Four charged with woman’s murder

Kulwinder Kaur Gill, 42, was walking along a rural Abbotsford road with her husband in April 2009 when she was hit by a vehicle and thrown into a water-filled ditch. She was pronounced dead at the scene, and the incident was reported in the media as a hit-and-run accident. No further details were ever released
publicly to indicate that foul play was suspected. On Monday, members of the Abbotsford Police Department (APD) and the Integrated Homicide Investigation Team (IHIT) revealed that four men were arrested and charged in relation to Gill’s death. Among them was her husband, Iqbal Singh Gill, 49. He and two others – Gurpreet Singh Atwal, 26, of
Abbotsford and Jaspreet Singh Sohi, 28, of Surrey – were charged with first-degree murder. Sukhpal Singh Johal, 26, of Surrey was charged with conspiracy to commit murder and accessory after the fact. The long-rumoured relocation of the Vancouver Canucks’ AHL affiliate to Abbotsford will not happen – at least not in the immediate future. Abbotsford mayor Bruce Banman said on Monday that talks between the city and the NHL club have reached a stalemate, eliminating any possibility of the Canucks bringing their AHL team to the Abbotsford Entertainment and Sports Centre (AESC) in time for the 2013-14 season. “There were time constraints, and at the end of the day, the city is not going to do a deal unless it’s in the best interests of the taxpayers,” Banman

City composting program to save $316,000 this year 60 per cent of waste diverted

Abbotsford’s new composting, recycling and garbage disposal program will save the city an estimated $316,000 relative to last year, according to a city report. The projected savings are based on a preliminary audit of the program, which found a high diversion of materials from landfills. The savings are due to lower disposal fees for recycling and compostables, as well as lower contractor collection rates and the closure of the city-owned yard waste drop-off, which was replaced by a privately owned compost facility. The report acknowledges that the costs are based on limited data – solely the first quarter of the year – “as well as a number of assumptions.” It states that the projected costs are uncertain, but would be affected positively with increased participation in the composting and recycling programs. The city began collecting curbside compost on Jan. 1, 2013. At that time, garbage collection was reduced to bi-weekly, while recycling pick-up remained weekly. In March, Abbotsford Community Services (ACS) conducted the preliminary garbage audit, randomly selecting 100 homes – 80 rural and
20 urban. They physically examined the material collected from the homes, and categorized it as garbage, recyclable or compostable, in order to assess the effectiveness of the program. In the first quarter of 2013, 60.5 per cent of waste was diverted – meaning placed in recycling or compost containers – compared to 33.5 per cent in the first quarter of 2012. In March and April, 326 randomly selected homes within designated rural and urban areas were assessed for participation in the program. Staff did not physically audit the contents of the containers, but noted whether the homes set out compostables for collection. Participation varied throughout the city, with the highest urban compliance in central Abbotsford at 85 per cent, and the lowest urban participation on Eagle Mountain at 70 per cent. For rural areas, participation in the program was highest on Sumas Prairie, at 49 per cent, and lowest on Sumas Mountain at 22 per cent. On average, 36 per cent of rural homes and 79 per cent or urban homes placed compostables out for collection. The city will conduct a more comprehensive audit in July.

Other Hand Walking through the casino at the River Rock Saturday night, I marvelled at the fact that, at a time when we no longer use pennies in this country, there are still one-cent slot machines. How, I wondered, do they pay out … in nickels if you win four cents, zero if you win two? If you look at gambling as a way to make money, the penny slots can’t be much incentive – a thousand times payout nets a mere 10 bucks. If it’s for entertainment, life must be pretty boring otherwise. However, I wasn’t there for gambling but to attend the annual British Columbia and Yukon Newspaper Awards being held in the River Rock’s theatre.
As usual, I was not there to accept an award, nor was I even nominated for one because I always forget to submit entries for judging. However, I enjoy attending to see some of those, who in years past I may have mentored, walk onto the stage. It’s also encouraging to see the new adaptations to technological changes that are affecting the print media, and how the industry will continue to prosper. Yet this weekend wasn’t only about newspaper successes. In Regina on Sunday, Canada’s music industry and the talent this country produces held the Juno Awards. And walking onto the prairie stage was a former Abbotsford News carrier who won a Juno as being part of the Group of The Year. Back a couple of decades, Ian Casselman and his brother delivered my newspapers – both this one and the dailies that I consume to this day. I recall driving past their home on warm evenings, the truck window open, and hearing Ian banging away on a drum.

I don’t know if being a News carrier had any influence on his life, but I do know that despite significant success in the music industry, it hasn’t taken the country and the community out of the boy. Congratulations, Ian, the recognition and your Juno are well deserved, even if I’m not a screaming teenybopper. And congratulations too to all those in the B.C. and Yukon community newspaper industry who won awards in Richmond Saturday night. Detached fascination As I write this note, I fully expect some people to have a different viewpoint, but I feel as though something needs to be said. Yesterday, as I watched a neighbour’s home being engulfed in flames, I was quite horrified to watch people, young and old, taking pictures and film footage from across the street. To me, it is insensitive and absolutely unjustified to record the misery of other people. Why would you want a record of this? Will it cheer you up? Will it be a nice topic of discussion on Facebook? Some might argue for insurance purposes, or maybe to even sell the footage to the media. Insurance companies won’t build a case around your images, as they speak with the fire department’s investigators, and to make a buck off the suffering of others should shame us all. The media will no doubt have coverage of the incident, and that is the purpose of media. In any case, the looks on the faces of the “photographers” were filled more with amusement than con-
cern. I am glad my son was with me. Once the area was deemed safe, we were able to locate the people and ask if they needed any food, water, clothing, etc. Fortunately, they told me that a neighbour across the street had already offered, and they were okay. A member of the Abbotsford Fire Rescue Service was able to locate a pair of shoes to fit the woman, and a neighbour supplied footwear for the man. I encourage those who are not sure what to do during an incident like this to simply approach those who are directly affected and offer your help. There is no harm in this, and I am certain that if you were in a similar situation, you would prefer a helping hand, as opposed to a gawking crowd. I am no prince, to be sure, and I don’t write this for any personal accolades, but at least my son was able to see that tragedy can be met with compassion, not just a detached fascination. Having been born and raised here in the Lower Mainland, but being recently new to Abbotsford, I am saddened to see this great city being riddled with highrise towers taller than the ones that are already here. Particularly the one that has already been approved in a single family dwelling neighbourhood just south of Mill Lake. What were you thinking? It promises to be a full day of artistic expression. The Creative Learning Community is presenting Arts in the Fraser Valley, an exploration of the arts on April 25. The community was established last year and is composed of a group of local teachers who are passionate about the arts and arts education. This event is the group’s first, and it takes place at 12:30 p.m. and again at 6 p.m. at various locations around Abbotsford city hall (32315 South Fraser Way) including the Civic Plaza, Matsqui Centennial Auditorium, The Reach, Clearbrook
Library and the school board office. In all, four schools are involved in the project: ASIA: North Poplar, ASIA: Sumas Mountain, Robert Bateman Secondary and Blue Jay Elementary, including about 350 students. “It’s kind of a walking tour of the arts,� explained Deana McLean, a teacher at ASIA: North Poplar and an organizer of the event. The event is being held in conjunction with BC Arts and Culture Week (April 21-27). Tyler and Renae Regehr have left their home in Abbotsford to spend a year in prison in Bolivia. No, they are not convicts; they are serving children who live in prison there. In Bolivia, prisoners are still expected to provide for their families while they are incarcerated for their crimes. Through Mennonite Central Committee (MCC), the Regehrs are serving at Casa de la Amistad or Casita: House of Friendship. Casita provides daycare, preschool and

The annual Bowl for Kids’ Sake this year raised more than $69,000 for Big Brothers Big Sisters of the Fraser Valley. The funds will support mentoring programs for youth in communities from Maple Ridge to Hope. The City of Abbotsford has concluded that the memorandum of understanding (MOU) with the YMCA for a proposed facility in Abbotsford is non-binding. The city announced the indefinite deferral of the controversial project at the April 8 meeting of council. However, questions remained regarding the MOU between the city and the YMCA, which stated it would remain in effect until replaced with binding legal contracts. According to the report that was to be presented to council on Monday night, city lawyers have examined the MOU and determined it is a non-binding document.

Great design on a budget By Kerry Vital Great interior design doesn’t have to break the bank. Whether it’s a small change to the colour of your walls or a new piece of trendy decor, there are many ways to keep your budget intact while still having an amazing home. “Paint is possibly the cheapest investment you can make and has the potential to be the most dramatic,â€? says Sheryn Calvert of Calvert Design Studio. “It is also easy to change; pick a bold, trending colour that you love – and then change it when it’s ‘out’ or you get tired of it in a few years.â€? She suggests that people who are looking to stick to their budget do some browsing in a second-hand shop, or reupholster or repurpose an item that they already have. “Think outside of the box to create unique pieces for your home,â€? Calvert says. “You can also customize low-cost items. Plain white bookcase? Add some wallpaper for colour and texture.â€? Being creative and doing it yourself will beneďŹ t you in non-budgetary ways. It can also make for a great conversation piece when you tell people that you made something yourself. Calvert notes that buying a blank canvas and painting it yourself can make for a wonderful piece of art for your wall.

Rebuilding a family home for the long-term By Maggie Calloway There is a trend, especially in the Vancouver real estate market, of families making the decision to do a full-house renovation rather than selling and buying another home. That is certainly the case with this family and for the same reasons as many other families: they are settled in the neighbourhood, they like the schools and it’s close to work. But the house, which had been renovated by previous owners, was stuck in the 1980s. The conďŹ guration of the rooms didn’t work for the family and there was a lot of wasted space because some rooms were isolated and consequently were not used. It was time for a fresh start and a reconďŹ guration of the whole house so the family could utilize the space properly. The contractor chosen for the job was Tobias Puga of Vision Built Homes. “This house is a ďŹ ve-bedroom suburban home, about 50
years old, which the family has lived in for seven years. It had gone through several renovations but was very dated and need a complete renovation to work for the family of four plus a nanny,â€? Puga says. “When we started taking the stucco down we could see where doors and windows had been patched and made to ďŹ t during a previous renovation. We took the roof off and extended the second oor to the front of the house, which added two bedrooms. We installed a 24-foot-long steel beam above the living room and made the ceiling at and that was mirrored on the basement oor as well.â€? Fifty per cent of the basement was dug down, lowered and underpinned to increase the ceiling height to just over eight feet then pushed back 10 feet to increase the size of the laundry room and media room. “Now in the basement they have a small wine room, two bedrooms, a bathroom and a media room,â€? Puga says. “Upstairs we switched around the kitchen from the west side to
the east side of the house ... and got rid of the French doors and opened that wall up to a 14-foot by 7-foot glass double sliders which ooded the space with light. The old kitchen space became the family room entertainment space.â€? Jenny Martin of Jenny Martin Design was very much involved in designing both the new space as well as pulling together the interior design. “This project was gutted down to the bone and the clients were fantastic, they gave us full control and just said make it work and look fabulous, so it was a great experience,â€? Martin says. “They are still giving us feedback, saying every time they wake up they feel like they are in a W Hotel. The home has an edge and real character which they just love, so we are all so pleased they are so happy.â€? The success of this remodeled home is in the way each member of the family is happy and comfortable in the space and that’s the bottom line of what a family home should be.

The B.C. Lions honoured Bill MacGregor for his efforts to build the sport of football in Abbotsford at the CFL team’s annual Orange Helmet Awards on Friday at the Westin Bayshore in Vancouver. MacGregor, a longtime Abbotsford school administrator and c u r r e n t MACGREGOR c i t y councillor, was the recipient of the Bob Ackles lifetime achievement award, and was lauded as the “Father of Abbotsford Football” in the program for the gala event. Following his playing career with the Simon Fraser University Clan, MacGregor was drafted by the Lions in 1973 and played two exhibition games with the club. He began his local teaching and coaching career at Abbotsford Junior, and established the football team at Abby Senior in 1981, winning the provincial title in 1984. He would go on to have a hand in founding three other football programs – the Abbotsford

Soccer star Dosanjh a BLG nominee
Being named a finalist for the BLG Awards is the latest accolade in an already-memorable season for Gagan Dosanjh. The Abbotsford soccer player is one of eight national nominees – four male, four female – for the awards, which will be handed out on April 29 at the John Bassett Theatre in Toronto. The BLG Awards recognize the top male and female athletes in Canadian Interuniversity Sport
(CIS). One female and one male winner will receive a $10,000 post-graduate scholarship, while all finalists will return home with a commemorative gold ring. Dosanjh, a thirdyear striker, earned Canada West men’s soccer player of the year honours after leading the conference in goals (12), assists (9) and points (21), and pacing the Thunderbirds men’s soccer team to an undefeated regular season (11-0-3) and a CIS national title.

FortisBC recognizes that sound environmental practices make good business sense and that’s why the company is committed to delivering safe, reliable energy in an environmentally responsible way to all of the communities we serve. We look for ways to support the environment in our operations and with services that we provide to our customers. One simple way customers can help the environment is to consider our paperless billing option, a fast and simple way to save paper and ultimately our forests. When customers go paperless, their bill is delivered directly to their email address as a PDF file attached to the email. The eBill service is a fast, easy and environmentally friendly way for customers to access both their electricity and natural gas bill. Another simple way customers can look at reducing their carbon footprint is through rebates and financial incentives offered as part of our PowerSense and Energy Efficiency and Conservation programs. Through FortisBC’s PowerSense programs, electricity customers saved an estimated 32 million kilowatt hours of electricity in 2012. The PowerSense programs helps customers conserve energy and get the most out of their energy
dollar by providing both financial incentives and advice on energy efficient technologies and practices. In 2012, FortisBC’s natural gas Energy Efficiency and Conservation programs helped residential, commercial and industrial customers save more than 360,000 gigajoules of natural gas, enough energy to heat some 4,100 homes in one year. Renewable natural gas is a B.C.-made, carbon neutral energy source. The methane gas used to produce renewable natural gas comes from organic waste found at local landfills and farms. Instead of escaping into the atmosphere as a harmful greenhouse gas, it’s captured, cleaned and added to our pipeline, giving our customers a renewable energy source. For about $5 more per month on their natural gas bill, customers can designate 10 per cent of their natural gas use as renewable. We’ll then inject an equivalent amount into our system. To date, more than 60 businesses and close to 3,800 residential customers have signed up to be part of the renewable natural gas program. Helping customers conserve energy is one of the most cost effective ways for us to meet future needs. FULBROOK Richard Laurance Richard passed away peacefully on April 6, 2013 at the Eden Care Home at the age of 82 years. Dick worked with Forintek UBC for 27 years where he received a Honourary Doctorate in Wood Services. Dick loved watching his grandsons play hockey and sports. He enjoyed making wood toys for his grandchildren. Dick’s favourite pasttime was playing crib with other seniors. He will be sadly missed by his children Cindy (Tracy), Robin (Chris), his brother Donny (Verna), grandchildren Amanda, Rick, Desiree, Shantell, Tyler, Matthew, Katie, and Braydon as well as many great-grandchildren. Tilitzky, Susan Hilda Susan Hilda Tilitzky (nee Harder) was born on February 27, 1923 in Morse, Sask., the youngest of three children to Henry and Susan (Sawatzky) Harder. She passed into the presence of her Lord on April 16, 2013 at Cascade Hospice in Chilliwack, B.C., surrounded by loving family. Susan was predeceased by her beloved husband Abram Tilitzky on October 4, 2011; she was cared for in recent years by her large and loving family Sharon Funk (Len); Susan Falk (Jack); Beverly Johnston (Robert); Paul Tilitzky (Florinda Clifford); Michael Tilitzky (Marion Syme); & Richard Tilitzky (Vicki). She also leaves behind to mourn her passing twelve grandchildren; Sherry Redekop, Len Funk Jr., Stephanie Konrad, Michele Gingras, Jacqueline Block, Andrea Fikkert, Janine Neufeld, Clarance Tilitzky, Liam Tilitzky, Amy Schulz, Jason Tilitzky and Jodi Tilitzky; nineteen great-grandchildren, and four great-great-grandchildren. Frederick Arthur Gledhill Fred Gledhill of Abbotsford, B.C. passed away peacefully with family by his side, on Saturday, April 6, 2013 at the age of 87 in Abbotsford Regional Hospital. He is lovingly remembered by his wife Betty, his children Fred/Janice, Lydia/Claire, Deb/Gordon, Irene/Roma, Lorraine/Brad, Georgia/David, Rhoda/Arnold, stepchildren Frank/Paula, Frances, Patty/Robert, 18 grandchildren, 13 great grandchildren and many nieces and nephews. He also leaves behind sister Rhoda Duncan and brother Bob/Ruby Gledhill. From a pioneering family, Fred was a lifelong dairy farmer, and volunteer firefighter with the Aberdeen Fire Hall #3 for 33 years. He enjoyed the games of keno and will be missed by his Langley friends. Fred will be remembered for his community involvement, his story telling and breaking into song for the grandchildren. A memorial service and tea will be held on Saturday, April 27, 2013 at 11:00 am at the Ross Road Community Church located at 3160 Ross Road, Abbotsford. A special thank you to Dr. Alan Moore, Dr. McLean, Dr. Botha, Dr. Neville and resident, and the dedicated nurses in Trauma, ICU and on Baker 2. 22 June 1936 - 18 April 2013 He worked and played hard and he died the same way. Mike lost his fight with cancer after a long and difficult struggle and now he’s residing in Fiddler’s Green. Mike was born in St. John’s, Newfoundland to William Cantwell and Mary Murphy, one of seven children. He is survived and sorely missed by his loving wife of 48 years, Catherine; his daughters, Catherine Murphy (Craig), Lisa Braun (Scott), and Michelle Pratt (Michael); the lights of his life, his grandsons, Lucas Gray, Elliott Braun, Jackson, Samuel and Maxwell Pratt; and family and friends stretching from the Avalon Peninsula to Vancouver Island and all points in between. Mike’s work as a surveyor, then engineer, brought him across the country from St. John’s to Wabush, then Amherst, Montreal, Winnipeg, Vancouver, Hyder, Revelstoke, and finally to Abbotsford in 1969. He worked on projects as varied as the Mica Dam, the Port Mann and Mission Bridges, the Richmond dyke system, the Skytrain system, the Toronto Skydome, and the Rideau Locks project to name but a few. In retirement, he could be found in his paint-stained two-pocket shirt working in his garage building boxes for the Abbotsford News. Mike’s passions were many. He loved music: playing both the harmonica and the button accordion. He was an avid hunter and fisherman. He was a nature lover and spent many a week-end camping throughout B.C. Mike was a gambler and a master blackjack player who loved to spend time at the tables in Reno and Las Vegas. He faithfully followed the rise and fall of the stock markets. He was passionate about politics on all levels and would debate the issues of the day with great vigour. Mike was a champion dart player and a whiz with numbers: “102: hit 19, triple 17 then double 16.” He was a handyman extraordinaire able to build and/or repair all manner of things. He was an adventurous traveller, taking many a road trip throughout Canada and the United States. Yet he liked nothing better than to sit on his front step enjoying the sunshine. Mike loved to tell stories and he would argue just for argument’s sake. He had a wicked sense of humour and a healthy skepticism for organized religion. No service by request. Mike’s wife and daughters will honour him at Cape Spear, the site of his family’s lighthouse. You are welcome to join us for an oldfashioned Newfie wake at the Cantwell residence on Saturday 27 April from 7 pm on. In lieu of flowers, donations can be made to the BC Neurofibromatosis Foundation in Mike’s memory. Many thanks and much appreciation to the excellent staff at the Abbotsford Regional Hospital, Cancer Centre and the Tertiary Palliative Care ward for their professionalism and dedicated service. STEPHEN, Georgean Lillian McKay (nee Bowlby) PAYNE, Dorothy Jean (née LEE) Feb 21, 1938 - April 14, 2013 Jean passed away peacefully at the Abbotsford Regional Hospital at the age of 75 years. Her loss will be deeply felt by her loving husband of more than 54 years, Morris; daughter Heather MacAlister (Don);son Daniel (Dominique); grandchildren Katie, Kelsey, Zachary, Julianne and Mikaella. Born in Birch River, Manitoba, to Henry and Ivy Lee, Jean grew up with older siblings Lawrence, June, Rose, Margaret, Shirley, Kathy, and younger brother Wayne and sister Linda. She emerged from that large family dynamic with a love of life that was often displayed with the family she built with Morris. Strong and independent, she was also kind and compassionate and she loved to laugh. Jean’s family was the dearest part of her life. She was a deeply devoted and nurturing mom and gramma, always supportive, patient and ready with a hug. Having given her children a loving foundation as a stay-athome mom, Jean turned to a career of her own in public service, working in Finance for the Correctional Service of Canada for more than 21 years. She gained a great circle of friends and was known for her wonderful manner with people, as well as the delicious cakes she would bake for every occasion! When not in the company of her children and grandchildren Jean loved to read, sew and create family photo albums. An avid walker, she was first struck with cancer in 2006 and battled hard against the terrible disease until it finally took her. The family is extremely grateful to the staff and physicians of the palliative care unit at the Abbotsford Regional Hospital for the quality of their care, and the compassion and empathy they displayed during the last five weeks of Jean’s life. A service to celebrate Jean’s life will be held on Saturday, April 27, 2013 at 2:00 pm at Henderson’s Funeral Home, 34537 Marshall Rd, Abbotsford.
