After issuing an apology and promising to adopt the solution preferred by local firefighters to their two-yearold radio frequency concern Midway mayor and council are now hopeful that all of the officers and members of the Midway Volunteer Fire Department (MVFD) who resigned last week will return to the department. Over two years ago West Boundary Highway Rescue (WBHR) radios were put on the same frequency as the MVFD. The fire department sees this as a safety issue and has long taken the position that the best fix for the problem would be to restore the radio frequency to the sole use of the fire department and make other arrangements for WBHR radios. The timeline over the past two weeks saw the following goings-on: A meeting to discuss safety concerns of the Midway fire department about sharing the radio frequency with WBHR was held on Thursday, April 11. Members of Council, village administration, RDKB CAO John MacLean, Midway Fire Chief Walter Osellame and WBHR Coordinator John Coburn attended the meeting with two representatives of Omega Communication participating by phone. After a lengthy discussion at their April 15 meeting, and working from minutes of the April 11th meeting and an email response from Omega to some technical questions, council came up with what they believed to be the best choice for the safest and quickest resolution to the ongoing emergency radio issues. When informed of council’s decision the next day Osellame resigned. Later that evening the rest of the volunteer fire fighters also turned in their pagers.

loans for all purposes

Council accepted Osellame’s resignation on Thursday. A meeting between council and the fire fighters was held on Friday evening, following which council passed a resolution to provide a second frequency for the fire department. Mayor Kappes told The Times that after the news of the decision was communicated to the fire department members began picking up their pagers on Friday evening. The village issued a statement on Monday but on Tuesday evening, when the mayor opened a public bud-

get input meeting at the community hall they had pulled their earlier statement and replaced it. “It has come to Council’s attention that our previous statement is not clear, so we are issuing the following statement: “Council of the Village of Midway acknowledges that we did not deal with the Fire Department’s safety concerns in a timely manner. We apologize for this error and ask that our residents do not lay any blame on any members of the Fire Department.

Council wishes to again invite all those who have resigned to return to their positions with the Fire Department with Council’s full confidence and support. Council will work with the Fire Department, in consultation where appropriate, to ensure that no similar issue or concerns should arise again.” The mayor declined to make any further comment to the press. Fire department officers have not returned calls from The Times since the story was first reported last week.

Complaint to RCMP made Rock Creek fair’s board takes issue to police

Treasurer Lisa Sims read the following statement at the April 17, 2013 meeting of the Rock Creek and Boundary Fair Association. “Earlier this year the Board of Directors (BOD) established a Financial Review Committee consisting of two directors and three other members of the community. The committee was given a mandate to conduct a limited review of the historical financial records of the society as a result of concerns expressed by some of the membership previously. “The committee chose to conduct a review of the 2010 and 2011 fiscal years. To the extent possible that review is now complete. The review was hampered by considerable missing documentation including supplier invoices and other documents. After reviewing financial records which were available it was concluded there were several transactions which were unusual in their nature and that there may be evidence of financial impropriety. “A recommendation was made to the BOD that the matters should be referred to the appropriate authorities for additional investigation as they may deem appropriate. The BOD has accepted this recommendation and a complaint has been filed with the RCMP. “The BOD will provide updates to the membership in the future as information is received but will have no further comment on this matter

nor take any questions at this time.” According to the minutes from the Feb. 20 regular meeting the members of the Financial Review Committee are Ron Palmer, Bev Smith, Darlene Rexin, Ed Fossen and Lisa Sims. Their first meeting was held on Feb. 7, 2013. The monthly meetings of the Rock Creek and Boundary Fair Association have calmed down of late. After holding a special workshop on how to run an effective public meeting on March 28, this month’s meeting took less than 26 minutes from gavel-to-gavel. The meeting was kept short because, well before the meeting, 16 pages of documentation had been circulated to the members – both voting and non-voting. Included were minutes from the regular membership and the director’s meetings, 2013 budget, financial month-end reports from the treasurer, a meeting attendance report and reports on bookings and BC Fairs liaison. During the meeting the reports were tabled as circulated and President Lincoln Blaine asked for questions. The few that were asked were answered directly. Illana Fraser reported that, following a special meeting of the membership to deal with revision of the societies bylaws (last updated in 1993), she anticipates having a draft ready before the May meeting.

Victims of Crime Week April 21-27 The theme for the 8th annual National Victims of Crime Awareness Week that will be commemorated across Canada from April 21 to 27, 2013 is We All Have a Role. In keeping with that theme RCMP Victim Services Program Manager Cathy Riddle has put out the word that volunteers are needed to be a part of the RCMP Community Consultative Group

(CCG). Representatives from community organizations or interested individuals are invited to a meeting on Monday, April 29 at 3 p.m. at the Midway Detachment. CCG sponsors the popular annual “Policeman for a Day” program for Grade 7 students. The kids compete in a school-based poster contest for the chance to get to ride along with the of-

ficers for a day. The group also sponsors the New Year’s Eve family skating party at the arena. CCG holds regular meetings, giving participants the opportunity to air community concerns and work on solutions with the RCMP local detachment. For more information call Cathy Riddle at 250-445-6693.

Fire department issue top priority Editor, The Times: An open letter to Midway mayor and council – Re: Resignation of Midway’s Volunteer Fire Department: We are extremely concerned with recent developments concerning our volunteer fire department and the resignations of the volunteer firemen! The issue regarding the emergency radio and communication systems has been ongoing for a number of years and should have been resolved long ago. While we fortunately don’t have many fires in the village, the services provided by the volunteers is vital to the well be-

ing of the residents of Midway and the surrounding area. Resolution of this matter must be the top priority of council! We need a viable fire department and what we don’t need is jurisdictional and political infighting! We must move forward as a united community and for the overall good of the citizens of this community. Besides the safety aspect of this matter, we are also concerned about the status of our house insurance. I suspect the resignation of the complete fire department has voided the house insurance policies of the residents of Midway! Certainly, without adequate fire protection service our policies will likely double or triple in cost! In other words, we either pay for an acceptable communication

system or we pay the corporate insurance companies! One further comment: council must insure that any councillor representing Midway at regional, provincial and any other inter-agency group must take direction from council and not act on their own. Council represents the voters of Midway and all members of council must act on behalf of the people. To this end it is essential that our representatives to these outside groups report regularly to council and receive direction accordingly. I trust this matter involving our fire department will be resolved quickly and to the satisfaction of all concerned. Wayne and Lynn Wickens, Midway

Violence needs to stop The response to the Boston marathon bombing was swift, effective and appropriate. The two alleged perpetrators were taken out of action in just a few days. It was a much more fitting response than that of the Bush administration 10 years earlier. After all, planting bombs that kill and maim is illegal and a police matter, not a military problem. The Iraq war was started on the basis of a lie. But a poll released in the U.S. last June found that fully 63 percent of Republican respondents still believed that Iraq had weapons of mass destruction when the U.S. invaded the country. Pablo Picasso’s most famous work, Guernica, shows the tragedies of war and the suffering it inflicts upon individuals, particularly innocent civilians. The piece has gained a monumental status, becoming a perpetual reminder of the tragedies of war, an antiwar symbol, and an embodiment of peace. A tapestry copy of Picasso’s Guernica was displayed on the wall of the United Nations Building in New York City at the entrance to the Security Council room from 1985 to 2009. It is ironic that on Feb.5, 2003 a large blue curtain covered the tapestry so that it was not visible in the background when U.S. Secretary of State Colin Powell and U.S. Ambassador John Negroponte gave press conferences at the United Nations. Some diplomats, in later talks with journalists, claimed that the Bush Administration pressured UN officials to cover the tapestry, rather than have it in the background while Powell or other U.S. diplomats argued for war on Iraq. The terrible scenes of Guernica and the Boston Marathon bombing should both stand as proof that violence needs to end – not that it should continue.

Event showcases art

To kick off the 14th annual B.C. Arts and Culture Week, the Riverside Artists presented an art show on Saturday at the Rock Creek Pavilion. “How else are we going to make people aware that there is an awful lot of talent here in this valley?” asked Ann Rexin. And they definitely succeeded in showing off an incredible amount of local talent. There were 14 artists represented, eight of them members of the local Riverside Artists group, their work covering the four walls of the main pavilion hall. Rexin said that this is only a small sampling of what’s really out there. The venue was funded by a grant-inaid from Area E of the Regional District of Kootenay Boundary and the materials used for the free workshops was covered by Kettle River Recreation. Vivien Browne entertained with live music at the top of every hour, as well as demonstrating encaustic painting (melted wax), on which she plans to offer a workshop this September. “There is so much talent in this area,” said Browne. “A lot of people don’t even know it is here. We don’t even know each other a lot of the time. We are just discovering who does what in the hills. It is really neat. Let’s celebrate it!” Midway acrylic artist Lorraine Bradford, who has been painting for five years, was excited to receive a commission for a painting. She had a large number of works on display as well as a folio of her past work. The commission was to recreate the scene of a bird perched on a fence-

Rosemary Steele, Angelina Hollihn and Elijah Steele watch as Vivien Browne demonstrates encaustic painting.

post, which was actually the first painting she had ever done in the medium. So she was quite excited about the project. “I really enjoy painting. It is relaxing and rewarding,” explained Bradford. “A lot of people get my paintings for gifts, weddings, anniversaries, birthdays, Christmas.” Local artists displaying at the show were Lorraine Bradford – acrylics; Paul Schleicher (Rock Creek Tree Stories) – wood sculpting; Terry Jackson (terryjacksondesigns.com) – artworks in woodcarving, clay, porcelain and silver; Tammy Best (Wild Mountain Art) oils; Vivien Browne –acrylics, encaustic, pencil crayon and silk fibre art; Bianca Craig (Hawthorne Art – hawthorneart.ca) –acrylics and oils; Heather Hollingsworth – water-

colour; Muffy McCutcheon – acrylics and oils; Ann Rexin – watercolour, acrylics, encaustic and oils; Jenny Fletcher – oils; Denise Soule (Wild Streak Art) – acrylics and oils, western and wildlife art; Julie Webster – watercolour; Louise Fossen – watercolour, acrylics and oils; and Pru Zerny – acrylics. The Bridesville Women’s Institute offered a choice of six homemade soups for lunch, so the culinary arts were also wonderfully celebrated. Cris Hayes looked after the fingerpainting station and there were workshops in encaustic, oil, watercolour and soft molding all day long. Morgan Harpur

Friday, April 26, 2013

Emma Geen

When asked if he is looking forward to having graduation behind him Morgan Harpur didn’t hesitate in his reply, “Very much!” Morgan has been working in the Midway Public Library this year and librarian Stephanie Boltz said he is one of the quickest studies she’s ever worked with in the library. She argues that if she shows him something once, “that’s all it takes and he’s good to go.” Morgan is a big, quiet guy. He says that he has matured in his four years at BCSS. His plan for the summer is to apply for summer employment at the library, if that doesn’t work out to find a job somewhere else. His ideal job would be something to do with animals. Coming in second would be a job turning wrenches. Skills he can offer, beyond learning fast and retaining well, are that he’s good with his hands, is mechanically inclined and, certainly not least, he is great with animals. “I enjoyed the shop classes most – mechanics, wood, metal working - anything that is hands on,” he says of his time at BCSS. His most enjoyable project was a small hope chest that he built last year and gave to his grandparents. He’s confident in his abilities in the shop. “I generally work on smaller engines and cars,” he says. “Lawn mowers, cars, dirt bikes - I can do it all.” Every so often a motorbike or snowmobile that Morgan and his dad have restored will appear on the Harpur front lawn with a For Sale sign. Another venture that Morgan has going is the Christmas tree lot that he runs off his back deck each December. “I started it about four years ago, my grandpa had been selling them off the ranch for the longest time and he has had lots of customers from Midway. When he asked if I was willing to sell them locally I said yes just to make it easier for people down here. It’s just taken off since. We get people from Midway, Greenwood, a few from Rock Creek come over even.” Morgan says he enjoys the outdoors. “I love being outside in the middle of nowhere. As long as I can find my way back it’s all good.” Morgan lived on a ranch until he was six when the family moved to Midway. “I loved the ranch, I still do – I go up there as much as I can and help.” Morgan is on the high school softball team where he prefers to play third base. When asked if he enjoyed other sports he replied that he liked golf – but he did it in a way that sounded like – “obviously, doesn’t everyone?” “I go two nights a week at least,” he explained. Morgan gives to his community too, serving as a member of the Midway Volunteer Fire department. “I would like to be in Kamloops with a job in five years,” says Morgan. “Hopefully a vet tech. I have been attracted to Kamloops since I was younger. I’ve always said I wanted to live there eventually.”

Class of 2013 graduate Emma Geen wrote in her grad transition file that, “…the challenges of being in a class room helps build personality and gets you prepared for college or university. Unlike elementary, it trains you to be independent…” “When I first came into grade eight I was really shy,” recalls Emma. “Over the years I have become more open and now I know what I want to do and I am more independent.” When interviewed for this story, Emma had applied for a summer job landscaping at Willow Springs Ranch. “My mom does a lot a lot of gardening and I’ve always gardened with her,” she says enthusiastically. “I love doing that.” She has fond memories of the time she worked at Neufeld’s and Burns’ greenhouses when she was younger. The fact that Emma is the oldest of six children must have helped shape her personality. “I’m not one for being alone. I’ve been around kids and people my whole life and I’d like it to stay that way.” She has lived in Rock Creek all of her life. “I grew up on a ranch so being outdoors is more natural to me.” Working outside would be most desirable, but beyond that she’s not settled on a career path – though landscape design and photography both call out to her. But she is definite that she wants a steady job that will allow her to travel to Norway to visit family and to England to visit the English. “I have always wanted to go to England.” When asked her favourite courses at BCSS she answered without hesitation - photography and sustainable resources. Emma has been on the ladies ball team for four years and has volunteered as an assistant coach on her dad’s little league team. She’s also volunteered her time to local photographer Nicole Ferrier as a model. A member of the BCSS Spirit Club since grade eight, Emma is a generous and caring person. When a friend’s family faced the challenge of having multiple family members hospitalized at the same time this past winter Emma helped them meet the challenge by organizing a community fundraiser. In the long term Emma sees herself with a steady job, preferably in landscape design. “I’d like a job where I am busy a lot. I am also quite flexible, I’d be happy with anything as long as it involves people.”

Aboriginal education plan discussed Aboriginal enhancement was supported by technology at the board meeting for School District 51 (Boundary) last week. Aboriginal enhancement teacher Marilyn Hanson appeared in person to deliver a report on recent work done on the Aboriginal Education Student Support Plan, while Sarah Bond – who had collaborated with Hanson on the project – appeared via a pre-recorded video. The newly drafted support plans are based upon the Medicine Wheel and Circle of Courage and, in Hanson’s words, “Look at the whole child, not just where they were but how did they get where they were.” Hanson said she felt that plans she’s used in the past were missing something. “There was something about the support plan that made me feel like it was about me rather than something meaningful for the student,” she noted. “A support plan should include all of those things that we’ve been working so hard at as a district.” The plan provides an opportunity to have students reflect on their own sense of belonging, mastering, independence and generosity and to set goals for themselves. The new support plan includes a conferencing sheet that uses all of the words around the Medicine Wheel as well as representing the enhancement agreement, developmental audit and Circle of Courage. Tracking of attendance, reading, writing and numeracy assessments help in identifying where resources are needed for targeting academic and social and emo-

tional supports. Conferencing provides a chance for staff and student to get to know each other better and for students to set goals based upon academic, social and emotional, cultural and physical goals. Hanson said that this was the first time some of the students had ever had experience with goal-setting. She said a conferencing sheet is being designed, which will follow Aboriginal students from grades 8 to 12 regarding career aspirations, asking students what they are doing and whether they are checking with career councillor and parents.

During her video presentation, Bond said use of the support plan has led to many enriching and engaging conversations. “The Circle of Courage is weaved into the dialogue that we have with the students,” she said. “It connects the elements of belonging, mastering, independence and generosity to goal setting.” Hanson suggested that perhaps the next step is to move this into the general classroom in a modified way. “Because it certainly fits learning outcomes for career and personal planning, especially when it comes to goal setting,” she said.

Board chair Teresa Rezansoff said she’s been wanting for a very long time to be able to have something like this in place for all the students. She asked Hanson what kind of time commitment from the teachers would be required to put something like this in place? Hanson replied that it would depend upon leadership in the schools. “All teachers have had training in Circle of Courage and, if I can put a plug in, developmental audit training for all teachers would be absolutely fantastic,” Hanson said.

With thanks Back in February students at Greenwood Elementary made some paper snowflakes that were used to decorate the Royal Canadian Legion for the Winterfest dance. Legion Entertainment Director Solange Jacob presented the students with Legion pins and bookmarks to thank them for their work. She said the snowflakes have been carefully put away and will be used again.

stowed away, creating much excitement. One half of the car was for living and one half was for the horses, cows, chickens, dogs, etc. With enough food donated by the folks in Luseland, they arrived in the garden of Eden with all the free wood to burn! No more turning cow pies in the sun for winter warmth! Evelyn married Wesley Pownall in 1943 when he was on a short leave from the army and had three children, Faye, Dale and Lanny. She lived all her years in the best place on earth, the Kettle Valley. She loved to garden and put-up her veggies, jams and pies. Many received beautiful bouquets of flowers that Evelyn grew, her favourite being sunflowers. She belonged to the Ladies Fireside Circle for many years, helped with the Echo local newspaper, Food Sharing, Boundary Historical Society, a fighter against uranium mining and never missed the Fall Fair or any activity that she could get to. She spent many years going on adventures with the Senior Bus, and liked to travel by car to new destinations. If one should drop in tea was always served with a homemade cookie or slice of lemon cake. Evelyn had a quick mind and a great sense of humour, she loved a good laugh. As Evelyn would tell us,’ I have my own teeth, have all my marbles, a full head of hair, children, grandchildren and great-grandchildren to love. I lived in my own home till almost the end. We pioneers are tough, we’ve lived through a lot.’ Eveylyn was predeceased by her parents, George and Lilly Campbell, her sister Jean and brother Gordon, husband Wesley and partner Norm Hayes. She leaves to mourn her daughter Faye (Ernie) Willford, sons Dale (Pat) and Lanny (Debbie). Six grandchildren, Lesley, Jennifer, Aaron, Ryan, Jacinda and Leif and five great-grandchildren, Riley, McKinley, McKenzie, Kayden, Brittany, Katie and Zachary, her Uncle Glen Ashcroft , Aunt Francis Caldwell and nieces and nephews. Thank you to all who phoned, visited or sent cards to Evelyn during her time in Hospice. She was truly blessed to have such wonderful, caring friends! Evelyn is in the care of Graham Funeral Home Oliver www.grahamfh.com where you may leave messages about Evelyn under her picture. Memorial sevice for Evelyn will be held May 18 at 11:am at St. Mary’s Church Kettle Valley.

Trunk / Tailgate Sale planned So, you are having that spring cleanup and have found some “no-longer-wanted” personal possessions that you have hoarded in your garage and are sick of tripping over. Not enough to have your own yard sale? Some of you have heard of the “boot” sales common to the English countryside on summer weekends. The Kettle River Museum Society is bringing you their own version of this, providing you with the opportunity to sell your surplus bits and pieces. Due to the success of last year’s fun event, a second Trunk and Tailgate Sale is planned for Saturday, May 18 on the grounds of the Kettle River Museum in Midway. Simply load your surplus goods into your trunk or into your truck or van and come and participate in the sale. Spots are limited so you will need to reserve a parking spot, for a fee of $5.00, ahead of time. Phoning Steve Stewart at 250-449-2467 can do this. Set-up for the sale will commence at 8:30 a.m. with the sale opening at 9 a.m. This is a way of focusing a large group of people in one place to recycle still useful but unwanted items that previously may have been thrown away. A proven, practical way of diverting goods from landfills. The day will also celebrate the official 2013 season opening of the Kettle River Museum. As well as free access to the museum, a bake sale, free cake, coffee and juice will be available.

Garland Chapman, a principal at Robert E. Lee High School in Midland, Texas relates an experience during his days as a grade school principal.
