Hancheroff conceded to Larson late Tuesday night and said it was a learning experience. “I’d like to thank all the people who took the time to listen to me and talk to me throughout the month of the campaign,” Hancheroff said. “I felt there were a lot of important things I learned from this scenario from talking to people.” “I felt I did the best I possibly could with the folks that I work with. If ratepayers don’t clean up their own yards, then council is going to have to create a policy that allows the city to get involved, said Mayor Nipper Kettle. “If people don’t want to clean up properties by themselves, especially the ones that are on the main drag off the highway… then there is definitely going to have to be a policy come forward,” said Kettle. Councillors agreed that a policy needs to be set in place and one of the suggestions mentioned fining people for having an “unsightly” property. “We need to have a policy in place to act upon,” said Councillor Barry Noll. “I think it’s just getting out of hand.” City staff will be looking into the matter and bringing it back to council for further discussion. City debates chickens within city limits City council is pecking at the idea of allowing residents to raise chickens within city limits. “I’ve had many discussions with people that already have chickens within our city and we are living with them already, we just haven’t made a bylaw yet,” Noll said. Noll is concerned that allowing chickens to be raised within city limits could lead to controversy as people have also asked about the inclusion of ducks, geese and turkeys. “It’s going to have to be well thought out,” he said. Kettle agreed that if a bylaw were created it would need to be “picked apart” at council. He asked the city administrator to look into drafting a bylaw to bring back to council.

COUNCIL REPORT

FortisBC is bringing its “famous” Rossland Energy Diet to the Boundary, which was created to try and reduce residents’ energy consumption. The Rossland project was wildly successful, according to Patricia Dehnel of FortisBC, as 22 per cent of residents participated and of those, 80 per cent did some form of energy upgrades to their homes. “What was really impressive is that $1.6 million was spent in the local economy over that winter in purchasing some of the energy efficient upgrades, said Dehnel at Greenwood City Council on Monday. Fortis will be launching the program on June 18 with an outreach event in Grand Forks. Dehnel explained that registering costs $60 dollars and comes with a certified energy adviser assessing ones home. Rebates upwards of $6,000 are included in the program. “There will also be an information sessions for the trades, the one in Grand Forks is on the fifth and that is to invite the trades people to breakfast to talk about the program because of course they will be busy,” she said. For more information on the Kootenay Energy Diet go to: http://bit.ly/18IZwmk.

Junky yards could get fined Residents with “junk “ on their property could be hit with a fine as city council looks at ways to try and clean up Greenwood.

Marshall Lake as it appears now after being partially drained.

Marshall Lake “sad sight” Marshall Lake is a sad sight, says area resident Al Donnelly. Donnelly is a regular contributor to the paper, writing the Blasts From the Past column. He also sent in a couple of pictures of Marshal Lake taken on April 25. “I was disheartened with the way the ‘new’ lake looks,” remarked Donnelly in his email. “Really sad. The bald eagles were eating all the dead fish. The lake probably froze all the way to the bottom. “Maybe we should have a contest to re-name the slough,” he ponders. “Mr. Marshall would not want his name associated with the place. Good thing he is dead. Must be rolling in his grave.” Donnally’s email prompted the Times

to contact the Ministry of Forests, Lands and Natural Resource Operations to inquire about the 2013 work schedule for the lake. Public Affairs Officer Brennan Clarke said that decommissioning is scheduled to take place in August and September 2013. This will consist of breaching the dam later this summer, he said. Clarke said that while contracts have not been awarded, the province is in the process of issuing a request for proposals that outlines two decommissioning options. He said the ministry has dedicated funding to this project. When asked if the provincial election

could alter plans for decommissioning the dam, Clarke replied that it is not appropriate for staff to speculate on the potential impact of the election. “However, we can reaffirm that the decision to decommission the dam at Marshall Lake was made in the best interest of public safety,” he said. “Without either decommissioning or a major and costly upgrade, the dam at Marshall Lake represents a significant risk to property and people.” Clarke confirmed that there are ongoing negotiations with neighbouring property owners, but declined to comment further until those discussions have been completed.

Get ready to ride this weekend Submitted

Once again the horses, riders and cards are coming out on Saturday, May 19 at the Rock Creek Fairgrounds. Registration for the Rock Creek Poker Ride will be held from 8 to 9 a.m. The poker ride starts at 9:30 a.m. Along with local families and Horse 4-H members, riders from throughout the Boundary and Okanagan will be participating in this spectacular ride. Water will be provided on site for the horses and Miller Springs bottled water and a muffin/goodie will be provided

free for the riders prior to the start. There will be five stations to collect cards, the first being at the camp after registration, three locations on the trail and the last card being drawn upon return to camp. The Kettle River Lions will be providing burgers and hot dogs for lunch at a nominal fee. Lunch will start at 11 a.m. and you don’t have to be a rider to enjoy lunch. After lunch, when all the riders have returned and the dust has settled, awards will be given for the highest poker hands. Following that, weather permitting,

there will be a sing-along, music provided by Wilf (Carter) Carlton and a chance for making new friends and renewing old friendships. So partner, saddle up your hoss; if you don’t own one, borrow one or buy a poker hand at camp, then join the fun at the end of the trail, deal’em and weep. You don’t have to ride a horse to buy a poker hand. The event is sponsored by the Rock Creek and District Fair along with Bill Baird, RDKB Area E director. All proceeds will be donated to the upgrade of the fair grounds.

A new wave of insurance

How often have we been told of the importance of buying life insurance to protect loved ones should we die prematurely? To many that’s good advice. But now we are being told by insurance companies and agents to buy insurance in case we keep living. It’s called critical illness insurance (CII) and as you might have guessed, selling this relatively new product is proving to be no less of a challenge than selling life insurance at the beginning of the century. What exactly is critical illness insurance? Basically it’s an insurance plan that can help people who are diagnosed with any one of 24 covered serious illnesses. People who find out they have a critical illness will need money for a host of difficulties and necessities that might arise, such as special medical treatment, renovating their home for wheelchair access, help around their home, even paying down debt or taking a much-needed vacation. In simple terms, consider it protection for the living. That’s because you don’t need to die in order to collect the benefit. Here’s how critical illness insurance works. You buy a policy worth, let’s say, $100,000. You pay a monthly premium, just like life insurance. Then tragedy strikes. After various humbling tests, doctors tell you that you’re suffering from one of several serious illnesses that are covered by the policy. You’ve paid your premiums and kept your policy in force, so you’re entitled to make a claim to receive the $100,000 lump sum benefit. Most insurance companies offering CII have basic plans covering cancer, heart attack, stroke, and coronary artery bypass surgery. In the health world, these are known as the “Big 4”. More extensive plans offer additional coverage for Alzheimer’s disease, Parkinson’s disease, kidney failure, major organ transplant, blindness, deafness, Multiple Sclerosis, ALS or other motor neuron diseases, occupational HIV, coma, benign brain tumour, paralysis, loss of limbs, and severe burns. The grim reality is that critical illness is more common than you may think: • One in four Canadians will contract a critical illness by the age of 65 (Heart and Stroke Foundation, 2001). • The average age of people who make claims on their policies is 47 (Munich Reinsurance Company, 2000). • 41% of men and 38 % of women will develop some form of cancer in their lifetimes (Canadian Cancer Society, 2002). Critical illness products haven’t been around that long, but the demand is growing as more people become aware that it is available. A good example of where CII may become increasingly important is in the area of heart attacks. Eighty per cent of heart attack patients survive when they’re admitted

to hospital, but only 45 per cent will be able to return to work (Heart and Stroke Foundation, 2001). If a person suffers a heart attack, it’s potentially devastating not only to the person, but also to that person’s family because of its serious impact on income and savings. Simply put, their finances will be stretched if they can’t return to work. Could it happen to you? People are more likely to have a critical illness by age 75 than they are to suffer a premature death. The focus should be on recovery, not worrying about their financial situation. A CII policy can alleviate some of the financial concerns and allow you to concentrate on getting better. What about cost? Because you are more likely to get a critical illness than die prematurely, insurance companies must make sure they’re charging enough to cover their risk. Premiums depend on the applicants’ health, the face amount they want, and the age at which they apply. Many applicants are surprised when they get a risk rating. Being overweight, high blood pressure, and a family health history of heart disease will all contribute to a higher rating, thereby increasing the premium. A rating can also be an early warning sign - a possible opportunity for you to improve your health. For example, if you’re rated because of excess weight, shedding the weight will decrease the risk of a critical illness as well as your premium. The first step you should take if you’re interested in finding out more about CII is talking to an insurance advisor. Your advisor can explain the definitions of critical illnesses, and tell you what’s included in the policy and how much your premium will be. Everyone has stories about close family, friends, or associates who could have used the benefit this insurance provides. This product addresses an obvious need and makes good common sense. It’s insurance for the living. Commissions, trailing commissions, management fees and expenses all may be associated with mutual fund investments. Please read the prospectus before investing. Mutual fund securities are not insured or guaranteed, their values change frequently and past performance may not be repeated.

Christian Beck Christian Beck has two goals for the summer after his graduation from BCSS. The first is to work in Osoyoos until September and then figure out what to do from there. His second goal is also his biggest dream - to pursue a career in music. This summer he and Clint Elliot plan to continue to write for their band, with the hopes of recording this fall. “We have been working very hard at this at every chance we’ve gotten, and we both hope to have careers in music in the future,” says Christian. “If everything went perfect, I would be in a touring band playing to thousands of adoring fans every night. Sadly, this probably won’t happen.” So his backup plan is to get a Bachelors of Science, “After taking a year off to kind

of get my ducks in a row, so to speak.” He admits that he “coasted” in his grade 10 year. But he turned that around and is proud of his academic record in his final two years at BCSS. “I’m reaching as far as I can to get my work accomplished, doing my homework when it’s assigned, studying for tests. I realized I should put in more effort in order to see better results.” Better results is what he attained too – all A’s in grade 11 and 12. “I am going out of high school with a way better work ethic than I came in here with.” Christian says he’s good with computers, has great interpersonal skills and is a quick learner. His work experience includes helping Mr. and Mrs. Corbett build their house from the spring or 2009 through the fall of 2011. He has certifications in Occupational First Aid Level 1 and Transportation Endorsement and, when he has finished Fire Suppression 12 he’ll have a nice package of other certifications as well. Christian’s love of music blossomed about two years ago. He learned to play guitar from his uncle and by self-study -

James Hunter

James Hunter doesn’t hesitate when asked what his short-term goals are. “Simple – I want to finish doing my apprenticeship in heavy duty mechanics at Thompson River University and find a local good paying job,” he told BCSS Career Counsellor Pamela Storie. “I hope to be well on my way to having enough money to put a down payment on a house. I plan on getting there by being self-motivated and focused. I’ll try to put everything else out of mind for a while.” This summer he plans to continue working at Osoyoos Larose, where he has been employed for the past four years. He will save money for college, take a few trips and volunteer his time at mechanic shops to get some hours in. In September he will concentrate on his courses at

reading books and researching online. “I really think that we are good. It would be really nice to pursue that as a career. I know that for a lot of people that doesn’t work out. But I definitely plan on pursuing it after high school.” Their band is named Slightly Warmer, something to watch for on the charts.

Thompson River, with the goal of getting his apprenticeship done by February. “My biggest long term goal would be to own my own ranch,” he says. “I think it would be great to maintain a big chunk of property. I would also like to own my own mechanics shop and be able to have people work for me. I will have to work hard to get there and I plan on working hard and making sacrifices in order to save enough to make this a reality.” James says he’s grown a lot since he came to BCSS from Penticton half way through Grade 8, “especially closer to the end here just kind of focusing on making money in the future.” His favourite classes were mechanics. “Valuable stuff that I would use in the future,” he explains. He’d like to live in the Dawson Creek – Golden area. “Just the peacefulness there, it’s out of the way and there is lots of work up there.” James says he likes outdoor activities too, so the area is a great fit. James has already been accepted at TRU, he even has his dorm room reserved. He’s definitely dialled in on his short and long-term goals.

New 236 area code in June

Grand Forks Gazette Staff

People getting a new landline or cellphone in Grand Forks, Christina Lake, Greenwood or other areas of B.C. in June might get a phone number with a 236 new area code. The move is attributed to the growing number of cellphone users and the fact the amount of available phone numbers is shrinking. As a result of this, some phone customers in B.C. may be issued the new 236 area code. The new area code covers the entire province and was approved by the Canadian Radio-tele-

vision and Telecommunications Commission (CRTC) to ensure residents and businesses have enough phone numbers. Customers who get a new phone number may be able to choose from existing 604, 778 or 250 area codes where enough of those numbers exist. If those options aren’t available the 236 number will be issued and geographic boundaries that govern long-distance calling will not affected. Plans for the new area code were announced in 2011 in response to the explosive growth in wireless device use. – With files from Jeff Nagel, Black Press

Solution is ours There are certain challenges that must be dealt with or they just blow up and get worse. Handling garbage and other things that attract bears is critically important. We call them problem bears – but in reality the problem is caused by the people and not the bears. Bears are hungry and if we put food out where they can get to it they will get into it. Bear attractants must be managed. Garbage should be stored in a secure building or bear-resistant container until collection day. Bins must be tightly closed too. Use common sense – a pickup with a canopy isn’t a secure bear-resistant container. Wash all bins that contain garbage. Used food containers being stored until recycling day should be cleaned. If you cannot store garbage securely, freeze smelly items and add to the bin only on the morning of collection. The key to a healthy compost is ensuring equal amounts of brown and green materials. Layer your greens, such as kitchen scraps and fresh grass clippings, with no more than 10 centimetres of browns, such as dried leaves, grasses, shredded newspaper and cardboard. Do not add fish, meat, fat, oils, unwashed eggshells or any cooked food to compost piles. Clean barbeques after use by burning off the grill entirely and remove and clean the grease trap after every use. Never leave a cooler outside unless it has been thoroughly cleaned. One thing that all these attractants have in common is that they are caused by humans – not by the bears. The solution begins with us. If we mess up the results can be devastating – a bear that becomes habituated to domestic garbage may have to be destroyed.

Bridesville seeing revival Improvements are starting to happen at Bridesville! Friday, May 10 saw the first garbage pickup for the Bridesville

area since the RDKB dumpster was removed. The Bridesville Downtown Revival Committee has been working hard to improve the conditions of their little town. “We have lost our post office, now our dumpster. We pay our taxes and much like Westbridge, we feel neglected! “The RDKB and the Bridesville Community Club said that the downtown property owners need to get together. We are hoping that the RDKB

and other elected officials can now lend some support,” said Lynda ScottSlaughter. Greenwood last stop for restless Count

GREG NESTEROFF

Special to the Boundary Creek Times

Somewhere in the Greenwood cemetery lies the unmarked grave of a pioneer mining man little remembered in the Boundary. Yet in his short life, Ernest Bielenberg made and lost several fortunes as he crisscrossed the globe. According to one account, he was born around 1862 in Holstein, Germany, and of “a restive disposition, his travels extended

From San Francisco he headed south, crossed the Andes, and toured Patagonia, Bolivia, and other parts of Central and South America. Returning to the United States, he went into banking in Montana, where his uncles were cattle kings — and soon went broke. Undaunted, in the fall of 1890 he arrived on Kootenay Lake aboard the steamer Galena, lured by mining activity in the area. He stopped in Nelson, then went to Ainsworth Hot Springs, where he clerked in a store while learning how to prospect. He tried his hand at it Serving the community since 1936 the following summer, “but found nothing more valuable than experience.” A few months later, two other prospectors, Eli Carpenter and Jack Seaton, staked the rich Payne mine but had a falling out. CarBlaine R. Krist penter took on Bielenberg as Our staff is committed to his new partner and the pair your complete satisfaction. In 1886, while living at Wailuku, Bielenberg and a partner patented a manufacturing process for taro flour. His interest in food production brought him to the attention of Hawaii’s King Kalakaua. He left Hawaii with a fortune just as a rebellion was brewing.

Funeral Home

Jill Abbott Born March 29, 1943 in San Francisco, California of Bart Abbott and Lee Miller, finished this journey May 3, 2013 at her home in Grand Forks, British Columbia surrounded by loving family and dear friends. Jill, the second eldest of Jack London’s five great granddaughters, lived in Los Angeles, Berkeley, and Petaluma, California and Index, Washington before immigrating with her children to Grand Forks, British Columbia, Canada in 1978. In 1979 she moved to the Boundary Creek/Greenwood area and began farming and horse logging. During this time, Jill became an accountant, a counselor and an accomplished horsewoman. She moved back to Grand Forks in 2001. Jill loved the ocean, dancing, music, anthropology, and read voraciously. During the 1960s Jill built a strong spiritual foundation through intensive study. These years of study gave her a huge love of children and animals and her close connection to the natural world gave her strength and peace. Her awareness of social justice issues and her love and wisdom touched the lives of many people. Her children invite her friends and neighbors to gather in celebration of Jill’s life on May 18 from 12 noon to 3:00 p.m., 54 - 85th Ave. (Riverside Dr.), Grand Forks. Bring food to share. In lieu of flowers, donations towards Jill’s last alternative medical therapy would be gratefully accepted. Jill is survived by her children Deborah Spitler, Adam Spitler, Sequoyah Combash, Justin Gould, son and daughters in-law James Heidt, Tracy Anutooshkin, Amber Hay; grand children Josh and Laela Heidt, Max Gilchuck, Brody Anutooshkin, Forest Spitler, Nicholas Lorimer, Kelhan and Piper Gould; and sisters Julie Jaman of Washington, Darcy Abbott, Chaney Delaire and Tarnel Abbott of California, and Margarita MacClarty of Montana.

His mining activities were myriad: he was superintendent of the Buckhorn Gold Mining Co., which he bonded to a syndicate of capitalists for $30,000 cash and $200,000 in stock. Gould’s art featured Submitted

Greenwood’s own Rod Gould will be displaying his many works on the feature walls of the Oliver Art Gallery until May 28. Gould, an avid outdoorsman, has spent most of his life hunting, fishing, farming and logging with his horses on his 607-hectare (1,500-acre) wilderness ranch outside Greenwood. While he had painted and followed his love of art all along, lately he is finding himself out in the weather slapping paint on canvas more and more. His paintings are his attempt in expressing his appreciation of the life he has had the privilege of living and to pay tribute to some of the good and honest horses he has worked with. His paintings speak, of the sparkle of first light on a mountain river, or times past when horses broke the ground and skidded the logs. He occasionally works in watercolour, but mainly he paints in oil. It is the chosen medium of his artistic heroes, like Tom Thomson, Carl Rungius and N.C. Wyeth. He spends a lot of his time painting outdoors,

or creating plein air sketches that later become a large studio painting. “The Oliver Art Gallery is privileged to have Rod Gould as one of its 20 artists,” said gallery president Steve Staresina. The gallery displays a variety of mediums and styles from realism to abstract, for the pleasure of all comers. Ceramics and jewelry have also been added as extra variety for a diversity of choice to shoppers. Hours of Operation are from 11 a.m. - 4 p.m., Tuesday through Saturday. The gallery is located at 6046 Main Street, Oliver.

New tools to classrooms on issue of bullying

A five-year program by the Ministry of Education is bringing new awareness and tools to school classrooms and halls on the issue of bullying. School District 51’s Board of Education held a community engagement session on the topic of bullying at BCSS on Monday, April 29. The same presentation was given in Grand Forks the following day. Trustee Cathy Riddle facilitated, giving an overview of bullying to her fellow trustees and the few members of the public who had stayed after the budget meeting. All districts in the province are currently taking part in the five-year ERASE Bullying initiative led by the Ministry of Education. Riddle said that all schools are required to set standards and expectations with the goal of fostering a culture of connectedness in the schools. Codes of conduct have been adopted and given to all students and staff. She noted the importance of the schools working in partnership with community stakeholders. Riddle said that school connectedness is paramount in students feeling safe. The Ministry of Education has developed guidebooks and facilitated training for educators and community partners throughout the province. Each school in the Boundary school district has staff that

has participated in the training. A smart phone app has been released that allows kids to report bullying anonymously. “Experience with the app in a year-long trial in Surrey has found it to be useful,” reported Riddle. She said it allows immediate notification of key personnel and the ministry follows up in a timely manner. Superintendent Michael Strukoff said that adults only see 25 per cent of the bullying that occurs in a school. He made the observation that bullying has changed over the years. There are no longer fights like there used to be; instead there are more subtle forms of bullying – social media and cyber bullying. He said it is important that every student has at least one or two adults in the school that they connect with and can trust. “It is important that kids know that there are resources and avenues available now to help us help them deal with what they are going through,” said Riddle. “We don’t want them to ever think that they are alone.” The school district website at www.sd51.bc.ca has a link to more information about ERASE Bullying.
