The June 16 Fathers Day event attracted a good turnout throughout the morning. Visitors not only indulged in a “100 metre diet”- Rita (centre photo) and Armin Meile (right) of Osoyoos displayed and sold handmade wooden toys at pancakes cooked the Keremeos Grist Mill and Gardens Fathers Day Pancake Breakfast. The Meiles were among several from flour milled vendors working and selling in all things wood. at the 140 year old grist mill, but were Armin and Rita Miele from Osoyoos brought along also able to stroll the grounds to the background music of the Corner Turtles their array of hand-crafted wooden children’s toys and and other local musicians, while purusing the various fine wood gift boxes. Former Keremeos Mayor Walter Despot offered mill woodcrafters set up on the grounds with various types operator, Chris Mathieson, an experienced hand at the of woodwork. The mill was also running, with staff on hand to pancake grill for most of the morning. A trust fund has been set up at Valley First Credit Union in Keremeos to help burn victim Randie Walter of Olalla. Walter was severely burned in a multivehicle fire in Olalla early in the morning of June 10. Walter lost all his possessions and his living quarters in the blaze, suffering first, second and third degree burns to 60 per cent of his body. He is currently recovering in Vancouver General Hospital after beginning skin grafts last week. According to Robbie Kilborn, Randie’s brother, who also resides on the property, Randie lost everything, including the clothes on his back. The four

Editorial Public reaction needed The results of the May 14 B.C. election had barely been confirmed when opposition parties and political observers like Black Press’s Tom Fletcher made note of big raises instituted by the B.C. Liberals for key politicial staff. Ministerial assistants’ salaries ceilings increased from $94,500 to $105,000, the top salary for the premier’s chief of staff increased from $195,000 to $230,000, and the premier’s deputy chief of staff’s salary rose from $144,000 to $230,000. So much for the Liberal party’s preelection rhetoric regarding the party’s priority to control spending. The move may prove to be ill timed, however, as the public could show their discontent through the ballot during Premier Clark’s upcoming July 10 byelection in Westside Kelowna It will also be interesting to see what the Liberals prioritize in their upcoming core review. It will be even interesting at the local level, since newly elected MLA, former Regional District Okanagan Similkameen Chair and Penticton Mayor Dan Ashton has been appointed Vice Chair of the Cabinet Working Group on Core Review. Will the core review cut services to the average B.C. resident while ignoring these generous, unwarranted, appointed perks and salaries to government officials and insiders? Ashton advanced himself politically out of a perceived reputation for fiscal responsibility during his years as Penticton mayor. Will he and the review committee now conveniently overlook these recent top pay increases, that were not part of the Liberal election platform, for the sake of political expediency? Without a good deal of public backlash, it would seem to be a definite possibility.

What ails the NDP? Plenty By Tom Fletcher Black Press
After 34 NDP MLAs were sworn in to continue a stretch of opposition that will reach at least 16 years, leader Adrian Dix took a few questions about his future. The party’s provincial council will meet June 21 to set the terms of reference for a review of the party’s dismal election performance, Dix told reporters. He repeated that his performance won’t be spared. Dix mentioned the alleged lack of “negative” ads, the local campaigns (read candidates), the decreasing reliability of polls and, when pressed, his surprise decision to come out against the proposed twinning of the TransMountain oil pipeline. Like last week’s hysteria over a tiny leak in that pipeline, these are great sound bites for the short attention spans of the modern media. But they don’t explain much.
This all-powerful NDP provincial council is a case in point. A glimpse into its inner workings was provided by a summary of an NDP policy development workshop called “Imagine Our Future” that was leaked by the B.C. Liberals in the final days of the campaign. The workshop took place in November 2010, coincidentally at the same provincial council meeting where the revolt against former leader Carole James tumbled into the open. While 13 caucus members were knifing their leader for reasons they still can’t or won’t articulate in public – a glaring problem in itself – the backroom policy brainstorm revealed a deeper malaise. Among the “dream tree” notions put forward in the workshop was “free” post-secondary tuition and public transit, along with raising wages and lowering fees for daycare. This isn’t a dream tree, it’s a money tree.
Showing a glimmer of adult supervision, the workshop table on “equitable tax policy” even identified the problem. Its first recommendation: “Increase our economic and financial literacy to gain credibility.” The “public ownership” table really got radical. Scrap public-private partnerships, the basis of most government construction today. “Nationalize” independent power projects, in the Venezuelan style of state seizure of private assets. And perhaps most incredibly, tear up the trade agreement between Saskatchewan, Alberta and B.C. that harmonizes transport truck regulations and so forth. The four western premiers met this week in Winnipeg. And the threeprovince project now called “New West Partnership” will continue to dismantle archaic inter-provincial barriers. Why would the NDP be secretly against that?

Because it’s also a “labour mobility” agreement. This harkens back to a supposed golden age in Canada, when two corporate titans shared the beer business, producing identical bland lager from identical factories in identical stubby bottles. Inter-provincial trade in these stubbies was strictly forbidden, requiring each province to have a big unionized brewery. This is the power of a monopoly union. And because of it, this was how governments tried to “create jobs.” It’s a bygone era to which many core NDP supporters stubbornly cling. Which brings us to the proverbial root cause of the B.C. NDP’s woes. Its largest financial donor is the B.C. Government and Service Employees’ Union, which donated $1.4 million to the party in the past eight years, nosing out the Canadian Union of Public Employees and the Hospital Employees’ Union.

Notice is given that the Council of the Village of Keremeos will hold a public hearing to receive public input on the Village of Keremeos Official Community Plan Bylaw No. 807, 2013 at: 4:30 PM on Monday, June 24, 2013, Council Chambers, 702 – 4th Street
Intent of Bylaw:
Adopt a new Official Community Plan (OCP) to replace the current OCP adopted in 2004.
The OCP is a statement of objectives and policies to guide planning and land use decisions within the Village. An OCP is a statement of policy and does not regulate the use of private property; that is the role regulatory bylaws such as the zoning bylaw.
The new OCP builds on the provisions in the 2004 OCP and adds sections pertaining to Climate Change and Greenhouse Gas Reductions, Age-Friendly Planning Initiatives, Economic Development and Protective Services. As well the plan provides for a watercourse development permit area to regulate development activities within the riparian assessment areas along the Similkameen River as a means to protect aquatic habitat, enhance, conserve and restore watercourse and their riparian areas.
A copy of the Bylaw is available for reading at the Village Office located at 702-4th Street Mondays to Fridays, excluding holidays from 8:30 AM to 4:00 PM from Thursday, June 6, 2013 until Monday, June 24, 2013 or on the Village website www.keremeos.ca At the Public Hearing, all persons who feel their property interest is affected by the proposed bylaw will be allowed an opportunity to be heard or to present written submissions regarding matters contained in the bylaw.
If unable to attend the Public Hearing you may submit written comments no later than 3:00 PM on June 24, 2013 to the Village of Keremeos, Box 160, Keremeos, BC, V0X 1N0 or email to cao@ keremeos.ca. All persons must include their name and civic address in their submission. Submissions received without this information will not be forwarded to Council. All submissions will form part of the public hearing record. No further information or submissions can be considered by Council after the conclusion of the public hearing. Olalla fire has implications for other property owners
To the Editor: A Wakeup Call I awoke about 12 a.m. to a funny noise, much like firecrackers – but not quite. Sitting up in bed I noticed an interesting glow outside my bedroom window. I got up and peered out, and got a whiff of smoke. Then I heard a “whump” and a myriad of sparks flew up from the source of the glow – and I realized with alarm that there was a serious fire close by! I grabbed my cell, threw on my jacket and called my neighbors on the way out the door. We met out on the driveway and quickly walked up to Main Street, where to our horror we saw what looked like the entire south end of Olalla up in flames.There was already a fire-fighting squad there amidst the blaze and smoke, water powerfully spraying the flames. More explosions kept us from walking closer, and we wondered how anyone could survive such a furious blaze. Sparks were flying everywhere, the nearby trees were clearly engaged with fire, and we quickly turned back to our homes worried that the clouds of sparks might set off additional fires. Once home, we could see that the sparks were staying above the homes, thankfully, and so we hurried back to Main Street. An ambulance and more fire trucks had arrived, and we could hear still more fire trucks on the way. Paramedics were guiding a burned person, obviously in shock, to the waiting ambulance. As we watched the team of fire
fighters battle the flames, we were suddenly amazed to see a familiar figure – Koroly in her scooter, along with one of her brothers. She turned and recognized us and called us over, and in amazement we watched her pull out all of her little doggies, which were inside her jacket, in each of the pockets, in her scooter basket, and under the scooter seat. She let us know that everyone had gotten out, including the doggies, and despite the overwhelming appearance of the blaze, the house was not touched by the fire. It was miraculous that no lives were lost. It was clear by this time the fire fighting team had the blaze under control and it would soon be extinguished. The explosions had stopped, the fire amidst the trees was out and the core of the blaze – the collection of vehicles along Main St, was being inundated by water from numerous fire hoses. We felt that those fire fighters certainly deserve medals for their brave battling of the fire amidst all the explosions. Thankful that no lives were lost, and wishing positive thoughts for a quick recovery to the burn victim; I comprehend that indeed, a miracle has taken place. It could easily have been very much worse. Perhaps this blaze serves as a wakeup call for each of us that live in Olalla to take the responsibility of finding ways to clear out the rusting reminders of the past, to keep our community safe – and beautiful. Opportunity to sign petition against two tier hydro rate To the Editor: Petition to protest Fortis two tier rate In 2012 we invested in a costly heat pump and other energy-saving measures through the EcoEnergy program in order to reduce our energy consumption. Our financial planner estimated that if it reduced our consumption by 40 per cent, the savings would pay for the investment within 10 years. Flash forward to the new Fortis two tier rate introduced this year; since we live in an area where there is no gas service, we are forced to use Fortis electricity for all our energy needs. It is impossible for us to get anywhere near the average kWh rate, let alone below the 1,600 kWh threshold. As a result, even though we have reduced our kWh usage by 40 per cent, our bill has remained almost the same as it was in 2011 and 2012. Friends with a home the same size as ours who receive both gas and electricity, and have not invested in any energy-saving measures, have a
combined bill that is considerably less than ours. There are many others who have been punished for living in an area or building where there is only electrical service, or for being on a low or fixed income that makes it impossible to afford the new two tier rates or to implement upgrades. Fortis refuses to acknowledge the unfairness of their decision. With this in mind, we have set up a petition in protest. If you have been unfairly impacted by the decision of Fortis and the BCUC to approve this discriminatory two tier rate, and would like to support the urgency of this matter, please sign your name at: http://www. gopetition.com/petitions/fortis2tierprotest.html. Undisturbed land is being lost to development To the Editor, I am responding to one of the comments in a letter to the editor published in the Review on June 13, 2013. Crown land is land that is owned by the Province of British Columbia. The province is the steward of the land and can lease, license and sell Crown land for a variety of purposes including residential, commercial, industrial, agricultural, tourism and recreational purposes. Contrary to the belief that crown land is not for sale, one only needs to do a search on the web using the words “Crown land for sale in B.C.”. Many sites will appear. One government site http://archive.ilmb. gov.bc.ca/link_land.html explains how to apply to use or buy crown land. The national park reserve concept con-
tains both Crown and private land. Proponents are concerned that these rare grasslands will be sold some time now or in the future. These large parcels of land could then be subdivided into smaller parcels. This would cause fragmentation of the landscape causing loss of use for not only the plants and animals that need those lands to survive but also for recreational use by the public. The future is not clear, but in the past 10 years in the Okanogan County just south of us, over 40 per cent of the ranchland has been sold and at least 50 per cent of that has been sold for non-ranching purposes mainly development and offshore interests. Locally, we have been very fortunate having good stewards of our South OkanaganSimilkameen private and crown lands, but
times are changing. Several parcels of private land have been sold to new owners. What is their intention for the land? Will they allow trespass? A national park reserve, while not a perfect solution for everyone, will protect the landscape as a whole and work with current tenure holders, allow public access and create economic stability to our communities. The Kobau Koyotes were flying high after beating Penticton at the Kobau - hosted playdowns tournament held in Cawston on the weekend
Koyotes successful at district playdowns tournament Contributed Kisa Minshull went 2-3, helping the Kobau Koyotes to a 4-0 victory over Penticton Power on Sunday on the Kobau one diamond. She singled in the first inning and doubled in the fifth inning. Penticton Power couldn’t get anything going as long as Bailey Vesper was pitching. Penticton Power managed just one hit off Vesper, who allowed no earned runs, walked two and struck out two during her first three innings of work. The lead stayed with the Koyotes after
the first, when the team scored two runs on two singles. The Koyotes pushed across one run in both the second and sixth innings, scoring on an RBI (run batted in) single by Cedar Carter, who scored Chelsea Matzick. Players caught fly balls and made some long, accurate throws to win the game. The Koyotes will now move on to the provincial playdowns in Newton on July 5, 6 and 7. The team and parents would like to thank the community for all their volunteer hours at Kobau Park. The district playdowns were a great success.

By Steve Arstad news@keremeosreview.com Employees at the Lower Similkameen Community Services used to enjoy a small fabric gazebo located on the property behind the services building. On the evening of June 11 the structure was destroyed in a sudden windstorm. The gazebo was used by employees on a regular basis, as well as by children involved in kid’s programs at the institution. Residents at nearby Tumbleweed Terrace also found it handy. The LSCSS does not have the
budget to replace the structure, and are asking for the public’s assistance in replacing the structure, hopefully with something more permanent. They are appealing to the community for cash donations in order to build a more permanent gazebo out of wood. All cash contributions to the effort will be pooled and a Request for Proposal issued for the building of a new structure. The LSCSS can issue tax receipts for donations as well.Anyone willing to assist with a donation to this project should contact the LSCSS at 250-499-2352.

Olalla fire, forestry issues highlight director’s report F i re i n Olalla June 9th From all accounts, the Keremeos Volunteer F i re D e partment performed heroically By Angelique Wood RDOS DIrector, Area “G” on Sunday June 9, having fought an orchard fire earlier in the evening and then responding to a call out in Olalla at the Kilborn residence. Bystanders exclaimed at how terrifying the fire was, with a lot of tall trees in the neighbourhood and sparks flying everywhere. The explosions from the propane tanks rocked the community, though everyone I spoke to described the Keremeos firefighters as top-notch, making the onlookers feel that everything was well under control. We are fortunate in the Similkameen to have such great volunteer fire departments, particularly since we live in such a dry area. As summer approaches, every tall dry grass field becomes a fuel and stray campfire sparks or lit cigarette butts can ignite a hillside when a little wind comes up. Apex Logging A number of concerned Apex residents have worked hard to develop awareness and understanding of the
clear cuts currently taking place up at Apex Mountain Resort. They are working to try and change the logging approach to an area directly within view of the Apex resort. This area, impacted by Mountain Pine beetle kill, has been targeted for removal but that decision has owners upset. Because the cut blocks sit within the Gorman Brothers tenure area, a process was initiated by Gorman more than a year ago to notify the management at Apex of the pending cut. A change of directors in the Apex Property Owners Association, and a change in who was slated to log the area, has caused a few communication breakdowns. Since the first communication with the resort by Gorman Brothers, the provincial government has awarded a part of the tenure area to Penticton Indian Band’s forestry company, Snpinktn. In order to preserve the value of the logs, a clear cut approach is necessary for the PIB to recoup their costs. The longer the logs stand dead, the greater their drop in value, as the wood fibre degrades from millable wood to material for pulp. Fifty dollar logs turn into twenty dollar logs. Dennis O’Gorman (no relation to Gorman Brothers) is a resident and director of the Apex Property Owners Association. He moderated a four hour meeting with representation from Apex property owners, forestry companies, Penticton Indian Band and local elected officials. While the meeting did not halt the plans for log-
ging, the leadership of Snpinktn were receptive to the Apex Property Owners concerns, and for attendees not familiar with logging practices, the foresters were great at explaining why some approaches work within the forest and others do not. The difficulty, as a forester from Gorman Brothers pointed out, is that the forests surrounding Apex are on Crown Land and slated for logging. Where they are impacted by beetle kill, they offer a fire hazard if they remain unharvested and their value diminishes as they stand. There is also the potential for the beetle infestation to spread if the trees remain. The manager for Snpinktn Forestry was willing to preserve certain areas for recreational values and identified strategies that the logging company would employ to do this. Leaving swaths of trees that were young, and not pine, to create the sense of “cover” was planned. Efforts were being made to naturalize the edge of the cutblocks by filigreeing them, and once the replanting is done, the shock of the clear cut should be diminished. Tom Siddon, Electoral Area Director for Area “D”, had some ideas about avenues to pursue to alter some of the coming cut blocks, but the difficulty for the logging company is that their investment is already paid out - and with stumpage fees already determined and a finite window of time for harvest, there is not a lot of room for negotiation.

Similkameen chapter of Citizens on Patrol recruiting Contributed
The Similkameen Citizens on Patrol is a very active volunteer organization. It is comprised of 14 members from the valley with support and guidance from the RCMP. We patrol Keremeos, Cawston and Olalla as well as surrounding areas during evening and overnight hours. We also provide members to act as designated drivers for special events, such as weddings, dinners and dances. The patrol consist of two members using their own vehicle. Citizen Patrol signs are attached to the sides and rear of the vehicle. Our main purpose is to watch for property crime and
theft. Our patrols also act a deterrent to criminal activities. Any observations are reported to the RCMP. As a group we put in approximately 40 hours per month on patrol and more acting as designated drivers and conducting speed watch. The Speed Watch Program is in place to inform drivers of their speed - it is not a speed trap. The information which is gathered is turned over to ICBC. COPS run the program for ICBC, but vehicles that are observed at excessive speed or exhibiting dangerous traits will have their license numbers turned over to the RCMP for further action. Citizens on Patrol wants and needs more volunteers.
Our members come from a variety of backgrounds - from retired folks to working parents, both male and female. We meet upstairs at the Keremeos Legion Hall on the second Monday of the month at 7 p.m. Members are scheduled for patrols according to their availability. The schedule is set up six months at a time. Visit our information booth on Canada Day, July 1, in Memorial Park. Blue Western Sky tour of one-acts Contributed
Theatre In the Raw is coming to town with its Blue Western Sky Theatre Tour of One-Acts. The group is embarking on their 10th tour with the 19 year-old Vancouver Lower-Mainland independent based theatre company. The first play in the one-act lineup is “Maybe Miles “by Joe Lauinger. The second one-act “Talk Medicine” by Sheryl Melnyk is an in-depth monologue centred on a man stubborn in ways yet desperate to open up to ease a burden about strange and complex incidences in his life. The last one-act on the roster is “The
Suspect” by Andrzej Jar – a humourous yet chilling piece focused on a man increasingly withdrawn and skeptical as to what he sees around him. He suddenly becomes the mark for political subterfuge and deception far beyond his own imagination. The music “Blues for the Road” is supplied by the Michelle Richard opening each evening with Zi Paris on guitar as her accompanist. Ms. Richard will add song and music close to the heart of each play. The actors in this year’s touring company are the very talented and seasoned Roger Howie, Jason Hunt, Michelle
Richard, Zi Paris, Jay Hamburger and Michelle Weisbom. The costumes are by longstanding designer Stephanie Jones, along with Jennifer Magajes as stage manager returning to another Theatre In the Raw production; the plays are directed by Jay Hamburger. The Blue Western Sky Tour will open its production, performing at the Riverside Centre Theatre in Princeton on Thursday June 20, moving onto Cawston on Friday June 21 at the Cawston Community Hall.
