Downtown opposition to homeless initiative

A proposed 20-unit housing project for homeless men is receiving some stiff opposition from the Abbotsford Downtown Business Association (ADBA). The group is calling for the public to oppose the proposal, put forth last month by Abbotsford Community Services (ACS), and has given businesses petitions that customers can sign. Though some businesses have put out the
petitions, others have decided against displaying it, or are waiting for more information. The proposed facility would provide housing for up to two years for homeless men. It would be a low-barrier facility, meaning those who use drugs or alcohol would not be turned away. If eventually approved, the facility would be located at 2408 Montvue Ave., just behind the ACS parking lot in the downtown area. Tina Stewart, executive director of the ADBA, said the association is not opposed to helping the homeless or at-risk citizens, but is opposed
to the rezoning of the site out of the downtown zone, which would mean that the ADBA would have no say with what happens there and how. She is also said that ACS has been working on this proposal for two years, but ADBA only found out about it a month ago, calling some of the information in the proposal “misleading.” In a press release, the ADBA stated “the small businesses that make up the ADBA have struggled through the hard times that all small businesses have struggled through in the last

The competition measures overall fitness in three different workouts throughout the day. The event was organized in memory of Mission’s Matt Robic, a co-pilot who died in October 2011 at the age of 26 from injuries suffered in a plane crash in Richmond. He helped save the lives of the passengers on board. The event raised funds for the Abbotsford Hospice Society.

Abbotsford Police responded on Sunday afternoon to reports that two kids had been left alone in a car with the windows rolled up. The incident took place at about 5 p.m. at the Real Canadian Superstore on Gladwin Road. A shopper, who sent an email to The News, noticed two children sleeping in a car that had been parked in the sun. None of the windows was open, and there were no adults in sight. “Temperatures in cars can soar and the children were in grave danger of
overheating in such weather,� the person stated. The shopper alerted two store employees, who then ran to the car and banged on the windows to wake up the kids. The older child opened the car doors, while the owner of the vehicle was paged repeatedly. Employees also called 911, and police arrived at the scene. Const. Ian MacDonald confirmed the incident, and said the children in question were ages 12 and four, and were not siblings. Their two moms had gone shopping and didn’t want to wake them, MacDonald said.
He said it is estimated the kids had been in the vehicle for 30 minutes. The moms were warned about the consequences of leaving children in a closed vehicle in the heat, and the Ministry of Children and Family Services was informed of the incident. MacDonald commended those involved for their quick actions, but advised others in similar situations to first phone 911. Police arrive on the scene quickly in such circumstances, he said. He suggested that bystanders break a window only if the children appear to be in immediate danger. Don’t break the window immediately adjacent to a child, he added.

Woman in scooter robbed Good Samaritans rally to replace lost cash Vikki HOPES Abbotsford News
Good Samaritans have come to the aid of an Abbotsford woman who was robbed last Tuesday while travelling in her mobility scooter. Kim was traumatized by the incident, which took place at about 3 p.m. on Roberts Avenue – located between McCallum Road and Bourquin Crescent East, one block south of South Fraser Way. She phoned The News on Friday to warn others with mobility issues to be wary of their surroundings. Kim had been returning from having her scooter repaired at the MediChair location at McCallum Road and Switzer Avenue, and was heading to her home in the area of Old Yale Road and South Fraser Way. She was passing through the parking lot behind the bowling alley near MediChair, and noticed two men. As she progressed along Roberts Avenue, one of them came up on her right, which distracted her while the other one stole the floral tote bag she had stored in the basket of her scooter. The bag contained her ID, $220 cash and her Samsung Galaxy S4 cellphone, which she had just purchased on June

Thieves targeted a woman travelling on a mobility scooter on Roberts Avenue last week. 25. Kim, who lives on a fixed income, said she rarely treats herself to anything new, but wanted a good, reliable phone. She has no friends or family in the community, and she relies on the device to make medical appointments and to keep in touch with her two daughters and three young grandchildren. It brought a bit of excitement and joy to an otherwise challenging life. Kim broke her neck five years ago when she was pushed down the stairs in a domestic incident.
She spent four months recuperating in hospital and has ongoing physical issues, including difficulties in walking, showering, sleeping and eating. Kim said the incident also resulted in her suffering anxiety and panic attacks. The robbery has magnified these issues. “I haven’t slept and I haven’t eaten for three days,” she said on Friday. Kim reported the incident to police, but the men were wearing hoodies and she was unable to get a good description of them. She is concerned that other vulnerable people could become prey for the thieves. “People need to know to watch their backs,” she said. Kim approached government agencies to see if she could be compensated for her stolen funds, but she was turned down. The story was posted on The News’ website on Friday afternoon and, by Monday, a group from University of the Fraser Valley came forward with enough donations to cover the money that had been stolen from Kim. Kim was touched when she received word of the donation. “I am so, so eternally grateful, after all that I’ve been through,” she said.

Five plead guilty to conspiring to kill Bacons Group associated with the UN Gang Abbotsford News

pleaded guilty in April of this year to the conspiracy charges and to manslaughter in Barber’s death. He was sentenced to 12 years in prison. During the period of the conspiracy charges, the Bacons were living in Abbotsford. In May 2008, the Abbotsford Police Department (APD) warned the public that anyone associating with the Bacon brothers was putting their life at risk. In October of that year, the APD installed video surveillance cameras in the Bacons’ neighbourhood in east Abbotsford. In Jan. 20, 2009, Jamie Bacon was shot at numerous times in broad daylight at the busy intersection of South Fraser Way
and Sumas Way. He fled in a black Mercedes SL55 and slammed into a stone stairway at the Keg restaurant on West Railway Street, but was not injured. Jamie is currently in prison, serving a seven-year term on weapons offences while awaiting trial in the Surrey Six murders. Jarrod is also in prison, serving a 12-year sentence on conspiracy to traffic cocaine. He has appealed that sentence, seeking a lighter term. The Crown has also appealed, saying the term should be longer. Jonathan was killed in a drive-by shooting in Kelowna in August 2011. Three people have been charged with this murder, but a trial date has not yet been set.

Five UN gangsters have pleaded guilty to conspiring to kill the Bacon brothers in 2008 and 2009. Barzan Tilli-Choli, Karwan Ahmet Saed, Ion Kroitoru, Yong Sung John Lee and Dilun Heng entered the pleas on Monday in B.C. Supreme Court in Vancouver. Sentencing will take place at a later date. The five had also been charged with the first-degree murder of Langley’s Jonathan Barber, who was gunned down in May 2008 in Burnaby while driving Jamie Bacon’s vehicle to have stereo equipment installed, and the attempted murder of Barber’s girlfriend
Vicky King, who was following in a separate vehicle. Those charges are being stayed by the Crown. At the time of the conspiracy, the UN Gang and the Red Scorpions – to which the Bacons were aligned – were embroiled in a war for control of the Fraser Valley drug trade. The five were among eight people charged in January 2011 with conspiring to kill the Bacon brothers – Jamie, Jarrod and Jonathan – in the period from Jan. 1, 2008 to Feb. 17, 2009. Figures released from the 2011 National Household Survey indicate that in the Abbotsford-Mission Census Metropolitan Area (CMA) 15.3 per cent of the work force (age 25 to 64) have no certificate, diploma or degree. That’s the highest percentage of any CMA in Canada. (A CMA is a region consisting of a populated urban core and less populated surrounding areas.) The Brandford CMA was just behind Abbotsford at 15.2 per cent while Victoria had the best numbers with only 7.3 per cent of the work force having no diploma of any kind. Abbotsford-Mission ranked last (55.2 per cent) for workers with higher than a high school education. Quebec City led the country with 73.6 per cent of the work force having a post-secondary
education. Finally, 29.5 per cent of workers in this CMA have a high school diploma as their highest form of education, second highest in Canada. Marc Lachance, a spokesperson for the National Household Survey, said all three numbers must be considered together to see the whole picture. While 15.3 per cent of the workforce doesn’t have a high school diploma, adding the other two statistics together reveals that 84.7 per cent have a high school diploma or higher. Those stats are only for the work force and don’t take into account people who may have retired or be in between jobs. It also does not factor in the population under the age of 25 that could currently be enrolled in post-secondary programs. Vlad Dvoracek, associate vice-president of Institutional Research
and Planning for the University of the Fraser Valley (UFV), doesn’t think that Abbotsford or the Fraser Valley is the worst in Canada. “Does the Fraser Valley have a low university participation rate? The answer is yes, so the trend is certainly there. And do they have a high high school dropout rate? The answer is yes to that too,” said Dvoracek. So while he said the specific data and rankings should be taken with “a grain of salt,” the general idea that this area has a high dropout rate and low postsecondary participation, is true. Dvoracek points to the “resource commodity” history of the Valley area as one possible factor, noting that in the past fishing, lumber and now agriculture were the major employers. He said parents who went to university are “much more likely to
have kids who go to university” and many current UFV students are “first generation” students. Immigration could
also impact the stats, but Dvoracek said it’s tricky to decipher because, different immigration groups have high or low post-secondary partici-

Authorities did their job
Two people were charged last week in one of the most disturbing terrorist plots to be hatched on Canadian soil. John Stewart Nuttall and Amanda Marie Korody were arrested July 1 on terrorismrelated charges after the planting of disabled pressure cooker bombs outside the legislature in Victoria. Yet, only days later, civil libertarians were calling for more detail on how police investigated the Canada Day bomb plot, to see if officers came too close to entrapping the accused Surrey couple. Doubts have grown in some minds about the pair’s ability to carry out an act of terrorism as more information emerged about their impoverished life, living on social assistance without a vehicle and getting methadone treatment for drug addiction. Police say they became “self-radicalized” to support the Al-Qaeda ideology and posed a serious threat to kill or maim people. Micheal Vonn, policy director for the B.C. Civil Liberties Association, said the concern
is that undercover officers may have interacted with the suspects to further the plot and provide assistance. Authorities apparently knew of the plan for five months, and were closely monitoring the couple. Vonn sees parallels to the “Mr. Big” investigations where officers pose as a crime boss and his henchmen, and goad a suspect to say or do incriminating things in order to become part of the organization. It is hard to imagine two people voluntarily agreeing to be involved in a plan to kill and wound hundreds of Canada Day revellers. And if police did engage with the suspects to determine how far they’d go, or if others were involved, it simply shows there are confused or “radicalized” or unbalanced individuals out there vulnerable to suggestions that such evil violence is justified. Kudos to the Canadian secret service and the RCMP for doing their jobs – the protection of innocent people.

Other Hand Here we are in one of the most economically stable communities, thanks to agriculture, yet we have one of the highest unemployment rates in the province. And that, it seems, may be sending a message to the city administration which is currently and about time, shaking things up. Economic development is vital to growth and job creation to support business and families. Abbotsford, sitting on the edge of a vibrant economic region, likes to call itself the fifth largest city in the province, yet trails abysmally its neighbours in development investment. As a result our unemployment rate currently is at 8.3 per cent, a full two percentage points higher than the provincial average and, for example, double the
rate in Nanaimo. So what is Abbotsford’s problem? Why are so many out of work here? Why are so few people investing here in comparison to neighbouring Langley? That community, which due to political boundaries, has both a ‘city’ and a ‘district’ which, if amalgamated, would knock Abbotsford down a notch or two on the ‘who is bigger’ scale. But it is not so much the number of bedrooms that count as it is businesses, and investment vibrancy. Everywhere you look in Langley, things are booming. Traffic volumes are enormous, but thanks to planning, vehicles move relatively smoothly and quickly. Streets and routes actually connect and you can move from south Langley to its industrial heart in the north with relative ease, overpasses and multilane road-widening seem to be constantly under construction. And along the way you see remarkable investments in new commercial buildings created with what appears to be great confidence in the business
community … why else would someone construct a reported $5-million Mercedes dealership, directly across the street from a newly opened BMW store? How many luxury car lots are there
I won’t say it’s been stagnant, but other than residential growth, our city has been at a crawl. in Abbotsford? Despite the unemployment rate, there is still a lot of money in our community and there are plenty of high-end autos cruising our streets. If I were to guess why we aren’t experiencing the type of growth and business confidence that is occurring just a few miles to the west, it is because there may be barriers to investment: high taxes, red tape, lack of planning, too many bureau-
cratic hoops to pass through. Even Chilliwack, which has long had a sign on the freeway saying “Open for business, call the Mayor”, appears to be attracting investment that is leapfrogging us. I won’t say it’s been stagnant, but other than residential growth, our city has been at a crawl – the current unemployment rate sending a clear message, I hope, to those who make the decisions here. Change of attitude doesn’t come overnight, though it appears change is on the way, thanks to some recent actions by Abbotsford’s new city administrator. He may have a tough row to hoe to alter the culture that in many ways seems pervasive, but he appears capable of the task provided council members have the foresight to support him. We may not have the population of Surrey next door like Langley does, but the 20-mile gap between us and them can be overcome with some innovative economic incentives to investment.

letters Clean up mess on Chadsey trail
A friend and I hiked up Sumas Mountain to Chadsey Lake recently. There were others also hiking this trail, which is a historic trail, built 46 years ago to celebrate Canada’s Centennial year. It is lovely, not difficult for even children to hike. Until we reached the two-km mark where we were informed by a large sign “Trail closed. Danger”. The reason? The trail skirts and then crosses a section of logging (a disappointing and ugly interlude) and since last year when I last hiked it, the logging company has pushed their roadway so close to the trail that the debris from the road has fallen right over the trail, creating an ankle breaking section of deadfall. Do you not think that you could have put up a notice on the notice board at the trailhead? Do you not think that you have a responsibility to clean up after yourself and remove your debris from the trail instead of posting a
big sign? Put your chainsaws to use and clean up your mess. You are desecrating a historical trail and creating a dangerous path for people who want to continue on to enjoy the rest of it. A large sign does not clear you of responsibility.
This summer I venture to guess that hundreds of people will come up that trail for a lunch and swim at the lake and a trip to the summit lookout. There are those who go up to the lake to party. The rest of us don’t want to hike through your mess.
The Centennial Trail up to Chadsey Lake and the Sumas Peak is one of Abbotsford’s nicest hikes. It should be something our city and the FVRD protects, maintains and encourages people to use responsibly.

Indie films featured at UFV drive-in CIVL Radio hosts flicks on skateboarding and bike culture
Fans of skateboarding, bike culture and independent films will have a chance to experience it all at a drive-in movie night at the University of the Fraser Valley (UFV) on July 14. The event – hosted by CIVL Radio – will feature an award-winning skateboarding documentary by local independent filmmakers Warren Lane Pictures’ “Hicks on Sticks,” which took home the award for ‘Outstanding Achievement in Filmmaking’ at the Newport Beach Film Festival last year. The event will also feature a new bike messenger short film by Zenga Bros called “Road Sage.”

Abby residents hit in Harrison Hot Springs
Three people from one Abbotsford family are recovering from a bizarre crash in Harrison Hot Springs on the weekend. The incident occurred at about 1:20 p.m. Sunday, at the main intersection along the beach front. RCMP said on Monday they are still trying to piece together what happened. A family of four was crossing the intersection at the crowded plaza. A fresh air concert was taking place just metres away on the grassy promenade. A small car stopped to let the pedestrians pass, but was reportedly rear-ended by a Toyota SUV. The SUV then drove over the car, became airborne, and ended up in the concrete plaza. Hundreds of people were in the area at the time, and either
witnessed or heard the crash. While there was the potential for chaos, Agassiz RCMP Stuart Falebrinza said “a lot of people were there doing all the right things until the emergency responders could arrive.� He confirmed the driver of the SUV, a 27-year-old man, was arrested at the scene, and police are proceeding with a charge of impaired driving causing bodily harm. Falebrinza said the three victims are recovering, and that the father, 51, will need surgery. The mother, 37, has serious injuries “but is doing all right.� The couple’s boy, 13, was also hit, while their 16-year-old son managed to jump out of the way of the vehicles.

Abbotsford Police have arrested the man suspected of robbing a 7-Eleven convenience store on Immel Street in Abbotsford late last month. Clayton George Williscroft, 32, of Abbotsford was arrested on Friday, June 28 and has been charged with robbery and wearing a disguise to commit an indictable offence. On Monday, June 24, a man wearing a welding mask and brandishing a tire iron entered the store at about 4:15 a.m. The culprit opened both cash registers, grabbed a small amount of money, and fled the scene on foot. Const. Ian MacDonald said evidence was gathered at the scene by members of the patrol division, K9 unit and forensic section. The major crime unit joined in, and a suspect was identified. Evidence leading to the arrest included video surveillance from several cameras in the store. MacDonald said although the welding mask concealed everything but the suspect’s eyes, other distinguishing features visible on the video footage helped identify him. Williscroft has no previous criminal record, according to the provincial court database. He was released from jail on $1,500 bail and is next scheduled to appear in Abbotsford provincial court on July 15. MacDonald said business robberies are down 50 per cent from January to June of this year, when there were eight, compared to the same period in 2012, when there were 16. Bank robberies have dropped from three for the first six months of last year to one for the same time frame in 2013. MacDonald said the decrease can be attributed in part to efforts from the business community. “There’s a lot of awareness, and a fair amount of ‘target hardening’ has happened,” he said of the use of increased security measures such as video surveillance. MacDonald said credit also has to go to officers for their diligent work in identifying robbery suspects. In addition to Williscroft, recent arrests include Christopher John Olson of Chilliwack, who was charged with robbing three Abbotsford businesses and one in Chilliwack.

Three years ago, Bowen was one of 2,400 former soldiers who received correspondence from Lee Myung-bak, president of the Republic of Korea, thanking him for his efforts and inviting him and his family back to South Korea to join in the commemoration of the 60th anniversary of the conflict.
A local war veteran will be receiving an Ambassador of Peace medal from South Korea. David Bowen, who now lives in Abbotsford, received a confirmation email from Senator Yonah Martin, that the medal will be sent to the Korean consulate office in Vancouver and a ceremony will be scheduled at a later date. “I’m really excited about this,� he said. Bowen, now 84, first landed in Korea on May 4, 1951. Born in Edmonton, he made the choice to go to Korea when, at the

Nachhattar (Norm) Sangha received the Queen’s Diamond Jubilee Medal on June 18, presented by immigration minister Jason Kenney in Surrey. Sangha, an Abbotsford farmer and businessman, said he felt honoured by the recognition. “I have been volunteering in this community for many years.� Sangha is the past president of the Khalsa Diwan Society, and was instrumental in securing national historic site designation for the Gur Sikh Temple on South Fraser Way. He also worked to establish the Fraser River Community Crematorium Society, and was on the fundraising committee for the Centre for Indo-Canadian Studies at the University of the Fraser Valley. A total of 60,000 people across Canada will receive the award.

Abbotsford-based Unitex Sales is throwing its support behind Holmberg House again this year, by offering special Abbotsford Airshow t-shirts for sale. The shirts, which cost $10 each, feature the Abbotsford Airshow logo on the front. All of the money will go towards Holmberg House, a residence run by the Abbotsford Hospice Society (AHS), which will provide end-of-life care to people 19 years and older, as well as support for grieving families and friends.
For this fundraiser to be effective, organizers are placing a minimum order of six t-shirts per company or individual. The orders must be placed by July 19. “We appreciate the support given to Holmberg House by Bob Johnson at Unitex,” said Marion Keys, donor relations and development for the AHS. Classic car lovers can head to Mill Lake on Saturday, July 13 for the second annual Mill Lake Cruise-in Car Show. The cruise-in raises funds for the Abbotsford Arts Council and MSA Museum Society. It is open to all specialty vehicles with room for over 700 cars. The event is free and open to the public. It runs from 7 a.m. to 3 p.m. in Mill Lake Park, at Alta Avenue and Ware Street. The day’s festivities also include food, a silent auction, and live entertainment. Pete Zomar, who serves as event co-ordinator along with his wife Robbie, said the event is fun for the entire family and will please car lovers of any kind. “There should be something there for all car enthusiasts.” There will be dash plaques for the first 400 cars to register as well as a variety of door prizes. Last year’s event had about 300 cars, and organizers are hoping to double that number this year. Zomar said the event features anything from muscle cars, street rods, hot rods, vintage cars, trucks and low-riders. Zomar said they also award many trophies for cars as well as people’s choice awards.

Fellow Abbotsford golfer Adam Hadwin took advantage of a free weekend on the Web.com Tour schedule to come home and play the VGT’s Chilliwack Open. The 25-year-old very nearly took down the top prize – he rallied from a six-stroke deficit on Sunday to force a playoff before falling to veteran pro Bryn Parry. Parry had tied the competitive course record at Chilliwack Golf and Country Club with a 63 on Saturday, while Hadwin was in ninth at 69. But Hadwin’s 66 during the second and final round on Sunday was the lowest of the day, and was enough to draw him even with Parry at -7 after the latter shot a 72. Parry, though, prevailed on the third playoff hole. Fellow Abbotsford natives Luke Bogdan (T8, -1) and Andrew Smeeth (T13, +2) also turned in solid performances at the Chilliwack Open. Q Last Thursday, Hadwin was granted an exemption into the RBC Canadian Open. That event runs July 25-28 at Glen Abbey Golf Club in Oakville, Ont. It will mark Hadwin’s fourth Canadian Open appearance. He won the Rivermead Cup as the low Canadian in both 2010 and 2011.

Americans dominate Lafarge meet An outstanding performance by Jernail Hayes in the women’s 400-metre hurdles highlighted the Lafarge International Track Classic, held last Wednesday at Swan Track in Rotary Stadium. Hayes, who represents the United States, simply ran away from the field and turned in the excellent time of 56.67 to easily outpace fellow American Wendy Fawn (59.71). Kyle Clemons (USA) turned in a solid performance to win the men’s 400m in 46.51, with Quentin Summers (USA) second in 47.36. The tightest race of the evening was the men’s 800m, which saw less then a half second separating the top three. Luke Pawlaczyk had a good finishing kick to win the race in 1:48.43 with fellow American Duncan Phillips second (1:48.65) and Kenya’s Silas Kisorio third (1:48.86).

Ryan Craig didn't need to wade into the annual free agent frenzy to get the NHL contract he was seeking. Coming off a productive season in the AHL, the 31-year-old forward from Abbotsford agreed to a new two-year, two-way deal with the Columbus Blue Jackets p r i o r to the opening of the NHL's f r e e agency period CRAIG on July 5. The team announced his signing last Friday. According to capgeek. com, the deal pays $600,000 annually if Craig is in the NHL, and $200,000 in the AHL. "I'm definitely excited to have an NHL contract again, and in an organization where I played last year and laid some groundwork," said Craig, who was on an AHL contract with the Springfield Falcons, the Blue Jackets' affiliate, last season. Securing a scholarship from a big-time program like the Huskies is impressive on its own, but in light of all Etienne has gone through over the past year and a half, it’s simply astounding. On Jan. 11, 2012, he underwent open heart surgery to repair a fourcentimetre hole between the two upper chambers of the organ. It was a harrowing experience, but his recovery was remarkable – he was cleared to return to game action just five weeks after surgery. “That adds some legend to the story,” Ralston marveled. “It’s kind of hard to believe. But he’s a very resilient young man.” Etienne went on to turn in a terrific Grade 11 campaign at Mouat. At AAA provincials in March, he averaged 20.2 points, 14.0 rebounds and 2.5 blocks while shooting 70.5 per cent from the field, helping Mouat to a fifth-place finish. Coming up big in the middle served the Valley Rebels well in the end. The local senior B men’s lacrosse team rode a monster second-period performance to a 15-10 victory over the North Shore Indians on Friday night at MSA Arena. The visitors led 5-3 after the opening frame, but the Rebels out-scored them 9-3 in the middle stanza and cruised to from there. “Our first period was horrible,” head coach Jim Nishiyama said, theorizing that his team took North Shore lightly after crushing them 27-14 on the road the previous week. “Our defence was flat, and we weren’t moving the ball.
“But we had a little pep talk between periods and decided to play how we should be playing. We kind of went to town there for a while.” The Rebels extended their win streak to five, and they sit fourth in the West Coast Senior Lacrosse Association standings at 8-5. Jordan Hernandez (four goals, two assists) and Brendan Galbraith (three goals, three assists) each posted six-point nights, while goalie Matt Morehouse, released by senior A Langley Thunder last week, rejoined the Rebels and made 23 saves in his return. The Rebels are back in action on Friday, when they host the Nanaimo Timbermen (8 p.m., MSA Arena) in their regular season finale.
