Residents want Stewardson overpass Calls for pedestrian link between Grimston Park and River Drive Grant Granger

As Gavin McLeod described why a pedestrian crossing between Grimston Park and River Drive should be brought back, cars were honking on Stewardson Way. The drivers were alarmed by a jaywalker who brazenly climbed over a barrier or two and was walking across the busy, complex
section of road where Sixth replaced, but that hasn’t happened. Avenue and Stewardson funnel McLeod says the West End onto the Queensborough Bridge Residents Association will be and Marine Way. McLeod said that crossing was supposed to be for bicycles and wasn’t intended to be a replacement for the old crosswalk that required users to push two buttons to trigger traffic control signals, often with a wait on a median in the middle of traffic in between them. “It could be a little anxiety producing,” admitted McLeod. “But for our residents on River Drive that was the only access they had.” Please see MINISTRY, A3
Inclusion BC has blasted the New Westminster school district’s decision to eliminate 27 special education assistant (SEA) positions to help balance its 201314 budget. Faith Bodnar, executive director of the organization that advocates for people with developmental disabilities, said New Westminster’s actions, along with decisions made by the Coquitlam and Maple Ridge/Pitt Meadows school districts, raise questions about the right to have a quality education for children with special needs. “Whenever I see cuts like this, it’s very, very concerning. We don’t have enough support right now. We need to be providing support and not be taking it away,” said Bodnar on Wednesday. The New Westminster board of education recently approved cuts to more than 40 full-time positions, including the SEAs, to cover an expected shortfall of $3.5 million for the upcoming school year. TransLink makes big move into New West Sets up shop in Sapperton’s Brewery District
TransLink said the new office would house 250 Transit Police staff and 230 TransLink employees. It was expected there would be an annual savings of $430,000 from leases on its Metrotown headquarters in Burnaby and operations at Gateway Station in Surrey, as well as the police offices on Columbia Street in New Westminster. Since then, Coast Mountain Bus Company was added to the mix, as was a consolidation of more TransLink offices than originally planned. The end result will be 900 to 1,000 employees being based at the Brewery District office and an annual savings of more than $2.5 million, said Zabel. “We opted to sign a 20-year lease and that give us an open floor plan that gives us a better collaborative environment,” said Zabel of all the different operations being in one spot. The organizations—Transit Police, TransLink and Coast Mountain—occupy the third to

It was lunch hour on Monday, the first day of TransLink being in its new Brewery District digs, and media relations spokesman Derek Zabel was hungry. So he went to check out what was nearby and wandered into a sandwich shop. They asked him where he was from, and when he told them TransLink and that nearly 1,000 employees would now be working in the area they said, “Oh, this is great!” TransLink’s move has been highly anticipated in Sapperton ever since it was announced in September 2010 that the transit authority had signed a 20-year lease with Wesgroup, the project’s developers. And it turns out the area is going to get even more than it originally anticipated. When first announced,

seventh floors at 287 Nelson’s Court. “It creates efficiencies because we used to travel to different offices and not having to saves money,” added TransLink spokeswoman Jiana Ling. And even if they do have to move about the city, the office is right next to a SkyTrain station.
And the economic benefits will be felt by the City of New Westminster too, said Coun. Bill Harper, chair of the city’s economic development advisory committee. “It’s going to be a very large economic impact,” said Harper. He said when it’s all done, the Brewery District will bring 2,300
to 2,800 employees into the area. Add in the province’s promise to redevelop Royal Columbian Hospital and the future looks bright for the east end of the city, he added. Harper said many health care providers are already signing up. Even though the offices above the Thrifty’s supermarket, the first stage of the Brewery District, were zoned commercial most leases were to the health care sector, he said. The next building Wesgroup is constructing has already been sold to the Health Sciences Association, a union representing 17,000 professionals and workers in the industry. “It’s going to be quite an impact, not only on Sapperton, but on the entire city,” said Harper. Combined with Downtown developments, increased activity in Queensborough and a 40-acre commercial/residential project at Braid and Brunette, Harper is bullish on the city’s economic development.
Ministry couldn’t justify overpass there: Lowrie ⫸
continued from FRONT PAGE
Not as anxiety inducing as it is now for those he often sees run across traffic to get to the bus stop, avoiding the long walk around. McLeod estimated that walking from his home—which is right above where the old crosswalk used to be—to the south side requires a 2.7-kilometre detour. He suggested Grimston’s topography provides natural elevation for an overpass. “It would link up quite nicely to River Drive.” McLeod said the city receives
revenue from the Starlight Casino, new development and digital signs that seems to be used everywhere else in the city but his neighbourhood. He believes some of that money could go toward funding the overpass. “The good old West End, otherwise known as off the beaten path,” said McLeod, whose organization has raised the issue with the city’s traffic committee. “It’s like we’re banging our heads against the wall.
Whatever argument we come up with gets rejected.” New Westminster director of engineering Jim Lowrie said when the province reconfigured the Queensborough interchange the transportation ministry determined a crosswalk couldn’t be kept where it was. “We did approach the ministry quite strongly with the view of reinstating a GAVIN MCLEOD/CONTRIBUTED crosswalk at that location or The best way to judge the need for a pedestrian an overpass. But the ministry overpass might be to sit and watch how people get couldn’t justify an overpass at from A to B. This man has opted for a dangerous multithat location,” said Lowrie. lane gamble across Stewardson Way.
He pointed out in addition to the one by the SkyTrain station there is an alternate crossing down the hill at Fifth Avenue. Lowrie said the roads where McLeod is proposing a crossing are under provincial jurisdiction so it’s unlikely the city could do anything even if it wanted to. “We could not unilaterally go and do it. It’s ministry jurisdiction. They would be the logical agency to construct in that case,” said Lowrie.

QUESTION OF THE WEEK:
City spending The Canadian Federation of Independent Business has taken aim at municipal spending across Canada, just as municipal leaders wrapped up their gathering in Vancouver for the annual convention of the Federation of Canadian Municipalities. The scrutiny is long overdue. The CFIB notes that municipal spending has grown by 55 per cent in the last decade, even as the population has grown by 12 per cent. “In other words,” says a CFIB press release, “the pace of municipal spending growth was over three times the growth in population and inflation. “Put another way, municipalities have increased per-person spending by over 30 per cent. Do you feel like you are getting 30 per cent more services from your municipal government? The CFIB says municipalities claim they’re falling behind on infrastructure, but they also need more money to deal with problems that aren’t being addressed adequately by other levels of government, like housing and health. “Transfers from senior levels of government to B.C. municipalities increased by 273 per cent between 2001 and 2010. So where is all this new municipal revenue going?” The CFIB says municipal employees make 36 per cent more in wages and benefits than equivalent jobs in the private sector. Wages and benefits make up 67 per cent of Vancouver’s budget. And there’s more of those municipal employees. From 2000 to 2011, the CFIB says staff in all Canadian municipalities has increased by 25 per cent, more than double the population growth. Something to think about the next time you thump through a pothole during your morning commute. Municipal governments need to start exercising some restraint. —Black Press

The thorny issue of saving heritage We love heritage here in New West. And if there’s a heritage heart in the Royal City, it’s undoubtedly the Queen’s Park neighbourhood. But what if, over time, that heritage slipped away? What if those charming craftsman, Queen Anne and Edwardian homes slowly were replaced with new houses by owners who chose pragmatism over idealism when the time came to renovate, restore, rebuild or move? What if the squeaky floors and quirky corners became too much? Is there adequate protection to ensure enough of that precious heritage is retained indefinitely? This past week marked the first steps in the demolition of a much-loved oldtimer in Queen’s Park, the Edward A. Riddell House, a 1926 craftsman at 221 Third Ave. Dave Brett, president of the Queen’s Park Residents Association, said some people called it the Hobbit House, while others called it Wellington House, in reference to early occupants. Many responded with

sadness and frustration to see this gem on its way out. People passionate about heritage feel it keenly when a house like this goes, and many worry others will follow. Dave told me: “One comment that has circulated over the years, is ‘if they tear down Wellington House, they’ll tear down any house.’” I have friends with a heritage home nearby. It’s on a fantastic, big, shady lot, it’s just a block from the park, and has some great features inside. But it’s got some awkward spaces inside and doesn’t fit the family’s needs as well these days. Because of its design, renovation would be very expensive. If it weren’t in Queen’s Park, they’d have an easier time deciding to rebuild. Queen’s Park neighbourhood

is a wonderful place to walk. The gorgeous homes. The well-tended gardens. The mature trees offer welcome shade and seem to freshen the air. Most who buy houses there are drawn to the history packed in the timber bones, the stories tucked beneath the eaves. And as anyone who’s taken the annual Heritage Home Tour knows, many of these houses have been restored through enormous investment—both in sweat and cash. So when a place like Riddell House goes, people get angry. The city’s heritage planner, Julie Schueck, told me the owner did his best to save it. “In one respect it’s painful for the owner too,” she said. The house has always straddled two legal lots, something unsurprising in this ragged old city with so much that does not conform. Julie said the owner, who recently purchased the property, worked closely with the city to explore many different options to preserve the house as part of redevelopment. This included looking at

moving the house to one lot, but the home’s footprint was simply too large. “Everything we looked at wasn’t going to work.” One might wonder if the city could take a more forceful approach. Today, the city uses the carrot, rather than the stick. Essentially, if warranted, the city can break its own rules to encourage retention, restoration and rehabilitation of a heritage home. It could let a homeowner subdivide, increase the squarefootage of their home or offer a relaxation of parking requirements, for instance. In return, the homeowner would sign a Heritage Revitalization Agreement (HRA). This effectively saves the house forever. Even if it burned down, the owner would have to build a replica, Julie says. Meantime, anything not HRA-protected could disappear tomorrow to be replaced with— well, anything that meets the BC Building Code, pretty much. Please see NEXT PAGE,

Let’s keep the parkade Removing a functional public parkade could be a disaster for the business offering products and services on Columbia Street and the surrounding area. The new Anvil Center and office tower will bring more visitors to our city, creating more opportunities for local business to benefit. The Front Street Parkade is critical to accommodate these new
visitors. The Fraser River Discovery Centre (FRDC) plans to grow, attracting more visitors each year. The FRDC relies on the parking offered at the parkade. A demolition of the parkade would cost millions, with no gain of infrastructure whatsoever. It would create terrible traffic
jams, interfere with the train traffic, imposing high risk of accidents on the tracks, and create intense noise levels and dust. Let’s find alternatives that keep the parkade operational and viable. Marco A. Murillo New Westminster

What can be done to save heritage? ⫸
continued from PAGE A6
How many houses in Queen’s Park today are protected via an HRA? Nine. Can’t we do more? Should we do more? Are these tools enough to ensure Queen’s Park—the heritage heart in a rapidly growing city—is preserved? If it chose, the city could create a heritage bylaw to protect a property without the owner’s consent. It’s something cities are loathe to do, and it’s only been invoked once.
Demolitions could be halted, and renovations could require heritage review. So far, Julie says response has been cool. She hears: “We love heritage conservation, just not in our area.” And I suppose the translation is we love heritage, and believe it’s worth preserving. Just don’t tell us what we can and cannot do.
Just over three years ago, the City of Victoria tried to prevent Roger’s Chocolates from renovating the interior of its 1891 building on Government Street (The interior is a National Historic Site). The case went to court. Victoria lost and paid $600,000 plus 85 per cent of legal costs. New West city council would still like to do more, though. Currently, Julie is consulting residents in four small areas of the city about possibly designating them as heritage conservation areas (HCAs).

Condo sales in Greater Vancouver dropped 12 per cent in April over the same month last year and, according to a survey by the Bank of Montreal, demand from potential buyers has dropped by five per cent. Still, says Pavlov, developers are reluctant to just reduce prices. “This affects all their future sales as well as puts their financing in jeopardy. So the preferred method is incentives. But it all amounts to the same effect, lower prices.” Censorio says a lot of potential buyers are sitting on the fence. Some waited to see how the provincial election played out, or are watching to see where interest rates go. “There’s always a variable that keeps people on the fence,” says Censorio. “This gives them incentive to get off the fence.” Bill Morrison, the president of Pilothouse Real Estate Inc., a New Westminster company that markets projects in Metro Vancouver, Hawaii and California and devised the mortgage furlough program for Censorio’s Elliot Street condos, says incentives can create a sense of excitement . “What happens is the buyers are meandering through the market without urgency,” says Morrison. “They’ll get more serious now that they have seen the incentives.” Jason Dolker, the director of sales, marketing and service for Hungerford, concedes there are downsides to incentives as some buyers will park on the sidelines awaiting better deals. “Some people will hedge either way. It’s still a great time to buy.”

Cut programs instead: Graham ⫸
continued from FRONT PAGE
The majority of New Westminster’s cuts, Bodnar said, directly and disproportionately target students with special needs. She’s worried such actions could signal a return to segregated education instead of the integrated programs that have been developed. “That would be a huge, huge loss and put us back 25 years for special education kids,” said Bodnar. “We should have much higher expectations for our children in our schools, and that’s unacceptable.” Bodnar questions what other programs could have been cut back since she considers special education to be basically core education. “I have a lot of very serious questions about why these positions are being targeted,” said Bodnar. “Are we sure there’s something else that wasn’t cut [that could be]?” Bodnar said she is well aware of the pressures placed on school districts the last few years, but “we should be

New educational gaming app takes flight Mario Bartel
photo@newwestnewsleader.com
John-Mark Ferguson and Mark Fox have spent much of the past year chasing a little red balloon in the basement of Fox’s Queen’s Park home. They’re also chasing a dream. Ferguson and Fox have just released their first educational gaming app for mobile devices like smartphones and tablets. Free the Balloon challenges kids to steer a floating balloon through hoops, avoiding destruction from falling icicles, lightning strikes and birds with sharp beaks and talons. The hoops are also numbered and must be conquered according to the numeric challenge set out at the beginning of each level of gameplay. The game is the second app for Ferguson and Fox’s company, Forseti Digital, that operates from a couple of cluttered desks squirreled beneath the stairs leading to the basement. Their first was a simple metronome. But it was the first app of its kind developed for

the BlackBerry, back when that system ruled the mobile device roost. “It was as basic as it gets,” says Fox. “In order to get in the game, you just have to do something.” Three years later the 99-cent app still generates income and its developers marvel at the unique ways users have adapted it for their own needs, such as improving their golf swing or regulating their cadence while riding a bike. Ferguson, 24, and Fox, who’s
58, formed their partnership out of a chance conversation Ferguson had with one of his professors when he was studying business at Trinity Western University, who advised him there was money to be made developing apps. But with no background in computer programming, Ferguson remembered one of his neighbours, Fox, who worked in software development for various companies in the Silicon Valley. Please see gAME, A13

Game tested on schoolkids ⫸

With the launch of their metronome app behind them, the two developers turned their attention to their next project. Games seemed an obvious choice but the field was already jammed with everything from first-person shooters to Angry Birds. Games with an educational component, however, aren’t so ubiquitous. Ferguson and Fox talked to educators and kids to glean ideas. The former were excited about the possibilities. The latter told them point blank, “educational games suck.” “That’s what we were up against,” says Ferguson. They sketched ideas on a
whiteboard, trying to keep the game as gender-neutral and universally understandable as possible. “You’re trying to create an experience inside the head of the player,” says Fox. As they ported their doodles to computer code, they betatested early versions of the game on elementary school students. “There’s no shortcut,” says Fox of the development process. “The game can’t be too difficult, but we have to keep it challenging.” Building for the Android operating system also proved daunting, as it supports some 1,800 different devices with a myriad of technical parameters
like screen resolution. They also created an iOS version for Apple devices like the iPhone and iPad. The app itself is free, but users can purchase graphic upgrades, new challenges, even shortcuts. A recent trip to Laos, where almost every kid seemed to have access to a cellphone, opened Ferguson’s eyes to the immense potential market for educational games on mobile devices. “It’s still in its infancy,” he says. “The concepts are big and we’re taking on a little sliver.” • To learn more about Free the Balloon, including links to a trailer and where it can be acquired, go to www. forsetidigital.com.
Meet New West’s Alicia Worobec, Kin’s Green Fighter…
Alicia is working on leading a healthier life and wants to continue this with the Kin’s Green Fighters challenge. One of the last challenges Alicia Worobec had to complete for the Kin’s Green Fighters Challenge was to compose a list of healthy activities, and healthy foods to fuel them. Just a few short months ago activities like riding a bike along the seawall, doing the Grouse Grind, roller or ice skating and gardening wouldn’t have been on her radar. Foods like edemame, Greek yogurt, sugar snap peas, pumpkin seeds and sprouts weren’t on her snack menu. But 13 weeks of healthy living and eating have given her a new outlook. “I know in my heart and my brain that I have achieved a personal success in the way I have challenged bad habits, thought patterns and baggage that I have lugged around with me for years.” And with her young daughter watching her every step, she’s motivated to keep her healthy regime.

Health officer seeks probe of coal dust, train impacts Port CEO says no evidence presented of health risk Jeff Nagel Black Press
Fraser Health’s chief medical health officer says he’s “concerned” about potential health impacts from a proposed new coal export terminal in Surrey directly across the Fraser River from New Westminster. In a statement issued May 30, Dr. Paul Van Buynder recommended a comprehensive health impact assessment be undertaken for the project

examining the risks from the potential inhalation of coal dust as well as other impacts. He said the assessment should also examine potential contamination of air and land – including the food production impacts and possible shellfish contamination – as well as likely impacts from excessive noise and whether increased rail traffic will reduce access to emergency care for some residents. “At this point I am neither in favour nor opposed to the project,” Van Buynder said. “I am simply asking that we

put on a health lens and ensure steps are taken to safeguard the people who live along the proposed route and our communities in general.” The Fraser Health and Vancouver Coastal medical health officers had last December called for a formal voice in Port Metro Vancouver expansion plans in response to concerns about coal exports. But Van Buynder’s latest statement goes further than the earlier one, saying “meaningful community consultation will be a criticial component of the acceptability of the health impact assessment.” Port Metro Vancouver CEO Robin Silvester did not directly answer when asked if the port will support a health impact assessment. “What we want to do is set up the right sort of dialogue, separate from the project process, because those are broader questions, to have a conversation with the health officers about how to best answer those questions,” Silvester said. He said he met with both chief medical health officers Monday to discuss their concerns. Silvester said they were unable to provide him any evidence that existing coal shipments pose any significant health risk to residents, nor has such evidence been heard through the review process. Port authority officials have previously said environmental reviews conducted as part of the proposal already address health concerns. Coal trains already roll through various rail lines in the region. Some also take the BNSF rail line to Westshore Terminals open-air coal terminal at Deltaport, where more than 23 million tonnes was handled last year. Coal is also hauled to North Vancouver to Neptune Terminals, which the port authority recently approved an expansion.

Willoughby Town Centre offers something for everyone
‘We want it to be a gathering place’ At the end of a long day and a long commute, there’s nothing better than leaving your car in its parking spot and knowing you’re home. But Qualico, in partnership with Chow & Li, is doing one better with Willougby Town Centre. With services and multi-family living all in one place, it’s perfect for those who want convenience and a socially active community. “The whole idea is to be pedestrianfriendly,” says Diane Zarola, sales and marketing manager for Qualico. “We want it to be a gathering place.” Thus far, confirmed tenants include Shoppers Drug Mart, RBC, G&F Financial, Noma Sushi Restaurant,
Rendevous Liquor Store and Loblaw’s: Your Independent Grocer. Other possible tenants include a yoga studio, coffee shop and clothing boutiques. Willoughby Town Centre’s first residential space will be Kensington, a three-storey condominium development right in the thick of the action. “You can look out your window and see your friends having coffee. There’s nothing like it in Langley,” Zarola says. “It’s going to become a destination. We’re very, very excited about it.” For more information, visit www. willoughbytowncentre.ca.
Lake Whatcom recreation
Nature at its best at Wildwood Lakefront Cottages By Kerry Vital
Washington’s Lake Whatcom is a largely undiscovered gem for Canadians, with a myriad of outdoor activities, a peaceful atmosphere and the opportunity for a ton of family bonding. Now you can purchase your own family getaway at Wildwood Lakefront Cottages right on the shores at South Bay. “It feels like you’re in the middle of a cedar forest,” says sales director Wayne Lyle. The natural setting is one of the highlights of Wildwood, with its two streams, huge trees and pristine lake and shoreline. Lake Whatcom holds the drinking water for the city of Bellingham, so there are numerous restrictions in place in order to ensure it stays pristine. The lake is over 12 miles long, with Wildwood and its 11 acres located at the quiet south end. Just 45 minutes from the Canada-U.S. border, Canadians have been flocking there to purchase their little piece of paradise. “It’s a real family experience,” Lyle says. “They’re buying for the legacy, for the memories. Our buyers are strictly families and have either kids or grandkids.” The developers of the site are a group of Canadian families who now own cottages on the lake themselves. “It gives it a personal feel,” Lyle says, adding that the vast majority of the buyers so far are Canadian. One of the big draws for Canadians is that the property is gated and private, has a resident on-site manager and your landscaping is all looked after. Wildwood started life in the 1950s as a campground, and that natural flavour still survives today as an outdoor experience with all the comforts of home. “The historical factor is quite cool,” Lyle says. “I’ve met many people who learned to water-ski here 40 years ago.” Whether you want to go fishing, take out the canoe or go for a swim, you’ll find a ton of outdoor activities available on-site. The private marina holds 34 private boat slips, 15 mooring buoys and a number of guest slips. You’ll also find a clubhouse, pool and hot tub, tennis court, recreation centre, playground, community herb garden and a winding walking trail. The cottages themselves are made for cozy family times, with five different floorplans to choose from and three

from the other cottages, you can purchase a lot at Wildwood and have your own cottage built instead of choosing from one of the floorplans. Wildwood’s proximity to Seattle makes it a convenient spot to stop if you’re planning to fly out of the Seattle airport as well. You can also pay a visit to Mount Baker for skiing, just an hour and a half away. “This a great base camp for families,”
Lyle says. “You take a deep breath when you look out at the water. And with the price of real estate in B.C., this lakefront property is a bargain!” Lots at Wildwood start at $174,900, and fully finished cottages plus lots start at $324,900. The main floor features the living areas, sunny window seats, decked-out kitchens and one bedroom or one-bedroom plus den configurations with a sleeping loft above. “Kids love the sleeping lofts; the ceilings are five feet in height,” Lyle says. “They think it’s built just for them!” The features of the cottages are also a hit for buyers. “These are upscale cozy cottages,” Lyle says. “They have hardwood flooring, quartz countertops, stainlesssteel appliances and stone fireplaces.” Some of the cottages have rooftop decks that are perfect for star-gazing. Each home includes a covered deck to give you that indoor-outdoor life that everyone loves in the summer, many with an outdoor fireplace. You’ll also find an outdoor wood burning fire pit with every cottage (perfect for making s’mores), and a gas fireplace inside with a natural stone facing to contribute to the feeling of being part of the outdoors. If you’d like something a bit different
