more told the packed room at the 19th annual Cattle Baron’s Ball last Saturday night. 2013 marks the 100th anniversary of 4-H Canada and next year will be the century-mark for 4-H in B.C.
B.C. 4-H Manager Kevin Rothwell, a professional auctioneer from Vernon, was on hand to call the live auction. He said he was a 4-H kid in Saskatchewan and his parents had also been in 4-H. “It’s in my DNA,”
he joked. He pointed out that 4-H is active in 80 countries around the world. The annual Cattle Baron’s Ball is a fundraiser for the club that features a dinner and dance with many donated items offered at the silent auction. As well, the 4-H kids themselves are sold in a live auction – a half day’s labour from the junior members, while the senior members are contracted out for a full day’s work. Rylonn Elliot went for the highest bid in the Slave Auction. His uncle Ryan Elliot picked him up for $650. This year the kids were given the option of working for the highest bidder or they could pledge to put in their time working for local non-profit groups such as the Kettle River Lions, senior’s homes and museums. “What we all get out of this is the kids are learning to donate their time to the community,” said club leader Greg MacDonald. “Because we all know that to be a successful community and have successful organizations, we need volunteers.” Sonny Boys provided live music and West Boundary Road Rescue was offering a ride service. Doug Fossen, who leads the Ranch Horse division, said that 10 years ago there were 6,000 head of cattle in the area; there are now closer to 3,000. MacDonald said that this decline in the local beef herd was one reason the club decided to branch out into other projects a couple of years

Quote of the Week: Laughing at our mistakes can lengthen our own life. Laughing at someone else’s can shorten it. – Cullen Hightower Joke of the Week: There was a lawyer and he was just waking up from anesthesia after surgery, and his wife was sitting by his side. His eyes fluttered open and he said, “You’re beautiful!” and then he fell asleep again. His wife had never heard him say that so she stayed by his side. A couple minutes later his eyes fluttered open and he said “You’re cute!” Well, the wife was dissapointed because instead of “beautiful” it was “cute.” She said “What happened to ‘beautiful’? His reply was “The drugs are wearing off!”

Cuts cause concern

School’s clerical, principal issues worry parents
A decision taken by the Board of Education at their March meeting in combination with another decision taken two years ago is getting parents at elementary schools in the West Boundary pretty concerned. Two years ago, faced with a continuing decline in enrollment numbers, the board cut the secretary hours at rural elementary schools to 25 hours per week. But WBES Principal Brian Foy had the support of his teachers and Parent Advisory Council (PAC) to use school discretionary funding to top up those hours to 30 per week. Recently that pool of money has dried up and consequently the position is now reduced to the 25 hours. That didn’t impress WBES PAC Chair Jodi Klein, who came before the Board’s April 10 meeting specifically to let the board know of the concerns that she and many parents have about the recent cut to the secretary’s hours. “This is a huge safety issue. The secretary is the rock of the school,” said Klein. “She knows all of the kids, all of them are comfortable with her. She knows what class they are in, who their best friends are, what siblings they have and what turmoil is happening at home.” Adding to the parents worry is the March approval by the Board of Education for a one-year pilot assignment that will see Brian Foy become the principal of West Boundary (WBES), Beaverdell, Greenwood (GES) and Midway (MES) Elementary Schools in September. Foy currently teaches half time. GES/MES PAC chair Pat Grouette also spoke at the school board meeting. Her major concern was the one-year pilot project. She said relationships – student-to-principal, teacher-to-principal and parent-to-principal – would all suffer. “There is no way one principal can have educationally impacting relationships with all parties concerned when there is a lack of interaction on a daily basis.” She cited the principal’s increased workload and she called the lack of a person of authority in each school a problem, lawsuit or tragedy waiting to happen. Board chair Teresa Rezansoff assured Klein that the trustees would take her concerns into consideration. “This is a pilot project and we will be watching and being careful,” she said. Klein suggested this would be a good time to bring full-time secretaries back into the schools. Grouette agreed, saying that her PAC would like to see the principal’s office supported administratively. “For safety it is important to have a
presence in the school. But he needs to be supported administratively. That’s the big piece.” Trustee Vicki Gee agreed that Foy should get more administrative support during the one-year pilot. “I see a lot of positives with Brian in the four schools. I see someone who can really work to bring those schools to working together. Collaboration between teachers – he’s a very innovating person.” “I will be trying to get more clerical. I love the idea of what Brian could do between those four schools but I really think he needs more support,” pledged Gee. Klein is also concerned that the current secretary at WBES is one of the two first aid attendants in the school (Brian Foy is the other). She said it is important that someone is there to answer phone calls from parents as well as from the Beaverdell teacher who may need to communicate with her administrator. Another major issue for Klein is access to the school. Without the secretary at the desk she asks who will be there to monitor the door. She said that she has talked to two families who may not register their children in Kindergarten because of these issues. “Now, more than ever, with the news that our principal will be covering four schools, we need a full-time secretary,” declared Klein. “The overall cost of keeping the secretary is minimal compared to the effect it will have on our school and children’s safety,” said Klein. She said the cost to keep the secretary at 30 hours per week is only $5,000 over the entire school year. “We are basically providing for primary schools of similar size 25 hours of clerical time per week,” explained Superintendent Michael Strukoff. “We have overall reduced clerical time in other schools – Perley and Hutton used to have a secretary and a half but as their enrollment shrank their clerical time has cut back. The issues that they are concerned about are issues that Christina Lake faces. Greenwood, Big White, Midway, Beaverdell all have those same concerns.” Responding to Strukoff ’s comments after the meeting Gee said, “When I think of that person and their contribution I am not even thinking of the clerical time. You look at how big a part of so many of those children’s lives that that person is. I see kids going up to her and talking to her all the time. I see that person really strongly supporting the teaching team.” WBES PAC has scheduled a special meeting to discuss the issue on Thursday, April 18 at 4:30 in the WBES library.

Goodies from the garden
During the 2012 gardening season, Alison Anderson and her market garden became well known in Greenwood and the West Boundary when she began offering customers chemical-free fruit and veggies from May to December. Alison explains that she has been in the garden since she was 19. “It was never really a hobby as a child and once I got into university for my English degree I realized I had this knack for growing things. Reading and gardening go hand-in-hand. I go to the books of my four-season mentors for my guide. “While I was going to university I would garden a little here and there and then it got serious once I moved to Penticton where we had a front yard that was completely edible.” 2011 was a big year for the Andersons. Their daughter Callie was born in May and they moved to Greenwood in October. “My one stipulation was that we had to have a big yard.” On their acre and a quarter she has two greenhouses in play – one used for seeding and starts and the other to harden off the plants as they mature. “From there they go into the cold frames. We’ve now got 23 cold frames made out of recycled windows and they have been producing well for us.” She has been selling at temporary markets such as the Midway Spring Bazaar and the Rock Creek Christmas Craft Fair. Last season she also set up a stand at Deadwood Junction on Thursday nights. This year she will be at the Rock Creek Market most Saturdays as well as other temporary fairs and bazaars. The season at the market kicks off on May 4. Alison also offers a delivery service to customers through an email ordering system. She sends out an email on Tuesdays to let buyers know the price, quantity and size of what is on offer that week. Customers email her back by 1 p.m. on Thursday and she delivers Fridays when it is convenient for her customers. “If we’ve got surplus then our prices will go down,” explained Alison. “If it is
not as available the prices do go up a little bit but we do try to keep them reasonable.” Alison says her little farm provides a little bit of everything through the growing season. “Starting in May we are going to have mixed greens as well as heads of lettuce. From there we will have radishes available and green onions. Come June we will have peas and spring potatoes and by the beginning of July we should be starting into the kale, Swiss chard, broccoli, cabbage and collards. “The lettuce and the greens keep going right through to December. By August and September we will have full potatoes, tomatoes, peppers, cucumber, squash, zucchini and more. Onions are a huge thing for us – we love to eat them and we love to grown them, so that’s been a fun one.” Alison Anderson and daughter Callie They have just completed reposing by a garden cold frame that landscaping the main garden of their shelters romaine lettuce through the Strathmore Avenue property, adding early growing season. 135 strawberries plus pear, cherry, chemicals or herbicides, pesticides or ferapple and plum trees and blueberries and raspberries. “We are looking forward tilizer. What are the benefits of developing a financial plan and how do I go about getting one established? Financial planning is the formal process of creating a road map of financial goals while taking into consideration an individual or business’s assets, liabilities and credit standing. Financial planning services allow businesses and individuals to take control of their financial assets and obtain professional advice to manage real estate, make the best decisions on insurance policies, and evaluate investment options. There are certain steps that must be followed. 1st you must prepare a net worth statement and a cash flow statement. Know where you are and where your money is going. Next is to assess your insurance needs. Do you have sufficient protection against loss of income or life? Next is planning how to accumulate capital for short term needs like saving for a car or longer term needs like retirement. It’s
important to consider the lifestyle you want and plan for the income you need. Lastly you will need to plan for your heirs. Proper estate planning is important to ensure your assets are passed to your chosen heirs in a tax efficient manner. Getting one established is as easy as making an appointment with a Certified Financial Planner (CFP). They will provide you with a clear picture of where you are now and where you want to be in the future. Commissions, trailing commissions, management fees and expenses all may be associated with mutual fund investments. Please read the prospectus before investing. Midway firemen quit
The Chief and members of Midway’s fire department turned in their pagers on Tuesday night in a dispute with Council on how to remedy their long-standing complaint that both the fire department and West Boundary Highway Rescue (WBHR) share the same emergency radio frequency. Mayor Randy Kappes confirmed that he had received a phone call from Fire Chief Walter Osellame on Tuesday night informing him of the department’s decision. The issue has been ongoing for over two years, with the fire department making repeated requests for a meeting between the two departments, the village, regional district fire services – who manage the radio system - and technicians. That meeting finally happened last Thursday, April 11. Village Administrator Penny Feist told the Times that Council discussed the report from the Thursday meeting in an in-camera meeting on Monday night and gave staff three directions: All radios and pagers are to be tested to see if any technical issues can be resolved. To ensure the proper radio procedures of the emergency radio from both Midway volunteer fire deparment and WBHR are followed, emergency communication training is to be set up and offered by a qualified instructor other than the commanders of the two departments. A simplex TAC channel is to be used when emergency crews are on site. “The members feel their situation is unsafe the way that our communication protocol is,” Osellame told the Times on Wednesday morning. “At the meeting on Thursday I told them what the problem was, my concerns for the members and told them how simple the solution would be,
which is to turn it back to the way it was,” added Osellame. “We have tried this for almost three years now and it is not working. The membership is not feeling safe, we’ve already had two cases of crossover.” The fire chief said when Feist told him of council’s decision he told her that he would communicate Council’s decision to his membership but would not be complying personally because he didn’t feel it was the appropriate step. “I am not going to compromise my own integrity or be responsible for members who get injured because people who are unfamiliar with protocols and fire service are making these decisions for us. These decisions were made without any consultations with the fire department or the fire chief officers. It just happened one day and that should not occur.” When asked what it would take to get the crew to pick up their pagers again he said, “A simple fix – go back to the system the way it was before; figure it out for West Boundary road rescue or whatever it is you want to do, and we will carry on training and doing a good job like we’ve done over time. We are up to 35 members now. Now we are down to zero.” The entire department, including the Kettle Valley members have resigned. Mayor Randy Kappes issued the following statement on Wednesday morning: “This makes me very sad and concerned. This Village means so much to council and the Fire department and both have worked very hard to keep Midway safe and prosperous. I can’t comment further until Council has had a chance to meet, however the Greenwood Fire Department has agreed, through our mutual aid agreement, to provide fire coverage for the time being.”

The Midway Public Library is planning our 4th annual run to raise money for the BC Cancer Foundation of the Southern Interior. Last year we raised approximately $10,000.00 for patient care, this year we hope to meet our target of $12,000. Hope for the people that journey the lonely road through cancer cost money. We can help put that burden behind them. If you are a survivor, have known anyone with cancer you know how hard the journey is! But we can help by taking one step at a time, walk or run. Make this a family affair; take part in the Kettle River Days festivities’, as well come and join the Run for cancer care. If you are a serious runner we will time your run, if you just want to have fun compete for the spirit award. We will judge the family or group that participates in fun, e.g. crazy glasses, hats, shoes. As well the largest family group, largest professional group, the fastest 5k, 10k, 21k, the youngest (walking), the oldest, most pledges, etc. Registration is on Friday evening with a spaghetti dinner for the participants (other family members can pay a donation) and awards and beef on a bun Saturday afternoon. Our website is www.midwaylibary.bc.ca for registration forms and pledge forms. There is a volunteer form as well if you know someone who would like to volunteer for this event. “Never doubt that a small group of thoughtful, committed, citizens can change the world. Second look needed Shrinking dollars for schools combined with shrinking enrollment numbers have led to cuts in many areas of the district’s budget. Over the years the elementary school secretary’s hours have been cut as well. The latest cut came two years ago when they went down by five hours to 25 hours per week. At the time West Boundary Elementary School (WBES) opted to take $5,000 annually from their school budget to keep the position at 30 hours. But that money has run dry and this school’s secretary is now working 25 hours per week as well. The WBES PAC chair, Jodi Klein, sees this is a “huge safety issue.” She says the secretary is the “rock of the school”, with her finger on the pulse of everything happening on any given day. Last week Superintendent Michael Strukoff referred to the job as a clerical position, saying that rural primary schools of similar size each get 25 hours of clerical time per week. Similarity is not the same as being equal, however. The Christina Lake secretary has one school and one Strong Start Centre to look after; while the two secretaries in the west end must each cover two schools and two Strong Start Centres. Recognizing that rural schools have extra costs, a special funding formula is used by the province to provide additional funding. But then these dollars are put into the general pot and used by the entire district. It is long past time for the board to revisit this practice. More immediately the board needs to recognize the secretary as a key member of the school team who provides support for the principal, teachers and parents. The board must take a second look at the number of hours provided in the west end – especially as there will only be one principal covering all four primary schools next year.

Spring 2013
Summer is right around the corner and we are excited about the prospects of getting some of the much needed projects started and completed. From water main replacement to the new water well coming on line to cleaning up some of city landscape council has been busy meeting and working on our five year budget plan and will soon be starting our “Capital Budget”. You are all invited to come and take part in these proceedings as they are open public meetings and affect everyone as we move forward to try and shape out 2013 yearly financial allocations. I know by now many of you have seen the new garbage receptacles around the city as well as the new park benches that are part of our “Memorial Bench” program that was implemented last year. Call city hall for details. Hopefully you will see us move forward on the new signage as well. I would also like to take a moment here to thank the many people who volunteer for the various functions in our city because without your help and support a lot of what we do would not be possible. With the warm weather approaching I hope you all have a very safe happy, and trouble free summer with your family and friends. It is such a great honour for me to have been chosen as your Mayor and in closing this edition of our newsletter I would like to add a quote made by actor Christopher Reeve: “So many of our dreams at first seem impossible, then they seem improbable, and then, when we summon the will they soon become inevitable”. Never give up your dreams. Respectfully, Nipper Kettle, your Mayor

Women’s sanitary products, especially tampons are especially disruptive to the Waste Water Treatment plant. A large percentage of the daily maintenance and pumping problems are caused by these small fibrous items. Please wrap and place in a garbage container instead of flushing them.
Spring will soon be here and with it the water table will rise. A small percentage of homes in Greenwood need sump pumps to keep their basements dry. These pumps are not allowed to be pumped into the City sewers. In the spring of 2011 the lift stations pumps were not able to keep up and the sewer mains backed up until emergency measures were taken and homeowners were urged to stop. The Treatment Plant was not designed to, nor can it treat this large volume of water. The result is increased pumping cost and odours.

The average Canadian daily domestic use of fresh water per capita was 329 litres per person. How to convert your toilet to a low flush toilet: Place a 2 litre milk jug or something similar, fill partially with pebbles or sand and fill the rest with water and place in tank. • Turn water off when brushing teeth (saves 2 gallons) or shaving (saves 20 gallons). • Don’t use toilet as a wastebasket or flush it unnecessarily. • Take short showers – five minutes or less should do. • Keep a bottle(s) of drinking water in the fridge rather than letting your tap run to get cold water when you want a drink. • Water lawns 1 to 2 days a week instead of 5 (saves 840 gallons/ week). As a general rule, most lawns and gardens require little more that 2 to 3 centimeters (1 inch) of water per week. Watering less frequently forces the roots to go deep thus strengthening the grass. • Water plants early morning/late evening (saves 25 gallons each time). • Fix leaking taps. • When washing a car, fill a bucket with water and use a sponge (saves 300 litres of water) Also, wash it on the lawn so the water is not wasted. Sustaining our Infrastructure By infrastructure we mean the water treatment plants that purify our water, the water mains in the ground that transport water, and the tower and reservoirs that store water. The term includes the sewer pipes that carry away wastewater and the sewage treatment plans that treat wastewater before returning it to the environment.
FIRE CHIEF’S NOTICE
Barrel burning is not allowed at any time. Please obtain a burning permit and a
copy of burning regulations from city hall.
Do not leave any fire unattended, and ensure that you maintain your property and/or vacant lots. These pose a potential interface fire hazard. Check smoke/heat detectors to ensure they are fully functional. To aid fire and emergency personnel response, please ensure that your residence is clearly identified with a reflective house number. Fire practice is every Wednesday at 7 pm at the Fire Hall. Volunteers are always welcome!
In British Columbia the Wildfire Act specifies a person’s legal obligation when using fire on or within one kilometer of forest land or grassland. If an outdoor burn escapes and causes a wildfire, the person responsible may be held accountable for damages and fire suppression costs.

Accident closes highway A semi-truck loaded with lumber tipped while swerving to miss a dog and pups crossing the highway, closing the highway for approximately three hours on Tuesday afternoon. Grand Forks RCMP St. Sgt. Jim Harrison told the Times that at about 3 p.m. Midway RCMP were advised by the ambulance service of a single vehicle semi-truck single vehicle rollover near 11980 Hwy 3, Greenwood. Harrison said when members attended the scene the semi-truck and trailer were lying on the passenger side
on Highway 3 with its load of lumber strewn across the highway. The driver, the lone occupant of the vehicle, was transported to hospital. Eyewitnesses confirmed the truck swerved to miss the dogs. The driver said he braked, but he lost traction in the soft shoulder of the highway and the truck rolled when his load tipped too far. “No charges were laid and the 32-year-old Chilliwack driver was released from hospital later in the evening with a dislocated shoulder but no other injuries,” Harrison said.

Engineer enlightens students
Mike Fairweather, a retired engineer, came to the Midway Elementary School (MES) last Thursday afternoon to enlighten the students on the many ways that engineers come into their lives. “Engineering is about problem solving,” he explained as he gave an informative and fun overview of the many type of engineers there are in the world today. His remarkable slide show kept the kids engaged.
Following a wider view of the engineering field given to all the school’s students, Fairweather gave a talk to the Grade 2 and 3 students about his specific area of engineering expertise, including pictures of places around the world that his career with Teck Cominco had taken him. The young girls in the class were thrilled when he shared a picture of a young woman who works as a senior
process engineer (at a very good salary) at a mine operating north of the Arctic Circle. His presentation was done on behalf of the West Kootenay chapter of the Association of Professional Engineers and Geoscientists of BC (APEGC). Each year the organization sponsors a bridge building contest targeted for grade 3 students using only popsicle sticks and white glue. Retired engineer Mike Fairweather shared stories of his career as an engineer with students at Midway Elementary School last week.

Students prepare for grad
Introducing
Clint Elliot is an outgoing young man who is passionate about music. He recalls that growing up in Christian Valley and Westbridge there weren’t many kids. “There was not much to do so you have to keep yourself busy so the instrument was a good way to do that,” he explains. “I dedicated a lot of spare time to that.” His short-term goal over the summer is to work as much as possible, hang out with his friends before they leave for school or he moves away, and to pursue his love of music and the album he and guitarist Christian Beck are working on. Clint says he isn’t planning on attending post secondary this fall. “I’d like to have money before I do that.” So he will be working at the Kettle Valley Golf Course this summer –

Introducing
Grade 12 student Cam Ewing says one thing he really likes about having the high school so small is he has been able to grow up with all the people in my grad class and I know everything about them. “You don’t get that in those big high schools. I am excited about it because our grad ceremony is one of the best in B.C.,” he declares. Cam has already chosen the career path he’s like to follow. He will be attending the Justice Institute of BC in Kelowna this fall to take a three-week course that will allow him to get his foot in the door in the ambulance service. After he’s logged enough hours he will be able to take his Primary Care Paramedic (PCP) and eventually he plans to be certified to work on helicopters doing critical care. Cam is currently looking for a summer job. When asked what he has to offer an employer he’s quick to answer, “I am a really good team worker, I like to work outside, like to work with my hands and I can pretty much do anything.” He started working at the Gold Pan Café from the age of 13 or 14 as a busboy/dish washer His resume include the Rock Creek Petro Can where he did extra chores like cleaning the gas

his second season there. After the golf season ends he plans to find other work – either up north or maybe logging with his dad. His longterm goals are to be happy and have a good career. “I just want to enjoy what I am doing.” When asked what job would make him happy enough to be able to do the job and not necessarily worry about the money he immediately replied, “Play music. There’s not a lot of money for bands coming up but if I were playing music I wouldn’t care about money. All I care about is music.” Clint, fellow grad Christian Beck and pianist Christina Currell provided the music for the BCSS production of Grease last December. When asked about his favourite courses aside from music he named English and history. “I liked math until Grade 11, then it got really hard so I’m not a big
pumps, doing inventory, stocking, and serving at the deli. “By taking care of these tasks it took the weight off senior staff allowing them to get more important tasks done,” he wrote in his grad transitions file. Last summer he worked at the Midway Museum on conservation, maintenance, public reception and giving tours. Cam has lived in the same house in Christian Valley since he was born; in fact his mom was pregnant with him when it was built. Soccer was a sport he’s loved to play all through high school. His hobbies include fishing and being outdoors. He’s also taking the Fire Suppression course, which will earn him 15 certificates by the time he graduates. Cam is grateful for his family too. “My family has supported me both mentally and financially my whole high school career to make sure I can be the best I can be. They will continue to help me once I have embarked on my journey of adulthood. I can always rely on my family for support.” He says an ideal summer job for him would be outside, but anything that is paying relatively well will do – it’s a means to an end. “Money is money,” he says. “Once I’ve got the money I can do my course and then I am going to be doing what I want and I’ll be happy to go to work, it’s just getting there.”
Kettle Valley Waste Ltd. Weekly Tag-a-bag garbage collection in the West Boundary “This will be so handy and cost saving now that the Bridesville, Westbridge, and Jewel Lake RDKB bins are gone!” Wednesdays: Eholt through to Murray Road on the west side of Midway excluding the City of Greenwood Thursdays: West and North from Murray Rd on the west side of Midway to Sidley Mountain Road, Christian Valley to Fiva Creek, and Hwy 33/Rhone Road north to Carmi and including various side roads off of these main routes. Phone to arrange pickup. Cost Effective: Use KVW’s bright orange tags (one $3.00 tag for each average sized garbage bag) and only pay for what you put out. Convenient: your trash is collected by KVW Ltd. the same day as your RDKB contracted bi-weekly recycling pick-up. Committed to Excellent Customer Service: Kettle Valley Waste Ltd. purchased Joanne Relkov’s R.A.P.I.D. Removal business and we will gladly honour the R.A.P.I.D. tags you may still have. We have built our business one satisfied customer at a time for more than 30 years. One relatively new customer in rural Grand Forks reports saving $100.00 in one year for a family of 8 using our tag-a-bag service over a former contractor’s monthly fee for service! Look for our bright orange KVW tags. To order your tags call Ron or Cynthia toll free 1-877-447-9265 and our driver can deliver tags to you. Or buy them at The Spot in Midway. fan anymore.” That coming from someone who has been an honour role student from grade eight to the present. He’s an athlete, having played hockey since he was four. He was planning to play professionally until he tore his ACL. He says he plans to always play hockey though. Clint loves fly-fishing and hiking. “I’ve got an old, old rod from this old guy I worked for one time. It’s a really expensive bamboo one and me and that rod have seen time together on that river- I’ll tell you that.” Clint will graduate with the full complement of 15 certifications available to those who complete the Fire Suppression Course in May. He realizes the value of having a good job though. In his grad transitions file he wrote, “Financially I struggled until my parents made me get a job which definitely made me happy and comfortable.”
