the valley. It was the promise of gold, silver and copper that spurred interest in the area, and established the community. The copper rich Dolphin group of claims were the most developed properties in the Olalla area. An aerial tram ran buckets of ore to the road on the valley floor, where it was waggoned to the railhead at Keremeos. The ore was stored in 40 ton ore bunkers in Keremeos before ultimately being shipped to Northport, Washington, for smelting. The mine never met expectations for output, however, and the ore bins were seldom full. Promising orebearing veins in the Olalla mountainsides pinched out, frustrating and disappointing mining interests who had difficulty soliciting investment capital. Hedley Monarch Mines eventually consolidated 72 properties in the region in the 1940’s, but they too failed to make money. Ore bins from their operations were located and visible from the highway just south of Olalla until last July, when a nearby adit (mine tunnel) was filled in and the structure removed for safety reasons. The ore bin had been a part of the Olalla landscape for more than five decades, and with its removal, the last visible reminder of Olalla’s mining past disppeared forever.

Specifically, it is being proposed to delete Section 11.4.7(d) — being the requirement for a 6.0 metre separation between manufactured homes— in the RSM1 Zone of the Electoral Areas ‘C’ and ‘D’ Zoning Bylaws and to replace this with a new Section 11.4.8 (Amenity Area) that will require each dwelling unit in a manufactured home park (MHP) be provided with an amenity and open space area that complies with the following: a contiguous area of not less than 40m2;

to be located immediately adjacent to and be accessible from a habitable room of the dwelling unit; iii) shall not include any required storage area, driveway, off-street parking area or building setback area except the rear setback area; and iv) must be marked on the site plan submitted with the Building Permit application for the development of a dwelling unit on the parcel.

Obviously, the intention was to ram it down our throats whether we wanted to build a reservoir or not, so why not start saving then? What has been done since 2010 - has the KID infrastructure been upgraded to handle a new reservoir? Has the emergency power problem to the pumps in times of prolonged power outages been addressed? Why has the CAO, village council, and the mayor continued working diligently, as the present KID letter states, to retain the grant money, when the pubic went to the polls and said no, on borrowing money to build the reservoir
letters We were told the grant money was a one time offer. Apparently not. The reasoning of the CAO, village council, mayor, and the KID board have is absurd. They think we want a reservoir built, but don’t want to borrow the money to build it. If we had voted yes, to borrow the money, the money going to be used to build a reservoir,right? Daaa... Get your heads out of your, er, the sand. If village council is not going to listen to the results of a referendum, why did we bother having one in the first place, costing the village taxpayers $5,000 dollars and our time? If council is going by what the KID engineering study and the KID board want, just a reminder, they did not elect you. The majority
have spoken and will speak again, at election time. Why was a friend of mine not allowed to address the CAO, village council, and the mayor with three questions at regular council meeting concerning the reservoir. He filled out the paper work needed to address council, but was denied the 10 minutes allotted to make his presentation. He was denied, because these questions, apparently had already been discussed. Over the last three years, this interested person has been a regular fixture at council meetings, but it is now plain to see, why the village council has no participation from the public.
