NDP LEADER VISITS PARKSVILLE
Victory predicted Adrian Dix pumps up faithful, local candidate JOHN HARDING
editor@pqbnews.com
NDP Leader Adrian Dix brought predictions of victory for both his party and local candidate Barry Avis when his big, orange bus made a brief campaign stop in Parksville on Thursday. “This seat right here in Parksville Qualicum is one of the most important seats in all of British Columbia,” said Dix. “We’ve got to make it happen together — Barry’s victory won’t MAY 14 just be Barry’s victory, it will be all of our victory.” Dix, as he did the last time he was in Parksville March 4, had nice things to say about the B.C. Liberals, both here and province-wide. “The Liberals have a good candidate running in this constituency (Michele Stilwell),” said Dix while surrounded by supporters — including local school board chair Lynette Kershaw — in the tight quarters of the Avis campaign office on the Island Highway in Parksville. “They have good candidates running across the province. They are good people. The premier is a good person — but this is a Liberal party that desperately needs some time in opposition.” Dix also spoke about his party’s platform in relation to education and skills training and other issues he said look more to the future than the policies of the B.C. Liberals.

The Parksville Qualicum Beach News was honoured as the top newspaper in the province for its circulation category at the Ma Murray Newspaper Awards gala Saturday night in Richmond. The Mount Arrowsmith Rhododendron Society is looking for a few green-thumbed youths. Society spokesperson Marilyn Dawson said the group is creating a special category in the upcoming Rhodo Show and Sale in an attempt to interest young people in gardening generally, and rhododendrons in particular. Anyone who is 14 years and younger is being encouraged to enter a rhododendron bloom and become acquainted with the flower show process, she said. The big event is slated for April 27 at the
Parksville Curling Club. Flowers must be at the rink by 8:30 a.m. Doors open to the public from 10 a.m. to 2 p.m., when patrons can shop for rhodos and companion plants from a dozen vendors, vote for their favorite rhodo on display and attend short talks on topics such as pruning, bonsai and planting. It may be a little late for young people to start planting in order to get a bloom for the show, but chairman Glen Jamieson said the bloom entered can be from a plant owned by somebody else. “In other words, grandma’s garden can be raided — with permission,” he said. “In fact, a parent and child could each enter, since all adult categories are open to the public. REMOTE CONTROL ROBOT CALLED IN
Bomb scare in Qualicum Beach NEIL HORNER
news@pqbnews.com
The RCMP bomb squad — complete with remote-control robot — was called in to Qualicum Beach this month after a suspicious package was found taped to a vehicle. RCMP Corporal Jesse Foreman said police were called to a home in the 500 block of Nootka Road just after 6 p.m. on April 10 after receiving reports of a vandalized truck with what appeared to be a bomb taped to its side. Foreman said it wasn’t really a bomb, but it was certainly supposed to look like one. “It looks like there was a little damage to someone’s vehicle and this explosive-looking device was stuck to the side in plain view,” Fore-
schnitzersteel.ca 800-663.6406
man said. “As a precaution we had the explosive unit come over.” The device, he said, involved a firecracker, with its fuse prominently displayed. “If a person were to light it there’s a possibility it could have smashed the window,” he said. “It looked kind of like someone was attempting to make a statement to the individual.” Foreman said the device essentially looked like a wrapper with a fuse coming out of it. “You just don’t know what’s going to be under that wrapper,” he said. “It could have been C-4.” Police are continuing their investigation into the incident.

‘I am going back to honour them’

Young heroes when the Korean War ended nearly 60 years ago, these veterans average 80 years of age now. Faulkner served in 1952 and ‘53 as a young corporal in the front lines with the Royal Canadian Regiment. “I lost a lot of men under my command and I am going back to honour them at the UN cemetery in Busan,” Faulkner said. “Those boys are buried there and I want to pay my final respects to them while I’m still capable of getting around.” His service in Korea was no picnic and he bears the mental scars of that time to this day. “I served on a very infamous and terrible place, Hill 355, at a place called Kwang-San,” he said. “It was the highest hill in the area that the First Commonwealth Infantry Division was occupying. Our battalion was spread from the valley up one side and down the other. I spent three months in that place.” That deployment ended on the morning of Oct. 24, after his company of 115 men was swarmed by several thousand North Korean and Chinese troops. “They attacked the position on the night of Oct. 23 after shelling the position for a good week,” he remembered. “Everything caved in, dugouts, bunkers, whatever. They attacked us as the sun was going down in our face at 5:45 p.m. By daylight, 37 of us walked off that position. In our company there were 14 captured, 40 or so wounded and somewhere between 18 and 22 killed, with three or four missing.” The Chinese soldiers were able to execute a pincer movement and completely isolate the position. The situation was hopeless.
“My lance corporal was killed right in front of me. He bled to death right there. I couldn’t stop the bleeding,” he said. “We were swarmed by bees. I had a submachine gun, but it got so hot it blew up in my face. I just threw it at them and lay down, face up among the dead all around me, mine and theirs. They swarmed over me, ran bayonets through quite a few, but not me. Why?” He is still haunted by that question to this day. Another mystery however was easier to solve — why did they attack when they had no hope of holding the position? That, Faulkner said, seems pretty clear. “It was payback,” he said. “They had a list of six names of people they were looking for all six of us who had gone on a snatch mission a month before —and we weren’t very nice to them.” The object of the six-man patrol had been to infiltrate the enemy lines during the night, lay low until dawn and then snatch a prisoner for interrogation. Three of the team were assigned to do the snatch, while Faulkner led two other men with the fire power. The infiltration went well and the snatch team headed into the enemy camp as they unwittingly began their breakfast. “In commencing their normal daily routine, they struck up a lively conversation among themselves, spiced with some laughter as soldiers normally do,” Faulkner remembered. “They were out of our view, but so very close to us that one of them threw a pan of dishwater over the parapet, which almost landed on me.” Then all hell broke loose. “The silence was suddenly

interrupted with the blood-curdling scream and squeal of an enemy soldier, somewhere to our immediate front,” he said. “It was becoming the beginning of a very long day for Wang Teh Shen, as Russ was clubbing him on the head with a blackjack. Then out of nowhere, a group of six enemy soldiers appeared about 50 feet to our left. I immediately arose, kneeling. “Let’s have a party!” he roared and his team of three opened
up, taking out all six. Another group of soldiers appeared and again, the fire team was able to put them all on the ground. Faulkner received the word that the snatch team had been successful and he whispered the code word into his radio to begin the walking barrage that would cover his retreat. It was a job well done, but, as he was to learn, it had consequences. As it turned out, the Chinese
had a list of six names of people they were looking for — the entire snatch team. “They knew exactly where to go for those six men,” he said. “They put the 14 prisoners they took in a cave in the mountains and lined them up. Without any warning, out of the dark shadows stepped a Chinese officer and in perfect English, said ‘which one of you is Cpl. Faulkner?’ You can imagine what they had in mind for me.”

Seniors’ centre support NEIL HORNER news@pqbnews.com
Young people aren’t the only ones looking to find something to do in Qualicum Beach — and that’s where the Qualicum Beach Seniors Activity Centre comes in. Providing the many activities at the centre costs money though, so centre past president Judy Southern is hoping for a big turnout at the upcoming annual Spring Bazaar, slated to run from 8:30 a.m. to 1 p.m. on Saturday, April 27. “We will have a great silent auction once again, raffles, a treasure hunt, a bake table, a clothing boutique, a white elephant sale and refreshments will be available,” she said. “This is our major fundraiser and we’ve been doing this since the centre started up.” Money raised is used to fund programs and activities at the centre, with any surplus at the end of the fiscal year donated to various community causes. Southern said the centre is looking for more items so anyone who has articles to donate can drop them off at the Centre, located beneath Quality Foods at 703 Memorial Ave. in Qualicum Beach.
Locals to attend Teen Expo NEIL HORNER
news@pqbnews.com
What is there for teens on Vancouver Island? There’s the occasional skate park and playing field, but what else? That question is going to be answered for local teens who travel to the Victoria area on April 27 for the upcoming Victoria Teen Expo. Organizer Ali Berman said the event is being put together by two families because they see a really big gap for youth between the ages of 12 and 18 in the area. “These are tough years for them and this is the time when they need the most help,” she said. “Sometimes they don’t know where to turn or what choices they have.” That’s the whole point of the Teen Expo, to expose young people to the many programs and services of which they may well be unaware. The event will be held at the Pearkes Recreation Centre, located at 3100 Tillicum Road in Saanich.

QUALICUM BEACH BAKERY NEEDED A PART foR ITs ovEN
Students come to the rescue 14 year-old says: ‘It felt helpful . . . feels good’ LISSA ALEXANDER reporter@pqbnews.com
Buns will continue to rise at the Qualicum Beach Bakery thanks to a little help from the local metal shop teacher and his students. Husband and wife team Helena and Peter Schneider found themselves in a pickle last month, when one of the parts in their oven broke. “I was devastated,” said Peter. “The oven is the heart of a bakery — without this we are done.” Peter said he was sitting on his front porch looking devastated one morning, when his neighbour, local Acting Superintendent Rollie Koop, came to see what was wrong. Peter explained that a part for the oven would have to be flown in and would take up to a week to arrive, putting him out of business for the duration. Koop said he’d see if the school metal shop might be able to help out. Rob Gibbs, metal and automotive technology instructor at KSS, was confident he could help. The part came from a wheel inside the oven which made the racks stay level when rotated. After inspecting the oven and looking at pictures, Gibbs had Grade 9 students

assist him as he demonstrated how to make the piece. Fifteen-year-old Michael Lozier-Tilkin said it was neat to be involved in helping the bakery. “We’re in Grade 9 so this has never really happened to us that we needed to help someone with an actual piece that a company needs,” he said. Gibbs took the part to the bakery and installed it after school, and it worked a treat. Gibbs said he and the
students have helped other businesses in the area before doing odd jobs like making signs or car parts, either at cost or for free. Helena said she and Peter were “beside [themselves] surprised” that the school was able to come to their aid. “I grew up in a small town so I understand small towns and the miracles that they work, but I would never have thought to call the school and say, can you help us out?”
Helena took a large box of fritters to the school to thank Gibbs and the students and was told no further compensation was necessary, as the bakery gives special deals to students and has also provided lunches to hungry kids. Fourteen-year-old student Ayden Holme was thrilled with his bakery treats and said it was a pretty cool experience. Lozier-Tilkin agreed. “I felt helpful, “ he said, “feels good.”

“We are going to keep taking that long-term approach,” he said. “It’s not as, shall we say, exciting as some people would like, but it’s what British Columbia needs right now. We’re going to inherit a very difficult financial situation and we know it. There are some things we would like to do that we are not going to be able to afford to do and we’re making that clear as well.” After his speech and some glad-handing with supporters, Dix took time to answer questions from The NEWS, specifically about issues raised last week by Trade and Tourism Minister Pat Bell. The Prince George MLA said last week at Tigh-Na-Mara an NDP government would close trade

offices in China and India, offices that are and will be crucial aids for the tourism industry in Parksville Qualicum Beach. Bell also said Dix, when speaking to the Council of Forest Industries (COFI) conference in Prince George, said government does not have a role in the development of foreign markets. On Thursday in Parksville, Dix fired back.
“I actually think on some of those issues Pat has done a good job but (his suggestion and NDP government would close trade offices in India and China) is completely wrong,” said Dix. “They will stay open.” And as for his speech to COFI? “I actually praised Pat in that speech,” said Dix. “What I said up there is governments tend to take credit — it’s the companies that put aside their competitive differences and worked together to build the markets. It’s a not a dispute between Mr. Pat Bell and myself - he’s wrong and I’m correct. And government has a crucial role. Pat’s going to just have to learn to take a compliment.” The provincial election is May 14.

Illogical liquor
T
here shall be no dancing. The tape measure says your patio table is three centimetres too close to that door. Or too far away. You can have a drink on this side of the room, but not over there. Unless you have some food. Or not. Have a smoke and a beer at the same time? Don’t be ridiculous. You actually want to be able to listen to music, perhaps dance, drink and eat, all in the same room? Get serious. You may serve beer and wine, but not liquor. And nothing on a Sunday. Unless you are also ordering something to eat. Or not. Can we look at your liquor licence again, because we’re not sure really what, when, how or where you are licensed to serve? Is it Tuesday? Is it raining? Perhaps that changes things. To call B.C.’s liquor laws antiquated is an insult to antiques. The B.C. Liberals sent a news release on the weekend, detailing all the great things they have done to “overhaul” this province’s liquor laws. Here’s one of them: “Appointed an Honourary B.C. Wine Envoy who will work to complement existing cross-agency efforts to further advance government’s efforts to open up domestic markets for B.C. wines.” Wow, that really helps people renting Errington Hall for a fundraiser or a Parksville Qualicum Beach restaurant that wants to serve its customers cold, white wine and appies on its patio during a sunny day. From our view, this is not a partisan election issue. It’s an issue that has been around through governments of all stripes — Liberal, NDP and Social Credit. It’s all about government over-regulation and the ensuing creation of paperwork and jobs in the bureaucracy. Thankfully, and due largely to the good work of the RCMP, fewer people are doing the dumb drinking and driving thing. That really is the most important thing — public safety. And liquor can destroy lives and families, we get that. Those important issues stated, it’s our hope future governments in this province would do a better job — especially for this tourism-reliant region — streamlining, modernizing and adding some semblance of logic to the rules surrounding liquor sales. And they should base these changes on this ideal: stop trying to legislate morality — surely there is still room in this world for personal responsibility. — Editorial by John Harding

Letters Deep Bay Dilemma On April 9 I attended a meeting of the Electoral Area Planning Committee of the RDN regarding the re-application for a new rural village centre in Deep Bay. I was shocked and disappointed that Area H Director Bill Veenhof voted to allow first reading of this application to go forward without previously having any consultation, meetings, surveys or polls to ascertain the feelings of the residents of Deep Bay, although he now says he will base his future vote on this project on a survey currently being conducted. Veenhof made this decision to go ahead with first reading in spite of the fact that the RDN staff report had clearly stated that there were more negatives than positives regarding this application and staff recommended the application be refused. Knowing this, Veenhof should have been guided by the staff report, but unfortunately he decided to go ahead and vote in favour of first reading. He appeared to be quite confused as to what to do, intimating if he voted one way he would hurt folks who were in favour of the application or if he voted the other way he would hurt folks who were against the application. If he was this confused, he should have abstained from voting or tabled a motion for this matter to be put back to a later date, after he had time to hold consultation, meetings and so on with the residents of Deep Bay. He would then have been able to make

Case is now CloseD I am writing this letter as a follow up to graciously thank all the kind people who thoughtfully responded to my letter to the editor regarding my daughter’s accident on April 9, as well as all my neighbours who called, or any professional I’ve missed. Your sincere concern and advise was truly appreciated. I’d also like to give a big thanks to the police officers at the scene and detachment who patiently dealt with a very difficult situation and distraught parent, and the new ICBC case manager who agreed to review and settle my daughter’s claim. Thank you all so much. SuSanne Whitern Qualicum Beach
a little respeCt My name is Callum Stuart. I am currently 20 years old and I moved to the area August of 2012. I absolutely love Qualicum Beach and surrounding communities, but on almost a daily basis I find my self disgruntled by how I am treated and the received by members of the Qualicum Beach community. I’m often told I look younger than my age
and this is what I see as the reason to such actions taken by others. I understand that some youths give a negative stereotype to older people in the community but in my day to day experiences I’ve been treated as a second class citizen by many of my elders in the community. I’ve been discriminated because of my age from trying to rent apartments even though no age restrictions where given by landlords, made to wait longer in lines at retail stores along with food establishments then older members of community. I acknowledge every person I walk past by taking out headphones and saying “good morning” or “good afternoon?,” yet I rarely receive acknowledgement in return. I also observe the same members of the community acknowledge others of older age. I’m not saying that every person acts like this towards me but it’s a daily occurrence nonetheless. To be honest it’s making me rethink my choice of residence in the area, sadly. I find I am not alone in these experiences as a young adult. I realize that the majority of the population of Qualicum Beach is older and I feel it will increase if discrimination of youths by older persons continues to push us away from feeling part of this community. I just ask to receive equal respect as I put out. It’s my right as a Canadian citizen, isn’t it?

Firehall questions
thanks so very much
Thanks to The NEWS for allowing Qualicum Beach residents to learn what the town’s “edited” report removed from the third Administrative Review of the Qualicum Beach fire department. To remind, two earlier reports were buried by the town (mayor and former councils). Division four of the Freedom of Information and Protection of Privacy Act of British Columbia says that the “Public Interest (is) paramount.” Information must be disclosed if, in the public interest, “a risk of significant harm . . . or to the health or safety of the public or a group of people” is involved. I would have thought that concerns about our fire department would qualify as a major concern for public safety, given the woodland in which we live and taking into account the perceived need for three reviews. Finally, how can the following two statements, found in recent stories by editor John Harding, be resolved? On April 16, Harding reported: “The mayor, as spokesperson for the Town of Qualicum Beach, today released the following statement . . . With the review of the report now completed; mayor and council have re-instated the fire chief.” Elsewhere, Harding reported: “In reaction to the news release, (councillor) Luchtmeijer told The NEWS Friday morning council had not had a meeting regarding the re-instatement of the chief in the previous 48 hours.” Go figure.
On April 13, the Qualicum Beach Lawn Bowling Club held its annual Garage and Bake Sale and what a sale it was — the most successful one ever. On behalf of our members, I would like to extend a big thank you to Carol Chapman and her army of volunteers for organizing, setting up and running the very successful event. What little was left will be donated to the SOS. All the baked goodies, provided by our members, sold out and the kitchen was extremely busy serving refreshments to those who wanted a little respite. What an awesome job you did. We would be remiss if we did not extend our thanks to the residents of Qualicum Beach and surrounding area as they not only came in great numbers but many had also donated items for the sale. What women really want What do women want? If you ask one of the many women who filled the Parksville Community and Conference Centre April 19 they will likely answer with everything that was presented at the event, titled What Women Want. Described as a mini-trade show ,the second annual What Women Want evening included live entertainment, a fashion show, fitness
demonstrations, tons of door prizes and vendor gifts, great food, cocktails and pampering stations. With over 50 vendors the service showcase promoting local businesses provided an opportunity for women to spend time with friends and focus on the things they love including clothes, shoes, bags and accessories. Guests were treated to complementary makeovers, plenty of delicious appetizers, and of course what every woman craves … chocolate … including decedent cake.

There are errors and then there’s that typo thing I was a good typist; at my high school typing was regarded as a secondary female sex characteristic, like breasts. — Margaret Atwood
I
’m not surprised that Margaret Atwood was a good typist. She’s great at everything she does. Me? I’m a lousy typist (my breasts are no hell either) — but I don’t fret about it because when it comes to typing, fate has given all of us, ept and otherwise, a great leveling device — the typo. Anybody, saint or sinner, genius or journeyman, can make a typographical error. It’s simply a mistake made in the typing of a document or other printed material. Now, thanks to that infernal computer Nazi called Spellcheck, typos

Big mistake. He should have put a decimal point between the three and the five – i.e.: 3.5 milligrams per 100 grams. It was only a dot — the smallest typographical mark you can make — but it transformed a so-so green into a miracle muscle builder and eventually gave us Popeye the Sailor Man. “I fights to the finich ‘Cuz I eats me spinach! The ballot in the Parksville-Qualicum constituency is about to get another name on it, once Gerri Schmidt finishes her canvassing. The Parksville resident and longtime Green Party activist confirmed this week mAY 14 that she has been approved by the party to take the nomination to run in the May 14 provincial election. “I’m still working to get the signatures I need to run, but when I get them I will be officially running,” she said. Schmidt, a mother of two and grandmother of four, has been active with the party on the provincial council as a director at large. She said she opted to throw her hat in the ring be-

cause if she didn’t she wouldn’t have anyone for whom to vote. “In the 2006 election I didn’t feel I had anyone to vote for and then I read the Green Party platform online and said, gosh, they think just like me,” she said. “I’ve been refusing to run for the past two years, but this time I just looked at my husband and said, it looks like I’m going to have to run if I want to vote.” Schmidt said she plans to run a very low-profile campaign. “I’m not going to be pushing anything in particular,” she said. “As a party we have a more balanced look at things and we don’t want to go too much one way or the other. “A lot of people think the Green Party may be very radical on the environmental side but while we are very interested in it, we can’t go into government and not be balanced. We need to work towards getting a balance in every area.” She said she sees health care as one of the key issues in the area, along with the proposed Enbridge pipeline, which she opposes.

Zachary Stevenson has become recognized around the country for his role in theatrical productions featuring ‘50s music stars, and now Qualicum Beach will get a turn to watch him perform. A Buddy Holly ‘50s Rock n’ Roll Dance Party fundraiser will take place at the Qualicum Beach Civic Centre Saturday, April 27 featuring Stevenson and his band The Smashed Hits. “We’re going to put on a heck of a dance party in Qualicum,” said Stevenson, “with lots of Buddy Holly and other songs from the ‘50s as well.” The fundraiser will benefit The Qualicum Beach Downtown Business Association (QBDBA) and in Memory of Gary Hopkins of Gary’s Bistro, a portion of the funds will go towards a KSS scholarship fund on his behalf. Stevenson graduated from Ballenas Secondary School in 1999 and made his acting debut at the school’s Whalebone Theatre. After receiving his Bachelor of Fine Arts in Theatre in Victoria, he made his way to Toronto where he landed his first role as Buddy Holly. He performed that show in Ontario and Calgary before getting picked up by the Arts Club Theatre Company in Vancouver for another production of Buddy Holly. He has also played Hank Williams and Jerry Lee Lewis in his stage career. After being asked repeatedly whether he had made a CD with his Buddy Holly songs, he decided it was time to record in 2011. The CD includes highlights from his stage career, including music by Buddy Holly, Hank Williams and Jerry Lee Lewis. The album was popular enough that he recorded a Volume 2 in 2012, at Bryan Adams’ Warehouse Studio in Vancouver. Stevenson has raised over $10,000 for MSF (Doctors Without Borders) through CD sales. Mirella Trozzo of Biscotti Di Notte is hosting the first annual Vintage-Retro Inspired Faire in French Creek April 27.
VINTage faIr SaTUrDaY
Everything old is new LISSA ALEXANDER reporter@pqbnews.com
Retro and vintage items are all the rage right now and a new, local event will create a venue for that type of shopping, as well as inspiration. It’s the inaugural Vintage-Retro Inspired Faire, created by Mirella Trozzo of Biscotti Di Notte, happening Saturday April 27 at the Church of Ascension on Wembley Road. “Right now in the community there’s quite an appetite for vintage and retro,” said Trozzo. Trozzo said she got the idea to put this on after attending a similar event in Victoria and wondering why our area didn’t hold anything like that. Trozzo will be selling her biscotti and other products like pizzelle, the oldest type of cookie in the world, at the event, and there will also be 27 other vendors. Patina Home will be demonstrating how to “up-cycle” vintage furniture and Buckingham Stencils will show how to stencil furniture.
There will be up-cycled vintage clothing, vintage-style soap, vintage candy, and china and jewelry to be found, and the Vintage Fashion Lady Merlyn Patton will have her collection of clothing dating back to the 1920s. Some KSS students will be attending the event adorned in vintage outfits and there will be a kids craft table to keep the little ones happy. Trozzo said rather than an antique market, the Faire will be heavy on inspirational items and old items made new. Food will be available from Twin Island Caribbean Foods. People are encouraged to come dressed up retro-style and be ready for a good time. “I just want people to come and have fun,” said Trozzo. “And inspiration is what its all about.” The event takes place from 10:30 a.m. to 3:30 p.m. and admission is by donation. The church is located at 887 Wembley Road.
An important part of her work continued from page a16

Wil Mimnaugh rocked the Bayside in Parksville Friday night, and his signature intensity and genuine enthusiasm was well received. The show, which had been sold out for weeks, included an opening act by Cumberland’s Brodie Dawson. Dawson belted out some great folky tunes with her strong, captivating voice and a refreshing, honest style. Wil played like a champion to the small, intimate crowd and before long people were up dancing to his well-loved songs. Both Wil and Dawson are nominated for Vancouver Island Music Awards happening April 28 in Victoria. Wil for Island Pop/Rock Album or EP of the Year as well as Island Vocalist of the Year, and Dawson for Island Live Act of the Year. — Lissa Alexander

Over 300 children sang environmentally conscious songs to a sold-out crowd at the Qualicum Beach Civic Centre Thursday night. It was called Voices of Nature and it involved both Arrowview and Bowser Elementary Schools performing songs they had been practising with folk singers Holly Arntzen and Kevin Wright since October. Held in conjunction with the local Brant Fes-
tival, the event also saw the first Brant Wildlife Festival community conservation champion award go out, to Faye Smith of the Mid Island Habitat Enhancement Society. Smith was chosen by Tim Clermont, with the Nature Trust of B.C., Qualicum Beach Mayor Teunis Westbroek and Parksville Mayor Chris Burger. Clermont said Smith is very active with the local stream keepers and with water quality monitoring and riparian restoration along the Englishman River. She has helped implement rain garden projects in the area and has been the local driving force behind protecting stream habitat for salmon species for over 20 years.

KITIMAT PROPOSAL
China backs refinery Majority control would remain in Canada By Tom FleTcher Black Press
The Industrial and Commercial Bank of China, the country’s largest bank, has agreed to take part in financing a large-scale oil refinery proposed for Kitimat. Kitimat Clean Ltd., a company owned by Black Press chairman David Black, announced the signing of a memorandum of understanding Thursday. The agreement commits the bank to “be the Chinese financial advisor to Kitimat Clean and cooperate in the financing of the proposed Kitimat refinery and associated pipelines and other elements,” Black said in a statement. “Chinese companies will be involved in the engineering and construction of the refinery,” Black said. “Up to 100 per cent of the output from the refinery is
planned to be sold to Asian markets, including China and India.” He added that majority control of the businesses will remain in Canada. Liu Yanping, deputy head of corporate banking, and Huang Jifa, deputy head of investment banking at the Chinese bank, said in the statement: “We are very pleased to be working toward a comprehensive agreement to finance a refinery in Canada, which is planning to export refined fuels to China and other Asian countries in the future.” Black released a Mustel Group poll in February that found three out of four B.C. residents support the idea to refine crude oil in Kitimat rather than export the raw product, diluted bitumen from the Alberta oil sands, by tanker. The same poll found that 57 per cent respondents opposed the Enbridge Northern Gateway pipeline project.

Flaherty tax changes end re-characterization of income The federal government’s latest budget may have been described by some as ‘boring’, but for many (especially those living off of investment income) it was anything but that. In fact new rules relating to what is described as ‘re-characterization of income’ are arguably as profound as measures taken in 2006 to end the income trust party. Re-characterization refers to strategies used by mutual funds, closed-end funds, and exchange traded funds to change the nature of investment income to suit the needs of investors. For example: investors can invest in bond funds (which typically pay interest) and instead earn their returns in the form of capital gains. The approach has three main advantages: 1. Capital gains are taxed at half the rate of interest income. 2. The investor has some flexibility in determining when to realize investment income, thereby allowing for the deferral of taxation, and 3. By reducing or deferring taxable in-

PARKSVILLE COMMUNITY PARK
Five firms want the job
Half of the project cost covered by federal government grant AUREN RUVINSKY writer@pqbnews.com
Parksville City Council invited five companies to submit bids for the reconstruction of the Community Park sports field. Estimated at a “value” of $348,500 by staff, the city received a $177,275 federal grant towards the work from the Community Infrastructure Improvement Fund, delivered by Western Economic Diversification in December 2012. The city sent out an invitation to prequalify in March and five of the seven submissions met the criteria.
Top
The companies are Cedar Crest Lands, D.L. Projects, Hazelwood Construction, J.A.D. Enterprises, Mitchell Excavating and Ross Rivers Enterprises. Director of Operations Alan Metcalf explained in the past that while the field has served the city well, it was built in the 1970s on a sand base and closures due to drainage and other problems are becoming more common. Along with improvements to the drainage, the field will get an upgraded irrigation system which will reduce the use of water and re-use some of the water from the Lions’ water park. The turf will be replaced, the steep slope from the highway will be re-graded and accessible pathways will be completed.

weightlifting
Move takes a weight off his shoulders Despite 10,700 kilometre move, Zeyad Al Karsh is at home in Parksville and BSS JAMES CL ARKE sports@pqbnews.com
Parksville’s a long way from Cairo (some 10,700 kilometres as the crow flies to be exact), but in keeping with the old adage that everything happens for a reason, Zeyad Al Karsh is exactly where he should be. You could say moving here has been a weight off his shoulders. In his senior year at Ballenas Secondary School, Al Karsh moved to Parksville with his family last September after five years in Vancouver. The family moved to Canada from Egypt in 2006. “Education mainly,” he said when asked why. The oldest of three siblings — he turns 18 in May — he has a younger sister and brother. His dad is a family doctor in Qualicum Beach. In the mix in Courtenay April 13 for the B.C. Weightlifting Championships, Al Karsh, 6’2”, 205 pounds, looked right at home. According to Al Karsh’s coach, local lifting guru Ed Fergusson, the teen lifted 70 kg in the Snatch and 93kg in the Clean and Jerk for a 163 total and third place in the 85 kg category. There were 16 competitors in all at the event. “Not satisfactory enough to be honest,” Al Karsh said frankly when asked how it felt to win his first ever medal in the sport. “I was closer to silver, so it didn’t feel as good. “I had never done weightlifting up until five months ago,” he explained easily when The NEWS caught up with him, adding “it was a change of lifestyle really.
James Clarke photo
Parksville’s Zeyad Al Karsh has only been weightlifting for five months, but the easy going teen bagged himself a bronze medal at the B.C. championships.
I was 235 pounds, out of shape, and not healthy at all, and I started going to the gym.” After about six months of normal training he says he started seeing results, “which I liked, and it just went from there.” Like others before him, Al Karsh met Fergusson at Jim’s Gym where they both train, and it wasn’t long before they started talking weightlifting and Ed, a nation-
ally certified level three coach, took him under his wing. “He’s an amazing teacher,” Al Karsh said of Fergusson. “He takes his time, he explains, he came along when I needed it, and he’s taught me a lot.” Including both competitions, Al Karsh has been training for about five months, four times a week for two to two and a half hours a pop. And in a sport synonymous with
preparation, he says he knows he has his work cut out for him. “Oh yeah, a lot of patience,” he chuckled, adding “there are people in this sport that have been training since they were 10 that are just peaking now, so I have a long way to go, but that’s the whole point of it — hard work gets you where you want to be.” Asked what he likes about the sport he said “the competing. I love weight training, I love being in the gym. It’s kind of like school,” he said. “If you do your work you get the results.” “This was only Al Karsh’s second competition,” said Fergusson, who at 77 has some 50 years of competing and coaching under his belt, explaining his understudy made his competitive debut in February at the A&R Open in Port Alberni where he placed 5th in his division. “Great kid, hard worker,” he said, “with loads of potential.” Al Karsh he said has two more years to compete as a Junior and plans to represent BC in the future at out-of-province competitions. “It was quite a culture shock at first, but I got used to it,” Al Karsh answered when asked about the big move to Canada, adding “I love being here, and I mean if we hadn’t moved here I might not have ever been introduced to weightlifting, which is something I love.” ON DECK Never one to rest on his laurels, Fergusson and his wife Brenda leave today for Toronto where they’ll be visiting family and he’ll be competing in the Canadian Masters Weightlifting Championships in Scarborough. Stay tuned for more on that.
lawn bowling
Sun and smiles galore at PLBC opening day JAMES CL ARKE sports@pqbnews.com
The Parksville Lawn Bowling Club is basking in the glow of a great weekend as its open house attracted a number of new recruits, and the sun was out Sunday for the official opening of the season. Parksville Mayor Chris Burger and his wife Stephanie “got the new season off to a rousing start by rolling the first bowl. The couple then played a full 12 end game. According to PLBC’s Carol Bucyk club President, Pat Kelly, was impressed by the mayor’s great stance,
line and delivery. “He’s definitely got game. A natural, that’s for sure,” Kelly commented afterwards. The club welcomes visitors to come watch the games played on some of the best greens around and with the largest membership north of Victoria. “It was a beautiful day to be out lawn bowling,” Bucyk said Sunday night, adding she was “thrilled” with the open house. “We probably had between 50-60 people show up for the Open House and we’ve got 33 signed up for lessons which start next
week (and) to me, that’s a great number,” she said. As for opening day play, all the rinks were full “which means we had 64 people playing. We also had some people drop by to watch from the picnic tables and there were also people watching out their windows from Stanford Place.” GAME ON The PLBC’s regular season begins 9 a.m., April 27 with the Kick Off Tournament. The Kondors were coming off a hard-fought loss to Dover Bay in overtime. That game was tied 1-1 after regulation — Alex Shaw scored for KSS in that one, a cracker shot 10 minutes in from about 20 yards out. GAME ON: Ballenas’ Jr. Girls have one league game remaining likely this Wednesday on the road, while the Kwalikum Jr. Girls are home at KSS today (Tuesday) to host a strong Ladysmith 49ers side (3:30 p.m. start), then close out their regular season in Nanaimo on Wednesday against the Wildcats of Wellington.

A reminder the seventh annual CHRCO Western Weekend takes centre ring at the Coombs Rodeo Grounds this Saturday and Sunday. “It’s a big weekend,” said co-organizer Tammy Phye, pointing out that as always the event will feature some 30 riders from all over the Island. “We do sorting competition, penning, team challenge penning we do a ranch horse obstacle course, there will be a concession on site and it’s free for everybody to watch — it’s a wonderful family outing.” There will be prize money up for grabs and those competing in the ranch horse obstacle course will be vying for the coveted Western Weekend belt buckle. The action runs from 10 a.m. - 4 p.m. on Saturday and 9 a.m. - 4 p.m. Sunday.
Kwalikum Secondary School’s golf team takes to their home course today (April 23) to host a seven-team tourney. Slated for Qualicum Beach Memorial Golf Club Tuesday with a 2 p.m. start, the tournament will pit the Kondors against a tough field including Highlands Secondary from Comox. The Raiders clipped the Kondors by nine strokes (293302) to win the tournament they hosted at Glacier Greens last Wednesday, ending Kwalikum’s run of two straight tournament wins to start the season. Individual scores for KSS in Comox had Gr. 9 Anthony Trozzo leading the way with a 73, followed by Santiago Bouyra (Gr. 11) at 75; Scott Austin (Gr. 12) at 75 and Masato Wilson (Gr. 9) at 77.

Oceanside’s two senior girls soccer teams took to the pitch for their annual derby at Ballenas Secondary School last Wednesday, and it was the hosts with the most in a 7-nil final. In what was the final regular season game for both teams, BSS led 2-0 at the half and never looked back with goals from five different players. Emily Robertson led the way with a pair with singles by Lexy Berg, Jazmine Riviere, Laura Shortt, Sarah Spencer and an own-goal. Marisa Watson bagged the bagel in net, her first of the year. On the ball and making life miserable for the Kondors was right middy Jenna Pearce. “She had a real strong game,” confirmed BSS head coach Larry Steffanek, adding his striker Robertson “is just a natural goal scorer. She’s only in Grade 10 but she’s good — she’s playing really well.” Also earning props for her play on defence was Tianna Squire. The win ups the Whalers’ regular season record to 4-0 for a lock on first overall in their league with their other wins coming against Woodlands (5-1) and Wellington (2-1). The week prior they hung on to beat NDSS at Ballenas in a penalty shootout after a 4-4 tie through regulation. KSS is on the bubble and will know this week if they’re in the playoffs. Ballenas’ senior girls side also placed third at their first tournament of the year, two weeks ago in Campbell River at Carihi — going 3-1. The BSS Jr. Girls are 1-3 in their league. Stefanek is overseeing both teams, with Daryl Britz helping out on the seniors. “They’re doing very well,” Stefanek said of the two sides, adding “it’s such a short season it’s hard to get a lot of training time in, but they’re young and enthusiastic though, so lots of potential there.” IN OTHER ACTION the KSS Jr. Girls lost 2-1 to the NDSS Islanders in Nanaimo last Wednesday. KSS led that one 1-nil at the half off a great shot by fullback Montanna Mosher from 25 yards out. According to Kondor coach Ruth Steffanek NDSS scored both their goals in the last 20 minutes of the game — the winner with only four minutes remaining.

about nature. “They not only sang to us they also gave us a message,” he said, reciting some of the lines: “Do you think of what I’ll be doing after you have left this earth?, Picking up the pieces you got to first.” Westbroek said the children are counting on adults not to ruin this planet for them. The event was organized by the local Wilderness Committee and facilitated by member Annette Tanner. Community

groups set up booths around the town square and Tanner called up a representatives from each to address the crowd. Community groups included Kairos, Communities to Protect Our Coast, Friends of French Creek, Arrowmsmith Naturalists and more. Bardo the Owl was also in attendance, sitting on Ross Peterson’s arm, with the North Island Wildlife Recovery Association. Ronda Murdock with the Wilderness Committee echoed the importance of leaving the environment in good shape for the children with some quotes from the late chief Seattle. “We did not inherit our earth from our ancestors, we borrow it from our children,” she said. Young Portia Miller always attends Earth Day, and her birthday happens to fall on the national day, April 22. On past Earth Days Miller has organized a clean up at Hamilton Marsh and also cut off her hair to raise money to protect DL10 in Qualicum Beach, a rare Coastal Douglas-fir floodplain. This year she asked that everyone donate a dollar to try and save those lands. Faye Smith of the Mid Island Habitat Enhancement Society (MVIHES) said recently regulations concerning fish protection in the province have been practically expunged. MVIHES is preparing a habitat status report for the Englishman River and with that they will look for indicators
of healthy watersheds and involve volunteers in monitoring those areas. She said she encourages people to get involved with this project or with protecting their own watershed. And she also brought up the children. “The kids are counting on us but we’ve got to leave them something,” she said. NDP Candidate Barry Avis was the only local political candidate at the event, Tanner said the others had cited other events they were attending that day. Avis said he’s passionate about the environment but lately it seems people have been having to work harder to get their points out about what’s important. He voiced his concern with fish farms located in migration routes. Children ran around the grassy areas in Glassford Square during the event, stopping to catch glimpse’s of the large Earth Day Cake and patiently waiting for the speeches to finish so they could enjoy some. Town Crier Len Mustard led a Happy Earth Day Song during the event which both children and parents joined in on. Earth Day is celebrated around the world on April 22, with over one billion people in over 170 countries taking in part in some event or project. More than six million Canadians participate in Earth Day and nearly every school in the country takes part in some Earth Day activity, according to the Earth Day Canada website.

FortisBC supports the environment in both operations and services offered BY TOM LOSKI
Earth Day is celebrated annually April 22 with events held across the globe to demonstrate support for protecting the environment. FortisBC recognizes that sound environmental practices make good business sense and that’s why the company is committed to delivering safe, reliable energy in an environmentally responsible way to all of the communities we serve. We look for ways to support the environment in our operations and with services that we provide to our customers. One simple way customers can help the environment is to consider our paperless billing option, a fast and simple way to save paper and ultimately our forests. When customers go paperless, their bill is delivered directly to their email address as a PDF file attached to the email. The eBill service is a fast, easy and environmentally friendly way for customers to access both their electricity and natural gas bill. Another simple way customers can look at reducing their carbon footprint is through rebates and financial incentives offered as part of our PowerSense and Energy Efficiency and Conservation programs. . Through FortisBC’s PowerSense programs, electricity customers saved an estimated 32 million kilowatt hours of electricity in 2012. The PowerSense programs helps customers conserve energy and get the most out of their energy dollar by providing both financial incentives and advice on
energy efficient technologies and practices. In 2012, FortisBC’s natural gas Energy Efficiency and Conservation programs helped residential, commercial and industrial customers save more than 360,000 gigajoules of natural gas, enough energy to heat some 4,100 homes in one year. Renewable natural gas is a B.C.-made, carbon neutral energy source. The methane gas used to produce renewable natural gas comes from organic waste found at local landfills and farms. Instead of escaping into the atmosphere as a harmful greenhouse gas, it’s captured, cleaned and added to our pipeline, giving our customers a renewable energy source. For about $5 more per month on their natural gas bill, customers can designate 10 per cent of their natural gas use as renewable. We’ll then inject an equivalent amount into our system. To date, more than 60 businesses and close to 3,800 residential customers have signed up to be part of the renewable natural gas program. Helping customers conserve energy is one of the most cost effective ways for us to meet future needs. And by making thoughtful energy choices — whether it’s switching to paperless billing, installing energy efficient lighting or upgrading to a high-efficiency natural gas furnace — you’re supporting the environment. Tom Loski is the vice president of customer service at FortisBC.
