scam targets debit terminals

I

Thieves disTracT cashiers during transactions. By Chris Bush ThE NEwS BULLETiN

Nanaimo Mounties are warning merchants to pay attention while taking customer transactions after several stores were bilked out of thousands of dollars. Several male suspects and at least one woman are involved in using transaction machine codes and a diversion tactic to draw store clerks’ attention away from debit machines long enough for the thefts to take place. Const. Gar y O’Brien, Nanaimo RCMP spokesman, said small stores with just one or two clerks on duty are prime targets. The scam plays out when two people enter a store and one suspect starts making a purchase with a debit card for something small, like a chocolate bar. “He comes in with a woman or somebody else and as he’s making the transaction for the chocolate bar the other person distracts the clerk,” O’Brien said. “What (the suspect) does at this point is he enters the merchant code ID, which he knows, and cancels the transaction. He rips off the cancellation printout and then overrides the transaction and enters a refund for up to $1,000 and credits his debit card. Once that is done, he goes back to the original transaction of

buying the chocolate bar.” The scam relies on the fact that many merchants have not bothered to change their debit machine’s original generic authorization code to a unique password known only to them. It’s the generic code that the suspects are allegedly using. Stores elsewhere on the Island have been hit and police are warning merchants to make sure they change their passcodes to prevent this kind of theft. “We figure we know who they are,” O’Brien said. “They’re from the Lower Mainland and they’re working the Island now. There have been several stores hit in Nanaimo already.” The first suspect is a Caucasian male, approximately 6’1” tall, in his early 30s. He has light brown hair, a goatee and tattoos on his upper arms. The second male is Caucasian, 5’5” tall in his early 20s. The taller male has been accompanied by a Caucasian woman about 5’5” tall with long blonde hair. She has been well dressed and on one occasion was wearing a black dress and carried a neon-red purse. The vehicle they were seen driving is a dark colour Lincoln Navigator. Anyone with information on these frauds or the people involved is asked to contact the Nanaimo RCMP at 250-754-2345 or Crime Stoppers at 1-800-222-8477 or online at www.nanaimocrime stoppers.com. photos@nanaimobulletin.com

Mike van ham, president of sylvis, a New Westminster environmental consulting firm, displays two cuts of 10-year-old poplar trees – one, left, fertilized in biosolids after three years and one left to nature. sylvis teamed up with vancouver island University and the regional district of Nanaimo to manage biosolid application at viU’s Weigles road woodlot.

Fertilizer program increases growth of forest By Chris hamLyn ThE NEwS BULLETiN

While the poop is literally hitting the fan up at Vancouver Island University’s 1,700-hectare forest woodlot on Weigles Road in Nanaimo, the trees and their value in terms of lumber are growing in leaps and bounds. The university and the Regional District of Nanaimo partnered with Sylvis, a Lower Mainland environmental consulting company, to manage the roughly 4,000 tonnes of biosolids produced annually at the RDN’s pollution control centres in Nanaimo and French Creek to be used for VIU’s Biosolids

Fertilization Project. Originally used for cover at the regional landfill, the biosolids – a nutrient-rich, humus-like sludge that results from the treatment of liquid waste – has been applied to VIU’s woodlot since 2002 to enhance tree growth. Silvis became part of the project in February and Mike Van Ham, company president, calls it the ultimate in recycling. “So often we’re told we have to stop doing this or that … we simply have to discontinue something and that doesn’t solve anything,” he said. “What we’re doing is capturing the inherent value of the biosolid material and putting it back into

the environment to solve problems.” But the effect on a forest lacking quality conditions for growth is what is amazing VIU researchers, who documented tree growth from 50 to 400 per cent. “We’re right near the top of two watersheds. One way is the Benson Creek/Millstone watershed and the other is the Jump Creek watershed,” said Paul Lucas, VIU woodlands superintendent. “It’s known as a shedding site with not a lot of nutrients in the soil. On top of that, 10,000 years ago glaciers scraped this pretty smooth and left shale and sandstone soil.” u See ‘FERTILIZER’ /4

Firefighters help conservation rescue cubs

I

BaBy BEarS left orphans after mother killed. By Chris Bush The News BulleTiN

Nanaimo Fire Rescue expanded its mandate to carry out a special rescue operation early Thursday. Martin Drakeley, Nanaimo Fire Rescue assistant chief of operations, said firefighters were called out at about 5:30 a.m. by Mounties after a sow bear was hit by a cube van on the Nanaimo Parkway near the East Wellington Road overpass. Although the accident happened shortly after midnight, it wasn’t until the light of day that police were made aware of the cubs. “When [the RCMP officer] arrived, the cubs were suckling on the dead mom,” Drakeley

said. “When he tried to approach the cubs, of course, they took off and went up a tree.” The Mountie called in a conservation officer who needed a ladder to pluck the two cubs from the tree. The first fire crew on scene realized there would be a safety issue for passing motorists and the cubs if they fell to the ground or ran out in traffic, so officials shut down one lane of the parkway and called in an aerial ladder truck which was used to hoist the conservation officer up to the cubs so he could retrieve them safely. “Knowing people would do their darnedest to not hit a baby bear, it just made sense to bring in the truck and get it done, but normally we don’t do that,” Drakeley said. The bears were taken to the North Island Wildlife Recovery Centre in Errington, where staff hope

Nanaimo school district officials are seeking feedback on a proposed new policy around assessment that calls for use of common tools across the district. The continuous improvement of instruction and assessment is one of three goals outlined in the district’s strategic plan, which trustees approved last December. The other two goals are to meet each student’s needs, and to enhance facilities for learning, the latter of which resulted in development of a 10-year facilities plan that is in the public consultation stage. Jamie Brennan, school board chairman, said the policy, which trustees decided to send out

going to try and readapt them to the mother bear,” Drakeley said. “They said they had a perfect situation for them, so that’s good.” photos@nanaimobulletin.com

for public comment at last week’s board meeting, calls for implementing more system-wide assessments in district schools that would be administered on a regular basis. “We need to know throughout their education how [students] are doing,” he said. Brennan said there are some common assessments used already for specific grades, but the district wants common tools throughout the grades and use of different types of evaluations. For example, assessment for learning is used by teachers to provide feedback to students for improved learning, to adjust teaching strategies and confirm what students know and are able to do. Donna Reimer, school

district spokeswoman, said the policy is significant because it is the first time the district has laid out the different types of assessment and how they are used. The current assessment policy requires each school to assume the responsibility for developing and maintaining a policy on evaluating and reporting student achievement, whereas the proposed policy is comprehensive and includes parameters for teachers and schools. To view the proposed policy, please go to www. sd68.bc.ca/Board/boardpolicies.asp and click on the link for notices of motion. Comments must be submitted by June 23 to ckelt@sd68.bc.ca. The board will make a decision on June 26. reporter@nanaimobulletin.com

Residents’ input District aims to use common sought on park tools used to assess students Nanaimo’s largest recreation facility is about to get a new master plan. The existing master plan for Beban Park is about to expire after 20 years, so a new guiding document will be developed for future use within the park boundary, which includes all of the 20-plus public amenities and facilities. According to a city release, the new Beban Park master plan will only be relevant if it reflects the community’s vision, so the planning staff is hosting two public input sessions; the first one is Tuesday (June 4) from 5-9 p.m. at the Beban Park Social Centre, while the second one is scheduled for June 8 from 10 a.m. to 2 p.m. at the Altrusa Playground at Beban Park. Everybody is invited to participate. An online survey is also available at http://cnan.ca/11Tww5U or search ‘Beban park Master Plan’ on the city’s website at www.nanaimo.ca.

SEASONAL LABOURER The District of Lantzville is looking for an energetic individual to fill the position of Seasonal Labourer. The successful applicant will also be required to perform physical labour and pass a criminal record check.

u From /1 Marise Wickman, VIU silviculture forester for the woodlot, said the biosolids enhance the soil and create a substantial increase in growth by helping retain water on the moisture-stressed site. Lucas said since the introduction of biosolids the university has tripled its tree growth from 244 cubic metres per hectare to 760 cubic metres per hectare. That increases the value of the forest from $15,000 per hectare to $45,000 per hectare. Fifty hectares per year are covered in 20 dry tonnes of biosolids using a modified side discharge manure spreader with a three-paddled hydraulic fan. The spreader throws the biosolids up to 30 metres under and over the canopy of trees. The application of biosolids over the years struck a nerve with recreational users of the land, even though 1,000 hectares of it is leased by VIU from TimberWest and another 700 acres is Crown land.

Ashley Ahrens, project coordinator with Sylvis, said working with the community is vital. “We’ve been talking with the Nanaimo Mountain Bike Club on a regular basis and monthly we send them records of what areas were applied and areas that will be applied,” she said. “We have maps of their trails so we work with them making sure we don’t apply on their trails.” Mark Perdue, Nanaimo Mountain Bike Club landowner liaison director, said he’s encouraged with the working relationship with VIU and Sylvis. “We realize we are guests on the land and they have nothing more than a moral duty to work with us,” he said. “But they’ve tried to minimize the effect to the point where they’ve not put in a road in an effort not to hit our trails. “There’s still some solutions needed on some issues, but we’re working together so everyone can benefit.” news@nanaimobulletin.com

Elect a Senate or abolish it

In the minds of many Canadians, the purpose of the Canadian Senate is a bit of a mystery. It’s a body that’s not elected, what it accomplishes is less than clear, and news about it only erupts when politicians talk about reform, or more recently, when senators play fast and loose with the purse strings of taxpayers. The original purpose of the Senate was to give a sober second thought to bills passed by elected Members of Parliament, and, according to its website, to bolster underrepresented groups, such as women, Aboriginal people and minorities. When it comes to being a champion of Aboriginal, women’s or minority rights, the Senate is perhaps the last organization that leaps to mind. As well intentioned as the Senate was when created in 1867, today the body is effectively a patronage system for the ruling party to reward loyal and often high-profile Canadians with prestigious well-paid jobs. Prime Minister Stephen Harper has long advocated reforming Senate terms and appointment procedures, or even doing away with it altogether. That hasn’t stopped him from appointing 56 Conservative senators (and two elected in Alberta) over his time in office. If Parliament can’t abolish the Senate or it accepts that it has a reason to exist, change is desperately needed. Does it make sense that New Brunswick and Nova Scotia have 10 senators each and Quebec has 24, while Alberta has six and B.C. has five? For the Senate to have credibility, rather than act as a vehicle for patronage and self-serving party loyalty, each province should have an equal number of elected senators. Senators themselves should not be sitting silent, and should be seeking to reform an institution that has no accountability or credibility in terms of working in the interests of Canadians.

At that point, we overheard a daughter ask her father about her reflection, to which he replied: it’s Barbie’s dreamhouse, where everyone is thin, and tall and beautiful. As she tugged at her stomach, we hoped we didn’t just witness the start of an eating disorder and understood that maybe, just maybe, the feminists had a point. We rushed through the final section, Barbie’s penthouse, and headed outside into the rainy day to breathe fresh air. Across the square was Classic Tattoo, an art rock cafe. We beelined. Inside and out, we saw artwork on the walls and on bodies, people of all shapes and sizes and hair colours. A simple dose of an alternative ideal of beauty and balance was restored. We stopped for a drink at a nearby restaurant to relax, which is a perfectly normal thing to do in the afternoon in Germany. Lots of my experiences in Europe I wish I could bring back to Canada. Cyclists, walkers need protection By DaviD Grey The death of a 61-year-old cyclist commuting to work alongside the Stanley Park Causeway May 25 is another tragic reminder more needs to be done to protect vulnerable road users in B.C. The female cyclist was killed when she manoeuvred to avoid a pedestrian and fell under the wheels of a bus. A Simon Fraser University study concluded cyclists and pedestrians are at greater risk of injury and death than motorists, whether measured by trip number or distance. The study concluded 200 deaths a year could be avoided if B.C.’s road infrastructure was

similar to the Nethpedestrian crossings, erlands or Belgium. sidewalks, segreWalkers and bikers gated bike lanes and in those countries by reducing speeds. experience dramatiThe City of Vancoucally lower rates of ver is spending tens injury and death of millions of dollars because of to build sepasignificant rated bike uest investment in lanes; unforgreen transomment tunately, the portation city’s ambiinfrastructure and tious plan to extend facilities. its bike network had There should be no not yet included mystery about why the Stanley Park in car-dependent Causeway, a route North America hundreds of cyclists cyclists are three depend on each day. times more likely Late last year the to be killed on the RCMP mounted a roads and 30 times safety campaign in more likely to suffer response to a rash injury than are their of pedestrian and counterparts in the cyclist injuries and Netherlands. fatalities in Nanaimo. These measures, while laudable, suggest neither the RCMP nor city hall has done any homework. If done, the recommendations would go well beyond placing the onus on pedestrians and cyclists to be more visible. A start would be reviewing the finding of the SFU study. The good news in all this is that the health benefits associated with active commuting by foot or bicycle far outweigh the risks of

To the Editor,

Re: Municipalities agree on water sharing deal, May 30. At Monday’s council meeting this matter was tabled, ostensibly for the return of Coun. Fred Pattje. One can only hope that there was more to it. The report on this item was, at best, uninformative. Here we have another major issue brought forward as if it was trivial and again cloaked in the guise of ‘health and safety,’ though not this time for residents of Nanaimo. Or will it be? It is hard to know where to start to understand this issue and, even more important, its implications. One that jumps to

mind is that of the upper Lantzville Foothills Project and its lack of water. Is our generous offer to supply water to Upper Lantzville related in any way to this? Is such a deal a precursor to an effort to amalgamate all or part of Lantzville into Nanaimo? Does concluding such a deal mean that we are prepared to offer similar deals to other neighbours known to have water shortages? The City of Nanaimo is currently involved in more than $100 million of water related projects. Are these expenditures in any way related to this deal? The time to discuss where it ends is before we begin. Citizens need to

demand a full picture of where this path will lead before council makes a decision.

Deal with bullying issues right away To the Editor,

Re: District wastes tax dollars while abandoning children facing constant bullying, Letters, May 25. It is disappointing to hear of an 11-yearold being bullied at school. It is absolutely shocking to hear that it has not been dealt with and that the bullied child has been removed from school. The children doing the bullying should be the ones removed from school, not the victim. This situation needs to be dealt with

immediately by the teachers and principal of the school as well as all the parents of the children involved. The bullies need need help to learn to behave respectfully toward all students before re-entering the education system. It takes great courage, love and concern for a mother to speak out so openly about her daughter being bullied. Let this be the catalyst for bullying to always be dealt with immediately in our schools.

Visitors shocked dams in jeopardy To the Editor,

My husband and I recently returned home from visiting his

parents in Nanaimo and had the privilege of walking through the Colliery Dam Park. To our utter amazement we find out this beautiful, relaxing area that is enjoyed by all is going to be taken away. Nanaimo council could learn from tornado alley in the U.S. Even though they have their lives ripped apart yearly, the people pick up and move on. Spend money on restoring this beautiful area and not tearing it down. If there is an earthquake, the entire Island is at risk. Would council suggest all Islanders move to a city where this may not happen?

accident. So even from a health perspective, cycling and walking should still be seen as an attractive alternative to car travel. It is unfortunate these benefits must be weighed against the risks when these risks are largely avoidable. Two hundred needless deaths a year – often the young and the elderly – are one more compelling reason to demand that governments at all levels in B.C. prioritize the investments needed to bring our transportation system up to European standards. u David Grey is chairman of the Greater Nanaimo Cycling Coalition.

School district sells land near Oliver Woods to developer

I

SitE oNCE marked for high school in city’s north-end area. By Jenn McGarriGle The News BulleTiN

Nanaimo school district is an extra $1.5 million richer thanks to the sale of a piece of land not needed for educational purposes to a private developer. Trustees approved the sale of a 2.4-hectare plot of land behind Oliver Woods Community Centre to Insight Holdings Ltd. at a closed board

meeting in March. A bylaw to dispose of the property was passed at a May 22 open board meeting. Jamie Brennan, school board chairman, said the district has been in negotiations with Insight for some time about the sale of the land. He said the deal with Insight is for a portion of the 8.5-hectare land the district owns off Oliver Road and the remainder is being transferred to the city for parkland as part of an eight-property land swap deal. “The city obtains a fairly large chunk of land good for wildlife and park enthusi-

asts,” said Brennan, adding he’s been told that the portion of land sold to Insight is the only part of the land suitable for development. And since the province expects districts to contribute funds for capital projects – the district is contributing $3 million toward the Wellington Secondary School seismic project out of restricted capital funds – the extra money in the bank is helpful, Brennan added. Donna Reimer, school district spokeswoman, said the property was originally purchased for a joint project between the city and district

for a new secondary school/ recreation complex, but that plan fell through. News Bulletin archives show the city backed out of the joint project in 2001 because of a lawsuit from Insight. Phil Turin, secretary-treasurer, said because the district bought the Oliver Road property with local funds, the money from the sale will go into a local capital account. The significance of this is the district will be able to spend that money on capital projects without having to obtain permission from the Ministry of Education first, he said.

He is survived by his loving wife, June; one Brother, Jorgen; three sons, Jan (Jytte), Erik (Kate), Poul (Melanie); grandchildren, Ann-Louise, NielsHenrik, Christian, Charlotte, Cecilie, and Henrik; and 7 great grandchildren. (nee Slunt, formerly Flaig)

CORFIELD, Ross Edward

We are saddened to announce that Lynn passed away May 23, 2013 in Nanaimo after a long and brave battle with cancer. She was predeceased by her parents, Walter and Jean Slunt. In addition to many nieces, nephews and cousins, Lynn is survived by husband, Antonio; his children, Fabio and Manuela; and granddaughter, Allegra; brothers, Bill (Darlene), Steven (Susan) and Rob; aunt, Dorothy McAllister; and chosen sister, Kathy Galvin.

May 25, 1943 to May 27, 2013 It is with great sorrow and heavy hearts that we announce the passing of Ross CorďŹ eld after a very brief illness which he fought valiantly. He was predeceased by his parents Jim and Enid CorďŹ eld and his grandson Ryan. He is survived by his partner of 32 years Barbara, his daughters Michelle (Tony) and Jacquie (Ben) and his 4 grandchildren Kyle, Claire, Ashton and Zander. Ross spent many years as a Towboat skipper sailing in and around Vancouver Island and up and down the coast of BC. He even towed an oil rig all the way to Australia in his younger years. Except for the 3 years they spent in Prince Edward Island he lived his whole life in Cedar/Nanaimo area. After he retired Ross enjoyed time with his son in laws hunting and ďŹ shing in the Gold River area and out on the dive boat. He and Barb spent many years on road trips to the States and cruising the Caribbean, Baltic, Alaska and South America. They had just ďŹ nished a 50 day cruise in March of this year. Ross found great joy and happiness in his family especially spending time with his children and grandchildren. Ross was a longstanding member of the K-40 club and a great supporter of the Coco CafĂŠ in Cedar. A Celebration of Life will be held Sunday, June 2, 2013 from 2pm to 4pm at 1932 Bostrom Rd, Nanaimo, (the property where Ross grew up). For directions contact michellecorďŹ eld@shaw.ca The family would like to thank the staff at the Palliative Care Unit, NRGH for their compassion and caring. In lieu of owers, donations can be made to Nanaimo Hospital Foundation Palliative Care Unit.

Lynn was a teacher and principal with the Calgary Board of Education from 1972– 2004. She was a remarkable educator who left an enduring impression on those whose lives she touched. To her cherished circle of friends, she was a woman of style, humor and creativity who was easy to love. Special thanks to Dr. Diane Millar and the gyne/oncology team at BCCA in Vancouver; the chemo team at Nanaimo Regional Hospital and the Palliative Care Team in Nanaimo; and the outreach support team of Nanaimo Hospice. They were a source of hope, calm and courage. At Lynn’s request, a celebration gathering was held Monday, May 27, 2013. In lieu of flowers, donations to Nanaimo Hospice Society (1729 Boundary Ave. Nanaimo, BC, V9S 4P3) would be an appreciated tribute. Sands ~ Nanaimo (250)753-2032

The Coastal Windows Timbermen (1-2) lost 7-5 on Wednesday night on the mainland to the defending champions of the Western Lacrosse Association, the Langley Thunder. The T-men managed just one goal in each of the first and second periods, but made things interesting with three unanswered goals in the third period. The T-men visit the Coquitlam Adanacs tonight (June 1).
