Traffic crosses the two-lane bridge to Canfor Avenue, in the Braid industrial area of New Westminster.
Bailey bridge alternative proposed Braid Business Association suggests connecting United Boulevard to Canfor Ave. Grant Granger
ggranger@newwestnewsleader.com
The Braid Business Association (BBA) has come up with an alternative to replacing the beleaguered one-lane Bailey bridge that crosses the Brunette River connecting New Westminster to Coquitlam. In a letter that went before city council Monday, the organization
proposed United Boulevard be connected to Canfor Avenue instead. However, the suggestion would require purchasing a 150-metre-long slice of right-of-way along the Brunette River from Port Metro Vancouver, which owns the former Canfor sawmill property. Paving that stretch would allow traffic coming from Coquitlam to cross the Brunette River over an existing two-lane bridge on Canfor Avenue and then reconnect to Braid at a ‘T’ intersection at the east end of Canfor. “The problem businesses in the

area endure daily is a lack of timely access to and from their businesses and restricted emergency services access due to the traffic volumes, several daily train events and poor driver etiquette of those commuting through this corridor,” states the letter written by BBA president Russ Bain. “This issue is driving businesses out of the area and reducing real estate values.” But when the BBA mentioned the idea to the city engineer staff, “they didn’t have much of a response to it,” said Stan Weismiller, BBA executive member and co-owner
of Winvan Paving in an interview Monday. “It’ll be hard to get them off their position of doing nothing.” Weismiller said since there’s already a bridge across the Brunette on Canfor Avenue, it doesn’t make sense to build another one. “Why do you want to cross the creek twice?” Not building another bridge also makes sense, he said, particularly if improvements to the Brunette/ Highway 1 interchange currently underway reduce the demand on Braid. Despite concerns raised at a rally Sunday, coal dust won’t be floating across the Fraser River to New Westminster if a coal transfer facility is constructed. More than 70 people gathered in stormy weather on the boardwalk next to the River Market to protest a proposal by Fraser Surrey Docks (FSD) being considered for approval by Port Metro Vancouver. The facility would transfer up to four million tonnes of coal delivered annually by train from the United States onto barges for loading onto freighters at Texada Island. The Quayside Community Board (QCB) is opposed to the plan, as is city council, because of the possibility of coal dust raining down on them. “We understand people do have some concerns,” said Jeff Scott, president of Fraser Surrey Docks on Monday. “We are confident in our facility and very confident in what we’re building … We are approaching this as not having an impact on the city of New Westminster and residents.” Please see FACILITY, A4

Storybook relives Fin’s epic swim Mario Bartel
in a storybook for young adults, Fin’s Swim, by Gulf Islands’ author Helen O’Brian and illustrated by Debbie Bowles. The book began as a project to tell the story of the Fraser. But as O’Brian traveled with Donnelly on a raft one summer with his Rivershed Society’s sustainable living leadership program for young people, they both realized the best way to convey the history and majesty of the waterway was through his epic struggle to conquer it, one stroke at a time. “Fin became the vehicle, like the little carved canoe from Paddle to the Sea, for the story of the Fraser River that I wanted to write, says O’Brian. Donnelly’s swim started with modest intentions. An accomplished long distance swimmer who had traversed the Georgia Strait numerous times, Donnelly originally set out to swim from New Westminster to the ocean to bring attention to
photo@newwestnewsleader.com
Fin Donnelly almost didn’t get into the water on the second day of his first swim down the Fraser River in 1995. He was frozen and exhausted; how could he do it all again tomorrow, he thought. But after getting some sleep he pulled his wetsuit on the next morning and slipped back into the river to continue the daily swimming marathon that would take him to the river’s mouth three weeks later. “I had to recalibrate quickly, says Donnelly from his office in Ottawa, where he serves as the Member of Parliament for New Westminster-Coquitlam and Port Moody. “It came down to having the determination and drive to keep going. Donnelly’s effort to swim the length of the Fraser to raise awareness of the environmental perils it faced is now being retold
MARIO BARTEL/NEWSLEADER FILE
Fin Donnelly is intimately familiar with the environmental and cultural importance of the Fraser River, having swum its length twice before embarking on a political career. The story of his first swim down the Fraser is now being told in a storybook for young adults.
the environmental pressures along the Fraser’s most industrialized section. Those pressures had put the Fraser on a list of the world’s most endangered rivers. But as he started doing research and talking to groups that shared his concern for the Fraser’s health, he realized the problems, and the river’s importance, went much further than the Lower Mainland. He expanded the
scope of his quest, from Hope down, then from Prince George down, then the entire length, all 1,400 kilometres from its head at Tete Jaune Cache. “That motivated me, says Donnelly. “I’m a swimmer, I’ll swim it. I’ll draw attention to say we’re all part of the problem and we all have to be part of the solution. As part of his training for the
swim, Donnelly immersed himself in cold water, did laps in unheated pools. But nothing could prepare him for the glacial cold of the headwaters fed by snow runoff high in the mountains. “You couldn’t really prepare for it, until you experience how cold the water was, says Donnelly. Swimming about 100 metres behind his support team, guiding the way from a raft piloted by Darwin Baerg, Donnelly coped with the cold and ever-changing conditions by breaking the swim into manageable segments: swim to the next break, tread water to recover; swim until lunch, eat on the raft; repeat. “We had the physical preparation, but when you get there it’s the mental ability to get over obstacles, says Donnelly. “We had to figure it out as we went. Fittingly, that approach became his mantra for tackling the environmental challenges of the Fraser; deal with the problems a bit at a time and eventually the river will regain its health. Something needs to be done about bottleneck: Weismiller ⍸
continued from FRONT PAGE
Today, the area is so jammed up, Weismiller said, that many drivers find it more convenient to deal with the possibility of a train crossing backup at Brunette and Braid than use the freeway. “That’s what traffic is doing, finding the path of least resistance, but there’s still a lot of resistance, said Weismiller. “It blocks access out of here, totally, because if you get a train event, you’re stuck. He noted drivers also avoid the current Brunette/Hwy 1 exchange because it’s so dangerous. According to ICBC statistics, it’s the worst crash site in Coquitlam with 2,118 motor vehicle accidents between 2007 and 2011. bottleneck, he added. While Mayor Wayne Wright was correct to assert the city’s position on the proposed United Boulevard Extension in 2011, they now have to help find a solution, he said. “Somebody needs to take a leadership role here and stand up for the residents and businesses in the area that are affected. It’s not only us but the people in Coquitlam too. Weismiller said the current traffic jams along the route are a deterrent to business in the area and the city risks losing more of its industrial tax base if a solution isn’t found. NEWSLEADER’S VIEW:
QUESTION OF THE WEEK:
Paying to visit
LAST WEEK:
America wants to charge us for the privilege of visiting. The Department of Homeland Security recently proposed a crossing fee for visitors traversing America’s northern and southern borders. The fee would help the department pay for the ever-increasing cost of keeping Americans safe. And with a deficit already more than a trillion dollars combined with the indefatigable sense of paranoia that has gripped many of that country’s legislators since the terror attacks of 9/11, that cost is becoming onerous. So why not hit up people crossing the border to buy a brick of cheese or fill up the gas tank in their car, or spending thousands of dollars on vacation to California? After all, income tax was supposed to be a temporary measure, and eventually everyone just became resigned to it as a less-than-beloved necessity. A border tax isn’t a new idea. It gets floated every few years and is inevitably shot down by strong lobbying from border states that dread the hit their economies would take if Canadians decided it would be just as cheap to buy their cheese at home. With the smell of gunpowder from last week’s bombings at the Boston Marathon still fresh, it’s a tempting source of revenue; charging the 350 million travelers who cross into the United States every year a few bucks every time they go through a border station would buy a lot of X-ray screeners and bomb sniffing wands. Not to mention pay the inflated salaries and pensions of bureaucrats who cook up and administer such programs. But those travelers contribute $21 billion each year to the American economy, according to the Department of Foreign Affairs. Even chipping away a bit of that would be devastating to a lot of gas station operators, hotels and grocery stores.

B.C. Liberals are running scared VICTORIA – The B.C. Liberal Party deserves credit for releasing its policy book in full on the eve of the formal election campaign. That’s about the only positive thing to be said about it. For those who take the time to read party leader Christy Clark’s 40-page booklet, there are a few nuggets of news. For instance, a re-elected B.C. Liberal government would continue its justice reform agenda by moving traffic ticket disputes out of courtrooms, as they did with impaired driving cases. Most of it consists of glowing descriptions of the government’s 12-year record, and attacks on the NDP of the kind that are not normally seen in a platform. This is consistent with Clark’s style since she was anointed party leader two years ago. The main focus, as revealed in February’s throne speech, is a plan to pay off B.C.’s growing debt and perhaps even get rid of the provincial sales tax with an Alberta-style “prosperity fund” from liquefied natural gas exports.
Tom Fletcher tfletcher@blackpress.ca
Whether this is from imposing a new export tax on LNG or simply from a windfall of gas royalties is not clear. Clark and her energy minister contradicted each other on that when it was announced, and the platform doesn’t shed any new light. All we have is a big logo on the side of Clark’s campagn bus declaring “DEBT FREE B.C.” As I’ve written before, there is plenty of real evidence of a huge new LNG industry in the making. As for paying off the $60 billion debt that the B.C. Liberals’ pre-election budget predicts will keep growing, cartoonist Adrian Raeside summed it up best: LNG revenues are “Christy Clark’s invisible friend.” Clark finished up last week

with stops in Terrace and Prince Rupert, promising an LNG windfall for local governments as well. She repeated the platform’s attack line that the NDP are going to wreck the trillion-dollar LNG boom with a Quebec-style moratorium on “fracking” to extract gas from deep shale formations. That’s not an outright lie, but it’s almost as speculative as Clark’s notions of a 30-year windfall that could at best barely start during the next four-year term. The NDP are not calling for a moratorium on natural gas production. They’re calling for yet another “review,” one of many vague, wobbly positions that have been adopted by both dominant parties. An earlier premier named Glen Clark became famous for “freezing” things like ferry fares and car insurance rates. Now Christy Clark is “freezing” personal income tax rates for five years, and carbon tax rates too. That implies she’s planning to win this election and the next

one, at a time when it is unclear whether she can even hold her own seat in Vancouver-Point Grey. The B.C. Liberals will cut small business taxes by a point, some time in the next five years. They will also increase income tax on large businesses and personal income of more than $150,000, but that’s not mentioned in their platform, since it goes against 12 years of their policy as a government. • A clarification of last week’s column on the B.C. Conservative platform. Leader John Cummins informs me his plan to phase out the carbon tax does not include reversing the personal and business income tax rate reductions that were legislated as the fuel tax reached its current level. The platform asserts that total provincial revenues will continue to rise in the next four years, despite the uncompensated loss of $1 billion from the carbon tax.

Pricey ProPosition Re: Changes to East Eighth to improve pedestrian safety: City (NewsLeader, April 10) I hope engineering will do all the work necessary to make the intersection safe, but the cost to fix that intersection is $250,000? Are you kidding me? One can build a beautiful house for that amount. Do you have a break down of cost? As a New West citizen we have right to see the breakdown. Babar Khalid New Westminster

Having followed the story of the Chief Skugaid for the last few months, I have to say that I was neutral to its plight at first. But after reading and learning of the aggressive, highhanded ways New Westminster city council and staff, along with Port Metro Vancouver and Larco have been trying to rid themselves of a magnificent piece of West Coast fishing history, I have to ask, isn’t there anyone on council who can see the potential in having a variety of historic ships (properly vetted of course) line the shoreline of B.C.’s oldest city? I’ve been to Steveston and Fisherman’s Wharf in San Francisco many times and both places attract a lot of tourists who pay for parking, and spend freely on food, beverages and souvenirs. I’m not suggesting we line up ships and vessels bow to stern along the entire shoreline, but think of the opportunity to create a “Seafest” like the one on the other historic fishing coast of Canada, that being the Yarmouth Seafest in Nova Scotia. I was thinking along the lines of creating a walking loop from the Fraser River Discovery Centre, heading north up to the end of the new waterfront park and then have some way (to be determined) that allows people to access Columbia Street easily to have a leisurely stroll back
down along our “golden mile” to visit the many interesting small and medium-sized business there. Having such an attraction would draw people to even use the waterfront parkade more. Mike Haines New Westminster
KidS’ FutureS giVen SHort SHriFt Re: Happy to spend a little more on public education (Column, NewsLeader, April 5) They spent a billion on the Winter Olympics. Politicians find the money for special events, retractable stadium roofs, but don’t see the long-term economic advantage to educating your children, youth and young adults. Considering we pay over 66 per cent tax on every dollar earned, education should be free to all Canadians. Countries that do this are much more economically and socially successful. On April 15 I attended the candlelight vigil at city hall in New Westminster. My greatest admiration and respect for the females who formerly experienced violence, made lifestyle changes and had the courage to step forward to speak about it in hope of sending a message to those in need. Thanks also to agencies like Elizabeth Fry Society and others who come to their rescue. I sincerely believe that much pain, suffering and degradation could be eliminated if females in the early stages of womanhood were made aware of the characteristics of a potential abuser. dvocates of chambers of commerce have long believed that when a company is active in its local chamber, it is doing the right thing not only for the community but for its own success as well. Most consumers (59%) think that being active in the local chamber of commerce is an effective business strategy overall. It is 29% more effective, however, for communicating to consumers that a company uses good business practices and 26% more effective for communicating that a business is reputable. If a company shows that it is highly involved in its local chamber (e.g., sits on the chamber board), consumers are 12% more likely to think that its products stack up better against its competition. When a consumer thinks that a company’s products stack up better against the com-
petition because the company is highly involved in its local chamber of commerce, it is because he or she infers that the company is trustworthy, involved in the community, and is an industry leader. When consumers know that a restaurant franchise is a member of the chamber of commerce, they are 40% more likely to eat at the franchise in the next few months. When consumers know that an insurance company is a member of the chamber of commerce, they are 43% more likely to consider buying insurance from it. When consumers know that a small business is a member of the chamber of commerce, they are 44% more likely to think favorably of it and 63% more likely to purchase goods or services from the company in the future. ecently I had the pleasure of sitting down with Fred Pagotto, Manager of Lowes. We had met in the past to discuss issues affecting his business but after 17 months in operation I was excited to learn how BC’s only Lowes location was doing. Fred shared that Lowes is doing very well and looking forward to the future.

After starting at the CARE Clinic, just over two years ago he got the chance to join a new volunteer program inside the Intensive Care Unit. Tim’s job is to assist in the ICU’s “patients first” priority by making contact with the families and welcoming them and assisting them in any way he can, which includes explaining priorities like infection control, visiting hours and protocol. “I have more time to listen than most ICU staff members do, with fast pace of their jobs,” Tim says. “This way, families get the added attention they sometimes need.” As a result of doing this kind of work Pegg says he receives as much or more than he gives by way of the families appreciation of his work and the mutual respect and trust that flows from that effort. In addition, the ICU staff is able to spend more time focusing on patient needs.
