By Steve Arstad news@keremeosreview.com It was a casual affair at Memorial Park for this year’s Canada Day celebrations in Keremeos. Searing hot temperatures may have played a role in the smaller than normal crowd that turned out to the park Monday morning. There was no pancake breakfast this year, either, which may have also factored into the turnout, but nonetheless there were still 40 or so residents in the park to witness Canada Day remarks from Keremeos Mayor Manfred Bauer, and Area “B” Director George Bush. Master of Ceremonies Anna Bartlett invited kite flying expert Gurjit Gill to say a
few words as well. Immediately following the official ceremonies, a red oak tree was planted in the park, courtesy of former Keremeos Mayor Francis Peck. Residents cycling through the park throughout the morning and early afternoon were interested in more sedentary activities, it appeared, content to sit under the shade of the gazebo. A number of youth from the Portage facility braved the heat to play lawn games such as Bocci, rather than a Tug of War, which had been scheduled but never took place due to lack of entries. “It was slow until the cake was cut,” said Anna Bartlett, who headed up this year’s celebrations for Similkameen Country, who sponsored the event.
Bartlett wondered if the Canada Day events might be more successful by compressing them into a shorter day. “There are so many activities all over the region,” she said, adding that the park had periods of time where it was quite busy. “It filled up around noon, but it was slow for the children’s events,” she said. “I think people really enjoyed the music.” The Corner Turtles started the day with music in the park, followed by Jeff Lakey, who was accompanied by several Portage residents throughout the morning and early afternoon. Recording artist Rob Robertson also performed. Free swimming at the pool proved particularly popular on this year’s scorching holiday Monday.

Police get citizen’s help to catch man responsible for several thefts By Steve Arstad news@keremeosreview.com A Penticton couple can take partial credit - along with the police - after a car thief was apprehended in Kaleden on the afternoon of Wednesday, June 26. Around 6 p.m., several police cruisers descended on an address at the south end of Juniper Avenue in Kaleden. Entering a detached garage at one of the residences, police apprehended a man alleged to have stolen a vehicle in Penticton a week earlier. The car thief was caught after the Penticton couple (who wish to remain anonymous) saw the man entering the vehicle, a 2013 Subaru, at the parking lot in front of Cobb’s Bakery in Penticton. They recognized the vehicle as one stolen from
a friend of theirs a week earlier. “We called our friend to confirm the plates, got back in our car and followed him,” said the man, “ while I was driving, my wife phoned the police.” They followed the car to Kaleden, all the while providing police with location details. “We thought we’d lost him on Ash Avenue,” the man continued, “ we slowed down to make sure he didn’t duck into a driveway along the road. Then we spotted the car on Arlayne Drive.” Police arrived on scene moments later. The two were able to direct the police to a nearby residence on Juniper Avenue where the man driving the stolen car had gone. RCMP attended the residence and spoke with the resident who was not aware of the man in her residence. Police then entered the
house and found a man in a bedroom matching the description of the driver of the stolen vehicle. The male was arrested without further incident. He was, in fact, known to the female resident of the home. Inside the stolen vehicle was a quantity of hard liquor and items related to an earlier break and enter at the Naramata store that had been reported to police on June 26. The male arrested has been identified as 42 year old Nicholas Paul Mazzone of Surrey, B.C. He has been charged with break, enter and theft and two counts of possession of stolen property. Mazzone has been remanded in custody until July 3. Other charges may be pending related to other crimes in the Okanagan valley.

Editorial Citizens’ turn to act
A press release from Integrity BC was coincident with a visit from the Canadian Tax Federation’s B.C. debt clock in Keremeos on July 2. Integrity BC’s press release - “Sticker shock over city hall payments” discussed the astronomical wages being paid to many of B.C.’s municipal Chief Administrative Officers. It’s a topic we have touched on several times locally. Integrity BC makes note of the difference in salaries between B.C. municipal officers and their Ontario counterparts, noting also that civic officials are very good at claiming the cupboard is bare when negotiating with unionized staff, while the cookie jar is overflowing for themselves. CTF’s B.C. Director Jordan Bateman brought the debt clock to Keremeos as a visual reminder of the 24 hour a day escalating debt load currently accumulating for the province’s residents. The CTF is hoping to make citizens aware of the need for governments to stop spending, especially on items related to special interest agendas. B.C.’s debt grows by: - $209 per second - $12,515 per minute - $750,913 per hour - $18 million per day - about a million dollars every 80 minutes “Debt is a killer for future generations,” said Bateman. “It’s like putting our children and grandchildren a mile behind a marathon’s starting line.” Bateman urges the premier to carry out her election promise to balance the budget, noting that their is clearly a public appetite to see her do just that. These two organizations have certainly done their part in bringing these issues to the public’s attention, something many of our bureaucrats and politicians would never do on their own. It’s time for the taxpayer to do their part now, and make sure politicians’ feet are put to the fire.

A green energy company By Alex Atamanenko MP, BC Southern Interior Earlier on in April, I had the pleasure of visiting Princeton Co-Generation along with Regional District Okanagan Similkameen Director, Brad Hope. I would like to thank Glenn Smith and others at the plant for making this interesting and informative visit possible. Princeton CoGeneration, which was founded in 1994, owns and operates a 100,000 ton wood pellet mill and is the fourth largest employer in the town. It produces a much sought after carbon neutral green energy product. The pellet mill supports thirty five (35) full time equivalent
jobs (many at entry level) at the pellet plant, and supports a further seventy (70) full time equivalent jobs which transport feed stock – saw dust and shavings from BC interior saw mills to the pellet plant, and deliver finished goods – fuel pellets and animal bedding products throughout Canada, the West Coast of the U.S.A., and to Vancouver port for export to Europe and Asia. The pellet mill contributes in excess of $8 million per year to the local economy. The pellet plant exports roughly 60 per cent of its product, the majority of which is being utilized in Europe to offset emissions from coal fired power plants. South Korea is also emerging as a key market for 2013 and beyond. The current owners purchased the pellet plant in 2006 for a consideration of five mil-
lion dollars. They have subsequently invested a further 4.5 million dollars in plant upgrades to increase the pellet plant capacity from 60,000 to 100,000 tons per year, despite significant economic challenges for the pellet industry during the last three years, recent and partial closure of B.C. interior saw mills, and the loss of export pricing advantage against the U.S. dollar. B.C. provincial policies supporting climate change policy, renewable energy, and good use of forestry assets remain the key attraction for the ownership group, which would like to continue and expand operations at Princeton if possible. There were however a number of economic challenges which arose in 2012, namely significant unplanned mandated expenditure on pellet plant upgrades and electrical equip-

ment, as a consequence of provincial saw mill incidents. Despite these economic challenges, the owners of Princeton Co-Generation remain very proactive and have managed to meet the additional unplanned expenditures. It is my hope that both the federal and provincial governments will be able to assist Princeton Co-Generation to continue its existing operation and potentially grow to meet an ever growing demand for its green energy products. Princeton Co-Generation has been a trusted and pro-active business and employer in the area for 18 years and is at the forefront of addressing a wide variety of community issues, climate change, and environmental issues, and continues to support and make financial contributions to local groups with strong community ties.

Reservoir project resurrected Keremeos residents vote no to village borrowing, but Keremeos Irrigation District plans another vote in an attempt to save Gas Tax grant funds By Steve Arstad news@keremeosreview.com
The Keremeos reservoir project continues to float. Three months after the Village of Keremeos held a referendum on the issue of borrowing to build the controversial project, the Keremeos Irrigation District has announced that they will hold a public meeting on July 24. The meeting will put forward information on the reservoir project publically, culminating in a vote - this time held by the Keremeos Irrigation District - asking Keremeos Irrigation District ratepayers for permission to borrow funds for the reservoir. The action is being taken by the KID in a final bid to retain $300.000 worth of grant funds obtained by the village through Gas Tax Funding. In 2010, the KID held an Alternate Approval Process in which 10 per cent of KID ratepayers opposed borrowing for the reservoir. The Village of Keremeos then got involved, applying for a Gas Tax grant to assist in funding the project, which they were successful in obtaining. Because the village could obtain loan rates at a better rate through the BC Municipal Finance Authority than the KID could through a bank (KID does not have access to BC Municipal Finance Authority Funding) the village held a referendum in April for village residents permission to borrow the remainder. The referendum subsequently failed, but the need for a reservoir has not. “We need to do this project,” KID board chair Ian Walters said recently, “Our
engineers have stated that it is a critical component of our water system, and is consistent with every other water system in our valley. We would be remiss in our duties as trustees of the system, if we don’t address this major deficiency in our system. Especially if we have the opportunity to save each ratepayer approximately $300 per connection.” The KID has looked at the critical need for a water reservoir, while trying to keep the costs to the ratepayers to a minimum. Having the village borrow the funds would have been the best option for ratepayers, as it would have resulted in no increase costs to ratepayers, however the village residents did not approve that option by a very small majority. The KID sees itself with two available options at this point - hold their own vote for taxpayer approval for the KID to borrow the money, or raise all of the funding necessary through taxation. If residents vote in favour of a loan, the $300,000 grant money would reduce additional cost to the taxpayer by about $300 per connection. If the loan is not approved, ratepayers should prepare themselves for big increases in their water bills over the next five years. The KID board sees two possible scenarios as follows: 1. Approval to borrow would allow the KID to keep the grant. Additional funding through taxation would amount to roughly $10 more per connection over the 20 year ammortization of the loan. 2. Deny borrowing approval, and the KID will have to increase fees by approximately $200 each year for five years to cover the cost of funding the reservoir. More information on the public meeting scheduled for Wednesday, July 24 will be mailed to each ratepayer in the near future. All KID ratepayers will be given an opportunity to vote, and residents with a business connection will be allowed a vote on those connections as well, as long as they provide the KID with a letter confirming a designate as representative for the business. Renters are not allowed to vote, which will be by secret ballot.

MP responds to NDP criticism
Re: “What ails the NDP?” Keremeos Review, June 20 To the Editor: Frankly, I am fed-up with Fletcher’s regular and misleading diatribes such as ‘What ails the NDP?’ which appeared in the Keremeos Review on June 20. It is clear that any notion of a social contract between a government and its people is completely lost on the author. There is no suggestion of the fact that other developed, highly industrialized countries have publicly funded post-secondary tuition, children’s daycare, senior’s care and so much more for their citizens. Never does he question why it is possible for Sweden, Norway and other progressive European countries to consistently enjoy the world’s strongest economies while maintaining such expanded social programs. Could it be because these countries have strong unions and highly engaged citizens who have seen through the type of propaganda espoused by the author and demand that a significant portion of their common wealth be shared for the benefit of all? The author also seems unaware of the evidence which shows that many public private partnerships (PPPs) are not as cost effective as those that are publicly funded. And, to mention the political donations of labour unions to the BC NDP without
the contrast of those by corporations to the Liberal Party - $46 Million from 2005 to 2012 according to Vancouver Sun - is just bad reporting. I would like to challenge the author to provide evidence of any other party in government that has ever matched Tommy Douglas’ fiscal record. When Tommy took office in 1944 Saskatchewan had a debt of $218 million (38 per cent of provincial GDP). By 1953 he eliminated it and by 1961, when he left office, he had produced 17 successive budget surpluses. While in office, he coaxed publicly funded medicare down out of the “dream-tree” and made it a reality for the citizen’s of Saskatchewan and the rest of the country soon followed. By reducing the debt and thereby reducing costs, he was able to spend more on public services and build other vital infrastructure without having to raise taxes. According to the Fiscal References Tables produced by the federal Department of Finance for 2008-09 showed that NDP governments in Canada produced budgets that were in surplus 49 per cent of the time covered by the report, with Conservatives coming in second at 42 per centand Liberals a distant third at 25 per cent of the time. It’s time to modernize BC’s Water Act By Ben Parfitt Research Associate, U Vic
Shortly after the 2009 B.C. election, a commitment was made to modernize the province’s century old Water Act to meet the challenges of a new century. It was one of the government’s most important environmental initiatives, yet remained unfulfilled as the last mandate ended and a new government was elected last month. Too often, British Columbians falsely assume that we have no end of fresh water. But we don’t. And there’s every reason to believe in the coming decades that our water resources will be under increased strain due to rapid population growth, major industries clamouring for more water and residents and businesses alike demanding more power from hydroelectric sources. If this isn’t reason enough to get serious about how we manage our most precious natural resource, climate change could bedevil even the best water management plans by altering the intensity and duration of peak and low water flows. All of the above underscores the need for Premier Christy Clark and her government to follow through on the commitments made four years ago. British Columbians deserve a new Water Sustainability Act now, before a raft of proposed new mines and liquefied natural gas plants are built. Clark has underscored many times her commitment only to approve energy projects once environmental concerns are properly addressed. Committing to completing the Water Act renewal work that her predecessor began would be a great place to start, because right now the provincial government often operates in the dark as far as our water resources are concerned. B.C. collects almost no data on water used by major industries in the province. It’s a glaring hole in environmental stewardship. In fact, in some cases the B.C. government doesn’t even require big water consumers to measure what they withdraw from rivers, lakes and streams. In the pulp and paper industry, only one mill is required to meter the water they take. In the natural gas industry, where large volumes of water are required for use in controversial hydraulic fracturing (fracking) operations, a number of companies are similarly off the hook
for metering under the terms of governmentissued water licenses. More troubling, the water used is subsequently rendered so toxic that it can never be safely discharged back to where it came from. In response to increased public criticisms about the impacts that the natural gas sector could have on our waters, the provincial Oil and Gas Commission began in 2011 to require at least partial reporting on the water used by the industry, and it is committed to fuller reporting in the months ahead. But this is the exception to the rule. British Columbia has no central repository where the most basic information on water use is housed. Consequently, no one can say with certainty how much water is withdrawn from what water body at any point in time. Compounding problems, we are not being compensated adequately when major industries use public water resources. For example, right now under the terms of their water licenses, natural gas companies pay the province token “fees” of just $2.75 for every Olympic swimming pool’s worth of water withdrawn. In Dawson Creek, by comparison, the same amount of water sold by the municipality to some of the same companies involved in fracking operations fetches more than $11,000. With fracking likely to skyrocket under a scenario where one or more liquefied natural gas terminals get built in B.C., the need to properly monitor our water resources is urgent. The provincial government can remedy this situation immediately by doing three simple things. First, grant one provincial agency sole responsibility for gathering and reporting all information on water use and have an independent auditor periodically verify the agency’s performance. Second, require that all major water users meter the water they consume and report it to the province. And third, increase water use fees and use a portion of the revenues collected to pay for a province-wide water use database and increased environmental monitoring and enforcement efforts. Second rockfall on Highway 3 By Steve Arstad A rock fall that came down on Highway 3 on June 23, was followed by another minor rock fall on June 25. According to Ministry of Transportation and Infrastructure media spokesperson Kate Trotter, the rock fall on the weekend occurred approximately 11 kilometres west of Keremeos below a pre-existing Talus slope. “This was a single rock that fell – approximately one metre wide, “ Trotter reported. It was cleared from the highway and did not affect traffic, however, the road was briefly closed while a downed power line was removed. The recent rock fall - which took place Tuesday evening - was another
single rock that fell – approximately three quarters of a metre wide. This occurred at a different location, five kilometres west of Keremeos and appears to have come from a similar Talus slope. “Our maintenance contractor noticed a rock on the highway shoulder on Tuesday evening and removed it from the highway. The highway was not closed as a result,” Trotter said. Talus (loose rock) slopes are quite common in this area and periodic rock fall on the road is not uncommon. “Our maintenance contractor routinely patrols the highway as part of the normal function and removes any rocks found,” Trotter concluded.

Three super Earths
So far, the score sheet of planets orbiting stars other than the Sun is well over a thousand. It is apparent that most stars have planets of some kind, so the search is now focussing more on finding planets like ours. The instruments we are now using can tell us the size of a planet, and from the distance at which it orbits its star, what its temperature is likely to be. In some cases we can tell whether the planet has an atmosphere and we
can even get an idea of what it consists of. Most of the creatures in our world live in the oceans, and we believe that all life started there. Since the chemicals forming the basis of life as we know it on Earth are common in the dark gas and dust clouds filling large areas of our and other galaxies, we can reasonably assume that those ingredients must have come together on other worlds as well as ours to produce life. Even though our alien friends may look very different from us, their basic chemistry may well be similar to ours. In which case searching for planets we might be able to live on could be good places to look for living creatures. However, our search crite-
column ria could be: the planets should not be too big or too small; they should have surface temperatures such that rivers, lakes and oceans of water can exist on their surfaces, and they should have atmospheres. Gliese 667C is a red dwarf star lying some 22 light years away (a light year is a little less than 10 billion kilometres). It is about a third of the mass of the Sun, which means it is far dimmer. This star lies in the constellation of Scorpius, “The Scorpion”, which is visible low in the southern sky these evenings. You won’t be able to see it, but by looking at Antares, a giant red star, the brightest star in that constellation, you’ll be looking in the right direction. Astronomers used a device called HARPS (High Accuracy Radial Velocity Planet Searcher) to measure the wob-
bling of the star due to the gravitational pull of its planets, which is like watching a dancer with an invisible partner. They found three planets, all about three times the size of the Earth, and taking respectively 27, 29 and 62 days to orbit their star. The Earth takes a year (365.25 days) to complete one trip around the Sun. This places the three planets very close to their star. However, since their star is so dim, this puts them at the right distance for liquid water to exist on their surfaces. One advantage of dim, dwarf stars is that they can smoulder for many billions of years, easily long enough for life to start and to evolve. On Earth, life appeared about 2.5 billion years ago, but stayed very primitive for the first two billion. By cosmic standards, Gliese 667C is a close neighbour.
However compared with the distances in our Solar System, it lies far away; it is amazing to think that we can detect planets orbiting such stars and to get an idea what those planets are like. It could be a while before we get a chance to find out much more about these worlds, and before we get a close look at them. Nevertheless, since what we are doing today would have been undreamable a couple of decades ago, it would be very shortsighted of us to rule out the possibility. Look for Mars and Jupiter low in the dawn twilight. Venus lies in the sunset glow. Saturn is high in the south overnight. The Moon will be new on the 7th. The proposed bylaw amendments are to amend the Electoral Area D-2 Official Community Plan and Zoning designations of the subject property in order to facilitate construction of a building strata of approximately 25 units.
